              <text>ILOILO City – This city’s much celebrated Dinagyang Festival, represented by Tribu Pan-ay from Fort San Pedro National High School, clinched its eighth championship title at the Aliwan Fiesta 2024, held at the Cultural Center of the Philippines Complex in Pasay City on June 29. Maasin, Iloilo’s Tultugan Festival took second place.&#13;

The world-renowned Dinagyang triumphed over 15 other competitors from across the nation, bringing home a grand prize of P1.5 million.&#13;
&#13;
Tultugan, on the other hand earning P750,000 and also claimed the Best Musical Accompaniment award.&#13;
&#13;
Aliwan Fiesta, organized annually by the MBC Media Group in collaboration with the Cultural Center of the Philippines and the cities of Manila and Pasay, showcases the cultural diversity of the Philippines through dance parades and float competitions of various festivals, earning its title as “the Philippines’ Grandest Fiesta.”&#13;
&#13;
“Iloilo has reigned supreme at the Aliwan Fiesta. We are incredibly proud of our city’s Dinagyang Festival and the province of Iloilo’s Tultugan Festival.  Through their outstanding performances, they have not only brought honor to our city and province, but have also strengthened the bonds that unite us as Ilonggos,” said Mayor Jerry Treñas.&#13;
&#13;
Dinagyang, an annual cultural and religious festival, showcases every January the historical and cultural heritage of Iloilo through elaborate dance routines, choreography, vibrant costumes, and powerful drumbeats.&#13;
&#13;
On the other hand, Tultugan, held every December, is dedicated to promoting and preserving the local bamboo industry, which has deep cultural and economic significance to Maasin and Iloilo Province.&#13;
&#13;
“This remarkable achievement is a testament to the commitment and hard work of our community, performers, artisans, and organizers,” said Treñas.&#13;
&#13;
Allan Tan, president of the Iloilo Festivals Foundation, Inc.  (IFFI), said Tribu Pan-ay’s “extraordinary effort and perseverance have rightfully earned you this championship. Well done to everyone involved.”&#13;
&#13;
Tan and IFFI chairperson Judgee Lopez Peña both accompanied the Iloilo contingents to the Aliwan.&#13;
&#13;
Tribu Pan-ay is this year’s Dinagyang Festival 2024 champion, earning it the right to represent Iloilo City in the Aliwan.&#13;
&#13;
The Dinagyang contingent also garnered the Best in Costume award and triumphed in the Tugtog ng Aliwan musical competition, adding an extra P100,000 to their winnings.&#13;
&#13;
Eric Divinagracia, the IFFI artistic director, said the key to the awarding-winning performance was delving “deep into the narratives and concepts of devotion and how we express it through our cultural practices and aesthetics.”&#13;
&#13;
“It’s about enhancing and deepening our understanding and presentation at each performance,” he added.&#13;
&#13;
Dinagyang also won the Aliwan Fiesta in 2023 (represented by Tribu Parianon), 2017 (Tribu Salognon), 2013 (Tribu Panaynon), 2012 (Tribu Pan-ay), 2011 (Tribu Pan-ay), 2010 (Tribu Paghidaet), and 2004 (Tribu Atub-Atub).&#13;
&#13;

Their presentation depicted the historic moment of Christianity’s introduction to Panay Island, highlighting the rich cultural heritage and spiritual transformation of Iloilo. “Dinagyang has transcended itself. Time and again, it has proven that it can evolve into a much better festival, and present a more spectacular and creative showcase of what Ilonggo heritage and culture is all about,” said Treñas.&#13;
&#13;
Tultugan Festival earned the right to represent Iloilo Province to the 2024 Aliwan after winning as champion in the Kasadyahan contest of the 2024 Dinagyang Festival held in January.&#13;
&#13;
One of the standout features of the Tultugan Festival is the focus on music made from bamboo instruments. Participants craft and perform on instruments such as the bamboo organ, flutes, and other traditional percussion and wind instruments, creating a distinct and melodious sound that embodies the spirit of the community.&#13;
&#13;
According Gov. Arthur Defensor Jr., Dinagyang and Tultugan “not only highlight Iloilo’s vibrant culture but also strengthen our community bonds.&#13;
&#13;

ILOILO – The Philippine Army has identified the five New People’s Army (NPA) rebels killed in clashes on August 7 and 8 in Barangay Aglonok, Calinog and Barangay Cabatangan, Lambunao.&#13;
&#13;
The 3rd Infantry (Spearhead) Division said the five were high-ranking and operated throughout Panay Island.&#13;
&#13;
Aurelio Berjes Bosque, 57, was a resident of Barangay Carvasana, Calinog. Known by aliases including Burnok and Boy, he was a member of the Regional Headquarters Executive Command of the Communist Party of the Philippines (CPP-NPA) in Panay Island and had formerly served as a spokesperson for Bayan Muna-Panay.&#13;
&#13;
&#13;
&#13;
His death is regarded as a major setback for the insurgent group in the region.&#13;
&#13;
Jovelyn Silverio, also known as Darlyn, was a resident of Barangay Patria, Pandan, Antique. She had served as Platoon Supply Officer for the Regional Headquarters Force, KR-Panay, and had previously held the position of Political Officer for the now-dismantled Southern Panay Front.&#13;
&#13;
Armando Rogelio Sabares, alias Kamlon, from Barangay Igcaratong, San Joaquin, Iloilo, was noted for his expertise in improvised explosive devices. As the NPA-Panay’s ordnance officer, he faced criminal charges for multiple murders in Antique.&#13;
&#13;
Rumulo Ituriaga Gangoso, known as Reagan, a resident of Sitio Tuwang-tuwangan, Barangay Bungsuan, Dumarao, Capiz, was also among those killed. Formerly commanding the dismantled Eastern Front, KR-Panay, Gangoso had been reassigned due to illness and old age.&#13;
&#13;
The identities of the three out of five casualties were confirmed by three ex-rebels who had previously operated alongside them.&#13;
&#13;
The Philippine Army has described these incidents as crucial victories in their ongoing effort to suppress the insurgency in Panay Island, significantly hobbling the leadership and operational capabilities of the CPP-NPA./PN&#13;

ILOILO City – Uswag Ilonggo party-list’s Cong. Jojo Ang welcomed approximately 6,800 beneficiaries during an orientation for the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantaged / Displaced Workers (TUPAD) program.&#13;
&#13;
&#13;
Held at the covered gym of the University of San Agustin on September 13, the event saw thousands of determined participants defying heavy monsoon rains enhanced by Severe Tropical Storm Bebinca to attend the final briefing before their deployment.&#13;
&#13;
The DOLE TUPAD program, which provides short-term employment to displaced and disadvantaged workers, was praised by Congressman Ang for its significant impact on the community.&#13;
&#13;
“Nanamian gid kita sang ini nga programa,” said Ang, expressing his admiration for the initiative. “TUPAD gives our beneficiaries not just assistance but a sense of pride because they earn their wages through hard work.”&#13;
&#13;
Ang reaffirmed his commitment to the Ilonggo community, saying, “We’ve been doing this continuously since 2022. This is just the beginning — there’s more to come. We hope to reach more people, though our current venues can’t accommodate everyone.”&#13;
&#13;
He further emphasized that the TUPAD program is not limited to Iloilo City but also benefits other provinces and districts.&#13;
&#13;
“This program is part of President (Ferdinand) Bongbong Marcos Jr. administration, funded by people’s money and returned to them through initiatives like this,” he added.&#13;
&#13;
The congressman stressed the importance of the TUPAD program in addressing immediate needs while also helping stimulate the local economy, benefiting both the beneficiaries and the wider community.&#13;
&#13;
The program is also in partnership with DOLE-6 director Sixto Rodriguez.&#13;

ILOILO – Recent data from the Philippine Informal Reading Inventory (Phil-IRI) revealed a concerning trend, with over 75 percent of Iloilo Province’s 180,000 learners classified as below-average readers, non-readers, or frustrated readers for the school year 2022-2023.&#13;
&#13;
An initiative by the provincial government aims to significantly improve these figures by focusing on early intervention and teacher training.&#13;
&#13;
Six towns have been selected as pilot sites for the Bulig Eskwela (BES) Basa initiative. According to Provincial Administrator Raul Banias, this reading program is a crucial component of Gov. Arthur Defensor Jr.’s BES Probins strategy aimed at addressing the province’s low literacy rates.&#13;
&#13;
The selected municipalities for the pilot phase are Oton, San Miguel, Janiuay, Lambunao, Dingle, and Carles, focusing on improving reading skills among Grade 3 students.&#13;
&#13;
These areas were chosen due to their notably poor performance in recent reading assessments.&#13;
&#13;
“We began with these six towns and plan to expand the program across the entire province once we gain sufficient experience and develop competency,” said Banias.&#13;
&#13;
The decision to target Grade 3 learners stems from the critical need to establish reading skills at this foundational stage, which significantly affects students’ ability to progress academically.&#13;
&#13;
“Grade 3 is a very critical level because if they cannot read, they will have difficulty progressing to higher levels,” said Banias, emphasizing the importance of equipping students early.&#13;
&#13;
To bolster the initiative, approximately 128 Grade 3 teachers from the pilot areas recently underwent training in the Oral Graphic Symbolic Language (OGSL) program.&#13;
&#13;
The training, led by Public Schools District Supervisors (PSDS) from the Department of Education, covered techniques such as Sound Symbol Overlay, Building Word Power, and Language Incorporation. It also included a workshop on the Work Application Plan (WAP).&#13;
&#13;
Banias, who also mentors for the education reform non-government organization Synergia, said these teachers are employed by the Department of Education, ensuring that the training’s benefits are sustained within the school system. ILOILO – In the town of Alimodian, Senior High School students are overcoming obstacles through the Department of Education’s Alternative Learning System (ALS).&#13;
&#13;
&#13;
ALS is a non-formal education program that provides opportunities for out-of-school youths and adults to complete their education at no cost, fostering hope and empowerment for those who once thought they could never return to school.&#13;
&#13;
A DREAM&#13;
&#13;
Lyn Mondero, 35, from Barangay Omindan, is one of the many beneficiaries of ALS. A Grade 11 student, she balances her roles as a mother and homemaker while pursuing her dream of finishing high school at Cabardo National High School.&#13;
&#13;
She recalls how life’s responsibilities initially kept her from completing her studies, but ALS gave her a second chance.&#13;
&#13;
“Para sa akon, pinaka-importante gid, kay wala ko ka-graduate high school, so gin tinguhaan ko gid maskin nga budlay man,” she shared.&#13;
&#13;
As a mother of young children, Lyn is only able to attend class once a week, but she remains determined.&#13;
&#13;
“Ang amon nga klase sa ALS once a week lang man. Dako gid nga oportunidad kay te, ang nabilin nga mga inadlaw para lang sa mga kabataan ko,” she said.&#13;
&#13;
Despite only reaching Grade 4 in her early years, Lyn re-entered education through ALS, completing junior high school. Her ultimate goal is to graduate from senior high, a dream she never let go.&#13;
&#13;
“Gin tinguhaan ko gid kay gusto ko gid maka-graduate sa high school,” she said, demonstrating the perseverance ALS has inspired in her life.&#13;
&#13;
LIFELINE&#13;
&#13;
For 25-year-old Lyka Marie Baylosis, ALS has been a lifeline.&#13;
&#13;
A mother of two, she understands the challenges of balancing family life with education, but she is determined to provide a better future for her children by finishing her studies.&#13;
&#13;
“Gusto ko makatapos maski may bata ako kay lain gid kun may tinapusan ikaw. Kun may tinapusan ka, makakita ka ubra,” Lyka shared.&#13;
&#13;
Her journey has not been easy, often having to bring her children with her to school, juggling her responsibilities as a mother and a student.&#13;
&#13;
After the loss of her adoptive parents, Lyka’s education was interrupted, but she’s grateful for the opportunity ALS has given her to continue.&#13;
&#13;
“Gapasalamat gid kami kay tungod sa ALS, gin tagaan kami kahigayunan nga maka eskwela biskan once a week lang,” she said.&#13;
&#13;
FOR THE NEXT GENERATION&#13;
&#13;
Roda Andea Daan, 43, has seen her life come full circle through ALS. After stopping at second-year high school, moving to Manila, and returning to Alimodian several times, she finally completed junior high school through the program.&#13;
&#13;
Now, a Grade 11 student at Cabardo National High School, she is determined to finish what she started decades ago.&#13;
&#13;
“Damo gid ko natun-an. Kay akon gid motto, ‘education is the key to success,’” Roda said.&#13;
&#13;
For her, education is not just for personal gain, but also for the next generation.&#13;
&#13;
“Kun indi ko mak- proceed sa college, at least magamit ko sa kaapohan ko, sa bata ko,” she added.&#13;
&#13;
Roda recalls the difficulties of her youth when she had to walk almost 20 kilometers to attend school, without financial means to pursue her education.&#13;
&#13;
Today, ALS has provided her with an opportunity she never thought she would have.&#13;
&#13;
“Para sa akon, dako gid ini nga oportunidad, dako gid nga bulig,” she expressed with gratitude.&#13;
&#13;
The stories of Lyn, Lyka, and Roda reflect the transformative impact of ALS on individuals who once thought they had lost their chance at education. ALS is not just a program but a bridge to new possibilities, offering hope, skills, and the confidence to achieve their dreams despite life’s adversities.&#13;

ILOILO City – Ten young women from across Iloilo city and province have been selected as the official candidates for Miss Iloilo 2025 beauty pageant.&#13;

The candidates were introduced on Saturday, October 5, through the official Facebook page of Miss Iloilo, following a rigorous screening process.&#13;
&#13;
Miss Iloilo, an integral part of the Dinagyang Festival, highlights beauty, culture, and heritage. The chosen candidates represent various towns and cities in the province and will vie for several titles that could serve as a stepping stone to national beauty competitions.&#13;

ILOILO City – The Center for Heritage and Indigenous Cultures (CHIC) of the University of San Agustin-Iloilo recently concluded its three-day Pagtiriringub: National Conference on Indigenous Peoples’ Studies and Research (NCIPSR), held at the CPMT Building from October 16 to 18. The conference, themed “Empowering Indigenous Peoples through Research, Policies, and Cultural Recognition,” brought together over 300 scholars, experts, and Indigenous Peoples (IPs) representatives from across the Philippines.&#13;
&#13;
The event aimed to foster empowerment for IP communities by promoting cultural recognition, bridging gaps in academic research, and addressing the inequalities faced by IPs.&#13;
&#13;
In a press conference, John Paul J. Petrola, director of CHIC, emphasized the importance of collaboration between scholars, government, and IP youth, stating, “This is more than a research conference. It is a gathering of friends with shared values, dedicated to protecting the welfare and rights of Indigenous Peoples.”&#13;
&#13;
Addressing a question about discrimination faced by IPs, Petrola noted, “Discrimination remains prevalent, especially in health, education, and economic opportunities. Through research, we are addressing these challenges by engaging directly with IP communities to understand their needs.”&#13;
&#13;
Jeorge Largado, National Commission on Indigenous Peoples (NCIP) Commissioner for Visayas and other island regions, also highlighted ongoing efforts to support the Panay Bukidnon community after the passing of Gawad sa Manlilikha Awardee Federico Caballero.&#13;
&#13;
“NCIP’s programs will continue, and we are exploring further initiatives to support the community,” Largado said.&#13;
&#13;
Dr. Ronald Adamat, national focal person for IP and peace education, underscored the role of education in addressing the challenges faced by IP communities.&#13;
&#13;
“Health and economic issues can be alleviated through education. If IP children receive proper education, they will have better job opportunities, which will uplift their communities. The University of San Agustin has been instrumental in providing scholarships and development programs for IPs,” said Adamat, a former Commission on Higher Education commissioner.&#13;
&#13;
For his part, Dr. Jonel P. Saludes, Vice-President for Research and Global Relations of the University of San Agustin, expressed interest in expanding scholarship opportunities for IP students in collaboration with NCIP.&#13;
&#13;
“If the right discussions take place, we can open more doors for IP students here at the university,” Saludes said.&#13;
&#13;
Aside from plenary sessions featuring prominent speakers, the conference also featured discussions on cultural expressions and sensitivity, with Mary Angelica Z. Tahan, an Ati Youth leader from Guimaras, presenting on “Sugidanon,” and Councilor Datu Agong Aljun Cayawan of Sibagat, Agusan del Sur sharing insights on cultural sensitivity.&#13;
&#13;
The event concluded with a celebration of IP culture, including a fellowship night where various IP communities showcased their traditions through cultural performances, emphasizing the rich heritage of IPs in the country.&#13;

ILOILO – The newly completed P96.4-million flood control project in Alimodian is a critical investment in the town’s agricultural resilience and economic stability.&#13;
&#13;
The Department of Public Works and Highways (DPWH) recently announced the completion of a 665-lineal meter revetment wall in Barangay Bagumbayan, constructed to protect local livelihoods and facilitate the uninterrupted flow of goods and services, particularly during harsh weather.&#13;
&#13;
DPWH Region 6 director Sanny Boy Oropel said the structure is designed not only to prevent flooding but to safeguard the nearby Aganan Bridge, a vital transportation link for local farmers and residents.&#13;
&#13;
This protection allows for the consistent movement of agricultural products, helping to stabilize the community’s economy even when river conditions are unpredictable, he explained.&#13;
&#13;
Beyond immediate flood control, the project aims to curb sedimentation and pollution in the Jaro-Aganan River, mitigating river bank erosion and preserving the environmental integrity essential to farming and animal-raising activities.&#13;
&#13;
With the added security against flood-related disruptions, Alimodian’s agricultural sector, a cornerstone of the local economy, stands to benefit greatly, encouraging further investment in rural development and sustainability.&#13;

ILOILO City – In a dazzling showcase of beauty, talent and advocacy, Karen Nicole Piccio of Maasin, Iloilo was crowned Miss Iloilo 2025 on January 11, 2025 at West Visayas State University Cultural Center in La Paz district.&#13;
&#13;
Miss Iloilo 2024 Alexie Mae Brooks, the reigning Miss Philippines-Eco International, crowned her successor.&#13;
&#13;
Piccio captured the hearts of the judges and audiences alike, demonstrating grace and purpose throughout the competition. The national pageant veteran also bagged several special awards, including Miss SM City Iloilo, Best in Introduction Video, Best in Advocacy and Tourism Video, Best Runway Model, Best in Closed-Door Interview, and Best in Gastronomy Costume (tied with Elaine Segura of Guimbal and Teshia Kaye Palomo).&#13;
&#13;
Joining Piccio were Miss Iloilo 2025 Heartfelt Queens Segura and Marissa Puyong of Passi City. Segura won the Best in Evening Gown while Puyong took home the Best in Swimsuit award, showcasing their elegance and poise in these key categories.&#13;
&#13;
Piccio, a seasoned candidate, had joined the 2019 Miss Philippines-Earth.&#13;
&#13;
She received the Miss Philippines Eco-Tourism title in the national pageant. She later joined the revived Miss Manila: Woman of Wonder contest in 2023, finishing as first runner-up.&#13;
&#13;
The Miss Iloilo pageant, mounted by Beverly Rosales and Sarah Peña of the Iloilo Festivals Foundation Inc. (IFFI), not only showcased the beauty and talent of Ilongga women but also highlighted their commitment to community advocacy and cultural promotion. The event served as a fitting prelude to the grand festivities of this year’s Dinagyang Festival, further amplifying the pride and spirit of the Ilonggos./PN&#13;

ILOILO City – Grupo Ilonggo de Saltatores from Jalandoni Memorial National High School clinched the championship title in Sinamba sa Regatta 2025, earning the honor to represent Iloilo City in the prestigious Aliwan Fiesta 2026.&#13;
&#13;
The victory was announced by Mayor Jerry P. Treñas before the start of the paraw sailing competition on March 2, held as part of the Iloilo-Guimaras Paraw Regatta Festival in Arevalo district.&#13;
&#13;
“This victory is a testament to the talent and dedication of our Ilonggo performers. We are proud to showcase our culture and traditions on a national stage, and I am confident that Grupo Ilonggo de Saltatores will make Iloilo City proud in Aliwan Fiesta 2026,” said Mayor Treñas.&#13;
&#13;
In addition to the championship title, the group garnered several special awards, including Best in Street Dance, Best in Music, Best in Choreography, Best in Original Composition, and Best in Performance.&#13;
