ILOILO – The local fishing community in Concepcion town got a significant boost with the recent inauguration of the Northern Iloilo Fishery Rehabilitation and Development Project (NI-FRDP).&#13;
&#13;
Funded through a Korea International Cooperation Agency (KOICA) grant amounting to $7.48 million, the project involved the restoration and modernization of the Concepcion Fish Port, which was destroyed by Typhoon Yolanda in 2013.&#13;
&#13;
&#13;
The new and improved facility includes an elevated platform, upgraded drainage systems, a larger parking area, and energy-efficient lighting, all aimed at benefiting local fishermen and boosting the town’s economy.&#13;
&#13;
The project’s goals include improving access to basic services for fishing communities in Concepcion and nearby islands, increasing the resilience of the fish port to climate-related disasters, and promoting sustainable fishery development through capacity-building programs for local stakeholders.&#13;
&#13;
The inauguration ceremony, held on the morning of September 24, was led by KOICA Country Director Kim Eunsab, Gov. Arthur Defensor Jr., Concepcion mayor Millard Villanueva, Provincial Administrator Raul Banias, as well as provincial and municipal officials.&#13;
&#13;
Representatives from national government agencies and academic institutions also attended the event.&#13;
&#13;
“This is a big help for us fisherfolk, especially those with larger fishing vessels who had difficulty docking at the old port,” said Olivia Pansensoy, president of the Tambaliza Small Fishermen’s Association (TASFA) Banban Chapter.&#13;
&#13;
She emphasized how the upgraded port eases congestion and extends business hours, ultimately benefiting both consumers and fisherfolk.&#13;
&#13;
The enhanced facilities are expected to raise productivity and income for local fishing households and entrepreneurs, extending economic benefits to Concepcion and neighboring towns.&#13;
&#13;
Mayor Villanueva expressed optimism about the project’s long-term impact, calling the fish port “a beacon of hope signaling the continuous recovery and empowerment of our fishing community.”&#13;
&#13;
He also expressed hope for the swift implementation of the project’s second phase, which aims to expand the docks and introduce a tourism component to leverage Iloilo’s growing tourism industry.&#13;
&#13;
Focus on Sustainability and Resilience&#13;
&#13;
Beyond its economic benefits, the project also prioritizes sustainability. The upgraded fish port is built to withstand future natural disasters, securing the long-term future of Northern Iloilo’s fisheries. The capacity-building programs integrated into the project aim to promote sustainable fishing practices and enhance community engagement.&#13;
&#13;
Governor Defensor highlighted the importance of the Visayan Sea in sustaining the local economy and tourism.&#13;
&#13;
“There can be no fishport without the fish,” Defensor said, stressing the need for effective marine resource management to ensure the preservation of this vital natural asset.&#13;
&#13;
The inauguration of the NI-FRDP also highlights the strong diplomatic ties between the Philippines and South Korea, which have spanned 75 years.&#13;
&#13;
KOICA’s 30-year presence in the Philippines has seen numerous development initiatives, including fisheries and rural development projects. KOICA Country Director Kim Eunsab reiterated the agency’s commitment to supporting such efforts, stating that this project is “an occasion to intensify our assistance to the Philippines.” (With a report from Capitol News)/PN&#13;
