ILOILO – In a step toward empowering families and the youth, the municipality San Dionisio and Passi City are set to construct their own Family and Youth Development Centers (FYDC), following the turnover of P5-million in funding to each locality from the Iloilo provincial government.

ComScore Observer
Gov. Arthur Defensor Jr. personally handed over the checks to San Dionisio’s Mayor Darwin Bajada and Passi City’s Population Officer IV Ma. Theresa P. Buena on Monday, March 24. They were accompanied by their respective municipal and city treasurers during the ceremonial turnover, which was also attended by Provincial Population Office (PPO) head Atty. Ruel Von Superio and Provincial Engineer Romeo Andig.

The two-storey FYDCs are a flagship infrastructure project under the provincial government’s Movement for a Robust, Progressive, Globally Competitive, and Resilient Province of Iloilo (MoRProGRes) agenda. These centers aim to provide dedicated spaces for programs focusing on responsible parenthood, adolescent health, and youth development.

“These facilities will serve as hubs for life-changing programs and services for young people and families, especially in rural and underserved areas,” said Defensor.

The centers will host Pre-Marriage Orientation and Counselling (PMOC) sessions, skills training for youth, and a range of population and development activities.

They will also house offices for local Population Program Officers, Barangay Service Point Officers (BSPOs), Local Youth Development Offices (LYDOs), the Sangguniang Kabataan, and the Local Youth Development Council (LYDC).

According to the PPO, the FYDCs are a pioneering move to institutionalize youth and family support programs in local government units, fostering inclusive development at the grassroots level.

Construction of the centers is expected to begin soon./PN

<text>WVSU dominates licensure exam for teachers, tops both elementary and secondary levels; University produces three topnotchers
By Neljoy N. Galigao -Saturday, December 20, 2025

ILOILO City – West Visayas State University (WVSU) once again asserted its dominance in teacher education by emerging as Top 1 Best Performing School in both the elementary and secondary levels of the 2025 Licensure Examination for Professional Teachers (LET), producing three national topnotchers and posting near-perfect passing rates across programs.

WVSU logged a 99.26 percent passing rate in the elementary level after 134 of 135 examinees from its Main Campus passed the exam, while 241 of 242 takers hurdled the secondary level for a 99.59 percent passing rate, also earning the university the top spot nationwide.

Capping the university’s standout performance, three WVSU graduates landed in the national Top 10 of the September and November 2025 LET.

Bea Mae E. Balanza, a Bachelor of Secondary Education major in English from the Main Campus in La Paz, Iloilo City, placed 9th with a 93.20 percent rating, while fellow Main Campus graduate Franchesca Kimberly Ann Louise Anib Altes, also an English major, ranked 10th with 93.00 percent.

Another WVSU graduate, Mary Diane Garcia Dulay of the Himamaylan Campus, also secured a 10th-place finish with a 93 percent rating in the same secondary education category.

WVSU president Dr. Joselito Villaruz said the 2025 LET marked a milestone for the university, noting that it was the first time both elementary and secondary results were simultaneously considered in national rankings.

“We’ve always maintained a culture of excellence at WVSU, starting with a careful selection process of students entering our programs, followed by high-quality instruction throughout their academic journey,” Villaruz said.

He underscored the role of faculty mentorship and institutional support in sustaining WVSU’s performance.

“Our dedicated faculty members play a crucial role in nurturing our students’ talents and preparing them for successful careers as educators,” Villaruz added.

While celebrating the university’s sweeping success, Villaruz acknowledged that two WVSU graduates did not pass the examination, describing the outcome as a temporary hurdle.

“We remain supportive of these two students. It’s just a minor setback; with resilience and preparation, we believe they will succeed in future attempts,” he said.

Nationally, the LET remained highly competitive, with 57,729 of 79,493 examinees passing at the secondary level, and 21,967 of 43,035 passing at the elementary level—figures that further highlighted WVSU’s exceptional performance relative to the national average. Education officials said WVSU’s results reinforce its reputation as one of the country’s leading teacher-training institutions, setting a benchmark for excellence in licensure performance and educator preparation./PN

<text>ILOILO – West Visayas State University (WVSU) – Calinog campus has vehemently denied allegations of recruitment activities by the New People’s Army (NPA) on its premises.

The denial came through an official statement released by Dr. Rosario Clarabel Contreras, the Campus Administrator, in response to a report from the Philippine National Police (PNP) included in a Senate Inquiry on August 6.

Sen. Ronaldo “Bato” Dela Rosa disclosed the PNP report during the Senate Inquiry conducted by the Committee on Public Order and Dangerous Drugs, focusing on the radicalization and recruitment of students in educational institutions by local communist terrorist groups.

Dr. Contreras emphasized, “As the Campus Administrator, I categorically deny the PNP report concerning NPA recruitment and insurgency on our campus. These claims do not reflect our institution’s reality.”

She assured that the WVSU-Calinog campus is committed to providing a high-quality education and maintaining a safe environment for intellectual development.

The Campus Administrator detailed the proactive measures taken by the campus, including vigilant security teams and annual security awareness programs conducted by their Air Force ROTC (Reserve Officers Training Corps) in coordination with authorized government agencies. An internal investigation found no evidence supporting the claims of recruitment activities or insurgency.

Dr. Contreras also highlighted the campus’ commitment to transparency, integrity, and the rule of law, which she stressed has garnered overwhelming community support.

Furthermore, the campus offers programs that foster critical thinking, civic engagement, and social responsibility, she added.

During the Senate inquiry, Senator Dela Rosa mentioned that according to PNP reports, there have been 168 students from various high schools and universities recruited by the NPA from 2014 to 2024. Police Colonel Randy Arceo, Directorate for Operations of the PNP, noted that among 102 schools identified with NPA recruitment activities, three are in Western Visayas, including two in Capiz and one in Iloilo.

Dr. Contreras urged the public to seek verified information from reliable sources and cautioned against the damage unverified claims could cause to educational institutions and the future of their students./PN

CEBU City – Anilao Central Elementary School, representing Western Visayas, emerged as gold medal winners in the elementary boys baseball event of the 2024 Palarong Pambansa here.

The Region 6 squad claimed Anilao’s first-ever Palaro baseball gold following a tight 5-4 victory over CALABARZON in the championship game held on Tuesday at the Filinvest City di Mare.

Jonas Dionela stepped up for Western Visayas to be awarded Most Valuable Player, Homerun King, Runs Batted In (RBI Kings) and Most Stolen Base, while Kim Cupan was named Best Pitcher.

Also part of the squad were Mark Leanns Rapista, AJ Aragona, Christian Dale Silva, Rieven Dalida, JM Dumadiego, Isaiah Joshua Galarpe, Brent Andrei Belgira, Gab Judah Marl Loste, Mike Navigar, and Ryn Michael Delmo.

Anilao had a perfect elimination round campaign as they scored a 12-0 victory over CARAGA squad before pulling of lopsided victories over CARAA (7-2) and EVRAA (13-2).

The Western Visayas representatives got challenge in the quarterfinals round against Region 1, which they defeated with a score of 12-8, before repeating over EVRAA in the semifinals.

Nathalie Ann Debuque, the mayor of Anilao town in Iloilo province, said the gold medal feat was a special moment for her town as they fell short of winning the Palaro baseball gold before.

“In a remarkable and unprecedented accomplishment, Anilao has won its first-ever gold medal in the 2024 Palarong Pambansa Baseball Elementary (Little League) marking a momentous occasion in our town’s history,” Debuque said in a Facebook Post.

“This historic victory was achieved because of the outstanding skills, determination, and sportsmanship of our team to bring home the gold to our beloved town,” added the mayor.

“This first-ever gold medal of Anilao in the Palarong Pambansa and first in Western Visayas in the field of Baseball is not only a testament to the talent and determination of our players but also serves as an inspiration to all aspiring athletes in our town. It is a reminder that with hard work, dedication, and community support, anything is possible,” she further said./PN

ILOILO City – Western Visayas narrowly missed tying for second place with Region IV-A or Calabarzon in the just-concluded 63rd edition of the Palarong Pambansa, held in Cebu City.

The region garnered 56 gold medals, 41 silver, and 41 bronze, positioning them third in the national games.

Region IV-A managed to secure the second spot with a slightly higher tally of 57 golds, 51 silvers, and 53 bronzes.

Dominating the competition, the National Capital Region (NCR) claimed the top position with an impressive haul of 98 golds, 66 silvers, and 74 bronzes.

Western Visayas showed a strong performance across various sports, with gold medals mainly coming from athletics, swimming, taekwondo, softball, table tennis, tennis, chess, basketball, arnis, sepak takraw, wushu, baseball, badminton, volleyball, gymnastics, and boxing.

Reflecting on last year’s games held in Marikina City, Western Visayas had finished in second place, securing 60 golds, 45 silvers, and 44 bronzes, just behind NCR, which has been the overall champion for 17 consecutive years.

Hernani Escullar Jr., the Department of Education (DepEd) Region 6 information officer, remarked that there was no significant factor that impeded the athletes’ performance at this year’s games.

“No major factor affected the performance of our athletes. They gave their best, but we were short by one gold medal,” Escullar told Panay News.

A post-assessment is planned by the committee to evaluate the feedback and performance during the 2024 Palarong Pambansa.

Palaro 2024 saw participation from 933 delegates from Western Visayas, including 601 athletes, 136 coaches, assistant coaches, and chaperones, and 196 management and working committee members.

Among the athletes, 214 were elementary level participants, 346 were secondary level, and 41 competed in Paragames.

Escullar previously noted that the region aimed to clinch the first rank this year, resulting in intensified training across all sporting events, including arnis, athletics, badminton, gymnastics, and others./PN

ILOILO — Western Visayas has moved closer to universal health coverage, with 96.74 percent of its population now registered under the Philippine Health Insurance Corporation (PhilHealth) as of November 30, 2025, regional officials announced.

The milestone translates to 7,830,132 registered members and dependents across the region, reflecting intensified enrollment drives and sustained public awareness campaigns aimed at expanding access to essential healthcare services.

Acting Regional Vice President Lazaro Tabsing disclosed the latest figures, noting that the enrollment surge underscores Western Visayas’ strong compliance with the national government’s push for comprehensive health insurance coverage.

Negros Occidental recorded the highest number of enrollees with 3,114,561 members, followed by Iloilo with 2,541,317. Capiz registered 790,523 members, while Antique posted 600,353, Aklan 598,559, and Guimaras 184,819.

Tabsing emphasized that PhilHealth membership remains crucial, particularly for those who have yet to register.

“By registering, you are taking a vital step toward ensuring your and your family’s health and well-being,” Tabsing said, urging residents to visit the nearest PhilHealth office to avail themselves of services such as hospitalization coverage, outpatient care, maternity benefits, and other medical packages.

The region also now has 751 PhilHealth-accredited healthcare institutions and 3,277 accredited healthcare professionals, covering Level 1 to Level 3 hospitals, infirmaries, and clinics. Officials reminded members to seek services only from accredited facilities to guarantee coverage and quality care.

Regional health authorities said the sustained enrollment growth aligns with the government’s broader strategy to ensure that nearly all residents in Western Visayas are financially protected from high medical costs — a key step toward strengthening public health security in the region./PN
