<text>DOH cautions Ilonggos vs surge of ‘W.I.L.D.’ diseases
By Neljoy N. Galigao -Monday, January 12, 2026

ILOILO — With persistent rains raising the risk of disease outbreaks, the Department of Health (DOH) in Western Visayas has issued a health advisory urging Ilonggos to remain alert against a cluster of illnesses linked to flooding and wet weather, collectively referred to as W.I.L.D. diseases.

Health officials warned that increased rainfall heightens exposure to waterborne diseases, influenza-like illnesses, leptospirosis, and dengue fever, as flooding, stagnant water, and damp conditions create ideal environments for pathogens and disease-carrying mosquitoes.

Waterborne diseases such as cholera, hepatitis A, and diarrhea may spread when sewage systems overflow and contaminate water sources.

DOH Region 6 advised the public to boil or properly treat water before drinking or using it for food preparation.

Influenza-like illnesses, which present with fever, cough, sore throat, muscle aches, and fatigue, also tend to increase during cool and damp weather. Health authorities stressed the importance of regular handwashing and avoiding close contact with sick individuals.

Leptospirosis, a potentially fatal bacterial infection, can be contracted through floodwaters contaminated with the urine of infected animals, particularly rats. Symptoms include high fever, severe headache, muscle pain, and jaundice.

DOH-6 emphasized that individuals exposed to floodwaters should seek medical attention immediately if symptoms appear, as early diagnosis is critical.

Dengue fever, meanwhile, remains a major concern during the rainy season as the Aedes aegypti mosquito breeds in stagnant water. High fever, joint pain, extreme fatigue, and severe headaches are among its symptoms. Residents were urged to eliminate standing water around homes and use mosquito repellents.

“To safeguard yourself and your family, stay informed by keeping an eye on weather updates and health advisories,” DOH-6 said.

The health department also reminded the public to monitor advisories, limit exposure during heavy rains, and promptly consult healthcare providers if symptoms develop.

Those experiencing illness were advised to contact the DOH Teleconsultation Hotline at 1555 (Press 2) for immediate medical guidance.

“Prioritize your health and safety, and encourage your neighbors to do the same,” DOH-6 added./PN

<text>DOH-6 activates regional dengue taskforce as infections spread
By Ime Sornito -Tuesday, August 13, 2024

ILOILO City – The Department of Health (DOH) in Western Visayas has activated the Regional Dengue Task Force and bolstered inter-agency collaboration to strengthen outbreak preparedness and response strategies as dengue cases continue to surge.

During a virtual press conference on Monday morning, August 12, led by Dr. Bea Camille Natalaray, Medical Officer IV and head of the Emerging and Re-Emerging Infectious Disease (EREID) unit of DOH Region 6, it was announced that multiple agencies have been mobilized to address the escalating situation.

The task force includes several units of DOH-6 such as the Surveillance, Supply, Communications Management, and Health Facility Development units, all playing integral roles in dengue response.

Additionally, the inter-agency collaboration involves at least 12 government bodies including the Department of Interior and Local Government, Department of Education, Department of Social Welfare and Development, Philippine Information Agency, and others, conducting meetings to enhance dengue prevention efforts.

As of August 3, 2024, the Regional Epidemiologic Surveillance Unit (RESU) reported a total of 10,188 dengue cases with 1,743 new cases for morbidity week 31, marking a 114 percent increase compared to the same period in 2023.

There have been 20 reported deaths, representing a 0.2 percent case fatality rate.

The most affected age group is 1 to 10 years old, making up 36 percent of the total cases.

Natalaray emphasized the need to focus prevention activities on school-aged children, particularly by extending the 4S strategy in schools.

The 4S strategy includes searching and destroying mosquito breeding sites, self-protection measures, seeking early consultation for symptoms, and supporting fogging and spraying efforts.

Here is a breakdown of the dengue cases per province and highly-urbanized city as of the latest data:

* Aklan – 1,319 cases, one death

* Antique – 637 cases, one death

* Capiz – 1,083 cases, three deaths

* Guimaras – 809 cases, one death

* Iloilo – 3,914 cases, six deaths

* Negros Occidental – 1,584 cases, six deaths

* Bacolod City – 360 cases, one death

* Iloilo City – 482 cases, one death

In response, DOH-6 has implemented several measures including training for health workers in dengue case management and vector surveillance, deploying monitoring teams to hotspot areas, and distributing mosquito control and diagnostic commodities to Local Government Units.

Dr. Ma. Sophia S. Pulmones, officer-in-charge director IV of DOH-6, endorsed the renewed emphasis on the 4S Strategy, particularly as the new school year begins, to bolster the community’s defenses against the dengue virus.

Region-wide 523 barangays reported clustering of dengue cases in the following provinces and cities: Aklan (64), Antique (16), Capiz (51), Guimaras (46), Iloilo Province (234), Iloilo City (23), Negros Occidental (76), and Bacolod City (14).

“Ma-consider naton ang barangays nga may clustering of cases kon there are more than two ang kaso sa isa ka bulan sa sina nga barangay,” said Natalaray./PN

<text>DOH-6 rolls out quake guide for families with autism, flags disaster vulnerability
By Neljoy N. Galigao -Monday, January 26, 2026

ILOILO City – With earthquakes posing a constant threat in Western Visayas, the Department of Health (DOH) has launched a specialized Earthquake Preparedness Guide aimed at helping families with persons with autism navigate emergencies, addressing long-standing gaps in disaster readiness for individuals with special needs.

DOH Region 6 said the guide responds to the heightened risks faced by persons with autism during disasters, as sensory sensitivities, communication barriers, anxiety, and sudden changes in routine can significantly hinder their ability to respond to fast-moving emergency situations. The department noted that families with children with disabilities often face greater barriers to preparedness, making tailored guidance essential.

The guide outlines why persons with autism can be more vulnerable during earthquakes, citing sensory overload from noise and crowds, difficulty processing rapid instructions, and disruptions to routines that may trigger distress or meltdowns.

It also explains what caregivers can expect when the ground shakes and how to manage reactions during and immediately after a seismic event, including the use of visual supports and clear, simple instructions.

A key feature of the guide is a detailed 72-hour Go Bag checklist designed specifically for persons with autism. Recommended items include waterproofed important documents, non-perishable food and water, medications and hygiene supplies, communication devices and visual cards, sensory tools such as headphones and fidgets, comfort items, and power banks to keep essential devices running.

The guide also underscores the need for low-stimulation, predictable environments in evacuation shelters, warning that chaotic settings can worsen distress among persons with autism if routines are abruptly disrupted.

“Keep your family safe and supported during a disaster,” DOH-6 stressed.

“This essential guide, featuring a 72-hour Go Bag checklist and safety tips, is specifically designed to meet the needs of persons with autism,” the department added.

DOH-6 said the release of the guide is part of its broader push for inclusive disaster preparedness, urging families to access the material, review its recommendations, and prepare in advance to ensure that persons with autism are not left behind when emergencies strike./PN

<text>Don’t compromise public health, city gov’t told

By Panay News -Wednesday, July 31, 2024

BY GEROME DALIPE IV

ILOILO City – The proposed P2.3-billion waste-to-energy (WtE) facility in Barangay Ingore, La Paz district could exacerbate air pollution in the metropolis once it emits pollutants such as dioxins, furans, heavy metals, and particulate matter into the air, an environmental advocacy group warned.

Refuting Mayor Jerry Treñas’ claim about the facility, EcoWaste Coalition noted that the WtE facility has potential environmental and health impacts such as upper respiratory infections caused by exposure to dioxins from WTE incinerators.

“These risks are heightened by the fact the WTE incinerator is planned to be constructed within 50 meters of residential areas. There is no safe site for constructing the plant anywhere, nor a buffer zone that can keep people away from pollutants,” the group said in a statement.

Treñas entered into a joint venture agreement with Metropacific Water Investment Corp. to construct a P2.3-billion cutting-edge Integrated Solid Waste Management Facility (ISWMF) in Barangay Ingore in La Paz district last March 1.

The WtE facility is projected to process up to 470 tons of non-recyclable waste as potential fuel daily and produce around 2.4 megawatts of energy.

Under the agreement, the ISWMF would treat, recover, and convert the city’s waste into refuse-derived fuel (RDF) and biogas, which are considered renewable energy sources by the Department of Energy.

The facility will be installed with appropriate technology and equipment for operation and maintenance.

“It will significantly reduce the waste that ends up in Iloilo landfills, conserving natural resources, and minimizing environmental impact. The project is also estimated to result in a reduction of 129,000 metric tons per year of CO2 (carbon dioxide) equivalent,” Metropacific Water said in a statement.

The mayor had defended the WtE proposal, emphasizing the facility is expected to address the city’s growing waste disposal challenges while generating renewable energy thus contributing to environmental sustainability.

“I am very positive it will benefit the Ilonggos once it goes through all the strictest tests of the DENR (Department of Environment and Natural Resources (DENR) and other government agencies. I will not allow any facility to produce toxic and hazardous pollutants in the city,” Treñas had said.

In a statement, EcoWaste said that WTE incinerators have been recognized in science and international environmental agreements as being major emitters of toxic and hazardous pollutants.

“Perhaps the most well-known among these is its contribution to dioxin emissions, which accumulate in the environment, are passed on through the food chain, and are identified as the most toxic chemical pollutant known to science,” the group said.

Dioxins cause several illnesses and health problems such as cancer, leukemia, miscarriages, birth defects, respiratory diseases, and many others.

It also noted the experiences of other countries proved that WTE incinerators do not address landfill concerns, nor reduce environmental impacts related to waste.

“While it is true that the overall volume of waste is typically reduced by 70-80 percent, the resulting ash is of particular concern due to its highly toxic nature. Incinerated ash must be disposed of in specialized hazardous landfills because of the threats it poses to human life and the environment,” the group said.

Citing the 2021 Waste Analysis and Characterization Study, the group said that 50 percent of Iloilo City’s waste is biodegradable, while 25 percent is recyclable, and the remaining 25 is residual.

“WTE incinerators strongly prefer dry waste feedstock to operate. The city’s waste profile alone shows that it is not suitable for running the facility. There are numerous cases of WTE incinerators having to shut down because they could not operate effectively with the given feedstock, resulting in government debts and waste of public money,” the group noted.

Likewise, the group said the generation of renewable energy from the WTE incinerator is highly questionable given the mixed nature of municipal solid waste which makes the burning of fossil fuel-derived plastics highly likely.

“WTE incinerators also worsen climate change as they are known to emit more greenhouse gasses than any other energy source per unit of energy produced,” it added.

The group also likened the proposal to construct the WTE incinerator at Barangay Ingore to the existing coal plant and its expansion.

It noted that independent research conducted in 2015 showed that Barangay Ingore residents enjoyed higher quality of life, cleaner air, and healthier lives before its construction.

These findings are in line with a 2020 analysis suggesting that Iloilo coal plant operators could owe over Php 450,000,000 in taxes per year due to externalities and damages from their operations.

“There is great concern that impacts on communities will continue and worsen with the introduction of the WTE incinerator, as well as affect the whole of Iloilo city for generations to come,” the group said.

Ecowaste urged the city officials to conduct “meaningful public consultations” on the WTE incinerator proposal.

“We view this as an opportunity for the Iloilo city government to be fully transparent and to demonstrate its genuine willingness to listen to Iloilo citizens. We are also seeing this as a chance for the city government to consider safer and more cost-effective alternatives to pollution and energy,” the group said.</text>

<text>ILOILO City – The Department of Transportation (DOTr) is accelerating its plans to privatize the operations and management of at least four major airports by 2025.

According to Transportation Undersecretary for Aviation Roberto C. O. Lim, the airports set for privatization include the Iloilo International Airport, Davao International Airport, Puerto Princesa International Airport, and the Kalibo International Airport.

The move aims to hand over the management of these airports to private entities by next year, 2025.

The agency noted that privatization is expected to improve the efficiency, services, and infrastructure at these airports, enhancing the overall travel experience.

The successful privatization of Ninoy Aquino International Airport (NAIA) has encouraged the DOTr to expedite the transfer of management and operations of four additional airports to the private sector by next year.

Following the NAIA model, the DOTr believes that private sector involvement can enhance the operational efficiency and service quality of these airports.

The privatization process is projected to address infrastructure gaps and improve services, making these airports more competitive and passenger-friendly, while contributing to overall economic growth through improved connectivity and tourism.

Mayor Jerry Treñas welcomed the DOTr’s pronouncement, noting that he has been lobbying to expedite the airport’s proposed expansion.

“This is truly a dream come true, something I have long advocated for, dating back to my time as congressman of the Lone District of Iloilo City and even until I became mayor,” Treñas said.

The mayor noted the privatization will address long-standing operational issues including non-functional air-conditioning systems and broken escalators, which caused discomfort to travelers.

The privatization

Treñas believes the privatization will help fast-track the improvements needed to enhance the airport’s capacity and services, which will be vital in supporting Iloilo’s growing economy and tourism sector.

“It will not only improve passenger experience but also expand the airport’s capacity to accommodate larger planes and more flights, ensuring Iloilo continues to grow as a prime destination for business and tourism. With multiple investors already expressing interest, I am confident that the partnership will usher in a new era of development for our region,” he added.

He added that the expansion and privatization efforts align with his vision of making Iloilo a key gateway in the Visayas region, boosting connectivity and attracting more investments.

The Civil Aviation Authority of the Philippines (CAAP) reported that negotiations for the proposed P14.7-billion rehabilitation and expansion of Iloilo International Airport were completed on September 3, 2024.

In his letter to Treñas, Capt. Manuel Antonio Tamayo, CAAP director general, said the unsolicited proposal for the rehabilitation, expansion, and maintenance of the Iloilo Airport is in the negotiation stage with Prime Asset Ventures Inc. (PAVI), the holding company of real estate magnate and former senator Manuel B. Villar, Jr.

Prime Asset offers to improve the management and operational capability of CAAP in managing the Iloilo Airport through an operate-add-transfer (OAT) contractual agreement.

The project includes expanding the airport’s passenger terminal building with necessary facilities as per International Civil Aviation to accommodate passengers, constructing an apron adjacent to the new terminal building, and renovating and maintaining the existing terminal building.

The project also intends to install the required equipment for the passenger services in the new terminal building and operation and maintenance of the passenger terminal buildings and equipment/facilities in the terminal building during the entire concession period.

The Villar group submitted an unsolicited proposal for the operation, maintenance, and expansion of the Iloilo airport as early as 2018. PAVI has an authorized capital of P10 billion, with Villar holding 99.99 percent of the company.</text>

<text>While much have been said and written about Dinagyang as a religious festival and as a cultural celebration, there are sparser conversations about the annual festivity as street theater.

Watch one, even just one, performance of a competing tribe and you will encounter the essential elements of the theatre magnified in the most spectacular dimensions; of course, at its core would be the creative storytelling and the deep-seated characterization that gives the celebration much of its festive spirit.

Yet this piece of street theater that makes its presence felt every January is often viewed and understood through a purely devotional or cultural lens. What of its thespian aspect – to paraphrase Whitman’s verse, the performed compendium of powerful plays that goes on annually?

For even in its most basic staging, the Dinagyang is inherently a public spectacle, requiring a public arena and the public gaze. Not unlike the dramaturgy of ancient Athens or the rotund spaces of the Elizabethan theatre, it is cut as communal art and entertainment. In the reiteration of narratives, the rhythmic statements of musical themes and motifs, the ostentatious display of pageantry and costumery, and the mise-en-scène of set designs is the coming together of artists and audience to retell once more the stories the build up our imagined past and heritage.

With such, the festival fulfills the basic function of theatre: in retelling these legends and plots, it takes slices of mythological time – that is, a recurring ‘present’ transcending chronological time – and projects the events in a shared space, as informal instruction or sheer diversion. It then becomes a meeting place where the contemporary must come to terms with the ‘re-imagined’ past, an aspect of theatre that has not changed much since the times of Sophocles or Shakespeare.

By understanding or reinterpreting what is believed to be plausible (though not necessarily factually true) in this past, the Dinagyang infuses a religious verve to the mythology. Beneath the feathery plumes and chromatic headdresses, the overly ornate spears and shields, the hypnotic drumbeats and skirls, the frenetic leaping and swaying of heroes and warriors, and the gargantuan sets and props looming and moving through the streets are the integral legends of Ilonggo heritage intertwined with a populist and intense devotion to the Santo Niño.

At the heart of the festival’s storytelling is its remarkable characterization. Albeit the absence of a spoken script, choreographic movement and gestural nuance performed en masse move the plot forward. Augmented by theatrical cosmetology, costumery, and heavily rhythmic notation, the Dinagyang can easily be charged with exoticism – yet for some reason, our Ilonggo sensibilities do not find this masquerade of blackface racist or culturally inappropriate at all.

Ultimately, Dinagyang as street theater involves both performer and onlooker. More than just the execution of theatrical elements, there is the encouragement to the audience to take part in the performative and thus, the festival climaxes to the carefree street-dancing and merrymaking of its evenings, an elusive reminder that the theatrical art in its Athenian infancy was a Bacchic festival, replete with wine, choric song, and bawdy humor.

One hears in the panáad an echo of the invocation to the divines recited by the masked Chorus at the start of the drama. In the sádsad and dagyang at the streets, we see glimpses of a modern and subdued bacchanalia while the Dionysian rites of alcoholic libations and burnt oblations are reincarnated by the evenings’ merrymaking inebriated with beer and barbecue of the food stalls.

January of next year would find the same spectacle staged at our streets – and quite rightly so. The theatricality of the Dinagyang is the Ilonggos’ effusive outburst of religious fervor melded through an amalgamation of artistic mediums, familiar yet also fresh to their sensibilities.

The stories will be somehow similar to the previous years’, the musical instruments will be the same, the visual designs thematically parallel to previous performances, but they will always be new to the audience, locals and tourists alike. After all, the Dinagyang is street theater: there is nothing inherently original there, only the novel and the well-loved that makes the powerful play go on.

<text>The Department of Trade and Industry (DTI) Region VI has enforced a price freeze on basic necessities in 44 local government units (LGUs) in Iloilo following the declaration of a state of calamity due to a dengue outbreak.

The price freeze, which began on Aug. 20, 2024, covers both Iloilo City and the province’s 42 municipalities, including Passi City.

The freeze, effective until Oct. 19, 2024, is part of the government’s efforts to protect consumers from price hikes during emergencies.

Under the Price Act (Republic Act No. 7581), prices of essential goods such as canned fish, processed milk, detergent, bread, and bottled water are frozen at their prevailing rates for 60 days when an area is declared under a state of calamity.

“DTI conducts daily monitoring of retailers to ensure that prices of basic necessities adhere to the price freeze,” said Grace Benedicto, Consumer Protection Division Chief at DTI Region VI.

The DTI is working closely with local government units (LGUs) to ensure compliance. According to Rachel Nufable, DTI Region VI Director, the agency’s provincial offices and the Consumer Protection Division are monitoring retailers regularly to safeguard consumers.

Retailers found violating the price freeze may face legal penalties, including imprisonment of one to ten years or fines as determined by the court.

The public is urged to report any violations to DTI Regional Office VI or their nearest DTI Provincial Office.</text>
