ILOILO City – There has been a significant decrease in cybercrime incidents across Western Visayas in the first six months of 2024, according to the Police Regional Office 6 (PRO-6).&#13;
&#13;
Police Brigadier General Jack Wanky, regional police director, Cited the extensive information drives conducted by the PRO-6’s Regional Anti-Cybercrime Unit, which often involve sharing scam incidents on social media to raise public awareness about perpetrators’ modus operandi.&#13;
&#13;
&#13;
&#13;
“When victims report scams, we immediately inform the public about the tactics used so that our citizens become aware and cautious,” Wanky told Panay News.&#13;
&#13;
There were 218 incidents recorded in the first half of this year, marking an 80 incident or 26.8 percent drop compared to the 298 incidents reported in the same period last year, data from the Regional Anti-Cybercrime Unit showed.&#13;
&#13;
The top 10 cybercrimes in the region include:&#13;
&#13;
* swindling/estafa (online scams)&#13;
&#13;
* illegal access of computer systems&#13;
&#13;
* online libel&#13;
&#13;
* ATM/credit card fraud&#13;
&#13;
* grave threats&#13;
&#13;
* computer related identity theft&#13;
&#13;
* unjust vexation&#13;
&#13;
* grave coercion&#13;
&#13;
* photo and video voyeurism&#13;
&#13;
* fraudulent access devices&#13;
&#13;
Wanky said these were mainly carried out through mobile phones or social media.&#13;
&#13;
To further reduce cybercrime incidents, Wanky said the PRO-6 will be seeking a larger budget for the Regional Anti-Cybercrime Unit to enhance their operations, as the perpetrators often employ more advanced technologies than those available to law enforcers.&#13;
&#13;
“Our cybercrime unit continuously seeks enhancements, recognizing occasional resource shortfalls. Thus, we are requesting additional funding to improve our capabilities,” Wanky added.&#13;
&#13;
Overall, Wanky assured that the Regional Anti-Cybercrime Unit possesses adequate resources and capabilities to trace and apprehend scammers effectively. He also urged the public to report any cybercrime incidents to the Regional Anti-Cybercrime Unit for timely action./PN&#13;

ILOILO – This province seeks to reclaim its position as the leading rice producer in the country, with guaranteed year-round supply of water to irrigate its vast rice fields.&#13;
&#13;
&#13;
“We aim for six tons per hectare. Achieving this will significantly bolster food security not only for our province but also for the country,” said Gov. Arthur Defensor Jr. during yesterday’s inauguration of the largest water reservoir project in Iloilo – the P20-billion Jalaur River Multi-Purpose Project (JRMP) Phase II in Barangay Agcalaga, Calinog town.&#13;
&#13;
The governor reminisced that Iloilo, especially the municipality of Pototan, used to lead rice production in the country years ago but was surpassed by other provinces and regions.&#13;
&#13;
With JRMP II, which will be fully operational next year – more than 40 years after the completion of its first stage in 1982 – Defensor is confident of providing farmers with continuous water supply, essential for sustained rice cultivation.&#13;
&#13;
“This project is a game-changer. It will enhance thousands of hectares of irrigated land in our communities,” said Defensor.&#13;
&#13;
Sufficient water supply, combined with encouraging farmers to plant hybrid seeds, would undoubtedly increase rice production, he added.&#13;
&#13;
Governor Defensor also emphasized the broader implications of JRMP II, the largest dam outside Luzon, noting it would address domestic water needs, particularly for Iloilo City, which faces high water demand.&#13;
&#13;
“Thank you, Mr. President, for your presence and steadfast support of this transformative project, ensuring it is fully realized,” Defensor said in his welcome address.&#13;
&#13;
President Ferdinand “Bongbong” Marcos Jr. led the inauguration specifically of JRMP II’s three major components – the 109-meter high dam, the 38.5-meter afterbay dam, and the 80.74-kilometer high line canal.&#13;
&#13;
In his speech, the President said the JRMP II has three key components: irrigation development, environmental and watershed management, and institutional development.&#13;
&#13;
JRMP II is expected to irrigate approximately 31,840 hectares of farmland, benefitting over 25,000 farmers and significantly boosting the agricultural output of Iloilo and the adjacent provinces of Antique, Aklan, and Capiz.&#13;
&#13;
“In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,” said the President.&#13;
&#13;
A portion of the water from the high dam’s reservoir will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and nearby municipalities.&#13;
&#13;
The President said the project is also expected to generate 6.6 megawatts of hydroelectric power, which will help supplement the power supply on the Island of Panay.&#13;
&#13;
“Additionally, it is also proposed to develop inland fishery, floating solar energy systems, and eco-cultural tourism in the near future,” he added.&#13;
&#13;
“From this project, we look forward to working more with you to realize the full potential of Iloilo in agriculture and our contribution to the food security of the country,” Defensor told the President.&#13;
&#13;
As of June 2024, the JRMP II has an overall accomplishment rate of 75.51 percent, with three dams&#13;
&#13;
fully completed and 49.05 kilometers of line canal constructed.&#13;
&#13;
The project is targeted to be completed and operational by the end of 2025.&#13;
&#13;
PROJECT BACKGROUND&#13;
&#13;
JRMP started in 1960. To harness the power of the Jalaur River for irrigation, flood control, and hydroelectric power generation, Congress passed Republic Act 2651, which mandated the construction of the mega dam.&#13;
&#13;
The feasibility study was completed in 1976 during the administration of President Ferdinand E. Marcos Sr.&#13;
&#13;
In 1983, the first phase of the project costing P202.2 million was completed. It covered the rehabilitation of irrigation systems over an area of 22,340 hectares.&#13;
&#13;
Due to a lack of funds and insufficient prioritization by subsequent administrations, however, the second phase never took off.&#13;
&#13;
In 2011 during the administration of President Benigno Aquino III, from the Korean Exim Bank the Philippine government was able to secure a $207-million loan.&#13;
&#13;
In 2023, the project received a significant boost under the leadership of President Marcos Jr. During a National Economic and Development Authority (NEDA) Board meeting chaired by the President on July 19, 2023, the board approved additional funding for the completion of JRMP II./PN &#13;

ILOILO – In her first official act as presiding officer of the Sangguniang Panlalawigan (SP), Vice Gov. Nathalie Ann “Lee Ann” Debuque called on Provincial Board members to set aside politics, embrace diversity, and adopt critical thinking to craft policies that reflect the real needs of the people.&#13;
&#13;
Addressing the SP during its inaugural session at the Iloilo Provincial Capitol, Debuque underscored the importance of listening, reasoning, and respectful debate to improve legislation and governance.&#13;
&#13;
“Many were curious as to how I will manage as presiding officer. One of the key things instilled in me is critical thinking. To listen, to question, to reason, and thus I encourage everyone to have debates, to tackle and have different opinions — not for the sake of disagreement, but to sharpen our ideas and arrive at a better outcome for our people,” she said,&#13;
&#13;
Debuque, a former mayor of Anilao, also emphasized the importance of collective effort and humility in governance: “What I have learned as a Mayor of Anilao for the last nine years is that you cannot govern alone. I will enjoy the pleasure and the challenge of presiding over the 15th Sangguniang Panlalawigan of Iloilo.”&#13;
&#13;
She also acknowledged the shared vision among board members and expressed optimism for their legislative term: “I am excited to put my heels on rest and work with you. I would also like to be with my fellow Board Members in their shared vision for the Province of Iloilo.”&#13;

New board members likewise used the session to affirm their commitment to public service. First District Board Member Rica Jane Garin, in her maiden speech, said she was overwhelmed by the support she received and vowed to give back through dedicated service.&#13;

ILOILO — Gov. Arthur Defensor Jr. is hopeful that President Ferdinand “Bongbong” Marcos Jr. will highlight significant infrastructure projects in Iloilo and Western Visayas during his third State of the Nation Address (SONA) on July 22.&#13;
&#13;
In his previous addresses, President Marcos brought attention to the region, particularly spotlighting the revival of the Panay Railway, which directly impacts Iloilo. The governor expressed confidence that Iloilo will again be mentioned due to its consistent inclusion in the President’s plans.&#13;
&#13;
&#13;
&#13;
“More than expectation, it is our desire to hear, and I think Iloilo will be mentioned because the President has consistently recognized our province and his plans for it,” Defensor said.&#13;
&#13;
He particularly referred to the development of the Panay Railway, the construction of the Iloilo-Capiz-Aklan Expressway (ICAEX), and the Panay-Guimaras-Negros Bridge as key projects previously highlighted.&#13;
&#13;
However, Defensor noted he does not expect the President to reiterate these projects in the upcoming SONA but is eager to hear about new development initiatives for the region.&#13;
&#13;
Governor Defensor confirmed his invitation to attend the SONA and expressed gratitude towards President Marcos for prioritizing Iloilo in his administration’s programs.&#13;
&#13;
Defensor is also attending the launch of the Green, Green, Green Program today at Roxas Boulevard Promenade in Pasay City, a project under the Local Government Support Fund (LGSF) benefiting Iloilo province.&#13;
&#13;
“We are always at the forefront of the administration’s programs and priorities. We are happy, very thankful, and looking forward to working more closely with the administration,” Defensor said./PN&#13;

Arthur Defensor Jr. threw his support behind the Iloilo Festivals Foundation Inc.’s (IFFI) plan to bring back both the Ati tribes competition and the Kasadyahan sa Kabanwahanan to the Iloilo City Proper for Dinagyang Festival 2027, saying the provincial government has “no issue” with the reset and will continue to back decisions made by festival organizers and the city government.&#13;
&#13;
“No issue. (If) ibalik sa (C)ity (Proper) maayo man. We will always support,” Defensor said.&#13;
&#13;
The provincial contingent cannot split or take a different route, he stressed.&#13;
&#13;
As to the use of the provincial government-run Iloilo Sports Complex as Dinagyang judging area, Defensor acknowledged that it carries both benefits and drawbacks.&#13;
&#13;
While the sports complex can accommodate up to 5,000 spectators, but said the atmosphere is markedly different compared with the City Proper, which hosts the food festival and serves as the city’s commercial center.&#13;
&#13;
“Nami sa sports complex, damo mapapungko. Ugaling lain gid man eh. Kon ako lang ya, this is my personal opinion, lain ang vibe kon ara ikaw sa stadium. Ang stadium is a venue for sports events,” Defensor explained.&#13;
&#13;
He stressed, however, that designating the sports complex as a judging area for this year’s Dinagyang was not a mistake but a matter of weighing trade-offs.&#13;
&#13;
Defensor also thanked the San Jose de Placer Church, the Iloilo City government, Iloilo Festivals Foundation Inc., provincial department heads, and festival committees for what he described as a successful Dinagyang Festival 2026, noting marked improvements in performances across both Kasadyahan and Ati tribes competitions.&#13;
&#13;
“It was a very successful Dinagyang. The festival was elevated. We look forward for more improvements in the coming years,” Defensor said./PN&#13;

ILOILO – Gov. Arthur Defensor Jr. has been recognized as an Outstanding Local Chief Executive of the Philippines in the Provincial Category for Visayas Island, acknowledging his effective management and delivery of social welfare programs.&#13;
&#13;
The award, presented by the Association of Local Social Welfare and Development Officers of the Philippines, Inc. (ALSWDOPI), cited Defensor’s leadership in the implementation of various social welfare initiatives and services through the Provincial Social Welfare and Development Office (PSWDO), led by Sarah Barayuga.&#13;
&#13;
&#13;
&#13;
The selection was based on the accomplishments of Defensor’s administration from 2021 to 2023, which included innovative programs and projects aimed at improving the lives of the marginalized and vulnerable sectors in Iloilo.&#13;
&#13;
ALSWDOPI’s recognition only goes to one local chief executive per category per island, highlighting the exclusive and prestigious nature of the award.&#13;
&#13;
In addition to the recognition, ALSWDOPI national president Jhunleymar Abella extended an invitation to Governor Defensor to attend the Gawad Parangal Awarding Ceremony scheduled for May 15, 2024, at the Iloilo Convention Center.&#13;

ILOILO — Even as Dinagyang Festival continues to grow into one of the country’s biggest cultural and tourism events, Gov. Arthur Defensor Jr. reminded Ilonggos that the festival’s true foundation remains deeply religious, urging the public not to lose sight of its devotion to Señor Santo Niño.&#13;
&#13;
After his recent installation as hermano mayor, Defensor stressed that Dinagyang, like town fiestas honoring patron saints, should never be reduced to spectacle alone, as its very source and meaning come from the celebration of the Santo Niño.&#13;
&#13;
“Let us celebrate ining kapistahan naton with that in mind… una don’t overlook nga this is the celebration of the church,” Defensor said, noting that this was his first time to be installed as hermano mayor (elder church lay leader), alongside his wife, First Lady Michelle Defensor, who was named hermana mayor.&#13;
&#13;
Defensor said Dinagyang’s religious core should always guide how the festivities are observed, even as the event continues to serve as a platform for broader initiatives of the provincial government.&#13;
&#13;
He expressed gratitude that the festival has also allowed the province to roll out key programs, including the launch of a new executive order and the use of Kasadyahan sa Kabanwahanan as a venue for implementing the province’s tourism development plan.&#13;
&#13;
“Salamat sa simbahan naton, to the parish for the celebration of the Santo Niño, kapistahan ini sia. This is the fiesta celebration…That we have an opportunity to celebrate in this way kay man ang tanan nga ini mahalin gid ina dira,” Defensor said. “When you have something like this, many good things happened… the celebration is already a platform of the implementation of our tourism development plan. So, we are thankful that we have this celebration.”&#13;
&#13;
The governor also shared his personal appreciation for the role, saying he readily accepted the responsibility that comes with being hermano mayor.&#13;
&#13;
“I’m very happy that they choose me and I accept it. I was expose to that kind of responsibility and were very happy to take part, it has become an integral part of the festivity,” Defensor said. “I’m very happy nga ako ginpili nila nga nabal-an ko na kon ano na sia nga responsibilidad.”&#13;
&#13;
&#13;
The installation rites were held at around 5:30 p.m. on January 16 at San Jose de Placer Parish Church, and were officiated by Fr. Nelson Zerda.&#13;

The titles hermano and hermana mayor, rooted in Hispanic tradition and meaning “older brother” and “older sister,” refer to lay leaders entrusted with supporting and overseeing religious activities related to the feast in Filipino Catholic celebrations./PN&#13;

Arthur Defensor Jr. and his wife, First Lady Michelle Defensor, were formally installed as hermano y hermana mayor of Dinagyang Festival 2026, marking the opening of the novena for the Feast of Señor Sto. Niño and underscoring the provincial leadership’s central role in the city’s biggest religious and cultural celebration.&#13;

The installation rites were held at around 5:30 p.m. on January 16 at San Jose de Placer Parish Church in Plaza Libertad, Iloilo City, and were officiated by Fr. Nelson Zerda.&#13;

Gov. Defensor attended the solemn ceremony, while his wife was represented by the governor’s mother, Cosette Defensor. The event formally passed on the roles from last year’s hermano y hermana mayor former Iloilo City mayor Jose Espinosa III and wife Gina, continuing a long-standing Ilonggo tradition of lay leadership and devotion to Señor Sto. Niño.&#13;
&#13;
The titles hermanoand hermana mayor, rooted in Hispanic traditional and meaning “older brother and sister,” refer to the principal lay leaders entrusted with overseeing and supporting feast-related religious activities in the Filipino Catholic tradition.&#13;
&#13;
Records show that the first Dinagyang hermano y hermana mayor were Dr. Antonio and Rosa Caram, who served until the 1975 edition of the festival.&#13;

ILOILO City – The City Health Office (CHO) has raised an alarm over the increasing number of dengue cases in various districts in the metropolis. The CHO reported 649 confirmed cases with two deaths and 42 active cases as of Aug. 13.&#13;
&#13;
But Dr. Roland Jay Fortuna, CHO medical officer, said they could not yet declare an outbreak due to dengue in Iloilo City since the number of dengue cases has not reached the epidemic threshold.&#13;
&#13;
Such a threshold is determined based on historical data and statistical analysis, typically reflecting a significant increase in cases over what is expected for that time of year.&#13;
&#13;
When the number of dengue cases in an area surpasses this threshold, it indicates that the situation has moved beyond normal seasonal fluctuations and requires intensified public health interventions to control the outbreak. &#13;
&#13;
Dr. Fortuna urged residents to take preventive measures, such as eliminating mosquito breeding sites, using insect repellent, and seeking early medical attention if symptoms appear. City health officials have also been conducting awareness campaigns to educate residents on dengue prevention.&#13;
&#13;
These campaigns emphasize the importance of the 4S strategy: search and destroy breeding sites, self-protection measures, seek early consultation, and support fogging/spraying only in hotspot areas.&#13;
&#13;
The city government has asked residents to ramp up their efforts to eliminate mosquito breeding sites, which are crucial in controlling the spread of dengue.&#13;
&#13;
In Region 6, the Department of Health (DOH) recorded 10,188 cases, with 20 deaths from Jan. 1 until Aug. 3 this year.&#13;
&#13;
Hence, it has activated its Regional Dengue Task Force and Inter-Agency in preparation for the outbreak and response strategies.&#13;
&#13;
Dr. Bea Natalaray, Medical Officer IV of the Infectious Disease Cluster, announced the task force is composed of several DOH WV CHD units involved in the surveillance, supply distribution and monitoring of hospitals.&#13;
&#13;
The DOH has already provided mosquito control commodities, including mosquito nets and machines for indoor residual spraying; diagnostic commodities, such as dengue NS1 kits and rapid antibody test kits; and treatment commodities to local government units.&#13;
&#13;
Data from the DOH-6 showed that dengue cases in the region were higher by 114 percent when compared with the same period last year, with 4,760 cases, including 23 deaths.&#13;
&#13;
Iloilo province has 3,914; Negros Occidental has 1,584; Aklan has 1,319; Capiz, 1,083; Guimaras, 809; Antique, 637; Iloilo City, 482; and Bacolod City, 360.&#13;
&#13;
Iloilo and Negros Occidental have six deaths each, Capiz has three, and the rest of the fatalities came from the remaining provinces and highly urbanized cities.&#13;

The Iloilo Provincial Health Office also reported that Passi City declared a state of calamity on Aug. 9.&#13;

ILOILO — The Iloilo Provincial Health Office (IPHO) has reported a steady decline in dengue cases following a peak during the August 4 to 10 period, the 32nd morbidity week of the year.&#13;
&#13;
Dengue fever is a mosquito-borne illness caused by the dengue virus, transmitted primarily by the Aedes aegypti mosquito. It can lead to a range of symptoms from mild fever to severe conditions like hemorrhagic fever and dengue shock syndrome.&#13;
&#13;
After recording 1,122 cases in the 32nd morbidity week, numbers gradually decreased to 96 cases in the 40th morbidity week spanning September 29 to October 5.&#13;
&#13;
“According to the epidemic curve of Iloilo province, the number of dengue cases is steadily decreasing. However, it remains above the outbreak level. We reached the highest number of cases during the morbidity week of August 4 to 10 with 1,122 cases, and the numbers have continued to decrease each week since then,” said Dr. Rodney Labis, chief of the IPHO – Health Service Delivery Division.&#13;
&#13;
Here is a breakdown of the weekly dengue cases recorded from August 11 to October 5:&#13;
&#13;
* August 11 to 17 – 1,052 cases&#13;
&#13;
* August 18 to 24 – 752 cases&#13;
&#13;
* August 25 to 31 – 693 cases&#13;
&#13;
* September 1 to 7 – 529 cases&#13;
&#13;
* September 8 to 14 – 334 cases&#13;
&#13;
* September 15 to 21 – 117 cases&#13;
&#13;
* September 22 to 28 – 241 cases&#13;
&#13;
* September 29 to October 5 – 96 cases&#13;
&#13;
Dengue preventative measures include eliminating standing water where mosquitoes breed, using mosquito repellent, and installing screens on windows and doors to prevent mosquito entry.&#13;
&#13;
From January 1, 2024, to October 5, 2024, the province logged a total of 10,075 dengue cases resulting in 25 fatalities. This marks a significant increase of 637 percent compared to the same period last year, which saw 1,367 cases and two deaths.&#13;
&#13;
The municipalities with the highest number of dengue cases this year are:&#13;
&#13;
* Passi City – 648 cases with two deaths&#13;
&#13;
* Oton – 588 cases&#13;
&#13;
* Calinog – 441 cases with one death&#13;
&#13;
* Lambunao – 423 cases with one death&#13;
&#13;
* Leon – 423 cases&#13;
&#13;
* Dingle – 412 cases with one death&#13;
&#13;
* Janiuay – 390 cases&#13;
&#13;
* Barotac Nuevo – 378 cases with four deaths&#13;
&#13;
* Dumangas – 353 cases&#13;
&#13;
* Santa Barbara – 322 cases with one death&#13;

The remaining 33 towns reported the following dengue cases: Tigbauan (309), Miag-ao (296 with two deaths), Pavia (294), Cabatuan (286), San Dionisio (253 with one death), Pototan (246), Barotac Viejo (237), Badiangan (227 with two deaths), Banate (225 with one death), Sara (221 with one death), Dueñas (210), Lemery (209 with one death), Alimodian (206), Igbaras (203 with two deaths), Batad (170), San Miguel (162), Ajuy (158), San Enrique (155), San Joaquin (153), Maasin (141), Guimbal (137 with one death), Anilao (133), Zarraga (123), Bingawan (118), Balasan (117 with one death), Leganes (117), Mina (116), Estancia (115 with one death), Concepcion (114 with two deaths), Tubungan (86), Carles (69), New Lucena (51), and San Rafael (40).&#13;

Despite the downward trend, Dr. Labis emphasized the importance of continued vigilance and adherence to the 4S strategy against dengue, which includes searching for and destroying breeding sites among other activities, to ensure that families and communities remain protected./PN&#13;
