ILOILO City – The Department of Health (DOH) is urging local government units (LGUs) in Western Visayas to allocate funds for purchasing anti-rabies vaccines, following a significant increase in animal bite incidents across the region.&#13;
&#13;
For the first quarter of 2024 alone, the region recorded 53,919 animal bite cases. This surge has rapidly depleted the anti-rabies vaccine stocks initially allocated by the DOH to 109 designated Animal Bite Treatment Centers (ABTCs), primarily situated in rural health units and district hospitals.&#13;
&#13;

&#13;
Dr. Jocelyn Te, head of the Infectious Disease Unit at DOH Region 6, emphasized the uncertainty of additional vaccine supplies arriving from the DOH Central Office this year.&#13;
&#13;
She highlighted the importance of LGUs setting aside funds to ensure a steady availability of vaccines, especially as many victims seek treatment at ABTCs.&#13;
&#13;
Te noted that vaccines delivered earlier this year from the DOH Central Office were quickly distributed among the 109 ABTCs, leaving no reserves.&#13;
&#13;
However, she assured that efforts are being made to communicate the vaccine shortages to the central office, hoping for an augmentation given the six months remaining in the year.&#13;
&#13;
&#13;
She further stressed the wide-reaching information dissemination efforts by the DOH and LGUs, which have increased public awareness about the immediate need to seek vaccination at ABTCs following dog or cat bites.&#13;
&#13;
The Western Visayas Medical Center in the Mandurriao district of Iloilo City, for example, sees a constant influx of patients daily.&#13;
&#13;
Dr. Adriano Suba-an, regional director of DOH-6, outlined the dual focus of their rabies prevention strategy: increasing anti-rabies vaccination for humans and achieving high dog vaccination coverage across the region.&#13;
&#13;
“Our goal is to vaccinate at least three-quarters of the municipalities,” Dr. Suba-an stated.&#13;
&#13;
In addition to handling the current cases, the region has recorded nine rabies deaths from January 1 to June 15 this year, a slight increase from the seven deaths reported in the same period last year.&#13;
&#13;
The fatalities were reported across various provinces, including Aklan (one), Antique (one), Capiz (two), Guimaras (one), Iloilo Province (two), Negros Occidental (one), and Iloilo City (one), affecting a broad age range from young children to the elderly./PN&#13;

              <text>Last July 5, Iloilo Museum of Contemporary Art raised the curtains of Hulot Gallery to showcase an eclectic collection of artworks, the result of a coming together of two galleries: Puluy-an Art Gallery from Oton, Iloilo and Eskinita Art Farm from Batangas.&#13;
&#13;
Established by Ilonggo artist Melvin Guirhem and his wife, Recheal Olivares Guirhem, Puluy-an Art Gallery is an artist-run hub, showcasing works by local painters and artistes. Since its opening in 2022, it has become a hive where creator and viewer meet in common appreciation of the Ilonggo aesthetic, in all its various forms and projections. Running along similar lines, Eskinita Art Farm parallels this premise with gallery owner Alfredo Esquillo’s advocacy of providing an alternative art platform where the artist is continually involved in the growth and evolution of local (contemporary) art.&#13;
&#13;
Not for the first time did this artistic exchange – aptly named ‘Bayluhanay’ – link regional artists in an aesthetic repartee through various art forms. For this year, ‘Katawhan’ bridges this divide.&#13;
&#13;
Essentially, the exhibit explores the age-old idea of art as a mirror to the human condition. In the canvases once more are reiterated the enduring queries of what it means to be human and what defines that humanity. But beyond meaning and definition, the exhibit likewise highlights the visual corporeality seen in the artwork: the idea of katawhan (humanity, in Hiligaynon) and its relation to katawan (body, in Tagalog), as observed by art writer Janine Dimaranan.&#13;
&#13;
Throughout the collection, the media used transcend their essence as objects and transform into refractors of the body and the self: though the artists’ interpretations vary, they nonetheless explain – or attempt to explain – their understanding of their world, even as the audience tries to participate by bringing with them as well their personal experiences and in looking at the imagery, try to find shared encounters that bring out what are essentially human and humane in the artworks.&#13;
&#13;
In her wall-text for the exhibit, Dimaranan reinforces the idea of the corpus ‘as the only vessel from which being is possible’, thus becoming the base from which we relate to the world. Seen through the artworks, these relational connections dive into the sundry contexts of the artists: while the gallery becomes a sanctuary for the contemplation of the artistic self, it also operates as a shared space where regional zeitgeist meet, acknowledge, and respect aesthetic differences and similarities.&#13;
&#13;
This corporeality is projected in the variations of the human figure, as seen on the canvases of Job Hablo, Khervin John Gallandez, John Paul Castillo, Khyle Columna, Pamela Maceda, Jecko Magallon, Jack de Castro, Bry Barrios, Kevin Vila, and Brando Banga. Situated in various poses, the immobile bodies exude personalities: entities becoming identities, albeit the absence of names.&#13;
&#13;
Complementing this imagery of the self is the fragmentation and distortion of identities, as faces are twisted and contorted in the artworks of Jan Michael Tauro, Edmar Colmo, Rai Cruz, Melvin Guirhem, and Kim dela Cruz. If one is to question what is human in the disfigurement of the human face, then perhaps the audience is called to contemplate the brokenness of our natures.&#13;
&#13;
Similarly, the symbolic-archetypal projection of selfhood as seen in the works of Anthony Victoria, Kyle Francis Dile, Renwil Portodo, Ioannis Sicuya, Rick Sapio, Genavee Lazaro, and Alfredo Esquillo echoes the same sentiment and comes full circle to the title of the exhibit, endowing it with a gravitas that aspires to the philosophical and the psychoanalytic.&#13;
&#13;
In retrospect, the same quintessential questions about our humanity surface from the collection: What truly makes us human? What magnifies or diminishes our humanity? How do the flawedness and frailty of our beings define our humanity? How do our Selves relate to the Other? How do our communities contribute to our sense of self?&#13;
&#13;
In the journeying through the ‘semantic web’ of visual articulation in the canvases, lines from Shakespeare, as spoken through Hamlet’s existential monologue come to mind – the magnificence and fallibility of humanity encapsulated in verse:&#13;
&#13;
“What a piece of work is a man! how noble in reason!&#13;
how infinite in faculty! in form and moving how&#13;
express and admirable! in action how like an angel!&#13;
in apprehension how like a god! the beauty of the&#13;
world! the paragon of animals! And yet, to me,&#13;
what is this quintessence of dust?”&#13;

ILOILO – The Iloilo Provincial Health Office (IPHO) is calling on 43 local government units (LGUs) in the province to allocate substantial funding for their Local Nutrition Action Plans to improve nutritional status of the Ilonggos.&#13;
&#13;
&#13;
&#13;
The goal is to reduce the prevalence of malnutrition conditions such as stunting, wasting, overweight, and undernutrition, stressed the IPHO.&#13;
&#13;
“I have the highest respect for local chief executives who prioritize nutrition, as they address the core issue at hand,” said Dr. Maria Socorro Colmenares-Quiñon, IPHO chief.&#13;
&#13;
&#13;
She noted the variability in annual fund allocations for nutrition initiatives, ranging from as high as P1 million to as low as P50,000.&#13;
&#13;
Sustainable nutrition programs and projects require a dedicated budget, stressed Quiñon, emphasizing that the role of the Iloilo provincial government is primarily to augment efforts led by partners including the National Nutrition Council (NNC), Department of Health (DOH), Department of Social Welfare and Development (DSWD), and Department of Agriculture (DA).&#13;
&#13;
Echoing Quiñon’s sentiments, Dr. Wendel Marcelo, the Provincial Nutrition Action Officer, stressed the need for LCEs to translate their professed prioritization of health and nutrition into concrete budgetary allocations.&#13;
&#13;
“We must advocate with our decision-makers to ensure that these priorities are reflected in our budgets, which are essential for the implementation of effective projects,” Marcelo said.&#13;
&#13;
The provincial government is already implementing initiatives such as the MorProGRess Nutri-Tutok Kainan Meals, similar to Mingo Meals, which provide integrated health and nutrition services to identified recipients in municipalities including Alimodian, Barotac Viejo, Santa Barbara, Passi City, Zarraga, and Estancia.&#13;
&#13;
&#13;
Each municipality currently supports over 100 recipients, and there are plans to expand these programs to other municipalities with high rates of malnutrition.&#13;
&#13;
Marcelo further underscored that tackling malnutrition requires a multi-sectoral approach, involving not just food provision but also addressing health and socio-economic issues in partnership with various stakeholders.&#13;
&#13;
The efforts of partners like the Negrense Volunteers for Change Foundation, which leads the Mingo Meals Nutrition Program nationwide, and the Philippine Multi-Sectoral Nutrition Project (PMNP) of the DOH, have been crucial. These partnerships have helped serve 786 malnourished children across 10 municipalities and implement nutrition initiatives targeting women of reproductive age, pregnant and lactating women, and children under five.&#13;
&#13;
Furthermore, the National Nutrition Council (NNC) Region 6 has initiated the Tutok Kainan Dietary Supplementation Program this year to aid malnourished and pregnant women among others in four municipalities.&#13;
&#13;
In collaboration with the Department of Education (DepEd)-Iloilo, nutrition products and meal components were provided last year to 41,276 learners from Kindergarten to Grade 6.&#13;
&#13;
&#13;
According to IPHO data, the municipalities with the highest prevalence rates of wasting are San Miguel (4.21 percent), Carles (4.11 percent), Alimodian (3.64 percent), Janiuay (3.31 percent), Balasan (2.85 percent), Santa Barbara (2.49 percent), Badiangan (2.40 percent), San Enrique (1.99 percent), Mina (1.80 percent), and Zarraga (1.74 percent).&#13;

In the area of stunting, these are Badiangan (20.21 percent), San Rafael (18.75 percent), Balasan (15.51 percent), San Miguel (12.75 percent), Carles (12.04 percent), Janiuay (11.35 percent), Igbaras (10.82 percent), Concepcion (8.76 percent), Alimodian (8.32 percent), and Mina (8.12 percent)./PN &#13;

              <text>Thrive Art Gallery invited visitors to explore the depths of the subconscious with the opening of its latest exhibits, “Hamuok” by Roland Llarena and “Nocturne” by Kristoffer Brasileño, on June 22.&#13;

The two exhibits showcased a dreamlike space where reality and dreams converged, offering a vivid exploration of the human psyche through the lens of two Ilonggo artists.&#13;
&#13;
Hamúok: The Deep Slumber of Roland Llarena&#13;
&#13;
Roland Llarena, a full-time artist based in Molo, Iloilo City, brought a unique perspective with “Hamúok,” a term from the Hiligaynon language meaning “deep slumber.”&#13;
&#13;
Llarena’s work meticulously visualized the intersection between waking reality and the subconscious, inspired by the constant bombardment of news about war, environmental destruction, and societal anxieties. His exhibition documented how these external stimuli bled into his subconscious, resulting in unexpected and evocative forms.&#13;
&#13;
“Hamúok [My artworks] is about myself and what I usually see in the news,” Llarena explained. “Hamúok represents my positive and negative experiences that sometimes appear in my dreams, waking me up. Every day, I visualize and draw these visions, capturing the impact they have on me.”&#13;
&#13;
Llarena’s pieces blended the abstract and the tangible, incorporating diverse mediums to express his ideas. His work included familiar images reimagined through unconventional material like his work titled “slipper game,” which were slippers crafted from stainless sheets, metals, and automotive paint in varying sizes. Another interesting piece was “Burador ni Juan,” a kite installation made from the same materials as the slippers.&#13;
&#13;
Intriguingly, these pieces were arranged in a manner that made the kite look like a plane, while the metal slippers, pierced with rods, circled around a large cone-shaped structure. This configuration evoked a powerful visual narrative, which some might interpret as a commentary on ongoing conflicts, such as the war in Israel.&#13;
&#13;
On the other hand, it might simply be an allusion to the childhood memory or dream of flying a kite. Through his innovative use of materials and thought-provoking arrangements, Llarena challenged viewers to explore deeper meanings and personal interpretations within his work along with his dreamlike abstract patterns on canvas.&#13;
&#13;
With a background in architecture, Llarena’s earlier works reflected his meticulous attention to detail. He had been recognized with a special citation during the 2018 Metrobank Art and Design Excellence Award and participated in the Linangan Art Residency in 2021.&#13;
&#13;
His exhibitions in Iloilo and Manila had solidified his reputation as a dynamic and introspective artist.&#13;
&#13;
Nocturne: The Dreamscapes of Kristoffer Brasileño&#13;
&#13;
Parallel to “Hamúok,” Kristoffer Brasileño’s “Nocturne” invited audiences to traverse the ethereal landscapes of dreams.&#13;
&#13;
Drawing inspiration from Surrealism, Brasileño’s work blurred the boundaries between imagination and reality. His dreamscapes were filled with symbolic elements and muses veiled in fabrics, set against enigmatic backdrops that reflected the wilderness of the unconscious mind.&#13;
&#13;
Brasileño, a painter and university instructor at the Digital Media and Interactive Arts Program of Central Philippine University, combined traditional and digital media to create realistic and representational paintings. He explained that “Nocturne” related to themes such as dreams, fantasy, surrealism, figures, and more highlighting the core of his artistic exploration.&#13;
&#13;
His work delved into cultural identities, with most of his portraits showcasing women from various races. With residences in Thailand (2017, 2023), Vietnam (2019), and South Korea (2023), Brasileño brought a global perspective to his art.&#13;
&#13;
“Nocturne” marked his third solo exhibition, spanning various phases of his artistic journey, from early sketches and studies during his gap year after nursing school to his fine arts education at the University of San Agustin, culminating in his latest works.&#13;
&#13;
“Hamuok” and “Nocturne” presented a compelling dialogue between two distinct yet interconnected visions of the subconscious. Llarena’s introspective journey through personal and societal anxieties contrasted with Brasileño’s exploration of dreamlike fantasy, creating a rich tapestry of thought-provoking art.&#13;
&#13;

ILOILO – To boost the performance of its athletes, the Iloilo provincial government has extended a financial assistance of P7.9 million to the Department of Education (DepEd) – Division of Iloilo Province.&#13;

This funding is aimed at preparing the Iloilo delegation for the upcoming Palarong Pambansa 2024, scheduled to be held from July 9 to 16 in Cebu City.&#13;
&#13;
Yesterday morning, July 7, the delegation from Western Visayas, including athletes from Iloilo Province, arrived at their designated billeting area at Guadalupe Elementary School in V. Rama Avenue, Cebu City.&#13;
&#13;
&#13;
&#13;
The financial aid for Iloilo athletes was officially handed over on July 5 by Freda Sabanal-Fajardo, Secretary of the Provincial School Board, to the DepEd – Schools Division Office (SDO) – Iloilo Province.&#13;
&#13;
According to Dr. Ernesto F. Servillon Jr., schools division superintendent, the funds will be utilized for training and preparation of the delegates and to cover various expenses during the Meet Proper.&#13;
&#13;
&#13;
This year, Region 6 is aiming to secure the top rank at Palarong Pambansa, intensifying training across all sports events including arnis, athletics, badminton, gymnastics, sepak takraw, softball, swimming, table tennis, taekwondo, tennis, volleyball, dance sports, archery, baseball, basketball, chess, football, billiards, boxing, basketball 3×3, futsal, wrestling, wushu, pencak silat, and paragames.&#13;
&#13;
Last year, the region finished second at the Palarong Pambansa held in Marikina City, behind the 16-time overall champion, National Capital Region.&#13;
&#13;
DepEd Region 6 reports that a total of 933 Western Visayas delegates are participating in this year’s Palarong Pambansa. Of these, 601 are athletes, 136 are coaches, assistant coaches, and chaperones, and 196 belong to the management and working committees.&#13;
&#13;
The athlete contingent includes 214 elementary level participants, 346 secondary level, and 41 from Paragames.&#13;
&#13;
SDO-Iloilo has allocated P4,814,750 for training and housing of athletes, coaches, and trainers, covering food, training, and travel allowances. An additional P3,172,200 has been set aside for transportation, food, participation allowances, accommodation, and contingency expenses during the actual event./PN&#13;

              <text>Raymundo Angulo Melliza was born on March 15, 1854, in Molo, Iloilo, Philippines, to Don Cornelio Melliza and Gregoria Angulo. He later married Germana Conlu.&#13;
Melliza earned his bachelor's degree from the University of Santo Tomas in 1873. He then pursued further education in Spain, obtaining a Licentiate in Laws from the University of Seville in 1878 and a Doctor of Laws from the Universidad Central de Madrid in 1879. He was notably the only Filipino to achieve a Doctor of Laws from the University of Madrid.&#13;
&#13;
Returning to the Philippines the following year, he initially served as a judge in Bulacan and Ilocos Norte. Additionally, he was the only Ilonggo selected by the Spanish colonial administration in Cuba to serve as the secretary of the Real Audiencia, the highest court on the island, in 1897.&#13;
&#13;
Raymundo Melliza became a central figure in the "Iloilo Fiasco," which delayed the American forces' landing in Iloilo Strait on December 28, 1898. He strongly argued against the American landing based on international legal principles, which the Americans struggled to counter. Despite his efforts, the Americans eventually landed by force in February 1899.&#13;
&#13;
Following the revolution, Melliza served as the governor of Iloilo from 1904 to 1906. He played a crucial role in establishing the Philippine Railways in Panay, the only railway system in the country outside Luzon. Act 1497, passed by the Philippine Commission in 1906, authorized the Philippine Railway Company to build railway lines across the Philippines, aiming to improve transportation and facilitate the movement of people and goods. Construction of the Panay railway began that same year, and by 1912, a 116.1-kilometer system was inaugurated, marking the first railway system outside Luzon.&#13;
&#13;
Raymundo Melliza, passed away at the age of 91 on November 11, 1945. He was laid to rest at the Molo Catholic Cemetery.</text>

Iloilo City’s historic district, Calle Real, is on the cusp of becoming the ‘first of its kind’ to enter the UNESCO World Heritage List, as announced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) Philippines.&#13;

“I am very happy. We might be the first city with a Calle Real identified in the UNESCO World Heritage List,” Mayor Jerry P. Treñas said upon the announcement.&#13;
&#13;
Calle Real, Spanish for “royal street,” showcases the city’s erstwhile prosperity through its array of historic and opulent structures.&#13;
&#13;
The street was renamed “J.M. Basa” in tribute to the distinguished Jose Maria Basa, an entrepreneur and compatriot of the Philippine national hero Jose Rizal.&#13;
&#13;
Declared a district and heritage zone by the National Historical Commission in 2014, Calle Real is part of a larger cultural tapestry titled “The Sugar Cultural Landscape of Negros and Panay Islands.”&#13;
&#13;
The proposal, encompassing seven key locations, captures the historical essence of the sugar industry, dating back to the 18th century.&#13;
&#13;
This legacy is evidenced by mills, factories, plantations, and mansions, narrating the socio-economic evolution during the Spanish-colonial and American-colonial periods, as detailed on the UNESCO World Heritage Convention website.&#13;
&#13;
This significant step toward global recognition was initiated by the Department of Tourism’s proposal for the Western Visayas Sugar Heritage Trail, aiming to acknowledge the region’s pivotal influence in the sugar trade, preserve its industrial legacy, and promote heritage tourism.&#13;
&#13;
The trail comprises 127 identified sites, spanning across Negros Occidental, Iloilo, Guimaras, Capiz, and Antique.&#13;
&#13;
Mayor Treñas underscored the profound history of the sugar industry, first flourishing in Iloilo and then migrating to Negros, due to the availability of extensive agricultural land.&#13;
&#13;
Treñas emphasized the importance of acknowledging the city’s storied past.</text>

              <text>ILOILO CITY, Philippines — The completion of the P295-million repair work on the controversial Ungka flyover in Iloilo may have to wait for some time.&#13;

The Department of Public Works and Highways (DPWH) has announced that the full reopening of the flyover, initially scheduled for August, has been reset to November this year&#13;
&#13;
Sanny Boy Oropel, regional director of the DPWH in Western Visayas, reasoned that the rectification techniques, including drilling and jet grouting every 6 meters up to 52 m of the flyover, followed by curing periods, are complex.&#13;
&#13;
The presence of underground cabling systems of utilities, such as water and telephone lines, also slowed down the process, he added.&#13;
&#13;
According to Oropel, the contractor, Monolithic Construction and Concrete Products Inc., was carefully conducting seismic tests to ensure the stability of the soil beneath the structure.&#13;
&#13;
Huge budget&#13;
The first phase of repairs, with a budget of P95 million, is expected to conclude by July 30 while the second phase, which costs P200 million, will still commence in August, said Oropel.&#13;
&#13;
At present, the two inner lanes of the flyover have been opened to traffic but only from 6 a.m. to 10 a.m. and from 2 p.m. to 9 p.m. daily.&#13;
&#13;
The cost of the Ungka flyover in Iloilo had soared from its original budget of P680 million to P975 million due to ongoing repairs.&#13;
&#13;
Oropel appealed for public understanding regarding the delays, saying that the first phase of repairs was 65-percent complete as of June 30.&#13;
&#13;
Engineering consultant Adam Abinales recommended adding bored piles to stabilize the structure.&#13;
&#13;
This requires the removal and possible replacement of the existing prestressed concrete girders to accommodate the necessary drilling equipment.&#13;
&#13;
The new piles will need to be bored to a depth of at least 40m, compared to the current depths of 26m to 28m.&#13;
&#13;
‘Wavy feel’&#13;
The flyover, designed to alleviate traffic congestion at the intersection of Sen. Benigno Aquino Jr. Avenue and President Corazon Aquino Avenue here, connects Barangay Ungka of Jaro district in Iloilo City to Barangay Ungka 2 of Pavia town in Iloilo province.&#13;
&#13;
The 453.7-m Ungka flyover was opened to the public in June 2022 but was closed in September of the same year after public complaints over the “wavy feel” while driving over it, as well as reports and images of flooding at the top of the flyover during rainy days.&#13;
&#13;
To address the issues, the DPWH spent P13 million last year on a third-party geotechnical investigation, which found the structure to be sinking.&#13;
&#13;
The Ungka flyover was funded through the efforts of former Sen. Franklin Drilon to cut travel time to Iloilo International Airport in Cabatuan town.&#13;
Phase 1 of the rectification work, which involves 2,352 linear meters of jet grouting on multiple piers, began in January on a P95.95-million contract.&#13;

A pier is a type of structure that extends to the ground below or into the water. It is used to support the flyover and transfer the loads to the foundation.&#13;

ILOILO City – The Office of Civil Defense (OCD) has urged local government units (LGUs) across Western Visayas to start preparing for the anticipated effects of La Niña.&#13;

The phenomenon, known for cooler-than-average ocean temperatures, is expected to bring increased rainfall and potentially severe weather patterns to the region.&#13;

OCD-6 Regional Director Dr. Raul Fernandez highlighted the importance of early preparations due to the strong El Niño conditions experienced earlier this year, which often precede significant La Niña effects.&#13;
&#13;
“I am currently visiting LGUs and their local disaster risk reduction and management offices (LDRRMOs) to check on their preparedness. Given the trend, when El Niño is strong, La Niña can be equally forceful, bringing storms and increased rainfall,” said Fernandez.&#13;
&#13;
He specifically pointed out the need for LGUs to ready themselves for possible floods and landslides in vulnerable areas.&#13;
&#13;
&#13;
 The dried-out soil from the El Niño may become unstable once heavy rains start around June or July, raising the likelihood of landslides, he explained.&#13;
&#13;
Fernandez is also pushing for a thorough review of contingency plans, particularly for residents in high-risk zones.&#13;
&#13;
“It is crucial that LGUs identify landslide- and flood-prone areas now, determine the population at risk, and plan evacuation sites in case of a disaster. We ensure that they have contingency plans and have pre-positioned relief goods,” he said.&#13;
&#13;
In terms of disaster response capabilities, Fernandez noted that while personnel and equipment are generally prepared, there is a need for LGUs to recruit volunteers to bolster their response teams.&#13;
&#13;
He suggested tapping into schools, especially through the Commission on Higher Education (CHED), to explore utilizing college students in disaster response efforts.&#13;
&#13;
Meanwhile, Gov. Arthur Defensor Jr. of Iloilo announced that preparations for La Niña have already begun.&#13;
&#13;
“We are preparing for the rainy season; we want to ensure readiness for La Niña,” Defensor said.&#13;
&#13;
&#13;
He emphasized the importance of proactive measures, including revisiting alert systems, readiness plans, and disaster maps to manage flood-prone areas effectively.&#13;
&#13;
Defensor also announced a province-wide clean-up drive and road clearing to be held in mid-May.&#13;
&#13;
This initiative, aimed at preventing dengue and other mosquito-borne diseases, also seeks to ensure that water flows are not obstructed by waste, which could worsen flooding situations.&#13;
&#13;
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has indicated that the current hot weather may persist until May, with a gradual transition to neutral conditions expected from May to June.&#13;
&#13;
Currently, four out of six provinces in Region 6   – Iloilo, Guimaras, Antique, and Negros Occidental – are experiencing drought, defined as three consecutive months of significantly below-normal rainfall.&#13;
Capiz province is under a dry spell, while Aklan faces dry conditions.&#13;
&#13;
A dry spell is defined as three consecutive months of below-normal rainfall conditions (21 to 60 percent reduction from average rainfall.</text>
