ILOILO City – For many Filipinos, migration is a family story that repeats across generations. A new exhibition at the University of the Philippines Visayas places that experience at the center of Philippine modern art, tracing how movement across countries shaped both artists and the work they produced.&#13;
&#13;
The UP Visayas Museum of Art and Cultural Heritage (UPV MACH) will open “Sown by the Traveler: Women and Migrants in Philippine Art” on Jan. 23, 2025, at 5 p.m. at the Pagwa Performing Arts Hall. The show features 16 paintings from the Lopez Museum and Library Collection.&#13;
&#13;
Alfonso Ossorio’s “Faineants” / “Loafers” (1945), watercolor and ink on paper&#13;
Curated by Dr. Patrick Flores, the exhibit gathers works by artists whose careers unfolded through study, residence, and practice beyond the Philippines. It frames modernism as a story of circulation, with ideas, techniques, and influences carried across borders.&#13;
&#13;
Included are paintings by Anita Magsaysay-Ho, Nena Saguil, Alfonso Ossorio, Juvenal Sanso, Macario Vitalis, and Fernando Zóbel. UPV MACH said these artists’ lives and practices were shaped by migration and transnational experience.&#13;
&#13;
The museum described the exhibit as the second cycle of its collaborative project with the Lopez Museum and Library. The first cycle, “The Patrimony of All,” drew attention for presenting works by Juan Luna, Félix Resurrección Hidalgo, Fernando Amorsolo, and Juan Arellano.&#13;
&#13;
The two-cycle project was initiated by former Sen. Franklin Drilon, with government funding ensured by Sen. Loren Legarda, according to UPV MACH. The Iloilo City Government and the Eugenio Lopez Foundation, Inc. are also partners.&#13;
&#13;
UPV MACH will be open during the Dinagyang Festival weekend on Jan. 24–25. Visitors in Iloilo and nearby provinces can view the exhibit as part of the festival week’s cultural offerings.&#13;
&#13;
Regular museum hours thereafter will be Monday through Saturday, 8:30 a.m. to 4:30 p.m. The exhibition will run until the first week of June 2026./PN&#13;

ILOILO – The Bureau of Animal Industry (BAI) has downgraded 10 towns in the province of Iloilo from the red to the pink zone category due to improvements in controlling the African Swine Fever (ASF).&#13;
&#13;
The towns now classified under the pink zone are Banate, Barotac Viejo, Batad, Concepcion, Dingle, Mina, New Lucena, Oton, Santa Barbara, and San Miguel.&#13;
&#13;
&#13;
In the red zone, strict prohibitions are enforced against the movement of live pigs, pork and pork products (including fresh/frozen pork and uncooked processed pork products, with the exception of cooked and canned processed pork products), as well as swine genetic materials, to prevent the spread of ASF. These restrictions remain in place until officially lifted.&#13;
&#13;
The pink zone, or buffer zone, encompasses municipalities or cities where ASF has not been detected but are immediately adjacent to confirmed infected areas. This classification aims to prevent the overflow of ASF cases from the red zones through enhanced biosecurity measures and surveillance efforts.&#13;
&#13;
&#13;
In addition to the mentioned towns, five other municipalities are also slated for downgrading to the pink zone, namely Lambunao, Leganes, Janiuay, San Dionisio, and Zarraga.&#13;
&#13;
According to Dr. Darel Tabuada, head of the Provincial Veterinary Office (PVO), the successful downgrading of the 10 towns to the pink zone was due to no recorded cases of ASF in the last 40 days, the implementation of ASF ordinances, and the presence of trained biosecurity officers conducting regular surveillance and monitoring.&#13;
&#13;
Previously, 27 towns were designated under red zones, including the recently downgraded towns.&#13;
&#13;
The PVO and concerned local government units continue to monitor the remaining towns in the red zone with the goal of downgrading them to the pink zone.&#13;
&#13;
This downgrade is crucial to allow areas to implement the sentinel program initiated by the Iloilo provincial government and the Department of Agriculture (DA).&#13;
&#13;
A list of beneficiaries from the 10 newly classified pink zone towns who are ready to participate in the provincial government’s sentinel program has already been submitted. Upon validation of the beneficiary list, funds will be allocated to local government units for the purchase of sentinel pigs, with each beneficiary eligible to receive two sentinel pigs.&#13;
&#13;

The sentinel program is expected to commence in May 2024.&#13;
&#13;
&#13;
Dr. Tabuada clarified that the provincial government’s sentinel program differs from that of the DA. Under DA’s program, beneficiaries are eligible to receive three pigs and a two-month supply of feeds, whereas the provincial program provides only two pigs without feed supply.&#13;
&#13;
The health of sentinel pigs will be monitored through blood sample testing over two months to detect ASF infection. Positive results will lead to depopulation of the affected pigs, while negative results will allow hog raisers in the area to resume operations, provided they adhere to biosecurity measures.&#13;
&#13;
According to PVO data, ASF has impacted 161 barangays in the province, affecting 2,213 farmers. A stark reduction in the swine population has been noted, from 277,421 heads of hogs before the ASF outbreak in September 2022 to 75,998 heads as of March 12, 2024, indicating a decrease of 201,551 heads or a sufficiency level of 33 percent.&#13;
&#13;

ILOILO — Citing gaps exposed by the January 28 knife and shooting incident at the Iloilo International Airport in Cabatuan town, the Sangguniang Panlalawigan (SP) has recommended an airport-wide security overhaul, calling for tighter inter-agency protocol synergy, upgraded screening equipment, added personnel, and expanded facilities to keep pace with surging passenger traffic.&#13;

Vice Gov. Nathalie Ann Debuque, who led February 5’s joint committee hearing on the airport incident in aid of legislation, said testimony from security and tourism officials showed the need to strengthen coordination among airport stakeholders and modernize facilities to prevent a repeat of the incident.&#13;
&#13;
“Definitely we can see the need for the improvement and regular review of the existing security plans of our airport security stakeholders to strengthen coordination and synergy among concerned agencies and their established centralized response mechanism,” Debuque said.&#13;
&#13;
She identified the key agencies that must work in closer lockstep: the Civil Aviation Authority of the Philippines (CAAP), Department of Transportation (DOTr), Philippine National Police’s (PNP) Aviation Security Group, and the Office of Transportation Security (OTS).&#13;
&#13;
Beyond protocols, Debuque stressed the need for immediate upgrades to security equipment and airport facilities, noting that the terminal has outgrown its original design.&#13;
&#13;
“The Iloilo International Airport is major hub, so definitely the facilities and the equipment need to be upgraded to actually serve the (air travel) demands of the region and of the country,” she said.&#13;

She added that security screening on the third floor must be improved and staffing increased.&#13;
&#13;
The SP is ready to lobby national agencies for solutions — including expanding the terminal — to address bottlenecks caused by long queues at the initial ground-floor screening, said Debuque.&#13;
&#13;
“Subong pa lang umpisahan na naton lobby dugangan expand ang aton Iloilo airport,” she stressed.&#13;
&#13;
Data presented during the hearing underscored the strain: CAAP-Iloilo Terminal Supervisory Arthur Parreño and Department of Tourism Region 6 Regional Director Crisanta Marlene Rodriguez said the airport was built in 2007 to handle about 10 flights a day, but now accommodates nearly 40 daily.&#13;
&#13;
Rodriguez told the panel that passengers and tourists have repeatedly complained about long lines at the ground-floor screening area — prompting her to request CAAP-Iloilo in 2025 to explore adjustments that would ease congestion.&#13;
&#13;
Debuque said the SP will study all submissions and issue a committee report within two weeks, with recommendations addressed to concerned national agencies.&#13;

ILOILO — Ajuy’s Mayor Jett Rojas has vetoed the Sangguniang Bayan (SB)-approved Ordinance No. 2023-131 adopting as municipal hymn a composition that won the contest conducted for the town’s official hymn.&#13;
&#13;
The winning composer, SB member Genesis Diesto suspected that the rejection may have something to do with local politics.&#13;
&#13;
Diesto’s winning piece is titled “Ajuy Nagadayaw Kami sa Imo”. It bested other entries in the contest held last August 2023.&#13;
&#13;
&#13;
&#13;
In a letter to the SB and its presiding officer, Vice Mayor Robert Villaruz, Mayor Rojas explained his veto. He emphasized the importance of fairness and non-partisanship in governance and public administration.&#13;
&#13;
Here’s Mayor Rojas’ letter in full explaining his veto:&#13;
&#13;
“Non-partisanship is often associated with neutrality, objectivity, and independence in decision-making processes especially in the context of governance and public administration.&#13;
&#13;
“Non-partisanship is always important in good governance as it ensures that decisions and policy-making are made based on merit evidence, and the public interest rather than partisan agendas and personal interests. Public servants like us are often expected to carry out our duties in a non-partisan manner to maintain the integrity and impartiality of our office, promoting fairness and accountability.&#13;
&#13;
“The Proposed Municipal Ordinance No. 2023-131 should consider this doctrine as it is crucial to maintain our credibility and trust of our people. I believe that crafting the Ajuy Municipal Hymn should be made in a balanced and impartial manner, so that we can deliver to our people the multiple perspectives without bias, enabling our constituents full support and cooperation of these meaningful values and aspirations.&#13;
&#13;
“I am vetoing some provisions of this measure particularly the adoption of the lyrics and music of the composition of the Ajuy Municipal Hymn because I support the significance of non-partisanship and public trust as trust is essential for governance, and it is therefore necessary for government units to build it among its people.&#13;
&#13;
“Local Government Units should also stress the role of its constituents in policy-making, mutually reinforcing, and reciprocal relationships. I strongly believe that we should involve the participation of the public, and the main proponent of the composition of our Ajuy Municipal Hymn should be given as a privilege to our local artists, musicians, and/or other professionals and not from any public servant as ethics will dictate that it would essentially be for the best interest of our Municipality and for our people.&#13;
&#13;
“There are provisions in the proposed Municipal Ordinance that is not in line with the principles of trust and integrity as virtues of public ethics and public service. This veto seeks to promote justice and fairness for our people and to explore the possibility of engaging our local artists, musicians and/or other professionals as proponent(s) of our Ajuy Municipal Hymn and for us to formulate options for public review to address the opinions and ideas of our people.”&#13;

‘FAIR PROCESS’&#13;
&#13;
SB Diesto, the composer, questioned Mayor Rojas’ veto explanation. He said the local government of Ajuy itself organized the hymn contest, thru the Municipal Tourism Office, in August 2023.&#13;
&#13;
He defended the fairness of the process, noting that the contest was open to all bona fide residents of Ajuy and that the contest’s mechanics did not explicitly exclude elected officials from participating.&#13;
&#13;
The other mechanics were:&#13;
&#13;
* The composition must be originally written in Hiligaynnon, with no adaption of lyrics, tone and music from any other compositions.&#13;
&#13;
* The time duration of the composition and interpretation of the Hymn must be at least three minutes and must not exceed five minutes.&#13;
&#13;
* The composer may perform the composition or may identify  artist who will interpret the composition.&#13;
&#13;
Diesto said his entry met all the mechanics.&#13;
&#13;
He suspected that his political leanings vis-à-vis the upcoming May 2025 midterm elections may be what prompted the veto.&#13;
&#13;
He said he supports another candidate for mayor.&#13;
&#13;
Diesto said he is considering filing a formal complaint against the mayor, noting that the local government of Ajuy spent to organize the hymn contest.&#13;
&#13;
“Nag-agi kami sa proper committee hearings, dasun nag-contest gid para fair,” he stressed.&#13;
&#13;
Diesto urged Rojas to be fair and respect the contest result.&#13;
&#13;

His career continued to flourish as he moved to Rizal in 1919, assuming the role of district engineer. Moreover, Alejo's commitment to public service was evident throughout his career, transitioning back to engineering as the district engineer of Iloilo and later as the highway engineer in the Bureau of Public Works in Manila.
