ILOILO – Gov. Arthur Defensor Jr. received a mobile primary care facility (PCF) for the province, a donation from First Lady Marie Louise “Liza” Marcos, during a handover ceremony in Cebu City.&#13;
&#13;
&#13;
This mobile clinic, equipped with an X-ray machine, ultrasound, and various laboratory equipment, is intended to enhance access to essential health services for residents, especially those in underserved areas.&#13;
&#13;
Accompanying Defensor to the handover were Dr. Maria Socorro Quiñon, head of the Iloilo Provincial Health Office (IPHO), and key representatives from the Department of Health (DOH), including Secretary Teodoro Herbosa and DOH Region 6 director Dr. Adriano Suba-an.&#13;
&#13;
The initiative follows President Ferdinand “Bongbong” Marcos Jr.’s commitment during his third State of the Nation Address (SONA) to provide mobile clinics across all provinces to bring medical services closer to the people.&#13;
&#13;
Dr. Quiñon expressed optimism about the project in an interview last month, highlighting the potential to reach remote and underserved communities. She compared the new mobile PCF’s anticipated impact to that of the IPHO’s existing mobile dental van, which has already aided many.&#13;
&#13;
Dr. Quiñon emphasized the importance of the mobile clinic in supplementing the district hospitals by providing basic health services directly to the residents.&#13;

To ensure the efficient management of the mobile clinic, the DOH recently conducted orientation and training for doctors, nurses, and medical technologists of the IPHO in Clark, Pampanga./PN&#13;

ILOILO City – There has been a significant decrease in cybercrime incidents across Western Visayas in the first six months of 2024, according to the Police Regional Office 6 (PRO-6).&#13;

Police Brigadier General Jack Wanky, regional police director, Cited the extensive information drives conducted by the PRO-6’s Regional Anti-Cybercrime Unit, which often involve sharing scam incidents on social media to raise public awareness about perpetrators’ modus operandi.&#13;
&#13;
&#13;
&#13;
“When victims report scams, we immediately inform the public about the tactics used so that our citizens become aware and cautious,” Wanky told Panay News.&#13;
&#13;
There were 218 incidents recorded in the first half of this year, marking an 80 incident or 26.8 percent drop compared to the 298 incidents reported in the same period last year, data from the Regional Anti-Cybercrime Unit showed.&#13;
&#13;
The top 10 cybercrimes in the region include:&#13;
&#13;
* swindling/estafa (online scams)&#13;
&#13;
* illegal access of computer systems&#13;
&#13;
* online libel&#13;
&#13;
* ATM/credit card fraud&#13;
&#13;
* grave threats&#13;
&#13;
* computer related identity theft&#13;
&#13;
* unjust vexation&#13;
&#13;
* grave coercion&#13;
&#13;
* photo and video voyeurism&#13;
&#13;
* fraudulent access devices&#13;
&#13;
Wanky said these were mainly carried out through mobile phones or social media.&#13;
&#13;
To further reduce cybercrime incidents, Wanky said the PRO-6 will be seeking a larger budget for the Regional Anti-Cybercrime Unit to enhance their operations, as the perpetrators often employ more advanced technologies than those available to law enforcers.&#13;
&#13;
“Our cybercrime unit continuously seeks enhancements, recognizing occasional resource shortfalls. Thus, we are requesting additional funding to improve our capabilities,” Wanky added.&#13;
&#13;
Overall, Wanky assured that the Regional Anti-Cybercrime Unit possesses adequate resources and capabilities to trace and apprehend scammers effectively. He also urged the public to report any cybercrime incidents to the Regional Anti-Cybercrime Unit for timely action./PN&#13;

ILOILO – To engage more men in modern family planning methods, the Iloilo Provincial Health Office (IPHO) and the Iloilo Provincial Hospital (IPH) in Pototan town are offering free “no scalpel vasectomy” services this August, declared as Family Planning Month.&#13;
&#13;
Dr. Rodney Labis, chief of the IPHO’s Health Service Delivery Division, acknowledged that the uptake for vasectomy remains low, possibly due to misinformation and misconceptions prevalent in the community.&#13;
&#13;
&#13;
&#13;
“The no scalpel vasectomy is a safe and effective procedure that greatly benefits couples who do not wish to have more children,” he explained.&#13;
&#13;
The procedure is performed in the outpatient department, involves minimal pain, and allows for quick recovery.&#13;
&#13;
Highlighting the importance of involving men in family planning, Dr. Labis emphasized that the campaign this month focuses on promoting the no scalpel vasectomy.&#13;
&#13;
The procedure is offered for free at IPH throughout August, and interested clients are encouraged to reach out through the IPHO Facebook Page or contact via email at ipgfptc@gmail.com or mobile at 0969-499-5423.&#13;
&#13;
This year’s Family Planning Month theme, “Panalo ang Pamilyang Planado: Tara Usap Tayo sa Family Planning”, aims to raise awareness and underscore the significance of family planning for the overall health and well-being of the Ilonggos.&#13;
&#13;
Dr. Labis said most Rural Health Units (RHUs) provide family planning counselling, allowing clients to understand and voluntarily choose the most suitable method.&#13;
&#13;
RHUs introduce various effective family planning methods, including pills, condoms, injectables, implants, and IUDs.&#13;
&#13;
Additionally, some district hospitals like IPH offer permanent family planning options such as tubal ligation for women and no scalpel vasectomy for men.&#13;
&#13;
Dr. Labis also pointed out the benefits of family planning, which helps couples focus on household priorities such as family health, purchasing basic needs, promoting gender equality, supporting sustainable population growth, reducing poverty, and fostering economic development.&#13;
&#13;
Moreover, proper timing and spacing of births through family planning can significantly reduce the risk of mortality and illness in mothers and infants.&#13;

The IPHO, along with the Provincial Population Office, Hospital Management Office, Department of Health, Commission on Population and Development, RHUs, district hospitals, and partner agencies, are intensifying their family planning campaign not only for this month but throughout the year, aiming to reach women of reproductive age across the region./PN&#13;

Iloilo’s Gov. Arthur Defensor Jr. addresses participants of the Zero Hunger Summit at Casa Real de Iloilo.&#13;

ILOILO – Through a series of actions addressing hunger and malnutrition, the provincial government seeks to achieve “zero hunger” across Iloilo.&#13;
&#13;
On August 6, the first Zero Hunger Summit, themed “Together, We Can End Hunger,” was held at the Grand Social Hall of Casa Real de Iloilo. It convened local chief executives, health, agriculture, and nutrition officers from 43 local government units, alongside representatives from the National Nutrition Council (NNC), the Department of Social Welfare and Development (DSWD), nongovernment organizations (NGOs), and the private sector.&#13;
&#13;
&#13;
&#13;
Dr. Wendel Marcelo, the Iloilo Provincial Health Office’s (IPHO) Nutrition Action Officer, cited the commitment of participants to devise actionable plans to eradicate hunger in their respective areas.&#13;
&#13;
A significant outcome was the provincial government’s pledge, articulated by Provincial Administrator Raul Banias, to establish a taskforce focused on consolidating efforts around food security, nutrition, and health.&#13;
&#13;
Marcelo said eradicating hunger is achievable only if child malnutrition — manifesting as stunting, wasting, and being underweight — is eliminated.&#13;
&#13;
While the trend of malnutrition is on the decline, challenges persist. From 2020 to 2024, underweight cases decreased from 3.47% to 2.40%, wasting from 2.12% to 0.94%, and stunting from 8.73% to 4.52%, representing significant progress in the province’s health outcomes.&#13;
&#13;
During the summit, Mark Lawrence Cruz, national coordinator of the Zero Hunger Alliance, introduced the “5M Approach to Zero Hunger”, which includes Magtulungan (partnership for zero hunger); Magpakain (supplemental feeding); Magpakalusog (health and nutrition education); Magtanim (community food farming); and Mag-connect (online platforms for zero hunger).&#13;
&#13;
Cruz commended Iloilo for its robust response and collaborative efforts to address malnutrition and emphasized the importance of annual meetings to track progress.&#13;
&#13;
Gov. Arthur Defensor Jr. said the core of the province’s nutrition program is ensuring food security, which is fundamental to addressing malnutrition. He outlined that the government’s role transcends direct food provision, focusing instead on capacity building through good governance to empower communities.&#13;
&#13;
The summit also served as a platform for sharing various initiatives, such as the ART RESPONSE program, which covers adequate food production, malnutrition rehabilitation, and nutrition worker training. Provincial Agriculturist Dr. Ildefonso Toledo discussed sustainable agricultural programs aimed at creating agri-tourism destinations and supporting nutritionally at-risk families through the distribution of seeds and agricultural inputs.&#13;

              <text>Kevin Pison Piamonte, a renowned Ilonggo in the Philippine arts community, has been awarded the University of the Philippines Alumni Association (UPAA) Distinguished Alumni Award for Culture and the Arts in Film for his efforts in preserving Visayas tradition and heritage.&#13;

This prestigious honor is given to UP alumni who have demonstrated remarkable achievements and made substantial contributions to society, bringing pride to the university.&#13;

Piamonte’s recognition highlights his deep dedication to the arts and education, shining a spotlight on UP Visayas and Iloilo.&#13;
&#13;
Piamonte began his UP education as a Batch ’83 graduate from UP High School Iloilo. Interestingly, his first college degree was in Applied Physics at UP Diliman—a stark contrast to the artist he would eventually become.&#13;
&#13;
During his freshman year at UP Diliman, Piamonte became a company member of Dulaang UP and was mentored by National Artist for Theater Tony Mabesa. He later completed his degree in Broadcast Communication at UP Visayas.&#13;
&#13;
His academic journey continued at the University of Warwick in England, where he earned a master’s in English Language Teaching in 1994 through the British Council’s Chevening Awards.&#13;
&#13;
This educational experience has profoundly influenced his teaching philosophy, which he now imparts to his students at the University of the Philippines Visayas.&#13;
&#13;
As a filmmaker, Piamonte has garnered numerous accolades. His film “SOLO” won Best Short Film at the 69th FAMAS Awards in 2021 and Best Short Film at the Quisumbing-Escandor Film Festival for Health.&#13;
&#13;
His filmography includes notable works such as “Land from God,” “Waiting Shed,” “Dog Eaters,” “Baboy Talunon” (Wild Boar), and “Bukog” (Fish Bone).&#13;
&#13;
Piamonte’s short stories, such as “The Window Lover” and “Old Woman of the Candles,” have been published in national anthologies and magazines, further solidifying his reputation as a notable fiction writer.&#13;
&#13;
Piamonte’s contributions extend to the theater, where he has directed significant productions like “Panayanon: The Epics of Panay” for the National Commission for Culture and the Arts and the 2002 Sambayan National Theater Festival at the Cultural Center of the Philippines.&#13;
&#13;
His adaptation of the neo-sarswela “Juanita Cruz” was another highlight of his theatrical career, featured in the National Theater Festival at the Cultural Center of the Philippines.&#13;
&#13;
The University of the Philippines’ Board of Regents has recognized Piamonte’s prolific output in the creative arts and art scholarship by conferring upon him the title of UP Artist multiple times.&#13;
&#13;
His numerous awards include this year’s UP Alumni Association Distinguished Alumni for Culture and the Arts in Film and the UP Visayas Centennial Award for Outstanding Alumni Achievement in Culture and the Arts. He is also a recipient of the One UP Professorial Chair Awards.&#13;
&#13;
Beyond his artistic accomplishments, Piamonte is passionately committed to cultural advocacy. His work often explores and preserves Filipino heritage, making significant contributions to the nation’s cultural consciousness.&#13;
&#13;
His documentary “Lugta Ke Tamama” (Land from God) was officially selected for the Busan International Film Festival and showcased at numerous international festivals, highlighting the struggles and resilience of indigenous communities, particularly the Atis in Boracay.&#13;
&#13;
Piamonte’s dedication to the arts and cultural advocacy is also recognized by the Cultural Center of the Philippines’ Encyclopedia of Philippine Art, where he is featured as a theater artist and director.&#13;
&#13;
Currently, Piamonte is working on post-production for his first full-length film, “Candè,” slated for completion in 2025.&#13;
&#13;
Additionally, he has received a production grant from the Film Development Council of the Philippines (FDCP) for his upcoming film “With Love, Bridgit,” set to begin filming later this year.&#13;
&#13;
Piamonte’s teaching and creative works significantly influence the next generation of artists and cultural advocates, embodying perseverance, passion, and a steadfast commitment to the arts and education.&#13;
