ILOILO — With persistent rains raising the risk of disease outbreaks, the Department of Health (DOH) in Western Visayas has issued a health advisory urging Ilonggos to remain alert against a cluster of illnesses linked to flooding and wet weather, collectively referred to as W.I.L.D. diseases.&#13;
&#13;
Health officials warned that increased rainfall heightens exposure to waterborne diseases, influenza-like illnesses, leptospirosis, and dengue fever, as flooding, stagnant water, and damp conditions create ideal environments for pathogens and disease-carrying mosquitoes.&#13;
&#13;
&#13;
Waterborne diseases such as cholera, hepatitis A, and diarrhea may spread when sewage systems overflow and contaminate water sources.&#13;
&#13;
DOH Region 6 advised the public to boil or properly treat water before drinking or using it for food preparation.&#13;
&#13;
Influenza-like illnesses, which present with fever, cough, sore throat, muscle aches, and fatigue, also tend to increase during cool and damp weather. Health authorities stressed the importance of regular handwashing and avoiding close contact with sick individuals.&#13;
&#13;
Leptospirosis, a potentially fatal bacterial infection, can be contracted through floodwaters contaminated with the urine of infected animals, particularly rats. Symptoms include high fever, severe headache, muscle pain, and jaundice.&#13;
&#13;
DOH-6 emphasized that individuals exposed to floodwaters should seek medical attention immediately if symptoms appear, as early diagnosis is critical.&#13;
&#13;
Dengue fever, meanwhile, remains a major concern during the rainy season as the Aedes aegypti mosquito breeds in stagnant water. High fever, joint pain, extreme fatigue, and severe headaches are among its symptoms. Residents were urged to eliminate standing water around homes and use mosquito repellents.&#13;
&#13;
&#13;
“To safeguard yourself and your family, stay informed by keeping an eye on weather updates and health advisories,” DOH-6 said.&#13;
&#13;
The health department also reminded the public to monitor advisories, limit exposure during heavy rains, and promptly consult healthcare providers if symptoms develop.&#13;
&#13;
Those experiencing illness were advised to contact the DOH Teleconsultation Hotline at 1555 (Press 2) for immediate medical guidance.&#13;

“Prioritize your health and safety, and encourage your neighbors to do the same,” DOH-6 added./PN&#13;

ILOILO — The Provincial Board honored Ilonggo nurses who landed in the Top 10 of the November 2025 Philippine Nurses Licensure Examination (PNLE), granting cash incentives and commendations.&#13;
&#13;
The recognition, authorized under Provincial Ordinance No. 2023-295, allows the provincial government to confer Resolutions of Commendation and financial rewards on board topnotchers as a way of acknowledging academic excellence and professional dedication in the nursing field.&#13;
&#13;
Under the ordinance, the Top 1 finisher received P20,000; those who placed Top 2 to Top 5 were granted P15,000 each; while Top 6 to Top 10 finishers received P10,000 each.&#13;

ILOILO City – With earthquakes posing a constant threat in Western Visayas, the Department of Health (DOH) has launched a specialized Earthquake Preparedness Guide aimed at helping families with persons with autism navigate emergencies, addressing long-standing gaps in disaster readiness for individuals with special needs.&#13;
&#13;
DOH Region 6 said the guide responds to the heightened risks faced by persons with autism during disasters, as sensory sensitivities, communication barriers, anxiety, and sudden changes in routine can significantly hinder their ability to respond to fast-moving emergency situations. The department noted that families with children with disabilities often face greater barriers to preparedness, making tailored guidance essential.&#13;
&#13;
&#13;
The guide outlines why persons with autism can be more vulnerable during earthquakes, citing sensory overload from noise and crowds, difficulty processing rapid instructions, and disruptions to routines that may trigger distress or meltdowns.&#13;
&#13;
It also explains what caregivers can expect when the ground shakes and how to manage reactions during and immediately after a seismic event, including the use of visual supports and clear, simple instructions.&#13;
&#13;
A key feature of the guide is a detailed 72-hour Go Bag checklist designed specifically for persons with autism. Recommended items include waterproofed important documents, non-perishable food and water, medications and hygiene supplies, communication devices and visual cards, sensory tools such as headphones and fidgets, comfort items, and power banks to keep essential devices running.&#13;
&#13;
The guide also underscores the need for low-stimulation, predictable environments in evacuation shelters, warning that chaotic settings can worsen distress among persons with autism if routines are abruptly disrupted.&#13;
&#13;
“Keep your family safe and supported during a disaster,” DOH-6 stressed.&#13;
&#13;
“This essential guide, featuring a 72-hour Go Bag checklist and safety tips, is specifically designed to meet the needs of persons with autism,” the department added.&#13;

ILOILO — Northern Iloilo’s push for renewable energy is gaining momentum.&#13;
&#13;
Developers confirmed that a 142-megawatt solar power project in the municipality of Concepcion is moving toward construction this year, positioning the town as a major contributor to the Visayas power grid.&#13;
&#13;
The large-scale solar farm, being developed by MGen Renewable Energy Inc. in partnership with Saudi-based ACWA Power, is expected to break ground within the next six to eight months following recent site visits and consultations with provincial and local government officials.&#13;
&#13;
Project proponents have already secured about 150 hectares of land at the foothills of Mt. Apitong, covering selected areas in barangays Loong and Nipa.&#13;
&#13;
Once completed, the facility will have a designed capacity of 142.10 megawatts, making it one of the largest solar installations planned in northern Iloilo.&#13;
&#13;
The project is seen as a significant boost to the Visayas electricity supply amid rising demand for cleaner and more sustainable power sources.&#13;
&#13;
In a report released by the Concepcion municipal government, local officials said the solar farm is expected to deliver several benefits to the town, including job generation during the construction phase, increased local revenues from taxes, and stronger positioning of Concepcion as a renewable energy hub in the province.&#13;
&#13;
“During construction, priority will be given to hiring local residents, both skilled and unskilled,” the report said, noting that the project could help improve employment opportunities in the municipality.&#13;
&#13;
The municipal government also expects the project to generate substantial tax revenues that can be channeled into public services such as healthcare, education, and infrastructure, while helping reduce the town’s carbon footprint.&#13;
&#13;
At present, MGen is completing regulatory requirements and final logistical preparations to ensure the smooth rollout of the project, which is slated to rise at the foothills of Mt. Apitong in the coming months.&#13;

ALONG the quiet, slow-moving waters of the Iloilo River emerged one of Western Visayas’ most enduring symbols of faith. Carved from stone, the image of Our Lady of Candelaria carries a presence far larger than her size, anchoring centuries of belief, whispered miracles, and a devotion that refuses to fade.&#13;
&#13;
Her story begins humbly. In the early years of Spanish rule, a fisherman — idling by the river on what is now the La Paz side near today’s Forbes Bridge — came upon a small (barely a foot tall) stone image while playing in the water. What seemed an ordinary find quickly became extraordinary: the image was impossibly heavy. Transporting her to Jaro proved to be a trial of strength and will, but the community pressed on, united by an instinctive certainty that the image belonged among them. That shared effort sparked a devotion that would define generations of Jareños.&#13;
&#13;

Mist, Moonlight, and Morning Silence&#13;

Local lore places the image most vividly in the hours before dawn. Old accounts speak of a soft, mystical mist that would envelop her niche on the pediment of the Jaro Cathedral. In these quiet hours, witnesses claimed to glimpse a beautiful lady with flowing hair — believed to be the Virgin herself — tending to her child by an artesian well nearby. The well is long gone, replaced by a concrete gazebo, but the stories remain, passed down like heirlooms of faith.&#13;
&#13;
These tales — drawn from the Archdiocese of Jaro souvenir programs, historical archives, and old articles — form a living oral tradition. They are not merely stories told for wonder, but memories that shape how a community understands protection, hope, and grace.&#13;
&#13;
War, Prayer, and Protection&#13;
&#13;

For many devotees, belief in the Candelaria was sealed not by legend but by lived experience. Jareña Candelaria Orleans recalls her uncle Cleto’s wartime account during World War II. As bombs fell near their air-raid shelter on Santa Isabel Street, panic gripped the families inside. Her mother cried out in Hiligaynon: “Mahal nga Birhen sang Candelaria, tabuni kami diri sa air-raid shelter!”&#13;
When the bombing ceased, every member of the family emerged unharmed. For them, survival was not coincidence — it was intervention.&#13;
&#13;
A Stranger at the Shop&#13;
&#13;
Another oft-repeated story blurs the line between the earthly and the divine. A well-known Chinese store owner in Jaro once encountered a strikingly beautiful woman who came to his shop asking for precious oil for her child. Something about her stirred recognition. Only later did he realize she bore an uncanny resemblance to the image of Our Lady of Candelaria.&#13;
&#13;
Moved by the encounter, he placed a large image of the Virgin inside his store — a quiet, personal act of gratitude.&#13;
&#13;
A Virgin Who ‘Feels’&#13;
&#13;
In the 1870s, as the new Jaro Cathedral neared completion, parishioners attempted to transfer the image from the old church. They failed — repeatedly. The statue would not budge from her niche. The people concluded that the Virgin herself resisted the move.&#13;
&#13;
Bishop Mariano Cuartero and the faithful turned to prayer. As thunder rolled and lightning split the sky, they pleaded for her consent. On February 1, 1874, after a solemn procession and fervent supplication, the image finally allowed herself to be transferred.&#13;
&#13;
To devotees, it was yet another sign that the Candelaria was not merely an object — but a presence that responded to reverence.&#13;
&#13;
Chains, Crowns, and Reverence&#13;
&#13;
More than a century later, in 1981, another challenge arose. Archbishop Alberto Piamonte prepared to lower the image for a special crowning by Pope John Paul II. Again, resistance — this time mechanical. The chains holding the image snapped repeatedly. It was only after Engineer “Tantoy” Locsin suggested proper reverence that the tone shifted.&#13;
&#13;
When Archbishop Piamonte donned full episcopal regalia, the chains finally held. The image was lowered safely, marking a moment many still recall with awe.&#13;
&#13;
The Growing Mystery&#13;
&#13;
Devotees often speak of another quiet miracle: the statue appears to grow — slowly, proportionately, almost imperceptibly. Rev. Fr. Arthur Ledesma, a true-blooded Jareño tasked yearly with preparing the image on the eve of the fiesta, attests to this mystery.&#13;
&#13;
“Kinahanglan sugponan ko kada tuig ang alambre sang corona kay indi na mag-igu,” he says.&#13;
&#13;
Whether miracle or mystery, each observation deepens the bond between the Candelaria and her people.&#13;

From the Canary Islands to Jaro&#13;
&#13;
The devotion traces its roots to the original Virgin of Candelaria in the Canary Islands, Spain. Candlemas — celebrated every February 2 — commemorates the Presentation of Jesus at the Temple and the Purification of the Blessed Virgin Mary, traditions observed as early as 400 A.D. Candles blessed on this day are believed to offer protection from calamities, storms, and lightning.&#13;
&#13;
Legend records that the original image appeared in 1392 on the shores of Tenerife, discovered by two Guanche goatherds. From there, devotion spread across Spain, Latin America, and eventually the Philippines — finding one of its most fervent homes in Jaro.&#13;

ILOILO — The Iloilo State University of Fisheries Science and Technology (ISUFST) has officially adopted a four-day compressed workweek (CWW) for the entire second semester of Academic Year 2025–2026, marking the first university in Western Visayas to implement the scheme under approved internal guidelines aligned with civil service regulations.&#13;
&#13;
The policy, which will take effect on February 2, was formally announced on January 28 by ISUFST president Dr. Nordy D. Siason Jr. during a university-wide assembly at the Main Campus–Poblacion Site.&#13;
&#13;
Faculty members, staff, students, and university officials attended the briefing, which also laid out the implementing guidelines and evaluation mechanisms for the semester-long rollout.&#13;
&#13;
The four-day workweek was earlier approved by the ISUFST Board of Regents during its first-quarter 2026 meeting at the Commission on Higher Education (CHED) Central Office in Quezon City on January 26, following weeks of internal consultations and an institutional survey that helped shape the proposal.&#13;
&#13;
Under the approved guidelines, the CWW maintains the mandatory 40-hour workweek prescribed by civil service laws, but redistributes work hours across four longer days to enhance efficiency, morale, and work–life balance.&#13;
&#13;
“The compressed workweek is a management option — not a privilege — that allows us to work smarter and healthier, while protecting service delivery,” Siason said. “It will be closely monitored and may be modified or suspended if it affects academic operations or public access to services.”&#13;
&#13;
University officials said the policy also aims to generate cost savings, particularly through reduced utility consumption, while promoting employee wellness and sustained productivity.&#13;
&#13;
The new arrangement applies to all ISUFST campuses and offices, covering administrative, academic support, and auxiliary units, and includes permanent, temporary, and casual personnel unless specific duties require alternative schedules, subject to presidential approval. However, personnel assigned to university-run farms, fishponds, agricultural stations, and other field-based facilities will continue under existing work schedules more suited to on-site operations.&#13;
&#13;
Under the CWW setup, employees will work from Monday to Thursday, with duty hours and classes scheduled from 7 a.m. to 6 p.m., inclusive of break periods. Fridays are designated as no-duty and no-class days, except when service exigencies require otherwise.&#13;
&#13;
Attendance and timekeeping rules remain in force, with one day of absence equivalent to 1.25 days under the 10-hour workday scheme.&#13;
&#13;
Overtime work or service rendered on Fridays or rest days will require prior written approval and may be compensated through overtime pay or Compensatory Overtime Credit (COC), in accordance with existing regulations.&#13;
&#13;
Offices providing frontline and academic services are required to implement work rotation or alternative arrangements to ensure uninterrupted public service.&#13;
&#13;
Vice President for Academic Affairs Dr. Stephen Raymund Jinon said academic processes — including internships, thesis and dissertation supervision, research, and extension activities — will be carefully adjusted to safeguard instructional quality.&#13;

ILOILO City – An international aquaculture research center based in Tigbauan, Iloilo is moving to overhaul traditional spiny lobster farming in the Philippines, aiming to replace unregulated wild seed collection practices with science-driven production models that promise higher incomes for fishers while safeguarding marine ecosystems.&#13;
&#13;
A market-sized spiny lobster (Panulirus ornatus), locally known as “banagan” or tiger lobster, is weighed during growth monitoring tests, a key step in establishing production benchmarks for sustainable aquaculture. SEAFDEC/AQD&#13;

The Southeast Asian Fisheries Development Center Aquaculture Department (SEAFDEC/AQD) is leading the initiative to develop sustainable farming techniques for spiny lobster (Panulirus ornatus), locally known as “tiger lobster” or “banagan,” amid growing global demand and the availability of wild seed resources across the country.&#13;
&#13;
SEAFDEC/AQD chief Dan Baliao acknowledged that the industry currently depends on collecting pueruli and juvenile lobsters from the wild, which are then transferred to small-scale nurseries and grow-out cages — a practice that poses long-term sustainability concerns.&#13;

“To leverage the potential of this high-value species, it is essential that we transform these informal practices into scientifically backed production models,” Baliao stated in a news release.&#13;

Baliao stressed the importance of establishing optimal stocking density, feeding schemes, and environmental management systems to ensure the sector’s long-term viability.&#13;

As part of the project, SEAFDEC/AQD identified Guimaras as a key research site due to its natural abundance of wild spiny lobster seeds.               <text>Gen. Martin Teofilo Delgado was born on November 11, 1858, to his parents, Don Jacinto Delgado and Doña Gabriela Bermejo. Gen. Martin Delgado was the second child of the family, born from parents who belonged to Aristocratic families in Santa Barbara, Iloilo. Gen. Martin Delgado was married twice. His first wife was Carmen Borra, and they had a child named Conchita who died at an early age. On the other hand, his second wife was Lucia Hisole and he fathered three children with her namely: Teodolfo, Jacinto, and Consolacion.&#13;
&#13;
In his early years, Gen. Martin Delgado attended Santa Barbara Parochial School, he then studied in Jaro, at Seminario de San Vincente Ferrer. In his tertiary level, he transferred to the Ateneo Municipal de Manila where he eventually obtained his teacher's diploma and worked in a public school in his hometown. &#13;
&#13;
Gen. Martin Delgado was later appointed to serve as the teniente mayor of his hometown and capitán municipal. On October 28, 1898, the people of the Iloilo Province took part in the resistance against the Spanish authorities. Gen. Martin Delgado participated in the revolution as he spearheaded a group of volunteers and took control of the municipal building of Santa Barbara. When he was promoted as lieutenant general, he initiated campaigns against the Spanish authorities which resulted in the surrender of General Diego de los Rios. &#13;
&#13;
U.S Brigadier General Marcus P. Miller in the Philippines after the surrender and evacuation of General Diego de los Rios and with him is the support given by Admiral George Dewey, for the occupation of the Iloilo City. February 4, 1899, the conflict between American forces and Philippine revolutionaries began, which led to the fall of Fort San Pedro later on February 11, 1899. The military forces withdrew from Iloilo City, and as an act against the American Forces in Iloilo Province, Gen. Martin Delgado initiated a guerilla campaign.&#13;
&#13;
February 2, 1901, Gen. Martin Delgado eventually surrendered to an American Military Governor named Edmund Rice. Despite this, on April 11, 1901, Gen. Delgado was appointed by U.S. government officials as the first governor of Iloilo Province.  &#13;
&#13;
On March 3 1902, Martin was able to continue his services as he was again elected as the governor of Iloilo until March 1904. After leaving the seat, Gen. Martin Delgado traveled back to Santa Barbara and upon his return, he became Santa Barbara’s fifth municipal president.&#13;
At the age of 60, Gen. Delgado passed away. His remains can be found at the family mausoleum in Santa Barbara Catholic Cemetery. </text>
