ILOILO – A total of 102 Ilonggo youth from various towns in Iloilo Province have completed a 10-day Soft/Core Skills Training (SCST) under the Department of Labor and Employment’s (DOLE) JobStart Philippines Program – a step toward addressing youth unemployment and supporting the province’s vision of a robust middle class.&#13;
&#13;
The SCST graduates were honored in a recognition program held on July 2 at the Grand Dame Hotel in La Paz district, Iloilo City. The training forms the first phase of JobStart Wave 2025, aimed at improving the employability of at-risk youth through life skills development, job readiness activities, and career coaching.&#13;
&#13;
Implemented in partnership with the Office of the Provincial Public Employment Service Manager (OPPESM), local government units, and the private sector, the program is aligned with Iloilo’s development blueprint, MoRProGRes, which seeks to create a globally competitive and resilient province driven by a strong and financially capable middle class.&#13;
&#13;
Provincial Administrator Raul Banias credited OPPESM, led by Dr. Cynthia Dario, for the successful implementation of the JobStart program in Iloilo.&#13;
&#13;
“This is about preparing young Ilonggos for the demands of the job market and giving them a better shot at long-term success,” he said.&#13;
&#13;
&#13;
Fourth District Board Member Rolando Distura highlighted the importance of empowering youth with the skills needed to thrive across various sectors, “We are committed to providing relevant training that allows them to compete in today’s fast-evolving labor landscape,” he noted.&#13;
&#13;
DOLE Iloilo Field Office Director Joselito De la Banda emphasized that the JobStart program does more than just connect young people to jobs.&#13;
&#13;
“It instills soft skills like communication, teamwork, and discipline—qualities that are crucial for career growth and industry relevance,” he said.&#13;
&#13;
JobStart Philippines, institutionalized through Republic Act No. 10869, offers structured pathways for unemployed youth through partnerships with employers. It aims to bridge gaps in job readiness and ease the transition from school to work.&#13;
&#13;
Dr. Dario echoed the urgency of the initiative, pointing out that nearly half of the country’s unemployed are youth — many of them recent graduates.&#13;
&#13;
“You are fortunate to have undergone this training that has better prepared you for the workforce,” she told the graduates, commending their dedication.&#13;
&#13;
The program is expected to play a vital role in tackling youth unemployment in Iloilo and building a more skilled and competitive generation of workers — paving the way for greater economic resilience across the province./PN&#13;

ILOILO City – A daily night market along JM Basa Street is set to become the centerpiece of Mayor Raisa Treñas’ revitalization push for the City Proper’s old business district, as the city eyes inclusive economic growth that prioritizes both big investors and small entrepreneurs.&#13;
&#13;
Mayor Treñas unveiled the plan during her keynote address at the Western Visayas Business Conference and Exhibit (WVBIZCONEX) 2025 on July 2, emphasizing that the move will not only breathe new life into the historic downtown area but also provide fresh livelihood opportunities for small vendors.&#13;
&#13;
“This is part of my vision to bring life back to the City Proper and ensure that our small players are not left behind as we welcome major investors,” said Treñas, speaking before a crowd of business leaders and development planners.&#13;
&#13;
The daily night market will feature designated business carts, seating, and vending spaces for micro-entrepreneurs along JM Basa Street. It will coincide with the anticipated reopening of the Central and Terminal public markets, which are currently undergoing redevelopment.&#13;
&#13;
Alongside this initiative, Treñas also highlighted her administration’s support for micro, small, and medium enterprises (MSMEs) through free capacity-building programs under the Uswag Negosyo Academy.&#13;
&#13;
The program, launched in 2023 in partnership with the BDO Foundation, offers training in basic accounting, financial literacy, marketing, food safety, and proper housekeeping — key tools to help MSMEs become more competitive and sustainable.&#13;
&#13;
“Training under the academy is open to all MSMEs because we want to equip them with the skills and tools they need to thrive in our growing economy,” Treñas said.&#13;

Nearly 600 market vendors have completed the program so far, each receiving P5,000 in capital assistance upon graduation to help strengthen or expand their businesses./PN&#13;

ILOILO – In her first official act as presiding officer of the Sangguniang Panlalawigan (SP), Vice Gov. Nathalie Ann “Lee Ann” Debuque called on Provincial Board members to set aside politics, embrace diversity, and adopt critical thinking to craft policies that reflect the real needs of the people.&#13;
&#13;
Addressing the SP during its inaugural session at the Iloilo Provincial Capitol, Debuque underscored the importance of listening, reasoning, and respectful debate to improve legislation and governance.&#13;
&#13;
“Many were curious as to how I will manage as presiding officer. One of the key things instilled in me is critical thinking. To listen, to question, to reason, and thus I encourage everyone to have debates, to tackle and have different opinions — not for the sake of disagreement, but to sharpen our ideas and arrive at a better outcome for our people,” she said,&#13;
&#13;
Debuque, a former mayor of Anilao, also emphasized the importance of collective effort and humility in governance: “What I have learned as a Mayor of Anilao for the last nine years is that you cannot govern alone. I will enjoy the pleasure and the challenge of presiding over the 15th Sangguniang Panlalawigan of Iloilo.”&#13;
&#13;
She also acknowledged the shared vision among board members and expressed optimism for their legislative term: “I am excited to put my heels on rest and work with you. I would also like to be with my fellow Board Members in their shared vision for the Province of Iloilo.”&#13;
&#13;
New board members likewise used the session to affirm their commitment to public service. First District Board Member Rica Jane Garin, in her maiden speech, said she was overwhelmed by the support she received and vowed to give back through dedicated service.&#13;
&#13;
“Amo ja ang una nga beses nga pag-intra ko sa serbisyo publiko kag nabatyagan ko gid nga sobra-sobra ang anda nga pagpalangga kanakon… Wala man ni sa ambition ko nga mangin board member… but nevertheless I take pride sa pagsalig ka akon pamuluyo,” said Garin.&#13;

Third District Board Member Mark Palabrica recalled his early exposure to public service as a youth leader during Boys and Girls Week: “I never imagined that after 32 years of being a Boy Provincial Board Member… I am now elected as a regular member of the SP… As a newly-elected SP member, I will try my best to accomplish my mandate of being the voice of the people.”&#13;
&#13;
Fourth District Board Member Dominique Paul Oso echoed his colleagues’ sentiments, saying: “Tinguhaan ko nga ang ila pagpalangga baylohan ko sang akon kapisan, nga mag serbisyo sang tampad kag sa bilog man nga probinsya.”&#13;

Board Member Nielito C. Tupas of the 5th District also spoke of a renewed sense of purpose in his return to the board: “Nagbalik ako kay may mga kulang… ang third run is to God, to myself, and to the 5th District, that in mind tinguhaon ko gid nga makahimo kag makabulig.”&#13;

Fellow 5th District Board Member Rolex Suplico offered a reflective take on their legislative role: “What we do in life echoes in eternity… We are legislating lives, not just paperwork. ILOILO — The number of barangays with confirmed clustering of dengue cases in Iloilo Province surged by 70 percent in just one week, raising alarms over the fast-spreading mosquito-borne disease.&#13;
&#13;
From 23 barangays in 14 municipalities last week, the latest data from the Iloilo Provincial Health Office (IPHO) as of June 28 (26th morbidity week) show that 39 barangays in 20 towns have now recorded dengue clusters — defined as having at least three cases in a barangay over a four-week period.&#13;
&#13;
“This is a significant increase,” aid IPHO chief Dr. Maria Socorro Colmenares-Quiñon.&#13;
&#13;
The towns with confirmed clustering include:&#13;
&#13;
* Ajuy – Poblacion (four)&#13;
&#13;
* Alimodian – Poblacion (three)&#13;
&#13;
* Barotac Nuevo – Lagubang (three), Monpon (three), and Salihid (three)&#13;
&#13;
* Barotac Viejo – Vista Alegre (five)&#13;
&#13;
* Bingawan – Poblacion (four)&#13;
&#13;
* Cabatuan – Tabucan (three) and Tiring (three)&#13;
&#13;
* Calinog – Libot (four)&#13;
&#13;
* Carles – Cabilao Pequeño (four)&#13;
&#13;
* Concepcion – Poblacion (three)&#13;
&#13;
* Dumangas – Bolilao (four), Paloc Sool (five), Bacong (three), Ilaya 2rd (five), and Cayos (four)&#13;

Dr. Quiñon renewed her appeal to residents not to tire of practicing preventive measures, including the “4S” strategy (Search and destroy mosquito breeding sites, Secure self-protection, Seek early consultation, Support fogging in hot spots) and the “4Ts” (Taob or turn containers upside down, Taktak or empty water-holding vessels, Tuyo or dry water-collecting surfaces, and Takip or cover water storage units).&#13;
&#13;
Each household is urged to conduct weekly search-and-destroy operations to eliminate mosquito breeding grounds.&#13;
&#13;
“Please, let us not get tired of doing the 4S and checking for mosquito habitats not just outside but also inside our homes,” she stressed.&#13;
&#13;
Those experiencing fever and other dengue symptoms such as palanuka (vomiting), bleeding, and on-and-off fever are advised to immediately seek medical help. Severe dengue can be fatal if left unmanaged.&#13;
&#13;
Dengue is caused by a virus transmitted by the bite of an infected Aedes aegypti mosquito. Its symptoms include sudden high fever, severe headaches, joint and muscle pain, skin rashes, and bleeding. There is no specific treatment, and early medical intervention is critical.&#13;
&#13;
As of June 28, Iloilo Province has recorded 2,511 dengue cases with 10 deaths, a 58 percent increase from the 1,586 cases and five deaths recorded during the same period last year.&#13;
&#13;
Topping the list of municipalities with the most cases are:&#13;
&#13;
* San Joaquin (172)&#13;
&#13;
* Oton (160 with one death)&#13;
&#13;
* Dumangas (132)&#13;
&#13;
* Leon (127)&#13;
&#13;
* Cabatuan (114)&#13;
&#13;
* Pototan (107 with two deaths)&#13;
&#13;
* Lambunao (99 with one death)&#13;
&#13;
* Janiuay (90)&#13;
&#13;
* Calinog (83)&#13;
&#13;
* Pavia (79)&#13;
&#13;
The disease has now reached all 42 towns and the component city of Passi.&#13;
&#13;
