ILOILO – Combining clean energy with disaster readiness, the Department of Science and Technology (DOST) Region 6 has launched an innovative project that aims to empower a remote island village in Concepcion town.&#13;

The initiative, known as the DAGAT Project — short for Driving Advancement, Generating Access, and Transforming Small Island Communities — goes beyond simply electrifying Barangay Botlog. By installing a small-scale wind turbine, the project seeks to showcase how renewable energy can strengthen not just sustainability but also resilience in far-flung areas prone to natural hazards.&#13;

“In this pilot project, we want to demonstrate that we have a local capability here in the region to produce this kind of technology, and is effective in providing renewable energy to our island barangays,” said Keithlyn Sarah Bernardino, assistant director for technical operations at DOST-6.&#13;

The wind turbine, developed with partners Central Philippine University, the Northern Iloilo State University Affiliated Renewable Energy Center, and the municipal government of Concepcion, will supply electricity to key public facilities such as the barangay hall, gymnasium, church, day care center, and street lights.&#13;

While the project will not yet power individual homes, it marks a significant step toward sustainable infrastructure in underserved communities.&#13;
&#13;
Crucially, the project integrates climate resilience by training locals in disaster preparedness and basic first aid.&#13;
&#13;
“We also capacitated them in disaster risk reduction and management wherein we conducted training on disaster preparedness and basic first aid and we assisted them in coming up with an emergency and evacuation plan and establishing their DRRM corner,” Bernardino added.&#13;

With installation already underway and operationalization targeted this year, DOST hopes the pilot will serve as a replicable model for other island barangays across Western Visayas./PN&#13;

ILOILO – The provincial government is in need of P56 million to provide retroactive salary increases for over 2,000 regular employees from January 2024.&#13;
&#13;
This challenge arises from Department of Budget and Management (DBM) regulations that limit retroactive increases to national government employees, requiring local government units (LGUs) like Iloilo to wait until their budgets are approved.&#13;
&#13;
Gov. Arthur Defensor Jr. explained that although the capitol has potential budget sources for these increases, he must first lobby the DBM to allow retroactivity for LGU employees.&#13;
&#13;
“According to the DBM circular, retroactive increases apply only to the national government. For LGUs, increases take effect upon budget approval,” Defensor said.&#13;
&#13;
He plans to advocate through the League of Provinces of the Philippines for permission to grant retroactive increases to LGU employees, especially if the LGU, such as the Iloilo province, has sufficient funds.&#13;
&#13;
The proposal for the salary increase has been submitted through Supplemental Budget Number 2 to the Sangguniang Panlalawigan (SP) for approval.&#13;
&#13;
Upon endorsement, the Salary Standardization Law (SSL) VI will be implemented for the employees.&#13;
&#13;
DBM Secretary Amenah Pangandaman recently emphasized the importance of these increases. “The initial tranche is retroactive to January 1, 2024, which means there will be a salary differential or back pay,” she said.&#13;
&#13;
The salary hike is scheduled across four tranches, with the first occurring this year and the second planned for 2025.&#13;
&#13;
Pangandaman further assured, “We have secured funding not only for 2024 but also for 2025. The increase this year is guaranteed, and there will be an additional increase next year.”&#13;
&#13;
She said P70 billion has been earmarked in the FY 2025 Miscellaneous Personnel Benefits Fund (MPBF) to cover these increments under SSL VI, with the second tranche effective from January 1, 2025.&#13;
&#13;
The national government has allocated approximately P36 billion from the FY 2024 General Appropriations Act (GAA) for the first tranche of SSL VI, covering various branches and offices across the government spectrum, including LGUs.&#13;

This salary adjustment aligns with the Philippine Development Plan and the “Bagong Pilipinas” initiative, aiming to revitalize the country through extensive societal and governmental reforms./PN&#13;

ILOILO – Through a series of actions addressing hunger and malnutrition, the provincial government seeks to achieve “zero hunger” across Iloilo.&#13;

On August 6, the first Zero Hunger Summit, themed “Together, We Can End Hunger,” was held at the Grand Social Hall of Casa Real de Iloilo. It convened local chief executives, health, agriculture, and nutrition officers from 43 local government units, alongside representatives from the National Nutrition Council (NNC), the Department of Social Welfare and Development (DSWD), nongovernment organizations (NGOs), and the private sector.&#13;
&#13;
&#13;
&#13;
Dr. Wendel Marcelo, the Iloilo Provincial Health Office’s (IPHO) Nutrition Action Officer, cited the commitment of participants to devise actionable plans to eradicate hunger in their respective areas.&#13;
&#13;
A significant outcome was the provincial government’s pledge, articulated by Provincial Administrator Raul Banias, to establish a taskforce focused on consolidating efforts around food security, nutrition, and health.&#13;
&#13;
Marcelo said eradicating hunger is achievable only if child malnutrition — manifesting as stunting, wasting, and being underweight — is eliminated.&#13;
&#13;
While the trend of malnutrition is on the decline, challenges persist. From 2020 to 2024, underweight cases decreased from 3.47% to 2.40%, wasting from 2.12% to 0.94%, and stunting from 8.73% to 4.52%, representing significant progress in the province’s health outcomes.&#13;
&#13;
During the summit, Mark Lawrence Cruz, national coordinator of the Zero Hunger Alliance, introduced the “5M Approach to Zero Hunger”, which includes Magtulungan (partnership for zero hunger); Magpakain (supplemental feeding); Magpakalusog (health and nutrition education); Magtanim (community food farming); and Mag-connect (online platforms for zero hunger).&#13;
&#13;
Cruz commended Iloilo for its robust response and collaborative efforts to address malnutrition and emphasized the importance of annual meetings to track progress.&#13;
&#13;
Gov. Arthur Defensor Jr. said the core of the province’s nutrition program is ensuring food security, which is fundamental to addressing malnutrition. He outlined that the government’s role transcends direct food provision, focusing instead on capacity building through good governance to empower communities.&#13;
&#13;
The summit also served as a platform for sharing various initiatives, such as the ART RESPONSE program, which covers adequate food production, malnutrition rehabilitation, and nutrition worker training. Provincial Agriculturist Dr. Ildefonso Toledo discussed sustainable agricultural programs aimed at creating agri-tourism destinations and supporting nutritionally at-risk families through the distribution of seeds and agricultural inputs.&#13;

The Iloilo Provincial Government is evaluating the proposal for a public-private partnership (PPP) with Ayala-affiliated firm for the establishment and operation of hemodialysis centers in provincial and 12 district hospitals.&#13;
&#13;
&#13;
The proposed P0.23-billion hemodialysis centers between Panay Medical Ventures, Inc. (PMVI), a subsidiary of Ayala Healthcare Holdings, and the provincial government is gaining traction, with increasing support and progress towards implementation, a report from the PPA Center website showed.&#13;
&#13;
The joint venture (JV) agreement, which will be carried out via unsolicited proposal by the project proponent, has been referred to the provincial government for evaluation being the implementing agency.&#13;
&#13;
The proposed hemodialysis centers for the provincial and district hospitals aim to provide lifesaving treatment to patients with chronic kidney disease for the benefit of the constituents of the province.&#13;
&#13;
Under the JV arrangement, the Iloilo Province will allocate spaces within the target 12 district hospitals and a provincial hospital.&#13;
&#13;
On the other hand, PMVI or Healthway QualiMed Hospital Iloilo will equip, manage, and operate an 8-chair dialysis center in each hospital site.&#13;
&#13;
The program will be implemented in four phases, with each phase having an economic life of ten years.&#13;
&#13;
Likewise, patients will enjoy the additional benefit of preferential access to more advanced diagnostic and treatment services from PMVI, as well as from the other hospitals and clinics of the Healthway Medical Network.&#13;
&#13;
The project will also bridge the existing gaps in health facilities and services, hence, efficiently and effectively addressed through the systems approach that leverages the resources and networks of the private sector.&#13;
&#13;
Gov. Arthur Defensor Jr. recently welcomed the PPP Center’s inclusion of hemodialysis centers in 12 district hospitals in its pipeline.&#13;
&#13;
“We are happy with this development. Iloilo district hospitals need dialysis centers — initially one in the south, one in the central area, and one in the north,” Defensor said.&#13;
&#13;
The governor said the dialysis centers would help decongest patients from the province who otherwise travel to tertiary hospitals in Iloilo City for dialysis.&#13;
&#13;
“This way, our residents from various towns will no longer need to travel to the city,” stressed Defensor.&#13;
&#13;
PPP Center deputy executive director Jeffrey Manalo had said projects were added following unsolicited proposals received by the agency and subsequently endorsed to implementing agencies.&#13;
&#13;
Under the PPP Code, the implementing agency shall consider significant issues and concerns in the project implementation.&#13;
&#13;
These include the legal, technical, economic, financial, and commercial feasibility of the project, as well as value for money, climate resilience and sustainability; and social and environmental safeguards.&#13;
&#13;
The development of such a project shall commence only after the conduct of stakeholder consultation, the law provides.&#13;
&#13;
The implementing agency shall secure the approval of their respective city or town council and the local development councils.&#13;
&#13;
The agency is also authorized to “identify, develop, assess, evaluate, approve, negotiate, award, and undertake” the public- partnership projects.&#13;
&#13;
The approval by the National Economic Development Authority (Neda) is necessary for the proposed project worth more than P15 billion.</text>

Iloilo Province’s entry to the “Parada ng Kalayaan 2024” at Rizal Park in Manila on June 12 was a float showcasing the “Cry of Santa Barbara”, a significant moment in Philippine history that saw the establishment of the Revolutionary Government of the Visayas on November 17, 1898 and the first raising of the Philippine flag outside Luzon – at the Santa Barbara plaza. ILOILO – The province’s float was declared the champion in the “historical float category” of the “Parada ng Kalayaan 2024” contest at the Quirino Grandstand in Rizal Park, Manila as part of June 12’s 126th Philippine Independence Day celebration.&#13;

“We are again proud Ilonggos, but most importantly proud to be Filipinos,” said Gov. Arthur Defensor Jr.&#13;
&#13;
He formed a committee to plan, design, and execute the float. The members included architects Glene Rose Sesbreño and Ian Peter Lama, and Engineer Jeb A. Escarilla.&#13;
&#13;
&#13;
The float showcased the “Cry of Santa Barbara” – a pivotal moment in Philippine history. The Revolutionary Government of the Visayas was inaugurated on November 17, 1898, signifying the unity and determination of the Visayans in the struggle against Spanish colonial rule. This moment was also the first time that the Philippine flag was raised outside Luzon – at the Santa Barbara plaza.&#13;
&#13;
The float featured the Santa Barbara Church and convent located at the town plaza, symbols of Iloilo’s rich historical and cultural heritage. It conveyed the message of unity, resilience, and the enduring spirit of freedom.&#13;
&#13;
Governor Defensor said Iloilo’s participation in the Independence Day celebration was a show of support for President Ferdinand “Bongbong” Marcos Jr.’s administration.&#13;
&#13;
With him at the parade were, among others, 20 Iloilo mayors, including Mayor Dennis Superficial of Santa Barbara.&#13;
&#13;
Mayor Superficial expressed his delight at the Iloilo float’s victory, and also cited the performance of the Kahilwayan tribe from Santa Barbara which accompanied the float.&#13;
&#13;
The float parade saw 10 local government units (LGUs) competing. Alongside Iloilo were floats with representations of the Cry of Candon (Ilocos Sur), Tres de Abril Revolt (Cebu), Battle of Alapan (Cavite), Establishment of the Negros Republic (Negros), First Flag Hoisting in Mindanao (Surigao del Norte), Siege of Fort Pilar (Zamboanga), Lowering of Spanish Flag in Jolo (Sulu), Siege of Baler (Aurora), and the Founding of the First Philippine Republic (Bulacan).&#13;

&#13;
In addition to Iloilo’s float, the Department of Foreign Affairs’ float was recognized as the champion in the Original Agencies and Branches of the Philippine Government Category.&#13;

Both winning floats received a cash prize of P1 million each.&#13;

                <text>Each earthquake event generates a specific ground motion field on a particular site. The ground motion field or hazard, impacts buildings and structures in the area at different levels of severity dependent on various site-specific factors such as the intensity of ground shaking, physical vulnerability of the structures, and soil condition underneath the structures. Understanding the building losses that may be incurred from thousands of probable earthquake events, especially in rapidly-developing cities may engender an informed basis for policies leading to risk reduction and disaster mitigation. Long-term economic investors, for instance, might be able to take into account probable business interruption extent, economic impact, and quick recovery preparations in the event of foreseeable disruptive earthquakes. These may be achieved when earthquake hazard and event-based probabilistic seismic risk assessment is in place.&lt;br /&gt;&lt;br /&gt;Iloilo City was selected as the pilot city for the first-ever city-wide event-based probabilistic seismic risk assessment in the Philippines. Being a dynamic first-class highly-urbanized city in Western Visayas, with structures and houses over 100,000, including modern high-rise buildings and centuries-old heritage buildings, and an estimated current population of almost 500,000, the city is poised for an investment influx. With the aggressive cooperation and technical collaboration of the City Government and the immediate availability of workable exposure data, this study came to fruition. A 2-volume report on the event-based probabilistic seismic risk assessment of Iloilo City was produced.&lt;br /&gt;&lt;br /&gt;The first volume contains the technical details involved in the development and completion of the study, including full-page ground motion hazard and risk maps, and their corresponding tables.</text>
