PAVIA, Iloilo – In a significant step toward fostering a greener and more sustainable environment, the Sangguniang Panlalawigan of Iloilo has approved, through Resolution No. 2024-708, a municipal ordinance authored by Sangguniang Bayan (SB) Member Daniel “Dan” Fajardo II of Pavia on September 17, 2024.&#13;

The ordinance mandates tree planting and growing across all barangays, schools, farms, business establishments, and housing subdivisions in Pavia.&#13;

Municipal Ordinance No. 2024-24, titled the “Community Seeds Growing and Planting Program” (CSG-Planting Program), underscores the municipality’s commitment to a balanced and healthful ecology, addressing environmental challenges such as deforestation and flash floods. It requires stakeholders to plant trees in public spaces, plazas, parks, school campuses, and private areas.&#13;

The ordinance includes innovative measures such as mandatory tree planting for farmers, residents applying for barangay clearances, business permit applicants, and municipal employees prior to retirement or promotion.&#13;

Additionally, all barangays are required to establish tree nurseries to supply seedlings for planting activities.&#13;

Violators of the ordinance, including unauthorized cutting or damaging of trees, will face penalties such as fines and mandatory planting of replacement trees.&#13;

The Municipal Environment and Natural Resources Office (MENRO) will oversee the implementation and ensure compliance with the ordinance.&#13;

                <text>This coffee table book is most valuable in the study and appreciation of the history of Iloilo, both the province and the city. It presents more than one hundred thirty photographs taken over a period of thirty years by Pedro Andres Casanave, a consummate American photographer. Each photograph is accompanied by commentaries by Nereo Cajilig Lujan, a veteran llonggo journalist who has successfully ventured into historical research and writing. The book also includes an interesting biographical sketch of Casanave by Lujan.&lt;br /&gt;&lt;br /&gt;Casanave was an American citizen who was born in Mexico—thus, his Spanish name. Already widely known as a photographer and artist, he joined the US Volunteers in 1899 and came to the Philippines during the Philippine-American War. After the war, he stayed in the country, married a Filipina from Negros, and established his photography studio in Iloilo City in 1905.&lt;br /&gt;&lt;br /&gt;Casanave was not the first photographer to practice in Iloilo. The first Filipino professional photographer, Felix Laureano, grew up and started his photographic career in Iloilo. He later went to Barcelona, Spain and put up a studio.&lt;br /&gt;&lt;br /&gt;In 1895, Laureano published his Recuerdosde Filipinos in Barcelona. The photo album contains thirty-seven photographs taken of several parts of the Philippines. Less than half of these show scenes from Iloilo. On the other hand, Casanave’s photographs depict the various facets of life and society in Iloilo from the early American period to World War II.&lt;br /&gt;&lt;br /&gt;A picture is worth more than a thousand words, so goes the adage. When it comes to historical pictures, however, the learned words of the historian can situate a picture in its proper context and explain its significance.&lt;br /&gt;In this book, Casanave’s pictures and Lujan’s text, contribute to Philippine historiography, especially on Iloilo's past. We commend Nereo Cajilig Lujan for bringing to light Pedro Casanave’s peerless photographs, thereby taking the readers back to Iloilo’s glorious past.&lt;br /&gt;&lt;br /&gt;- from the Foreword by Demy P.                 <text>Inluded in the book are chapters of the coming of Ferdinand Magellan, Adelantado Miguel Lopez de Legazpi, Don Juan de Salcedo, Don Esteban Rodriquez de Figueroa, Governor General Gonzalo Ronquillo de Penalosa and the other conquistadores, because they are characters that are interwoven in the history of the land and therefore must be given their due in our historical life.&lt;br /&gt;&lt;br /&gt;The book is lump into centuries, from Datu Payburong's grandson Datu Buyong Ampatuan in the 13th century, Datu Buyong Balan of the 14th century, Datu Disayaran of the fifteenth century, the first known Bornean settler to rebel against the Spanish occupiers in Panay, to his son Datu Bantugan one of the leaders in the Ba-ong revolt in 1586, of the late 15th century, to Datu Pangkug of the 16th century, Datu Mal-am Makiling of the 17th century and to the last recorded Datu of Suaga, Governadorcillo Don Lazaro Makiling in the 18th century.&lt;br /&gt;&lt;br /&gt;The main feature of the book is not only on the discovery of the remnants of the datus who stayed and settled in Panay, but also in the discovery of some leaders of the 1896 revolution like Col. Eusebio J. Sanglap, Mayor Felix Serra, and Gen. Pedro Alcantara Monteclaro, who are direct descendants of the Bornean settlers in Panay.&lt;br /&gt;&lt;br /&gt;The central figures also include two notable personalities, Fr.                 <text>In 1964, the author's book, Mightier Than the Sword: Biography of Graciano Lopez Jaena, came out. It was printed in Bacolod City with the financial assistance of an ardent admirer of the hero, Vice Mayor Benigno G. Hinolan of Murcia, Negros Occidental. The second edition of the book was published by the Graciano Lopez Jaena Foundation in 1988, and the third edition in 2002.&#13;
&#13;
A recent survey in the internet showed that copies of the book are held by twenty-eight (28) major libraries in nine foreign countries. In the Philippines, thirty-five (35) libraries hold the book. The 35 libraries are spread from the Dagupan City Library in the North to Ateneo de Zamboanga University Library in the South.&#13;
&#13;
As seen in the title, this new volume includes a Brief Biography of Lopez Jaena and an Annotated Bibliography. The Bibliography is divided into two parts. Part I comprises the works of Lopez Jaena and Part II consists of writings about him.&#13;
&#13;
The Annotated Bibliography is, by no means, complete. Yet, we are happy to note that Part I includes 87 entries of books, pamphlets, speeches, articles, and letters. Part II lists a total of 206 titles, broken down as follows: 61 books, 134 essays, articles and poems, eight unpublished materials, and three archival materials. We were also pleased to learn that over the years, at least 120 persons have written about Lopez Jaena, the national hero from the Visayas.</text>

              <text>ILOILO – For the seventh time, the Iloilo provincial government has earned the Seal of Good Local Governance (SGLG) from the Department of Interior and Local Government (DILG).&#13;

Iloilo joins 40 other provinces and a total of 714 local government units (LGUs) across the country awarded with this prestigious recognition for 2024.&#13;
&#13;

The SGLG, established by Republic Act No. 11292, is the highest honor bestowed by the DILG on LGUs that demonstrate excellence in governance.&#13;
&#13;
Dubbed as the “mother of all awards”, the SGLG assesses LGUs across 10 governance areas:&#13;

* disaster preparedness&#13;

* social protection&#13;

* business competitiveness&#13;

In June, Gov. Arthur Defensor Jr. led the provincial government team in a regional assessment held at the Iloilo provincial capitol, after which he expressed confidence in the province’s performance.&#13;
&#13;
“The SGLG serves as a benchmark for our processes here, and we are pleased to meet its standards,” Defensor said.&#13;
&#13;
In 2023, Iloilo Province received its sixth SGLG award, earning a P4-million incentive fund.&#13;
&#13;
This achievement aligns with Defensor’s development vision, MoRProGRes Iloilo (Movement for a Robust, Progressive, Globally Competitive, and Resilient Province of Iloilo), which aims to propel the province forward through a unified development approach. Iloilo also made history by being the first province to achieve the SGLG for four consecutive years (2015–2018) under former governor Arthur Defensor Sr.&#13;

Apart from Iloilo Province, 18 municipalities and Passi City in Iloilo also received the 2024 SGLG. The recognized municipalities include Alimodian, Anilao, Banate, Bingawan, Cabatuan, Concepcion, Lambunao, Leganes, Maasin, Mina, New Lucena, Oton, Pavia, Pototan, San Enrique, Tigbauan, Tubungan, and Zarraga.&#13;

In Western Visayas, five provinces secured the SGLG this year: Aklan, Antique, Guimaras, Iloilo, and Negros Occidental.&#13;

Additionally, 13 cities in the region earned the award, including Bacolod City, Bago City, Cadiz City, Escalante City, Himamaylan City, La Carlota City, Passi City, Sagay City, San Carlos City, Silay City, Sipalay City, Talisay City, and Victorias City.&#13;
