ILOILO – To enhance the disaster risk response and management capabilities of local government units (LGUs), the Iloilo provincial government released financial assistance to 26 municipalities for the procurement of essential equipment.&#13;
&#13;
A total of P46 million in checks was distributed.&#13;
&#13;
The aid distribution took place on Friday morning, March 1, at Casa Real de Iloilo.&#13;
&#13;
Municipal mayors, disaster risk reduction officers, and treasurers were present to receive the aid.&#13;
&#13;
&#13;
&#13;
Gov. Arthur Defensor Jr. spearheaded the event, with support from Cornelio Salinas, the chief of the Provincial Disaster Risk Reduction and Management Office, and Raul Banias, the provincial administrator.&#13;
&#13;
The occasion also featured the signing of Memoranda of Agreement, which formalized partnerships and underscored a shared commitment to the safety and resilience of the communities.&#13;
&#13;
“This reflects our collective commitment to building resilience and preparedness against potential challenges in our communities,” said Salinas.&#13;
&#13;
Governor Defensor said the assistance is intended to bridge the gap in disaster risk reduction and management systems and assets across municipalities.&#13;
&#13;
“The assets of one are the assets of everyone,” said Defensor.&#13;
&#13;
The assistance came in varied amounts depending upon the request of municipalities. The recipients were:&#13;

The Iloilo Provincial Health Office advised the public anew to avoid wading in floodwaters. It added that for those whose occupations make this unavoidable, like farmers and laborers, wearing protective gear and ensuring no open wounds are present on the feet is crucial. &#13;
&#13;
&#13;
ILOILO – Following torrential rains that caused flooding, especially in low-lying areas, the Iloilo Provincial Health Office (IPHO) is urging residents, particularly farmers and laborers, to be vigilant against leptospirosis.&#13;
&#13;
&#13;
As of July 20, 2024, the province has recorded 68 cases of the bacterial disease, including three fatalities.&#13;
&#13;
This marks a 52 percent decrease from the 143 cases reported in the same period in 2023.&#13;
&#13;
Leptospirosis transmits through contact with urine from infected animals or environments contaminated by such urine. The bacteria can enter the body through skin cuts or the mucous membranes of the eyes, nose, and mouth.&#13;
&#13;
Early symptoms include high fever, severe headaches, muscle pains, eye redness, jaundice, and even skin and mucous membrane hemorrhages.&#13;
&#13;
Dr. Maria Socorro Colmenares-Quiñón, head of the IPHO, advises avoiding wading in floodwaters.&#13;
&#13;
For those whose occupations make this unavoidable, like farmers and laborers, wearing protective gear and ensuring no open wounds are present on the feet is crucial.&#13;
&#13;
Post-exposure, it is recommended to thoroughly rinse with clean water and soap and seek prophylaxis treatment at local Rural Health Units (RHUs).&#13;
&#13;
First District’s Cong. Janette Garin also stresses the importance of timely medical intervention.&#13;
&#13;
“Those exposed to floodwaters should take doxycycline within 48 hours, and if wounded, within three days,” explained Garin, a physician.&#13;
&#13;
She added that anyone experiencing symptoms such as fever or changes in urine color after exposure should seek immediate care at RHUs for early management.&#13;
&#13;
The municipalities with the highest incidence of leptospirosis are Calinog, Leon (four cases, including one death), Oton, and Santa Barbara, each reporting four cases.&#13;
&#13;
Alimodian, Barotac Nuevo (three cases, one death), Barotac Viejo, Cabatuan (three cases, one death), Igbaras, and Lambunao followed with three cases each.&#13;
&#13;
An additional 23 municipalities reported cases, totaling 33 affected areas out of 43 municipalities in the province, including Passi City.&#13;
&#13;
These are Miag-ao (three), Pavia (three), Tigbauan (three), Janiuay (two) Lemery (two), San Enrique (two), Massin (two), San Miguel (two), Ajuy (one), Balasan (one), Banate (one), Concepcion (one), Dingle (one), Dueñas (one), Dumangas (one), Guimbal (one), Mina (one), New Lucena (one), Passi City (one), San Dionisio (one), Sara (one), Tubungan (one), and Zarraga (one).&#13;
Notably, Anilao, Badiangan, Batad, Bingawan, Carles, Estancia, Leganes, Pototan, San Joaquin, and San Rafael have reported no cases thus far.</text>

ILOILO — Thirty-four local government units (LGUs), including the provincial government of Iloilo, have been recognized by the Commission on Population and Development (CPD) Region 6 for exemplary performance in advancing population and development initiatives.&#13;
&#13;
In a recognition granted under the 2025 Population and Development (POPDEV) Awards, CPD-6 named 33 municipalities in Iloilo as outstanding local population offices for their consistent implementation of inclusive and community-focused population programs.&#13;
&#13;
These municipalities are Barotac Viejo, Dingle, Maasin, Leon, Anilao, Guimbal, Barotac Nuevo, Dumangas, Mina, Pavia, Zarraga, Pototan, San Enrique, Santa Barbara, Tigbauan, Banate, Concepcion, Alimodian, Igbaras, Calinog, Carles, Miag-ao, Oton, San Dionisio, Ajuy, Balasan, Batad, Cabatuan, Estancia, Janiuay, Lemery, San Miguel, San Rafael, and Tubungan.&#13;
&#13;
At the provincial level, Iloilo was one of only three provinces in Western Visayas to receive the distinction, alongside Guimaras and Negros Occidental, highlighting its leadership in population and development governance in the region.&#13;
&#13;
The recognized LGUs and the provincial government of Iloilo are scheduled to formally receive their awards during the POPDEV Awards ceremony on March 13., 2026&#13;
&#13;
In a congratulatory statement, CPD-6 commended the awardees for setting a benchmark in local governance.&#13;
&#13;
“The Commission on Population and Development Region 6 proudly congratulates our Outstanding Local Population Offices in Western Visayas for their exemplary performance and unwavering commitment to advancing population and development initiatives.&#13;
&#13;
Your dedication to responsive, inclusive, and people-centered programs continues to inspire excellence in local governance and community development,” CPD-6 said.&#13;
&#13;
Provincial Population Office (PPO) head Atty. Ruel Von Superio credited the achievement to the dedication of municipal population officers, saying he never doubted their capacity to deliver results.&#13;
&#13;
“I knew — without question — that every Population Program Officer designated in our municipalities who joined the POPDEV Awards would rise and succeed, because I believe in each of them — their passion, their commitment, and their limitless dedication and potential,” Superio said.&#13;

The POPDEV Awards recognize LGUs that demonstrate effective integration of population concerns into development planning, service delivery, and community engagement, reinforcing the role of population offices in addressing long-term social and economic challenges./PN&#13;

ILOILO – A number of hand-foot-and-mouth disease (HFMD) cases has been reported in the province, with 36 of its 43 towns, including Passi City, affected from January to March this year.&#13;
&#13;
&#13;
According to the Iloilo Provincial Health Office (IPHO), the towns of Alimodian, Dingle, Dueñas, Estancia, Pavia, San Enrique, and San Miguel have not reported any cases of HFMD during this period.&#13;
&#13;
HFMD is a contagious viral infection most commonly seen in young children, characterized by sores in the mouth and rashes on the hands and feet.&#13;
&#13;
&#13;
The current cases, however, mark a significant decrease of 93 percent in cases, down to 219 from 3,278 cases during the same period in 2023.&#13;
&#13;
The towns with the highest number of cases are Igbaras (27), Lambunao (18), Barotac Nuevo (15), Santa Barbara (14), Oton (14), Barotac Viejo (14), Banate (12), Maasin (12), Lemery (11), and San Dionisio (eight).&#13;
&#13;
Additionally, 26 other towns, including Passi City, have reported cases, with numbers ranging from one to seven cases.&#13;
&#13;
Dr. Maria Socorro Colmenares-Quiñon,  chief of the IPHO, said majority of those affected are children, especially those in daycare and grade school levels, due to high risks of transmission through play and the sharing of commonly handled objects.&#13;
&#13;
Parents are urged to be vigilant for early symptoms of HFMD and to seek excusal of their child from classes for seven to 10 days to prevent further spread.&#13;
&#13;
Daycare centers are reminded to maintain high standards of sanitation, including frequent disinfection of surfaces such as doorknobs, tables, and chairs.&#13;
&#13;
Quiñon attributes the significant reduction in HFMD cases this year to increased awareness and preventive measures, including campaigns, reminders, and advisories from the IPHO in collaboration with Municipal Health Offices.&#13;
&#13;
&#13;
These efforts focus on maintaining cleanliness, hygiene, and the isolation of children showing signs and symptoms of HFMD.&#13;

HFMD symptoms can include fever, sore throat, general malaise, painful red blisters in the mouth, a red rash on the palms and soles (sometimes with blistering), irritability in infants and toddlers, and loss of appetite./PN&#13;

ILOILO – The Philippine Army has identified the five New People’s Army (NPA) rebels killed in clashes on August 7 and 8 in Barangay Aglonok, Calinog and Barangay Cabatangan, Lambunao.&#13;
&#13;
The 3rd Infantry (Spearhead) Division said the five were high-ranking and operated throughout Panay Island.&#13;
&#13;
Aurelio Berjes Bosque, 57, was a resident of Barangay Carvasana, Calinog. Known by aliases including Burnok and Boy, he was a member of the Regional Headquarters Executive Command of the Communist Party of the Philippines (CPP-NPA) in Panay Island and had formerly served as a spokesperson for Bayan Muna-Panay.&#13;
&#13;
&#13;
&#13;
His death is regarded as a major setback for the insurgent group in the region.&#13;
&#13;
Jovelyn Silverio, also known as Darlyn, was a resident of Barangay Patria, Pandan, Antique. She had served as Platoon Supply Officer for the Regional Headquarters Force, KR-Panay, and had previously held the position of Political Officer for the now-dismantled Southern Panay Front.&#13;
&#13;
Armando Rogelio Sabares, alias Kamlon, from Barangay Igcaratong, San Joaquin, Iloilo, was noted for his expertise in improvised explosive devices. As the NPA-Panay’s ordnance officer, he faced criminal charges for multiple murders in Antique.&#13;
&#13;
Rumulo Ituriaga Gangoso, known as Reagan, a resident of Sitio Tuwang-tuwangan, Barangay Bungsuan, Dumarao, Capiz, was also among those killed. Formerly commanding the dismantled Eastern Front, KR-Panay, Gangoso had been reassigned due to illness and old age.&#13;
&#13;
The identities of the three out of five casualties were confirmed by three ex-rebels who had previously operated alongside them.&#13;
&#13;
The Philippine Army has described these incidents as crucial victories in their ongoing effort to suppress the insurgency in Panay Island, significantly hobbling the leadership and operational capabilities of the CPP-NPA./PN&#13;

              <text>ILOILO – All five suspected cases of mpox (monkeypox) from this province have tested negative following confirmatory tests conducted at the Research Institute for Tropical Medicine (RITM) in Metro Manila.&#13;

Dr. Rodney Labis, chief of the Iloilo Provincial Health Office (IPHO) – Health Service Delivery Division, confirmed this to the media: “As of today, there have been no reported cases of mpox in the province of Iloilo in 2024. There were patients who met the suspect case definition for mpox, and their specimens were sent for confirmatory testing, all of which yielded negative results.”&#13;

Despite the negative results, the IPHO continues to maintain vigilance.&#13;
&#13;
The Provincial Epidemiology and Surveillance Unit (PESU), along with Municipal Health Offices (MHOs) and local hospitals, is actively conducting disease surveillance. This effort ensures that, in the event a case is detected, immediate response and containment can be implemented to prevent community transmission.&#13;
&#13;
&#13;
“Surveillance continues at our unit and local hospitals to monitor for mpox cases. Should a patient with mpox be detected in the province, we are ready to respond swiftly and control the spread within the community,” Labis added.&#13;
&#13;
He further explained that the Department of Health (DOH) has classified mpox as a dangerous communicable disease. Under the Sanitation Code of the Philippines and DOH policies, patients who die from mpox must be buried within 12 hours without embalming or cremated. They must also be laid to rest in an approved burial ground.&#13;
&#13;
Mpox is a viral disease caused by the monkeypox virus. Symptoms may include skin rashes or mucosal lesions lasting 2-4 weeks, often accompanied by fever, headache, muscle aches, back pain, fatigue, and swollen lymph nodes.&#13;
&#13;
&#13;
Transmission occurs through close contact, such as skin-to-skin interaction, sexual contact with an infected person, contact with contaminated materials (like bedding or clothing), or through bites or scratches from infected animals.&#13;
&#13;
The virus can also be passed to a fetus during pregnancy or to a newborn during or after birth. Patients remain contagious until all lesions have healed and new skin has formed.&#13;
&#13;
The DOH emphasizes the importance of preventing transmission through respiratory etiquette, proper ventilation, handwashing with soap and water or using alcohol-based sanitizers, and avoiding individuals showing symptoms of mpox.</text>

ILOILO – Five towns in this province have received financial aid from the provincial government to recover from the African Swine Fever (ASF).&#13;
&#13;
The financial assistance, amounting to P3.98 million, was handed over at the provincial capitol on Monday by Provincial Administrator Raul Banias and Dr. Darel Tabuada, head of the Provincial Veterinarian’s Office (PVO).&#13;
&#13;

The recipients were the towns of Barotac Viejo, New Lucena, Santa Barbara, Dingle, and Banate, which have been reclassified from red to pink zones by the Bureau of Animal Industry (BAI).&#13;
&#13;
Pink zones are areas adjacent to confirmed ASF-infected locales but have not detected the disease themselves.&#13;
&#13;
As part of the recovery efforts, each qualifying farmer will receive two piglets, which are to be purchased by their respective local government units (LGUs) using the allocated funds.&#13;
&#13;
Tabuada emphasized the importance of sourcing these piglets locally to leverage their acquired immunity against ASF.&#13;
&#13;
“We have strict criteria for this program, and our staff at the PVO have conducted thorough validation,” Tabuada said. “Eligible farms must meet Biosecurity Level 1 requirements to ensure we mitigate any further spread of the ASF.”&#13;
&#13;
The aid is part of a broader strategy to help the province rebound from the severe impacts of ASF, which shifted Iloilo from a net exporter to an importer of swine.&#13;
&#13;
“Our goal is to regain our footing in the swine industry, which has been heavily hit since the ASF outbreak in October 2022,” Banias said.&#13;
&#13;
In addition to the immediate aid, the PVO has plans to expedite the release of funds for other municipalities that are eligible to participate in the sentinel program, contingent on the submission of necessary documentary requirements to the provincial government.&#13;
&#13;
Gov. Arthur Defensor Jr. has allocated a total of P10 million for the sentinel program across 14 municipalities. Each farmer beneficiary in these areas is set to receive two piglets at a cost of P6,000 each.&#13;
&#13;
The 14 municipalities have a combined total of 835 farmer beneficiaries under the program.&#13;
&#13;
As of July 9, 2024, the provincial swine inventory stood at 106,420 heads, a significant decrease from the 277,421 heads recorded before the ASF outbreak in September 2022.&#13;

Authorities remain hopeful that through the sentinel program, the swine population in the province will gradually recover./PN&#13;

ILOILO – Following closely after Passi City, Tigbauan has become the second local government unit in the province of Iloilo to declare a state of calamity due to dengue outbreak.&#13;
The declaration was made during the regular session of the Sangguniang Bayan on Wednesday, where Resolution No. 2024-135 was passed.&#13;
According to the latest report from the Municipal Health Office covering the 32nd morbidity week (January 1, 2024, to August 10, 2024), Tigbauan has experienced a dramatic increase in dengue cases, with 117 recorded incidents and identified clustering in seven barangays: Baguingin, Buyu-an, Dorong-an, Bitas, 3 Poblacion, 2 Poblacion, and Napnapan Norte.&#13;
&#13;
This marks a 550 percent increase compared to the same period in 2023, which saw only 18 cases.&#13;
&#13;
Vice Mayor Lugen Ortilano emphasized the necessity of the declaration, noting, “Given the magnitude of its effect, and the necessity to immediately address and prevent further increase of dengue cases in the municipality, it is imperative that the entire municipality be declared under the state of calamity.”&#13;
&#13;
Dengue fever, transmitted by the bite of an Aedes mosquito infected with a dengue virus, causes flu-like symptoms including severe headache, pain behind the eyes, muscle and joint pains, and rash.&#13;
&#13;
More severe forms can develop into dengue hemorrhagic fever, which can be fatal.&#13;
&#13;
Across the province of Iloilo, the situation appears grim. As of the latest data from the Iloilo Provincial Health Office (IPHO), there have been 4,595 dengue cases with 10 deaths since the beginning of the year, representing a 320 percent increase from the 1,095 cases reported during the same period last year./PN&#13;
