              <text>Ruperto Montinola was born on March 18, 1869, in Bago, Negros Occidental. He spent his formative years in Iloilo, raised by his parents, Don Juan Montinola and Doña Martina Benedicto. Ruperto was married to Basa Benedicto, and they had five children namely; Aurelio, Remedios, Otilia, Vicente, and Gloria.&#13;
&#13;
Furthermore, he pursued his studies at San Juan de Letran College, earning a Bachelor of Arts degree in 1887, and went on to receive his Bachelor of Laws from the University of Santo Tomas in 1895. In 1900, Ruperto Montinola was appointed as the first public provincial fiscal of Iloilo. His distinguished career continued in 1908 when he was appointed as governor of Iloilo, succeeding Benito Lopez, who had been tragically assassinated.&#13;
&#13;
Moreover, in 1931, Montinola was elected to the Philippine Senate representing the 7th District. Renowned as a prominent Filipino politician and lawyer, he earned the title of "Colossus of the South" in the Philippine press. Montinola played a pivotal role as a member of the OsRox (Osmeña-Roxas) Mission to the United States which successfully advocated for the passage of the Hare–Hawes–Cutting Act. This landmark legislation was the first U.S. law to grant Philippine independence.&#13;
&#13;
On the other hand, in 1934, Ruperto served as a delegate to the Constitutional Convention from the second district of Iloilo and was elected First Vice-President of the convention. During his tenure as governor of Iloilo, he was instrumental in funding several significant infrastructure projects in Iloilo City. Notably, he supported the construction of the 3-kilometer Forbes Bridge, which connected Iloilo City with La Paz and Jaro; this was the first concrete road in the Philippines. Additionally, Montinola invested in enhancing the port facilities of Iloilo City and undertook the dredging of the Iloilo River’s mouth near the capitol, further improving the region's infrastructure and connectivity.&#13;
&#13;
Ruperto Montinola passed away while in office on February 10, 1940, at the age of 70. He was laid to rest in Jaro Cemetery.</text>

              <text>Amando Avanceña was born on April 13, 1872, in Molo, Iloilo City. He was a distinguished patriot and eminent figure in Philippine history. He was the son of Lucas Avanceña and Petra Quisay. Amando married Locsin Consing and was the father of three sons: Jose, Alberto, and Jesus. He attended the Seminario de Jaro for his elementary and secondary education and earned a Bachelor of Arts degree from the Colegio de San Juan de Letran. He later entered the University of Santo Tomas, where he obtained the title of “Licenciado en Jurisprudencia.”&#13;
&#13;
Amando Avanceña was a notable Filipino lawyer and politician. He represented the first district of Iloilo in the Philippine Assembly and served as the sixth governor of Iloilo Province from 1914 to 1916 under American Governor-General Francis Burton Harrison.&#13;
&#13;
Furthermore, Amando Avanceña served as the former Chief Justice of the Supreme Court of the Philippines and was a legal adviser to the Federal State of the Visayas, the revolutionary government of the provinces of Iloilo, Capiz, and Antique. He was chosen to negotiate with American forces on Panay during the Philippine–American War. During the revolution, he founded the “Comité Conspirado,” whose main objective was to drive the Spaniards out of Panay and the neighboring Visayas Islands. In addition to that, Avanceña established the “Instituto de Ensenanza Libre,” a school in Molo that provided education and academic opportunities for the local population.&#13;
&#13;
During the American Colonial Era, Amando Avanceña was appointed as an assistant attorney in the Bureau of Justice. In 1905, he became an auxiliary judge. He served as the Attorney General of the Philippines from 1914 until 1917, when he was appointed as an Associate Justice of the Supreme Court. Following the death of Manuel Araullo in 1924, he succeeded him as Chief Justice, although he had to wait until 1925 for his formal appointment. Additionally, he served as a judge-at-large for the provinces of Surigao, Iligan, and Dapitan. He enacted significant laws related to commerce, industry, and agriculture.&#13;

He passed away on June 12, 1957, at the age of 85.</text>

              <text>Gregorio Yulo served as the seventh governor of Iloilo from 1917 to 1922, under the leadership of three American governor-generals: Francis Burton Harrison, Newton W. Gilbert, and Leonard Wood.&#13;

During the Philippine Revolution, the people successfully expelled the Spanish from the municipality. However, when American forces arrived, Estancia was reduced to a mere barrio of Balasan. In 1918, Governor Yulo played a pivotal role in the formal separation of Estancia from Balasan, establishing it as an independent municipality.&#13;
&#13;
In addition to his political career, Yulo became the general manager of Casa de Hijos de Teodoro Yulo in Negros Occidental and was recognized as the first notary public of Iloilo during the American occupation.</text>

He had two children, Consuelo Lopez Vito and Jose Lopez Vito Jr. He graduated with a Bachelor of Arts from Colegio de San Juan de Letran and was admitted to the bar in 1907.&#13;
He served as an associate justice of the Supreme Court of the Philippines under the Japanese Imperial Command. Beyond his judicial role, Jose Vito also made significant contributions as the editor of La Libertad in Bacolod, Negros Occidental, and later at El Tiempo in Iloilo from 1903 to 1907. From 1907 to 1910, he served as the third member of the Provincial Board of Iloilo, and his leadership continued as Governor of Iloilo from 1927 to 1928.&#13;
&#13;
On February 14, 1929, he embarked on his judicial career as a Judge of the Court of First Instance (CFI), progressing to the role of associate justice of the Court of Appeals, and subsequently, from 1942 to 1944, he served as an associate justice of the Supreme Court.&#13;

Tragically, he passed away on May 7, 1947, at the age of 74, and was laid to rest in Caloocan, Metro Manila, marking the end of a distinguished career in Philippine law and governance.</text>

              <text>President Ferdinand Marcos Jr. on Tuesday stressed that water development projects enhance irrigation, provide potable water, bolster food production, support energy initiatives and promote tourism.&#13;
&#13;
He made the statement at the inauguration of the Jalaur River Multipurpose Project (JRMP) Stage II Dams in Iloilo City. The P20-billion project of the National Irrigation Administration (NIA) is the government’s flagship project in Western Visayas.&#13;
&#13;
“In the past, we only built irrigation dams for the single purpose of watering our agricultural production areas. Then we made flood control projects to stop flooding and invested billions more for bulk water,” Marcos said.&#13;
&#13;
“Our water development projects would not just bring irrigation or potable water to our people, but will help address flooding, produce food, generate electricity, and develop tourism,” the President added.&#13;
&#13;
He said the project would further boost development of the agriculture sector and the local economy of Western Visayas.&#13;
&#13;
Marcos noted that Iloilo City and the neighboring areas would need 86-million liters per day of high dam reservoir water for commercial and industrial bulk water needs.&#13;
&#13;
He said the project would provide uninterrupted irrigation water to over 30,000 hectares of service area and 25,000 farmers.&#13;
&#13;
“In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,’’ he added.&#13;
&#13;
Additionally, Marcos said the project’s 6.6-megawatts of hydroelectric power will improve Panay Island’s electricity supply.&#13;

He noted that the government was strategically harnessing the country’s water resources while wisely investing limited funds in projects that would bring optimal development to the country.&#13;

The Region 6 squad claimed Anilao’s first-ever Palaro baseball gold following a tight 5-4 victory over CALABARZON in the championship game held on Tuesday at the Filinvest City di Mare.&#13;

Jonas Dionela stepped up for Western Visayas to be awarded Most Valuable Player, Homerun King, Runs Batted In (RBI Kings) and Most Stolen Base, while Kim Cupan was named Best Pitcher.&#13;
&#13;
Also part of the squad were Mark Leanns Rapista, AJ Aragona, Christian Dale Silva, Rieven Dalida, JM Dumadiego, Isaiah Joshua Galarpe, Brent Andrei Belgira, Gab Judah Marl Loste, Mike Navigar, and Ryn Michael Delmo.  &#13;

Anilao had a perfect elimination round campaign as they scored a 12-0 victory over CARAGA squad before pulling of lopsided victories over CARAA (7-2) and EVRAA (13-2).&#13;

The Western Visayas representatives got challenge in the quarterfinals round against Region 1, which they defeated with a score of 12-8, before repeating over EVRAA in the semifinals.&#13;

Nathalie Ann Debuque, the mayor of Anilao town in Iloilo province, said the gold medal feat was a special moment for her town as they fell short of winning the Palaro baseball gold before.&#13;
&#13;
“In a remarkable and unprecedented accomplishment, Anilao has won its first-ever gold medal in the 2024 Palarong Pambansa Baseball Elementary (Little League) marking a momentous occasion in our town’s history,” Debuque said in a Facebook Post.&#13;
&#13;
“This historic victory was achieved because of the outstanding skills, determination, and sportsmanship of our team to bring home the gold to our beloved town,” added the mayor.&#13;
&#13;
“This first-ever gold medal of Anilao in the Palarong Pambansa and first in Western Visayas in the field of Baseball is not only a testament to the talent and determination of our players but also serves as an inspiration to all aspiring athletes in our town. ILOILO—President Marcos led the ceremonial opening of the floodgates for the Jalaur River Multi-purpose Project Stage II (JRMP II) in Calinog, Iloilo, marking a significant milestone for the region’s agriculture and infrastructure.&#13;
&#13;
The P20 billion project is expected to increase Western Visayas’ rice production by 160,000 metric tons, or 20 percent of the region’s annual rice requirement.&#13;
&#13;
The JRMP II includes three main components: irrigation development, environmental and watershed management, and institutional development.&#13;
&#13;
“This dam is just the beginning of our efforts to develop the country’s water resources,” said President Marcos during the unveiling of the project marker.&#13;
&#13;
The project will benefit 7,000 farmers across 17 municipalities in Iloilo’s first to fifth districts. It will also provide 86 million liters of water daily for commercial and industrial needs in Iloilo province and Iloilo City.&#13;
&#13;
“On top of its use for irrigation, a portion of the water from the High Dam’s reservoir, or around 86 million liters per day, will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and its neighboring municipalities,” added Mr. Marcos.&#13;
&#13;
The JRMP II is also set to generate 6.6 megawatts of hydroelectric power, contributing to Panay Island’s electricity supply. Future plans for the project include the development of inland fisheries, floating solar energy systems, and eco-cultural tourism.&#13;
&#13;
Mr. Marcos named the project “Katuwang sa Kauswagan” or “Partner in Progress,” expressing hope that it will serve as a benchmark for similar large-scale projects.&#13;
&#13;
“Let this project serve as a benchmark and an inspiration for all endeavors of this scale and of this magnitude,” he said.&#13;
&#13;
The President expressed gratitude to Korean Ambassador Lee Sang-hwa for South Korea’s partnership in this and other significant projects in the Philippines.&#13;
&#13;
The President committed to accelerating the completion of JRMP II.&#13;
&#13;

ILOILO City – Western Visayas narrowly missed tying for second place with Region IV-A or Calabarzon in the just-concluded 63rd edition of the Palarong Pambansa, held in Cebu City.&#13;

The region garnered 56 gold medals, 41 silver, and 41 bronze, positioning them third in the national games.&#13;

Region IV-A managed to secure the second spot with a slightly higher tally of 57 golds, 51 silvers, and 53 bronzes.&#13;

Dominating the competition, the National Capital Region (NCR) claimed the top position with an impressive haul of 98 golds, 66 silvers, and 74 bronzes.&#13;
&#13;
Western Visayas showed a strong performance across various sports, with gold medals mainly coming from athletics, swimming, taekwondo, softball, table tennis, tennis, chess, basketball, arnis, sepak takraw, wushu, baseball, badminton, volleyball, gymnastics, and boxing.&#13;
&#13;
Reflecting on last year’s games held in Marikina City, Western Visayas had finished in second place, securing 60 golds, 45 silvers, and 44 bronzes, just behind NCR, which has been the overall champion for 17 consecutive years.&#13;
&#13;
Hernani Escullar Jr., the Department of Education (DepEd) Region 6 information officer, remarked that there was no significant factor that impeded the athletes’ performance at this year’s games.&#13;
&#13;
“No major factor affected the performance of our athletes. They gave their best, but we were short by one gold medal,” Escullar told Panay News.&#13;
&#13;
A post-assessment is planned by the committee to evaluate the feedback and performance during the 2024 Palarong Pambansa.&#13;
&#13;
Palaro 2024 saw participation from 933 delegates from Western Visayas, including 601 athletes, 136 coaches, assistant coaches, and chaperones, and 196 management and working committee members.&#13;
&#13;
Among the athletes, 214 were elementary level participants, 346 were secondary level, and 41 competed in Paragames.&#13;
&#13;
Escullar previously noted that the region aimed to clinch the first rank this year, resulting in intensified training across all sporting events, including arnis, athletics, badminton, gymnastics, and others./PN&#13;

              <text>Aquino Alejo, born in Lapog, Ilocos Sur, on July 17, 1892, led a notable career marked by achievements in both engineering and politics. After graduating with a Bachelor of Science in Engineering, he began his professional journey as an assistant engineer in the Bureau of Public Works from 1913 to 1914. His expertise soon took him to San Francisco, California, where he served as the engineer in charge of the Philippine Public Works Exhibits at the Panama-Pacific International Exposition in 1915.&#13;
&#13;
From 1916 to 1918, Alejo served as the district engineer of Capiz, showcasing his leadership and engineering skills. His career continued to flourish as he moved to Rizal in 1919, assuming the role of district engineer. Moreover, Alejo's commitment to public service was evident throughout his career, transitioning back to engineering as the district engineer of Iloilo and later as the highway engineer in the Bureau of Public Works in Manila. Furthermore, his dedication and competence in engineering led to further advancements, including his appointment as provincial governor of Iloilo from 1930 to 1931, marking his entry into politics.&#13;

Indeed, his multifaceted career underscored his capability in both technical roles and administrative leadership, leaving a lasting impact on infrastructure development and governance in the Philippines during his time.&#13;

CEBU City – Barotac Nuevo Central Elementary School, representing Western Visayas, salvaged a bronze medal finish in the 2024 Palarong Pambansa elementary boys football event here.&#13;

The Ilonggo squad made sure to land a podium finish, scoring a dominant 4-0 victory over the Bicol Region in the battle-for-bronze medal game held at the Don Bosco Technical College.&#13;
&#13;
Among the players of the Western Visayas squad were Bryan Ejar, Fritz Azhryl Chavez, Ezekiel Joan Surmieda, Khyhlle Anthore Yu, Devon Cris Torres, Luke Gabriel Derotas, Geric Matthew Jimena, and Carl John Betco.&#13;
&#13;
Also in the squad were Andrex Quinn Martinez, Nijel James Cagampang, Jashan Myar Unipa, Jhan Ryan Matillano, Lemuel Hervas Jr., Nhelro Valderama, Nyel Zano Eribal, Edrian Manos, and Marvin John Lestingio.&#13;
&#13;
The Western Visayas elementary boys booters were handled by coaches Samson Flores Jr., Ariel Bedic, and Nigel Montaño.&#13;
&#13;
Meanwhile, Tañon Maroons-San Carlos City, which represents Western Visayas secondary boys football squad, failed to sustain their strong start to suffer a 3-2 loss to National Capital Region in the finals at the Dynamic Herb Sports Complex in Cebu City.&#13;
&#13;
The Francis Roy Bacuna-mentored Negrense booters had a strong start as they quickly nailed two goals in the opening half, but NCR responded with two goals of their own for a 2-2 score.&#13;
&#13;
The Far Eastern University Baby Tamaraws-represented NCR then completed their victory in the extra time as they knocked down the go-ahead goal past the Western Visayas’ defense.&#13;
&#13;
Despite the defeat, Bacuna remained optimistic with his squad as they managed to reach all the way to the championship round despite facing tough opponents along the way.&#13;
&#13;
“This is a huge achievement for us because we did not expect to reach this far,” Bacuna said. “But this gives us the confidence to try and win the gold medal in the next Palarong Pambansa.”/PN&#13;
