ILOILO — The Iloilo State University of Fisheries Science and Technology (ISUFST) has officially adopted a four-day compressed workweek (CWW) for the entire second semester of Academic Year 2025–2026, marking the first university in Western Visayas to implement the scheme under approved internal guidelines aligned with civil service regulations.&#13;
&#13;
The policy, which will take effect on February 2, was formally announced on January 28 by ISUFST president Dr. Nordy D. Siason Jr. during a university-wide assembly at the Main Campus–Poblacion Site.&#13;
&#13;
Faculty members, staff, students, and university officials attended the briefing, which also laid out the implementing guidelines and evaluation mechanisms for the semester-long rollout.&#13;
&#13;
The four-day workweek was earlier approved by the ISUFST Board of Regents during its first-quarter 2026 meeting at the Commission on Higher Education (CHED) Central Office in Quezon City on January 26, following weeks of internal consultations and an institutional survey that helped shape the proposal.&#13;
&#13;
Under the approved guidelines, the CWW maintains the mandatory 40-hour workweek prescribed by civil service laws, but redistributes work hours across four longer days to enhance efficiency, morale, and work–life balance.&#13;
&#13;
“The compressed workweek is a management option — not a privilege — that allows us to work smarter and healthier, while protecting service delivery,” Siason said. “It will be closely monitored and may be modified or suspended if it affects academic operations or public access to services.”&#13;
&#13;
University officials said the policy also aims to generate cost savings, particularly through reduced utility consumption, while promoting employee wellness and sustained productivity.&#13;
&#13;
The new arrangement applies to all ISUFST campuses and offices, covering administrative, academic support, and auxiliary units, and includes permanent, temporary, and casual personnel unless specific duties require alternative schedules, subject to presidential approval. However, personnel assigned to university-run farms, fishponds, agricultural stations, and other field-based facilities will continue under existing work schedules more suited to on-site operations.&#13;
&#13;
Under the CWW setup, employees will work from Monday to Thursday, with duty hours and classes scheduled from 7 a.m. to 6 p.m., inclusive of break periods. Fridays are designated as no-duty and no-class days, except when service exigencies require otherwise.&#13;
&#13;
Attendance and timekeeping rules remain in force, with one day of absence equivalent to 1.25 days under the 10-hour workday scheme.&#13;
&#13;
Overtime work or service rendered on Fridays or rest days will require prior written approval and may be compensated through overtime pay or Compensatory Overtime Credit (COC), in accordance with existing regulations.&#13;
&#13;
Offices providing frontline and academic services are required to implement work rotation or alternative arrangements to ensure uninterrupted public service.&#13;
&#13;
Vice President for Academic Affairs Dr. Stephen Raymund Jinon said academic processes — including internships, thesis and dissertation supervision, research, and extension activities — will be carefully adjusted to safeguard instructional quality.&#13;
&#13;
“The policy gives us flexibility, but it also demands discipline,” Jinon said. “Academic delivery remains non-negotiable, and student learning will not be compromised.”&#13;
&#13;
Vice President for Administration and Finance Dr. Jescel Bito-onon emphasized that the move balances employee welfare with fiscal responsibility and accountability.&#13;
&#13;
“This is a balanced approach,” Bito-onon said. “We are improving work conditions while ensuring accountability, performance standards, and responsible use of public resources.”&#13;
&#13;
The semester-long implementation will undergo continuous monitoring and periodic evaluation, with the Human Resource Management Office consolidating attendance records, employee feedback, and performance indicators. Administrative and finance units will track utility usage and potential savings, while heads of offices will regularly report on productivity and service delivery.&#13;

University officials said the pilot implementation will guide future decisions on whether to continue, modify, or discontinue the arrangement, ensuring it supports both the university’s mission and public service obligations. (Herman Lagon)/PN&#13;
