ILOILO City – In the wake of concerns that allowing civilians to own semi-automatic rifles could pose potential risks, Mayor Jerry Treñas sees no issue with the move of the Philippine National Police (PNP).&#13;
&#13;
“As long as you are a responsible gun owner, I don’t see anything wrong,” Treñas said in a press conference yesterday.&#13;
&#13;
Treñas also minimized concerns among some gun enthusiasts that permitting civilians to have semi-automatic rifles might encourage a gun culture within society.&#13;
&#13;
&#13;
&#13;
However, the mayor emphasized the importance of enforcing strict regulations on firearm ownership, given the potential harm such firearms could cause if they ended up in the wrong hands.&#13;
&#13;
Under Republic Act (RA) No. 10591, known as the Comprehensive Firearms and Ammunition Regulation Act, the general prohibition is against civilians owning automatic rifles.&#13;
&#13;
The law permits civilians to own certain types of firearms but imposes strict regulations on their possession, use, and carrying to safeguard public safety.&#13;
&#13;
Automatic rifles, categorized as “prohibited firearms” for civilian ownership, are typically restricted to specific government entities and law enforcement agencies.&#13;
&#13;
Automatic rifles are classified as Class-A firearms, usually reserved for military and law enforcement purposes. However, the PNP has recently announced a forthcoming policy allowing civilians to legally own semi-automatic rifles.&#13;
&#13;
A technical working group has proposed a minor amendment to the implementing rules and regulations (IRR) of RA 10591, which has been forwarded to the University of the Philippines Law Center for publication, fulfilling the law’s publication requirement.&#13;
&#13;
Earlier, the Civil Security Unit Region 6 pointed out potential advantages, such as a decrease in unregistered firearms due to stricter regulations and an increase in government revenue through licensing fees.&#13;
&#13;
Police Lieutenant Richard E. Lumbres, chief of the Firearms and Explosives Section of the Civil Security Unit 6 at the Police Regional Office 6, also assured the public that safety protocols, including neurological examinations and other assessments to determine an individual’s eligibility for gun ownership, would remain intact.&#13;
&#13;
According to the implementing rules and regulations of RA No. 10591, an ordinary citizen may own and possess firearms if they meet certain criteria, including being a Filipino citizen, at least 21 years old at the time of application, having an occupation, business, or having filed a tax return as proof of income.&#13;
&#13;
Additionally, applicants must provide court clearance demonstrating that they have not been convicted by final judgment of a crime involving moral turpitude or are not currently accused in any pending criminal case before any court of law for a crime punishable by more than two years.&#13;
&#13;
Applicants are also required to obtain neuropsychiatric clearance from the PNP Health Service or its accredited psychiatrist or psychologist and drug test clearance.&#13;
&#13;
They must also acquire a certificate proving they passed the required gun safety and responsible gun ownership seminar.&#13;
&#13;
Required documents include police clearance, birth certificate, proof of latest billing, two valid identification cards, income tax return, certificate of employment, or business permit.</text>

              <text>ILOILO City – Patients with kidney disease will soon need not travel to the city to avail of dialysis services from private clinics and hospitals.&#13;

The Iloilo Provincial Government is evaluating the proposal for a public-private partnership (PPP) with Ayala-affiliated firm for the establishment and operation of hemodialysis centers in provincial and 12 district hospitals.&#13;
&#13;
&#13;
The proposed P0.23-billion hemodialysis centers between Panay Medical Ventures, Inc. (PMVI), a subsidiary of Ayala Healthcare Holdings, and the provincial government is gaining traction, with increasing support and progress towards implementation, a report from the PPA Center website showed.&#13;
&#13;
The joint venture (JV) agreement, which will be carried out via unsolicited proposal by the project proponent, has been referred to the provincial government for evaluation being the implementing agency.&#13;
&#13;
The proposed hemodialysis centers for the provincial and district hospitals aim to provide lifesaving treatment to patients with chronic kidney disease for the benefit of the constituents of the province.&#13;
&#13;
Under the JV arrangement, the Iloilo Province will allocate spaces within the target 12 district hospitals and a provincial hospital.&#13;
&#13;
On the other hand, PMVI or Healthway QualiMed Hospital Iloilo will equip, manage, and operate an 8-chair dialysis center in each hospital site.&#13;
&#13;
The program will be implemented in four phases, with each phase having an economic life of ten years.&#13;
&#13;
Likewise, patients will enjoy the additional benefit of preferential access to more advanced diagnostic and treatment services from PMVI, as well as from the other hospitals and clinics of the Healthway Medical Network.&#13;
&#13;
The project will also bridge the existing gaps in health facilities and services, hence, efficiently and effectively addressed through the systems approach that leverages the resources and networks of the private sector.&#13;
&#13;
Gov. Arthur Defensor Jr. recently welcomed the PPP Center’s inclusion of hemodialysis centers in 12 district hospitals in its pipeline.&#13;
&#13;
“We are happy with this development. Iloilo district hospitals need dialysis centers — initially one in the south, one in the central area, and one in the north,” Defensor said.&#13;
&#13;
The governor said the dialysis centers would help decongest patients from the province who otherwise travel to tertiary hospitals in Iloilo City for dialysis.&#13;
&#13;
“This way, our residents from various towns will no longer need to travel to the city,” stressed Defensor.&#13;
&#13;
PPP Center deputy executive director Jeffrey Manalo had said projects were added following unsolicited proposals received by the agency and subsequently endorsed to implementing agencies.&#13;
&#13;
Under the PPP Code, the implementing agency shall consider significant issues and concerns in the project implementation.&#13;
&#13;
These include the legal, technical, economic, financial, and commercial feasibility of the project, as well as value for money, climate resilience and sustainability; and social and environmental safeguards.&#13;
&#13;
The development of such a project shall commence only after the conduct of stakeholder consultation, the law provides.&#13;
&#13;
The implementing agency shall secure the approval of their respective city or town council and the local development councils.&#13;
&#13;
The agency is also authorized to “identify, develop, assess, evaluate, approve, negotiate, award, and undertake” the public- partnership projects.&#13;

The approval by the National Economic Development Authority (Neda) is necessary for the proposed project worth more than P15 billion.</text>

ILOILO City – Mayor Jerry Treñas challenged agents of the National Bureau of Investigation (NBI) in Western Visayas to arrest Chinese nationals engaged in illegal activities in the city.&#13;
&#13;
“If something illegal is being done, it is incumbent upon the NBI to arrest them. Ano pa ang ginahulat?” said Treñas during his press briefing yesterday.&#13;
&#13;
&#13;
The mayor issued the challenge when sought for his comment on the confirmation of the NBI Region 6 that several Chinese nationals were involved in various illegal activities in Iloilo City, as disclosed by Cong. Julienne Baronda.&#13;
&#13;
“As a city (mayor), (if) may mabal-an ko ilegal, padakop ko. It is the responsibility of the NBI to arrest them. If you do not arrest them, that means you condone them. We do not condone anything illegal here,” stressed Treñas.&#13;
&#13;
Baronda disclosed that officials of NBI-6 went to her office and confirmed the illegal activities of Chinese nationals, including online gambling, among others.&#13;
&#13;
Treñas said the Iloilo City Police Office is in talks with the NBI-6 regarding their next move.&#13;
&#13;
“We are preparing something, but we don’t want to telegraph our actions,” the mayor said.&#13;
&#13;
The mayor also suggested that the Department of Justice and the Bureau of Immigration should coordinate to unmask illegal aliens in the city.&#13;
&#13;
“We do not condone illegal activities, whether you are a businessman or what,” said Treñas.&#13;
&#13;
Just last week, July 24, the 4th Special Operations Unit (SOU) of the Philippine National Police’s Maritime Group seized over P5 million worth of smuggled cigarettes in two related raids in Barangay Obrero, Lapuz and Barangay Lopez Jaena Sur, La Paz district.&#13;
&#13;
The operation in Obrero, which yielded several boxes of fake cigarettes, led to the subsequent raid of a house in Lopez Jaena Sur owned by a Chinese national. This second raid recovered approximately P4.8 million worth of smuggled cigarettes.&#13;

The Department of Justice (DOJ) has also been asked to investigate the reported proliferation of Chinese nationals lurking in posh subdivisions in Iloilo City. &#13;
&#13;
In her letter to DOJ Secretary Jesus Crispin Remulla dated July 2, Baronda voiced concerns about the influx of Chinese nationals in some parts of Iloilo City, including Puerto Real de Iloilo in La Paz, Monterosa Subdivision in Mandurriao, and Ledesco Subdivision also in La Paz.&#13;
&#13;
November last year, the Iloilo City Police Office arrested 17 male Chinese nationals suspected of operating a cybersex den in Lawaan Village, a residential subdivision in Barangay Balantang, Jaro district.&#13;
&#13;
The suspects, all of legal age, reportedly facilitated illicit activities for Filipino and foreign cybersex clients.&#13;
&#13;
For his part, Treñas recently issued an executive order that provides guidelines on enhanced and stricter monitoring and collaboration with the City Hall departments and the police to address issues related to POGOs or Philippine offshore gaming operations.&#13;
&#13;
Executive Order No. 094 declares the city’s policy on illegal POGOs and urges the police, the City Treasurer’s Office, the Local Economic Development and Investment Promotion Office, and the City Local Economic Enterprise Office (LEEO) to “utilize their powers under the law to investigate any suspected POGO establishments within the city.”&#13;
&#13;
“This investigation shall include establishment illegally of POGOs without the required regulatory requirements, and establishments operating illegally as POGOs but registered as operating under a different line of business,” read Treñas’ executive order.&#13;
&#13;
He issued the executive order following the ongoing investigation by the Iloilo City Council into the proliferation of undocumented immigrants, particularly the reported unregulated activities of Chinese-led POGOs in the city.&#13;
&#13;
The council, convening as a Committee of the Whole, is investigating “in aid of legislation” on the reported illegal activities of foreign nationals in the city.&#13;
&#13;
These supposed illicit activities include unregulated gambling, human trafficking, and other similar illegal activities linked to Chinese-operated POGOs.&#13;
&#13;
The probe was an offshoot of the reports received by local legislators that these undocumented aliens are even involved in various illegal activities in the metropolis.&#13;
&#13;
The city councilors said they received reports that in some posh subdivisions, most of the occupants are Chinese or foreigners. &#13;
&#13;
Congresswoman Baronda claimed the Chinese nationals reportedly purchased houses worth between P30 million and P50 million and owned luxury vehicles.&#13;
&#13;
The lawmaker appealed to Remulla to instruct his men at the NBI and the Bureau of Immigration (BI) to determine whether or not these individuals are engaged in illegal activities.</text>

ILOILO City – The Supreme Court has upheld the validity of the franchise expansion of MORE Electric and Power Corporation (MORE Power) in Iloilo, saying that electric cooperatives do not have a constitutional right to an exclusive franchise within their coverage areas. &#13;
&#13;
In an en banc decision dated July 30, the tribunal dismissed the petition of Iloilo Electric Cooperative, Inc. I, II, and III, which questioned the validity of Republic Act No. (RA) 11918, the law that allows MORE Power franchise into several towns in Iloilo province.&#13;
&#13;
&#13;
“A franchise, as a privilege granted by the state, is not the exclusive private property of the franchisee. Thus, it must yield to serve the common good, as determined by Congress,” read the SC decision penned by Associate Justice Rodil V. Zalameda.&#13;
&#13;
The recent high court ruling means that MORE Power can now expand its service areas to the towns of Alimodian, Anilao, Banate, Barotac Nuevo, Dingle, Dueñas, Dumangas, Leganes, Leon, New Lucena, Pavia, San Enrique, San Miguel, Santa Barbara, Zarraga, and the component city of Passi.&#13;
&#13;
These areas are currently being served by the Iloilo Electric Cooperative (ILECO) I, II, and III. ILECOs hold franchise certificates to operate electric light and power services in the above municipalities in the province of Iloilo and Passi City.&#13;
&#13;
MORE Power initially held a franchise to operate in Iloilo City until the passage of RA 11918, which in effect, expanded its franchise to include 15 municipalities and one component city previously within ILECO’s exclusive franchise area.&#13;
&#13;
ILECOs earlier filed a petition for certiorari and prohibition with prayer for the issuance of a temporary restraining order and writ of preliminary injunction before the Supreme Court.&#13;
&#13;
They questioned the validity of Section 1 of RA 11918 for alleged violation of their rights to exclusive franchises, due process, non-impairment of contracts, and equal protection.&#13;
&#13;
In dismissing the petition, the high court ruled that Section 11, Article XII of the Constitution prohibits exclusive franchises.&#13;
&#13;
The tribunal stressed that a franchise, as a privilege granted by the state, is not the exclusive private property of the franchisee.&#13;
&#13;
In the case of MORE Power, the high court pointed out that Congress enacted RA 11918 to make electricity more affordable for the people of Iloilo province.&#13;
&#13;
Congress determined that expanding MORE’s franchise would promote healthy competition since MORE was capable of offering lower energy rates, the tribunal said.&#13;
&#13;
“Without competition, ILECOs can easily dictate the price of electricity. Allowing the entry of another player thus benefits consumers, who no longer have to wait until ILECOs’ franchises expire in 2029, 2039, and 2053. This is under the Electric Power Industry Reform Act (EPIRA), which encourages competition in the electricity industry,” the SC said.&#13;
&#13;
It added that contract rights must give way to the broader authority of the state’s police power when exercised for the general welfare, as in this case. In this case, the tribunal ruled that ILECOs failed to show how RA 11918 affected their contracts with their suppliers.&#13;
&#13;
“Neither does RA 11918 give preferential treatment in favor of MORE. As a new franchise holder, MORE is not similarly situated with other utilities that already have existing and functioning distribution systems,” the SC held.&#13;
&#13;
Hence, the high court added the powers granted to MORE Power are needed to ensure it can provide an uninterrupted supply of electricity to its covered areas.&#13;
&#13;
During the passage of RA 11918, MORE Power President Roel Castro was quoted as saying that their expansion plans were already in place even before RA 11918 became law.&#13;
&#13;
Castro said that MORE Power already extended their primary lines to the boundary of Iloilo City and Pavia town, the target jump-off point for the expansion.&#13;
&#13;
The Megaworld substation in Mandurriao district will serve as the main supply point for Pavia due to its proximity to the town.&#13;
&#13;
Castro projected the expansion would take four to five years before they could complete the expansion to all 15 towns. He noted their initial investments in the expansion between P2 billion and P2.5 billion.&#13;

He said they are willing to work with ILECO I, II, and III during the expansion “for the welfare of consumers” and would leave it to consumers to choose their preferred power distribution utility./PN&#13;

ILOILO City – Mayor Jerry Treñas has created a coordinating team that will establish protocols and manage this year’s Bar Examinations in this metropolis.&#13;
&#13;
Treñas signed Executive Order No. 113 to create the team tasked to ensure the successful and efficient holding of the Bar exams at the Central Philippine University, one of 13 testing centers across the country.&#13;
&#13;
“To ensure the successful and efficient implementation of the 2024 Bar Examinations at Central Philippine University, there is a need to create the Coordinating Team for the Iloilo site,” read Treñas’ order.&#13;
&#13;
The Supreme Court (SC) has designated CPU as a local testing center (LTC) for 2024 Bar Examinations on Sept. 8, 11, and 15.&#13;
&#13;
In Bar Bulletin No. 3-B, the SC said there will be six LTCs in the National Capital Region (NCR), two in Luzon, three in the Visayas, and two in Mindanao.&#13;
&#13;
“The social and economic benefits of providing regional sites for the examinations cannot be overemphasized. This innovation reduced the logistical, financial, and emotional burdens of bar candidates from the provinces,” said Associate Justice Mario Lopez, 2024 Bar exam chairperson, in a statement.&#13;
&#13;
A total of 12,246 law graduates have applied to take three-day Bar exams in 13 local testing sites across the country.&#13;
&#13;
The high court identified two other testing centers in the Visayas – University of San Jose-Recoletos in Cebu City and Dr. V. Orestes Romualdez Educational Foundation in Tacloban City.&#13;
&#13;
Mayor Treñas earlier said he was glad that the Supreme Court had designated CPU as the local testing center in Iloilo City for this year’s Bar exam.&#13;
&#13;
“With three law schools in the city and four more in Region VI, having a testing center here will significantly enhance convenience and reduce costs for the examinees,” said Treñas.&#13;
&#13;
The mayor wrote Associate Justice Ramon Paul I. Hernando, the chief of the 2023 Bar Examinations, that Western Visayas, particularly Iloilo City, has proven its capability as testing centers when hundreds of barristers trooped CPU during the 2020-2021 Bar exam.&#13;
&#13;
He noted that Western Visayas has seven law schools – Aklan College in Aklan; Colegio de La Purisima Concepcion in Capiz; University of Negros Occidental Recoletos and University of St. La Salle in Bacolod; and CPU, University of San Agustin and West Visayas State University in Iloilo City.&#13;
&#13;
“Iloilo City is the home of three law schools and very accessible to the graduates of the four others in Region VI,” said Treñas.&#13;
&#13;
Under Treñas’ executive order, the monitoring team will be composed of external and area security committee, traffic management and barangay coordination, health and disaster risk management, and public information and social media.&#13;
&#13;
The external and area security committee will be responsible for the overall external and area security during the entire duration of the Bar examinations, including the holding of the bar operations.&#13;
&#13;
The traffic management and barangay coordination team will prepare the traffic route plan around CPU relative to the road closure around the perimeter of the testing site.&#13;
&#13;
The health and disaster risk management team will ensure that health protocols and policies are adopted and implemented during the Bar exams.&#13;
&#13;
On the other hand, the public information and social media team ensure that information on the Bar exams as well as the specified road closures, and share relevant information from the Supreme Court relative to the development of the exams./PN &#13;

ILOILO City – This southern metropolis has been nominated as a UNESCO World Heritage Site.&#13;
&#13;
Mayor Jerry Treñas announced yesterday the inclusion of the city’s historic street, Calle Real, in the tentative list of nominees for the UNESCO World Heritage Site designation.&#13;
&#13;
&#13;
&#13;
“I have toyed with proposing an ordinance identifying Calle Real. Now, we await the final results of the workshop and use the same. We might be the first city with a Calle Real identified by UNESCO,” said Treñas.&#13;
&#13;
Calle Real, the momentous street located in the downtown area, is known for its well-preserved colonial-era buildings, which date back to the Spanish and American colonial periods.&#13;
&#13;
&#13;

It is a popular destination for tourists and locals alike, offering a glimpse into the city’s rich history and architectural heritage.&#13;
&#13;
The street is also lined with shops, restaurants and cafes, making it a vibrant hub of activity in Iloilo City.&#13;
&#13;
On its website, UNESCO noted that Calle Real is a heritage zone designated by the Iloilo City Government, and a declared district and heritage zone by the National Historic Commission of the Philippines (NHCP).&#13;
&#13;
Calle Real also became part of the Sugar Cultural Landscape of Negros and Panay islands, alongside Silay City’s historic center, the Hawaiian-Philippine Company, Victorias Milling Company, Hacienda Santa Rosalia, Balay ni Tana Dicang, and the Aniceto Lacson Mansion.&#13;
&#13;
The above iconic sites have been nominated in UNESCO’s World Heritage tentative list.&#13;
&#13;
The Hawaiian-Philippines Co. and Victorias Milling Corporation are operational sugar centers.&#13;
&#13;
Hacienda Santa Rosalia currently functions as a private home, with open tours for visitors around the ancestral mansion, chapel, and grounds conducted by the owner.&#13;
&#13;
The Balay ni Tana Dicang also operates as a museum managed by the private owner, while the Aniceto Lacson Mansion, with cooperation with the private owner, will be adaptively reused by the National Museum of the Philippines.&#13;
&#13;
“The Sugar Heritage Landscape of Western Visayas encapsulates the region’s journey of growth and development, which was significantly influenced by historical colonial ties and emblematic of globalization during its time,” UNESCO noted.</text>

ILOILO City – The Federal Bureau of Investigation (FBI) and the Dubai Police General Headquarters have been asked to investigate an Ilongga vlogger based in the United Arab Emirates.&#13;
&#13;
A complainant claimed she was duped into investing in the vlogger’s supposed jewelry venture.&#13;
&#13;
Mary Joy Derla-Ward, an Ilongga nurse based in Los Osos, California, USA, requested the FBI and the Dubai police to investigate Jinky Miraflores Carpio, also known as QueenKix Bugris on Facebook.&#13;
&#13;
&#13;
&#13;
“I am exposing her and stopping her from scamming more people. She is a big-time scammer,” Ward told Panay News.&#13;
&#13;
Ward said she had coordinated with other complainants who also reportedly gave money to Carpio as investment.&#13;
&#13;
Carpio, who also uses other social media pages such as POGI TeeVee and Iloyski Jugriz, is reportedly living in Jumeirah, Dubai.&#13;
&#13;
In her complaint to the FBI, Ward said she began following Carpio on social media sometime in January 2023. At first, she said she was enticed by Carpio’s live videos since they were filled with humor and sometimes vulgar criticism of the Philippine government.&#13;
&#13;
But Ward said Carpio later started sending her messages on social media and requested donations to help the supposed less fortunate individuals in the Philippines, or to feed stray dogs in Iloilo City.&#13;
&#13;
This prompted Ward to make regular donations every two weeks, although Ward admitted she was uncertain if the money was truly used for these charitable purposes.&#13;
&#13;
Last July 3, 2024, Ward said Carpio offered her to become one of her business partners in the selling of gold jewelry from Dubai to the United States.&#13;
&#13;
“Believing it to be a lucrative opportunity, I agreed and wired $5,000 to her son’s girlfriend, as instructed,” said Ward.&#13;
&#13;
The next day, Ward said Carpio again persuaded her to send an additional $2,500, claiming that the jeweler would add more grams of gold with a larger purchase.&#13;
&#13;
Carpio, added Ward, further asked her to transfer another $1900, which was supposedly needed for tax and shipping insurance of the jewelry from Dubai last July 12, 2024.&#13;
&#13;
Despite Carpio’s constant reassurances, Ward said the jewelry never arrived. Realizing she had been scammed, Ward said she researched her online and discovered numerous complaints from other victims on her social media page.&#13;
&#13;
She learned that Carpio had multiple warrants for her arrest in the Philippines, prompting her to hide in Dubai.&#13;
&#13;
Ward said she alerted the Dubai police on the issue.&#13;
&#13;
“Carpio poses a serious threat to the Filipino community as she continues to scam people through her social media pages. While I may not recover my lost funds, I seek justice to prevent her from victimizing others,” said Ward.&#13;
&#13;
She also urged other victims to come forward and file a complaint against Carpio before Dubai to be held accountable for her actions.&#13;
&#13;
“As a law-abiding citizen, I have lived a quiet life in the US, working as a nurse alongside my firefighter husband. I trusted Ms. Carpio in hopes of earning extra income for my family. I have never been involved in illegal activities or committed any crimes,” said Ward./PN&#13;

ILOILO City – The City Health Office (CHO) has raised an alarm over the increasing number of dengue cases in various districts in the metropolis. The CHO reported 649 confirmed cases with two deaths and 42 active cases as of Aug. 13.&#13;
&#13;
But Dr. Roland Jay Fortuna, CHO medical officer, said they could not yet declare an outbreak due to dengue in Iloilo City since the number of dengue cases has not reached the epidemic threshold.&#13;
&#13;
Such a threshold is determined based on historical data and statistical analysis, typically reflecting a significant increase in cases over what is expected for that time of year.&#13;
&#13;
When the number of dengue cases in an area surpasses this threshold, it indicates that the situation has moved beyond normal seasonal fluctuations and requires intensified public health interventions to control the outbreak. &#13;
&#13;
Dr. Fortuna urged residents to take preventive measures, such as eliminating mosquito breeding sites, using insect repellent, and seeking early medical attention if symptoms appear. City health officials have also been conducting awareness campaigns to educate residents on dengue prevention.&#13;
&#13;
These campaigns emphasize the importance of the 4S strategy: search and destroy breeding sites, self-protection measures, seek early consultation, and support fogging/spraying only in hotspot areas.&#13;
&#13;
The city government has asked residents to ramp up their efforts to eliminate mosquito breeding sites, which are crucial in controlling the spread of dengue.&#13;
&#13;
In Region 6, the Department of Health (DOH) recorded 10,188 cases, with 20 deaths from Jan. 1 until Aug. 3 this year.&#13;
&#13;
Hence, it has activated its Regional Dengue Task Force and Inter-Agency in preparation for the outbreak and response strategies.&#13;
&#13;
Dr. Bea Natalaray, Medical Officer IV of the Infectious Disease Cluster, announced the task force is composed of several DOH WV CHD units involved in the surveillance, supply distribution and monitoring of hospitals.&#13;
&#13;
The DOH has already provided mosquito control commodities, including mosquito nets and machines for indoor residual spraying; diagnostic commodities, such as dengue NS1 kits and rapid antibody test kits; and treatment commodities to local government units.&#13;
&#13;
Data from the DOH-6 showed that dengue cases in the region were higher by 114 percent when compared with the same period last year, with 4,760 cases, including 23 deaths.&#13;
&#13;
Iloilo province has 3,914; Negros Occidental has 1,584; Aklan has 1,319; Capiz, 1,083; Guimaras, 809; Antique, 637; Iloilo City, 482; and Bacolod City, 360.&#13;
&#13;
Iloilo and Negros Occidental have six deaths each, Capiz has three, and the rest of the fatalities came from the remaining provinces and highly urbanized cities.&#13;

The Iloilo Provincial Health Office also reported that Passi City declared a state of calamity on Aug. 9.&#13;

              <text>ILOILO City – The province of Iloilo’s inflation rate increased by 5.6 percent from July to August 2024, data released by the Philippine Statistics Authority (PSA) in Western Visayas showed.&#13;
&#13;
Among the six provinces, only Iloilo recorded an increase in inflation, the PSA’s summary inflation report on the Consumer Price Index in Western Visayas for August 2024 stated. In contrast, Capiz registered the lowest at 4.3 percent.&#13;
&#13;
For the highly urbanized cities in the region, Iloilo City’s inflation rate increased to 3.7 percent in August 2024 from 1.8 percent in the previous month. On the other hand, Bacolod City’s inflation rate dropped to 5.6 percent in August 2024 from 6.2 percent in July 2024.&#13;
&#13;
Western Visayas’ headline inflation was 4.8 percent in August 2024, similar to the rate recorded in July 2024. The regional average inflation rate from January to August 2024 is 3.8 percent. In August 2023, the inflation rate was higher at 6.1 percent.&#13;
&#13;
The top three commodity groups contributing to the Western Visayas’ inflation rate of 4.8 percent in August 2024 include food and non-alcoholic beverages with 53.9 percent share or 2.58 percentage points; housing, water, electricity, gas, and other fuels with 21.4 percent share or 1.03 percentage points, and restaurants and accommodation services with 7.8 percent share or 0.38 percentage point.&#13;
&#13;
On the other hand, food inflation in Western Visayas decreased to 6.5 percent in August 2024, from 7.4 percent in July 2024.&#13;
&#13;
The main drivers to the overall regional inflation rate include alcoholic beverages and tobacco, which rose to 3.7 percent from 3.1 percent; clothing and footwear, which hiked 3.6 percent from 3.5 percent; Housing, water, electricity, gas, and other fuels, which increased to 5.6 percent from 1.1 percent;&#13;
&#13;
In contrast, lower inflation rates were noted in the commodity groups this month, including food and non-alcoholic beverages, at 6.2 percent from 7.0 percent; Furnishings, household equipment, and routine household maintenance, 2.4 percent from 2.5 percent; Transport, which rose by 0.7 percent from 4.1 percent; and education services, which increased to 7.3 percent from 11.5 percent.&#13;

The monthly inflation rate in the index of financial services was recorded at a constant rate of 1.0 percent from January to August 2024.&#13;

The deceleration of food inflation in August 2024 was due to slower annual growth in the index of cereals and cereal products with a 12.1 percent inflation rate in August 2024 from 14.6 percent in July 2024.&#13;

It was followed by meat and other parts of slaughtered land animals’ food group with a 13.1 percent inflation rate from 15.3 percent in July.&#13;
&#13;
Fish and other seafood groups also contributed to the downtrend with -2.7 percent inflation rate in August from -2.0 percent in July.&#13;
&#13;
Lower inflation rates were also noted in sugar, confectionery, and desserts at -4.0 percent from -3.7 percent.&#13;
&#13;
Meanwhile, the top three food groups with the highest contribution to food inflation of 6.5 percent during the month include cereals and cereal products with 65.1 percent share or 4.23 percentage points; meat and other parts of slaughtered land animals with 26.3 percent share or 1.71 percentage points, and fruits and nuts with 6.9 percent share or 0.45 percentage point.&#13;
&#13;
The income of households in Western Visayas accelerated to 5.9 percent in August 2024 from 5.5 percent in July 2024.&#13;
&#13;
Likewise, the inflation rate for the Bottom 30% income households was higher in August 2023, at 7.1 percent.&#13;
&#13;
The increase in the inflation rate for the bottom 30 percent of income households was primarily brought about by the higher annual growth in the index of housing, water, electricity, gas, and other fuels at 7.6 percent in August 2024 from -0.1 percent in July 2024.&#13;
&#13;
This was followed by restaurants and accommodation services with a faster annual growth of 6.0 percent inflation rate from 5.5 percent in the previous month.&#13;
&#13;
The alcoholic beverages and tobacco commodity group with a higher inflation rate of 4.2 percent during the month from 3.6 percent in July also contributed to the inflation rate hike./PN&#13;
