MANILA – Kaya Futbol Club-Iloilo capped off its championship run in the 2024 Philippines Football League with a 3-0 beating of Loyola Meralco Sparks FC on Saturday night at the Rizal Memorial Coliseum.

Mar Diano, Simone Rota, and Jovin Bedic converted a goal each as the back-to-back PFL champions finished the season with a league-leading 40 points on 13 victories and a draw.

“Siyempre ‘yung goal naman talaga is makuha ‘yung PFL championship then nag-play kami as a team, together,” Kaya-Iloilo veteran Marwin Angeles said in a post-game interview.

Kaya-Iloilo opened the scoring in the 28th minute as Diano weaved through the traffic to convert from close range following a corner kick from South Korean forward Lee Dok-yung.

Three minutes from Diano’s conversion, Rota doubled the advantage for the Iloilo City-based football club as he knocked down a header from a curling pass by Jhan Jesus Melliza.

Kaya-Iloilo widened the lead further just before the halftime break as team captain Bedic drilled one from close range after Melliza slotted the ball to him inside the penalty box.

Rota, who was hobbled by injury almost the entire tournament, said he was glad that Kaya-Iloilo was able to complete a perfect season ahead of the football club’s international campaign.

“I was not able to play most of the games this season because I am injured, I am happy that I was able to help the team win today,” Rota said during his Player of the Game interview.

“Because we promised to ourselves that we have to finish strong, that is our mentality because not too far we will go to another tournament and we want to keep this winning mentality,” he added.

Loyola Meralco Sparks capped their season at eighth place with 16 points on five wins, one draw, and eight losses./PN

ILOILO – Former Senate President Franklin Drilon recognized the contributions of both the Aquino and Marcos administrations in the successful completion of the Jalaur River Multi-Purpose Project (JRMP II) in Calinog town.

The inauguration of three major components of the project, including a 109-meter high dam, a 38.5-meter afterbay dam, and an 80.74-kilometer high line canal, is scheduled for July 16.

President Ferdinand “Bongbong” Marcos Jr. has been invited to lead the ceremony.

Drilon credited the late President Benigno Simeon “Noynoy” Aquino III’s administration for securing the funding necessary to move the project forward, decades after its initial conception in the 1960s.

President Marcos has continued this legacy by approving additional funds needed for the project’s completion, originally initiated by his father, President Ferdinand Marcos Sr., who completed the first phase in 1983.

At a recent National Economic and Development Authority (NEDA) Board meeting chaired by President Marcos, a loan restructuring worth P8.48 billion was approved to finalize JRMP II.

Drilon expressed his gratitude to both leaders for their focus on this critical infrastructure, essential for tackling the country’s food security challenges.

“This is a legacy project that bridges political divides, and I am honored to have played a significant role in realizing this vision that began six decades ago,” said Drilon.

The project’s resumption was significantly aided in 2011 when the Aquino administration secured a $207 million loan from the Korean Exim Bank, marking it as the largest Official Development Assistance (ODA) project from South Korea to the Philippines.

The completion of JRMP II is expected to substantially increase rice production, which will help stabilize rice prices, a major inflation factor in the Philippines.

The National Irrigation Administration (NIA) in Western Visayas, led by Engr. Jonel Borres, anticipates the project to be fully operational by 2025, increasing the annual rice production in Iloilo from 197,545 to 338,874 metric tons.

This project will also provide year-round irrigation to approximately 31,840 hectares of farmland, benefiting 25,000 farmers.

Agriculture Secretary Francisco P. Tiu Laurel Jr. noted that about 4,500 indigenous people in the province would also benefit from the project.

As part of the preparations for full operations by the end of 2025, the impounding of water in the Jalaur High Dam began on May 8.

According to Steve Cordero, JRMP II watershed management chief and spokesperson, filling the high dam will take about 12 months, necessitating the early commencement of water storage.

JRMP II is among the 194 priority infrastructure projects under the government’s “Build Better More” (BBM) program./PN

<text>ILOILO – Ahead of his July 22 third State of the Nation Address, President Ferdinand “Bongbong” Marcos Jr. is inaugurating today the Jalaur River Multipurpose Project (JRMP) Phase II in the Municipality of Calinog.

Once the JRMP is fully operational, it is expected to irrigate approximately 31,840 hectares of farmland, benefitting over 25,000 farmers and significantly boosting the agricultural output of Iloilo and the adjacent provinces of Antique, Aklan, and Capiz.

According to Ilonggo former Senate President Franklin Drilon who has championed the construction of JRMP II since 2011, JRMP can help fulfill the government’s vision of food security and help reduce the price of rice.

“By providing a reliable water supply for irrigation, we can boost rice production and ultimately bring down the cost of this staple food,” he explained.

President Marcos will specifically inaugurate three major components of the project – the 109-meter high dam, the 38.5-meter afterbay dam, and the 80.74-kilometer high line canal.

JRMP started in 1960. To harness the power of the Jalaur River for irrigation, flood control, and hydroelectric power generation, Congress passed Republic Act 2651, which mandated the construction of the Jalaur River Multi-Purpose Project.

With financial assistance from the World Bank, the feasibility study on the JRMP was completed in 1976 during the administration of President Ferdinand E. Marcos Sr.

In 1983, the first phase of the project costing P202.2 million was completed. It covered the rehabilitation of irrigation systems over an area of 22,340 hectares.

Due to a lack of funds and insufficient prioritization by subsequent administrations, however, the second phase never took off.

In 2011 through Drilon’s initiative, the administration of President Benigno Aquino III breathed new life into the JRMP.

From the Korean Exim Bank, the Philippine government was able to secure a $207-million loan which carried a remarkably low-interest rate of 0.15% per annum. The government’s counterpart fund was P2.2 billion.

In 2023, the project received a significant boost under the leadership of President Marcos Jr. During a National Economic and Development Authority (NEDA) Board meeting chaired by the President on July 19, 2023, the board approved additional funding for the completion of JRMP II.

The project also includes components for flood mitigation and hydroelectric power generation.

“The completion of the JRMP aligns perfectly with the public’s demand for immediate solutions to rising commodity prices. JRMP can help in ensuring a steady and affordable supply of rice,” said Drilon.

A recent Pulse Asia survey showed that 72% of Filipino adults see controlling the spiraling prices of basic commodities as the most urgent issue the Marcos administration should address./PN

<text>DAM’S DEEP IMPACT: With steady water supply, Iloilo aims to become PH’s top rice producer again
By Ime Sornito -Wednesday, July 17, 2024
President Ferdinand “Bongbong” Marcos Jr. leads the unveiling of the high dam marker and ceremonial pressing of the button to signal the opening of the dam gates during the inauguration of the Jalaur River Multi-Purpose Project (JRMP) Phase II in Calinog, Iloilo on Tuesday, July 16. Joining the President were Department of Agriculture Secretary Francisco Tiu Laurel Jr., National Irrigation Administration Administrator Eduardo Guillen, National Economic and Development Authority Secretary Arsenio Balisacan, and South Korean Ambassador to the Philippines Lee Sang-hwa. AJ PALCULLO/PN

ILOILO – This province seeks to reclaim its position as the leading rice producer in the country, with guaranteed year-round supply of water to irrigate its vast rice fields.

“We aim for six tons per hectare. Achieving this will significantly bolster food security not only for our province but also for the country,” said Gov. Arthur Defensor Jr. during yesterday’s inauguration of the largest water reservoir project in Iloilo – the P20-billion Jalaur River Multi-Purpose Project (JRMP) Phase II in Barangay Agcalaga, Calinog town.

The governor reminisced that Iloilo, especially the municipality of Pototan, used to lead rice production in the country years ago but was surpassed by other provinces and regions.

With JRMP II, which will be fully operational next year – more than 40 years after the completion of its first stage in 1982 – Defensor is confident of providing farmers with continuous water supply, essential for sustained rice cultivation.

“This project is a game-changer. It will enhance thousands of hectares of irrigated land in our communities,” said Defensor.

Sufficient water supply, combined with encouraging farmers to plant hybrid seeds, would undoubtedly increase rice production, he added.

Governor Defensor also emphasized the broader implications of JRMP II, the largest dam outside Luzon, noting it would address domestic water needs, particularly for Iloilo City, which faces high water demand.

“Thank you, Mr. President, for your presence and steadfast support of this transformative project, ensuring it is fully realized,” Defensor said in his welcome address.

President Ferdinand “Bongbong” Marcos Jr. led the inauguration specifically of JRMP II’s three major components – the 109-meter high dam, the 38.5-meter afterbay dam, and the 80.74-kilometer high line canal.

In his speech, the President said the JRMP II has three key components: irrigation development, environmental and watershed management, and institutional development.

JRMP II is expected to irrigate approximately 31,840 hectares of farmland, benefitting over 25,000 farmers and significantly boosting the agricultural output of Iloilo and the adjacent provinces of Antique, Aklan, and Capiz.

“In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,” said the President.

A portion of the water from the high dam’s reservoir will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and nearby municipalities.

The President said the project is also expected to generate 6.6 megawatts of hydroelectric power, which will help supplement the power supply on the Island of Panay.

“Additionally, it is also proposed to develop inland fishery, floating solar energy systems, and eco-cultural tourism in the near future,” he added.

“From this project, we look forward to working more with you to realize the full potential of Iloilo in agriculture and our contribution to the food security of the country,” Defensor told the President.

As of June 2024, the JRMP II has an overall accomplishment rate of 75.51 percent, with three dams

fully completed and 49.05 kilometers of line canal constructed.

The project is targeted to be completed and operational by the end of 2025.

PROJECT BACKGROUND

JRMP started in 1960. To harness the power of the Jalaur River for irrigation, flood control, and hydroelectric power generation, Congress passed Republic Act 2651, which mandated the construction of the mega dam.

The feasibility study was completed in 1976 during the administration of President Ferdinand E. Marcos Sr.

In 1983, the first phase of the project costing P202.2 million was completed. It covered the rehabilitation of irrigation systems over an area of 22,340 hectares.

Due to a lack of funds and insufficient prioritization by subsequent administrations, however, the second phase never took off.

In 2011 during the administration of President Benigno Aquino III, from the Korean Exim Bank the Philippine government was able to secure a $207-million loan.

In 2023, the project received a significant boost under the leadership of President Marcos Jr. During a National Economic and Development Authority (NEDA) Board meeting chaired by the President on July 19, 2023, the board approved additional funding for the completion of JRMP II./PN

<text>Iloilo town’s rich history revealed through PHLPost Postage stamps
January 26, 2024

Philippine Postal Corporation (PHLPost) Area Director Donabel Asuncion of Western Visayas and Municipality of Guimbal Mayor Jennifer Garin-Colada unveiled the historic personalized stamps featuring various significant historical landmarks and tourist attractions of Guimbal town in IIoilo province such as the historic bantayan-Guimbal Watchtower, the 350-meter long Guimbal Bridge and Guimbal Plaza.

“It is remarkable indeed for this dynamic and progressive municipality to withstood time, survived and thrived over the course of its history under the able leadership of the late Mayor Oca Garin, who unselfishly devoted his life to public service”, PHLPost Area Director Donabel Asuncion said.

She added, “Mayor Oca’s legacy is well-secured by family members who are his stewards, following in his footsteps of dedicated service to the people”.

Department of Energy Undersecretary Atty. Sharon Garin, Vice Governor Christine Garin of Iloilo province assisted in unveiling their hometown’s personalized stamps together with Guimbal Mayor Jennifer Garin-Colada who celebrated the 3rd Oca Garin Day.

PHLPost Area Director Asuncion proudly emphasized the importance of postage stamps in the history and culture of Filipinos. They are windows and recorders of the country’s rich history. “It is important to preserve and promote the stamps for our students and younger generations to cherish and appreciate,” she added.

Area Director Asuncion also revealed several projects of PHLPost under the helm of the current Postmaster General Luis Carlos.  She said, “To provide better services to the public, PHLPost has the Postal Trinity to offer to Filipinos across the country in partnership with Local Government Units (LGUs) through the Barangay Postal Stations program nationwide to provide efficient delivery, reaching out even to far-flung areas of the country;

“Second, is the implementation of the new seven (7) digit alphanumeric new ZIP Code PH from the old four (4) digit which will standardize the addressing system in the country; and, Third, is the Real Time Visibility system to modernize the delivery and efficiency of its mail operations”.

This strategic approach ensures improvement in mail operations and creates wider accessibility to postal services even in far flung areas of the country.

Area Director Asuncion also thanked Guimbal Vice Mayor Mary Ann Suyao-Lujan, SB Members and LGU Officers.</text>

<text>In celebration of its 87th Charter Day, the Iloilo City Government, in partnership with the Iloilo Festivals Foundation Inc. (IFFI), officially launched the Saot Ilonggo: Iloilo Traditional Folkdance Festival on July 12.

The festival aligns with this year’s theme, “Rise, Iloilo City: Remarkable Ilonggos Sustaining Excellence at 87,” and seeks to encourage educators to research and preserve authentic Ilonggo dances. It also aims to innovate and create new dances that reflect the city’s heritage and engage the youth in promoting cultural festivals.

“Our purpose is to create our own research folk dance. There are many subjects for research. Every district of our city has a story worthy of research,” said Festival Director Ramil Huyatid.

Huyatid highlighted potential topics for research, including the Feast of Candelaria, the all-male saints in Jaro district, the Sta. Ana Church with its all-female saints in Molo, the Chinese invasion in Molo, and the historical Calle Real.

The festival will feature dances identified by national artist for dance Francisca Reyes Aquino and other authorities, such as Paseo de Iloilo, La Jota San Joaquiña, Bucasoy, and Kuratza, which originated from Iloilo municipalities.

Mayor Jerry Treñas expressed his excitement for the festival, noting Iloilo’s unique character.

“Iloilo is known as the city where the past is always present. This is evident in our rich culture and heritage, architectural marvels, culinary delights, and way of life, reflecting a deep-rooted sense of pride and identity. However, there are aspects of Ilonggo culture and heritage that remain undiscovered, waiting to be unearthed and cherished by our younger generation,” he said.

Citing Newton’s first law of motion, Treñas emphasized the importance of proactive engagement with cultural heritage.

“We must tap into our curiosity and explore the depths of our heritage to truly appreciate its significance. The Saot Ilonggo Traditional Folk Dance Festival was conceived as a collaborative endeavor to safeguard our cultural legacy. This festival serves as a platform for us to rediscover our roots and craft our narrative,” he added.

IFFI President Allan Tan extended his gratitude to everyone involved in the initiative, acknowledging their efforts in bringing the Saot Ilonggo festival to fruition.

The festival, which will become a regular part of the Charter Day celebration every August, will feature a small competition during its initial presentation next month to introduce the event.</text>
