ILOILO – Gov. Arthur Defensor Jr. welcomed the inclusion of his proposal to establish hemodialysis centers in 12 district hospitals, including the Iloilo Provincial Hospital, in the newly added 13 projects in the public-private partnership (PPP) pipeline.&#13;
&#13;
PPP Center deputy executive director Jeffrey Manalo announced that the new projects were added following unsolicited proposals received by the agency and subsequently endorsed to implementing agencies.&#13;
&#13;
One such proposal, submitted by Panay Medical Ventures Inc., aims to establish hemodialysis centers in the provincial and district hospitals of Iloilo.&#13;
&#13;
“Thank you very much because that was our goal when we visited the PPP Center last month, to check the overall completeness of the proposal,” Governor Defensor told Panay News.&#13;
&#13;
When asked about the next steps, Defensor explained that the unsolicited proposal would be sent to the provincial government for negotiation and subsequent approval by the PPP board.&#13;
&#13;
After approval, the terms of negotiation with the proponent will be set, and once agreed upon, the proposal will undergo a competitive challenge.&#13;
&#13;
“We are happy with this development. Iloilo district hospitals need dialysis centers — initially one in the south, one in the central area, and one in the north,” Defensor said.&#13;
&#13;
If the three initial dialysis centers prove successful and there is a demand for more dialysis centers in other district hospitals, further establishments will be pursued.&#13;
&#13;
For Defensor, these dialysis centers are crucial; they will help decongest patients from the province who otherwise travel to tertiary hospitals in Iloilo City for dialysis.&#13;
&#13;
“This way, our residents from various towns will no longer need to travel to the city,” the governor explained.&#13;
&#13;
Defensor hopes to finalize the partnership with an interested company before the end of 2024, aiming to start the establishment of dialysis centers in district hospitals as soon as possible.&#13;
&#13;
Under the PPP Code, all unsolicited proposals must first be submitted to the PPP Center for a completeness check.&#13;
&#13;
In 2023, Dr. Paz V. Calopiz, head of the provincial government’s Hospital Management Office (HMO) managing 12 district hospitals and the Iloilo Provincial Hospital (IPH), said the capitol had started exploring the possibility of establishing dialysis centers through PPP.&#13;
&#13;
But aside from PPP, the provincial government is also studying whether it could fund the same on its own.&#13;
&#13;
Calopiz said maintaining dialysis operation is arduous; the provincial government has to hire specialists like doctors, nurses and medical technologists to manage the unit.&#13;
&#13;
For the dialysis machines, meanwhile, she said this could be requested from the Department of Health (DOH).&#13;
&#13;
The 12 district hospitals managed by the provincial government are the following:&#13;
&#13;

&#13;
* Barotac Viejo District Hospital in Barangay San Lucas, Barotac Viejo&#13;
&#13;

              <text>The Iloilo provincial government, led by Governor Arthur Defensor Jr., ceremoniously turned over a P1 million cash prize to the local government unit of Santa Barbara, headed by Mayor Dennis Superficial, on June 24.&#13;

The recognition came after the “Cry of Santa Barbara” float was declared the grand champion at the Parada ng Kalayaan 2024 held on June 12 at Rizal Park, Manila.&#13;
&#13;
The event featured the illumination of the float, now displayed at the Capitol lobby, and a performance by Tribu Kahilwayan, who reenacted their dance-drama presentation from the flag-raising ceremony.&#13;
&#13;
Certificates of recognition were also awarded to individuals who contributed to the float’s success.&#13;
&#13;
Governor Arthur Defensor Jr. highlighted the importance of the achievement in placing the province prominently on the national map of cultural celebration, further underscoring the economic prospects following it.&#13;
&#13;
“Winning the grand prize at the Parada ng Kalayaan has brought Iloilo into the spotlight of this historic event, showcasing our profound cultural heritage to the entire nation,” he said.&#13;
&#13;
The governor emphasized that this recognition will serve as a catalyst for economic growth in the region, projecting increased business activity that will eventually lead to the creation of livelihood opportunities for residents.&#13;
&#13;
Looking forward, he pledged continued support for initiatives aimed at boosting tourism, particularly those centered around Iloilo’s rich history and cultural heritage.&#13;
&#13;
He affirmed his commitment to preserving and promoting these assets, ensuring that Iloilo remains a vibrant destination for tourists and a source of pride for its residents.&#13;
&#13;
In a separate interview, Mayor Superficial stated that the prize money would be used to enhance the town’s cultural heritage, specifically to improve the local church, a significant historical landmark in the municipality.&#13;
&#13;
“Hopefully, we can improve it [the church]. There are still certain areas that can be utilized and developed,” he said.&#13;
&#13;
The “Cry of Santa Barbara” float bested nine other entries from various provinces during the Parada ng Kalayaan, celebrating the 126th Philippine Independence Day. Its intricate design was a product of collaborative effort, highly praised for showcasing the rich history and heritage of the province.&#13;
&#13;
The province invested a total of P2 million in the creation of the float. The financial breakdown previously presented by Defensor detailed the expenses as follows:&#13;
&#13;
– P867,755 for the delivery of supplies and materials&#13;
&#13;
– P800,922 for fabrication and installation, including carpentry, logos, signage, artwork, and electrical components&#13;
&#13;
– P143,463.92 for equipment rental for transporting the float&#13;
&#13;
– P270,000 for dismantling the float post-event&#13;
&#13;
The float will be turned over to the municipality of Santa Barbara.</text>

ILOILO – The Pride Month celebration in the 2nd District commenced with a ceremony led by Miss Eco International Philippines 2025 Alexie Brooks.&#13;
&#13;
The event, held in the town of Zarraga on Wednesday morning, June 26, saw the participation of around 400 LGBTQIA+ community members from the district’s eight municipalities: Zarraga, Leganes, New Lucena, Santa Barbara, Pavia, San Miguel, Leon, and Alimodian.&#13;
&#13;
Brooks delivered an inspirational message, recalling her own challenges and emphasizing the importance of self-love and confidence regardless of societal acceptance.&#13;
&#13;
“What is really important here is to love yourself, be true to yourself, and to be confident regardless of what shape you are,” Brooks said.&#13;
&#13;
She shared her journey of overcoming discrimination due to her androgynous orientation, underscoring the significance of staying true to oneself.&#13;
&#13;
The event was organized by Dr. Kathryn Joyce F. Gorriceta, founder of the Association of LGBTQIA+ Segundo Distrito and wife of Cong. Michael Gorriceta.&#13;
&#13;
Alongside the association’s focal person, Ramie Corillo, and the presidents of the LGBTQIA+ organizations from the eight municipalities, Dr. Gorriceta emphasized the association’s goal to affirm the community’s acceptance and sense of belonging throughout the district.&#13;
&#13;
The celebration opened with a parade around the municipal plaza of Zarraga, led by Brooks herself.&#13;
&#13;
Dr. Gorriceta expressed hope that the district would be recognized as a safe space where the LGBTQIA+ community could achieve their ambitions through available educational and vocational training opportunities.&#13;
&#13;
“We prioritize you and you know that,” she said.&#13;
&#13;
The celebration, marked by the symbolic rainbow flag, aims to spread its values across the district. Each color of the flag represents a distinct value — life, freedom, happiness, unity, hope, and equality.&#13;
&#13;
This year’s activities include a medical mission, outreach programs, tree planting, and symposiums, all designed to further integrate and support the LGBTQIA+ community in the district.&#13;
&#13;
The festivities will continue through June 29.&#13;
&#13;
In addition to the celebration’s agenda, Congressman Gorriceta assured ongoing support for the LGBTQIA+ community, aiming to make them feel cared for and valued.&#13;

Tupas said his proposal push aims to secure the livelihood of fisherfolks in regions including Western Visayas, Mimaropa, the western seaboard of Luzon, and the country’s Pacific seaboard.&#13;

“To assure fisherfolks in the Western Visayas, Mimaropa, the western seaboard of Luzon, and the country’s Pacific seaboard of continuing livelihood, I urge the Bureau of Fisheries and Aquatic Resources (BFAR) to strongly support the establishment and operation of more marine hatcheries using the Northern Iloilo State University model and other successful models,” Rep. Tupas said in a press statement.&#13;

Western Visayas region, while economically vibrant, has faced perennial contraction in its agriculture and fisheries sectors.&#13;
&#13;
According to the latest data from the National Economic and Development Authority (NEDA) Region VI, the agriculture, forestry, and fishing sectors showed varied performance across the region, with some areas experiencing a decline.&#13;
&#13;
Rep. Tupas highlights that the inflation problem can also be addressed with an increase in supply through these hatcheries.&#13;
&#13;
“Here in Iloilo, we have a few marine hatcheries, and we need more so Iloilo can supply the needs, not just of Panay Island but also the rest of the country so that with the increase in supply, the inflation problem is also addressed,” he emphasized.&#13;
&#13;
Sustainable Fisheries Management&#13;
&#13;
The marine hatcheries management model in Northern Iloilo is institutionally based at the Northern Iloilo State University (NISU). This model ensures sustainability and serves as a repository of institutional memory essential for the hatcheries’ long-term operation.&#13;
&#13;
Rep. Tupas pointed out the benefits of situating hatcheries on SUC campuses.&#13;
&#13;
“Having marine hatcheries on campuses of state universities ensure the continuing operation of the hatcheries with the institutional support and technical support systems already present in the SUCs. The hatcheries are located on public property owned by the SUCs—protected from private interests,” he explained.</text>

ILOILO – Authorities captured the most wanted fugitive in Iloilo province on Tuesday, ending a year-long manhunt.&#13;
&#13;
The 28-year-old, known by the alias “Boy-Boy”, was arrested at 11:19 a.m. in Barangay San Julian, Janiuay, where he had been hiding.&#13;
&#13;
Police identified the suspect as a resident of Barangay Yabon, Janiuay, and conducted the operation with a team comprising members from the Janiuay Police Station, the 603rd Company Regional Mobile Force Battalion 6, and the Iloilo Police Provincial Office (IPPO), under an arrest warrant for murder.&#13;
&#13;
Police Colonel Bayani Razalan, officer-in-charge director of the IPPO, said the suspect was wanted for the murder of Loreto Ardiente, who was fatally stabbed on May 24, 2023, in Barangay Golgota, Janiuay. Following the incident, the suspect fled the area but recently returned, leading to his capture.&#13;
&#13;
Razalan praised the collaborative effort that led to the arrest, emphasizing the persistent efforts of the Iloilo police in tracking down fugitives.&#13;
&#13;
“This arrest marks a significant achievement in our commitment to justice and community safety. We will continue our relentless pursuit of fugitives to maintain peace and order,” said Razalan./PN</text>

Chancellor Clement Camposano and Yang signed the deed of donation at the museum’s conference room on the same day as the unveiling.&#13;
&#13;
Camposano expressed gratitude for Yang’s continued support, emphasizing the pivotal role such contributions play in enriching UPV’s cultural legacy.&#13;
&#13;
“This is something that we are deeply dedicated to pursuing to make the UPV campus a culture and heritage hub. The support of people like Mr. Yang significantly amplifies what the UPV Museum has achieved in two years,” Chancellor Camposano remarked during the ceremony held at the museum.&#13;
&#13;
Mr. Yang, renowned for his passion for art and cultural artifacts, presented a collection that included pre-Spanish relics. He expressed his commitment to preserving Iloilo’s legacy through these invaluable pieces.&#13;
&#13;
The donated artifacts comprise funerary earthenware unearthed from Isla de Gigante Norte in the 1990s, alongside ornaments crafted from shells, glass, and gold. According to archaeologists, Gigantes pottery, including small jars, pots, and offering plates, dates from 500 BCE to 1000 CE and served as grave goods in the local ritual known as “pabalon sa patay,” honoring the departed.&#13;
&#13;
Colorful glass beads excavated from various regional sites spread throughout the archipelago via trade and cultural exchanges with Asia and the Middle East.&#13;
&#13;
Additionally, earrings, bracelets, and shell discs, some of the oldest locally produced adornments dating back to around 2000 BCE, highlight early craftsmanship in the region.&#13;
&#13;
These artifacts will find a permanent home in the Duna Intangible Cultural Heritage Gallery, one of seven exhibition spaces at MACH dedicated to showcasing local traditions and practices through representative artifacts and multimedia presentations.&#13;
&#13;
Director of the Office of Initiatives in Culture and the Arts (OICA), Prof. Martin Genodepa, lauded Mr. Yang’s philanthropic efforts, noting that this was his second significant donation to MACH following a previous contribution in 2022.&#13;
&#13;
The earlier donation featured textiles and traditional clothing items now displayed in the Panapton Textile Gallery.&#13;
&#13;
The unveiling ceremony drew attention not only to the historical significance of the artifacts but also to the collaborative efforts between private benefactors and academic institutions in preserving cultural heritage.&#13;
&#13;

What they care about is the woman’s reputation and dignity that may have been torn to shreds when canards, half-truths and scurrilous snipes started flying thick, fast and furious against her person.&#13;

When a woman is slandered and mortally wounded, Ilonggos think of their mothers, sisters, girlfriends, wives, female teachers, female best friends and role models that are shamed, pulverized and tormented.&#13;

For the true-blooded Ilonggos, this is unacceptable.&#13;

When it comes to women, the Ilonggo culture is rare as a hen’s teeth as it cultivates the love for a woman as a natural feeling; loving a woman, for Ilonggos, means loving all of the parts of her that other societies tell them they shouldn’t.&#13;

Ilonggos believe stealthy and vulgar attacks against women normally boomerang and a bad omen almost always falls upon the offenders. Be warned.&#13;

Ilonggos are primarily educated and conservatives. They live in a city and province dubbed as “the Athens of the Philippines” because of the presence of highly acclaimed universities and colleges, a record-breaking feat for any place all over the archipelago.&#13;

They are descendants of heroes and heroines with badges of honor and impeccable values, courage and intellect that permeated their eminence in the modern era.&#13;
&#13;
They aren’t patsies who settle for cheap shots and unproductive colloquy. Watch out when they excel in arts, music, film, science, sports, diplomatic service and politics.&#13;
&#13;
When you sit down in a crowded coffee shop and start telling all and sundry, for instance, that Julienne “Jamjam” Baronda is a witch or a prostitute out of spite and political hatred, you will be lucky to leave that place with your main faculties intact.&#13;
&#13;
Baronda is not only a duly elected representative, she is, first and foremost, a woman and a leader.&#13;
&#13;
A leader is respected and adored, not lampooned and blemished with derogatory imputations without any justification and morsel of evidence.&#13;
&#13;

It isn’t fair to eject and reject her only because she stands in the way of a political dynasty.&#13;

As a member of the Lower House, Baronda’s role in society and mission statement tower above the interests of one family or any group of aristocrats for that matter bidding to establish a dynastic authority or kingdom.&#13;

There are people who don’t like her politics, style, demeanors, extra curricular activities—if there are some that the public may be aware of (but, God, she is a human being)—, attires, etcetera—and that’s normal in a pluralistic environment—, but many people also love and admire her for who and what she is.&#13;

That’s why she is—and has been—Iloilo City’s lone district representative for two terms now.&#13;
&#13;
To dislike her is easy, to convince the electorate to pillory Baronda and dispose her off without a serious casus bello is as difficult as scoring a hole in one in the PGA Tour.&#13;

ILOILO – When fully repaired, the cost of the newly-built but defective P680-million flyover in Barangay Ungka II, Pavia town would have ballooned to nearly P1 billion.&#13;
&#13;
The repair is estimated to cost at least P250 million.&#13;
&#13;
But where will the repair budget come from?&#13;
&#13;
There are no funds available for that this year, according to the Department of Public Works and Highways (DPWH), which means the four-lane, 453.70-meter long flyover would remain unserviceable.&#13;
&#13;
&#13;
&#13;
The Ungka flyover was opened to traffic on the second week of September 2022. But after just two weeks, DPWH closed it due to vertical displacement. Three piers were found to be sinking.&#13;
&#13;
&#13;
Local chief executives (LCEs) in the city and province of Iloilo urged DPWH not to dilly-dally.&#13;
&#13;
“Kinahanglan padasigon pagpangita sang fund (by) all the means…Ginadalian naton ang pagkay-o sang Ungka flyover,” Gov. Arthur Defensor Jr. told Panay News.&#13;
&#13;
Third-party consulting firm Abinales Associates Engineers + Consultants which DPWH tapped to conduct a geotechnical audit of the flyover said the repair could take 10 months. It found not just three piers sinking but all of the flyover’s 16 piers although by varying degrees.&#13;
&#13;
&#13;
While waiting for the repair, Defensor said the provincial government would improve alternate routes to lessen the inconvenience of travelers suffering from traffic congestion in Barangay Ungka II, Pavia and Barangay Ungka, Jaro, Iloilo City.&#13;
&#13;
“Ang punta dira kwarta mo, ti, kon waay ka budget considering the magnitude of the amount needed, ti, basi mahulat kita next year,” said Mayor Jerry Treñas of Iloilo City.&#13;
&#13;
If DPWH has some savings, it could be used for the repair, he suggested.&#13;
&#13;
Treñas is also looking at the possibility of seeking the help of Ilonggo congressmen.&#13;
&#13;
He requested, too, that DPWH find funds to expropriate some houses that will be affected by the road widening beneath the Ungka flyover to ease the traffic congestion there.&#13;
&#13;
Engr. Adam Abinales, managing partner of Abinales Associates Engineers + Consultants, recommended additional bored piles for piers 4, 5 and 6 – the three piers with the most pronounced vertical displacement or sinking.&#13;
&#13;
“To drive the additional bored piles, affected existing prestressed concrete (PSC) girders on the coping beam will be removed and replaced if necessary since large equipment shall be used for drilling and driving bored piles,” he said.&#13;
&#13;
&#13;
The additional bored piles at piers 4, 5 and 6 should have a depth of 40 meters or more, he added.&#13;
&#13;
Currently, the bored piles are only 28 meters deep in pier 4 and 26 meters deep in piers 5 and 6.&#13;
&#13;
For the remaining 13 piers, Abinales recommended underpinning the existing piers and abutments, including existing bored piles, by intense jet grouting.&#13;
&#13;
The jet grouting should be 100 meters deep to arrest the settlement, added Abinales.&#13;
&#13;
If the repair, which is estimated to last for around 10 months, begins in January 2024, Ilonggos could use the flyover by the last quarter of 2024 or first quarter of 2025.&#13;
&#13;
Below is the cumulative settlement recorded on piers 4, 5 and 6 from May 13, 2022 to April 14, 2023:&#13;

              <text>The Iloilo provincial government has announced the opening of applications for the Iskolar sang Iloilo Program (ISIP) for the academic year 2024-2025.&#13;

The scholarship aims to provide financial assistance to incoming first-year college students who are bona fide residents of Iloilo and meet specific academic and financial criteria.&#13;
&#13;
To qualify, applicants must have a Senior High School General Weighted Average (GWA) of 90 percent or higher and possess good moral standing. The annual gross family income should not exceed P180,000.&#13;
&#13;
Additionally, applicants must plan to enroll in any of the following state universities and colleges within Iloilo: University of the Philippines Visayas, West Visayas State University, Iloilo Science and Technology University (ISAT-U), Iloilo State University of Fisheries Science and Technology (ISUFST), Northern Iloilo State University (NISU), or Passi City College.&#13;
&#13;
A total of 125 scholars will be selected, with an allocation of 25 per district.&#13;
&#13;
Each chosen scholar will receive a monthly stipend of P3,500, learning resource assistance of P3,000 per semester, an on-the-job training allowance of P20 per hour, and a thesis/research assistance of P5,000 for graduating students.&#13;
&#13;
Moreover, cash incentives are available for graduates: P1,000 for graduates, P7,000 for Summa Cum Laude, P5,000 for Magna Cum Laude, and P3,000 for Cum Laude honorees.&#13;
&#13;
The deadline for submission of applications is set for July 26, 2024. Interested applicants are encouraged to prepare their documents and apply early.&#13;
