TO SAY that the city is a mere composite of entities would be an understatement of what were projected within the frames of Mark Vincent Java’s panoramas and the assemblages of Cristhom ‘Dodoy’ Setubal. Last January 10, the lobby of Days Hotel at the Atrium played host to the opening of a collaborative exhibit of the works of these two artists, bringing to the consciousness of the viewers a fresh look at the city as a shared space.&#13;
&#13;
Mark Vincent Java’s style of panoramic depictions of local mise-en-scènes of Iloilo City is readily recognizable by most art connoisseurs of the region. While its intention is to capture the scenarios and the denizens that congregate through its hubs, his canvases likewise ‘freeze the present’, thus fulfilling an essential function of art: to hold up a mirror, reflect, and preserve for posterity, the zeitgeist of the artist and his contemporaneity.&#13;
&#13;
Peer closely at his panoramas and you start to identify the routinary details that give life to the city: the street vendors hawking their afternoon supply of fishballs and tempura, the frozen figures that would have gyrated in Zumba exercises at the plazas, the early morning joggers oblivious to sun or smoke, the tricycles idly parked and waiting for passengers, and the ever-ubiquitous pedestrians strolling through the busy sidewalks and crisscrossing thoroughfares.&#13;
&#13;
While patrons of Java’s work are acquainted with his usual panoramic projections – a Larry Alcala vibe sans the comic – the exhibit likewise introduced viewers to a shift in style: new to the audience and transcending the two-dimensional panoramas are impressionist renditions of similar urbanscapes. Through the hazy daubs of colors and the barely discernible figures of buildings and people, one senses the frenetic hustle and bustle of city life, the homely urbanity that the city-bred Ilonggo is most familiar with.&#13;
&#13;
As Java’s art attempt to capture the current Ilonggo spirit of our time, Dodoy Setubal’s assemblages on the other hand attempt to recreate the iconic images that, perhaps for some of us, have been around long before even we were born: it is indeed an urban rendezvous of the historical and the contemporary.&#13;
&#13;
Even as Setubal’s exhibit of Panayanon churches sits stolidly at the National Museum just some few hundred meters away from his current collection, his display of the landmarks of Iloilo City retains the same authenticity of upcycling from odd bits and ends of castoff material.&#13;
&#13;
Set on veneered planks of wood are the icons encountered in the public spaces of the city: the regal tower of Arevalo’s plaza with its ostentatious crown, the silent caryatids of Arroyo fountain standing upon their base of crustaceans, the sprawling Aduana with its simple yet well-defined lines, and the several heritage houses that dot certain sections of the city are reimagined through pieces of plastic and metal, cardboard and wire.&#13;
&#13;
One senses some irony in the hodgepodge and the bricolage: the elevation of discarded and ordinary materials into representations of the monuments that have become the city’s metaphors. In a sense, the simplest and humblest of things ‘make sense’ of the grandest of our public structures, a subtle suggestion perhaps that what truly defines Iloilo City lies not so much on the grand and great but on the constant and low-key conventionalities of the Ilonggo lifestyle.&#13;
&#13;
Though we can readily say, at first glance, that the artists’ works escape the scrutiny of weighty interpretation, they nonetheless invite the viewer to look closely at the elements and details that build up the whole and immerse in the kaleidoscopic structuring of colors, lines, and materiel. To critique art after all does not lend itself only to interpretation: it likewise necessitates description and evaluation, and if these suffice, then the value – or our understanding – of the artworks would not have been diminished at all.&#13;
&#13;
In both collections, the mundane becomes extraordinary: whether projected as panorama or assemblage, the images identified with Iloilo City are reiterated as narratological artifacts, talking about the present and retelling what was past. After all, where else can the past truly meet the present than in the many iterations of art?&#13;
&#13;

Ilonggo entrepreneurs who demonstrated remarkable achievements and made significant contributions to the local business landscape were recognized during the Philippine Chamber of Commerce and Industry (PCCI) Iloilo Chapter’s second annual Ilonggo Entrepreneur Awards on December 27, 2023, at the UPV Performing Arts Hall.&#13;
&#13;
The awards featured the following categories: Aspiring Ilonggo Entrepreneur, Young Ilonggo Entrepreneur, and the coveted Ilonggo Entrepreneur of the Year.&#13;
&#13;
The nominees included Ediscape, Flour, Healthy Kitchen, Huzons, Max Pillows, Prometheus, and Rezbin.&#13;
&#13;
Ilonggo Entrepreneur of the Year&#13;
&#13;
In recognition of his exceptional leadership and impact on the community, Gerardo “Gerry” Guadarrama, the driving force behind Biscocho Haus, was named Ilonggo Entrepreneur of the Year.&#13;
&#13;
In his acceptance speech, Guadarrama attributed the success to his parents, who started Biscocho Haus 48 years ago.&#13;
&#13;
“It’s a great honor to be bestowed with this award tonight, but the real honor belongs to my parents,” Guadarrama stated and further added how his education in the US, made possible by the family business, had been integral for turning the company around.&#13;
&#13;
Reflecting on the long history of Biscocho Haus, Guadarrama highlighted the company’s growth after overcoming setbacks, emphasizing its role in preserving Ilonggo’s culinary heritage.&#13;
&#13;
Aspiring Ilonggo Entrepreneur&#13;
&#13;
The Aspiring Ilonggo Entrepreneur of the Year 2023, an award given to entrepreneurs who have the entrepreneurial acumen and are committed to addressing society’s issues and problems, was clinched by Matthew Cristi Martirez of Rezbin, who also secured the Merit Awards for the same category under the tech subcategory.&#13;
&#13;
Reflecting on the challenging journey of founding Rezbin, Martirez shared, “When we started Rezbin, it wasn’t an easy decision to make, especially after two failed startups in Manila prior… If you really want to be an entrepreneur, you will find a way to do it.” His determination led him back to Iloilo, driven by a belief in the city’s potential.&#13;
&#13;
Homer Deloso of Ediscape received the Aspiring Ilonggo Entrepreneur Merit Award for the non-tech category.&#13;
&#13;
Young Ilonggo Entrepreneur&#13;
&#13;
Myka Ella Perlas of Healthy Kitchen received both the Young Entrepreneur of the Year and Sustainable Entrepreneur Award for her positive impact on the community.&#13;
&#13;
In her message, Perlas shared her aspirations behind her decade-old venture, which aimed to challenge perceptions about healthy food, proving that it is not boring or bland but can be delicious and nutritious.&#13;
&#13;
Under the same category, Daily Guardian VP External and Prometheus CEO Lcid Crescent Fernandez received the Innovative Entrepreneur of the Year award for developing a new and innovative business model.&#13;
&#13;
Other notable awards included the Social Entrepreneur Award for Tracy Fontanillas of Flour, and the Creative Entrepreneur Award given to Levy Anne Samson Amosin of Huzons.&#13;
&#13;
The judging panel, composed of distinguished individuals from various sectors, meticulously evaluated the nominees based on innovative business practices and community impact.&#13;
&#13;
The criteria focused on excellence, resilience, and transformative contributions to the Ilonggo business landscape.&#13;
&#13;
The recipients of major awards were given a unique trophy designed by Marzz Capanang. The trophy was inspired by the Tariktik, also known as the Visayan Hornbill, symbolizing the exceptional qualities possessed by an inspiring entrepreneur from Iloilo, such as resilience, demonstrated by the bird’s ability to soar through difficult challenges.&#13;
&#13;
In an interview, PCCI President Fulbert Woo highlighted the chamber’s commitment to recognizing and celebrating the entrepreneurial spirit that drives economic growth and community development in the region.&#13;
&#13;
He also cited the significance of instilling a sense of purpose among the youth engaged in business.&#13;
&#13;
“We want to recognize and celebrate young entrepreneurs because we would like to encourage that while you are young and doing business, you have to think beyond personal gain. It’s not just about filling our pockets; we need to achieve goals with a purpose — goals that involve social awareness, innovation, and continuity,” Woo said.&#13;
&#13;
The Ilonggo Entrepreneur Awards 2023 served not only as a recognition of outstanding achievements but also as a call to action for entrepreneurs to contribute positively to the community. The event highlighted the dynamic and innovative spirit of Ilonggo entrepreneurs, setting the stage for continued growth and success in the region.&#13;

              <text>Timoteo Consing was a notable Filipino physician and politician, born on February 22, 1893, in Molo, Iloilo City to Luis Consing and Susana Yusay. He married Rosario Yusay and they had seven children: Timoteo Jr., Anita, Arturo, Horacio, Luis, and Rosa. Consing received his education at Instituto de Molo, Ateneo de Manila, and the University of Santo Tomas, where he earned his medical degree.&#13;
&#13;
In his political career, Consing served as a councilor in Iloilo,  from 1922 to 1928. During his tenure, he initiated free medical clinics for the underprivileged. He also held prominent positions such as president of the Iloilo Medical Society, the Pilar Sugar Planters Association, and the Reserve Officers Legion of the Philippines. He was recognized for his service to the church and received papal honors. Moreover, Consing was elected governor of Iloilo from 1934 to 1937. His administration was marked by significant infrastructure development including roads, bridges, schools, wharves, water systems, and the city hall of Iloilo, now known as the University of the Philippines Visayas administration building. He was known for his scientific thoroughness, passionate commitment, uncompromising integrity, and efforts to eliminate vices like gambling from Iloilo.&#13;
&#13;
Unfortunately, Governor Timoteo Consing passed away on October 27, 1966. His legacy as a dedicated public servant and advocate for community welfare continues to be remembered in Iloilo and beyond.&#13;

MANDAUE City – Ilonggo Kyle Angelo Tiron emerged as the most bemedalled athlete after capturing five arnis gold medals in the 2024 Palarong Pambansa held at the Mandaue City Sports Complex here.&#13;

Tiron, a standout of Cabatuan National Comprehensive High School in Iloilo Province, captured two individual gold medals in the secondary boys Individual Likha Anyo Single Weapon and full contact bantamweight events.&#13;
&#13;
Kyle then teamed up with his relative Paul and Carl Wayne Reyes to claim gold medals in the Likha Anyo Double Weapon and Likha Anyo Espada Y Daga categories.&#13;
&#13;
Kyle, who was named the secondary boys arnis MVP, secured his fifth Palaro gold medal by topping the secondary boys Team (Sync) Likha Anyo Single Weapon event with Paul and schoolmate Marc Alquin Canto.&#13;
&#13;
Western Visayas also captured an arnis gold from the trio of Clemence Marie Alag, Mary Clarlyn Alviar, and Emerald Jane Legario in the secondary girls Team (Sync) Likha Anyo Espada Y Daga.&#13;

Nathan Balajadia of Graciano Lopez Jaena Elementary School in Iloilo City also made his presence felt in the week-long competition as he captured three silvers and a bronze medal.&#13;

Balajadia, who captured a gold and two silver medals in the 2023 Palarong Pambansa in Marikina City, nabbed an individual silver medal in the elementary boys Likha Anyo Espada Y Daga.&#13;
&#13;
Balajadia, along with Melchor G Bataican III and John Archie Cagatan, won silver medals in the Team (Sync) Likha Anyo Espada Y Daga and Team (Sync) Likha Anyo Single Weapon and a bronze in Team (Sync) Likha Anyo Double Weapon.&#13;

Diofe Arbel Marie Fenis of Cabatuan Central Elementary School, for her part, won a silver in elementary girls Individual Likha Anyo Single Weapon and a bronze with Aiyanah Puga and Khizzia Valenzuela in Team (Sync) Likha Anyo Double Weapon.&#13;

ILOILO – The Provincial Disaster Risk Reduction and Management Office (PDRRMO) has confirmed that all 43 local government units (LGUs) in this province are equipped with advanced flood early warning systems, enhancing their capability to take appropriate measures, including preemptive and forced evacuations, during emergencies.&#13;
&#13;
According to PDRRMO head Cornelio Salinas, these early warning systems, primarily installed at dikes and bridges, are managed by Municipal Disaster Risk Reduction Management Office (MDRRMO) personnel.&#13;
&#13;
&#13;
These systems utilize a color coding scheme or physical measurements in meters and centimeters marked on dikes and bridge pillars to monitor water levels during heavy rainfall.&#13;
&#13;
Once the MDRRMO personnel detect critical water levels at any dike or bridge pillar, Salinas said decisions are made regarding the necessity to conduct preemptive evacuations for households in flood-prone areas.&#13;
&#13;
“The bridges and dikes have corresponding color codings or measurements. If water reaches these predefined markers, it triggers the LGUs to initiate preemptive evacuation,” Salinas explained to Panay News.&#13;
&#13;
In addition to the color-coded early warning systems, the municipality of Pavia, which is being straddled by two major rivers – Aganan and Tigum – has also installed a system to monitor water levels. This system is designed to alert downstream municipalities about rising water levels in these two river systems.&#13;
&#13;
The provincial government under Gov. Arthur Defensor Jr. has distributed more than 50 rain gauges across the 43 LGUs to measure actual rainfall, reducing reliance on the general forecasts from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). These rain gauges were produced by the Iloilo Science and Technology University (ISAT-U), with the provincial government allocating P800,000 for this initiative.&#13;
&#13;
Training sessions have also been conducted by the PPDRMO, in collaboration with PAGASA, for focal persons of the Civic Welfare Training Service (CWTS) of the National Service Training Program (NSTP) from various schools within the province, aiming to enhance their skills in reading rainfall volumes through these gauges.&#13;
&#13;
Salinas cited the crucial role of these rain gauges in providing immediate and accurate rainfall measurements for specific areas.&#13;
&#13;
He also mentioned that the provincial government is exploring a proposal from the Department of Science and Technology (DOST) to invest P8 million to P10 million in a comprehensive early warning system to further improve flood monitoring in the province.&#13;
&#13;
Moreover, Salinas highlighted that the 43 LGUs, including the provincial government, are well-prepared to respond to flooding, having learned from previous super typhoons. Some LGUs have even acquired water assets for search and rescue operations, such as Pavia and Lambunao.&#13;
&#13;
The provincial government has also purchased 10 rubber boats and 10 flood boats for use during floods.&#13;
&#13;
Salinas advises all residents in landslide and flood-prone areas to remain vigilant, especially during heavy rains, and to comply with preemptive evacuation orders to avoid any unfortunate incidents or injuries, aiming for a zero casualty rate during extreme weather conditions.&#13;

Data from the PDRRMO showed municipalities very high susceptible to flooding, landslides, and storm surges.&#13;
&#13;

              <text>It is without exaggeration to say that much have been heard from the violin of Mr. Kabayao and much more have been written to laud and celebrate his virtuosic career. And aptly so for a Filipino musician who has maintained a renowned, if not too prominent, stature in classical music and in the reinterpretation of local melodies and tunes.&#13;
&#13;
Kabayao was cut to the tradition of classical artistes. Following a breakthrough concert at Carnegie Hall in New York, he undertook a world tour that brought the young violinist through the various music capitals of the world and established him as the new rising star of his time, in the performance and interpretation of the great composers. Suffice it to say that Paris, Brussels, Vienna, Spain, and Tokyo, among others, heard the lyrical virtuosity of his violin and applauded him to rave reviews.&#13;
&#13;
While the canon for masterful violin music might run with names most unfamiliar – think Paganini, Sarasate, Wieniawski, Kreisler, or Ravel – Kabayao was able to breathe new life to these masterpieces. Carrying on the legacy of his contemporaries, counting among them would be his instructors Theodore and Alice Pashkus (who also mentored Yehudi Menuhin on the instrument), the young violinist quickly found his niche in the realm of the musical performative.&#13;
&#13;
But Kabayao did not limit himself to the constraints and constructs of the concert stage. He understood the universality of the music that he performed and as such, broke conventions that it may reach further and wider audiences, especially putting in the front row the common tao. Far from the glitter and glamor of opulent concert halls filled with musical luminaries was the violinist’s burning zeal for the less privileged to experience the music of the masters.&#13;
&#13;
The image stuck with him: what was truly avantgarde and unique about his ‘brand’ of classical music was the manner with which he brought this to the Filipino masses. By jeepney or truck, on improvised stages or at open-air spaces, his trusted Stradivarius lifted the spirits and warmed the hearts of his listeners, and for some of them, introduced them to names and melodies that would have been limited solely to audiences clad in gowns and tuxedoes.&#13;
&#13;
In basketball courts, open-air quadrangles, makeshift platforms, prisons, hospital corridors, auditoriums, cockpits, classrooms, and practically everywhere where there are willing hearts and ears to appreciate these melodies, Kabayao was more than ready to accommodate them. Simple enough was his musical gospel: classical music – in all its sundry genius and dynamism – is never elitist and the humblest of Filipinos has every right to hear and appreciate it.&#13;
&#13;
His critics and their critiques were unanimous in their acclamatory verdict. “He believes that bringing music to the people was a form of public service and that music should be shared,” wrote Nati Valentin in a 1961 review published in Manila Times. Quite aptly, a 1972 article featured in New Sentinel would provide a belated rejoinder that “if one of these days a market vendor recognizes a Tchaikovsky, or a grade schooler pauses to hum a Beethoven, there’s only one man…to give credit to for all these – Gilopez Kabayao.”&#13;
&#13;
With a career that has coursed through the limelight and ornate stage of the Great Hall of Vienna to the crudest and coarsest cockpit in the country, his passion and verve for music, in all its diverse aspects, remained undiminished. That was his mission in the name of art, as columnist Jaime Picornell described it.&#13;
&#13;
In a 1972 review, writer Exequiel S. Molina commented on a series of his concerts and observed that the violinist was convinced that in a world that hardens men and women, “callousness can be overcome by the soothing, elevating, humanizing, and divinifying power of music.” Carrying out this musical crusade by the most unconventional methods, Kabayao has indeed brought Bach to the boondocks and Mozart to the barrios.&#13;
&#13;
Through the decades, he was the quintessential ‘traveling salesman of music’ to Filipino audiences: traipsing amid townspeople of the provinces, among the sugarcane laborers of Negros and Hawaii, rubbing shoulders with the construction workers at the Arabian desert – all in the name of music. Not for nothing did Kabayao’s admirers attach the moniker of ‘the artist for the Filipino people’ to his name.&#13;

ILOILO – Approximately 854 residents of Sitio Danao-danao, Barangay Polopiña, Concepcion town now have access to potable water following the inauguration of a P13.1-million desalination water project last Friday, July 19.&#13;
&#13;
The “Danao-danao Island Solar-Powered Potable Water System” was launched by the Philippine Rural Development Project (PRDP) with funding from the World Bank.&#13;
&#13;
The ceremony was led by Provincial Administrator Raul Banias and attended by Provincial Engineering Office head Engr. Romeo Andig and Executive Assistant Niel “Beng” Tupas III, representing Gov. Arthur Defensor Jr., along with other local dignitaries.&#13;
&#13;
This system, capable of producing 11,000 liters of potable water daily, uses reverse osmosis technology to convert seawater into drinkable water. The supply is expected to comfortably meet the daily water needs of the island’s residents.&#13;
&#13;
Banias highlighted that the project was a priority for Governor Defensor, who ensured local and national government contributions totaling 20 percent of the project cost, with the remaining 80 percent or P10.2 million funded through a World Bank loan under the PRDP.&#13;
&#13;
The land for the desalination plant and solar panels was donated by the Badiango family, with Bobby Badiango specifically acknowledged for his contribution. “This is a realization of a dream and the MoRPrGRes vision of addressing the basic needs of the people in the island, a resilient project as it relies on solar power to produce the water from the sea,” said Banias.&#13;

Banias also revealed plans by Governor Defensor to establish similar projects on other islands in Northern Iloilo. The construction of the project began in June 2023 and was completed within the allotted 181 calendar days, concluding on December 11, 2023./PN&#13;

ILOILO – The newly-inaugurated Jalaur River Multipurpose Project Stage II (JRMP II) in Calinog town is only the beginning of what the government has in store for the development of the country’s water resources, according to President Ferdinand “Bongbong” Marcos Jr.&#13;
&#13;
&#13;
&#13;
“In Bagong Pilipinas, we are strategically harnessing our finite resources, especially water,” he said.&#13;
&#13;
President Marcos inaugurated the largest water reservoir project in Iloilo on July 16.&#13;
&#13;
“We are wisely investing our limited funds in projects that would bring optimal development for the most number of beneficiaries in the most efficient manner,” he stressed.&#13;
&#13;
Water development projects, Marcos said, should not just bring irrigation or potable water to people but also help address flooding, produce food, generate electricity, and develop tourism activities.&#13;
&#13;
The inauguration of the JRMP II water reservoir project, the largest outside Luzon, is a full-circle moment for the Marcos administration, taking place more than 40 years after the completion of its first stage in 1982, during the time of the President’s father, the late President Ferdinand E. Marcos Sr.&#13;
&#13;
“I think it is entirely too long that Phase I that was completed in my father’s time, and Phase II should be completed in my time. We should not have waited that long.  I think we need to accelerate the process a little bit,” said Marcos.&#13;
&#13;
He urged “especially (those) who will be tasked with the operations and further developments of this project to maintain our sense of purpose, our integrity, and dedication with you always.”&#13;
&#13;
“From the groundbreaking to the completion and down to the daily management, we must always uphold excellence and wisdom with compassion,” said the President.&#13;
&#13;
The dams of the JRMP II span over 80 kilometers with a service area of 31,840 hectares. Around 25,000 farmers are expected to benefit from the project of the National Irrigation Administration (NIA).&#13;
&#13;
Its ceremonial groundbreaking was held on February 21, 2013. The actual commencement of civil works, however, started on April 10, 2019, more than 40 years after the completion of its first stage in 1982.&#13;
&#13;
Mega dam benefits&#13;
&#13;
JRMP II has three key components: irrigation development, environmental and watershed management, and institutional development.&#13;
&#13;
The project costs almost P20 billion.&#13;
&#13;
“This should boost further development in the agricultural sector as well as the local economy of the entire region,” President Marcos said.&#13;
&#13;
“In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,” he added.&#13;
&#13;
A portion of the water from the high dam’s reservoir will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and nearby municipalities.&#13;
&#13;
The project is also expected to generate 6.6 megawatts of hydroelectric power, which will help supplement the power supply on the Island of Panay.&#13;
&#13;
“Additionally, it is also proposed to develop inland fishery, floating solar energy systems, and eco-cultural tourism in the near future,” the President said.&#13;
&#13;
Considering all the benefits that the project can deliver to residents, President Marcos said the project “truly deserves its label: Katuwang sa Kauswagan or Partner in Progress.”&#13;
&#13;
He thanked South Korea for the realization of the project through its Official Development Assistance-Economic Development Cooperation Fund.&#13;
&#13;
“Indeed, this venture is not only a symbol of our strong friendship and our long-standing ties but also a reminder of our shared desire for growth and development,” the President said.&#13;
&#13;
As of June 2024, the JRMP II has an overall accomplishment rate of 75.51 percent, with three dams fully completed and 49.05 kilometers of line canal constructed.&#13;

The project is targeted to be completed and operational by the end of 2025./PN&#13;

              <text>The late Ilonggo former chief justice Ramon Avanceña was given an “immovable” honor on Thursday, February 22, when a new statue at the heart of Arevalo district was unveiled to the public for the first time.&#13;

The 7-foot statue was designed and sculpted by Ilonggo artist Harry Mark Gonzales, who also made the Pura Villanueva-Kalaw at Molo Plaza.&#13;
&#13;
Iloilo City Mayor Jerry Treñas, members of the Sangguniang Panglungsod, other city officials, and family members of the late former chief magistrate led the unveiling of the statue.&#13;
&#13;
In his message during the unveiling ceremony, Treñas said that the statue should serve as a symbol for today’s Ilonggos to strive for excellence.&#13;
&#13;
“As we venture into our everyday lives as public servants and youth of our community, I hope this sculpture will inspire us to continue aiming for excellence. As a leader myself, my motivation and inspiration stems from our former leaders who laid down the path and standard for quality and selfless public service,” the mayor said.&#13;
&#13;
“Let us always remember the vital role of our predecessors like Justice Ramon Avanceña in transforming our community into a better one. With the likes of Justice Avanceña and all other illustrious Ilonggos, we take immense pride in celebrating a culture of excellence. We can always say that we are proud to be Ilonggos,” he added.&#13;
&#13;
Ben Avanceña, the former chief justice’s grandson, thanked the city government and the public for continuing to honor their grandfather.&#13;
&#13;
He cited their family’s continued appearances during the foundation anniversary celebrations of the Ramon Avanceña National High School, also in Arevalo district.&#13;
&#13;
“We believe, and we hope that something like this would enable the youth of today to emulate and aspire for bigger roles in nation-building,” Avanceña said.&#13;
&#13;
“I think his most important legacy is justice, and his belief that justice is critical for every single Filipino. I think that if today, we are able to do significantly more about justice for the country, it’s important to reshape our society,” he added.&#13;

Ramon Avanceña, who hails from Arevalo district, was the 4th Chief Justice of the Supreme Court of the Philippines, appointed by United States of America President Calvin Coolidge from April 1, 1925 to December 5, 1941, prior to the Japanese invasion of the country.</text>

ILOILO – The Provincial Culture, Arts, History and Tourism Office (PCAHTO) is encouraging all 43 local government units (LGUs) in Iloilo Province to enact local ordinances to safeguard their cultural and heritage sites.&#13;

Gilbert Marin, head of PCAHTO, emphasized the need for preservation, conservation, maintenance, and promotion of cultural heritage throughout the province.&#13;
&#13;
&#13;
Marin expressed satisfaction with several LGUs that have already taken steps to secure historical markers from the National Historical Commission of the Philippines (NHCP) for their notable sites, including the churches in Miag-ao, San Joaquin, Santa Barbara, and Leon.&#13;
&#13;
Additionally, the LGUs of Cabatuan, Dueñas, and Passi City are moving forward with similar initiatives.&#13;
&#13;
Marin explained that LGUs can only protect these sites by passing local ordinances that mandate cultural mapping activities to identify and protect valuable cultural or heritage sites.&#13;
&#13;

According to Republic Act No. 10066, also known as the National Cultural Heritage Act of 2009, all LGUs are required to submit their cultural properties to PCAHTO, commonly referred to as the Tourism Office.&#13;
&#13;
&#13;
Additionally, efforts by LGUs to protect cultural and heritage sites are highly valued in the evaluation for the Seal of Good Local Governance (SGLG) award by the Department of the Interior and Local Government (DILG).&#13;
&#13;
Marin noted that the province’s rich heritage, particularly the churches in the 1st District like Miag-ao and San Joaquin, have significantly attracted tourists in recent years. These sites are often included in the packages offered by local and national tour operators.&#13;
&#13;
In fact, the 1st District, which includes Oton, Tigbauan, Guimbal, Miag-ao, San Joaquin, Igbaras, and Tubungan, recorded the second highest tourist arrivals in the province in 2023, with 75,755 domestic and foreign visitors.&#13;
&#13;
The 5th District, which comprises the municipalities of Barotac Viejo, Ajuy, Concepcion, Sara, San Dionisio, Lemery, Batad, San Rafael, Carles, Balasan, and Estancia, topped the list with 133,345 arrivals./PN&#13;
