ILOILO — The 2026 edition of the Kasadyahan sa Kabanwahanan competition of the Dinagyang Festival marked a clear creative leap, with performances showing stronger identity, sharper storytelling, and bolder departures from past presentations, according to Gov. Arthur Defensor Jr.&#13;
&#13;
Defensor said the eight participating festivals this year demonstrated a noticeable transformation compared with last year, particularly in how each tribe developed its own distinct character and artistic direction.&#13;
&#13;
“Nakita naton nga it has leveled up, big difference between last year and this year. And nakita na naton, it has developed a character, the participating festivals were not afraid to make something different, lain na. Every presentation is different and every presentation is a surprise, kita ko lain and we like that. We want to develop that way,” Defensor said.&#13;
&#13;
The governor credited the improved quality of performances to the willingness of participating festivals to experiment and move away from familiar formulas, resulting in presentations that were both unpredictable and visually compelling.&#13;
&#13;
Defensor congratulated the Iloilo Festivals Foundation Inc. (IFFI), the eight participating tribes, and the Iloilo provincial government for the successful staging of Kasadyahan sa Kabanwahanan 2026, noting that the competition has continued to evolve as a platform for cultural creativity among local government units.&#13;
&#13;
When asked which festival he personally favored, Defensor said all participants were winners in his view, citing the consistently high level of performance across the board.&#13;
&#13;
For this year’s competition, the prizes were: P1.2 million for the champion, P700,000 for first runner-up, and P500,000 for the second runner-up. Non-winning tribes got P200,000 each.&#13;
&#13;
These prizes were on top of provincial government subsidies provided to support production and performance enhancements. Miag-ao, Santa Barbara, Maasin, Anilao, Banate, and San Rafael each received P2 million, while New Lucena and Bingawan were allotted P3 million each.&#13;

The eight festivals that competed for the Kasadyahan sa Kabanwahanan were Jimanban Festival of New Lucena, Tawili Festival of San Rafael, Salakayan Festival of Miag-ao, Pagnahi-an Festival of Bingawan, Tultugan Festival of Maasin, Kasag Festival of Banate, Kahilwayan Festival of Santa Barbara, and Banaag Festival of Anilao./PN&#13;

ILOILO – To strengthen and institutionalize the Department of Health (DOH)’s 4S strategy in dengue prevention — particularly the “search and destroy” component — Gov. Arthur Defensor Jr. has directed all 43 local government units (LGUs) in the province to implement a weekly clean-up drive called “Limpyo Iloilo, Kada Lunes nga Lihok Kontra Lamok” (Clean Iloilo, Every Monday Movement Against Mosquitoes).&#13;
&#13;
The directive was issued through Executive Order No. 29, Series of 2025, mandating the province-wide campaign every Monday at 4 p.m. as part of Iloilo’s ongoing dengue outbreak response. The initiative aims to eliminate mosquito breeding sites and reduce dengue transmission, especially during the rainy season.&#13;
&#13;

From January 1 to March 22, the province recorded 1,128 dengue cases with seven deaths, marking a 78 percent increase compared to the same period last year, which had 635 cases and two deaths.&#13;
&#13;
Dengue is a viral infection transmitted to humans through the bite of infected female Aedes mosquitoes, particularly Aedes aegypti. These mosquitoes are daytime biters and often breed in clean, stagnant water found in containers such as buckets, drums, flower pots, tires, and clogged gutters.&#13;
&#13;
Symptoms usually appear four to 10 days after the mosquito bite and include sudden high fever, severe headache, pain behind the eyes, joint and muscle pain, skin rashes, nausea and vomiting, and mild bleeding (nose or gums, or easy bruising).&#13;
&#13;
Severe dengue can cause internal bleeding, organ failure, and can be fatal, particularly if not managed early.&#13;
&#13;
Under the executive order, the following key measures will be observed:&#13;
&#13;
* All LGUs are to mobilize their communities every Monday at 4 p.m. Sirens from government vehicles or church bells may be used to signal the start of activities.&#13;
&#13;
&#13;
* All sectors, including government offices, schools, workplaces, business establishments, and households, are mandated to participate.&#13;
&#13;
* The clean-up operations will focus on removing mosquito breeding sites such as water-holding containers, including buckets, tires, flower pots, bottles, roofing gutters, drums, and tubs.&#13;
&#13;
* The City/Municipal Environment and Natural Resources Offices (C/MENRO) will lead the implementation through their Solid Waste Management Program.&#13;
&#13;
* The City/Municipal Health Offices (C/MHO), through their Health Education and Promotions Officers (HEPOs), will conduct information dissemination, while their Dengue Program Coordinators will coordinate efforts with local offices, schools, and barangays.&#13;
&#13;
* The Provincial School Board will ensure participation of schools through the City/Municipal Anti-Dengue Task Forces.&#13;
&#13;
The campaign also includes larval surveillance and entomological surveys, with mosquito larvae collected and analyzed to inform targeted interventions, including Indoor Residual Spraying (IRS) or fogging. A follow-up survey will be conducted two weeks after any intervention. If mosquito populations remain high, additional control measures will be implemented.&#13;
&#13;
&#13;
To ensure sustained community engagement, the program will be integrated into various government initiatives such as:&#13;
&#13;
* Women’s Month&#13;
&#13;
* Solid Waste Management Program&#13;
&#13;
* Semana sang Iloilo&#13;
&#13;
* Brigada Eskwela&#13;
&#13;
* Barangay Clean and Green Program&#13;
&#13;
* Cash-for-Work Programs&#13;

Compliance will be monitored by the City/Municipal Anti-Dengue Task Forces, while Barangay Anti-Dengue Task Forces will oversee household-level participation and encourage full community involvement.&#13;
&#13;
Municipalities with the highest dengue cases (over 20) so far this year are San Joaquin (85), Oton (70 with one death), Leon ( 66), Cabatuan ( 51), Dumangas –(50), San Dionisio ( 47), Lambunao (40), Janiuay (37), Banate (36), Ajuy (35), Barotac Viejo (31), Pavia (31), Sara (30), Concepcion (30), Estancia (28), Pototan (28 with two deaths), Maasin (27), Tigbauan (27, 1 death), Calinog (26), Guimbal (26), Carles (23 with two deaths), Passi City (21), Barotac Nuevo (21), Miag-ao (21), Batad (21), and Santa Barbara (21).&#13;

The significant investment that the International Container Terminal Services Inc. (ICTSI) is poised to inject to develop and manage the Iloilo Commercial Port Complex (ICPC) will reinvigorate the economy and establish Iloilo as an international gateway.&#13;
&#13;
Former Senate President Franklin M. Drilon, a strong advocate for the privatization of the Iloilo port, said the project will see around P1.1 billion in investments within the first two years and more is expected as cargo volume increases.&#13;
&#13;
“With the substantial investment that ICTSI is poised to inject, we are now on the path to realizing our shared aspiration of restoring Iloilo to its former stature as an international gateway, as it was at the turn of the 20th Century when Iloilo was dubbed as the ‘Queen City of the South,’” Drilon said.&#13;
&#13;
“I am glad that ICTSI has finally been awarded the 25-year concession as the port operator. Ricky Razon and ICTSI deserve special recognition for their significant investment and unwavering confidence in Iloilo. ICTSI is a true partner in moving Iloilo forward.”&#13;
&#13;
Drilon said the condition of the port had been a significant impediment to progress, and this partnership with ICTSI could be a game-changer.&#13;
&#13;
“The condition of our ports has been a stumbling block for our development. Iloilo had endured neglect during the past administration, resulting in a lack of capacity and inefficient operations that deterred shipping companies from using Iloilo as a port of call,” Drilon said.&#13;
&#13;
“ICTSI has the experience and financial capability and resources to operate the port efficiently, which will result in job creation and better investment environment. An efficient port operation is the critical missing piece to spur Iloilo’s growth,” he added.&#13;
&#13;
The former senator said ICTSI’s track record bodes well for the development of ICPC.&#13;
&#13;
“With its impressive track record, ICTSI is well-positioned to efficiently manage the ports and address the longstanding congestion issues plaguing our ports, which have deterred potential investors,” Drilon said.&#13;
&#13;
The Ilonggo leader and changemaker said the rehabilitation and modernization of the Visayas Container Terminal (VCT), the future name of the facility after handover to ICTSI – will boost the local economy and position Iloilo as a key player in domestic and international trade.&#13;
&#13;
“After all, as they say, ‘Port Makes a City,’” he added.&#13;
&#13;
Drilon’s advocacy for private sector involvement in the Iloilo port’s management goes back to the late President Noynoy Aquino’s administration.&#13;
&#13;
During the Cory Aquino administration, he played a crucial role in transferring the management of the Iloilo port back to the Philippine Ports Authority, following a period of neglect and mismanagement.&#13;
&#13;
ICTSI will begin its operations of the facility upon contract signing and PPA’s issuance of the Notice to Proceed.&#13;
&#13;
ICTSI’s offer for the 25-year contract involves a concession fee of P750 million for the sixth to 10th year. It is larger than the minimum fixed concession fee of P500 million stated in the contract.&#13;
&#13;
ICTSI executive vice president Christian Gonzalez emphasized that ICTSI’s proposal outlines significant investments in infrastructure upgrades, cargo-handling equipment, and operational efficiency measures to transform the Iloilo Port into a premier gateway.&#13;
&#13;
ICTSI currently features a 627-meter operational quay length and 20 hectares of land for container and general cargo storage, warehousing, and other cargo-handling activities.&#13;
&#13;
“I am confident that this strategic move by the PPA, in collaboration with ICTSI, will lead to a revitalized and efficient port complex in Iloilo,” he added.&#13;
&#13;
As the new port handler, the ICTSI will rename the Iloilo Port the Visayas Container Terminal (VCT).&#13;
&#13;
The enhancements to the infrastructure of the soon-to-be VCT are expected to facilitate an increase in international container ship arrivals and streamline the flow of goods in and out of the port.&#13;
&#13;
PPA data showed that cargo throughput in the Visayas reached 38.1 million metric tons from January to September last year, representing approximately 19 percent of the total cargo volume across the country during that period.&#13;
&#13;
With its redevelopment and expansion, the PPA aims to convert ICPC into an exclusive port for international vessels and cargoes to decongest the main gateway in Manila.&#13;
&#13;
Domestic vessels and cargoes will only be allowed in the initial five years of the contract or until completion of the port development project at Fort San Pedro port in Iloilo City proper.&#13;
&#13;
The ICTSI is the sole bidder for the 25-year contract to manage and operate the cargo-handling and related services of the Iloilo Port, according to the PPA.&#13;
&#13;
The Razon-owned company won the contract after it was rebidded on January 11 this year.&#13;

ILOILO – The Department of Education (DepEd) has assured the public that the integration of Comprehensive Sexuality Education (CSE) in schools adheres to age-appropriate and concept-appropriate guidelines.&#13;
&#13;
This assurance was made by Dr. Nestor Paul Pingil, chief of the Curriculum Implementation Division (CID) of the Schools Division Office (SDO) – Iloilo Province, amid concerns raised by a viral explainer video claiming that the CSE “hypersexualizes children at a very early age.”&#13;
&#13;
Dr. Pingil emphasized that the DepEd focuses on integrating concepts aligned with learners’ developmental stages and does not delve into technical aspects of sex or promote the use of contraceptives.&#13;
&#13;
Instead, CSE centers on teaching values such as self-respect, self-care, and responsible social behavior, he clarified.&#13;
&#13;
Opposition&#13;
&#13;
The CSE program has faced backlash from Project Dalisay, a group under the National Coalition for the Family and the Constitution.&#13;
&#13;
They launched an online petition against CSE and a related proposed measure, Senate Bill 1979, the Adolescent Pregnancy Prevention Act.&#13;
&#13;
“We express strong opposition…as these initiatives conflict with the core values and beliefs upheld by many Filipino families, particularly those of the Christian and Islamic faith,” read part of the petition.&#13;
&#13;
According to Project Dalisay, the CSE program “includes topics that challenge traditional family values, such as sexual orientation, gender identity, and rights related to sexual activity and reproductive health. The program introduces concepts like ‘gender fluidity’ and ‘sexual diversity’, suggesting that people can choose their sexual identity beyond the binary of male and female.”&#13;
&#13;
The petition added: “It also emphasizes sexual rights, which could be interpreted as encouraging early sexual activity, and includes discussions on contraception, abortion, and non-traditional relationships. These concepts contradict traditional Christian and Islamic morality regarding marriage, procreation, and family life.”&#13;
&#13;
As for Senate Bill 1979, the group said it mandates the integration of CSE into the national curriculum, which would be enforced across schools nationwide, without adequate consultation or consent from parents and guardians.&#13;
&#13;
This bill, it added, also promotes the availability of contraception and reproductive health services to adolescents, a measure that it believes could encourage early sexual activity and undermine the values of abstinence and marital fidelity, which are vital tenets of Christian and Islamic teachings.&#13;
&#13;
It’s About Helping Students&#13;
&#13;
But according to Pingil, “The CSE framework is about helping students become responsible individuals, understanding changes in their physical and emotional development, and promoting healthy relationships.”&#13;
&#13;
He also said CSE learning materials are subjected to rigorous quality assurance by the DepEd Central Office before being disseminated to regional offices and schools.&#13;
&#13;
This stance of the SDO-Iloilo aligns with the official statement of DepEd Secretary Sonny Angara, who reiterated the agency’s commitment to ensuring only appropriate content is included in the curriculum.&#13;
&#13;
“Rest assured we will not accept inappropriate concepts being taught in our schools. We will abide by what the law states,” Angara said.&#13;
&#13;
CSE Implementation Timeline&#13;
&#13;
CSE’s integration to school curricula began in 2018 under DepEd Order No. 31, issued by then Education Secretary Leonor Briones. However, the COVID-19 pandemic delayed its full implementation.&#13;
&#13;
The program was intensified in 2022 with the resumption of face-to-face classes.&#13;
&#13;
CSE concepts are integrated into various subjects, including Science, MAPEH (Music, Arts, Physical Education, and Health), Araling Panlipunan, and Edukasyon sa Pagpapakatao (ESP), focusing on topics such as physical changes, healthy relationships, and responsible use of social media.&#13;
&#13;
Stop It?&#13;
&#13;
Project Dalisay has called for the following actions from DepEd and the lawmakers:&#13;
&#13;
* stop the implementation of CSE program and its inclusion of content that goes against the values of the Filipino family, particularly with respect to the teaching of diverse sexual orientations and gender identities&#13;
&#13;
* ensure that parents and guardians have the primary right to guide their children’s education regarding sexuality, and that any such curriculum is transparent and subject to parental consent&#13;
&#13;
* reject Senate Bill 1979 and any provisions within it that enforce the mandatory implementation of CSE or promote policies that could encourage early sexual activity, reproductive health services for minors, and the normalization of non-traditional gender and sexual identities&#13;
&#13;
* ensure that any sexuality education curriculum is aligned with the values of Filipino families and respects the moral, spiritual, and educational integrity of children&#13;
&#13;
“We firmly believe that the protection of parental rights, family values, and the moral upbringing of our children is essential to the future of our nation. We are not opposed to education on health and well-being, but we urge that such education be conducted in a manner that respects the values of Filipino families and protects the integrity of the Christian and Islamic faiths,” according to Project Dalisay.&#13;
&#13;
Support&#13;
&#13;
For its part, the Commission on Population and Development (CPD or PopCom) Region 6 has reiterated its support for CSE as part of the Philippine Population and Development Plan of Action to address adolescent pregnancy.&#13;
&#13;
It, however, declined to issue a statement directly addressing the campaign led by the Christian community against CSE. The directive to withhold statements came from its Central Office.&#13;
&#13;
Data from CPD Region 6 show that adolescent live births in Western Visayas decreased by 10% over three years, from 9,766 in 2019 to 8,787 in 2022.&#13;

              <text>ILOILO – The Provincial Veterinary Office (PVO) is calling on the 43 local government units (LGUs) in this province to establish “impounding areas” for stray dogs.&#13;

Some “70 to 80 percent” of the province’s total dog population of 324,764, particularly at the barangay level, are stray or inadequately cared for by their owners, according to Dr. Darel Tabuada, the PVO chief.&#13;
&#13;
&#13;
But only about 25 percent of the LGUs have impounding areas, he lamented.&#13;
&#13;
“Our anti-rabies vaccination rates are high but if we do not address the stray dog issue, we cannot solve the rabies problem,” Tabuada told Panay News.&#13;
&#13;
Majority of the LGUs have not yet established such facilities often due to the need to allocate funds to make the areas functional, Tabuada explained.&#13;
&#13;
LGUs including Santa Barbara, Leganes, Oton, and Igbaras were mentioned as having established impounding areas.&#13;
&#13;
&#13;
Tabuada emphasized that starting next year, the PVO will focus on ensuring that all LGUs establish impounding areas as a requirement to achieve a rabies-free Iloilo province by 2030.&#13;
&#13;
“We will work out next year. That will be our focus,” he stressed.&#13;
&#13;
The establishment of impounding areas by LGUs is also a criterion used by the PVO to award top-performing LGUs annually for their implementation of the rabies program.&#13;
&#13;
Tabuada explained that the PVO is ready to extend technical assistance to LGUs that request help in establishing impounding areas for stray, unwanted, and unvaccinated dogs.&#13;
&#13;
&#13;
“We will assist them upon request. We train dog catchers and assist in euthanasia if the LGUs do not have a veterinarian,” added Tabuada.&#13;
&#13;
Regarding the implementation of euthanasia, Tabuada noted that they follow the guidelines set in Section 6 of Republic Act 8485, also known as The Animal Welfare Act of 1998. This section states that it is unlawful for any person to torture any animal, to neglect to provide adequate care, sustenance, or shelter, or maltreat any animal or to subject any dog or horse to fights, kill or cause to be tortured or deprived of adequate care, or use them in unauthorized research or experiments.&#13;
&#13;
The killing of any animal other than cattle pigs, goats, sheep, poultry, rabbits, carabaos, horses, deer and crocodiles is likewise hereby declared unlawful except in the following instances:&#13;
&#13;
* When it is done as part of the religious rituals of an established religion or sect or a ritual required by tribal or ethnic custom of indigenous cultural communities; however, leaders shall keep records in cooperation with the Committee on Animal Welfare;&#13;
&#13;
* When the pet animal is afflicted with an incurable communicable disease as determined and certified by a duly licensed veterinarian;&#13;
&#13;
&#13;
* When the killing is deemed necessary to put an end to the misery suffered by the animal as determined and certified by a duly licensed veterinarian;&#13;
&#13;
* When it is done to prevent an imminent danger to the life or limb of a human being;&#13;
&#13;
* When done for the purpose of animal population control;&#13;
&#13;
* When the animal is killed after it has been used in authorized research or experiments; and&#13;
&#13;
* Any other ground analogous to the foregoing as determined and certified licensed veterinarian.&#13;
&#13;
In all the above mentioned cases, including those of cattle, pigs, goats, sheep, poultry, rabbits, carabaos, horses, deer and crocodiles the killing of the animals shall be done through humane procedures at all times.&#13;
&#13;
In addition to establishing impounding areas for stray dogs, the Iloilo provincial government under Gov. Arthur Defensor Jr. continues to intensify its efforts to curb rabies through a comprehensive dog vaccination program.&#13;
&#13;
&#13;
Since taking office in 2019, the Defensor administration annually allocates P8 million to purchase 20,150 vials of vaccines, targeting at least 70 percent of the province’s total dog population.&#13;
&#13;
As of August 31, 2024, approximately 279,989 dogs, or 86.21 percent of the dog population in the province, have been vaccinated this year.&#13;
&#13;
The PVO is also actively conducting spaying and neutering activities across LGUs, aiming to promote responsible pet ownership and address the challenge of pet overpopulation in the community.&#13;
&#13;
To date, the PVO has successfully spayed 273 dogs and castrated 648 dogs.&#13;
&#13;
Furthermore, from October 1 to 7, the province celebrated Animal Welfare Week, as designated by Presidential Proclamation No. 715 dated October 11, 2014. This annual observance is aimed at fostering a culture of kindness and responsibility towards animals among Filipinos, particularly the youth.&#13;

The proclamation underscores the importance of kindness, justice, and protection for all living creatures as key factors in maintaining and restoring the country’s ecological balance.</text>

ILOILO – Department of Tourism (DOT) secretary Christina Garcia Frasco will spearhead the groundbreaking ceremony and the signing of a memorandum of agreement (MOA) for the establishment of a tourist rest area (TRA) in the municipality of Tubungan this August 23.&#13;
&#13;
Tubungan has been selected as one of the four sites in Western Visayas for the new TRAs.&#13;
&#13;
The facility will be equipped with essential amenities aimed at enhancing the travel experience. These include clean restrooms, a coffee shop, a souvenir store, a tourist information area, and a charging station.&#13;
&#13;
This initiative is part of a broader nationwide effort by the DOT to improve travel experiences across the Philippines.&#13;
&#13;
“We are excited to announce that Western Visayas has been approved for four TRAs, with Tubungan, Iloilo being one of the selected locations,” read part of the media invitation from DOT-6.&#13;
&#13;
As of now, the exact location in Tubungan where the TRA will be situated has not been disclosed. However, one notable local tourist attraction in Tubungan is Barangay Igtuble, a mountainous area that became popular during the COVID-19 pandemic as a destination for long rides due to its lengthy and paved roads, as well as the cool breeze at higher altitudes.&#13;

Despite its popularity, the area currently lacks facilities and amenities for visitors’ rest due to its remote location.&#13;
&#13;
The confirmation of the groundbreaking was made by DOT Region 6 director Crisanta Marlene Rodriguez following a courtesy visit to Gov. Arthur Defensor Jr. on August 16, to extend an invitation to attend the forthcoming ceremony.&#13;

The groundbreaking event will also be attended by tourism stakeholders, representatives from the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), and local government officials of Tubungan./PN&#13;

              <text>JORDAN, GUIMARAS, Philippines — In the coastal village of Hoskyn in the heart of this town in Guimaras, a family has been trying to keep a century-old practice of producing artisanal salt alive.&#13;

Shirley “Nenen” Padojenog, 65, is one of the few people who have mastered the art of making “tultul,” a block of artisanal salt, also locally known as “dukduk,” made from the ashes of driftwood that have been soaked and boiled in seawater and coconut milk.&#13;
The legacy of tultul-making dates back to the late 1890s when Padojenog’s grandfather, Semion Ganila, concocted it to provide for his poor family.&#13;
&#13;
In those days, Guimaras only had a handful of houses, thus opportunities for livelihood were scarce.&#13;
&#13;
Padojenog could not recall how her grandfather came up with the recipe except that he used what was abundant in the area—coconut and seawater.&#13;
She said the final recipe for tultul was a product of trial and error before her grandfather was satisfied with its taste, especially when paired with rice.&#13;
Tultul was used to exchange for essentials like bananas, fruits and other crops. This age-old trade, rooted in the quest for survival, laid down the foundation for a tradition that would span generations.&#13;
Padojenog was only 10 when she learned how to make tultul through her father after Ganila passed it down to his children. When her father died at the age of 55, Padojenog carried on the tradition along with her uncle, Sarafin Ganila, and cousin, Jomar Ganila.&#13;
&#13;
Jomar, however, had stopped making tultul a few years back due to his asthma. His children did not take the craft as they were busy with other jobs.&#13;
Lull&#13;
Padojenog’s family, however, was forced to stop making tultul in 2014 when her eldest son, Cherald, decided to focus on their travel and tour business following the influx of tourists to Guimaras.&#13;
&#13;
But tourism took a nose-dive in 2020 when travel restrictions were imposed to stop the spread of COVID-19. Guimaras also suffered from an oil spill in 2020 from a damaged power barge that was anchored off Iloilo.&#13;
&#13;
It was a harsh time for Padojenog who had to resort to scavenging to support her 10 children.&#13;
&#13;
Padojenog, who is separated from her husband, decided to revive their tultul business, hoping that it would help her family as it had done so with her grandfather in the past. She also needed additional income especially that her youngest child would be entering college at Guimaras State University.&#13;
&#13;
The year 2021 marked a return of the Padojenog family to tultul production.&#13;
&#13;
But it was not easy.&#13;
&#13;
Some neighbors, unfamiliar with the family’s link with the artisanal salt, raised concerns about the constant smoke generated during the almost 16-hour salt-making process.&#13;
&#13;

From nature to table&#13;
Because of the complaints, the Padojenogs made the tough decision to relocate, ensuring they could pursue the backyard business without interruptions.&#13;
&#13;
The Padojenogs have become used to an early morning routine, where family members are already up by 2 a.m.&#13;
&#13;
The process begins with a selective gathering of “dagsa” or driftwood that has been soaked in saltwater.&#13;
&#13;
While driftwood is abundant in Jordan, the Padojenogs get only what they need to ensure that this important raw material will not be depleted.&#13;
&#13;
Driftwood and cooking pans are replaced frequently to ensure the salt maintains its distinct grayish-white color, a hallmark of their traditional method.&#13;
&#13;
Collected driftwood pieces are burned and its ashes gathered and placed inside bamboo baskets known as “kaing.” Seawater is poured over the ash before the mixture is strained.&#13;
&#13;
The strained water is then collected in containers beneath the baskets. The process is repeated multiple times to create a hyperconcentrated solution.&#13;
&#13;
Some of the strained water are mixed with coconut milk (“gata”) to add flavor. The mixture is then poured into a cooking pan where it is slowly cooked for several hours.&#13;
&#13;
As the mixture evaporates due to intense heat, a small amount of the remaining strained water from the kaing is added. The process, although slow, gradually forms salt lumps, or tultul.&#13;
&#13;
The family shells out P15,000 in capital for a batch of Tultul but gets P30,000 in net profit.&#13;
&#13;
A tray of tultul is cut into 16 pieces—about the size of a bar of soap—which the family sells for P150 each. The family usually makes tultul once or twice a week, depending on the demand.&#13;
&#13;

Word-of-mouth&#13;
The Padojenog family doesn’t want to limit their product to the local market.&#13;
&#13;
Cherald’s travel and tours business has paved the way for international interest in their products.&#13;
&#13;
His foreign customers began purchasing his products in large quantities after initially buying a handful of tultul.&#13;
&#13;
Impressed by the quality and taste of tultul, they later asked for more.&#13;
&#13;
The Padojenogs rely on the positive word-of-mouth generated by their satisfied customers, allowing their business to reach new markets and audiences around the globe.&#13;
&#13;
Cherald is already seeking advice from the Department of Trade and Industry for a standard packaging, aiming to bring the family product to a wider client base.&#13;
&#13;
There is uncertainty as Padojenog still does not know if any of her 18 grandchildren is willing to continue the family legacy.&#13;
&#13;
But Padojenog and her children are hopeful that younger family members will develop a deep and unwavering passion for salt-making.&#13;

“My grandchildren love making tultul with me; they can’t wait to start [helping around] after school. We have to be careful, though, because it gets really hot [in the production area], and we don’t want them to get scalded,” Padojenog said.&#13;

ILOILO – Alarmed by the continued rise in vehicular crashes in the province, Gov. Arthur Defensor Jr. has ordered the Iloilo Police Provincial Office (IPPO) to intensify road safety enforcement.&#13;
&#13;
Defensor issued the directive during the New Year’s Call of the IPPO and chiefs of police of Iloilo’s 43 local government units on Wednesday, January 14, at Casa Real, following the police report showing a 6.28 percent increase in vehicular crashes in 2025 compared to the previous year.&#13;
&#13;
“Alam kong marami tayong ginagawa na importante. Number 1 vehicular accidents… malaking problema ’yon dahil it is danger to our health, harmful to our people. Number two, ang vehicular accidents are such a burden on our health care system… Ang gasto natin sa hospital sa mga vehicular accidents na dapat wala naman, malaki ’yan,” Defensor said.&#13;

He directed IPPO director Police Colonel Bayani Razalan to order all municipal police stations to submit an inventory of crash-prone areas, damaged roads, poorly lit stretches, and locations lacking road signages, noting that crashes are often caused by drunk driving and unsafe road conditions.&#13;

“Bigyan niyo kami ng imbentaryo so that we can address it,” the governor said, adding that the provincial government will coordinate with the Department of Public Works and Highways and other concerned agencies once hazards are identified.&#13;
&#13;
On drunk driving, Defensor pushed for more aggressive random checkpoints and the use of breath analyzers, even offering provincial assistance to procure the equipment if needed.&#13;
&#13;
“Ang kalasingan medyo iba ang solution diyan… are we in a position to random checkpoint… ‘yung test or breath analyzer may ganun ba tayo? Kung wala, I’m willing to help,” he said.&#13;

Police data presented during the meeting showed that vehicular accidents rose to 5,341 cases in 2025 from 5,025 in 2024, with increases in reckless imprudence cases resulting in damage to property, physical injury, and homicide.&#13;

              <text>ILOILO City – Metro Pacific Iloilo Water (MPIW) has taken proactive steps to address the water supply shortage brought about by the on-going preventive maintenance services by one of its bulk water suppliers, deploying 30 water tankers, 180 stationary tanks in areas experiencing intermittent water supply to ensure that residents and businesses have access to water during this period.&#13;

MPIW also implemented revised water supply window schedule starting October 14 to ensure customers have available water on a certain hour of the day while the preventive maintenance is conducted. &#13;
&#13;
&#13;
Angelo David Berba, MPIW’s Chief Operating Officer, held a meeting on Wednesday with Acting Mayor Jeffrey Ganzon and several department heads at the City Hall. &#13;
&#13;
During the meeting, MPIW presented its action plans currently being implemented to mitigate the impact of the maintenance activities on affected residents and ensure that water supply is provided to critical areas. &#13;
&#13;
These initiatives aimed at reducing the inconvenience caused by the temporary water shortages and maintaining service reliability for the city’s population. MPIW’s water tankers with varying capacity from 7-18 tons conduct more than 100 trips per day to more than 150 water injection points located in strategic areas within the city. &#13;
&#13;
&#13;
Apart from the water delivery though water tankers and stationary tanks, Berba announced in a press briefing that water network adjustments were implemented to equitably distribute available water to all its customers on a certain period of the day. &#13;
&#13;
The adjustments ensure that 40-50 million liters per day (MLD) water supply from one of its bulk water suppliers, Metro Iloilo Bulk Water (MIB) located in Sta. Barbara, will be redirected to affected areas during their water supply window schedule. &#13;
&#13;
However, factors like aging pipes, illegal connections, household motor pumps, and high non-revenue water or water losses may cause slow water pressure to build up which can cause delays in water availability during the scheduled supply window.&#13;
&#13;
&#13;
“Our operations team pro-actively monitors water pressure and conducts emergency network calibration in areas with low pressure to no water and to ensure water availability for customers during their supply window,” read MPIW’s advisory.&#13;
&#13;
In a separate interview, Vice Mayor Ganzon praised MPIW’s swift action in aiding barangays affected by the water shortage. &#13;
&#13;
“Water is a basic need of our constituents. We met with the MPIW to discuss further on how we can activate additional mitigating measures to address this situation,” Ganzon said.&#13;
&#13;
For his part, Berba emphasized the current water shortage is temporary since the normal water level is around 75 to 79 million liters per day.&#13;
&#13;
“But because of FloWater’s one-week preventive maintenance, it would result in a 40 percent reduction of supply in Metro Pacific Iloilo Water,” said Berba.&#13;
&#13;
Berba added the hardest-hit area due to the water supply issues is the City Proper district, primarily because it is a low-lying area and located at the end of MPIW’s water network system. He emphasized that MPIW has eight (8) on-going pipelaying projects in the city to date to address this issue and will be groundbreaking the desalination plant by end of the year which can provide additional 60-65 MLD water supply to Iloilo City.&#13;

Low-lying areas are more vulnerable to water pressure problems, making them more susceptible to experiencing reduced water supply or even no water at all during maintenance activities.&#13;
&#13;
FloWater Resources Inc., one of MPIW’s bulk water suppliers, shut down its water treatment plant to conduct repair and maintenance activities from Oct. 14 to 21.&#13;
&#13;
The preventive maintenance aims to ensure its maximum plant operations, hence improving efficiency of water supply delivery which in turn will help further improve our water service delivery to Ilonggo communities. &#13;

Flo Water assured Metro Pacific Iloilo Water that the water supply will resume as early as Saturday, October 19.</text>

“I will never forget the moment one Friday when missiles passed by our (residential) building, targeting a Hezbollah leader. We heard loud explosions,” said Donna Jean Gabasa-Berniz, a resident of Barangay Botlog, Concepcion, Iloilo.&#13;
&#13;
&#13;
Hezbollah is an Iran-backed terrorist organization based in Lebanon that the Israeli military has vowed to crush for supporting Hamas, a Gaza Strip-based terror group which has vowed to annihilate the Jewish state.&#13;
&#13;
Gabasa-Berniz had been working as a domestic help for 10 years in Hadath, a municipality that borders the southern periphery of the Lebanese capital Beirut and is considered part of its metropolitan area. She returned to Iloilo on Tuesday, October 15.&#13;
&#13;
Around 11:30 p.m. that Friday, according to Gabaza-Berniz., they were warned to evacuate “because our area was the next target.”&#13;
&#13;
&#13;
“We hurriedly left the building. The fear and anxiety were overwhelming. We were given just two hours to evacuate,” she said.&#13;
&#13;
Less than two hours after they left their residential building, the bombing began, an emotional Gabasa-Berniz recounted during a media interview at the Iloilo Provincial Capitol on Wednesday morning, October 16, alongside her husband, Eladio Berniz.&#13;
&#13;
Gabasa-Berniz is the first Ilongga OFW repatriated from Lebanon with the assistance of the Overseas Workers Welfare Administration (OWWA) and the Iloilo provincial government through the Public Employment Service Office (PESO) – Iloilo Province.&#13;
&#13;
&#13;
She said she decided to return home because Hadath had become unsafe due to Israeli military airstrikes targeting Hezbollah.&#13;
&#13;
Gabasa-Berniz proceeded to the Philippine Embassy, where she was placed in a shelter.&#13;
&#13;
She briefly returned to her employer’s house, only to find the area in ruins, with buildings destroyed by the bombing, including her employer’s home.&#13;
&#13;
Despite the devastation, Gabasa-Berniz said her employer and their family were safe and had also sought refuge in a shelter.&#13;
&#13;
Grateful for her early return to the Philippines, Gabasa-Berniz said, “I’m happy because the anxiety is gone. Every day, it was hard to work because of the constant fear.”&#13;
&#13;
“I’m thankful to the government for bringing her home safely,” said her husband, Eladio.&#13;
&#13;
What assistance will the provincial government provide?&#13;
&#13;
According to PESO-Iloilo acting head Cynthia Parcon-Dario, Gabasa-Berniz is eligible to receive P10,000 in financial assistance for repatriated OFWs.&#13;

In addition, Gov. Arthur Defensor Jr. has ordered that all available assistance be extended to Gabasa-Berniz.&#13;
&#13;
As of now, 85 Ilonggo OFWs in Lebanon have been profiled by PESO, with most of them marked safe. However, Dario noted that more Ilonggo OFWs are expected to be returning home in the coming days as the national government’s repatriation program continues.</text>
