- Gregorio Yulo served as the seventh governor of Iloilo from 1917 to 1922, under the leadership of three American governor-generals: Francis Burton Harrison, Newton W. Gilbert, and Leonard Wood.
During the Philippine Revolution, the people successfully expelled the Spanish from the municipality. However, when American forces arrived, Estancia was reduced to a mere barrio of Balasan. In 1918, Governor Yulo played a pivotal role in the formal separation of Estancia from Balasan, establishing it as an independent municipality.
In addition to his political career, Yulo became the general manager of Casa de Hijos de Teodoro Yulo in Negros Occidental and was recognized as the first notary public of Iloilo during the American occupation.
