ILOILO City – Teaching children to read first in their own language leads to stronger literacy in English and Filipino, not weaker skills, according to a major international study released Jan. 6.&#13;
&#13;
The Language of Instruction Transition in Education Systems (LITES) research, led by the Philippine Institute for Development Studies with the University of Notre Dame, tracked about 1,200 pupils in 60 public schools and compared outcomes across six low- and middle-income countries, including the Philippines.&#13;
&#13;
Students who began reading in their mother tongue scored significantly higher in English and Filipino by Grade 4 — among the strongest gains recorded in local literacy research. The study found that early first-language instruction actually speeds up second-language learning.&#13;
&#13;
&#13;
Teacher beliefs and classroom practice proved decisive. Pupils performed better when teachers viewed mother-tongue literacy as a foundation for later learning and when classes used deliberate code-switching. Access to mother-tongue books also boosted reading fluency, while in-service teacher training delivered better results than pre-service preparation alone.&#13;
&#13;
The researchers say these findings undercut claims that mother tongue-based multilingual education failed. Instead, uneven funding, limited materials, gaps in teacher deployment and frequent policy shifts weakened implementation.&#13;

As the Philippines adjusts its language policy under the MATATAG curriculum, the study urges evidence-based planning: coordinated funding, stronger in-service training, adequate textbooks, and sustained support — especially for Indigenous and linguistically diverse learners—to preserve gains and avoid repeating policy reversals./PN&#13;

ILOILO — The Iloilo provincial government has rolled out the first phase of its new tourism development program, naming eight local government units (LGUs) as initial beneficiaries of financial and technical assistance under the “Turista sa Barangay for MoRProGRes Iloilo” executive order, Gov. Arthur Defensor Jr. announced.&#13;
&#13;
The initial recipients are the eight LGUs with contingents in the upcoming Kasadyahan sa Kabanwahanan competition, one of the major highlights of the Dinagyang Festival.&#13;
&#13;
Defensor said the timing of the program’s implementation is deliberate, coinciding with the start of the fiscal year when fresh budget allocations are available to support local tourism initiatives.&#13;
&#13;
Under the executive order, the province will provide festival-linked assistance tailored to the unique tourism assets of each LGU.&#13;
&#13;
In Banate, Defensor said provincial funds will be released in support of the Kasag Festival, alongside plans to establish a blue crab hatchery in the municipality.&#13;
&#13;
“What we want to see there, every time may Kasag Festival sa Banate, we will start the affair sa dispersal sang kasag sa Banate Bay. May blue cab hatchery kita sa Concepcion, so we also want nga may one kita sa Banate,” Defensor said.&#13;
&#13;
For Zarraga, which hosts the Pantat Festival, the provincial government plans to set up a pantat hatchery. Preparatory work has already begun, including the establishment of a water system last year.&#13;
&#13;
Meanwhile, in Bingawan, home of the Pagnahi-an Festival, Defensor said funding will be released to support “slow food” initiatives tied to local culture and agriculture.&#13;
&#13;
“This is in addition to the assistance that we will give to the tribes, we will give other form of assistance based on executive order,” the governor added.&#13;
&#13;
&#13;
Defensor emphasized that provincial support will go beyond financial aid, covering capacity-building programs, partnerships, and infrastructure development. Funding for the executive order will be sourced from the province’s share in the National Tax Allocation (NTA).&#13;
&#13;
While priority will be given to the eight Kasadyahan participants this year, Defensor said other LGUs will follow as the province aims to elevate the festivals of all 43 municipalities and component cities in Iloilo.&#13;

ILOILO — With persistent rains raising the risk of disease outbreaks, the Department of Health (DOH) in Western Visayas has issued a health advisory urging Ilonggos to remain alert against a cluster of illnesses linked to flooding and wet weather, collectively referred to as W.I.L.D. diseases.&#13;
&#13;
Health officials warned that increased rainfall heightens exposure to waterborne diseases, influenza-like illnesses, leptospirosis, and dengue fever, as flooding, stagnant water, and damp conditions create ideal environments for pathogens and disease-carrying mosquitoes.&#13;
&#13;
&#13;
Waterborne diseases such as cholera, hepatitis A, and diarrhea may spread when sewage systems overflow and contaminate water sources.&#13;
&#13;
DOH Region 6 advised the public to boil or properly treat water before drinking or using it for food preparation.&#13;
&#13;
Influenza-like illnesses, which present with fever, cough, sore throat, muscle aches, and fatigue, also tend to increase during cool and damp weather. Health authorities stressed the importance of regular handwashing and avoiding close contact with sick individuals.&#13;
&#13;
Leptospirosis, a potentially fatal bacterial infection, can be contracted through floodwaters contaminated with the urine of infected animals, particularly rats. Symptoms include high fever, severe headache, muscle pain, and jaundice.&#13;
&#13;
DOH-6 emphasized that individuals exposed to floodwaters should seek medical attention immediately if symptoms appear, as early diagnosis is critical.&#13;
&#13;
Dengue fever, meanwhile, remains a major concern during the rainy season as the Aedes aegypti mosquito breeds in stagnant water. High fever, joint pain, extreme fatigue, and severe headaches are among its symptoms. Residents were urged to eliminate standing water around homes and use mosquito repellents.&#13;
&#13;
&#13;
“To safeguard yourself and your family, stay informed by keeping an eye on weather updates and health advisories,” DOH-6 said.&#13;
&#13;
The health department also reminded the public to monitor advisories, limit exposure during heavy rains, and promptly consult healthcare providers if symptoms develop.&#13;
&#13;
Those experiencing illness were advised to contact the DOH Teleconsultation Hotline at 1555 (Press 2) for immediate medical guidance.&#13;

ILOILO City — Descendants of Ilonggo patriot Graciano Lopez Jaena are renewing their call for the birth anniversary of the hero to be declared a national holiday, arguing that the legacy of the country’s pioneering revolutionary writer deserves recognition beyond Panay and Guimaras islands.&#13;
&#13;
December 18 is currently observed only as a local or regional holiday, but the descendants of Lopez Jaena want it elevated to national status to raise public awareness — especially among the youth — of his role in igniting the Philippine struggle for freedom through the written word.&#13;
&#13;
Francis Cruz, spokesperson of the Lopez Jaena family, said it is troubling that many Filipinos are unfamiliar with the contributions of Iloilo’s first national hero despite his influence on the reform movement against Spanish colonial rule.&#13;
&#13;
“Many of our young generations waay kabalo sang istorya sang aton nga mga heroes, especially local heroes. (For Graciano Lopez Jaena) gina-try namon obrahon sia national holiday so that makita man nila. Subong ara pa lang sa regional level, Panay pa lang,” said Cruz.&#13;
&#13;
He added: “Ang masubo sina, may mga tawo gani nga ulihi, tiempo pa ni (former President) Cory (Aquino) (but may) national sila ‘ya nga holidays. Kita ya (may) national hero nga naghatag sa aton sang freedom from 300 years of Spainish occupation. (Lopez Jaena was) one of the first nga nag-spark sang revolution (against Spain), nag-start freedom for the Philippines yet he is only recognized sa region, diri lang sa Panay kag Guimaras. That is a very sad truth.”&#13;
&#13;
While the declaration of a national holiday remains pending, Cruz said the Dr. Graciano Lopez Jaena Foundation is intensifying efforts to introduce the hero’s life and ideals to a wider audience, particularly the younger generation.&#13;
&#13;
A building has been established along Fajardo Street in Jaro district — Lopez Jaena’s birthplace — to house memorabilia, host conferences and activities, and serve as a center for historical education.&#13;
&#13;
The foundation has also produced a film on Lopez Jaena’s life, which is open for public viewing.&#13;
&#13;
Cruz said the family hopes Ilonggos and Filipinos alike will draw inspiration from Lopez Jaena’s values, especially his commitment to truth and ethical journalism at a time when misinformation is widespread.&#13;
&#13;
“We hope you have the time to know about our local hero, Graciano Lopez Jaena nga daku ang bulig sa gina-enjoy naton nga freedom. We hope for matuod lang nga journalism, matuod nga balita, kag matuod nga istorya. Nagadamo ang fake news nga maka-mislead sa kadamoan,” Cruz added.&#13;

A contemporary of national hero Dr. Jose Rizal, Graciano Lopez Jaena was born in Jaro to Placido Lopez and Maria Jacoba Jaena. He died of tuberculosis at the age of 39 on January 20, 1896, in Barcelona, Spain, while in exile.&#13;
&#13;
Renowned as a brilliant writer, orator, and reformist, Lopez Jaena was a fearless critic of abuses during the Spanish colonial period. His satirical essay “Fray Botod” exposed the excesses of friars and helped awaken Filipinos to systemic injustice.&#13;
&#13;
As founder and first editor of the pro-Filipino newspaper La Solidaridad, Lopez Jaena became a central figure of the Propaganda Movement, advocating peaceful reforms, equal rights, and Filipino representation in the Spanish government — principles that remain relevant in Philippine society today./PN&#13;

ILOILO City – West Visayas State University (WVSU) once again asserted its dominance in teacher education by emerging as Top 1 Best Performing School in both the elementary and secondary levels of the 2025 Licensure Examination for Professional Teachers (LET), producing three national topnotchers and posting near-perfect passing rates across programs.&#13;
&#13;
WVSU logged a 99.26 percent passing rate in the elementary level after 134 of 135 examinees from its Main Campus passed the exam, while 241 of 242 takers hurdled the secondary level for a 99.59 percent passing rate, also earning the university the top spot nationwide.&#13;
&#13;
Capping the university’s standout performance, three WVSU graduates landed in the national Top 10 of the September and November 2025 LET.&#13;
&#13;
Bea Mae E. Balanza, a Bachelor of Secondary Education major in English from the Main Campus in La Paz, Iloilo City, placed 9th with a 93.20 percent rating, while fellow Main Campus graduate Franchesca Kimberly Ann Louise Anib Altes, also an English major, ranked 10th with 93.00 percent.&#13;
&#13;
Another WVSU graduate, Mary Diane Garcia Dulay of the Himamaylan Campus, also secured a 10th-place finish with a 93 percent rating in the same secondary education category.&#13;
&#13;
WVSU president Dr. Joselito Villaruz said the 2025 LET marked a milestone for the university, noting that it was the first time both elementary and secondary results were simultaneously considered in national rankings.&#13;
&#13;
“We’ve always maintained a culture of excellence at WVSU, starting with a careful selection process of students entering our programs, followed by high-quality instruction throughout their academic journey,” Villaruz said.&#13;
&#13;
&#13;
He underscored the role of faculty mentorship and institutional support in sustaining WVSU’s performance.&#13;
&#13;
“Our dedicated faculty members play a crucial role in nurturing our students’ talents and preparing them for successful careers as educators,” Villaruz added.&#13;
&#13;
While celebrating the university’s sweeping success, Villaruz acknowledged that two WVSU graduates did not pass the examination, describing the outcome as a temporary hurdle.&#13;
&#13;
“We remain supportive of these two students. It’s just a minor setback; with resilience and preparation, we believe they will succeed in future attempts,” he said.&#13;
&#13;
Nationally, the LET remained highly competitive, with 57,729 of 79,493 examinees passing at the secondary level, and 21,967 of 43,035 passing at the elementary level—figures that further highlighted WVSU’s exceptional performance relative to the national average. ILOILO — Gov. Arthur Defensor Jr. marked the Christmas season with a strong message of hope and rehabilitation as he personally distributed gift packs to some 2,000 persons deprived of liberty (PDLs) at the Iloilo District Jail (IDJ) in Barangay Nanga, Pototan town.&#13;
&#13;
Defensor personally led the distribution of P350-worth gift packs containing food and basic necessities, describing the activity as part of a long-standing holiday tradition aimed at reminding inmates that they are not forgotten during the festive season.&#13;
&#13;
He was joined by officials of the Bureau of Jail Management and Penology Region 6, including Regional Director Senior Superintendent Jhon Montero, Jail Administrator Atty. Jairus Anthony Dogelio, and IDJ Warden Chief Inspector Mark Malhabour.&#13;
&#13;
The governor said the annual gift-giving reflects the true spirit of Christmas — sharing, forgiveness, and hope — and builds on a tradition started by his father, former governor Arthur Defensor Sr., in partnership with the Iloilo Provincial Employees and Community Multi-purpose Cooperative.&#13;
&#13;
Beyond the holiday gesture, Defensor reiterated his commitment to long-term reforms at the jail, including plans to convert the facility into a training center that would equip PDLs with practical skills for life after detention.&#13;

He also pledged to address basic needs in the area, particularly water supply and other essential utilities. For many inmates, the visit brought a rare sense of warmth and dignity during the holidays, with one PDL capturing the moment by saying, “Ibang-iba talaga, ang pasko sa Nanga.”/PN&#13;

ILOILO — The Iloilo provincial government has adopted a firm “zero tolerance” stance against all forms of violence against women, with Gov. Arthur Defensor Jr. ordering the full use of the law and provincial resources to protect victims and hold abusers accountable.&#13;
&#13;
The directive was announced during the culmination of the 18-day Campaign to End Violence Against Women (VAW) at the Iloilo Provincial Capitol lobby on December 10, with Provincial Administrator Raul Banias delivering the governor’s message.&#13;
&#13;
“Governor Toto’s marching order is simple: Zero Tolerance. In the Province of Iloilo, abuse has no place. Whether it is physical, emotional, or economic abuse, we will use the full force of the law and the full resources of the Capitol to protect the vulnerable. We are building a province where safety is a right, not a privilege,” Banias said.&#13;
&#13;
Banias stressed that the end of the 18-day campaign does not mark the end of the provincial government’s efforts, but rather a renewed commitment for the rest of the year.&#13;
&#13;
“As we gather here and close this campaign, let us take the ‘Naked Truth’ with us… Let us not turn away when we see signs of abuse. Let us be the neighbors who listen, the officials who act, and the community that cares,” he said.&#13;
&#13;
He added that the culmination activity is “not the end of our work, but the day we renew our vow for the next 347 days of the year.”&#13;
&#13;
Drawing from both his medical and administrative background, Banias said violence leaves not only visible physical injuries but also deeper, unseen wounds.&#13;
&#13;
“As a medical doctor, I have seen the physical scars of violence. But as an administrator, I know the invisible scars are often deeper,” he said.&#13;
&#13;
He described the campaign’s theme, “Hublas ng Kamatuoran sa Pag-abuso” (Naked Truth on Abuse), as a call to expose violence that often occurs behind closed doors.&#13;
&#13;
“The naked truth is that violence against women and children often happens in the shadows—behind closed doors, silenced by fear, and sometimes, enabled by a culture of indifference,” Banias said.&#13;
&#13;
“We are here today to strip away that silence. Under the leadership of Governor Toto Defensor, the Province of Iloilo recognizes that we cannot claim to be a progressive province if our mothers, daughters, and sisters are not safe in their own homes,” he added.&#13;
&#13;
Banias emphasized that economic growth must go hand in hand with social justice, noting that the province’s development framework, MoRProGRes Iloilo, places resilience and social protection at its core.&#13;
&#13;
As part of its sustained anti-VAW drive, Banias reiterated several concrete commitments of the provincial government, including the strengthening of frontline services through fully functional VAW desks down to the barangay level.&#13;
&#13;
He said Barangay VAW Desk Officers are being equipped not only with logbooks but also with empathy and legal knowledge to respond immediately to victim-survivors.&#13;
&#13;
The province is also reinforcing psychosocial and legal support systems through the Provincial Social Welfare and Development Office (PSWDO), ensuring access to counseling and legal assistance, with support from the Philippine National Police and the Public Attorney’s Office.&#13;
&#13;
&#13;
Banias likewise called on men to take an active role in ending violence against women.&#13;
&#13;
“Ending VAW is not just a woman’s issue; it is a man’s issue,” he said. “We need more men to stand up against toxic behavior and speak out when they witness harassment.”&#13;
&#13;
The culminating activity was spearheaded by the PSWDO in partnership with the Department of Social Welfare and Development Region 6, the Department of Health–Western Visayas Center for Health Development, and the Regional Committee on Anti-Trafficking and Violence Against Women and Children (RCAT-VAWC)./PN&#13;

ILOILO — The Province of Iloilo has been declared the national champion of the 2025 Rafael M. Salas Kaunlarang Pantao Award (RMSKPA), emerging as the Most Outstanding Local Government Unit in Localizing the Population and Development (PopDev) Agenda and besting 81 other provinces nationwide.&#13;
&#13;
The prestigious recognition, conferred by the Commission on Population and Development (CPD), underscores Iloilo’s aggressive and sustained investments in youth development, family welfare, population management, and human development programs.&#13;
&#13;
Gov. Arthur Defensor Jr. personally received the award during recent ceremonies in Metro Manila, together with Vice Gov. Lee Ann Debuque, CPD Region 6 director Harold Alfred Marshall, and Provincial Population Office (PPO) head Atty. Ruel Von Superio. They were joined by Provincial Health Officer Dr. Maria Socorro Quiñon and Provincial Social Welfare and Development Office-in-charge Rani Melvi Cuarte.&#13;
&#13;
“PopDev is about the development of the most important resource of our country—our people, because there is nothing more important than our people,” Defensor said.&#13;
&#13;
The province’s winning edge was anchored on the work of the Provincial Population Office, led by Atty. Superio, which has been at the forefront of implementing population and development initiatives across Iloilo.&#13;
&#13;
Under his leadership, Iloilo now has the highest number of school-based multi-purpose teen centers in the country, with 102 teen centers established in secondary schools throughout the province. These facilities serve as safe spaces for adolescents and play a key role in addressing teenage pregnancy, youth-related concerns, and child malnutrition, among other issues.&#13;
&#13;
Complementing these initiatives is the province’s rollout of Family and Youth Development Centers (FYDCs) in various municipalities, designed to strengthen family relationships and foster community cohesion.&#13;
&#13;
The PPO also maintains a comprehensive and updated population databank covering all 43 local government units in the province, a system cited by CPD as a model for evidence-based planning and governance.&#13;
&#13;
“With humility and profound gratitude, we proudly celebrate this national achievement as the national champion — the Most Outstanding Province in Localizing the Population and Development (POPDEV) Agenda in the entire Philippines, rising above 81 other provinces,” Atty. Superio said.&#13;
&#13;
“This honor does not belong to a single office—it belongs to the whole Province of Iloilo, united by purpose and strengthened by our shared commitment to touching the lives of every Ilonggo in pursuit of total human development.”&#13;
