ILOILO – Gov. Arthur Defensor Jr. has issued a warning to residents, particularly farmers, to be vigilant against leptospirosis following a surge in cases in Metro Manila caused by flooding from Typhoon Carina and the enhanced southwest monsoon.&#13;
&#13;
Defensor acknowledged the inherent risks associated with farming but advised against wading in floodwaters, especially with open wounds.&#13;
&#13;
“It is best to avoid wading in water whenever possible, but we know that if you’re farming, it might be unavoidable. That i why it is crucial not to ignore symptoms related to leptospirosis,” he said.&#13;
&#13;
Leptospirosis is transmitted through contact with urine from infected animals or contaminated environments, entering the body via skin abrasions or the mucous membranes.&#13;
&#13;
Early symptoms include high fever, severe headache, muscle pains, and more severe complications like jaundice and hemorrhages.&#13;
&#13;
Defensor said leptospirosis cases in the province have actually decreased this year, with 86 cases and three deaths from January 1 to August 10, 2024 — a 49 percent drop from the same period in 2023, which saw 168 cases.&#13;
&#13;
The governor attributed this decline to the absence of significant flooding, which typically increases exposure risks.&#13;
&#13;
Out of 43 municipalities, including Passi City, 37 have reported leptospirosis cases. The municipalities of Batad, Bingawan, Carles, Leganes, and San Rafael have not reported any cases.&#13;
&#13;
The Iloilo Provincial Health Office’s data show that Oton leads with seven cases, followed by Leon with five cases (including one death), and Tigbauan also reporting five cases.&#13;
&#13;
Other municipalities with notable cases include Calinog, Igbaras, Lambunao, and Santa Barbara, each reporting four cases. Alimodian, Barotac Nuevo (three cases, one death), and Barotac Viejo each reported three cases.&#13;
&#13;
An additional breakdown provided includes three cases each in Cabatuan (with one death), Miag-ao, Pavia, and Pototan.&#13;
&#13;
Two cases each were recorded in Ajuy, Dingle, Dumangas, Janiuay, Lemery, Maasin, San Enrique, and San Miguel.&#13;
&#13;
The rest of the municipalities reported one case each.&#13;
&#13;
The Department of Health (DOH) also noted a 17 percent increase in leptospirosis cases nationwide over the past two weeks, with 255 new cases registered from July 21 to August 3 following Typhoon Carina. This increase contrasts with the 217 cases from the prior two weeks. Despite a 23 percent decrease in cases year-on-year, the DOH remains cautious, citing possible delays in case reporting and the disease’s incubation period ranging from two to 30 days.&#13;
&#13;
The DOH reiterated the availability of the antibiotic doxycycline, used as prophylaxis against leptospirosis, which requires a prescription and remains under a price freeze until September 23. This medication is available for free at government health centers and hospitals nationwide./PN&#13;

ILOILO – The Iloilo Provincial Agriculture Office officially opened the Farmers and Fisherfolk’s Week celebration on Tuesday morning, October 1, at the provincial capitol grounds.&#13;
&#13;
The event, which runs from October 1 to 4, 2024, features a range of activities including exhibits, trade fairs, agricultural forums, technology training sessions, and a cooking contest.&#13;
&#13;
Provincial Agriculturist Dr. Ildefonso Toledo emphasized the importance of the event, stating, “This is in recognition of the significant contributions that farmers and fisherfolk make to our community.”&#13;
&#13;
The theme for this year’s celebration is “Sufficient and Modern Technology: Success in Agriculture and Fisheries in Our Province.”&#13;
&#13;
Here is a breakdown of the key activities scheduled for the week:&#13;

ILOILO City – The Federal Bureau of Investigation (FBI) and the Dubai Police General Headquarters have been asked to investigate an Ilongga vlogger based in the United Arab Emirates.&#13;
&#13;
A complainant claimed she was duped into investing in the vlogger’s supposed jewelry venture.&#13;
&#13;
Mary Joy Derla-Ward, an Ilongga nurse based in Los Osos, California, USA, requested the FBI and the Dubai police to investigate Jinky Miraflores Carpio, also known as QueenKix Bugris on Facebook.&#13;
&#13;
&#13;
&#13;
“I am exposing her and stopping her from scamming more people. She is a big-time scammer,” Ward told Panay News.&#13;
&#13;
Ward said she had coordinated with other complainants who also reportedly gave money to Carpio as investment.&#13;
&#13;
Carpio, who also uses other social media pages such as POGI TeeVee and Iloyski Jugriz, is reportedly living in Jumeirah, Dubai.&#13;
&#13;
In her complaint to the FBI, Ward said she began following Carpio on social media sometime in January 2023. At first, she said she was enticed by Carpio’s live videos since they were filled with humor and sometimes vulgar criticism of the Philippine government.&#13;
&#13;
But Ward said Carpio later started sending her messages on social media and requested donations to help the supposed less fortunate individuals in the Philippines, or to feed stray dogs in Iloilo City.&#13;
&#13;
This prompted Ward to make regular donations every two weeks, although Ward admitted she was uncertain if the money was truly used for these charitable purposes.&#13;
&#13;
Last July 3, 2024, Ward said Carpio offered her to become one of her business partners in the selling of gold jewelry from Dubai to the United States.&#13;
&#13;
“Believing it to be a lucrative opportunity, I agreed and wired $5,000 to her son’s girlfriend, as instructed,” said Ward.&#13;
&#13;
The next day, Ward said Carpio again persuaded her to send an additional $2,500, claiming that the jeweler would add more grams of gold with a larger purchase.&#13;
&#13;
Carpio, added Ward, further asked her to transfer another $1900, which was supposedly needed for tax and shipping insurance of the jewelry from Dubai last July 12, 2024.&#13;
&#13;
Despite Carpio’s constant reassurances, Ward said the jewelry never arrived. Realizing she had been scammed, Ward said she researched her online and discovered numerous complaints from other victims on her social media page.&#13;
&#13;
She learned that Carpio had multiple warrants for her arrest in the Philippines, prompting her to hide in Dubai.&#13;
&#13;
Ward said she alerted the Dubai police on the issue.&#13;
&#13;
“Carpio poses a serious threat to the Filipino community as she continues to scam people through her social media pages. While I may not recover my lost funds, I seek justice to prevent her from victimizing others,” said Ward.&#13;
&#13;
She also urged other victims to come forward and file a complaint against Carpio before Dubai to be held accountable for her actions.&#13;
&#13;
“As a law-abiding citizen, I have lived a quiet life in the US, working as a nurse alongside my firefighter husband. I trusted Ms. Carpio in hopes of earning extra income for my family. I have never been involved in illegal activities or committed any crimes,” said Ward./PN&#13;

ILOILO City – A certificate of live birth is a high-value document for establishing identity.&#13;
&#13;
But according to the Philippine Statistics Authority (PSA), there are still people in Western Visayas without it, their birth not having been registered.&#13;
&#13;
PSA-6 is thus encouraging most especially underprivileged groups, including indigenous peoples, Muslim Filipinos, senior citizens, and residents of geographically-isolated and disadvantaged areas (GIDAs), to participate in its Birth Registration Assistance Project (BRAP).&#13;
&#13;
&#13;
A birth certificate is also crucial for accessing government benefits and assistance, said Nelida Amolar, officer-in-charge of PSA-6.&#13;
&#13;
Started in February 2022, BRAP aims to facilitate late registration of births for those who have never been registered.&#13;
&#13;
&#13;
“The objective of this project is to allow people, especially from vulnerable sectors living in remote areas, to register their births late,” explained Amolar.&#13;
&#13;
Tackling the problem on unregistered births is being viewed with urgency now due to an ongoing Senate investigation that has caught national attention – the real identity of suspended Bamban, Tarlac mayor Alice Guo. Her nationality is being doubted and her late birth registration is being questioned.&#13;
&#13;
In Western Visayas, BRAP has so far successfully provided 28,226 individuals in the region with birth certificates, according to the PSA-6.&#13;
&#13;
Local Civil Registrar Officers (LCRO) from concerned local government units, along with PSA personnel, conduct ocular inspections to verify the identities of individuals before issuing birth certificates.&#13;
&#13;
However, individuals aged 18 and above who have not yet registered can also approach their LCRO or the PSA directly.&#13;
&#13;
“This initiative is a significant aid since late registration is free of charge and not burdensome,” Amolar added.&#13;
&#13;
&#13;
To further increase accessibility, the PSA integrates mobile registration drives for the national identification system and conducts extensive information and education campaigns.&#13;
&#13;
The PSA reported significant progress, too, in the region’s registration with the Philippine Identification System, with 6.73 million out of 7.95 million residents in Western Visayas now registered.</text>

ILOILO – The local fishing community in Concepcion town got a significant boost with the recent inauguration of the Northern Iloilo Fishery Rehabilitation and Development Project (NI-FRDP).&#13;
&#13;
Funded through a Korea International Cooperation Agency (KOICA) grant amounting to $7.48 million, the project involved the restoration and modernization of the Concepcion Fish Port, which was destroyed by Typhoon Yolanda in 2013.&#13;
&#13;
&#13;
The new and improved facility includes an elevated platform, upgraded drainage systems, a larger parking area, and energy-efficient lighting, all aimed at benefiting local fishermen and boosting the town’s economy.&#13;
&#13;
The project’s goals include improving access to basic services for fishing communities in Concepcion and nearby islands, increasing the resilience of the fish port to climate-related disasters, and promoting sustainable fishery development through capacity-building programs for local stakeholders.&#13;
&#13;
The inauguration ceremony, held on the morning of September 24, was led by KOICA Country Director Kim Eunsab, Gov. Arthur Defensor Jr., Concepcion mayor Millard Villanueva, Provincial Administrator Raul Banias, as well as provincial and municipal officials.&#13;
&#13;
Representatives from national government agencies and academic institutions also attended the event.&#13;
&#13;
“This is a big help for us fisherfolk, especially those with larger fishing vessels who had difficulty docking at the old port,” said Olivia Pansensoy, president of the Tambaliza Small Fishermen’s Association (TASFA) Banban Chapter.&#13;
&#13;
She emphasized how the upgraded port eases congestion and extends business hours, ultimately benefiting both consumers and fisherfolk.&#13;
&#13;
The enhanced facilities are expected to raise productivity and income for local fishing households and entrepreneurs, extending economic benefits to Concepcion and neighboring towns.&#13;
&#13;
Mayor Villanueva expressed optimism about the project’s long-term impact, calling the fish port “a beacon of hope signaling the continuous recovery and empowerment of our fishing community.”&#13;
&#13;
He also expressed hope for the swift implementation of the project’s second phase, which aims to expand the docks and introduce a tourism component to leverage Iloilo’s growing tourism industry.&#13;

Focus on Sustainability and Resilience&#13;

Beyond its economic benefits, the project also prioritizes sustainability. The upgraded fish port is built to withstand future natural disasters, securing the long-term future of Northern Iloilo’s fisheries. Governor Defensor highlighted the importance of the Visayan Sea in sustaining the local economy and tourism.&#13;

“There can be no fishport without the fish,” Defensor said, stressing the need for effective marine resource management to ensure the preservation of this vital natural asset.&#13;

The inauguration of the NI-FRDP also highlights the strong diplomatic ties between the Philippines and South Korea, which have spanned 75 years.&#13;

KOICA’s 30-year presence in the Philippines has seen numerous development initiatives, including fisheries and rural development projects. ILOILO – The geotechnical study for the P802-million unfinished Aganan Flyover in Barangay Aganan, Pavia town by Metro Manila-based Abinales Associates Engineers + Consultants has started.&#13;
&#13;
The study will help determine whether the flyover requires rectification or if the design by the United Technology Consolidated Partnership (UTCP) can remain.&#13;
&#13;
According to Department of Public Works and Highways (DPWH) Region 6 director, Engineer Sanny Boy Oropel, the study began last week with the first phase involving field evaluation to assess the physical conditions of the flyover site.&#13;
&#13;
This assessment aims to determine which sections of the flyover – which is designed to be 436.90 meters long including the protection approaches – need drilling first.&#13;
&#13;
The hiring of a third-party consultant for the Aganan Flyover was prompted by inconsistent soil test results between UTCP’s tests and the confirmatory and seismic tests conducted by DPWH-6. These tests varied significantly, particularly in the determination of the depth of solid ground, which serves as the foundation for the flyover piers.&#13;
&#13;
While UTCP found solid ground at a depth of 24 meters, DPWH-6’s tests indicated that solid ground was at a depth of 40 meters or more.&#13;
&#13;
Due to concerns raised by DPWH-6’s confirmatory tests, the construction of the Aganan flyover was halted last December 2023.&#13;
&#13;
Oropel noted that while the public might not see the actual works onsite due to the absence of deployed equipment and drilling activities, preliminary evaluations and investigations have already been accomplished.&#13;
&#13;
“We have started, but it might not be visible yet; however, they have made initial progress in their evaluations and field investigations,” said Oropel in an interview with Panay News.&#13;
&#13;
Heavy equipment and drilling machines are expected to be deployed by the consultant early this week to commence the actual geotechnical investigations.&#13;
&#13;
Such investigations are crucial in trenchless operations, providing essential data on the subsurface conditions that influence the selection of digging tools and assess potential environmental impacts.&#13;
&#13;
Oropel has tasked the consultant to complete the investigation within two months.&#13;
&#13;
UTCP was previously engaged by the DPWH-Central Office’s Bureau of Design to conduct soil testing and design the Aganan Flyover and the controversial Ungka Flyover in Barangay Ungka, Pavia.&#13;
&#13;
Oropel expressed urgency in completing the geotechnical study, requiring the consultant to expedite the process by adding additional drilling machines.&#13;
&#13;
“We are rushing to find a solution for the Aganan Flyover so we can resume construction, which was halted last December 2023 due to concerns raised by our confirmatory tests, especially since Aganan and Ungka are along the same alignment and very close to each other,” added Oropel.&#13;

Regarding the design revision for the 50 meters center span of the flyover, Oropel confirmed that the change from concrete to steel girders is final, ensuring the stability of the span and allowing for nighttime installation without disrupting traffic./PN&#13;

              <text>In the midst of Martial Law, a group of Filipino scientists and researchers were tasked to look for knowledge, ideas, and expertise outside the country to enhance the Philippine livestock industry. While travelling the farmlands of Tokyo, Dr. Bernabe Cocjin, saw the Hinai-dori; Japan’s native chicken. It was at that moment that the young researcher from Panay found an inspiration that would revolutionize the industry.&#13;
&#13;
The Hinai-dori, a Japanese native chicken endemic to the Akita Prefecture, is renowned for its taste and quality meat. However, during the Meiji Era (1868–1913), the Hinai-dori breed came to a point where it was at risk of being extinct due to the introduction of exotic and foreign chicken breeds.&#13;
&#13;
Guided by a strong cultural pride, the Japanese made an effort to conserve and protect the Hinai-dori and preserve its cultural and economic value. The Japanese implemented policies and provided institutional support to the industry. In fact, by 1942, the Hinai-dori was prescribed as a national treasure of Japan, making it a highly protected commodity.&#13;
&#13;
To date, the Hinai-dori is a highly sought-after delicacy bringing much contribution to the Japanese economy.&#13;
&#13;
In the 1970’s, the same conflict became evident for the local native chicken industry in the Philippines. Economic-wise, the industry has failed to penetrate a more significant market outside the realm of backyard farming. As the nation intensely focused on industrialization, the poultry industry invested more in highly profitable broiler breeds. Consequently, native chicken breeds across the country were neglected to become mongrels with unrefined and unpredictable performance and characteristics.&#13;
&#13;
Dr. Cocjin realized that if the Philippines can emulate the success of Japan in breeding a native chicken of cultural significance, the country might be able to build a strong cultural pride that will help foster socio-economic growth. Being a native of Panay, Dr. Cocjin saw the answer in the farmlands of Iloilo—the Darag Native Chicken.&#13;
&#13;
Never heard of Darag?&#13;
&#13;
Darag is one of the many native chicken breeds of the Philippines. It is endemic to the islands of Panay and Guimaras and evolved from the Red Jungle Fowl (Gallus gallus bankiva), which has been roaming around Southeast Asia for thousands of years.&#13;
&#13;
To the uninitiated, Darag might seem indistinguishable from other types of native chicken breeds. One must be on the lookout for certain characteristics to identify a genuine Darag.&#13;
&#13;
Darag, meaning yellow in ‘Kinaray-a’ or Ilonggo, is most recognizable for its yellowish-brown plumage. The color of its feathers is a combination of dark brown and golden yellow with a distinguishable stroke of yellow line on the middle part, from base to tip of each feather.&#13;
&#13;
Accompanying the golden coat of Darag are its gray shanks or chicken feet. While other breeds may have a similar yellowish plumage, a genuine Darag must have gray shanks. Interestingly, farmers and breeders intentionally choose to breed chickens with gray shanks because they directly associate gray shanks with tastier meat.&#13;
&#13;
One cannot overestimate the satisfaction of eating Darag native chicken. Its savory meat and distinct eating experience are claimed to be better than commercial chicken meat. It also differs from the known taste and experience of eating other native chicken breeds. While Darag meat might be slightly tougher compared to commercial chicken meat, it compensates with the lack of the gamy taste that is often associated with native and wild meats.&#13;
&#13;
It is not hard to imagine that all around Iloilo City, Darag has overtaken many businesses. In the wet market of the old town, signages with the phrase ‘Authentic Darag native chicken’ are placed in every direction. Prices of dressed Darag plays competitively well among commercial chickens. Dressed Darag chicken is priced at 350 pesos per kilo, which can be profitable to farmers and sellers.&#13;
&#13;
Darag native chicken dishes have also become a go-to meal for locals and tourists alike. Dishes like ’tinuom,’ ’binakol,’ and ’inasal.’ are the common gateway food to taste the Darag. Many restaurants have been offering Darag dishes on a larger scale as the demand increases. Among the well-known establishments offering popular Darag chicken dishes is JR Rawit’s Native Lechon Manok, which has been in the Darag business for 35 years.&#13;
&#13;
Developing the Darag&#13;
&#13;
The development of Darag Native Chicken started with the initiative of Dr. Cocjin under his tenure at the West Visayas State University in the 1980s. Inspired by Japan’s Hinai-dori, Dr. Cocjin started the research on creating a purified line of Darag in the Philippines. But, just like the mountain ranges of Panay, the task was surely going to be an uphill climb. And the first challenge, of course, was where to start.&#13;
&#13;
Panay has been home to a large population of native chickens. The problem was that these populations were mongrels that presented varying performance and unpredictable characteristics. This situation complicates establishing a genuine population of Darag since a chicken that may look like a Darag based on its physical characteristics may carry recessive genes from other breeds. This means that the next generation of chickens will not be uniform and will again have a diverse set of characteristics.&#13;
&#13;
The solution was to purify the population of the Darag native chickens through targeted selection and breeding. With the combined efforts of researchers from WVSU led by Dr. Cocjin and institutional support from the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD), a successful selection and breeding program gave birth to a population of pure Darag native chickens.&#13;
&#13;
The program entails collecting enough population of native chickens from different parts of Panay and Guimaras as the first generation for breeding. These chickens were chosen by their physical characteristics as defined by the research of Dr. Cocjin.&#13;
&#13;
Through a meticulous selection and breeding process, the researchers developed a purified line of Darag chickens. With each generation being produced, chickens with non-Darag characteristics are taken away from the controlled population to avoid contaminating future generations with other genetic materials. Then, within eight generations of selection and breeding, a pure line of Darag with uniform and predictable characteristics was developed.&#13;
&#13;
Dr. Synan Baguio, Director of the Livestock Research Division at DOST-PCAARRD and an advocate of the Philippine Native Livestock Industry, explains that once purified the Darag breed became a more viable livelihood for farmers.&#13;
&#13;
“Noong ang Darag ay na-purify na natin, na-achieve na natin yung uniformity ng physical characteristics, predictability in production performance, and consistent product quality.” Dr. Baguio explained. With this, farmers are now able to grow Darag without facing the risk of profit loss due to inferior produce.&#13;
&#13;
Investing on tradition&#13;
&#13;
Investing in indigenous and grassroots technology may raise some eyebrows, especially in an era where Science is often related to modernity, big industries, advanced technologies, and bigger profit. It is easy to understand that people fear the risk of the unfamiliar.&#13;
&#13;
However, DOST-PCAARRD saw an opportunity for the native chicken industry. Dr. Baguio explains that the blossoming Darag industry in Panay is an example of reinforcing culture and pride through science as a platform for greater socio-economic development.&#13;
&#13;
“DOST-PCAAARD is supporting the development of Darag native chickens because ethnic delicacy in an area is part of the culture, which when developed properly can be considered one of the cultural prides. And in addition to that, there’s also the opportunity to create a stable livelihood for the farmers and for the processors who would be producing the ethnic delicacies,” said Dr. Baguio.&#13;
&#13;
Indeed, the S&amp;T intervention of dedicated researchers has paved the way for a sustainable Darag industry.&#13;
&#13;
Moving forward, Dr. Baguio promised that the development of Darag would continue. “Ang ating mga breeding and selection activity ay magpapatuloy dahil gusto pa natin na mas pataasin ang produksyon at kalidad ng Darag na isang Philippine Native Chicken.”&#13;
&#13;
He also urged more scientists and researchers to help develop the Darag breed. Currently, DOST-PCAARRD is looking to fund initiatives that will continue to develop the production and sustainability of Darag.&#13;
&#13;
Technology to people&#13;
&#13;
Now that science has guaranteed the authenticity of Darag, the next step is to make sure that it is available to any consumer who wants to get a taste of it. Farmers and growers are the foundation of the industry. Therefore, empowering them is the key to creating a sustainable Darag native chicken economy.&#13;
&#13;
With the developed breeding program of WVSU and supported by DOST-PCAARRD, various trainings and seminars were conducted to capacitate local farmers. These trainings aim to impart the significance of conserving the genetic potential of Darag.&#13;
&#13;
One major leap in the promotion of the Darag native chicken was the creation of the Panay Darag Breeders Association (PADABA) in 2017. The group, consisting of over 100 local farmers, business owners, and former OFWs, aims to make the Darag a strong commodity and provide sustainable livelihood opportunities for farmers.&#13;
&#13;
Agnes Filipinas Moreno, known as ‘Ness’ by her peers, is among the Ilonggo farmers who adopted the breeding program for raising Darag. She is also a PADABA member. Together with her husband, a former OFW, they created a thriving business of breeding and selling Darag.&#13;
&#13;
Sharing her farming expertise, Aling Ness says that the production cost for Darag has been relatively cheaper than other breeds. Feed cost, for example, has been cut down to a minimum due to non-reliance on commercial feeds. Being a native breed, Darag native chickens have developed a healthy gut and can consume a variety of forages, giving them a relative advantage compared to other breeds of chickens that rely on commercial feeds alone.&#13;
&#13;
