CEBU City – Barotac Nuevo Central Elementary School, representing Western Visayas, salvaged a bronze medal finish in the 2024 Palarong Pambansa elementary boys football event here.&#13;

The Ilonggo squad made sure to land a podium finish, scoring a dominant 4-0 victory over the Bicol Region in the battle-for-bronze medal game held at the Don Bosco Technical College.&#13;
&#13;
Among the players of the Western Visayas squad were Bryan Ejar, Fritz Azhryl Chavez, Ezekiel Joan Surmieda, Khyhlle Anthore Yu, Devon Cris Torres, Luke Gabriel Derotas, Geric Matthew Jimena, and Carl John Betco.&#13;

Also in the squad were Andrex Quinn Martinez, Nijel James Cagampang, Jashan Myar Unipa, Jhan Ryan Matillano, Lemuel Hervas Jr., Nhelro Valderama, Nyel Zano Eribal, Edrian Manos, and Marvin John Lestingio.&#13;

The Western Visayas elementary boys booters were handled by coaches Samson Flores Jr., Ariel Bedic, and Nigel Montaño.&#13;
&#13;
Meanwhile, Tañon Maroons-San Carlos City, which represents Western Visayas secondary boys football squad, failed to sustain their strong start to suffer a 3-2 loss to National Capital Region in the finals at the Dynamic Herb Sports Complex in Cebu City.&#13;
&#13;
The Francis Roy Bacuna-mentored Negrense booters had a strong start as they quickly nailed two goals in the opening half, but NCR responded with two goals of their own for a 2-2 score.&#13;
&#13;
The Far Eastern University Baby Tamaraws-represented NCR then completed their victory in the extra time as they knocked down the go-ahead goal past the Western Visayas’ defense.&#13;
&#13;
Despite the defeat, Bacuna remained optimistic with his squad as they managed to reach all the way to the championship round despite facing tough opponents along the way.&#13;
&#13;
“This is a huge achievement for us because we did not expect to reach this far,” Bacuna said. “But this gives us the confidence to try and win the gold medal in the next Palarong Pambansa.”/PN&#13;

              <text>The Baysulangpu Artists Society opened its latest exhibit, “Dagta-an: Forming New Perspectives,” on August 10 at Thrive Art Gallery.&#13;

Running until September 10, the exhibit marks a milestone for the art group, showcasing their evolution as they embrace a new generation of artists with fresh perspectives and skills.&#13;
&#13;
The exhibit’s title, derived from the Hiligaynon term meaning “to stain, to blot, to color,” surprisingly offers a cohesive exploration of the human form, despite each artist’s independent approach to the theme.&#13;
&#13;
Through diverse styles and interpretations, the artworks converge around human forms, particularly the depiction of male and female figures, alongside some abstract works. The emphasis on feminine forms suggests a possible feminist theme, challenging traditional representations and exploring identity, vulnerability, and strength—central elements of feminist discourse.&#13;
&#13;
Artist Yanni Ysabel Panaguiton noted that the thematic alignment was coincidental. She explained that the artists were given the title “Dagta-an” and encouraged to interpret it freely, resulting in the diverse yet unexpectedly interconnected pieces that comprise the exhibit.&#13;
&#13;
The arrangement of the artworks adds an intriguing layer to the exhibit. The deliberate placement of pieces like Arnold Almacen’s “Once in a Blue Moon” and “Eclipse,” alongside Panaguiton’s “Cross (on) My Heart and Hope to Die,” depicting nude female bodies next to Johanz Mercurio’s “Fiat” and “Summum Bonum,” opens a compelling exploration of the irony surrounding the female form—its duality as both sacred and taboo.&#13;
&#13;
Traditionally, the female body symbolizes fertility, life, and beauty, revered in various cultural and religious contexts. This reverence is reflected in the idealization and celebration of the female form. Yet, paradoxically, it is also subject to societal restrictions and moral judgments, often leading to objectification or censorship.&#13;
&#13;
Mercurio’s pieces, influenced by his seminary days, introduce a spiritual dimension that contrasts sharply with the earthly, sensual representations of the female body.&#13;
&#13;
This juxtaposition invites viewers to reflect on how institutions like the church, often seen as Ideological State Apparatuses (ISAs), shape societal views on morality, sexuality, and the human body. Philosopher Louis Althusser conceptualized ISAs as institutions such as the church, education, and media that disseminate ideology and reinforce a society’s dominant values and norms. The church, in particular, plays a significant role in shaping perceptions of sin, virtue, and the human body, often casting the nude female form as a symbol of temptation or sin.&#13;
&#13;
In the exhibit, the nude female body is recontextualized as a site of both vulnerability and strength. By placing the sensual depictions of the female body alongside Mercurio’s spiritually themed works, the exhibit creates a dialogue between two contrasting perspectives: the religious view that often imposes moral constraints on the body and the artistic exploration that celebrates its natural form.&#13;
&#13;
“Dagta-an” prompts viewers to consider how the concept of staining or marking can be metaphorically linked to the depiction of the human form and spiritual experience.&#13;
&#13;
Since its inception in 2001, Baysulangpu has made substantial contributions to the local art landscape. The group is renowned for transforming blank walls into vibrant canvases, including notable murals of local landmarks such as cyclists, Dinagyang, Paraw Regatta, and various bridges.&#13;
&#13;
Their commitment to public art was particularly evident during the pandemic in 2020, when they created the longest mural in Iloilo City, symbolizing unity during a challenging time.&#13;
&#13;
Almacen explained that the name “Baysulangpu” derives from “pulang subay,” which translates to “red ant.” The phrase “Kon makasulapo ka sang subay nga pula” refers to the painful experience of being bitten by a red ant and reflects the group’s commitment to breaking free from the constraints of traditional gallery politics and favoritism. Almacen noted that the red ant’s defensive behavior—its aggressive response when threatened—symbolizes the group’s resistance against the challenges they faced.&#13;
&#13;
Baysulangpu was established as a protest against the entrenched politics of galleries where they had previously been members. To address these challenges, the group took their exhibits to unconventional venues like restaurants, often using their art to critique social issues and express dissent.&#13;
&#13;
Previous exhibitions, such as “Paradigm” (2021), “Turn Over” (2022), and “Bak-it” (2023), paved the way for the group’s latest display.&#13;
&#13;
Other participating artists include Dea Mikaela Bañas, Edmar Colmo, Edwin De los Reyes, June Moreno, Kim Dela Cruz, Onofre Ballescas, and Vivien Gardose.&#13;

Supreme Court Associate Justice Maria Filomena D. Singh served as the speaker during the Central Philippine University College of Law’s commencement rite of 30 law graduates on Monday, July 22.&#13;
&#13;

ILOILO City – Supreme Court Associate Justice Maria Filomena D. Singh urged graduates of the Central Philippine University (CPU) College of Law to become men and women of integrity, particularly when they become lawyers.&#13;
&#13;
&#13;
In her speech during the college’s commencement exercise, Singh underscored the importance of keeping one’s integrity, saying that in this modern world, only a few people have unquestionable integrity.&#13;
&#13;
&#13;
“Pursue your dreams, but never forget that you must be ruled by the law and guided by your ethical values.  Never lose sight of your goals. Remember that not all the money in the world can buy you a good name and reputation. It is the best legacy you can leave behind,” said Singh.&#13;
&#13;
Singh, the 194th associate justice of the tribunal, served as the speaker during the CPU College of Law’s commencement rite of 30 law graduates on July 22.&#13;
&#13;
In her speech, Justice Singh stressed that the true power of legal education lies in how members of the Bar choose to apply it.&#13;
&#13;
&#13;
“It is my sincerest wish that you apply it not just with dedication, but with integrity. Integrity to me is the most precious commodity in the whole world. It is also the rarest. A lawyer with integrity acts with independence, propriety, fidelity, competence, diligence, equality, and accountability,” said Singh.&#13;
&#13;
The magistrate also encouraged the law graduates to “serve and pay back” to their families, schools, cities, and country.&#13;
&#13;
“Go forth and conquer. Today, your life commences on a new path of service not just for your family, but for the country coupled with the faith in God and the kindness of each other. You will be the instrument of good and beacon of hope,” said Singh.&#13;
&#13;
The magistrate said the law profession is now both empowered and beleaguered by technological advancements, noting the new mode of transforming how law is practiced is not always for the better.&#13;
&#13;
“As future lawyers, you will play a key role in shaping the future of our legal system. Legal education has given you the knowledge, the skills, and the tools to navigate this evolving landscape and to drive change,” said Singh.&#13;
&#13;
Remember that you are not just for yourself. You are becoming lawyers for society. You are all equipped to be in this noblest profession where you can make a positive impact on the lives of others.&#13;
&#13;
&#13;
Singh said the commencement rite is a day of great celebrations as the college bestows upon the law graduates their Juris Doctor degrees, signifying the completion of four years of legal education.&#13;
&#13;
“But more than the ceremony, today also served as a chance for you to reflect on the journey that you have taken. It is the occasion to remind you of the purpose why you chose to take on this journey,” she added.&#13;
&#13;
Likewise, the magistrate said the commencement rite is also the celebration of love, patience, generosity, charity, and kindness.&#13;
&#13;
“Indeed, the study of the law is not a thing that can be achieved simply or easily. It requires the honing of a mind, deepened reasoning and critical thinking, and the acquisition of interpersonal skills that would make you ready to engage with your future clients and colleagues, and with justices and judges before whom you will appear. Most importantly, instilling ethical values that would guide you down the path you choose from here on,” said Singh.&#13;
&#13;
The magistrate reminded the graduates that being now full-pledged Juris Doctors “carries with it the gravitas that you should hold and keep from any impropriety or illegality.”&#13;
&#13;
&#13;
“Remember that the title you earned today is not a mere ornament for showing off. Lawyering is the noblest profession. Without lawyers, no one will uphold the rule of law and society can exist and survive without the rule of law,” said Singh.</text>

ILOILO – The Pride Month celebration in the 2nd District commenced with a ceremony led by Miss Eco International Philippines 2025 Alexie Brooks.&#13;

The event, held in the town of Zarraga on Wednesday morning, June 26, saw the participation of around 400 LGBTQIA+ community members from the district’s eight municipalities: Zarraga, Leganes, New Lucena, Santa Barbara, Pavia, San Miguel, Leon, and Alimodian.&#13;
&#13;
Brooks delivered an inspirational message, recalling her own challenges and emphasizing the importance of self-love and confidence regardless of societal acceptance.&#13;
&#13;
“What is really important here is to love yourself, be true to yourself, and to be confident regardless of what shape you are,” Brooks said.&#13;
&#13;
She shared her journey of overcoming discrimination due to her androgynous orientation, underscoring the significance of staying true to oneself.&#13;
&#13;
The event was organized by Dr. Kathryn Joyce F. Gorriceta, founder of the Association of LGBTQIA+ Segundo Distrito and wife of Cong. Michael Gorriceta.&#13;
&#13;
Alongside the association’s focal person, Ramie Corillo, and the presidents of the LGBTQIA+ organizations from the eight municipalities, Dr. Gorriceta emphasized the association’s goal to affirm the community’s acceptance and sense of belonging throughout the district.&#13;
&#13;
The celebration opened with a parade around the municipal plaza of Zarraga, led by Brooks herself.&#13;
&#13;
Dr. Gorriceta expressed hope that the district would be recognized as a safe space where the LGBTQIA+ community could achieve their ambitions through available educational and vocational training opportunities.&#13;
&#13;
“We prioritize you and you know that,” she said.&#13;
&#13;
The celebration, marked by the symbolic rainbow flag, aims to spread its values across the district. Each color of the flag represents a distinct value — life, freedom, happiness, unity, hope, and equality.&#13;
&#13;
This year’s activities include a medical mission, outreach programs, tree planting, and symposiums, all designed to further integrate and support the LGBTQIA+ community in the district.&#13;
&#13;
The festivities will continue through June 29.&#13;
&#13;
In addition to the celebration’s agenda, Congressman Gorriceta assured ongoing support for the LGBTQIA+ community, aiming to make them feel cared for and valued.&#13;

              <text>Benito Lopez was born on April 3, 1877, in Jaro, Iloilo City. He was the son of Eugenio J. Lopez, a prominent sugar baron from Negros, and Marcella Felipe. Benito Lopez belonged to the third generation of the esteemed Lopez family.&#13;
&#13;
Lopez was married to Presentacion Hofileña, with whom he had two children namely; Eugenio Lopez and Fernando Lopez.&#13;
&#13;
In or about the year 1900, Juan de Leon, Francisco Villanueva, Esperidion Guanco, and Benito Lopez formed a partnership to publish the newspaper "El Tiempo," which soon became the top newspaper in Iloilo City. At the age of 26, Benito Lopez was appointed as the vice mayor of Jaro, a position he held from 1902 to 1903. Over the years, he furthered his political ambitions and was elected Governor of Iloilo, a position to which he was re-elected in November 1907.&#13;
&#13;
Tragically, on December 27, 1907 Benito Lopez was assassinated in his office at the Casa Gobierno, now known as the Casa Real de Iloilo. He was shot four times by Joaquin Gil, a follower of Francisco Jalandoni of the Nacionalista Party, a political rival. The motive behind the assassination was believed to be retaliation for Lopez's exposure of the jueteng ring in Iloilo. &#13;
&#13;
Despite medical efforts, Lopez died on January 20, 1908, a few weeks after the incident occurred, at the age of 30. He passed away at the Mission Hospital in Iloilo.&#13;
&#13;
The sentence against Joaquin Gil was ordered by W.F Norris, judge of the ninth district court in the province of Iloilo, on February 28, 1908. Gil was sentenced to be hanged by the neck until dead and to pay the expenses of the case. Furthermore, the sentence would take effect upon confirmation by the Supreme Court of the Philippines.&#13;
&#13;
Indeed, his untimely death marked the end of a promising political career and left a significant impact on the political landscape of Iloilo.</text>

ILOILO – The Iloilo Provincial Health Office (IPHO) reports a significant shortage of rabies vaccines for humans due to a surge in animal bite incidents.&#13;
&#13;
Between 2021 and 2023, animal bite cases have steadily increased, with 40,183 in 2021, 46,308 in 2022, and a sharp rise to 72,805 in 2023.&#13;
&#13;
As of the first quarter of this year, 14,632 patients sought rabies vaccination after animal bites, mostly from dogs and cats, at the 17 Animal Bite Treatment Centers (ABTCs) and 13 district hospitals across the province.&#13;
&#13;
“The vaccines allocated to our centers and hospitals will never be sufficient. The demand far exceeds our supply,” explained Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO.&#13;
&#13;
Rabies is a deadly virus transmitted through the saliva of infected animals, typically through bites.&#13;
&#13;
Symptoms in humans include fever, headache, excessive salivation, muscle spasms, paralysis, and mental confusion, leading to death if untreated. Prevention involves immediate cleansing of the wound, vaccination of pets, and prompt medical care including vaccination after exposure.&#13;
&#13;
The provincial government allocated P5 million earlier this year for purchasing rabies vaccines, which were quickly depleted.&#13;
&#13;
An additional P3.5 million has been spent on more vaccines, which are still expected to arrive.&#13;
&#13;
As of now, the health units are using 1,500 vials donated by the Department of Health (DOH) on June 6, 2024, but these are also nearing depletion.&#13;
&#13;
Dr. Rodney Labis, chief of the IPHO-Health Service Delivery Division, cited the rapid consumption of vaccines, “Even the newly procured vaccines won’t be enough due to the rising number of patients accessing our ABTCs.”&#13;
&#13;
To address this concern, the IPHO is lobbying the 43 local government units (LGUs) and district hospitals to procure additional vaccines for better coverage.&#13;
&#13;
“We are already foreseeing a shortage due to the high number of dog bites,” added Labis.&#13;
&#13;
From January 1 to June 8, 2024, Iloilo recorded three rabies-related deaths, a 50 percent increase compared to the same period in 2023. The cases originated from Pototan, Dumangas, and Alimodian.&#13;

Amid this vaccine shortage, the IPHO promotes responsible pet ownership and the enforcement of local ordinances to reduce animal bite incidents and the subsequent demand for vaccines. Quiñon urged pet owners to vaccinate their pets against rabies, secure them to prevent escape, and provide proper care including food and vitamins.&#13;

Gov. Arthur Defensor Jr. has instructed the IPHO to prepare for these challenges, indicating plans to address the issue in the upcoming supplemental budget.&#13;
&#13;
He also emphasized the need to clarify the target beneficiaries of the rabies vaccine, as the resources are not sufficient to cover the entire population.&#13;

ILOILO – The provincial government is contemplating a class action lawsuit against those responsible for the recent power blackouts affecting Panay Island, neighboring Guimaras Island, and parts of Negros.&#13;
&#13;
“We are examining this option because it has caused significant harm to our people, including damage to households, businesses, and more,” said Gov. Arthur Defensor Jr.  &#13;
&#13;
Defensor plans to attend the Senate inquiry on the blackout on Jan. 10 and the House inquiry on Jan. 11. These hearings will focus on gathering data necessary for legal action and reviewing relevant energy laws, such as the Electric Power Industry Reform Act of 2001 (EPIRA), other related statutes, and the franchise of the National Grid Corporation of the Philippines (NGCP).&#13;
&#13;
“A class action suit is being considered because of the widespread damage. While the power laws are relevant, we’re also looking into the Civil Code provisions. However, we’ll first attend the congressional hearings to gain more insights,” said Defensor.&#13;
&#13;
When asked if the NGCP would be the sole defendant in a potential lawsuit, Defensor said the outcome of the congressional hearings would guide this decision.&#13;
&#13;
“We’ll see how things develop. Currently, the NGCP, as the operator of the grid, is at the center of our investigation. However, this could change depending on the findings from the Congress,” he said.&#13;
&#13;
The governor emphasized the need to vindicate the damages suffered by our people, the province, the city, and the entirety of Panay, and to hold those responsible accountable.”&#13;
&#13;
Defensor is scheduled to participate as a resource person in the Senate Committee on Energy’s hearing on Wednesday at 1 p.m. in the Senator Pecson Room, Senate Building, Pasay City, and in the House Committee on Energy’s inquiry on Thursday at 9:30 a.m. in Conference Rooms 3 and 4 of the Ramon V. Mitra Building at the Batasang Pambansa in Quezon City.&#13;
&#13;
Earlier, Defensor, along with Iloilo City’s Mayor Jerry Treñas, appealed to the Department of Energy (DOE) and Congress to use their authority to address the blackout issue in Panay Island, which is impeding economic growth and development in the region.&#13;
&#13;
“We’ve requested the executive branch to hold the power sector accountable to prevent future occurrences. This issue is hindering the development of Iloilo City, Iloilo Province, and the entire Region 6, which affects the country’s overall development,” Defensor said at a press conference on Jan. 4.&#13;
&#13;
The economic impact of the blackout on the province is still being assessed, but the governor noted that a formula is being developed to quantify its effect on businesses.&#13;

&#13;
The prolonged blackouts in Panay Island last week affected the livelihood and daily lives of people. Photo shows residents of Barangay Calaparan, Arevalo, Iloilo City playing by the seaside while waiting for their electricity supply to resume. &#13;
&#13;
Defensor also called for a review of power utilities’ compliance with their franchise mandates, as well as NGCP’s adherence to five directives issued by President Ferdinand Marcos Jr. following similar outages in April 2023.&#13;
&#13;
These directives include updating stakeholders on the Visayas Grid status, synchronizing protection relays, expediting the Ancillary Services Procurement Agreement, ensuring grid stability, and completing the third phase of the Cebu-Negros-Panay (CNP) backbone project by March 2024.&#13;
&#13;
The governor urged lawmakers to use their authority to enhance the energy sector, defining police power as the ability to prevent or stop societal harm, including power outages.&#13;
&#13;
“Legislative action might be necessary to improve the power sector,” he added.&#13;
&#13;
Defensor also implored the power sector to cooperate in preventing future crises. An emergency conference with the DOE, ERC, NGCP, Western Visayas governors, Iloilo mayors, and other stakeholders was convened on Thursday morning to address the blackout issues affecting Panay Island and other parts of Region 6 since Jan. 2.&#13;

During the meeting, the NGCP committed to completing the CNP3 project by March 2024. This project involves connecting Negros and Cebu with an overhead line from Bacolod City to San Carlos City, and then to Toledo City, Cebu, via a submarine cable. The entire CNP project includes constructing a 238km, 230kV capacity transmission line linking Cebu, Negros, and Panay, along with the expansion of several substations.</text>

WHEN THE tribulations feel relentless, for some, it is easier to give up than to confront their circumstances and rise above them. It is easier to question their worth and blame themselves than to question the society that perpetuates the hardship — so the cycle never ends.&#13;
&#13;
Charlen Enario Panaguiton is the Community Affairs Officer of the National Commission on Indigenous Peoples.&#13;
“The obstacles seemed overwhelming at times, and it was hard to envision a way forward amidst such adversity,” shared Charlen Enario Panaguiton, an Ati — one of the indigenous peoples in Panay Island — as she recalled the struggles that brought her into a seemingly endless cycle of despair, believing there was no way out.&#13;
&#13;
IN THE LOOP &#13;
&#13;
Growing up as an Ati, Indhay Cha, now 34, already felt different from the rest of her peers. Her dark complexion, one of the distinct physical qualities of an Ati, subjected her to “painful” discrimination when she was still a student, becoming one of the hindrances in her academic pursuit.&#13;
&#13;
Furthermore, poverty is one of the barriers she had to break. The earnings of her parents from farming and laundry work in Escalantera, San Joaquin, Iloilo were not enough, so there were times when she had to join her parents in charcoal burning to make ends meet. In third grade, she began working as a household helper enduring the loneliness of being away from her family for two years.&#13;
&#13;
“I was determined to make the most of every opportunity that came my way,” said Indhay Cha, who despite the things that affected her education graduated cum laude at the West Visayas State University with a Bachelor of Elementary Education – General Education degree in 2007.&#13;
&#13;
“First time ko tu, waay pa takon ka-sulod sa KFC kung waay ako gin-dara ni Ma’am Anne (It was my first time. I would have never gone to KFC if it weren’t for Ma’am Anne),” she mentioned narrating how her then cooperating teacher Dr. Antoniette Cortez let her experience one of her fondest memories during college.&#13;
&#13;
Dr. Cortez shared, “I used to bring them in restaurants. One day, while we were lining up at KFC to eat, she started crying, only to find out that she was crying because it was her first time eating at KFC.”&#13;
&#13;
EBB AND FLOW&#13;
&#13;
Thinking that she broke free from those demoralizing encounters, her one year of teaching experience brought her back to her childhood years when she was treated inferior because of her ethnicity.&#13;
&#13;
“One time, one of my students naghambal, ‘Maam itom itom sa imu, wala ka naga-paligo?’ Nagkadlaw lang ako (Once, a student sarcastically asked me, ‘Ma’am, why are you so dark? Do you not take baths?’ I just laughed it off),” she recounted.&#13;
&#13;
On top of this, she also felt that she was politicized in the application process for a position in an education government office which disappointed her. The combined weight of workplace discrimination and systemic challenges led her to a decision to quit teaching in 2015.&#13;
&#13;
“[My experiences] made me question my place and value in the profession. However, over time, I learned to channel these experiences into a drive for personal growth and resilience,” she revealed.&#13;
&#13;
THE RENEWAL&#13;
&#13;
The discrimination she faced at school and her workplace took a toll on her, but it also ignited her passion for ensuring that her fellow Indigenous people (IP) bear the same burdens she did because of simply who they are. Currently working as the Officer in Charge/ Community Affairs Officer I of the National Commission on Indigenous Peoples (NCIP), she vowed to serve her fellow IPs by advocating for their rights, supporting their needs, and amplifying their voices.&#13;
&#13;
Despite reaching greater heights, she always gives back to her Ati community through organizing outreach programs. During one of their engagements, their team brought a photobooth so each family could have their own family picture — something she did not have growing up.&#13;
&#13;
Being in a much happier place after a “refreshing” change — having a new profession close to her heart and escaping the grip of poverty — she continued to use the lessons she learned to grow and empower others, especially her fellow IPs.&#13;
&#13;
“Do not be afraid and do not be ashamed. Embrace your identity with pride and recognize the inherent strength that comes from your heritage,” stated Indhay Cha as her message to her fellow IPs.&#13;
&#13;
She grew up thinking that the world was against her but she learned when to fight back and when to walk away. Though she cannot change the past, growing up as an IP in a less privileged family, Indhay Cha is determined to build a kinder, more just future for her two daughters as a single mother and for her fellow IPs and let them experience the opportunities she never had as a young girl.               <text>The construction of the Philippines’ largest desalination plant is now underway, marking a major step toward addressing Iloilo City’s growing water demand and securing a sustainable water supply.&#13;

Mayor Jerry P. Treñas, alongside Iloilo Governor Arthur Defensor Jr., Interior Secretary Jonvic Remulla, and Metro Pacific Water (MPW) executives, led the groundbreaking ceremony for the 66.5-million-liter-per-day (MLD) facility on Feb. 21 in Barangay Ingore, La Paz.&#13;
&#13;
The project, spearheaded by MPW, a subsidiary of Metro Pacific Investments Corp (MPIC), will provide a dedicated water source for the city, doubling its current capacity through Metro Pacific Iloilo Water.&#13;
&#13;
“This project is a testament to our commitment to improving the lives of our people, providing not only water but also promoting sustainability and safety for the Ilonggos,” Treñas said&#13;
&#13;
The new supply aims to resolve the long-standing issue of water scarcity, particularly in the City Proper district.&#13;
&#13;
“This project will double the water capacity for the entire city through Metro Pacific Iloilo Water, the largest water distribution utility in Iloilo. For the first time, a dedicated water source will be allocated to the City Proper district, effectively addressing the long-standing issue of water scarcity in the area,” Treñas emphasized.&#13;
&#13;
He emphasized how essential safe drinking water is, pointing out that in 2022, a severe gastroenteritis outbreak affected all areas of the city, including Ingore barangay.&#13;
&#13;
According to the mayor, this project aims to address both Iloilo City’s present water requirements and ensure adequate supply for its continued expansion and development.&#13;
&#13;
“We are here today because of the strong partnership between the City of Iloilo, Metro Pacific Water, and all our partners. This project is a testament to our commitment to improving the lives of our people, providing not only water but also promoting the sustainability and safety of the Ilonggos,” the city mayor addressed the attendees during the groundbreaking ceremony.&#13;
&#13;
The P5.5-billion facility, developed in partnership with French water management firm Suez, will utilize advanced reverse osmosis technology to convert seawater into potable water.&#13;
&#13;
Once operational, it will supply an additional 50,000 households, ensuring a reliable water source even during droughts and reducing dependency on rivers and groundwater.&#13;
&#13;
By providing a consistent and dependable supply, it aims to bolster Iloilo’s position as a thriving economic hub driven by business process outsourcing, tourism, and other industries.&#13;
&#13;
“MPW’s commitment to providing sustainable water solutions is at the heart of this project. It underscores our dedication to supporting Iloilo’s rapid growth and development. This innovative and sustainable desalination facility will provide a long-term solution to the water challenges of Iloilo,” said Andrew Pangilinan.&#13;
&#13;
EXPANDING WATER SOLUTIONS FOR ILOILO&#13;
&#13;
As Iloilo continues to develop as a major economic hub outside Metro Manila, Treñas highlighted MPW’s commitment to exploring additional water sources.&#13;
&#13;
Plans include modular desalination plants to reinforce supply in high-demand areas such as Megaworld’s Iloilo Business Park in Mandurriao.&#13;
&#13;
The city mayor compared Iloilo’s initiative to Dubai’s use of desalination technology, stressing the urgency of further increasing the water supply.&#13;
&#13;
“MPW understands that the current supply is still not enough. They will continue to seek additional sources to meet the growing needs of our residents,” he added.&#13;
&#13;
The project aligns with the United Nations’ Sustainable Development Goals, aiming to ensure all households in Iloilo have access to potable water.&#13;
&#13;
The project combines the expertise of MPW, Suez, and JEMCO. With its five-decade experience in desalination and reputation as a worldwide authority in water and waste management, Suez will provide technical guidance for building and running the plant.&#13;
&#13;
“This facility will establish new standards for water sustainability projects across the Philippines while ensuring Iloilo’s water security through our advanced technology,” said Suez Asia chief Farchad Kaviani.&#13;
&#13;
Beyond serving Iloilo City, MPIW’s comprehensive plan aims to tackle water shortages in surrounding towns like Pavia, Leganes, Sta. Barbara, Cabatuan, Oton, San Miguel, and Maasin. The project is expected to serve as a model for other Philippine regions struggling with water access.&#13;
&#13;
Integrated Waste Management to Power Sustainability&#13;
&#13;
Alongside the desalination plant, Iloilo City is taking another groundbreaking step in environmental stewardship with plans for an advanced waste management facility (ISWMF) that will power the water facility.&#13;
&#13;
The project, a partnership between the city government, MetPower Venture Partners Holdings, Inc., and MPIC, mirrors the progressive environmental approaches seen in other Southeast Asian nations by turning waste into valuable resources.&#13;
&#13;
Rather than using incineration, the facility will employ a more environmentally conscious approach combining three technologies: Mechanical Biological Treatment, Anaerobic Digestion, and Combined Heat and Power.&#13;
&#13;
The process will generate methane-rich biogas to produce 3.5 MW of renewable energy, which will power MPW’s desalination plant. Additionally, the process creates solid digestate that can be used as agricultural fertilizer.&#13;
&#13;
The timing is crucial, as the city’s Calahunan landfill is nearing capacity, making this eco-friendly and cost-effective solution particularly vital for the city’s future waste management needs.</text>
