Despite the January 28 incident where an unruly man with a knife was shot and arrested by responding policemen, Parreño said airport operations remain normal. “Undeniably, the passengers were the most vulnerable. There was a little trauma. Kita n’yo naman sa video. But again that’s normal kay siempre there was a knife, may lagsanay, and there was gunfire,” he said. “With additional security personnel, we would like to assure the public that similar incidents or scenarios won’t happen again,” Parreño added. Ground-floor screening under review Calls to restore initial security screening at the airport’s ground-floor entrance cannot be acted on immediately, Parreño said, noting that the issue requires consultation among security stakeholders after the investigation is completed. He stressed that the transfer of the X-ray screening area to the third floor last year was ordered by the Department of Transportation (DOTr) and cannot be overridden by CAAP. The operation and maintenance of X-ray machines, he added, fall under the Office of Transportation Security (OTS), a separate government agency. “So we really have to sit down, talk to them, consider the result of the investigation. That’s the time we can come up with a good suggestion, recommendation, after a risk assessment,” Parreño said. Prevention remains the only defense against a virus with no licensed treatment or vaccine, it stressed. The IPHO reminded the public to consistently practice the 3S protocol as part of efforts to prevent possible transmission: * scrub and wash fruits and vegetables * stay away from sick animals * seek medical advice when experiencing severe fever or respiratory symptoms. The new arrangement applies to all ISUFST campuses and offices, covering administrative, academic support, and auxiliary units, and includes permanent, temporary, and casual personnel unless specific duties require alternative schedules, subject to presidential approval. However, personnel assigned to university-run farms, fishponds, agricultural stations, and other field-based facilities will continue under existing work schedules more suited to on-site operations. Under the CWW setup, employees will work from Monday to Thursday, with duty hours and classes scheduled from 7 a.m. to 6 p.m., inclusive of break periods. Fridays are designated as no-duty and no-class days, except when service exigencies require otherwise. Attendance and timekeeping rules remain in force, with one day of absence equivalent to 1.25 days under the 10-hour workday scheme. As bombs fell near their air-raid shelter on Santa Isabel Street, panic gripped the families inside. Her mother cried out in Hiligaynon: “Mahal nga Birhen sang Candelaria, tabuni kami diri sa air-raid shelter!” When the bombing ceased, every member of the family emerged unharmed. For them, survival was not coincidence — it was intervention. A Stranger at the Shop Another oft-repeated story blurs the line between the earthly and the divine. A well-known Chinese store owner in Jaro once encountered a strikingly beautiful woman who came to his shop asking for precious oil for her child. Something about her stirred recognition. Only later did he realize she bore an uncanny resemblance to the image of Our Lady of Candelaria. Moved by the encounter, he placed a large image of the Virgin inside his store — a quiet, personal act of gratitude. A Virgin Who ‘Feels’ In the 1870s, as the new Jaro Cathedral neared completion, parishioners attempted to transfer the image from the old church. They failed — repeatedly. The statue would not budge from her niche. The people concluded that the Virgin herself resisted the move. Bishop Mariano Cuartero and the faithful turned to prayer. As thunder rolled and lightning split the sky, they pleaded for her consent. On February 1, 1874, after a solemn procession and fervent supplication, the image finally allowed herself to be transferred. To devotees, it was yet another sign that the Candelaria was not merely an object — but a presence that responded to reverence. Handling two — each with a distinct identity, mandate, and set of expectations — was a logistical and creative tightrope. Jacosalem admitted the challenge was intensified by circumstances beyond artistry. Preparation for Tribu Salognon had to come first, largely because Maasin’s local government unit was preoccupied with its town fiesta last December 30, 2025, and later hosted the Third Congressional Meet. The result: no proper venue and barely any time for Tultugan Festival rehearsals. In the end, Tultugan had less than two weeks to prepare. Still, time constraints were only part of the equation. The bigger challenge was conceptual. “It was difficult on our part because the concepts and choreography could not be the same. They really had to be different. But then again, we all know Dinagyang will always be Dinagyang. Kasadyahan is different because the province’s plan is really to promote what each town has,” Jacosalem said. Pressure That Breaks—or Builds The strain of juggling expectations took a physical toll. Four days before Kasadyahan sa Kabanwahanan, Jacosalem was hospitalized due to stress. “The pressure we experienced was no joke. Four days before Dinagyang, I was hospitalized because the stress was overwhelming. You don’t even know anymore whether you should eat or sleep because everything is back-to-back,” he recalled. Pressure came in different forms. With Tribu Salognon, the burden was aspiration. They were not the defending champions, but they were aiming high. “You’re not the defending champion, yet you are aiming for something bigger — that’s what adds to the pressure,” Jacosalem said. For Tultugan Festival, the pressure was heavier but more familiar. Maasin was gunning for a rare three-peat. “The pressure in Maasin is already a given because we are aiming for the three-peat. With Salognon, the pressure was different because we were still aiming to win. Tultugan had to defend the title,” he explained. Resources, too, told two very different stories. “The big difference is that Maasin’s LGU has the funds, so we can pull off everything we want to happen. With Salognon, it’s about how the school can provide what the artistic team needs so we can present everything more clearly and beautifully,” Jacosalem added. Shaped by the Masters Jacosalem traces much of his creative depth to his years as a dancer under various tribes, including Tribu Paghidaet and Tribu Pan-ay of Fort San Pedro National High School, and to working alongside respected choreographers such as Romel Flogen. “I’ve been through different choreographers who really honed me. It feels good because I’ve experienced both worlds. I went through everything, and maybe that’s what gave strength to my work. I’ve been exposed to the best, world-class choreographers, and I gathered all my learnings from them,” he said. That exposure, he believes, allowed him to blend discipline with creativity — tradition with innovation — without losing Dinagyang’s soul. Looking Ahead, Choosing Carefully With Maasin’s Mayor Francis Amboy openly floating plans for Tultugan Festival to join the Ati Tribes Competition in Dinagyang 2027, Jacosalem inevitably faces questions of loyalty and choice. He revealed that discussions with the mayor happened even before the plan became public, noting that Amboy has long admired the Ati tribes competition.
