ILOILO — The ongoing upgrade of the Iloilo International Airport passenger terminal building in Cabatuan town has reached 60 percent completion, the Civil Aviation Authority of the Philippines (CAAP) announced, signaling steady progress in a major infrastructure push aimed at improving passenger capacity, comfort, and efficiency.&#13;
&#13;
CAAP director general Raul del Rosario said the phased rehabilitation works are being implemented without disrupting airport operations, as part of the government’s nationwide airport modernization program under President Ferdinand Marcos Jr.&#13;
&#13;
“The steady progress of the Iloilo International Airport terminal improvements reflects CAAP’s commitment to providing safer, more efficient, and passenger-friendly airport facilities,” del Rosario said.&#13;

Among the completed components are the installation of four escalators, a flight information display system, repairs to the baggage handling system, additional gang chairs and luggage trolleys, and the installation of three new chillers to improve temperature control inside the terminal.&#13;
&#13;
Del Rosario stressed that the upgrades are being carried out by phase to ensure uninterrupted airport services.&#13;
“These enhancements are designed to improve the overall travel experience,” he added.&#13;
&#13;
In a separate interview, CAAP–Iloilo terminal supervisor Arthur Parreño said remaining works include the construction of additional comfort rooms at the passenger terminal building, arrival public concourse, and third-floor lobby area, as well as the expansion of the final departure area.&#13;

Earlier, CAAP Region 6 announced that the airport’s escalators are now fully operational following testing and inspection led by Acting Area Manager Engr. Diego Eric Abecendario.&#13;
“The escalator has undergone proper testing and inspection… to ensure its safety, reliability, and compliance with operational standards,” CAAP Region 6 said in a statement.&#13;
&#13;
The airport rehabilitation is backed by more than P190 million in funding from the Department of Transportation (DOTr) General Appropriations Act (GAA) 2024. Of this amount, P132.9 million is allocated for the rehabilitation and improvement of the Passenger Terminal Building, covering civil, structural, architectural, mechanical, electrical, plumbing works, and the installation of new equipment such as escalators and elevators. Another P37.55 million funds the supply and installation of three 600-KW chillers.&#13;
&#13;
Currently, the terminal can accommodate 367 domestic and 360 international passengers. Once the ongoing and planned works are completed, capacity is expected to increase to 675 domestic and 407 international passengers, significantly boosting the airport’s service potential.&#13;

ILOILO — The Iloilo provincial government has rolled out the first phase of its new tourism development program, naming eight local government units (LGUs) as initial beneficiaries of financial and technical assistance under the “Turista sa Barangay for MoRProGRes Iloilo” executive order, Gov. Arthur Defensor Jr. announced.&#13;
&#13;
The initial recipients are the eight LGUs with contingents in the upcoming Kasadyahan sa Kabanwahanan competition, one of the major highlights of the Dinagyang Festival.&#13;
&#13;
Defensor said the timing of the program’s implementation is deliberate, coinciding with the start of the fiscal year when fresh budget allocations are available to support local tourism initiatives.&#13;
&#13;
Under the executive order, the province will provide festival-linked assistance tailored to the unique tourism assets of each LGU.&#13;
&#13;
In Banate, Defensor said provincial funds will be released in support of the Kasag Festival, alongside plans to establish a blue crab hatchery in the municipality.&#13;
&#13;
“What we want to see there, every time may Kasag Festival sa Banate, we will start the affair sa dispersal sang kasag sa Banate Bay. May blue cab hatchery kita sa Concepcion, so we also want nga may one kita sa Banate,” Defensor said.&#13;
&#13;
For Zarraga, which hosts the Pantat Festival, the provincial government plans to set up a pantat hatchery. Preparatory work has already begun, including the establishment of a water system last year.&#13;
&#13;
Meanwhile, in Bingawan, home of the Pagnahi-an Festival, Defensor said funding will be released to support “slow food” initiatives tied to local culture and agriculture.&#13;
&#13;
“This is in addition to the assistance that we will give to the tribes, we will give other form of assistance based on executive order,” the governor added.&#13;
&#13;
&#13;
Defensor emphasized that provincial support will go beyond financial aid, covering capacity-building programs, partnerships, and infrastructure development. Funding for the executive order will be sourced from the province’s share in the National Tax Allocation (NTA).&#13;
&#13;
While priority will be given to the eight Kasadyahan participants this year, Defensor said other LGUs will follow as the province aims to elevate the festivals of all 43 municipalities and component cities in Iloilo.&#13;
&#13;

              <text>ILOILO – A total of 85 mayoralty aspirants and 84 vice mayoralty aspirants have officially filed their certificates of candidacy (COC) in this province from October 1 to 8, ahead of the May 12, 2025 national and local elections.&#13;

However, these numbers might still see minor changes as the Law Department of the Commission on Elections (Comelec) in its Central Office is currently reviewing the submitted COCs by the City and Provincial Election Officers. This process ensures that all candidates are qualified to run in the upcoming polls.&#13;
&#13;

According to the Comelec-Iloilo Province list provided to the media, the names of those who filed for the mayoralty and vice mayoralty posts are available per municipality.&#13;
&#13;
The final list of qualified candidates will be confirmed once the verification process is completed.&#13;

              <text>Sabores de Visayas serves up its 10th edition showcasing the culinary&#13;
heritage of Western Visayas&#13;
Everything is happening in Iloilo City and it’s not only because it has been declared the Philippines’ first UNESCO Creative City of Gastronomy.&#13;
&#13;
Over the weekend, on July 27, the 10th edition of Sabores de Visayas was held with the usual mix of nationally or internationally renowned Filipino chefs and local chefs, some of them just emerging, in the Western Visayas region. This year’s lineup of guest chefs was stellar—Kalel Chan of the Raintree Restaurant Group, Mikel Zaguirre of Locavore (and many other F&amp;B establishments, including the Bizarre Bar), the very first Filipino Asia’s Best Female Chef (2016) Margarita Forés, Macroasia executive chef at Asian Development Bank Panky Lopez, Patrick Go of Your Local, restaurateur, TV chef, and Manila Bulletin Lifestyle columnist Sandy Daza, and Myke “Tatung” Sarthou of Lore. They worked closely with Iloilo’s chefs, established and emerging, led by Jose Wilson Esperancilla and Maridel Uygongco of Maridel’s, a goto pastry shop in Iloilo City known to have pioneered the guava cake.&#13;
&#13;
Sabores de Visayas is a passion project of Rafael Jardeleza Jr., otherwise known as Chef Tibong, who has been pushing Iloilo’s culture and cuisine for decades. His longtime advocacy in behalf of the culinary wonders of Iloilo was recognized alongside a Nov. 9, 2021 resolution officially declaring the city and the province as “Food Haven of the Philippines.” I’ve written before that if every province or city in the country had somebody like Tibong, we would love the Philippines more because to him doing what he does for Ilonggo food and cooking isn’t a job or a career, isn’t a business or an enterprise, it’s a life. Over the past 15 years, he has brought me only twice to his own restaurant because he would rather take me to discover what the rest of Iloilo had to offer, whether the adobo nga takway or pata ng baka in a soup at St. Martha, my favorite turo turo in the world, or the incredible pancit molo at the private dining establishment Balai Vittorio or salamukan, a flavorful soup of carabao head and innards with secret spices that will make you go oooh.&#13;
&#13;
On World Cities Day, Oct. 31, 2023, Iloilo City was named UNESCO Creative City of Gastronomy, the first in the Philippines to join the UNESCO Creative Cities Network composed then of 350 cities in over 100 countries, each shining in a certain creative field, from crafts and design to film, music, literature, and, in this case, gastronomy, a reward that Tibong, along with all the cooks and chefs and gourmands of Iloilo, plus the LGU, the farmers, fishermen, food producers and entrepreneurs, and the public markets in all the seven districts of the city, is now reaping from what they have consistently, untiringly planted.&#13;
&#13;
Sabores de Visayas, which started way back at Casa Real with only Tibong and two special guests, restaurateur and food writer Angelo Comsti and Margarita Fores, collaborating with a group Tibong calls “kusineros Ilonggo,” has gone a long way and no less than the country’s foremost chefs have participated, including Chele Gonzalez, Francis Lim, Kevin Navoa, Jorge Mendez, Josh Boutwood, and Thirdy Dolatre.&#13;
&#13;
Most of the editions were held in such a majestic location, the Lopez Heritage House, a Beaux-Arts style mansion built in 1938, more popularly referred to as Nelly Garden. This year, however, due to inclement weather, it was held at the ballroom of a hotel unfamiliar to me, not majestic at all, but well it’s the food that counts.&#13;
&#13;
And the food did count, a 50-hands dinner buffet, in fact a degustacion in steroids, highlighting Iloilo’s culinary heritage. Here are some of the highlights. &#13;
Kalel Chan and Chef Kieth Bianson, sous chef at Hotel del Rio, collaborated on the callos, lengua con setas with vino tinto, and paella Negra with chipirones.&#13;
&#13;
Working with Mai Mai Lechon, Margarita Forés came up with Lechon de Cerveza Negra served with Capiz puśo sa buri or rice prepared with tuba, then wrapped in woven buri leaves in which it was steamed. &#13;
&#13;
Mikel Zaguirre and Aimee TiuVillanueva presented a selection of starters and salads, featuring langka, ampalaya with green mango, puso ng saging, salted egg with eggplant, salted egg with shrimp kinilaw, pulpo with dragon fruit and kamote kinilaw, and kinilaw na tanigue with pomelo.&#13;
&#13;
Myke Tatung and Chef Jeff Ticao manned the grill and offered an assortment of what they called “tusoktusok,” featuring barbeques of chicken inasal, kuwaho or beef rectum, atay kag batikulon sang manok or chicken liver and gizzard, shrimp and squid in sinamak sa tuba, buri, and nipa.&#13;
&#13;
Panky Lopez partnered with Breakthrough, the go-to restaurant in Villa Arevalo, to do this year’s roasted karnero or lamb flavored with tanglad, batwan, and libas au jus.&#13;
&#13;
Sandy Daza worked closely with Paul Aligaen of Belmont Hotel Boracay on the ribeye steak and beef tenderloin gravy infused with tabagak or salted fish, tablea tsokolate, and Emperador brandy.&#13;
&#13;
The Richmonde Hotel culinary team, led by executive chef Ariel Castañeda, served up a delectable yet healthy surprise—the vegan isaw, made of inadobo na takway, adobo Ilonggo au jus, dehydrated mushroom chicharon, and dehydrated onion and garlic peels. At this station, there was kalokalo stuffed chicken inasal wings with native sauce, as well as a Sampaguita pizza bar with toppings like sampaguita smoked salmon, sampaguita chorizo Ilonggo, sampaguita carabao’s cheese, roasted sampaguita salt, and sampaguita honey.&#13;
&#13;
 Also among the highlights were OJ Salazar’s jamon with smoked pineapple glaze and the three comfort soups—pancit Molo, lina-ga nga kasudlan sang baka, and linatik with shrimp and water chestnuts— by Karl Hibionada, Raffy Hibionada, and Paul Frias.&#13;
&#13;
As for breads, the basket of baguettes and croissants, kouign amann, focaccia, cinnamon cronut, and many others was a hit, courtesy of Theo’s led by pastry chef Herman Wuthrich Buboy.&#13;
&#13;
And no Iloilo meal is complete, especially if it’s Sabores, without the concoctions of Maridel Uygongco, whose offerings this year included pineapple maja, gulaman kape in Kahlua sauce, pandan fruit salad, and guinataan halo halo, along with her premium desserts of ube trois, mango buttercream, potato praline cake, and iba and walnut meringue. Too bad, the weather has not been kind to the guava trees, which did not bear enough fruits this season. I always look forward to Maridel’s famous guava cake!&#13;

The 10th edition of Sabores de Visayas was a gem of a milestone in the still unraveling trove of gustatory and culinary treasures in Iloilo. Too bad, my constant Sabores buddies like Linamnam chef Don Baldosano were not with me, but I am particularly happy to have dragged my friends, Philippine Airlines president Stanley Ng and ultimate foodie and food expert Pepper Teehankee with me this time, who both survived, like I did, the ordeal of eating every 15 minutes across Iloilo City and emerged from the ordeal a lover of Iloilo like me. It was also a great pleasure to reunite with Richmonde Hotel Iloilo GM and Iloilo MICE Alliance head Nat Lim and Iloilo Festivals Foundation Inc. president and Iloilo Convention Center COO Allan Tan, who were instrumental in making this and some of the previous editions of Sabores de Visayas a huge success, along with the Department of Tourism—Region 6, Philippine Airlines, Richmonde Hotel Iloilo, MORE Power, Iloilo Business Park of Megaworld, La Filipina Uy Gongko Group, The Manila Bulletin, and Manila Bulletin Lifestyle.&#13;

ILOILO City – On a night stitched together by elegance, resolve, and unmistakable Ilongga pride, Zestah Shalom Espinosa of Anilao, Iloilo stepped into her destiny — crowned Miss Iloilo 2026 after a competition that demanded far more than beauty. It was a triumph defined by consistency across every segment, a calm confidence under pressure, and a sense of purpose.&#13;
&#13;
When the crown finally settled, Espinosa’s reaction captured the gravity of the moment.&#13;
&#13;
“I am overwhelmed, yet it is a magical thing to win a crown tonight and to go home with this. I can sleep peacefully knowing that I’ve done my best, and I’ve snatched the crown,” she said — equal parts disbelief and quiet fulfillment.&#13;
&#13;
For those who followed her journey through the pageant season, the win felt earned: disciplined preparation, clear articulation, and heartfelt advocacy converged at the right time.&#13;

A Night of Standout Performances&#13;

Espinosa’s command of the stage translated into a sweep of major awards — Best in Gown, Best in Swimsuit, and Best in Introduction Video — markers of a candidate who understood both presentation and message.&#13;

Close behind her was Patricia Lynn Beerda of Iloilo City’s La Paz district whose depth and polish shone through with Best in Advocacy and Tourism Video, Best in Closed-Door Interview, and Best in Runway Model.&#13;

The pageant also celebrated camaraderie and versatility. Meluxielle Stazey De Ramos of Batad, Iloilo earned Miss Goodwill and Best in SMART Choice, while Kryshia Danica Ferguson of Badiangan, Iloilo claimed Best in Mags Casual Wear.&#13;
&#13;
Creativity took center stage in the Best in Costume Competition, shared by Beerda, Ferguson, Wayncy Nagpaton of Miag-ao, Iloilo (East); Hana Tiffany Christen of Janiuay, Iloilo; Jessica Mae Gatungay of Guimbal, Iloilo; and Angel Ann Teruel of Pototan, Iloilo — a testament to the breadth of talent across the field.&#13;

Heartfelt Queens, United Purpose&#13;

Joining Espinosa on the national path are the Miss Iloilo 2026 Heartfelt Queens — Lorraine Manguiat of Tubungan, Angel Ann Teruel of Pototan, Jessica Mae Gatungay of Guimbal, and Patricia Lynn Beerda of La Paz — each carrying her own platform and promise to elevate Iloilo’s voice beyond the province.&#13;

Adding resonance to the coronation was the presence of past queens, a living timeline of leadership and service. Among them were Rabiya Mateo (Miss Iloilo 2020), Dorothy Gemillan (2022), Shaine Saulog (2023), Alexie Caimoso Brooks (2024), Heartfelt Queens Rhea Marissa Puyong and Elaine Segura (2025), and Karen Nicole Piccio (Miss Iloilo 2025). Their attendance underscored what the crown signifies: continuity, mentorship, and an enduring commitment to community impact.&#13;

Measured by Masters&#13;
&#13;
The judging panel — business executives Joe Marie Layson and Mags Cue, Mateo, beauty pageant mogul Jonas Gaffud, and shoe designer and entrepreneur Jojo Bragais — evaluated the candidates on beauty, intelligence, advocacy, and overall impact. In that rigorous crucible, Espinosa’s steadiness stood out.&#13;

As Miss Iloilo 2026, Espinosa carries expectations — to represent Iloilo with integrity, to champion advocacies with empathy, and to embody the grace and grit of Ilonggas everywhere.                 <text>This manual was published for the 100th year anniversary of Philippine Independence for June 12, 1998.&#13;
&#13;
The Philippines is observing this year the 100th year of the proclamation of Philippine Independence which led to the establishment of Asia’s first republic. The importance of the occasion led to the creation - through President Fidel V. Ramos’ Executive Order No. 128 - of the Philippine Centennial Commission. Its task is to plan, coordinate and execute the centennial celebration programs together with all government agencies and sectors of society.&#13;
&#13;
The National Centennial Commission, in coordination with all government agencies and the private sector, has lined up various programs and activities to make this once-in-a- lifetime event truly meaningful and memorable for all our people. To achieve this and to drum up greater public participation, the 100 Days Countdown Committee was formed with the Department of the Interior and Local Government as the lead agency. Representatives from other government agencies and the private sector compose the committee.&#13;
&#13;
(Local Chief Executives and officials shall coordinate with their respective Philippine Centennial Movement chapters, the Department of Education Culture and Sports, Department of Tourism, Department of Public Works and Highways, Philippine Information Agency, among others, and the Private Sector in undertaking activities related to the Centennial celebration.)&#13;
&#13;
To ensure the successful implementation of these activities, the committee has prepared a manual to serve as reference and guide for local government units in the operationalization of activities during the 100 -day countdown period as well as for the celebration of the centennial on June 12.&#13;
&#13;
The manual presents the objectives of the countdown, an indicative calendar of activities for the LGUs and sectoral groups, a calendar of events for the Centennial celebration, suggested activities that LGUs shall or may undertake for the celebration, and other relevant information about the Centennial, including a program on value reformation based on the “Kartilya ng Katipunan.”</text>
