The awards were presented during a ceremony at the Grand Xing Imperial Hotel in Iloilo City on April 12, as part of the 123rd Semana sang Iloilo celebrations. Vice Gov. Christine Garin, who chairs the Provincial Legislative Awards Committee (PLAC), led the event. The search was divided into two categories, with Category A for component cities and first- to second-class municipalities, and Category B for third- to sixth-class municipalities. CATEGORY A * Champion – Tigbauan (P100,000) * 1st Runner-up – Pavia (P75,000) * 2nd Runner-up – Oton (P50,000) * 3rd Runner-up — City of Passi (P25,000) CATEGORY B * Champion – New Lucena (P100,000) * 1st Runner-up – Tubungan (P75,000) * 2nd Runner-up – San Miguel P50,000) * 3rd Runner-up – Guimbal (P25,000) The search was initiated following the passage of Provincial Ordinance No. 2022-288, aimed at encouraging improvement, innovation, and best practices within the Sanggunian. The Sanggunian of component municipalities and cities were evaluated based on their performance, innovation, and legislative effectiveness. The winners, selected by the PLAC, were selected based on the following: * legislative agenda * availability of legislative documents * effectiveness * efficiency * legislative citations and awards * capacity development for legislators and staff * innovations and best practices The cash awards were intended to support programs, projects, and activities that enhance the operation of the Sanggunian.
