ILOILO — Gov. Arthur Defensor Jr. expressed confidence that Sen. Juan Edgardo “Sonny” Angara serving as Education Secretary will positively impact the province of Iloilo and the rest of the country by facilitating requests for additional education-related resources, including classrooms.&#13;

The governor highlighted their connection, noting their time together at the University of the Philippines, their fraternity ties at Sigma Rho, and their work at the Angara Abello Concepcion Regala &amp; Cruz Law Offices (ACCRALaw).&#13;

Defensor expressed his approval of President Ferdinand “Bongbong” Marcos Jr.’s decision to appoint an Angara as the next Secretary of the Department of Education (DepEd).&#13;

He said Angara is the “best man” to lead the education sector, citing his notable educational achievements and professional background.&#13;
&#13;
Angara, who holds degrees from Harvard Law School, the London School of Economics and Political Science, and the University of the Philippines, was praised by Defensor for his expertise and dedication to educational reform.&#13;

Defensor also lauded Angara’s legislative record, particularly his role in advocating for the Secondary School Career Guidance and Counselling Act (Republic Act No. 11206), which Defensor authored while he was the representative of Iloilo’s 3rd District.&#13;

Dr. Ernesto Servillon Jr., Schools Division Superintendent of Iloilo Province, also welcomed the appointment of Angara.&#13;

“It is a welcome development because right now there is an ongoing activity related to education between the office of Senator Angara, and the Provincial Government of Iloilo City Government of Iloilo City,” he said, referring to the “Proof of Concept on the Devolution of Specific Functions of Basic Education to Local Governments.”&#13;

Servillon expressed confidence in Angara’s leadership, stating, “This engagement with the education sector is a strong indicator that he could lead the Department to greater heights. I am happy and I feel comfortable with Senator Angara as our new Secretary.”&#13;

ILOILO – Animal welfare groups, including the Animal Kingdom Foundation and Team Aspin of Iloilo (TAIL), have called on the local government unit (LGU) of the municipality of San Joaquin to cease the annual Pasungay Festival, citing concerns over animal cruelty.&#13;
&#13;
The festival, held on Saturday, January 18, featured over 20 pairs of carabaos and cows showcasing their battle skills at the San Joaquin Sports Stadium as part of the town’s religious fiesta celebration.&#13;
&#13;
The event sparked outrage on social media, with many animal lovers and concerned citizens condemning it as a form of animal cruelty.&#13;
&#13;
The Pasungay Festival is a long-standing cultural event rooted in the town’s agricultural heritage. Symbolizing their role in rural farming life, horned animals engage in displays of strength and battle skills.&#13;
&#13;
The term pasungay is derived from the Hiligaynon word sungay, meaning “horns”.&#13;
&#13;
While proponents view it as a celebration of tradition and local identity, the festival has become controversial. Aside from animal cruelty, there are also allegations of gambling during the event.&#13;
&#13;
Critics argued that the spectacle contradicts efforts to preserve cultural traditions in an ethical and compassionate manner.&#13;
&#13;
The Animal Kingdom Foundation released a statement denouncing the festival: “The lives of our proud carabaos may not be at risk, but is the unnecessary violence aligned with the ethical and moral values that we strive to uphold in our community? Furthermore, allegations of gambling have been cropping up.”&#13;
&#13;
The group stressed the need for San Joaquin’s LGU to comply with the Animal Welfare Act of 1998 and adopt more humane ways to honor local traditions.&#13;
&#13;
“The preservation of tradition that honors history and culture while fostering an innovative and compassionate community is far better than exploiting animals and espousing violence,” the foundation stressed.&#13;
&#13;
This is not the first time animal welfare advocates have raised concerns about the Pasungay Festival. In 2019, their efforts, alongside support from other animal welfare groups, led the Bureau of Animal Industry (BAI) to halt the festival for violating the Animal Welfare Act.&#13;
&#13;
However, the event resumed in 2023 after the National Commission for Culture and the Arts (NCCA) declared the festival an intangible cultural heritage of the Philippines.&#13;
&#13;
Despite this recognition, Team Aspin of Iloilo (TAIL) criticized the festival, emphasizing the important role carabaos play in agriculture and food production. They reminded animal lovers to hold politicians accountable in the upcoming May 2025 midterm elections.&#13;
“Do not vote for politicians who allow this animal cruelty. Stop the Pasungay Festival or traditional carabao fights. Our carabaos don’t deserve this,” the group stressed./PN&#13;

ILOILO City – Nearly two years after its closure due to structural issues, the P680-million defective flyover in Barangay Ungka II, Pavia, Iloilo will remain partially operational until the end of 2024.&#13;
&#13;
The Department of Public Works and Highways (DPWH) – Region 6 has confirmed it will fail to meet its second self-imposed deadline of November 2024 for a complete flyover rectification work and full reopening.&#13;
&#13;
The original deadline it set for itself was last month, August.&#13;
&#13;
This latest setback means motorists and residents should brace for continued traffic congestion during the upcoming December holiday season.&#13;
&#13;
&#13;

Currently, only the two inner lanes of the flyover are open to traffic from 6 a.m. to 10 a.m. and from 2 p.m. to 9 p.m. daily.&#13;
&#13;
“We are now in the final stages of Phase 1 of rectification work, and hope to complete it by the end of September despite some challenges,” said DPWH-6 officer-in-charge Engineer Sanny Boy Oropel.&#13;
&#13;
The four-lane, 453.7 lineal meters long Ungka flyover was constructed beginning January 2020 and opened to traffic on the first week of September 2022. But this was closed two weeks after due to vertical displacement (piers 4, 5, and 6 were “sinking”).&#13;
&#13;
The Ungka flyover stretches from Barangay Ungka, Jaro, Iloilo City to Barangay Ungka II, Pavia. Straddling the major intersection of the Sen. Benigno Aquino Jr. Avenue and President Corazon Aquino Avenue in Barangay Ungka II, it is meant to ease traffic congestion in this crucial point that leads in and out of Iloilo City.&#13;
&#13;
With Phase 2 of the rectification work yet to start, DPWH-6 is currently inviting bids, aiming to begin work in October and complete the rectification by December 2024.&#13;
&#13;
The department has set a new target to fully open the Ungka flyover before the Dinagyang Festival in January 2025.&#13;
&#13;
Due to the vertical displacement, a third-party consultant, Abinales Associates Engineers + Consultants, was hired by DPWH-6 to conduct a geotechnical study.&#13;
&#13;
Study results showed that the flyover design contractor, United Technology Consolidated Partnership (UTCP), had failed to determine the depth of the hard strata of soil for the flyover’s foundation, causing instability.&#13;
&#13;
The recommended solution involves jet grouting for all 13 piers under the first phase of the flyover’s rectification, with an estimated budget of P95 million.&#13;
&#13;
An additional P200 million is proposed for installing extra bored piles at the problematic piers.&#13;
&#13;
Monolithic Construction &amp; Concrete Products, Inc., based in Davao City, has completed approximately 85 percent of Phase 1 of the rectification work, focusing on borehole activities and jet grouting.&#13;
&#13;
Oropel emphasized that while Phase 2 is underway, the flyover will remain open to traffic using the inner lanes, as has been the case during the ongoing rectification efforts.&#13;
&#13;
By the time DPWH-6 fully reopens the Ungka flyover to traffic, the cost of this infrastructure will have ballooned to P975 million — P295 million higher than its original cost.&#13;
&#13;
It was originally projected that Phase 1 of the rectification work would be concluded by July 30, which would have also ushered the start of Phase 2.&#13;
&#13;
Aside from jet grouting, the rectification would also involve adding additional bored piles.&#13;
&#13;
Oropel had previously appealed for public understanding for the delay.&#13;
&#13;
“The rectification techniques we are applying are not simple,” he explained.&#13;
&#13;
Complications have arisen due to underground utilities, such as water and telephone lines, which have slowed the grouting process./PN&#13;

Senate Bill No. 2573 states that the use of cannabis for medical purposes will be permitted “to treat or alleviate a qualified patient’s debilitating medical condition or symptoms.” &#13;

ILOILO City – The eloquent answer of Filipina-Australian beauty queen Catriona Gray during the 2018 Miss Universe pageant may still resonate with Filipinos when she declared her support for the use of marijuana for medical purposes.&#13;
&#13;

Like Gray, who stressed the importance of researching the effects of marijuana before legalizing it, the ongoing discourse on the legalization of marijuana (Cannabis sativa) in the country has gained support for its medical use, including Iloilo City officials.&#13;
&#13;
Mayor Jerry Treñas and Councilor Alan Zaldivar voiced their support for the use of marijuana for medical purposes when asked about their views on the legalization of marijuana.&#13;
&#13;
“For medical marijuana, I have no problem with it. When I was congressman, I heard that it is being used to treat terminal cancer patients to promote their well-being,” Treñas told reporters in a press conference.&#13;
&#13;
Zaldivar, the vice-chairman of the City Council health committee, said he supports the legalization of marijuana for medical, and not for recreational purposes.&#13;
&#13;
“As long as this will be based on medical study and approved by our health professional and concerned agencies, I support its legalization for medical use,” Zaldivar told Panay News.&#13;
&#13;
But are Ilonggos ready to use marijuana for medical purposes? “Oh, you will be surprised,”  Treñas replied.&#13;
&#13;
The House of Representatives approved House Bill 6517, or the Philippine Compassionate Medical Cannabis Act, on its final reading on January 29, 2019.&#13;
&#13;
The bill aims to “legalize and regulate the medical use of cannabis,” with the overall goal of making it more accessible for Filipinos.&#13;
&#13;
At least 13 senators earlier signed Senate Bill No. 2573 containing Committee Report No. 210 and submitted by Senate committees on health and demography, public order and dangerous drugs, and finance.&#13;
&#13;
Those who signed the panel report are senators Robinhood Padilla, Christopher “Bong” Go, Ronald “Bato” Dela Rosa, Sonny Angara, JV Ejercito, Jinggoy Estrada, Mark Villar, Lito Lapid, Raffy Tulfo, Ramon “Bong” Revilla Jr., Grace Poe, Senate Minority Leader Aquilino “Koko” Pimentel Jr., and Senate Majority Leader Joel Villanueva.&#13;
&#13;
“The state shall protect and promote the right to health of the people and instill health consciousness among them. Pursuant thereto, the state shall legalize and regulate the medical use of cannabis, which has been confirmed to have beneficial and therapeutic uses for known debilitating medical conditions,” the bill reads.&#13;
&#13;
Under the proposal, the use of cannabis for medical purposes will be permitted “to treat or alleviate a qualified patient’s debilitating medical condition or symptoms.”&#13;
&#13;
“The medicalization of cannabis includes its acquisition, possession, transportation, delivery, dispensing, administration, cultivation, or manufacturing by private individuals or entities only for medical and research purposes,” the bill said.&#13;
&#13;
Upon its enactment, the government will establish Medical Cannabis Compassionate Centers (MCCC) and the Medical Cannabis Research and Safety Compliance Facility (MCRSCF) for research and testing. These new institutions will safeguard the distribution and research of medical cannabis in the country.&#13;
&#13;
A Philippine Medical Cannabis Authority or PMCA will also be created under the Department of Health (DOH), which will regulate the access and use of medical cannabis as well as the implementation of the measure.&#13;
&#13;
Under the bill, qualified patient is prohibited from doing the following:&#13;
&#13;
* Use cannabis for purposes other than for treatment of a debilitating medical condition and outside of the designated treatment facilities;&#13;
&#13;
* Use of cannabis with other illegal intoxicating or dangerous substances; and&#13;
&#13;
* Sell or give away medical cannabis.&#13;
&#13;
On the other hand, any physician is also barred from making the following:&#13;
&#13;
* Prescribe medical cannabis without an S2 license&#13;
&#13;
* Prescribe medical cannabis to any person who is not a qualified patient under this Act&#13;
&#13;
* Prescribe the use of medical cannabis for purposes other than for treatment of a debilitating medical condition&#13;
&#13;
* Prescribe medical cannabis in quantities more than the needed dosage.</text>

ILOILO – The National Nutrition Council (NNC) has called upon Barangay Nutrition Scholars (BNS) to intensify their efforts in implementing the Philippine Plan of Action for Nutrition (PPAN) for the years 2023-2028 in a significant push towards combating malnutrition in this province.&#13;
&#13;
Dr. Azucena Dayanghirang, the assistant secretary and executive director of NNC, said BNS are key in the local implementation of nutrition programs.&#13;
&#13;
She spoke at the 2nd BNS Convention held on Thursday morning, August 1, in Iloilo City.&#13;
&#13;
&#13;
&#13;
“The implementation of the PPAN from the national down to the barangay level is crucial for our province’s progress. Each BNS plays a critical role in ensuring the success of these nutrition initiatives,” said Dayanghirang.&#13;
&#13;
&#13;
&#13;
PPAN 2023-2028 is a strategic, multi-sectoral, multi-level and directional plan to address all forms of malnutrition and also a framework for action and guide for government’s commitment in addressing food and nutrition security challenges.&#13;
&#13;
The convention, themed “BNS: Bayani ng Nutrisyon at Serbisyo, Bida sa Pagsulong ng PPAN tungo sa MoRProGRes ILOILO,” saw the participation of around 1,300 nutrition scholars from various barangays.&#13;
&#13;
The BNS are tasked with a range of responsibilities, from conducting regular monitoring and evaluation activities like Operation Timbang Plus, to nutrition advocacy and awareness campaigns. These activities are fundamental in ensuring effective community response to malnutrition.&#13;
&#13;
Dr. Maria Socorro Colmenares-Quiñon, under whose leadership the convention was organized by the Iloilo Provincial Health Office (IPHO), reiterated the commitment of local government units to support the BNS.&#13;
&#13;
“Our nutrition scholars are instrumental in our fight against malnutrition. They are the frontlines, bringing essential nutrition services directly to the people who need them the most,” she said.&#13;
&#13;
The convention also addressed the multi-sectoral approach required to tackle malnutrition, calling for enhanced collaboration among local government units, healthcare providers, and community leaders to prioritize nutrition and health.&#13;
&#13;
Highlighting the broader impact of the BNS’s work, Dayanghirang outlined various PPAN interventions planned for the next five years, including the establishment of community food gardens, improvement of maternal health services, and social behavior change programs for nutritional education across all age groups.&#13;
&#13;
This initiative is in line with the provincial government’s “MoRProGRes Iloilo” development mantra, which aims to uplift the overall health and wellbeing of the Iloilo community through strategic, integrated, and community-focused nutrition actions.&#13;
&#13;
PPAN Interventions to Combat Malnutrition&#13;
&#13;
Dayanghirang outlined a comprehensive suite of interventions under the PPAN aimed at addressing malnutrition across various provinces including Negros Occidental, Iloilo, and Antique.&#13;
&#13;
The PPAN framework focuses on four key areas: healthier diets, better practices, improved access to quality services, and an enabling environment. These interventions are designed to promote healthier diets through increased availability, accessibility, and affordability of nutritious foods.&#13;
&#13;
Key strategies include the establishment and maintenance of food gardens in schools, communities, and workplaces; completion of farm-to-market roads; enhancement of market infrastructures; and the implementation of the KADIWA program, which ensures food availability at affordable prices especially in low-income communities.&#13;
&#13;
Additional measures involve dietary supplementation, food stamps or cash transfers, food fortification, and strict monitoring of the Philippine Milk Code (EO 51).&#13;
&#13;
In terms of adopting better nutritional practices, the NNC encourages the adoption of behaviors that contribute to optimal health and well-being. This includes comprehensive maternal health packages, promotion and counseling for infant and young child feeding, community support for breastfeeding, and integrated social behavior change programs targeting various demographic groups from infants to older adults.&#13;
&#13;
To improve access to quality services, the plan integrates maternal and child health services with nutrition services in schools and community settings. Initiatives also cover growth monitoring, adolescent health programs, family development sessions, and the management of acute malnutrition among older adults.&#13;
&#13;
Creating an enabling environment is another critical aspect of the PPAN. This involves establishing and utilizing an integrated data management system for health, food security, nutrition, and social protection to inform decision-making.&#13;
&#13;
Regular monitoring and impact assessment of food and nutrition security policies are also emphasized to ensure their effectiveness.&#13;
&#13;
Furthermore, the NNC aims to increase the capacity and incentives for personnel delivering multi-sectoral nutrition interventions and secure adequate financing for these programs./PN&#13;

ILOILO City – The City Council has unanimously approved on first reading a proposed measure to establish “mental awareness desks” in all barangays across the metropolis.&#13;
&#13;
This initiative is designed to promote mental health awareness and ensure accessible support and resources for residents. &#13;
&#13;
Several groups of psychiatrists have expressed support to the proposed measure; they pledged to assist and offer their expertise to help implement the initiative effectively. &#13;
&#13;
The primary goal of the Mental Awareness Desk is to gather crucial data to help the city government develop appropriate solutions for mental health issues. &#13;
&#13;
By collecting information on the mental health needs of residents, the desk will serve as a valuable tool in identifying trends and specific challenges within each barangay. &#13;
&#13;
“By equipping the barangay health workers with the know-how, they can easily provide appropriate solutions on the recurring problems on mental health,” said Councilor Rudolph Jeffrey Ganzon, the measure’s proponent.&#13;
&#13;
The help desks will not only provide immediate assistance such as counseling and referrals at the community level to those in need but also support long-term efforts to address mental health issues more effectively across the city.&#13;
&#13;
The initial plan is to establish Mental Awareness Desks in each of the seven districts of Iloilo City before expanding the initiative to all barangays. &#13;
&#13;
This phased approach will allow the city government to assess the effectiveness of the program on a smaller scale, making necessary adjustments before rolling it out citywide.&#13;
