ILOILO City – Fresh from its recognition as one of the country’s top child-friendly cities, the city government is ramping up programs for children with autism, with Mayor Raisa Treñas reaffirming the city’s push for inclusive governance and expanded early-intervention services.&#13;
&#13;
Speaking during Monday’s flag-raising ceremony attended by members of the Autism Society of the Philippines (ASP) Iloilo Chapter, Treñas said the city’s child-friendly agenda must deliberately include children with special needs to ensure no one is excluded from public services.&#13;
&#13;
“This recognition reminds us that building a child-friendly city means listening to every child and making sure no one is left behind,” the mayor said.&#13;
&#13;
Treñas cited Iloilo City’s recent citation as Most Child-Friendly City, where it placed among the Top 4 finalists for 2025, as proof of sustained efforts to protect children’s welfare and promote inclusive policies.&#13;
&#13;
“This is not just an award for the city government, but for every Ilonggo who believes that children — regardless of their condition — deserve care, respect, and equal opportunities,” she said, stressing that the city will continue to advance programs that empower children and their families.&#13;
&#13;
Central to these efforts is the city’s newest initiative for children with special needs — the SPED Daycare Center or RiseAble Center, launched in October 2025. Treñas said the centers form part of the city’s broader Autism Campaign and are designed to provide early intervention services that help children with Autism Spectrum Disorder (ASD) become more functional and independent.&#13;

“Early intervention is very important. When we invest in our children early, we give them a better chance to grow, learn, and thrive,” she said.&#13;
&#13;
The mayor emphasized that all services offered at the SPED Daycare or RiseAble Centers are free for Iloilo City residents, underscoring the city government’s commitment to making care accessible to all families. She also announced that free assessment services for children enrolled in SPED Centers will be rolled out this year.&#13;

“The welfare of our children, especially those with autism, is very close to my heart. We will continue to expand programs that support them and their families,” Treñas said, reiterating her vision of Iloilo City as a safe, inclusive, and truly child-friendly community./PN&#13;

Mayor Jerry Treñas confirmed that the donation made by the administration of Mayor Jed Patrick Mabilog was taken away by the city government. &#13;
&#13;
The donation was revoked two weeks after the Treñas administration evicted the Department of Public Works and Highways-Iloilo City from city government land and cancelled seven DPWH projects. &#13;
&#13;
The furniture and equipment, Treñas said, belong to the city government and public funds cannot be used by a private entity such as Museo Iloilo.&#13;
&#13;
Reclaimed last June 7 and June 10 were 100 chairs, three airconditioners, steel cabinets, closed-circuit television units, a vacuum cleaner, ladder, and the glass-panel door.&#13;
&#13;
The museum is operated by the Iloilo Cultural Research Foundation Inc. The president is Gina Sarabia-Espinosa, the sister-in-law of Treñas and the wife of former Mayor Jose Espinosa III. &#13;
&#13;
Treñas defeated his brother-in-law Espinosa for mayor in the 2019 elections. &#13;

The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) of the Department of Tourism (DOT) is the owner of the museum's structure.&#13;

              <text>The Iloilo City Government has endorsed the nomination of renowned violin virtuoso Gilopez Lopez Kabayao for the prestigious “Order of National Artists” title, recognizing his significant contributions to Philippine culture and music.&#13;

The Iloilo City Local Culture and Arts Council (ICLCAC), led by City Planning and Development Coordinator Ronald Cartagena, passed a resolution acknowledging Kabayao as “a conduit between the skills of the past and the future.”&#13;
&#13;
The move follows the nomination initiated by the Iloilo Dinagyang Foundation, Inc. (IDFI) in December 2023.&#13;
&#13;
“His National Artist nomination highlights the contribution of an Ilonggo to local and international music,” the city government said.&#13;
&#13;
Mayor Jerry Treñas emphasized the enduring impact of Kabayao’s contributions to the country’s cultural heritage.&#13;
&#13;
“With the city government being one of the custodians of the nation’s cultural legacy, the endorsement is also a celebration of the rich artistry of the Filipinos,” he said.&#13;
&#13;
Kabayao, born in Negros Occidental with family roots in the Molo district, achieved a milestone at the age of 19 by performing at Carnegie Hall in New York City on March 18, 1950.&#13;
&#13;
He holds the distinction of being the first Filipino invited to this esteemed venue.&#13;
&#13;
Known by many titles such as “Mozart to the Barrios,” “Father of Outreach for Classical Music,” and “Traveling Salesman of Music,” he has dedicated his life to bringing classical music to the masses.&#13;
&#13;
He has performed in unconventional venues including schools, dilapidated basketball courts, rural cockpits, hospital corridors, marketplaces, mountain villages, and coastal areas from Aparri to Jolo.&#13;
&#13;
His international performances have also promoted global understanding and strengthened relations between the Philippines and other countries.&#13;
&#13;
Notably, he was the first Filipino violin soloist to perform with a Japanese orchestra post-war and played a key role in organizing the first Singapore orchestra.&#13;

The Order of the National Artist is the highest honor given to Filipino artists. It is jointly administered by the National Commission for Culture and the Arts (NCCA) and the Cultural Center of the Philippines (CCP) and is conferred by the President of the Philippines.&#13;

ILOILO City – The Center for Heritage and Indigenous Cultures (CHIC) of the University of San Agustin-Iloilo recently concluded its three-day Pagtiriringub: National Conference on Indigenous Peoples’ Studies and Research (NCIPSR), held at the CPMT Building from October 16 to 18. The conference, themed “Empowering Indigenous Peoples through Research, Policies, and Cultural Recognition,” brought together over 300 scholars, experts, and Indigenous Peoples (IPs) representatives from across the Philippines.&#13;
&#13;
The event aimed to foster empowerment for IP communities by promoting cultural recognition, bridging gaps in academic research, and addressing the inequalities faced by IPs.&#13;
&#13;
In a press conference, John Paul J. Petrola, director of CHIC, emphasized the importance of collaboration between scholars, government, and IP youth, stating, “This is more than a research conference. It is a gathering of friends with shared values, dedicated to protecting the welfare and rights of Indigenous Peoples.”&#13;
&#13;
Addressing a question about discrimination faced by IPs, Petrola noted, “Discrimination remains prevalent, especially in health, education, and economic opportunities. Through research, we are addressing these challenges by engaging directly with IP communities to understand their needs.”&#13;
&#13;
Jeorge Largado, National Commission on Indigenous Peoples (NCIP) Commissioner for Visayas and other island regions, also highlighted ongoing efforts to support the Panay Bukidnon community after the passing of Gawad sa Manlilikha Awardee Federico Caballero.&#13;
&#13;
“NCIP’s programs will continue, and we are exploring further initiatives to support the community,” Largado said.&#13;
&#13;
Dr. Ronald Adamat, national focal person for IP and peace education, underscored the role of education in addressing the challenges faced by IP communities.&#13;
&#13;
“Health and economic issues can be alleviated through education. If IP children receive proper education, they will have better job opportunities, which will uplift their communities. The University of San Agustin has been instrumental in providing scholarships and development programs for IPs,” said Adamat, a former Commission on Higher Education commissioner.&#13;
&#13;
For his part, Dr. Jonel P. Saludes, Vice-President for Research and Global Relations of the University of San Agustin, expressed interest in expanding scholarship opportunities for IP students in collaboration with NCIP.&#13;
&#13;
“If the right discussions take place, we can open more doors for IP students here at the university,” Saludes said.&#13;
&#13;
Aside from plenary sessions featuring prominent speakers, the conference also featured discussions on cultural expressions and sensitivity, with Mary Angelica Z. Tahan, an Ati Youth leader from Guimaras, presenting on “Sugidanon,” and Councilor Datu Agong Aljun Cayawan of Sibagat, Agusan del Sur sharing insights on cultural sensitivity.&#13;
&#13;
The event concluded with a celebration of IP culture, including a fellowship night where various IP communities showcased their traditions through cultural performances, emphasizing the rich heritage of IPs in the country.&#13;

              <text>In celebration of its 87th Charter Day, the Iloilo City Government, in partnership with the Iloilo Festivals Foundation Inc. (IFFI), officially launched the Saot Ilonggo: Iloilo Traditional Folkdance Festival on July 12.&#13;
&#13;
The festival aligns with this year’s theme, “Rise, Iloilo City: Remarkable Ilonggos Sustaining Excellence at 87,” and seeks to encourage educators to research and preserve authentic Ilonggo dances. It also aims to innovate and create new dances that reflect the city’s heritage and engage the youth in promoting cultural festivals.&#13;
&#13;
“Our purpose is to create our own research folk dance. There are many subjects for research. Every district of our city has a story worthy of research,” said Festival Director Ramil Huyatid.&#13;
&#13;
Huyatid highlighted potential topics for research, including the Feast of Candelaria, the all-male saints in Jaro district, the Sta. Ana Church with its all-female saints in Molo, the Chinese invasion in Molo, and the historical Calle Real.&#13;
&#13;
The festival will feature dances identified by national artist for dance Francisca Reyes Aquino and other authorities, such as Paseo de Iloilo, La Jota San Joaquiña, Bucasoy, and Kuratza, which originated from Iloilo municipalities.&#13;
&#13;
Mayor Jerry Treñas expressed his excitement for the festival, noting Iloilo’s unique character.&#13;
&#13;
“Iloilo is known as the city where the past is always present. This is evident in our rich culture and heritage, architectural marvels, culinary delights, and way of life, reflecting a deep-rooted sense of pride and identity. However, there are aspects of Ilonggo culture and heritage that remain undiscovered, waiting to be unearthed and cherished by our younger generation,” he said.&#13;
&#13;
Citing Newton’s first law of motion, Treñas emphasized the importance of proactive engagement with cultural heritage.&#13;
&#13;
“We must tap into our curiosity and explore the depths of our heritage to truly appreciate its significance. The Saot Ilonggo Traditional Folk Dance Festival was conceived as a collaborative endeavor to safeguard our cultural legacy. This festival serves as a platform for us to rediscover our roots and craft our narrative,” he added.&#13;
&#13;
IFFI President Allan Tan extended his gratitude to everyone involved in the initiative, acknowledging their efforts in bringing the Saot Ilonggo festival to fruition.&#13;
&#13;
The festival, which will become a regular part of the Charter Day celebration every August, will feature a small competition during its initial presentation next month to introduce the event.</text>

Fifteen officers of the Federation of Senior Citizens Associations of the Philippines–Iloilo City chapter participated in the program’s inaugural guided tour on Feb. 20.&#13;
&#13;
The half-day itinerary featured rolling tours and stopovers at heritage sites, including Jaro Cathedral and Belfry, Molo Mansion, Molo Plaza, and Molo Church.&#13;
&#13;
OSCA head Eleanor Gregorio said around 20 senior citizens would be accommodated for the tour every Thursday.&#13;
&#13;
Interested participants must register with OSCA and present a senior citizen ID as proof of residency.&#13;
&#13;
Mathilde Treñas, special assistant to Mayor Jerry Treñas, said the program aims to help seniors appreciate Iloilo’s heritage while promoting local tourism.&#13;
&#13;

She noted that many elderly residents rarely leave their homes, making this initiative an opportunity for them to visit the city’s cultural and historical landmarks.&#13;

ILOILO City – This southern metropolis has been nominated as a UNESCO World Heritage Site.&#13;
&#13;
Mayor Jerry Treñas announced yesterday the inclusion of the city’s historic street, Calle Real, in the tentative list of nominees for the UNESCO World Heritage Site designation.&#13;
&#13;
&#13;
&#13;
“I have toyed with proposing an ordinance identifying Calle Real. Now, we await the final results of the workshop and use the same. We might be the first city with a Calle Real identified by UNESCO,” said Treñas.&#13;
&#13;
Calle Real, the momentous street located in the downtown area, is known for its well-preserved colonial-era buildings, which date back to the Spanish and American colonial periods.&#13;
&#13;
&#13;

It is a popular destination for tourists and locals alike, offering a glimpse into the city’s rich history and architectural heritage.&#13;

The street is also lined with shops, restaurants and cafes, making it a vibrant hub of activity in Iloilo City.&#13;

On its website, UNESCO noted that Calle Real is a heritage zone designated by the Iloilo City Government, and a declared district and heritage zone by the National Historic Commission of the Philippines (NHCP).&#13;
&#13;
Calle Real also became part of the Sugar Cultural Landscape of Negros and Panay islands, alongside Silay City’s historic center, the Hawaiian-Philippine Company, Victorias Milling Company, Hacienda Santa Rosalia, Balay ni Tana Dicang, and the Aniceto Lacson Mansion.&#13;
&#13;
The above iconic sites have been nominated in UNESCO’s World Heritage tentative list.&#13;
&#13;
The Hawaiian-Philippines Co. and Victorias Milling Corporation are operational sugar centers.&#13;
&#13;
Hacienda Santa Rosalia currently functions as a private home, with open tours for visitors around the ancestral mansion, chapel, and grounds conducted by the owner.&#13;
&#13;
The Balay ni Tana Dicang also operates as a museum managed by the private owner, while the Aniceto Lacson Mansion, with cooperation with the private owner, will be adaptively reused by the National Museum of the Philippines.&#13;
&#13;
“The Sugar Heritage Landscape of Western Visayas encapsulates the region’s journey of growth and development, which was significantly influenced by historical colonial ties and emblematic of globalization during its time,” UNESCO noted.</text>

ILOILO City – The officer-in-charge (OIC) of the Iloilo City Police Station 10 (ICPS-10) was relieved from post less than a month following the new station’s inauguration.&#13;
&#13;
Outgoing ICPS-10 OIC Captain Nonito Venteroso Jr. was temporarily replaced by Lieutenant Colonel Rene Obregon, the chief of the city’s Mobile Patrol Unit.&#13;
&#13;
&#13;
In a Panay News interview on Monday, July 22, with Colonel Joeresty Coronica, outgoing director of the Iloilo City Police Office (ICPO), he declined to provide further details on the reasons behind Venteroso’s relief from duty, adding that the action taken was for the welfare of everyone, particularly within the ICPO.&#13;
&#13;
He only described his decision using the Latin phrase “res ipsa loquitor,” which means “the thing speaks for itself.”&#13;
&#13;
ICPS-10, located in Barangay San Rafael, Mandurriao district, is one of the four newly established police stations in the city which were inaugurated on July 2.</text>

Colonel Joeresty Coronica, Iloilo City police chief, made the assurance following a recent report by collaborative online database Numbeo that cited the city as among the top 10 cities with the highest crime index in Southeast Asia.&#13;
&#13;
Coronica emphasized that the actual numbers tell a different story.&#13;
&#13;
Numbeo reported that Iloilo City’s crime index is 41.1, the ninth highest in Southeast Asia, following Manila (64.7); Kuala Lumpur (61.8); Phnom Penh (55); Jakarta (52.7); Ho Chi Minh (51.9); Cebu (51.6); and Pattaya (45.1). Bangkok is tenth with 39.8.&#13;
&#13;
“The report should be taken with a grain of salt,” Coronica said.&#13;
&#13;
He noted that Numbeo is a user-generated database with limitations, and its reliability should be approached with caution. Numbeo’s crime index is based on user perceptions, which often differ from official government statistics.&#13;
&#13;
According to Numbeo, the crime index estimates the overall level of crime in a given city or country, categorizing crime levels as follows: very low (below 20), low (20-40), moderate (40-60), high (60-80), and very high (above 80).&#13;
&#13;
The Philippine National Police (PNP) categorizes crimes differently by using “index crimes” for eight focus crimes – murder, homicide, rape, physical injury, robbery, theft, motor vehicle theft, and motorcycle theft – and “non-index crimes” for violations of special laws such as illegal gambling and drug offenses.&#13;
&#13;
These categories form the peace and order index (POI), while the POI and public safety index (PSI), which includes vehicular accidents and other incidents, make up the total crime volume.&#13;
&#13;
The PNP gauges the safety of an area using the average monthly crime rate (AMCR), calculated by dividing the crime volume by the population and multiplying by 100,000.&#13;
&#13;
This formula measures the ratio of crime to every 100,000 residents. The PNP typically measures the crime rate over several months to determine the AMCR.&#13;
&#13;
For Iloilo City, the AMCR for index crimes from January to May 2020 is 6.41, slightly higher than last year’s 6.0.&#13;
&#13;
Including non-index crimes or ICPO’s accomplishments in the campaign against special laws, the AMCR stands at 30.11, up from last year’s 27.85.&#13;
&#13;
When all crimes, including traffic incidents, are considered, the AMCR reaches 91.28, an increase from last year’s 70.61, primarily due to a higher number of vehicular incidents reported in the first five months of the year.&#13;
&#13;
Coronica also highlighted that the baseline population used to calculate the AMCR is 496,259, the registered population of Iloilo City.&#13;
&#13;
However, the city’s daytime or floating population exceeds one million. If the floating population is considered, Iloilo City’s AMCR for index crimes would be even lower, he added.&#13;
&#13;
“Somehow, that database is painting a negative picture of Iloilo City that doesn’t represent the true situation,” Coronica said.&#13;
&#13;
He also questioned the perception that some Metro Manila cities are safer than Iloilo City.&#13;
&#13;
Ultimately, Coronica stressed the importance of relying on studies supported by facts rather than mere perceptions from unknown respondents.&#13;
