ILOILO City – In response to a significant uptick in dengue cases, the Department of Health (DOH) in Western Visayas is gearing up to activate “dengue fast lanes” in hospitals and Rural Health Units (RHUs) across the region.&#13;
&#13;

This move aims to streamline the treatment process and manage the sudden increase in patient volume more effectively.&#13;
&#13;
From June 16 to June 22, the region reported a record 360 new dengue cases, including one fatality, marking the highest weekly surge in cases this year.&#13;
&#13;
&#13;
Dengue fever is a mosquito-borne tropical disease caused by the dengue virus. Symptoms typically begin three to 14 days after infection and may include a high fever, headache, vomiting, muscle and joint pains, and a characteristic skin rash.&#13;
&#13;
In severe cases, dengue can develop into more serious conditions, such as dengue hemorrhagic fever, leading to bleeding, blood plasma leakage, and even death.&#13;
&#13;
The distribution of new cases in the region is as follows:&#13;
&#13;
* Aklan – 53&#13;
&#13;
* Antique – 29 cases, with one death&#13;
&#13;
* Capiz – 31&#13;
&#13;
* Guimaras – 47&#13;
&#13;
* Iloilo Province – 115&#13;
&#13;
* Negros Occidental – 58&#13;
&#13;
* Bacolod City – 7&#13;
&#13;
* Iloilo City – 20&#13;
&#13;
Overall, from the start of the year to June 22, Western Visayas has seen a total of 4,030 dengue cases and 10 deaths, which represents a 25 percent increase from the 3,213 cases reported during the same period in 2023.&#13;
&#13;
Dr. Adriano P. Suba-an, DOH Region 6 director, emphasized the urgency of the fast lane activation, noting that it is crucial to avoiding long waiting times and potential fatalities, especially in government hospitals where services are free and demand is high.&#13;
&#13;
&#13;
He stressed the critical need for rapid hydration and intravenous fluids for patients as soon as they arrive at medical facilities.&#13;
&#13;
In anticipation of further increases in dengue cases, Suba-an has called on local government units (LGUs) to identify and prepare hydration areas either within or close to RHUs. This strategy is intended to alleviate pressure on hospitals if they become overwhelmed by the volume of patients.&#13;
&#13;
Addressing the situation at the community level, Suba-an mentioned that when multiple dengue cases are reported from a single barangay or area, DOH-6 personnel are promptly dispatched to investigate and mitigate the situation. This proactive approach is crucial for controlling the spread of the disease.&#13;
&#13;
With the onset of the rainy season, Suba-an reiterated the importance of the public adhering to the 4S strategy against dengue: Search and destroy breeding places, Self-protection measures (such as wearing long-sleeved clothing and using insect repellent), Seek early treatment for symptoms, and Say yes to fogging during outbreaks.&#13;

These steps are vital for reducing mosquito populations and preventing the disease from spreading further, he said./PN&#13;

A proposal by House Speaker Ferdinand Martin Romualdez and other prominent lawmakers calls for a fixed six-year term for barangay and SK officials.&#13;

The goal, according to Romualdez, is to ensure project continuity and shield these officials from political interference.&#13;

The proposal was made at the Liga ng mga Barangay National Congress in Pasay City on Tuesday.&#13;
&#13;
Defensor highlighted the difficulties faced by lawmakers in passing legislation within a three-year term, noting that crucial projects often require more time to develop and pass through the legislative process.&#13;
&#13;
He cited his own experience with the Career Guidance and Counseling Act, which he struggled to pass until his last term.&#13;
&#13;
“Extending the term can make a significant difference, especially for congressmen and other local chief executives who are planning long-term projects,” Defensor explained.&#13;
&#13;
He also pointed out the disparity in term lengths between lawmakers, who serve three years, and senators, who serve six.&#13;
&#13;
House Bill (HB) No. 10747, also known as the “Act Setting the Term of Office of Barangay and Sangguniang Kabataan Officials to Six Years”, aims to standardize the terms to avoid the confusion caused by previous extensions and poll suspensions.&#13;

It stipulates that barangay and SK officials cannot serve more than two terms, and sets the next barangay and SK elections for the last Monday of October 2029, with subsequent elections to be held every six years thereafter./PN&#13;

ILOILO — The Iloilo provincial government has adopted a firm “zero tolerance” stance against all forms of violence against women, with Gov. Arthur Defensor Jr. ordering the full use of the law and provincial resources to protect victims and hold abusers accountable.&#13;
&#13;
The directive was announced during the culmination of the 18-day Campaign to End Violence Against Women (VAW) at the Iloilo Provincial Capitol lobby on December 10, with Provincial Administrator Raul Banias delivering the governor’s message.&#13;
&#13;
“Governor Toto’s marching order is simple: Zero Tolerance. In the Province of Iloilo, abuse has no place. Whether it is physical, emotional, or economic abuse, we will use the full force of the law and the full resources of the Capitol to protect the vulnerable. We are building a province where safety is a right, not a privilege,” Banias said.&#13;
&#13;
Banias stressed that the end of the 18-day campaign does not mark the end of the provincial government’s efforts, but rather a renewed commitment for the rest of the year.&#13;
&#13;
“As we gather here and close this campaign, let us take the ‘Naked Truth’ with us… Let us not turn away when we see signs of abuse. Let us be the neighbors who listen, the officials who act, and the community that cares,” he said.&#13;
&#13;
He added that the culmination activity is “not the end of our work, but the day we renew our vow for the next 347 days of the year.”&#13;
&#13;
Drawing from both his medical and administrative background, Banias said violence leaves not only visible physical injuries but also deeper, unseen wounds.&#13;
&#13;
“As a medical doctor, I have seen the physical scars of violence. But as an administrator, I know the invisible scars are often deeper,” he said.&#13;
&#13;
He described the campaign’s theme, “Hublas ng Kamatuoran sa Pag-abuso” (Naked Truth on Abuse), as a call to expose violence that often occurs behind closed doors.&#13;
&#13;
“The naked truth is that violence against women and children often happens in the shadows—behind closed doors, silenced by fear, and sometimes, enabled by a culture of indifference,” Banias said.&#13;
&#13;
“We are here today to strip away that silence. Under the leadership of Governor Toto Defensor, the Province of Iloilo recognizes that we cannot claim to be a progressive province if our mothers, daughters, and sisters are not safe in their own homes,” he added.&#13;
&#13;
Banias emphasized that economic growth must go hand in hand with social justice, noting that the province’s development framework, MoRProGRes Iloilo, places resilience and social protection at its core.&#13;
&#13;
As part of its sustained anti-VAW drive, Banias reiterated several concrete commitments of the provincial government, including the strengthening of frontline services through fully functional VAW desks down to the barangay level.&#13;
&#13;
He said Barangay VAW Desk Officers are being equipped not only with logbooks but also with empathy and legal knowledge to respond immediately to victim-survivors.&#13;
&#13;
The province is also reinforcing psychosocial and legal support systems through the Provincial Social Welfare and Development Office (PSWDO), ensuring access to counseling and legal assistance, with support from the Philippine National Police and the Public Attorney’s Office.&#13;
&#13;
&#13;
Banias likewise called on men to take an active role in ending violence against women.&#13;
&#13;
“Ending VAW is not just a woman’s issue; it is a man’s issue,” he said. “We need more men to stand up against toxic behavior and speak out when they witness harassment.”&#13;

The culminating activity was spearheaded by the PSWDO in partnership with the Department of Social Welfare and Development Region 6, the Department of Health–Western Visayas Center for Health Development, and the Regional Committee on Anti-Trafficking and Violence Against Women and Children (RCAT-VAWC)./PN&#13;

The event marked the launch of three key initiatives—Tanum Iloilo for MoRProGRes, Balik Alat 2.0, and Project Liso—designed to bolster Iloilo’s environmental programs. These initiatives, grounded in community involvement and a multisectoral approach, aim to expand forest cover, reduce single-use plastics, and promote sustainable food production across the province.&#13;
&#13;
“We want Iloilo to be a forest province, not only by declaration but through concrete results and measurable progress with the help of our partners and stakeholders,” Defensor said.&#13;
&#13;
With Iloilo’s current forest cover at 12 percent, according to the Provincial Government Environment and Natural Resources Office (PGENRO), Defensor emphasized forest restoration as vital to enhancing land, air, and water quality, supporting biodiversity, and fostering sustainable agriculture and tourism.&#13;
&#13;
Tanum Iloilo for MoRProGRes is a comprehensive tree-growing and forest development strategy focused on reforesting lands and watersheds, establishing social forest projects for food security and eco-tourism, and engaging public and private stakeholders to plant trees at schools, offices, and public spaces.&#13;
&#13;
Since its inception in 2020, the province has planted over 8.3 million seedlings as of October 2024, with a 44.42 percent survival rate. The province has also consistently met its annual target of 1.5 million planted seedlings, laying a strong foundation for Iloilo’s path to becoming a resilient “Forest Province.”&#13;
&#13;
A new MoRProGRes Forest Map will track reforestation progress and monitor the recovery of primary and secondary forest areas.&#13;
&#13;
The Balik Alat 2.0 program aims to eliminate single-use plastic bags by encouraging the use of traditional, eco-friendly handwoven baskets. Project Liso (Locally Intensified Seeds/Seedlings Collection One4TanumIloilo) focuses on promoting behavioral change by encouraging the collection and planting of native and endemic tree species to restore Iloilo’s natural flora.&#13;
&#13;
Representatives from the Department of Education (DepEd), Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), municipal governments, and various environmental groups attended the kickoff ceremony.</text>

ILOILO City – Despite the recent detection of two monkeypox (mpox) cases in Davao City, including one fatality, the Iloilo Provincial Health Office (IPHO) assured the public that no additional measures or special treatment would be imposed on passengers arriving from Davao through the Iloilo Airport.&#13;
&#13;
Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO, emphasized that the protocols at the Iloilo Airport remain consistent for all passengers, regardless of their origin, to avoid any form of discrimination.&#13;
&#13;

She clarified that the province is not singling out individuals traveling from Davao, as direct flights between Iloilo and Davao City regularly take place.&#13;
&#13;
“There is no need for special treatment for passengers from Davao. Health personnel in Davao, including those from the airline, are already conducting surveillance before departure. Our goal is not to create unnecessary fear or discrimination, as long as there is no prolonged skin-to-skin contact or intimate exposure with an infected individual,” Dr. Quiñon stated.&#13;
&#13;
The Department of Health (DOH) confirmed that the two Davao City patients, both admitted to a hospital isolation facility, were diagnosed with mpox Clade II. One of the patients, who passed away, reportedly succumbed to complications unrelated to the virus.&#13;
&#13;
The DOH has assured that all passengers from Davao, like all international and domestic arrivals, undergo thorough health screenings under the supervision of the Bureau of Quarantine (BOQ) and Civil Aviation Authority of the Philippines (CAAP).&#13;
&#13;
Should any passenger exhibit symptoms of mpox, health personnel are prepared to transport them to the Western Visayas Medical Center (WVMC) in Mandurriao for proper management, including specimen collection for confirmatory testing at the Research Institute for Tropical Medicine (RITM) in Metro Manila.&#13;
&#13;
“We have long-standing surveillance protocols in place. Our teams at the airport are well-versed in how to manage mpox concerns, and no new advisories have been issued because we are already prepared,” Dr. Quiñon said, stressing that ongoing disease surveillance continues at all major entry points, including airports like Ninoy Aquino International Airport (NAIA) in Metro Manila.&#13;
&#13;
Symptoms of mpox include skin rashes, mucosal lesions, fever, muscle aches, and swollen lymph nodes. The virus is primarily spread through close physical contact, including skin-to-skin contact, as well as contaminated objects and animal bites.&#13;
&#13;
Dr. Quiñon assured that, as of now, Iloilo has not recorded any positive cases of mpox. Five specimens have been sent to RITM for testing since last year, all of which returned negative results. The province’s surveillance system remains functional, she noted, and proper hygiene practices such as frequent handwashing and wearing face masks in crowded places continue to be vital in preventing the spread of mpox and other respiratory illnesses.&#13;

“We must stay vigilant and continue following health protocols to prevent the transmission of mpox and other diseases,” Dr. Quiñon added./PN&#13;

The funding decision comes over a week after the Provincial Disaster Risk Reduction and Management Council (PDDRMC) recommended declaring a state of calamity.&#13;
&#13;
PDDRMC Resolution No. 06 series of 2024, dated April 29, outlines that the allocated funds will support various sectors including agriculture (P62.78 million), environment (P35 million), veterinary services (P3 million), and health (P10 million).&#13;
&#13;
The agricultural response features several initiatives: P12.78 million is earmarked for providing alternative livelihoods for affected farmers, P10 million for province-wide crop insurance for farmers and fisherfolk, and P40 million for constructing small-water impounding projects.&#13;
&#13;
The alternative livelihood program will distribute two piglets each to 852 farmers in the towns of Cabatuan, Igbaras, Leon, Miagao, Tigbauan, and Tubungan.&#13;
&#13;
Environmental efforts include building large-scale above-ground and underground cisterns at the province’s 13 district hospitals and the provincial capitol complex, costing P20 million.&#13;
&#13;
An additional P15 million is designated for establishing a small-scale water impounding dam and a micro-mini hydropower plant in Maasin and Janiuay.&#13;
&#13;
Veterinary responses, totaling P3 million, will support vaccination against communicable diseases, administration of multi-vitamins, amino acids, and electrolyte solutions, and the provision of injectable antibiotics across the province’s 43 local government units.&#13;
&#13;
Health-related measures will also be implemented across these units, focusing on the procurement of commodities for minimum initial service packages during disasters and emergencies, nutrition in emergencies (P2 million each), supplies for water sanitation and hygiene (P1 million), and essential drugs and medicines for prepositioning (P5 million).&#13;
&#13;
Funding sources include the PDRRM Trust Fund, PDRRM Continuing Appropriation, and the 2024 PDRRM regular budget. Unlike typical responses, the province’s Quick Response Fund, generally used during states of calamity, will not be utilized for this initiative. The funding proposal awaits approval by the Sangguniang Panlalawigan as it originates from regular funding sources.&#13;
&#13;
Governor Arthur Defensor Jr. disclosed these details to the media, 10 days after the PDDRMC’s special meeting where the state of calamity recommendation was made. Defensor explained that the delay was due to the need to assess the financial requirements for the El Niño response activities.&#13;

The initial beneficiaries—Igbaras, Sta. Barbara, Calinog, Sara, and Passi City—each received P5 million as part of the pilot phase of this initiative. This project aims to enhance family and youth programs across the province.&#13;

Governor Arthur R. Defensor, Jr. led the ceremonial check turnover, with Igbaras Mayor Vicente E. Escorpion, Jr., Sara Mayor Jon N. Aying, Calinog Mayor Francisco L. Calvo, Sta. Barbara Sangguniang Bayan Member Niel Superficial, and Passi City Population Program Officer IV Ma. Teresa Buena receiving the funds on behalf of their respective localities.&#13;

In his speech, Mayor Escorpion expressed gratitude for the project, highlighting its significance. “It is a novel project and innovation particularly with regard to family and youth development. We are very happy and privileged to be given this opportunity to work initially in collaboration with the provincial government. It is very welcome for us in Igbaras; we need this project very much,” he stated.&#13;
&#13;
Defensor reiterated the provincial government’s dedication to expanding the FYDC project across the province, ensuring that each LGU will eventually have its own center.&#13;
&#13;
The initiative aligns with the Iloilo Provincial Government’s Movement for a Robust, Progressive, Globally Competitive, and Resilient (MoRProGRes) development mantra, which focuses on fostering sustainable growth and development through strategic infrastructure investments.&#13;
&#13;
The FYDCs are envisioned as two-story facilities designed to accommodate various functions, including Pre-Marriage Orientation and Counseling (PMOC) sessions, youth program training, and office space for Population Program Officers and Barangay Service Point Officers.&#13;
&#13;
Additionally, these centers will house the Local Youth Development Office, the Sangguniang Kabataan session hall, and the Local Youth Development Council Office, making them central hubs for family and youth activities within each LGU.&#13;
&#13;
In a related development, the Iloilo Provincial Government also secured P14.5 million in funding from the Department of Labor and Employment Region 6 (DOLE 6).&#13;
&#13;
DOLE 6 Regional Director Atty. Sixto Rodriguez, along with Provincial Director Amy Judicpa, handed over the funds to Governor Defensor during the same event.&#13;
&#13;
Of the total amount, P9.5 million is allocated for the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program, which provides short-term employment to marginalized workers.&#13;
&#13;
The remaining P5 million is designated for the Government Internship Program (GIP), offering internship opportunities to students and out-of-school youth to help them gain valuable work experience in government offices.&#13;

These programs, aimed at alleviating poverty and creating employment opportunities for Ilonggos, will be implemented by the Public Employment Service Office (PESO) – Province of Iloilo.</text>

              <text>The Iloilo Provincial Government, through the Provincial Veterinarian’s Office (PVO), has released P3.98 million in financial assistance to the first batch of local government units (LGUs) under its African Swine Fever (ASF) Recovery Program on Monday, July 29.&#13;

The initial beneficiaries include the towns of Barotac Viejo, New Lucena, Sta. Barbara, Dingle, and Banate, which have been upgraded from Red to Pink Zone by the Bureau of Animal Industry.&#13;
&#13;
The Pink Zone designation refers to buffer areas where ASF has not been detected but are adjacent to confirmed infected areas (Red Zone).&#13;
&#13;
The program’s initial phase provided each qualified farmer with two piglets, purchased by their respective LGUs using the allocated provincial funds.&#13;
&#13;
Dr. Darel Tabuada, Provincial Veterinarian, stated that the program prioritizes purchasing from local sources, leveraging their immunity from previous ASF exposure.&#13;
&#13;
“We have criteria, and the identified farmers underwent validation conducted by the PVO staff. Qualified farms should comply with Biosecurity Level 1 requirements,” Tabuada added.&#13;
&#13;
Biosecurity Level 1 refers to the minimum farm biosecurity standards set by the Philippine College of Swine Practitioners (PCSP).&#13;
&#13;
Provincial Administrator Dr. Raul Banias emphasized the program’s importance in aiding the province’s recovery from ASF.&#13;
&#13;
“We hope that we can recover from this since we were net exporters of swine before, but now we have become importers,” said Banias.&#13;
&#13;
Earlier reports indicated that both commercial and backyard farms in Iloilo have resumed swine-raising activities, with the province’s sufficiency level rising to 71.6 percent from a low of 36.37 percent during the peak of the ASF outbreak.&#13;
&#13;
As of July 10, Iloilo’s swine inventory stood at 106,420 heads.&#13;
&#13;
Tabuada mentioned that 15 municipalities have been upgraded from Red to Pink Zones, with only 13 still in the Red Zone. He also discussed ongoing documentation processes for a sentinelling initiative covering 14 municipalities and benefiting 836 farmer-beneficiaries. This initiative is expected to further bolster the province’s swine inventory.&#13;

The provincial government has earmarked over P10 million for the ASF recovery initiative.&#13;
&#13;
Dr. Tabuada reiterated the critical importance of biosecurity measures to protect against ASF, highlighting the virus’s ability to survive up to 1,000 days in frozen meat. He stressed the need to strengthen farm biosecurity at the backyard level, emphasizing the importance of adjusting to and accepting the presence of ASF to effectively protect farms.&#13;

The event featured the illumination of the float, now displayed at the Capitol lobby, and a performance by Tribu Kahilwayan, who reenacted their dance-drama presentation from the flag-raising ceremony.&#13;

Certificates of recognition were also awarded to individuals who contributed to the float’s success.&#13;

Governor Arthur Defensor Jr. highlighted the importance of the achievement in placing the province prominently on the national map of cultural celebration, further underscoring the economic prospects following it.&#13;

“Winning the grand prize at the Parada ng Kalayaan has brought Iloilo into the spotlight of this historic event, showcasing our profound cultural heritage to the entire nation,” he said.&#13;

The governor emphasized that this recognition will serve as a catalyst for economic growth in the region, projecting increased business activity that will eventually lead to the creation of livelihood opportunities for residents.&#13;

Looking forward, he pledged continued support for initiatives aimed at boosting tourism, particularly those centered around Iloilo’s rich history and cultural heritage.&#13;

He affirmed his commitment to preserving and promoting these assets, ensuring that Iloilo remains a vibrant destination for tourists and a source of pride for its residents.&#13;

In a separate interview, Mayor Superficial stated that the prize money would be used to enhance the town’s cultural heritage, specifically to improve the local church, a significant historical landmark in the municipality.&#13;

“Hopefully, we can improve it [the church]. There are still certain areas that can be utilized and developed,” he said.&#13;
&#13;
The “Cry of Santa Barbara” float bested nine other entries from various provinces during the Parada ng Kalayaan, celebrating the 126th Philippine Independence Day. Its intricate design was a product of collaborative effort, highly praised for showcasing the rich history and heritage of the province.&#13;

The province invested a total of P2 million in the creation of the float. The financial breakdown previously presented by Defensor detailed the expenses as follows:&#13;

– P867,755 for the delivery of supplies and materials&#13;
&#13;
– P800,922 for fabrication and installation, including carpentry, logos, signage, artwork, and electrical components&#13;
&#13;
– P143,463.92 for equipment rental for transporting the float&#13;

– P270,000 for dismantling the float post-event&#13;

ILOILO – To bolster local nutrition efforts, the provincial government has announced an increase in the annual cash allowance for Barangay Nutrition Scholars (BNS) from P4,000 to P4,500.&#13;

Provincial Administrator Raul Banias made the announcement at the BNS Convention being attended by over 1,000 scholars in Iloilo City on August 1 and 2.&#13;

According to Banias, the P500 increase has been included in Supplemental Budget Number 1 and is slated to take effect in December 2024.&#13;
&#13;
“The additional P500 has been signed off by Gov. Arthur Defensor Jr. yesterday, and by the end of the year, it will be integrated with your current allowance,” Banias told the gathering, which was met with enthusiasm from the BNS attendees.&#13;
&#13;
Further efforts are underway, as Defensor aims to incorporate another P500 increase in the Annual Investment Plan (AIP), requiring collaboration between the executive and legislative offices to pass a supplemental AIP.&#13;
&#13;
“If the AIP passes along with Supplemental Budget Number 2, there could be an increase of P1,000 in total,” Banias added.&#13;
&#13;
This increase is part of the provincial government’s strategy to appreciate and recognize the efforts of the BNS in implementing various projects, programs, and initiatives under the Defensor administration. Banias emphasized the critical role of BNS in reducing malnutrition rates in the province, including conditions like stunting, wasting, and overweight.&#13;
&#13;
“The problems of poverty, malnutrition, and learning poverty are interconnected, and we are actively seeking solutions to prevent these issues,” Banias explained, asserting that addressing these challenges can significantly improve the province.&#13;
&#13;
He also acknowledged the vital contributions of volunteers, particularly the BNS, in the fight against malnutrition.&#13;
&#13;
“I’ve been a mayor for 12 years and I know the work of volunteers, especially the BNS. Our fight to reduce the prevalence of malnutrition would be ineffective without your support,” Banias remarked.&#13;
&#13;
The province has shown progress in its nutritional stats from 2019 to 2023 among children aged zero to 59 months, with a gradual decrease in underweight, wasting, and stunting rates, alongside a slight reduction in overweight percentages.&#13;
&#13;
* For underweight: 2019 – 3 percent; 2020 – 3.47 percent; 2021 – 2.98 percent; 2022 – 2.53 percent; and 2023 – 2.44 percent or 3,627 children&#13;
&#13;
* For wasting: 2019 – 1.90 percent; 2020 – 2.12 percent; 2021 – 1.58 percent; 2022 – 1.31 percent; and 2023 – 1.11 percent or 1,727 children.&#13;
&#13;
* For stunting: 2019 – 7.39 percent; 2020 – 8.73 percent; 2021 – 7.46 percent; 2022 – 5.33 percent; and 2023 – 4.84 percent or 7,204 children.&#13;

* For overweight: 2019 – 2.38 percent; 2020 – 3.30 percent; 2021 – 3.15 percent; 2022 – 2.65 percent; and 2023 – 2.26 percent or 3,359 children/PN &#13;
