<text>Gen. Martin Teofilo Delgado was born on November 11, 1858, to his parents, Don Jacinto Delgado and Doña Gabriela Bermejo. Gen. Martin Delgado was the second child of the family, born from parents who belonged to Aristocratic families in Santa Barbara, Iloilo. Gen. Martin Delgado was married twice. His first wife was Carmen Borra, and they had a child named Conchita who died at an early age. On the other hand, his second wife was Lucia Hisole and he fathered three children with her namely: Teodolfo, Jacinto, and Consolacion.

In his early years, Gen. Martin Delgado attended Santa Barbara Parochial School, he then studied in Jaro, at Seminario de San Vincente Ferrer. In his tertiary level, he transferred to the Ateneo Municipal de Manila where he eventually obtained his teacher's diploma and worked in a public school in his hometown.

Gen. Martin Delgado was later appointed to serve as the teniente mayor of his hometown and capitán municipal. On October 28, 1898, the people of the Iloilo Province took part in the resistance against the Spanish authorities. Gen. Martin Delgado participated in the revolution as he spearheaded a group of volunteers and took control of the municipal building of Santa Barbara. When he was promoted as lieutenant general, he initiated campaigns against the Spanish authorities which resulted in the surrender of General Diego de los Rios.

U.S Brigadier General Marcus P. Miller in the Philippines after the surrender and evacuation of General Diego de los Rios and with him is the support given by Admiral George Dewey, for the occupation of the Iloilo City. February 4, 1899, the conflict between American forces and Philippine revolutionaries began, which led to the fall of Fort San Pedro later on February 11, 1899. The military forces withdrew from Iloilo City, and as an act against the American Forces in Iloilo Province, Gen. Martin Delgado initiated a guerilla campaign.

February 2, 1901, Gen. Martin Delgado eventually surrendered to an American Military Governor named Edmund Rice. Despite this, on April 11, 1901, Gen. Delgado was appointed by U.S. government officials as the first governor of Iloilo Province.

On March 3 1902, Martin was able to continue his services as he was again elected as the governor of Iloilo until March 1904. After leaving the seat, Gen. Martin Delgado traveled back to Santa Barbara and upon his return, he became Santa Barbara’s fifth municipal president.
At the age of 60, Gen. Delgado passed away. His remains can be found at the family mausoleum in Santa Barbara Catholic Cemetery. </text>

<text>This second edition of the Mobile Museum Boxes book highlights the history, fabrication, and implementation of this project as we seek to establish more innovative exhibition concepts for universal access and inclusivity. In this book, we featured an intensive approach to the content of each of the boxes to provoke further interest in various scientific fields — taxonomy, systematics, and conservation biology. It is our pride to showcase the natural heritage of the Visayas in all forms of access such as literary, digital, and tangible exhibitions now situated in the National Museum Western Visayas. Preface to the Third Edition
This third edition of Mightier Than the Sword
became necessary for two reasons. First, copies of
the 2nd edition have been exhausted and, second,
the Dr. Graciano Lopez Jaena Foundation is raising
money to put up the Memorial Shrine of the hero at
his birthplace in Jaro, Iloilo City. Proceeds from the
sale of this book shall go to the fund for the building
of the Shrine. The author shall not collect any royalty
from this edition of his work.
A few pictures included in the previous editions
of the book have been changed with new photographs
that are more relevant to the story of Lopez Jaena.
The author joins other ardent admirers of
Graciano Lopez Jaena in the campaign to build a
memorial worthy of the first Filipino Propagandist
and the greatest orator the Philippines has ever
produced.

Preface to the Second Edition
The first edition ofthis book came out in 1964, some 24 years
ago. We assigned only one Filipiniana book dealer in Manila as
distributor but we were surprised that the edition was sold out in a
relatively short time.
The book was included among the works of selected Filipino
authors for display in Philippine embassies and consulates abroad.
In Iloilo, however, the sale ofthe book was not so good because
ofinadequate promotion and marketing.

The increasing interest in Lopez Jaena among the Ilonggos
these past few years is a welcomed thing. For some time now
friends have been suggesting that we reprint the book so that more
people would be able to know Lopez Jaena and his works. The
opportunity to do this came when the Graciano Lopez Jaena Press
Foundation offered to be the publisher. The Philippine Press In
stitute. by deciding to undertake an exhibit on Lopez Jaena in Manila
this coming December, also helped encourage the reprinting of
this humble volume.
I am grateful to the Graciano Lopez Jaena Press Foundation
for making the publication of this second edition possible. One
important difference between the first and the present editions is
the expanded bibliography. This was done to help researchers
and students who may wish to read more about the hero from
Jaro.

Preface to the First Edition
It is both sad and strange that the first Filipino to set out on the
Propaganda Movement for his country’s freedom has found very
few among his countrymen who have been interested in perpetuat
ing his memory and popularizing his name. Graciano Lopez Jaena
has been relegated to the background in his people’s estimation of
Filipino national heroes. He died for his country some sixty-eight
years ago yet this is only the first attempt to publish a book on his
life and labors.

Challenged by the seeming neglect ofLopez Jaena, the author
undertook the writing of the hero’s biography under very limited
resources. Fortunately, Dr. A.O. Larsen, former president of
Central Philippine University, provided the research money, first
from his own pocket and later from Central Philippine University.
The Philippine Historical Association further inspired the writer by
publishing a shorter version of this work in its journal, The
Historical Bulletin. Atty. Orlando M. Hernando now with the
University ofthe Philippines Iloilo College and Dr. F. Landa Jocano
of the National Museum also offered valuable suggestions and
encouragement. Dr. Joseph T. Howard, CPU president, has also
encouraged the author by his deep interest in Lopez Jaena while
Remigio N. Heredia, the most ardent Lopez Jaena enthusiast in
Jaro, also gave much help. Likewise, the members of the Iloilo
Press and Radio Club further spurred the writer to push through
the publication ofthe work. Special mention should be made of
Pelagio N. Gomez who helped in the editing and proofreading and
of Rodrigo Salvarita for designing the cover of the book.

Finally, credit for the printing ofthis book should go to Vice
Mayor Benigno G. Hinolan ofMurcia, Negros Occidental, author
of a shorter work entitled The Life of Graciano Lopez Jaena
(1923) who generously offered to finance the publication. Presi
dent Soban C. Singh of the Federation ofProvincial Press Clubs;
Col. Alejo F. Alvares, Iloilo PC commander, Mariano M. Diolosa,
and Jose Fabales also pitched in their contributions

The author would like to acknowledge his indebtedness and
express his appreciation to the above-mentioned friends. The short
comings and faults of the book, however, are all his own.

<text>The Philippines has become one of the fastest-growing digital economies in Southeast Asia due to the emergence of information and communications technologies (ICTs) that have facilitated digital transformation, especially during the COVID-19 pandemic. This transformation has led to the development of new business models, innovative products and services, and new ways to conduct business. Utilizing digital technologies effectively can help the country improve its economic performance and promote inclusive and sustainable development. However, the ability of the Philippines to take full advantage of the vast opportunities provided by these technologies is contingent on reducing the digital divide and addressing policy issues.

To obtain a better understanding of the digital economy, the Philippine Institute for Development Studies has compiled research on the current ICT environment, including issues related to e-commerce, financial technology, online and platform work, smart cities, digital connectivity, and gender. In this volume, PIDS researchers explore strategies for leveraging digital technologies to achieve inclusive socioeconomic development.

The Institute aspires that the analyses in this book will inform discussions and the national strategic direction on seizing opportunities and addressing challenges in the digital sector to enable the Philippines reach its full potential as a frontrunner in the digital economy.</text>
