<text>Capitol looks to CSC on exec’s FB posts on Treñas
By Ime Sornito -Tuesday, July 23, 2024
Lujan, Treñas
Lujan, Treñas

ILOILO – Gov. Arthur Defensor Jr. formed a fact-finding committee to investigate Facebook posts by Provincial Public Information and Community Affairs Office (PICAO) head Jose Nereo Lujan.

The posts in question pertained to Iloilo City’s Mayor Jerry Treñas.

However, the fact-finding committee is temporarily on hold as they await recommendations from the Civil Service Commission (CSC) Region 6.

Atty. Dennis Ventilacion, head of the Provincial Legal Office, said the CSC might either take over the investigation or allow the provincial government to proceed, depending on its assessment of the situation.

As the governor ordered, the committee’s probe would determine if the Facebook posts constituted misconduct or conduct prejudicial to the best interest of service, or may have violated the Civil Service Commission’s 2017 Rules on Administrative Cases.

On May 21, Treñas filed a complaint for cyber libel against Lujan before the Iloilo City Prosecutor’s Office.

In Executive Order No. 151 establishing the committee, Defensor designated Atty. Mae Therese Albacete of the Provincial Legal Office as chair.

The committee also includes Maribel Fabales from the Human Resource Management and Development Office and Atty. Lingelu Pedregosa from the General Services Office.

According to Ventilacion, this action followed a show cause order issued by Defensor on May 23, 2024, which required Lujan to respond to the allegations within three days.

Lujan submitted a written response on May 28, 2024. Following this, on May 29, the Provincial Legal Office recommended the formation of the investigative committee.

The controversy between Treñas and Lujan escalated following the Iloilo City Government’s decision to demolish the old façade of Iloilo City’s historic Central Public Market for redevelopment, which Lujan contested.

Lujan subsequently filed administrative charges against Treñas at the Office of the Ombudsman-Visayas. The charges included grave misconduct, abuse of authority, and conduct unbecoming.

According to Lujan, the demolition was without clearance from the National Historical Commission of the Philippines.

He asked the Ombudsman to place Treñas under preventive suspension while the investigation is ongoing./PN

              <text>Dengue infections surge by 130% in Iloilo; more towns report clustering of cases

By Ime Sornito -Wednesday, July 24, 2024

ILOILO – A surge in dengue fever cases has been reported across the province, with 31 of its 43 municipalities, including Passi City, experiencing clusters of cases, the Iloilo Provincial Health Office (IPHO) confirmed.

In the recent update covering the 28th morbidity week of 2024, the province has witnessed a dramatic 130% increase in dengue cases compared to the same period last year, with figures rising from 893 to 2,053 cases and five fatalities.

Dengue fever is a mosquito-borne viral infection causing severe flu-like symptoms and potentially life-threatening complications.

During just one week, from July 6 to July 13, the province reported 348 new cases.

Passi City leads with the highest number at 40, followed by Dumangas (26), Dingle (17), Calinog (16), and Janiuay (11).

Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO, expressed particular concern over the increase in barangays with clustered cases, now totalling 79 across the province.

Clustering is defined as three or more reported cases within four consecutive weeks in the same area.

The municipalities with clustering of dengue cases in barangays are the following:

* Ajuy – Poblacion (three) and Progreso (four)

In response to the escalating situation, the Sangguniang Panlalawigan (SP) passed a resolution mandating all barangays to implement the “Aksyon Barangay Kontra Dengue” (ABKD) initiative, involving local communities in efforts to eradicate mosquito breeding sites, especially during the rainy season.

Quiñon also urged schools in affected areas to conduct indoor residual spraying to protect students as classes are set to resume on July 29.

She stressed that dengue is non-discriminatory in terms of age, affecting all groups, though predominantly those under 20 years old.

Despite the rising cases, Quiñon clarified that the province is still below the alert and epidemic thresholds.

To reach the alert threshold, Iloilo would need to report 1,257 new cases by the end of the 28th morbidity week, while 1,840 cases would push it into the epidemic threshold.

The alert threshold serves as an early warning system, whereas the epidemic threshold requires an urgent health response.

Here are the 10 municipalities with the highest dengue cases since January: Passi City (137), Lambunao (130 cases with one death), Badiangan (97 cases with two deaths), Calinog (97), Oton (88), Dumangas (81), Dingle (71), Miag-ao (66 cases with two deaths), Lemery (65), and Janiuay (63 cases).

ILOILO City – The officer-in-charge (OIC) of the Iloilo City Police Station 10 (ICPS-10) was relieved from post less than a month following the new station’s inauguration.

Outgoing ICPS-10 OIC Captain Nonito Venteroso Jr. was temporarily replaced by Lieutenant Colonel Rene Obregon, the chief of the city’s Mobile Patrol Unit.

In a Panay News interview on Monday, July 22, with Colonel Joeresty Coronica, outgoing director of the Iloilo City Police Office (ICPO), he declined to provide further details on the reasons behind Venteroso’s relief from duty, adding that the action taken was for the welfare of everyone, particularly within the ICPO.

He only described his decision using the Latin phrase “res ipsa loquitor,” which means “the thing speaks for itself.”

ICPS-10, located in Barangay San Rafael, Mandurriao district, is one of the four newly established police stations in the city which were inaugurated on July 2.</text>

              <text>While much have been said and written about Dinagyang as a religious festival and as a cultural celebration, there are sparser conversations about the annual festivity as street theater.

Watch one, even just one, performance of a competing tribe and you will encounter the essential elements of the theatre magnified in the most spectacular dimensions; of course, at its core would be the creative storytelling and the deep-seated characterization that gives the celebration much of its festive spirit.

Yet this piece of street theater that makes its presence felt every January is often viewed and understood through a purely devotional or cultural lens. What of its thespian aspect – to paraphrase Whitman’s verse, the performed compendium of powerful plays that goes on annually?

For even in its most basic staging, the Dinagyang is inherently a public spectacle, requiring a public arena and the public gaze. Not unlike the dramaturgy of ancient Athens or the rotund spaces of the Elizabethan theatre, it is cut as communal art and entertainment. In the reiteration of narratives, the rhythmic statements of musical themes and motifs, the ostentatious display of pageantry and costumery, and the mise-en-scène of set designs is the coming together of artists and audience to retell once more the stories the build up our imagined past and heritage.

With such, the festival fulfills the basic function of theatre: in retelling these legends and plots, it takes slices of mythological time – that is, a recurring ‘present’ transcending chronological time – and projects the events in a shared space, as informal instruction or sheer diversion. It then becomes a meeting place where the contemporary must come to terms with the ‘re-imagined’ past, an aspect of theatre that has not changed much since the times of Sophocles or Shakespeare.

By understanding or reinterpreting what is believed to be plausible (though not necessarily factually true) in this past, the Dinagyang infuses a religious verve to the mythology. Beneath the feathery plumes and chromatic headdresses, the overly ornate spears and shields, the hypnotic drumbeats and skirls, the frenetic leaping and swaying of heroes and warriors, and the gargantuan sets and props looming and moving through the streets are the integral legends of Ilonggo heritage intertwined with a populist and intense devotion to the Santo Niño.

At the heart of the festival’s storytelling is its remarkable characterization. Albeit the absence of a spoken script, choreographic movement and gestural nuance performed en masse move the plot forward. Augmented by theatrical cosmetology, costumery, and heavily rhythmic notation, the Dinagyang can easily be charged with exoticism – yet for some reason, our Ilonggo sensibilities do not find this masquerade of blackface racist or culturally inappropriate at all.

Ultimately, Dinagyang as street theater involves both performer and onlooker. More than just the execution of theatrical elements, there is the encouragement to the audience to take part in the performative and thus, the festival climaxes to the carefree street-dancing and merrymaking of its evenings, an elusive reminder that the theatrical art in its Athenian infancy was a Bacchic festival, replete with wine, choric song, and bawdy humor.

One hears in the panáad an echo of the invocation to the divines recited by the masked Chorus at the start of the drama. In the sádsad and dagyang at the streets, we see glimpses of a modern and subdued bacchanalia while the Dionysian rites of alcoholic libations and burnt oblations are reincarnated by the evenings’ merrymaking inebriated with beer and barbecue of the food stalls.

January of next year would find the same spectacle staged at our streets – and quite rightly so. The theatricality of the Dinagyang is the Ilonggos’ effusive outburst of religious fervor melded through an amalgamation of artistic mediums, familiar yet also fresh to their sensibilities.

The stories will be somehow similar to the previous years’, the musical instruments will be the same, the visual designs thematically parallel to previous performances, but they will always be new to the audience, locals and tourists alike. After all, the Dinagyang is street theater: there is nothing inherently original there, only the novel and the well-loved that makes the powerful play go on.

              <text>PBBM’s third SONA disappoints Ilonggo Kabataan party-list rep

By Ime Sornito -Wednesday, July 24, 2024

Kabataan party-list’s Cong. Raoul Manuel wore a protest barong at this year’s State of the Nation Address. His barong features a “mural of an alternative future envisioned by Filipino youth painted as a toga hood,” the party-list said on its Facebook post.

ILOILO – President Ferdinand “Bongbong” Marcos Jr.’s third State of the Nation Address (SONA) on Monday, July 22, lacked concrete plans to address pressing issues such as high commodity prices, job scarcity, low wages, and the education crisis, said Kabataan party-list’s Cong. Raoul Manuel of Iloilo City.

Manuel also criticized President Marcos’ plan to incorporate technical-vocational education and training (TVET) into the K-12 program, arguing that it would exacerbate existing issues within K-12 education.

During the SONA, President Marcos highlighted the significant rise in enrollment rates in higher education and technical-vocational programs, emphasizing the potential of TVET in maintaining high employment rates.

“Statistics do not lie. Eight out of 10 TVET graduates find decent jobs,” Marcos said, promising that TVET would play a key role in empowering Filipinos.

The President also announced that the Department of Education, Commission on Higher Education, Department of Labor and Employment, and Technical Education and Skills Development Authority will work together to integrate TVET into the Senior High School curriculum.

He mentioned upcoming advances in robotics, artificial intelligence, and Internet of Things at TVET Innovation Centers, including specialized courses in cybersecurity and creative industries.

However, Manuel was unimpressed with the President’s mention of his foreign trips without detailing the investment returns from these trips.

He also pointed out the lack of new developments regarding the West Philippine Sea, noting that the administration’s strategy still heavily relies on the United States to assert Philippine sovereign rights.

In his SONA, President Marcos reassured that the Philippines would continue to assert its territorial rights through peaceful and diplomatic means, especially as the country prepares to host the ASEAN Summit in 2026.

He emphasized the importance of enhancing national aerial and maritime awareness and strengthening defense through self-reliance and international partnerships.

Towards the end of his address, Marcos announced the directive to the Philippine Amusement and Gaming Corporation to cease the operations of Philippine Offshore Gaming Operators (POGOs) by year’s end.

Manuel, however, remains cautious, urging for the ban to be legislated to prevent potential circumventions.

He highlighted the ongoing efforts to pass House Bill 10525, proposed by the Makabayan coalition, which seeks to formally ban POGOs due to their connection with various illegal activities.

“Saving grace ng SONA niya ang POGO ban. Pero di pwedeng hanggang salita lang yan, gaya ng verbal reclamation ban na naikutan din ng ilang malalakas na kumpanya. Dapat nakasulat para hindi makalusot ang alin mang POGO sa bansa. Kaya nais natin na maipasa kaagad ang House Bill 10525,” Manuel told Panay News.</text>

              <text>Target missed: Western Visayas suffers from low vaccination rate – PBBM

By Ime Sornito -Wednesday, July 24, 2024

A total of 160,897 children in Western Visayas are targets for routine immunization this 2024. However, only 49,191 children or 30.57% have been vaccinated as of June.

ILOILO City – Western Visayas continues to face challenges in meeting national immunization targets, as highlighted by no less than President Ferdinand “Bongbong” Marcos Jr. himself during his third State of the Nation Address (SONA).

Despite the Department of Health (DOH) prioritizing immunization as one of the eight key health outcomes, the region still records some of the lowest coverage rates in the country.

During the SONA, President Marcos emphasized the administration’s commitment to enhancing health through preventive measures, including vaccinations, especially in regions like Western Visayas and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), where he said less than half of the targeted population is vaccinated.

“Continuously, we chase after the goal of vaccinating our infants and children, particularly in these areas,” said Marcos.

Dr. Adriano Suba-an, director of DOH Region 6, detailed these health priorities during a recent Kapihan sa Bagong Pilipinas hosted by the Philippine Information Agency. He noted that a comprehensive review led to the selection of these priorities, believing targeted interventions could significantly improve regional health outcomes.

Despite these efforts, Region 6 has struggled to reach the target immunization rate of 95%. Since 2018, coverage rates have fluctuated:

* 2018 – 63.15%

* 2019 – 69.30%

* 2020 – 71.02%

* 2021 – 65.68%

* 2022 – 59.52%

* 2023 – 61.36%

Routine immunizations in the region include vaccines for tuberculosis, diphtheria, tetanus, pertussis, BCG, hepatitis, measles, rubella, and the oral polio vaccine.

Data from the Iloilo Provincial Health Office (IPHO) showed 160,897 children in Western Visayas are targets for routine immunization this 2024. So far, 49,191 children or 30.57% have been vaccinated as of last month, indicating a significant shortfall.

The vaccination coverage by province and highly urbanized cities in the first half of 2024 is as follows:

* Aklan – 24.55% (3,004 of 12,236 children)

* Antique – 31.99% (4,125 of 12,896 children)

* Capiz – 30.55% (4,619 of 15,118 children)

* Guimaras – 31.01% (1,136 of 3,663 children)

* Iloilo – 32.48% (12,691 of 39,077 children)

* Negros Occidental – 31.04% (17,731 of 57,118 children)

* Bacolod City – 23.43% (2,643 of 11,280 children)

* Iloilo City – 34.57% (3,242 of 9,509 children)

Further efforts are needed as Region 6 plans to catch up on vaccinating an additional 111,706 children by the end of 2024.

In 2023, the region’s accomplishment rate for routine immunization was at 61.36 percent, broken down (per province and highly urbanized cities) as follows:

* Aklan – 51.04%

* Antique – 59.53%

* Capiz – 60.70%

* Iloilo – 68.90%

* Negros Occidental – 61.41%

* Bacolod City – 40.24%

* Iloilo City – 70.61%

On the other hand, the regional accomplishment rates for measles-rubella and oral poliovirus vaccine supplemental immunization activity (MR-OPV SIA) in 2023 were 81.41%, with individual areas showing varied success:

* Aklan – 66.72%

* Antique – 68.6%

* Capiz – 74.06%

* Guimaras – 73.41%

* Iloilo – 89.98%

* Negros Occidental – 89.72%

* Bacolod City – 64.74%

* Iloilo City – 73.89%

For Iloilo province, Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO, urged parents to vaccinate their children against vaccine-preventable diseases, and acknowledged the role of health workers who have managed to reach an immunization rate of 68.90% in Iloilo Province in 2023, the highest in the region.</text>

              <text>Be men and women of integrity, SC justice tells CPU law grads

By Panay News -Wednesday, July 24, 2024

Supreme Court Associate Justice Maria Filomena D. Singh served as the speaker during the Central Philippine University College of Law’s commencement rite of 30 law graduates on Monday, July 22.

BY GEROME DALIPE IV

ILOILO City – Supreme Court Associate Justice Maria Filomena D. Singh urged graduates of the Central Philippine University (CPU) College of Law to become men and women of integrity, particularly when they become lawyers.

In her speech during the college’s commencement exercise, Singh underscored the importance of keeping one’s integrity, saying that in this modern world, only a few people have unquestionable integrity.

“Pursue your dreams, but never forget that you must be ruled by the law and guided by your ethical values. Never lose sight of your goals. Remember that not all the money in the world can buy you a good name and reputation. It is the best legacy you can leave behind,” said Singh.

Singh, the 194th associate justice of the tribunal, served as the speaker during the CPU College of Law’s commencement rite of 30 law graduates on July 22.

In her speech, Justice Singh stressed that the true power of legal education lies in how members of the Bar choose to apply it.

“It is my sincerest wish that you apply it not just with dedication, but with integrity. Integrity to me is the most precious commodity in the whole world. It is also the rarest. A lawyer with integrity acts with independence, propriety, fidelity, competence, diligence, equality, and accountability,” said Singh.

The magistrate also encouraged the law graduates to “serve and pay back” to their families, schools, cities, and country.

“Go forth and conquer. Today, your life commences on a new path of service not just for your family, but for the country coupled with the faith in God and the kindness of each other. You will be the instrument of good and beacon of hope,” said Singh.

The magistrate said the law profession is now both empowered and beleaguered by technological advancements, noting the new mode of transforming how law is practiced is not always for the better.

“As future lawyers, you will play a key role in shaping the future of our legal system. Legal education has given you the knowledge, the skills, and the tools to navigate this evolving landscape and to drive change,” said Singh.

Remember that you are not just for yourself. You are becoming lawyers for society. You are all equipped to be in this noblest profession where you can make a positive impact on the lives of others.

Singh said the commencement rite is a day of great celebrations as the college bestows upon the law graduates their Juris Doctor degrees, signifying the completion of four years of legal education.

“But more than the ceremony, today also served as a chance for you to reflect on the journey that you have taken. It is the occasion to remind you of the purpose why you chose to take on this journey,” she added.

Likewise, the magistrate said the commencement rite is also the celebration of love, patience, generosity, charity, and kindness.

“Indeed, the study of the law is not a thing that can be achieved simply or easily. It requires the honing of a mind, deepened reasoning and critical thinking, and the acquisition of interpersonal skills that would make you ready to engage with your future clients and colleagues, and with justices and judges before whom you will appear. Most importantly, instilling ethical values that would guide you down the path you choose from here on,” said Singh.

The magistrate reminded the graduates that being now full-pledged Juris Doctors “carries with it the gravitas that you should hold and keep from any impropriety or illegality.”

“Remember that the title you earned today is not a mere ornament for showing off. Lawyering is the noblest profession. Without lawyers, no one will uphold the rule of law and society can exist and survive without the rule of law,” said Singh.</text>

              <text>WV economy surpasses P1 trillion mark in 2023; But region faces potential decline with NIR formation

By Ime Sornito -Wednesday, July 24, 2024

Marlene Alviar, chief statistical specialist of the Philippine Statistics Authority Region 6, said 2023 marked the first time Western Visayas hit the trillion-peso Gross Domestic Product mark. She added that among the primary contributors to the economic acceleration last year were the services and industry sectors.

ILOILO City – The Gross Domestic Product (GDP) of Western Visayas reached a milestone by exceeding P1 trillion in 2023, data from the Philippine Statistics Authority (PSA) showed.

The region’s GDP, which stood at P874.09 billion in 2021, climbed to P955.14 billion in 2022, marking a 9.3 percent growth, the highest among all regions in the country for that year.

In 2023, the GDP further increased to P1.024 trillion, representing a 7.2 percent growth from the previous year.

Marlene Alviar, chief statistical specialist of PSA Region 6, said 2023 marked the first time Western Visayas hit the trillion-peso GDP mark.

“This signifies the monetary value of all products and services produced in the region,” Alviar explained.

The primary contributors to the economic acceleration in 2023 were the services sector, contributing 62.7 percent or P542.05 billion, followed by the industry sector with 21.6 percent or P220.93 billion, and agriculture, forestry, and fisheries contributing 15.7 percent or P161.29 billion.

In terms of growth rates among provinces and highly urbanized cities, Aklan led in 2022 with a growth of 22.5 percent, reaching P63.57 billion. It was followed by Bacolod City and Iloilo City with growth rates of 9.8 percent and 8.5 percent respectively.

Other significant contributors included Guimaras, Capiz, Antique, and Negros Occidental.

But the region faces potential economic shifts with the creation of the Negros Island Region (NIR), which separated Negros Occidental and Bacolod City from Western Visayas.

“Negros Occidental and Bacolod City accounted for nearly 40 percent of the region’s GDP in 2022. With their potential separation, we anticipate a substantial reduction in the region’s GDP,” Alviar said.

Despite the potential GDP reduction, Alviar remains confident that other provinces can compensate for the economic impact of Negros’ separation, citing sectors like fisheries, agriculture, and manufacturing as areas where provinces like Iloilo could excel.

Additionally, the regional economic growth has broader implications for the well-being of the residents.

“While the benefits of economic growth may not be immediately felt, they foster an environment that generates employment, thereby providing income that helps families afford basic needs,” explained Nelida Amolar, officer-in-charge of PSA-6.

She also emphasized that booming industries and infrastructures facilitate easier and cheaper transportation of goods from rural areas to urban markets.

Moreover, the economic upliftment has contributed to a decrease in the poverty rate from 18.1 percent in 2021 to 15.5 percent in 2023, significantly impacting the overall quality of life in the region.</text>

By Panay News -Wednesday, July 24, 2024

BY JB CERBAS

ILOILO City – The Police Regional Office 6 (PRO-6) seized approximately P235 million worth of illegal drugs from 1,208 operations across Western Visayas in the first half of this year.

From January to June, different police units confiscated 34,297 grams of shabu with an estimated street value of P233 million and 20,200 grams of marijuana valued at P2.4 million.

PRO-6 data also showed that 1,600 drug suspects were arrested.

Here is the breakdown of the number of arrests per police unit:

* Negros Occidental Police Provincial Office (PPO) – 593

* Iloilo City Police Office (CPO) – 300

* Iloilo PPO – 270

* Bacolod CPO – 205

* Regional Police Drug Enforcement Unit 6 – 72

* Capiz PPO – 67

* Aklan PPO – 39

* Antique PPO and Guimaras PPO – 27 each

Brigadier General Jack Wanky, PRO-6 director, commended the police units and likewise emphasized the crucial role played by local government units, communities, and other stakeholders in providing vital information for the success of the campaign against illegal drugs.

“May the number of arrests serve as a stern warning to those who still engage in the illegal drugs trade to stop and surrender to authorities. If you opt to continue in your illegal activity, surely you will end up in jail,” Wanky added.</text>
