<text>‘WHAT ARE YOU WAITING FOR?’ Treñas dares NBI to arrest Chinese nationals engaging in illegal acts

By Panay News -Tuesday, July 30, 2024

BY GEROME DALIPE IV

ILOILO City – Mayor Jerry Treñas challenged agents of the National Bureau of Investigation (NBI) in Western Visayas to arrest Chinese nationals engaged in illegal activities in the city.

“If something illegal is being done, it is incumbent upon the NBI to arrest them. Ano pa ang ginahulat?” said Treñas during his press briefing yesterday.

The mayor issued the challenge when sought for his comment on the confirmation of the NBI Region 6 that several Chinese nationals were involved in various illegal activities in Iloilo City, as disclosed by Cong. Julienne Baronda.

“As a city (mayor), (if) may mabal-an ko ilegal, padakop ko. It is the responsibility of the NBI to arrest them. If you do not arrest them, that means you condone them. We do not condone anything illegal here,” stressed Treñas.

Baronda disclosed that officials of NBI-6 went to her office and confirmed the illegal activities of Chinese nationals, including online gambling, among others.

Treñas said the Iloilo City Police Office is in talks with the NBI-6 regarding their next move.

“We are preparing something, but we don’t want to telegraph our actions,” the mayor said.

The mayor also suggested that the Department of Justice and the Bureau of Immigration should coordinate to unmask illegal aliens in the city.

“We do not condone illegal activities, whether you are a businessman or what,” said Treñas.

Just last week, July 24, the 4th Special Operations Unit (SOU) of the Philippine National Police’s Maritime Group seized over P5 million worth of smuggled cigarettes in two related raids in Barangay Obrero, Lapuz and Barangay Lopez Jaena Sur, La Paz district.

The operation in Obrero, which yielded several boxes of fake cigarettes, led to the subsequent raid of a house in Lopez Jaena Sur owned by a Chinese national. This second raid recovered approximately P4.8 million worth of smuggled cigarettes.

The Department of Justice (DOJ) has also been asked to investigate the reported proliferation of Chinese nationals lurking in posh subdivisions in Iloilo City.

In her letter to DOJ Secretary Jesus Crispin Remulla dated July 2, Baronda voiced concerns about the influx of Chinese nationals in some parts of Iloilo City, including Puerto Real de Iloilo in La Paz, Monterosa Subdivision in Mandurriao, and Ledesco Subdivision also in La Paz.

November last year, the Iloilo City Police Office arrested 17 male Chinese nationals suspected of operating a cybersex den in Lawaan Village, a residential subdivision in Barangay Balantang, Jaro district.

The suspects, all of legal age, reportedly facilitated illicit activities for Filipino and foreign cybersex clients.

For his part, Treñas recently issued an executive order that provides guidelines on enhanced and stricter monitoring and collaboration with the City Hall departments and the police to address issues related to POGOs or Philippine offshore gaming operations.

Executive Order No. 094 declares the city’s policy on illegal POGOs and urges the police, the City Treasurer’s Office, the Local Economic Development and Investment Promotion Office, and the City Local Economic Enterprise Office (LEEO) to “utilize their powers under the law to investigate any suspected POGO establishments within the city.”

“This investigation shall include establishment illegally of POGOs without the required regulatory requirements, and establishments operating illegally as POGOs but registered as operating under a different line of business,” read Treñas’ executive order.

He issued the executive order following the ongoing investigation by the Iloilo City Council into the proliferation of undocumented immigrants, particularly the reported unregulated activities of Chinese-led POGOs in the city.

The council, convening as a Committee of the Whole, is investigating “in aid of legislation” on the reported illegal activities of foreign nationals in the city.

These supposed illicit activities include unregulated gambling, human trafficking, and other similar illegal activities linked to Chinese-operated POGOs.

The probe was an offshoot of the reports received by local legislators that these undocumented aliens are even involved in various illegal activities in the metropolis.

The city councilors said they received reports that in some posh subdivisions, most of the occupants are Chinese or foreigners.

Congresswoman Baronda claimed the Chinese nationals reportedly purchased houses worth between P30 million and P50 million and owned luxury vehicles.

The lawmaker appealed to Remulla to instruct his men at the NBI and the Bureau of Immigration (BI) to determine whether or not these individuals are engaged in illegal activities.</text>

<text>‘Jalaur dam to boost W. Visayas rice output’

ILOILO—President Marcos led the ceremonial opening of the floodgates for the Jalaur River Multi-purpose Project Stage II (JRMP II) in Calinog, Iloilo, marking a significant milestone for the region’s agriculture and infrastructure.

The P20 billion project is expected to increase Western Visayas’ rice production by 160,000 metric tons, or 20 percent of the region’s annual rice requirement.

The JRMP II includes three main components: irrigation development, environmental and watershed management, and institutional development.

“This dam is just the beginning of our efforts to develop the country’s water resources,” said President Marcos during the unveiling of the project marker.

The project will benefit 7,000 farmers across 17 municipalities in Iloilo’s first to fifth districts. It will also provide 86 million liters of water daily for commercial and industrial needs in Iloilo province and Iloilo City.

“On top of its use for irrigation, a portion of the water from the High Dam’s reservoir, or around 86 million liters per day, will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and its neighboring municipalities,” added Mr. Marcos.

The JRMP II is also set to generate 6.6 megawatts of hydroelectric power, contributing to Panay Island’s electricity supply. Future plans for the project include the development of inland fisheries, floating solar energy systems, and eco-cultural tourism.

Mr. Marcos named the project “Katuwang sa Kauswagan” or “Partner in Progress,” expressing hope that it will serve as a benchmark for similar large-scale projects.

“Let this project serve as a benchmark and an inspiration for all endeavors of this scale and of this magnitude,” he said.

The President expressed gratitude to Korean Ambassador Lee Sang-hwa for South Korea’s partnership in this and other significant projects in the Philippines.

The President committed to accelerating the completion of JRMP II.

“I think it is entirely too long that Phase I, completed in my father’s time, should now see Phase II completed in my time. We should not have waited that long. We need to accelerate the process a little bit,” he said.

The JRMP II is set to become the largest water reservoir project built by the National Irrigation Administration outside Luzon.

The project is targeted to be completed and operational by the end of 2025.</text>

<text>11 YEARS AFTER ‘YOLANDA’: Disaster preparedness becomes a top priority for local gov’ts

Damaged houses dot the national highway in Northern Iloilo after super typhoon Yolanda struck on November 8, 2013. Yolanda (international name: Haiyan) is considered one of the most destructive typhoons in history. PN

ILOILO – Today, November 8, marks the 11th anniversary of the catastrophic Super Typhoon Yolanda which hit the Visayas, including this province, causing widespread destruction to livelihoods, homes, and lives.

The calamity prompted a reassessment at every level of local governance, pushing disaster preparedness to the forefront.

One of the most critical lessons learned from Yolanda was the province’s lack of preparedness, said Provincial Administrator Raul Banias.

“We were unprepared,” he said candidly.

During the aftermath of the November 8, 2013 super typhoon, attempts to provide relief were hindered by fallen trees and electric posts that blocked access to affected areas, said Banias.

“We had no equipment to clear these obstacles, not even chainsaws,” he recalled.

Following Yolanda, the provincial government then under Gov. Arthur Defensor Sr. made disaster preparedness a top priority.

This included investing in essential equipment, assets, and manpower for effective disaster response, said Banias.

Now, this is being continued by Defensor’s son, current governor Arthur Defensor Jr.

“All municipalities are now equipped with disaster response tools,” Banias said, adding that disaster preparedness has been integrated into policies at all levels, from barangays and municipalities to schools.

Disaster preparedness has also become a criterion for the Department of Interior and Local Government’s Seal of Good Local Governance – an award and recognition program that honors local government units (LGUs) for their performance in various governance areas. It aims to encourage local governments to improve their performance and deliver better public services.

Banias said the Iloilo provincial government has also established the Governor’s Board Room as a fully functional Command Center, managed by the Provincial Disaster Risk Reduction and Management Office (PDRRMO).

The center monitors real-time weather data and coordinates the deployment of resources such as rescue boats, trucks, and relief goods.

In addition to local measures, coordination with national agencies like the Philippine National Police, Philippine Army, Philippine Navy, and Philippine Coast Guard ensures quick response if additional personnel are needed.

Ongoing training for responders across Iloilo’s municipalities further strengthens readiness, added Banias.

All 42 municipalities in Iloilo Province, plus the component city of Passiy, now have evacuation centers, supplemented by facilities established by the Office of Civil Defense (OCD) and Department of Social Welfare and Development (DSWD).

Housing assistance has also been extended, with the National Housing Authority (NHA) providing numerous housing units for northern Iloilo residents and relocating those in flood- and landslide-prone areas.

For his part, Mayor Jett Rojas of Ajuy said Yolanda underscored the vulnerability of light-material homes and essential fishing resources in his municipality.

This realization led Ajuy’s local government to bolster its disaster response capabilities, including rubber boats and a well-trained Disaster Risk Reduction and Management team, he said.

“Whenever there’s a forecasted typhoon, we activate our Operation Center and inform residents, especially those in coastal areas,” Rojas said.

He also noted that warning signs are now in place in flood-prone and landslide-risk areas, and housing units are available for coastal residents relocated by the NHA, DSWD, and other agencies.

Despite these advances, however, Banias acknowledged that, while Iloilo is now better prepared, the impact of climate change poses a significant ongoing threat, as seen in recent extreme weather events worldwide.

Eleven years after Yolanda, according to a Harvard Humanitarian Initiative (HHI) survey, Filipinos’ self-reported disaster preparedness level has increased by 42% on average over the past seven years.

The survey on disaster preparedness and climate change perceptions in the Philippines.

Nationwide data collected from 4,608 Filipinos across all regions from February to March 2024 show an average score of 19.2 out of 50 across five objective measures of disaster preparedness: planning, training, material investment, information, and social support. Each criterion received a score from 0 to 10.

This is a significant improvement from an average score of 13.5 out of 50 in a pioneering study conducted by HHI in 2017 using the same methodology and instrument; however, it is not enough for a country with the highest disaster risk in the world.

On this 11th anniversary of one of the most destructive typhoons in history, the Harvard survey shows how much progress has been made to prepare for such events, and how much more is left to do.

“A score of 19.2 highlights both progress and areas needing urgent attention. While it shows an improvement in disaster preparedness, the score suggests that Filipinos are only doing 38.4% of the kinds of disaster preparedness activities needed to be prepared,” said Dr. Vincenzo Bollettino, director of the HHI Resilient Communities program and co-lead for this study.

Dr. Bollettino added, “For a country as vulnerable to disasters as the Philippines, this is not enough, so we must accelerate our efforts to ensure Filipinos are investing, planning, training, and building closer ties to their communities.”/PN

<text>Around 12,000 barangay officials from various towns and cities across Iloilo province are set to gather at the Iloilo Sports Complex on Sept. 15 for the culminating event of this year’s Liga Month celebration, which began on Aug. 6.

In preparation for the event, Liga ng mga Barangay President Amalia Victoria Debuque asked for public understanding regarding potential traffic congestion.

“Since we are expecting 12,000 delegates, I ask for the public’s patience. There will be a heavy inflow of cars, and traffic is inevitable, but we’ve coordinated with Iloilo City officials to manage the situation,” Debuque said during a press conference on Sept. 11.

Debuque noted that while Liga Day has traditionally been a one-day event, this year’s celebration has been extended to a full month.

The culmination will feature various activities, including the main sports event, a special performance by the band Aegis, raffle draws, and the “Bida sa Liga” competition, among others.

“This year’s theme is ‘Connecting Barangays in Shaping Tomorrow.’ As you can see in our activities, we are connecting barangays with one another. Once we are connected, it will be easier to achieve progress in our province,” Debuque emphasized.

Notable attendees expected to join the event include Governor Arthur Defensor Jr., Iloilo 1st District Rep. Janette Garin, 2nd District Rep. Michael Gorriceta, 3rd District Rep. Lorenz Defensor, 4th District Rep. Ferjenel Biron, and 5th District Rep. Raul Tupas. National Liga President Jessica Dy, Las Piñas Congresswoman Camille Villar, Senator Francis Tolentino, Senator Imee Marcos, and DILG Secretary Benjamin Abalos Jr. are also expected to attend.

House Speaker Martin Romualdez has yet to confirm his participation.</text>

Liga ng mga Barangay President Amalia Victoria Debuque, in her welcome remarks, expressed gratitude to her fellow officials for their dedication and perseverance, acknowledging how the inclement weather tested their resolve.

“You know what, God-willing, we were able to push this through despite the challenges brought by the heavy rains,” Debuque said in a separate interview.
“This is a true testament to our unity as barangay officials. Rain or shine, morning or night, we are always here. Today is a celebration of barangay officials.”

National Liga ng mga Barangay President Jessica Dy, the guest of honor, emphasized the challenges faced by barangay officials, particularly being under-compensated, while commending their dedication to public service.
Dy also discussed ongoing Senate efforts to push for a six-year term extension for barangay and Sangguniang Kabataan (SK) officials.
“All efforts are being made by our Liga to push for this six-year term adjustment,” she said.

On August 12, House Speaker Martin Romualdez and six other House leaders filed House Bill No. 10747, seeking to establish a fixed six-year term for barangay and SK officials to ensure continuity of programs and projects.

In his keynote address, Governor Arthur Defensor Jr. highlighted the significant role barangay officials play in achieving the administration’s vision for a “Bagong Pilipinas,” stressing that barangay officials are the engines of national progress.
“Barangay officials are the machinery that moves our towns, cities, and the entire nation forward,” he said.

Defensor also emphasized the “whole-of-the-province” approach under the Movement for a Robust, Progressive, Globally-Competitive, and Resilient Province of Iloilo (MoRProGRes) program, which relies on the cooperation of barangay officials and local chief executives to ensure progress.

The daylong event featured special performances, raffles, and an awards ceremony recognizing barangays that earned the Seal of Good Local Governance for Barangays (SGLGB) and the Lupong Tagapamayapa Incentives Awards (LTIA).

DILG-6 Regional Director Juan Jovian Ingeniero announced that out of 4,051 barangays in the region, only 66 passed the SGLGB, with 37 from Iloilo province. He congratulated the 37 national passers and encouraged the remaining 1,684 barangays to strive for the award next year.

The SGLGB is a performance assessment and recognition system designed to distinguish barangays across various performance areas and encourage continuous improvement for effective governance. The LTIA, meanwhile, grants economic and other incentives to Lupong Tagapamayapa for their exceptional contributions toward achieving the goals of Katarungang Pambarangay.

The event also featured a cultural showcase from Maasin’s Tultugan Festival dancers, and the iconic Filipino band Aegis brought the crowd to their feet with a live performance.

Notable attendees included Congressman Michael Gorriceta (2nd District, Iloilo), Congressman Jojo Ang (USWAG Ilonggo Partylist), 5th District Representative Raul Tupas, and key officials from various agencies, municipal mayors, provincial board members, and local officials.</text>
