ILOILO City – The City Council has unanimously approved on first reading a proposed measure to establish “mental awareness desks” in all barangays across the metropolis.&#13;
&#13;
This initiative is designed to promote mental health awareness and ensure accessible support and resources for residents. &#13;
&#13;
Several groups of psychiatrists have expressed support to the proposed measure; they pledged to assist and offer their expertise to help implement the initiative effectively. &#13;
&#13;
The primary goal of the Mental Awareness Desk is to gather crucial data to help the city government develop appropriate solutions for mental health issues. &#13;
&#13;
By collecting information on the mental health needs of residents, the desk will serve as a valuable tool in identifying trends and specific challenges within each barangay. &#13;
&#13;
“By equipping the barangay health workers with the know-how, they can easily provide appropriate solutions on the recurring problems on mental health,” said Councilor Rudolph Jeffrey Ganzon, the measure’s proponent.&#13;
&#13;
The help desks will not only provide immediate assistance such as counseling and referrals at the community level to those in need but also support long-term efforts to address mental health issues more effectively across the city.&#13;
&#13;
The initial plan is to establish Mental Awareness Desks in each of the seven districts of Iloilo City before expanding the initiative to all barangays. &#13;
&#13;
This phased approach will allow the city government to assess the effectiveness of the program on a smaller scale, making necessary adjustments before rolling it out citywide.&#13;
&#13;
This strategy aims to ensure that the desks are properly staffed and equipped to provide the necessary support and resources for residents facing mental health challenges./PN&#13;

ILOILO City – Several business entities here have congratulated the city government following its recognition as the Overall Most Competitive Highly Urbanized City (HUC) by the Department of Trade and Industry (DTI) Region-6. &#13;

Among those offering their congratulations were MORE Electric and Power Corporation (MORE Power), the Filipino-Chinese Chamber of Commerce of Iloilo, Inc., and Metro Pacific Iloilo Water (MPIW).&#13;
&#13;
These organizations praised the city for this prestigious achievement, highlighting Iloilo City’s continued growth, competitiveness, and resilience. &#13;
&#13;
They also acknowledged the collective efforts of the local government, the private sector, and the people of Iloilo, which have contributed to the city’s success in earning this recognition as one of the most competitive cities in the region.&#13;
&#13;
MORE Power president and chief executive officer Roel Castro praised the recognition of Iloilo City as the Overall Most Competitive Highly Urbanized City (HUC) by DTI Region VI, emphasizing that the distinction reflects the city’s commitment to effective governance, sustained economic growth, and the power of public-private partnerships.&#13;
&#13;
Castro lauded the collaborative approach that has driven the city’s success, stating, “This success highlights the impact of a shared vision, strong leadership in the local government, and cooperation from the private sector.” &#13;

He emphasized that it is through the collective efforts of the city government and its partners that Iloilo City has been able to excel. &#13;
&#13;
MORE Power, he said, is proud to be part of this journey and remains committed to ensuring a competitive power supply with reasonable rates for Ilonggos and businesses, which in turn helps attract more investors to the city.&#13;

The Filipino-Chinese Chamber of Commerce of Iloilo, Inc. (FCCI) also extended their congratulations to Iloilo City for being recognized as the Overall Most Competitive Highly Urbanized City (HUC) by DTI Region VI. &#13;

ILOILO City – The prominent Lopez family of Iloilo has officially unveiled “The Patrimony of All – Ang Panublion sang Tanan”, an exhibit featuring 16 carefully selected masterpieces by renowned Filipino artists Juan Luna, Felix Hidalgo, Juan Arellano, and Fernando Amorsolo from the Lopez Museum and Library (LML) Collection.&#13;
&#13;
The exhibit, which runs from Nov. 25, 2024 to April 2025, is being held at the UP Visayas Museum of Art and Cultural Heritage (MACH) here.&#13;
&#13;
During the recent press briefing, Mercedes Lopez-Vargas, president of the Lopez Group Foundation, Inc. and executive director of the Lopez Museum and Library, expressed her enthusiasm for bringing these significant works to Iloilo, aiming to showcase Filipino artistic heritage and inspire cultural appreciation.&#13;
&#13;

“We hope to show that these artists painted not just what they saw and felt around them but also conversed with what was imagined elsewhere in the world,” shared Lopez-Vargas.&#13;
&#13;
Curated by Dr. Patrick Flores, “The Patrimony of All” also seeks to highlight the rich architectural heritage and cultural legacy of Iloilo, blending the visual arts with the historical identity of the city.&#13;
&#13;
“The Patrimony of All” is part of the celebration of the 77th Year of the University of the Philippines’ Presence in Iloilo, marking a significant cultural milestone for the city.&#13;
&#13;
The project was conceived by former senator Franklin Drilon in 2019 and realized through the support of Sen. Loren Legarda.&#13;
&#13;
Although the Lopez family, its foundations, and corporations are based in Metro Manila, they remain deeply connected to Iloilo, their province of origin. &#13;
&#13;
For over a century, the family has demonstrated a deep commitment to community welfare through their entrepreneurial, civic, and philanthropic initiatives.&#13;
&#13;
During a devastating famine in Iloilo in 1878, Kapitan Eugenio Lopez and his brother Claudio organized relief operations funded from their own resources to aid the affected population.&#13;
&#13;
During the Guimaras Oil Spill in 2006, the family donated 15 hectares of land to families impacted by the disaster, providing them with both shelter and livelihood programs to help rebuild their lives.&#13;
&#13;
These acts of generosity reflect the Lopez family’s dedication to uplifting communities and supporting social development, a legacy they continue to honor through cultural initiatives like “The Patrimony of All” and their ongoing philanthropic efforts.&#13;
&#13;
Beyond providing assistance during times of crisis, the Lopez family has long recognized that building a community requires long-term investment in both its people and the heritage they cherish.&#13;
&#13;
In the 1950s, Kapitan Eugenio’s son and namesake, Eugenio Sr., initiated a program to improve educational facilities, laying the foundation for the Lopez family’s ongoing commitment to education and community development.&#13;
&#13;
Eugenio Sr.’s children and grandchildren also have continued this legacy through various social development projects. &#13;
&#13;
These include several initiatives focused on the town’s growth and welfare in Jaro; the Gawad Kalinga, which contributed to the empowerment of impoverished communities; the Bantay Kalusugan, a program aimed at reducing malnutrition in the region; and skills development and training to supporting weaving collectives and indigenous groups, empowering local artisans and communities to preserve and thrive in their traditional crafts.&#13;

Ingrained in the Lopez family and its institutions is an appreciation for the depth and breadth of Philippine cultural heritage, recognizing the importance of preserving and sharing the rich history and traditions of every part of the country.&#13;

ILOILO City – Supreme Court Associate Justice Maria Filomena D. Singh urged graduates of the Central Philippine University (CPU) College of Law to become men and women of integrity, particularly when they become lawyers.&#13;
&#13;

In her speech during the college’s commencement exercise, Singh underscored the importance of keeping one’s integrity, saying that in this modern world, only a few people have unquestionable integrity.&#13;
&#13;
&#13;
“Pursue your dreams, but never forget that you must be ruled by the law and guided by your ethical values.  Never lose sight of your goals. Remember that not all the money in the world can buy you a good name and reputation. It is the best legacy you can leave behind,” said Singh.&#13;
&#13;
Singh, the 194th associate justice of the tribunal, served as the speaker during the CPU College of Law’s commencement rite of 30 law graduates on July 22.&#13;
&#13;
In her speech, Justice Singh stressed that the true power of legal education lies in how members of the Bar choose to apply it.&#13;
&#13;
&#13;
“It is my sincerest wish that you apply it not just with dedication, but with integrity. Integrity to me is the most precious commodity in the whole world. It is also the rarest. A lawyer with integrity acts with independence, propriety, fidelity, competence, diligence, equality, and accountability,” said Singh.&#13;
&#13;
The magistrate also encouraged the law graduates to “serve and pay back” to their families, schools, cities, and country.&#13;
&#13;
“Go forth and conquer. Today, your life commences on a new path of service not just for your family, but for the country coupled with the faith in God and the kindness of each other. You will be the instrument of good and beacon of hope,” said Singh.&#13;
&#13;
The magistrate said the law profession is now both empowered and beleaguered by technological advancements, noting the new mode of transforming how law is practiced is not always for the better.&#13;
&#13;
“As future lawyers, you will play a key role in shaping the future of our legal system. Legal education has given you the knowledge, the skills, and the tools to navigate this evolving landscape and to drive change,” said Singh.&#13;
&#13;
Remember that you are not just for yourself. You are becoming lawyers for society. You are all equipped to be in this noblest profession where you can make a positive impact on the lives of others.&#13;
&#13;
&#13;
Singh said the commencement rite is a day of great celebrations as the college bestows upon the law graduates their Juris Doctor degrees, signifying the completion of four years of legal education.&#13;
&#13;
“But more than the ceremony, today also served as a chance for you to reflect on the journey that you have taken. It is the occasion to remind you of the purpose why you chose to take on this journey,” she added.&#13;
&#13;
Likewise, the magistrate said the commencement rite is also the celebration of love, patience, generosity, charity, and kindness.&#13;
&#13;
“Indeed, the study of the law is not a thing that can be achieved simply or easily. It requires the honing of a mind, deepened reasoning and critical thinking, and the acquisition of interpersonal skills that would make you ready to engage with your future clients and colleagues, and with justices and judges before whom you will appear. Most importantly, instilling ethical values that would guide you down the path you choose from here on,” said Singh.&#13;
&#13;
The magistrate reminded the graduates that being now full-pledged Juris Doctors “carries with it the gravitas that you should hold and keep from any impropriety or illegality.”&#13;
&#13;
&#13;
“Remember that the title you earned today is not a mere ornament for showing off. Lawyering is the noblest profession. Without lawyers, no one will uphold the rule of law and society can exist and survive without the rule of law,” said Singh.</text>

ILOILO City – Metro Pacific Iloilo Water (MPIW) has reaffirmed its commitment to transparency and cooperation with the City Council relative to its proposed water rate adjustment.&#13;

It cited its five-year service improvement plan, project updates, and achievement submitted to the City Council to support its proposal.&#13;
&#13;
In ensuring transparency, MPIW emphasized that providing these documents allows the City Council to be completely informed on the areas where the proposed water rate adjustments will be allocated.&#13;
&#13;

&#13;
Angelo David Berba, MPIW’s Chief Operating Officer, welcomed the positive result of the recently concluded council hearing conducted by local legislators at the City Council.&#13;
&#13;
“We are grateful to the City Council for giving due course and a favorable response to the documents we submitted. Their understanding of the proposed increase from P20 to P29 per cubic meter is crucial to addressing critical issues and ensuring sustainable water supply management in Iloilo City and our franchised areas,” said Berba.&#13;
&#13;
The City Council, convening as a Committee of the Whole, initiated an inquiry “in aid of legislation” on June 10 regarding MPIW’s proposal.&#13;
&#13;
This inquiry followed a request from former councilor and lawyer R Leone Gerochi to examine documents related to MPIW’s operations and agreements. MPIW clarified that certain documents requested, such as those related to joint ventures with Metro Iloilo Water District (MIWD) and water supply agreements, fall under the authority of MIWD for release.&#13;
&#13;
However, MPIW assured us of its commitment to help facilitate the disclosure process. Under the joint-venture agreement, MIWD acts as the regulatory body overseeing compliance, while MPIW manages operational aspects including distribution system maintenance, expansion, and rehabilitation.&#13;
&#13;
&#13;
MPIW emphasized its cautious approach in releasing documents related to the joint venture annexes, citing the need to protect confidentiality provisions stipulated in contracts.&#13;
&#13;
Berba highlighted the company’s commitment to safeguarding sensitive information that could impact competitive advantage, violate contractual obligations, or compromise customer and employee confidentiality.&#13;
&#13;
“Alongside compliance with existing data privacy laws, we are committed to meeting legal requirements for transparency in public disclosure,” added Berba.&#13;
&#13;
Despite rising operational costs since 2019, including a 33% increase in bulk water prices, a 34% increase in fuel costs, a 74% increase in material costs, a 22% increase in chemical costs, a 25% increase in Labor costs, and continuous increase in permitting cost affecting project implementation MPIW has not adjusted its rates in six years.&#13;
&#13;
Comparatively, MPIW’s current rates remain among the lowest in Metro Iloilo. MIWD has officially submitted the tariff rate application to the Local Water Utilities Administration (LWUA), the application outlines detailed justifications for the proposed adjustment, emphasizing the need for sustainable financial planning to support the already substantial budget for the ongoing service improvements and operational efficiencies, ensuring improved water services for residents and customers.&#13;
&#13;
&#13;
“We have meticulously studied and consulted on this rate adjustment to balance the need for necessary improvements while avoiding overcharging,” explained Berba during the June 10 committee hearing. MPIW’s proposed rate adjustment initially planned for 2021 but delayed due to the pandemic, represents its first adjustment since taking over operations in 2019.</text>

ILOILO City – Expensive modern units. Stringent requirements and high interest loan rates. Unclear and inconsistent policies by the government. Unfit and corrupt officials running the transport cooperatives.&#13;
&#13;
These are among the reasons the local transport operators support the senators to suspend the ongoing implementation of the unpopular public transport modernization program (PTMP), formerly called the Public Utility Vehicle Modernization Program (PUVMP).&#13;
&#13;
&#13;
Several transport operators, drivers, and local legislators in Iloilo City have also thrown their weight behind the suspension of the modernization program for the Department of Transportation and its attached agencies – the Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB) – to formulate more feasible solutions and ensure that support mechanisms are in place.&#13;
&#13;
Councilor Sedfrey Cabaluna, the Iloilo City Council’s transportation committee chairperson, welcomed the senators’ proposal to suspend the program.&#13;
&#13;
“The problem with this program is the dilly-dallying policies of our national government about public transport. We want the government to come up with final and definite policies on this program,” said Cabaluna.&#13;
&#13;
The councilor expects the DOTr, LTFRB, and LTO to provide the stakeholders with “clear and definite” guidelines should the suspension be pushed through.&#13;
&#13;
Senate President Francis Escudero said Tuesday he would seek the suspension of the PUV modernization program so the concerned agencies could provide solutions to the problems, including the high cost of modern units.&#13;
&#13;
During the Senate Committee on Public Services hearing, Escudero said that Senate Majority Leader Francis Tolentino, Sen. JV Ejercito, and committee chair Sen. Raffy Tulfo supported his proposal.&#13;
&#13;
“Majority of the Senate supports the suspension of this modernization program,” he said.&#13;
&#13;
Escudero had been opposing the PUVMP, citing the need to review the program to prevent the loss of the livelihood of jeepney drivers and operators. &#13;
&#13;
For his part, Tulfo said he would file a resolution seeking to suspend the PUV modernization program, which aims to replace old jeepneys and other public utility vehicles with safer, more efficient, and environmentally friendly models.&#13;
&#13;
For their part, several local transport operators also said told legislators of the harassment and abuses they endured by their transport officers in managing their cooperatives.&#13;
&#13;
“There are numerous and rising significant reports and complaints on cooperatives happening in Iloilo City transport cooperatives, by the implementation, we will be at a disadvantageous situation,” the transport operators said.&#13;
&#13;
They also lamented the corrupt practices and irregularities committed by several LTFRB-6 personnel, particularly in the conduct of route consolidation processes.&#13;
&#13;
In particular, the transport operators called for a gradual rollout in the implementation of the modernization program to allow operators more time to comply and spread out the financial impact.&#13;
&#13;
They also suggested implementing the program in selected areas to test and refine the process before full-scale implementation.&#13;
&#13;
The transport operators and drivers also called for an “inclusive stakeholder consultation” such as conducting regular consultations with all stakeholders, including drivers, operators, commuters, and transport groups, to gather feedback and address concerns.&#13;

They said regular consultation is essential to ensure transparent communication about the program’s objectives, benefits, and requirements.&#13;
&#13;
Given these concerns, various transport groups and stakeholders, the Iloilo City Council earlier passed a resolution urging the DOTr to suspend the PUV modernization program until more feasible and acceptable measures to all stakeholders are in place.&#13;
&#13;
The measure, authored by Councilor Romel Duron, noted that five of 10 components of the programs were not seriously considered by the Land Transportation Franchising and Regulatory Board (LTFRB) during the planning stage.&#13;
&#13;
These components include route rationalization, financing, support mechanism, consolidation, and the vehicle useful program.&#13;
&#13;
The LTFRB in Western Visayas reported a 72.2 percent franchise consolidation rate.&#13;
&#13;
In Iloilo City, the Department of Transportation (DOTr) approved 25 rationalized routes out of the original 35 routes before the approval of the LPTRP.&#13;
&#13;
Out of 2,535 traditional jeepneys in the city, the DOTr authorized 1,782 modern jeepneys to ply these 25 approved rationalized routes comprising old and new routes.&#13;
&#13;
The 1,782 approved units have been allocated to 14 transport cooperatives and two corporations.&#13;
&#13;
The resolution noted that PUV modernization and route rationalization are “novel concepts.” However, the execution and implementation fell short of what the public expected.&#13;
&#13;
“There is a need to study the route rationalization that would be responsible for the demands of the passengers and locations of the major movement and future demand, especially PUV units entering the City of Iloilo,” the resolution read.&#13;
&#13;
The resolution also mentioned the costly procurement of modern units, high operational costs, and the high tariffs imposed on imported utility vehicles.&#13;
&#13;
Several transport cooperatives are also mismanaged due to a lack of training on how to effectively manage a fleet system; hence the possibility of bankruptcy will likely happen.&#13;
&#13;
“The government cannot implement the jeepney modernization program as a “one size fits all” solution across the country, given the different population number, income capacities, and failure to caution its abject miseries of displaced unconsolidated PUJs and provision of amelioration program to their dependents,” the resolution added.&#13;
&#13;
Apart from the DOTr, the council also asked other agencies including the Office of the Transport Cooperative (OTC), the Technical Education and Skills Development Authority (TESDA), other local government units, Congress, and Speaker Ferdinand Martin G. Romualdez.</text>

ILOILO City – The Iloilo City Government has facilitated over P50-million cash aid under the Assistance to Individuals in Crisis Situations (AICS) Program of the Department of Social Welfare and Development (DSWD) as of July this year.&#13;
&#13;

AICS is one of the social welfare services of DSWD that provides medical assistance, burial, transportation, education, food, or financial assistance for other support services or needs of a person or family.&#13;
&#13;
Data from the Office of the Executive Assistant for Social Services of Mayor Jerry P. Treñas showed that close to 15, 000 Ilonggos belonging to various sectors benefitted and have availed themselves of the financial assistance.&#13;
&#13;
“The welfare of our beloved residents is one of our top priorities in our inclusive development agenda. Ensuring that every sector gets the support and assistance they need is our commitment,” Treñas underscored. &#13;
&#13;
“The Iloilo City Government extends deepest appreciation to the programs of President Ferdinand ‘Bongbong’ Marcos Jr. which are really a big help to our city and our beloved Ilonggos to recover from the effects of COVID-19, El Niño and other economic challenges,” the city mayor added.&#13;
&#13;
Under DSWD’s Ayuda sa Kapos ang Kita Program (AKAP) that aims to protect minimum wage earners from the effects of high inflation, some 6, 600 Ilonggos including sari-sari store owners, market and ambulant vendors, pedicab drivers, riders and transport groups, and among others got cash aid amounting to a total of P14.5 million.&#13;

Moreover, 394 college student scholars were beneficiaries of AICS educational assistance totaling to P3.470 million while 7, 000 more beneficiaries from different sectoral groups also availed themselves of financial assistance from the AICS program amounting to a total of P14 million.&#13;

The Iloilo City Government was also able to facilitate more than P17.8 million worth of financial assistance specifically hospital bills to close to 1,000 beneficiaries since January this year.&#13;

For one, a livelihood assistance to 233 beneficiaries here has been formally secured recently after the signing of a Memorandum of Agreement (MOA and the turnover of a P5.49 million check between the DOLE  and the city government for the Negosyo sa Kariton and Sari-sari Store Project.&#13;
&#13;
The livelihood project seeks the inclusive maximization of micro-businesses in the metro through the distribution of 133 uniform food carts and the improvement of 100 sari-sari stores, made possible through the initiative of EA Treñas.&#13;
&#13;
“Indi pwede nga dole-out lang kita pirme. For sustainability, we need to empower them with the right technology and equipment to ensure that we make it better for everybody,” emphasized City Public Employment Service Office (PESO) head Gabriel Felix Umadhay. &#13;
&#13;
Also earlier, through the efforts of senators Alan Peter Cayetano and Pia Cayetano, beneficiaries from different barangays in Iloilo City underwent an orientation and contract signing under the DOLE -Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (DOLE-TUPAD) Program.&#13;

DOLE-TUPAD is also implemented through the City PESO. &#13;

ILOILO City – The proposed P2.3-billion waste-to-energy (WtE) facility in Barangay Ingore, La Paz district could exacerbate air pollution in the metropolis once it emits pollutants such as dioxins, furans, heavy metals, and particulate matter into the air, an environmental advocacy group warned.&#13;
&#13;
&#13;
Refuting Mayor Jerry Treñas’ claim about the facility, EcoWaste Coalition noted that the WtE facility has potential environmental and health impacts such as upper respiratory infections caused by exposure to dioxins from WTE incinerators.&#13;
&#13;
“These risks are heightened by the fact the WTE incinerator is planned to be constructed within 50 meters of residential areas. There is no safe site for constructing the plant anywhere, nor a buffer zone that can keep people away from pollutants,” the group said in a statement.&#13;
&#13;
Treñas entered into a joint venture agreement with Metropacific Water Investment Corp. to construct a P2.3-billion cutting-edge Integrated Solid Waste Management Facility (ISWMF) in Barangay Ingore in La Paz district last March 1.&#13;
&#13;
The WtE facility is projected to process up to 470 tons of non-recyclable waste as potential fuel daily and produce around 2.4 megawatts of energy.&#13;
&#13;
Under the agreement, the ISWMF would treat, recover, and convert the city’s waste into refuse-derived fuel (RDF) and biogas, which are considered renewable energy sources by the Department of Energy.&#13;
&#13;
The facility will be installed with appropriate technology and equipment for operation and maintenance.&#13;
&#13;
“It will significantly reduce the waste that ends up in Iloilo landfills, conserving natural resources, and minimizing environmental impact. The project is also estimated to result in a reduction of 129,000 metric tons per year of CO2 (carbon dioxide) equivalent,” Metropacific Water said in a statement.&#13;
&#13;
The mayor had defended the WtE proposal, emphasizing the facility is expected to address the city’s growing waste disposal challenges while generating renewable energy thus contributing to environmental sustainability.&#13;
&#13;
“I am very positive it will benefit the Ilonggos once it goes through all the strictest tests of the DENR (Department of Environment and Natural Resources (DENR) and other government agencies. I will not allow any facility to produce toxic and hazardous pollutants in the city,” Treñas had said.&#13;
&#13;
In a statement, EcoWaste said that WTE incinerators have been recognized in science and international environmental agreements as being major emitters of toxic and hazardous pollutants.&#13;
&#13;
“Perhaps the most well-known among these is its contribution to dioxin emissions, which accumulate in the environment, are passed on through the food chain, and are identified as the most toxic chemical pollutant known to science,” the group said.&#13;
&#13;
Dioxins cause several illnesses and health problems such as cancer, leukemia, miscarriages, birth defects, respiratory diseases, and many others.&#13;
&#13;
It also noted the experiences of other countries proved that WTE incinerators do not address landfill concerns, nor reduce environmental impacts related to waste.&#13;
&#13;
“While it is true that the overall volume of waste is typically reduced by 70-80 percent, the resulting ash is of particular concern due to its highly toxic nature. Incinerated ash must be disposed of in specialized hazardous landfills because of the threats it poses to human life and the environment,” the group said.&#13;
&#13;
Citing the 2021 Waste Analysis and Characterization Study, the group said that 50 percent of Iloilo City’s waste is biodegradable, while 25 percent is recyclable, and the remaining 25 is residual.&#13;
&#13;
“WTE incinerators strongly prefer dry waste feedstock to operate. The city’s waste profile alone shows that it is not suitable for running the facility. There are numerous cases of WTE incinerators having to shut down because they could not operate effectively with the given feedstock, resulting in government debts and waste of public money,” the group noted.&#13;
&#13;
 Likewise, the group said the generation of renewable energy from the WTE incinerator is highly questionable given the mixed nature of municipal solid waste which makes the burning of fossil fuel-derived plastics highly likely.&#13;
&#13;
“WTE incinerators also worsen climate change as they are known to emit more greenhouse gasses than any other energy source per unit of energy produced,” it added.&#13;
&#13;
The group also likened the proposal to construct the WTE incinerator at Barangay Ingore to the existing coal plant and its expansion.&#13;
&#13;
It noted that independent research conducted in 2015 showed that Barangay Ingore residents enjoyed higher quality of life, cleaner air, and healthier lives before its construction.&#13;
&#13;
These findings are in line with a 2020 analysis suggesting that Iloilo coal plant operators could owe over Php 450,000,000 in taxes per year due to externalities and damages from their operations.&#13;
&#13;
“There is great concern that impacts on communities will continue and worsen with the introduction of the WTE incinerator, as well as affect the whole of Iloilo city for generations to come,” the group said.&#13;
&#13;
Ecowaste urged the city officials to conduct “meaningful public consultations” on the WTE incinerator proposal.&#13;
&#13;
“We view this as an opportunity for the Iloilo city government to be fully transparent and to demonstrate its genuine willingness to listen to Iloilo citizens. We are also seeing this as a chance for the city government to consider safer and more cost-effective alternatives to pollution and energy,” the group said.</text>

              <text>ILOILO City – The Department of Transportation (DOTr) is accelerating its plans to privatize the operations and management of at least four major airports by 2025.&#13;

According to Transportation Undersecretary for Aviation Roberto C. O. Lim, the airports set for privatization include the Iloilo International Airport, Davao International Airport, Puerto Princesa International Airport, and the Kalibo International Airport.&#13;
&#13;
&#13;
The move aims to hand over the management of these airports to private entities by next year, 2025.&#13;
&#13;
The agency noted that privatization is expected to improve the efficiency, services, and infrastructure at these airports, enhancing the overall travel experience.&#13;
&#13;
The successful privatization of Ninoy Aquino International Airport (NAIA) has encouraged the DOTr to expedite the transfer of management and operations of four additional airports to the private sector by next year.&#13;
&#13;
Following the NAIA model, the DOTr believes that private sector involvement can enhance the operational efficiency and service quality of these airports.&#13;
&#13;
&#13;
The privatization process is projected to address infrastructure gaps and improve services, making these airports more competitive and passenger-friendly, while contributing to overall economic growth through improved connectivity and tourism.&#13;
&#13;
Mayor Jerry Treñas welcomed the DOTr’s pronouncement, noting that he has been lobbying to expedite the airport’s proposed expansion.&#13;
&#13;
“This is truly a dream come true, something I have long advocated for, dating back to my time as congressman of the Lone District of Iloilo City and even until I became mayor,” Treñas said.&#13;
&#13;

The mayor noted the privatization will address long-standing operational issues including non-functional air-conditioning systems and broken escalators, which caused discomfort to travelers.&#13;

Treñas believes the privatization will help fast-track the improvements needed to enhance the airport’s capacity and services, which will be vital in supporting Iloilo’s growing economy and tourism sector.&#13;

“It will not only improve passenger experience but also expand the airport’s capacity to accommodate larger planes and more flights, ensuring Iloilo continues to grow as a prime destination for business and tourism. With multiple investors already expressing interest, I am confident that the partnership will usher in a new era of development for our region,” he added.&#13;

He added that the expansion and privatization efforts align with his vision of making Iloilo a key gateway in the Visayas region, boosting connectivity and attracting more investments.&#13;

The Civil Aviation Authority of the Philippines (CAAP) reported that negotiations for the proposed P14.7-billion rehabilitation and expansion of Iloilo International Airport were completed on September 3, 2024.&#13;

In his letter to Treñas, Capt. Manuel Antonio Tamayo, CAAP director general, said the unsolicited proposal for the rehabilitation, expansion, and maintenance of the Iloilo Airport is in the negotiation stage with Prime Asset Ventures Inc. (PAVI), the holding company of real estate magnate and former senator Manuel B. Villar, Jr.&#13;

Prime Asset offers to improve the management and operational capability of CAAP in managing the Iloilo Airport through an operate-add-transfer (OAT) contractual agreement.&#13;
&#13;
The project includes expanding the airport’s passenger terminal building with necessary facilities as per International Civil Aviation to accommodate passengers, constructing an apron adjacent to the new terminal building, and renovating and maintaining the existing terminal building.&#13;
&#13;
The project also intends to install the required equipment for the passenger services in the new terminal building and operation and maintenance of the passenger terminal buildings and equipment/facilities in the terminal building during the entire concession period.&#13;
&#13;
The Villar group submitted an unsolicited proposal for the operation, maintenance, and expansion of the Iloilo airport as early as 2018. PAVI has an authorized capital of P10 billion, with Villar holding 99.99 percent of the company.</text>

              <text>ILOILO City – Metro Pacific Iloilo Water (MPIW) has taken proactive steps to address the water supply shortage brought about by the on-going preventive maintenance services by one of its bulk water suppliers, deploying 30 water tankers, 180 stationary tanks in areas experiencing intermittent water supply to ensure that residents and businesses have access to water during this period.&#13;

MPIW also implemented revised water supply window schedule starting October 14 to ensure customers have available water on a certain hour of the day while the preventive maintenance is conducted. &#13;
&#13;
&#13;
Angelo David Berba, MPIW’s Chief Operating Officer, held a meeting on Wednesday with Acting Mayor Jeffrey Ganzon and several department heads at the City Hall. &#13;
&#13;
During the meeting, MPIW presented its action plans currently being implemented to mitigate the impact of the maintenance activities on affected residents and ensure that water supply is provided to critical areas. &#13;
&#13;
These initiatives aimed at reducing the inconvenience caused by the temporary water shortages and maintaining service reliability for the city’s population. MPIW’s water tankers with varying capacity from 7-18 tons conduct more than 100 trips per day to more than 150 water injection points located in strategic areas within the city. &#13;
&#13;
&#13;
Apart from the water delivery though water tankers and stationary tanks, Berba announced in a press briefing that water network adjustments were implemented to equitably distribute available water to all its customers on a certain period of the day. &#13;
&#13;
The adjustments ensure that 40-50 million liters per day (MLD) water supply from one of its bulk water suppliers, Metro Iloilo Bulk Water (MIB) located in Sta. Barbara, will be redirected to affected areas during their water supply window schedule. &#13;
&#13;
However, factors like aging pipes, illegal connections, household motor pumps, and high non-revenue water or water losses may cause slow water pressure to build up which can cause delays in water availability during the scheduled supply window.&#13;
&#13;
&#13;
“Our operations team pro-actively monitors water pressure and conducts emergency network calibration in areas with low pressure to no water and to ensure water availability for customers during their supply window,” read MPIW’s advisory.&#13;
&#13;
In a separate interview, Vice Mayor Ganzon praised MPIW’s swift action in aiding barangays affected by the water shortage. &#13;
&#13;
“Water is a basic need of our constituents. We met with the MPIW to discuss further on how we can activate additional mitigating measures to address this situation,” Ganzon said.&#13;
&#13;
For his part, Berba emphasized the current water shortage is temporary since the normal water level is around 75 to 79 million liters per day.&#13;
&#13;
“But because of FloWater’s one-week preventive maintenance, it would result in a 40 percent reduction of supply in Metro Pacific Iloilo Water,” said Berba.&#13;
&#13;
Berba added the hardest-hit area due to the water supply issues is the City Proper district, primarily because it is a low-lying area and located at the end of MPIW’s water network system. He emphasized that MPIW has eight (8) on-going pipelaying projects in the city to date to address this issue and will be groundbreaking the desalination plant by end of the year which can provide additional 60-65 MLD water supply to Iloilo City.&#13;

Low-lying areas are more vulnerable to water pressure problems, making them more susceptible to experiencing reduced water supply or even no water at all during maintenance activities.&#13;
&#13;
FloWater Resources Inc., one of MPIW’s bulk water suppliers, shut down its water treatment plant to conduct repair and maintenance activities from Oct. 14 to 21.&#13;
&#13;
The preventive maintenance aims to ensure its maximum plant operations, hence improving efficiency of water supply delivery which in turn will help further improve our water service delivery to Ilonggo communities. &#13;

Flo Water assured Metro Pacific Iloilo Water that the water supply will resume as early as Saturday, October 19.</text>
