INVESTING IN ILOILO CITY’S FUTURE. A group of Uswag scholars share an insightful conversation with Mayor Jerry P. Treñas, underscoring the city government’s commitment to investing in the future of the Ilonggo youth. Through the Uswag Scholarship program and other educational initiatives, the Treñas administration remains dedicated to empowering and nurturing the next generation.

ILOILO City – For 15 years now, the Uswag Scholarship, a pet program of Mayor Jerry P. Treñas since he was a congressman, has benefitted a total of 29,389 Ilonggo students in this southern city.

The scholarship did not just produce graduates but achievers as 419 of them made it with Latin honors. Of the figure, 293 are Cum Laude, 123 are Magna Cum Laude, and three are Summa Cum Laude.

Currently, there are 2,000 students enjoying the Uswag Scholarship benefits for school year 2024-2025, which include P5,000 in cash assistance per semester.

Many of the 27,000 graduate scholars excel in their respective fields, with some now professionals, including doctors, lawyers, accountants, teachers, engineers, and seafarers.

Mayor Treñas said seeing the scholars graduate and contribute to the community, especially by improving the quality of life of their families, is the greatest fulfilment of the program.

“I feel accomplished leaving the Uswag Scholarship as one of my legacies. I am confident that our Uswag leaders will continue this program because it is an investment in the future of our Ilonggo youth, some of whom could be our future leaders,” he said.

For the scholars, the Uswag Scholarship is not just a support system; it has become one of their biggest motivations to excel academically.

“I worked hard in my studies for my parents and for the people who believed in me — especially the Uswag Scholarship program, which became one of my biggest motivations to strive for excellence, not just for myself, but for the community that has supported me,” said Uswag scholar Jean-Ann D. Laurilla, who graduated with a degree in BS Community Development and earned Latin honors at the Iloilo Science and Technology University.

For Laurilla, her scholarship journey doesn’t end with graduation. She vows to continue striving, keep learning, and make a positive impact as her way of giving back to the community.

Another scholar, Keith Bryan P. Palomado, who graduated with a degree in BS Maritime Transportation at John B. Lacson Foundation Maritime University (Arevalo), shared that the financial support provided by the Uswag Scholarship was not only a relief to his family but also instilled in him a sense of responsibility and determination to excel.

“I am proud to have been part of this program, and it inspired me to work hard and achieve my goals. I also appreciate the government’s commitment to education, which made a significant difference in our lives,” Palomado said.

Meanwhile, as chairman of the Local School Board, Treñas emphasized the relentless efforts to improve education in Iloilo City. The construction of school buildings, upgrading of school facilities, increasing resources, and supporting students and teachers remain top priorities.

The commitment to education also includes programs for Early Childhood Care and Development (ECCD) and basic education, with 202 modern ECCD centers built.

All these efforts earned the city the Gawad Edukampyon para sa Lokal na Pamahalaan award for an outstanding ECCD program.

Moreover, through the Special Education Fund (SEF), the Treñas administration has invested over P2 billion since 2019 for the construction and rehabilitation of school buildings, classrooms, and other facilities, benefiting students from early childhood care and development to senior high school.

Additionally, the Iloilo City Community College (ICCC) and the Technical Institute of Iloilo City (TIIC) provide free education and have produced thousands of graduates. In 2023, ICCC introduced new programs, BS in Special Needs Education and BS in Criminology, in addition to BS in Tourism Management and BS in Office Administration

Learning resources were enhanced by setting up library hubs, with seven public libraries in operation and more planned. Private sector donations have included books, computers, and learning materials.

The city’s sports program for the youth, the Iloilo City Sports Academy, was a national finalist for the Galing Pook Award in both 2023 and 2024./PN

ILOILO City – The prominent Lopez family of Iloilo has officially unveiled “The Patrimony of All – Ang Panublion sang Tanan”, an exhibit featuring 16 carefully selected masterpieces by renowned Filipino artists Juan Luna, Felix Hidalgo, Juan Arellano, and Fernando Amorsolo from the Lopez Museum and Library (LML) Collection.

The exhibit, which runs from Nov. 25, 2024 to April 2025, is being held at the UP Visayas Museum of Art and Cultural Heritage (MACH) here.

During the recent press briefing, Mercedes Lopez-Vargas, president of the Lopez Group Foundation, Inc. and executive director of the Lopez Museum and Library, expressed her enthusiasm for bringing these significant works to Iloilo, aiming to showcase Filipino artistic heritage and inspire cultural appreciation.

ComScore Observer
“We hope to show that these artists painted not just what they saw and felt around them but also conversed with what was imagined elsewhere in the world,” shared Lopez-Vargas.

Curated by Dr. Patrick Flores, “The Patrimony of All” also seeks to highlight the rich architectural heritage and cultural legacy of Iloilo, blending the visual arts with the historical identity of the city.

“The Patrimony of All” is part of the celebration of the 77th Year of the University of the Philippines’ Presence in Iloilo, marking a significant cultural milestone for the city.

The project was conceived by former senator Franklin Drilon in 2019 and realized through the support of Sen. Loren Legarda.

Although the Lopez family, its foundations, and corporations are based in Metro Manila, they remain deeply connected to Iloilo, their province of origin.

For over a century, the family has demonstrated a deep commitment to community welfare through their entrepreneurial, civic, and philanthropic initiatives.

During a devastating famine in Iloilo in 1878, Kapitan Eugenio Lopez and his brother Claudio organized relief operations funded from their own resources to aid the affected population.

During the Guimaras Oil Spill in 2006, the family donated 15 hectares of land to families impacted by the disaster, providing them with both shelter and livelihood programs to help rebuild their lives.

These acts of generosity reflect the Lopez family’s dedication to uplifting communities and supporting social development, a legacy they continue to honor through cultural initiatives like “The Patrimony of All” and their ongoing philanthropic efforts.

Beyond providing assistance during times of crisis, the Lopez family has long recognized that building a community requires long-term investment in both its people and the heritage they cherish.

In the 1950s, Kapitan Eugenio’s son and namesake, Eugenio Sr., initiated a program to improve educational facilities, laying the foundation for the Lopez family’s ongoing commitment to education and community development.

Eugenio Sr.’s children and grandchildren also have continued this legacy through various social development projects.

These include several initiatives focused on the town’s growth and welfare in Jaro; the Gawad Kalinga, which contributed to the empowerment of impoverished communities; the Bantay Kalusugan, a program aimed at reducing malnutrition in the region; and skills development and training to supporting weaving collectives and indigenous groups, empowering local artisans and communities to preserve and thrive in their traditional crafts.

Ingrained in the Lopez family and its institutions is an appreciation for the depth and breadth of Philippine cultural heritage, recognizing the importance of preserving and sharing the rich history and traditions of every part of the country.

This spirit of cultural appreciation has driven significant initiatives such when Oscar Lopez personally funded the restoration of the Jaro Cathedral, ensuring that this important historical and cultural landmark in Iloilo would be preserved for future generations./PN

<text>Repair to jack up Ungka flyover’s cost to nearly P1 billion
By Ime Sornito -Wednesday, May 17, 2023

ILOILO – When fully repaired, the cost of the newly-built but defective P680-million flyover in Barangay Ungka II, Pavia town would have ballooned to nearly P1 billion.

The repair is estimated to cost at least P250 million.

But where will the repair budget come from?

There are no funds available for that this year, according to the Department of Public Works and Highways (DPWH), which means the four-lane, 453.70-meter long flyover would remain unserviceable.

The Ungka flyover was opened to traffic on the second week of September 2022. But after just two weeks, DPWH closed it due to vertical displacement. Three piers were found to be sinking.

Local chief executives (LCEs) in the city and province of Iloilo urged DPWH not to dilly-dally.

“Kinahanglan padasigon pagpangita sang fund (by) all the means…Ginadalian naton ang pagkay-o sang Ungka flyover,” Gov. Arthur Defensor Jr. told Panay News.

Third-party consulting firm Abinales Associates Engineers + Consultants which DPWH tapped to conduct a geotechnical audit of the flyover said the repair could take 10 months. It found not just three piers sinking but all of the flyover’s 16 piers although by varying degrees.

While waiting for the repair, Defensor said the provincial government would improve alternate routes to lessen the inconvenience of travelers suffering from traffic congestion in Barangay Ungka II, Pavia and Barangay Ungka, Jaro, Iloilo City.

“Ang punta dira kwarta mo, ti, kon waay ka budget considering the magnitude of the amount needed, ti, basi mahulat kita next year,” said Mayor Jerry Treñas of Iloilo City.

If DPWH has some savings, it could be used for the repair, he suggested.

Treñas is also looking at the possibility of seeking the help of Ilonggo congressmen.

He requested, too, that DPWH find funds to expropriate some houses that will be affected by the road widening beneath the Ungka flyover to ease the traffic congestion there.

Engr. Adam Abinales, managing partner of Abinales Associates Engineers + Consultants, recommended additional bored piles for piers 4, 5 and 6 – the three piers with the most pronounced vertical displacement or sinking.

“To drive the additional bored piles, affected existing prestressed concrete (PSC) girders on the coping beam will be removed and replaced if necessary since large equipment shall be used for drilling and driving bored piles,” he said.

The additional bored piles at piers 4, 5 and 6 should have a depth of 40 meters or more, he added.

Currently, the bored piles are only 28 meters deep in pier 4 and 26 meters deep in piers 5 and 6.

For the remaining 13 piers, Abinales recommended underpinning the existing piers and abutments, including existing bored piles, by intense jet grouting.

The jet grouting should be 100 meters deep to arrest the settlement, added Abinales.

If the repair, which is estimated to last for around 10 months, begins in January 2024, Ilonggos could use the flyover by the last quarter of 2024 or first quarter of 2025.

Below is the cumulative settlement recorded on piers 4, 5 and 6 from May 13, 2022 to April 14, 2023:

* pier 4 – 431 millimeters

* pier 5 – 583 millimeters

* pier 6 – 488 millimeters

The cumulative settlement recorded on the remaining piers, including abutments, from May 13, 2022 to April 14, 2023:

Many of our tourism offices abroad, embassies and consulates are hard put with materials to present to prospective visitors to the country. This publication will enable them to have a ready reference of Western Visayas in the Philippines. Tour operators, travel agencies and other institutions catering to the business of travel and tourism have often found difficulty in assisting clients due to lack of information. They, too, will find package tours they can promote. Even schools and students who are into research and term papers will find this book a rich source of information.

<text>FAMILY PLANNING MONTH: Iloilo Provincial Health Office offers free ‘no scalpel vasectomy’ for men
By Ime Sornito -Thursday, August 8, 2024

ILOILO – To engage more men in modern family planning methods, the Iloilo Provincial Health Office (IPHO) and the Iloilo Provincial Hospital (IPH) in Pototan town are offering free “no scalpel vasectomy” services this August, declared as Family Planning Month.

Dr. Rodney Labis, chief of the IPHO’s Health Service Delivery Division, acknowledged that the uptake for vasectomy remains low, possibly due to misinformation and misconceptions prevalent in the community.

“The no scalpel vasectomy is a safe and effective procedure that greatly benefits couples who do not wish to have more children,” he explained.

The procedure is performed in the outpatient department, involves minimal pain, and allows for quick recovery.

Highlighting the importance of involving men in family planning, Dr. Labis emphasized that the campaign this month focuses on promoting the no scalpel vasectomy.

The procedure is offered for free at IPH throughout August, and interested clients are encouraged to reach out through the IPHO Facebook Page or contact via email at ipgfptc@gmail.com or mobile at 0969-499-5423.

This year’s Family Planning Month theme, “Panalo ang Pamilyang Planado: Tara Usap Tayo sa Family Planning”, aims to raise awareness and underscore the significance of family planning for the overall health and well-being of the Ilonggos.

Dr. Labis said most Rural Health Units (RHUs) provide family planning counselling, allowing clients to understand and voluntarily choose the most suitable method.

RHUs introduce various effective family planning methods, including pills, condoms, injectables, implants, and IUDs.

Additionally, some district hospitals like IPH offer permanent family planning options such as tubal ligation for women and no scalpel vasectomy for men.

Dr. Labis also pointed out the benefits of family planning, which helps couples focus on household priorities such as family health, purchasing basic needs, promoting gender equality, supporting sustainable population growth, reducing poverty, and fostering economic development.

Moreover, proper timing and spacing of births through family planning can significantly reduce the risk of mortality and illness in mothers and infants.

The IPHO, along with the Provincial Population Office, Hospital Management Office, Department of Health, Commission on Population and Development, RHUs, district hospitals, and partner agencies, are intensifying their family planning campaign not only for this month but throughout the year, aiming to reach women of reproductive age across the region./PN

ILOILO City – In just four years, Western Visayas’ farm schools have sparked an agricultural renaissance among local students, turning classrooms into green hubs for sustainable food production and economic resilience.

With nearly 8,000 junior high school students now embracing farming education, the region is cultivating a generation geared towards self-sufficiency and entrepreneurship.

Under the initiative led by the Department of Education (DepEd), 31 farm schools across Western Visayas now offer courses that go beyond traditional agriculture, introducing students to fisheries, livestock, and entrepreneurial skills.

Dr. Elena Gonzaga, curriculum and learning management division chief, highlighted the program’s emphasis on hands-on learning tailored to the region’s unique environment, stating, DepEd is building knowledge that meets local needs, preparing students not just for jobs, but for ownership in food production.

The initiative has attracted attention nationwide, with other regions eager to replicate Western Visayas’ success. Regional Director Ramir Uytico is pushing for further support to scale these efforts, noting the program’s potential to alleviate local poverty and hunger through a new generation of skilled young farmers.

Initial funding of P106 million has bolstered the schools, and Uytico aims to secure continued backing from DepEd’s central office.

Schools are already branching into unique projects to create localized agricultural solutions. The Jayobo Farm School in Lambunao, Iloilo, has integrated native pig farming and plans to launch a community talipapa where students can sell their produce, generating income for the program and financial rewards for learners.

“If we want to eradicate poverty and hunger, support our farm schools,” Uytico said.

Iloilo City’s farm school, supported by the local government, plans to incorporate hydroponic farming alongside mushroom culture, adding a sustainable urban agriculture element to its curriculum.

By expanding into commercial partnerships, the farm schools hope to attract support from local hotels and restaurants, building a market for student-grown products and further enhancing the viability of these educational programs.

As these farm schools take root, they not only promise food security but also pave the way for young minds to become entrepreneurs and environmental stewards. (With a report from the Philippine News Agency)/PN
