ILOILO – The towns of Carles and Janiuay recorded the highest number of stunted and wasted children aged zero to 59 months in 2023 in this province, data from the Iloilo Provincial Health Office (IPHO) showed.&#13;
&#13;
Stunting, or low height-for-age, reflects chronic or recurrent undernutrition often linked to poverty, poor maternal health, frequent illnesses, or inadequate early-life nutrition and care.&#13;
&#13;
&#13;
According to the World Health Organization, stunting limits children’s physical and cognitive potential.&#13;
&#13;
On the other hand, wasting – characterized by low weight-for-height – generally indicates severe and recent weight loss and may be caused by insufficient quality and quantity of food or chronic illness.&#13;
&#13;
The IPHO data revealed that out of 148,902 children assessed under Operation Timbang (OPT) Plus last year, 7,204 were found to be stunted while 1,727 were wasted.&#13;
&#13;
The data identified the following towns with the highest numbers of stunted children:&#13;
&#13;
* Carles – 732 out of 6,082 children&#13;
&#13;
* Janiuay – 563 out of 4,945 children&#13;
&#13;
* Dumangas – 422 out of 5,519 children&#13;
&#13;
* Santa Barbara – 377 out of 5,108 children&#13;
&#13;
* Balasan – 342 out of 2,070 children&#13;
&#13;
* Badiangan – 286 out of 1,415 children&#13;
&#13;
* Pototan – 256 out of 5,994 children&#13;
&#13;
* San Rafael – 249 out of 1,328 children&#13;
&#13;
* Lambunao – 244 out of 5,917 children&#13;
&#13;
* Lemery – 220 out of 3,233 children&#13;
&#13;
Meanwhile, the towns with the most wasted children were the following:&#13;
&#13;

* Santa Barbara – 127 out of 5,108 children&#13;

* Alimodian – 81 out of 2,224 children&#13;
&#13;

* San Enrique – 67 out of 3,368 children&#13;

According to Dr. Maria Socorro Colmenares-Quiñon, head of IPHO, inadequate nutrition in the first two years of a child ncan lead to irreversible stunting and wasting.&#13;
&#13;
Poverty often restricts families’ ability to purchase nutritious food, leading them to rely on carbohydrates instead of protein, she pointed out.&#13;
&#13;
Quiñon said majority of affected children come from impoverished families unable to afford protein-rich diets.&#13;
&#13;
In response to the high rates of malnutrition, IPHO has continued to extend technical assistance to local government units to develop nutrition programs and plans, including feeding programs. In collaboration with the National Nutrition Council and the World Bank, they also conduct feeding programs for children and pregnant women.&#13;
&#13;
Dr. Wendel Tupas-Marcelo, Provincial Health Officer I, noted that the geographical remoteness of Carles, which includes 18 island barangays among its 33, complicates the delivery of governmental programs and services. This remoteness is considered a significant factor in the high prevalence of stunting and wasting in the area.&#13;
&#13;
To address these nutritional challenges, IPHO is enhancing the implementation of nutrition programs during the first 1,000 days from conception to two years of age, emphasizing the critical window for preventing stunting and wasting./PN</text>

                <text>This coffee table book is most valuable in the study and appreciation of the history of Iloilo, both the province and the city. It presents more than one hundred thirty photographs taken over a period of thirty years by Pedro Andres Casanave, a consummate American photographer. Each photograph is accompanied by commentaries by Nereo Cajilig Lujan, a veteran llonggo journalist who has successfully ventured into historical research and writing. The book also includes an interesting biographical sketch of Casanave by Lujan.&lt;br /&gt;&lt;br /&gt;Casanave was an American citizen who was born in Mexico—thus, his Spanish name. Already widely known as a photographer and artist, he joined the US Volunteers in 1899 and came to the Philippines during the Philippine-American War. After the war, he stayed in the country, married a Filipina from Negros, and established his photography studio in Iloilo City in 1905.&lt;br /&gt;&lt;br /&gt;Casanave was not the first photographer to practice in Iloilo. The first Filipino professional photographer, Felix Laureano, grew up and started his photographic career in Iloilo. He later went to Barcelona, Spain and put up a studio.&lt;br /&gt;&lt;br /&gt;In 1895, Laureano published his Recuerdosde Filipinos in Barcelona. The photo album contains thirty-seven photographs taken of several parts of the Philippines. Less than half of these show scenes from Iloilo. On the other hand, Casanave’s photographs depict the various facets of life and society in Iloilo from the early American period to World War II.&lt;br /&gt;&lt;br /&gt;A picture is worth more than a thousand words, so goes the adage. When it comes to historical pictures, however, the learned words of the historian can situate a picture in its proper context and explain its significance.&lt;br /&gt;In this book, Casanave’s pictures and Lujan’s text, contribute to Philippine historiography, especially on Iloilo's past. We commend Nereo Cajilig Lujan for bringing to light Pedro Casanave’s peerless photographs, thereby taking the readers back to Iloilo’s glorious past.&lt;br /&gt;&lt;br /&gt;- from the Foreword by Demy P. Ilonggo entrepreneurs who demonstrated remarkable achievements and made significant contributions to the local business landscape were recognized during the Philippine Chamber of Commerce and Industry (PCCI) Iloilo Chapter’s second annual Ilonggo Entrepreneur Awards on December 27, 2023, at the UPV Performing Arts Hall.&#13;
&#13;
The awards featured the following categories: Aspiring Ilonggo Entrepreneur, Young Ilonggo Entrepreneur, and the coveted Ilonggo Entrepreneur of the Year.&#13;
&#13;
The nominees included Ediscape, Flour, Healthy Kitchen, Huzons, Max Pillows, Prometheus, and Rezbin.&#13;
&#13;
Ilonggo Entrepreneur of the Year&#13;
&#13;
In recognition of his exceptional leadership and impact on the community, Gerardo “Gerry” Guadarrama, the driving force behind Biscocho Haus, was named Ilonggo Entrepreneur of the Year.&#13;
&#13;
In his acceptance speech, Guadarrama attributed the success to his parents, who started Biscocho Haus 48 years ago.&#13;
&#13;
“It’s a great honor to be bestowed with this award tonight, but the real honor belongs to my parents,” Guadarrama stated and further added how his education in the US, made possible by the family business, had been integral for turning the company around.&#13;
&#13;
Reflecting on the long history of Biscocho Haus, Guadarrama highlighted the company’s growth after overcoming setbacks, emphasizing its role in preserving Ilonggo’s culinary heritage.&#13;
&#13;
Aspiring Ilonggo Entrepreneur&#13;
&#13;
The Aspiring Ilonggo Entrepreneur of the Year 2023, an award given to entrepreneurs who have the entrepreneurial acumen and are committed to addressing society’s issues and problems, was clinched by Matthew Cristi Martirez of Rezbin, who also secured the Merit Awards for the same category under the tech subcategory.&#13;
&#13;
Reflecting on the challenging journey of founding Rezbin, Martirez shared, “When we started Rezbin, it wasn’t an easy decision to make, especially after two failed startups in Manila prior… If you really want to be an entrepreneur, you will find a way to do it.” His determination led him back to Iloilo, driven by a belief in the city’s potential.&#13;
&#13;
Homer Deloso of Ediscape received the Aspiring Ilonggo Entrepreneur Merit Award for the non-tech category.&#13;
&#13;
Young Ilonggo Entrepreneur&#13;
&#13;
Myka Ella Perlas of Healthy Kitchen received both the Young Entrepreneur of the Year and Sustainable Entrepreneur Award for her positive impact on the community.&#13;
&#13;
In her message, Perlas shared her aspirations behind her decade-old venture, which aimed to challenge perceptions about healthy food, proving that it is not boring or bland but can be delicious and nutritious.&#13;
&#13;
Under the same category, Daily Guardian VP External and Prometheus CEO Lcid Crescent Fernandez received the Innovative Entrepreneur of the Year award for developing a new and innovative business model.&#13;
&#13;
Other notable awards included the Social Entrepreneur Award for Tracy Fontanillas of Flour, and the Creative Entrepreneur Award given to Levy Anne Samson Amosin of Huzons.&#13;
&#13;
The judging panel, composed of distinguished individuals from various sectors, meticulously evaluated the nominees based on innovative business practices and community impact.&#13;
&#13;
The criteria focused on excellence, resilience, and transformative contributions to the Ilonggo business landscape.&#13;
&#13;
The recipients of major awards were given a unique trophy designed by Marzz Capanang. The trophy was inspired by the Tariktik, also known as the Visayan Hornbill, symbolizing the exceptional qualities possessed by an inspiring entrepreneur from Iloilo, such as resilience, demonstrated by the bird’s ability to soar through difficult challenges.&#13;
&#13;
In an interview, PCCI President Fulbert Woo highlighted the chamber’s commitment to recognizing and celebrating the entrepreneurial spirit that drives economic growth and community development in the region.&#13;
&#13;
He also cited the significance of instilling a sense of purpose among the youth engaged in business.&#13;
&#13;
“We want to recognize and celebrate young entrepreneurs because we would like to encourage that while you are young and doing business, you have to think beyond personal gain. It’s not just about filling our pockets; we need to achieve goals with a purpose — goals that involve social awareness, innovation, and continuity,” Woo said.&#13;
&#13;
The Ilonggo Entrepreneur Awards 2023 served not only as a recognition of outstanding achievements but also as a call to action for entrepreneurs to contribute positively to the community. The event highlighted the dynamic and innovative spirit of Ilonggo entrepreneurs, setting the stage for continued growth and success in the region.&#13;

Children below 15 years old are generally prohibited from working, except in specific cases like advertising, where a Child Labor Working Permit from the Department of Labor and Employment is required. &#13;

ILOILO City — Child exploitation remains a challenge in Western Visayas. There were 12,800 child laborers profiled by the Department of Labor and Employment (DOLE) Region 6 last year.&#13;
&#13;
&#13;
Eliminating and preventing child labor is a collective responsibility, according to Melisa Navarra, the officer-in-charge assistant regional director of DOLE-6.&#13;
&#13;
In the region, DOLE-6 is leading the initiative. After profiling these children, it refers them to various government agencies based on their specific needs.&#13;
&#13;
The Department of Education (DepEd) addresses educational needs; the Technical Education and Skills Development Authority (TESDA) provides skills training; and the Department of Social Welfare and Development (DSWD), along with DOLE and local government units (LGUs), offer livelihood support for the parents.&#13;
&#13;
In 2023, DOLE-6 allocated P32 million to fund livelihood projects for 1,194 parents of child laborers.&#13;
&#13;
This funding is aimed at reducing the economic pressures that often drive families to permit their children to work, said Navarra.&#13;
&#13;
In DOLE’s criteria, children under 18 are considered child laborers if they work particularly in hazardous conditions that threaten their safety, health, or development, or that hinder their education.&#13;
&#13;
But it clarified that children over 15 may work in non-hazardous environments provided it does not affect their health, education, or development.&#13;
&#13;
The region has seen cases of children employed in dangerous jobs, such as working with sharp tools in sugarcane plantations, which pose significant safety risks.&#13;
&#13;
Children below 15 years old are generally prohibited from working, except in specific cases like advertising, where a Child Labor Working Permit from DOLE is required.&#13;
&#13;
DOLE-6, in collaboration with various agencies and organizations, conducts regular advocacy campaigns to combat child labor. These include outreach at the barangay level and special initiatives aligned with the World Day Against Child Labor on June 12 and National Children’s Month in November.&#13;
&#13;
Through its “Project Angel Tree” under the Child Labor Prevention and Elimination Program, DOLE provides child laborers and their families with gifts and aid.&#13;
&#13;
Navarra emphasized the importance of community awareness and the role of schools in disseminating information about child labor laws and support programs.&#13;
&#13;
She acknowledged that while economic hardship often leads families to engage their children in labor, it is crucial to ensure that such work does not endanger the children’s well-being or development.&#13;
&#13;
She appealed to residents, especially parents, to prevent their children from engaging in child labor, underscoring that economic problems should not justify hazardous employment for children.&#13;
&#13;
DOLE continues to support families by providing livelihood opportunities to alleviate the economic factors contributing to child labor, said Navarra.&#13;
&#13;
Children are protected under Republic Act (RA) 9231, known as the “Elimination of the Worst Forms of Child Labor and Stronger Protection for the Working Child”, which prohibits employment that could harm their health, safety, or morals.&#13;
&#13;
Violations of this law can lead to imprisonment of six months to 20 years, or fines from P50,000 to P1 million, or both, depending on the court’s decision.</text>

              <text>CineEnkanto returns to Iloilo, celebrating Ilonggo cinema with a fresh slate of short films that delve into folklore, horror, and supernatural themes.&#13;

The event, organized by Apassa Projects in partnership with UP Visayas’ Office of Initiatives in Culture and the Arts and the Center for West Visayan Studies, will run on Nov. 8 and 9 at the UPV Cinematheque in Iloilo City.&#13;
&#13;
Eight films by Ilonggo filmmakers will feature unique narratives exploring themes of possession, ritual, and dark magic, bringing eerie and thrilling experiences to the screen. Tickets are priced at PHP 120, available at Thrive Art Gallery in Atria, Iloilo City.&#13;
&#13;
CineEnkanto aims to showcase the rich and often underrepresented world of Ilonggo horror and fantasy. “It’s a way to celebrate our own stories, traditions, and imaginations,” said Raymund Salao, director of Animo and Ang Tinuga sa Espejo. “Our culture is rich with mythical stories that are meant to intrigue and entertain audiences.”&#13;
&#13;
Salao’s Animo follows a boy who gains supernatural powers from a warrior’s spirit, only to face the ironic struggle of sacrificing his own free will. Another work by Salao, Ang Tinuga sa Espejo, centers on a man plagued by an inner entity, blurring the lines between self and supernatural.&#13;
&#13;
&#13;
Other films on the lineup include Hila(U)was by Dennis Hubag, which explores themes of regret and violence through a mother-son relationship that takes a horrific turn. Jayson Amiel Cineta’s Amiel: Modern Surwano introduces viewers to a ritualistic murder investigation, putting a twist on the traditional detective story.&#13;
&#13;
“Ilongo folklore and legends are full of twists and moral undertones,” noted Vincent Montaño, director of Taglugar, which tells the story of a young woman who turns to a healer to escape a malevolent entity. “Films like these bring folklore to life, especially for younger generations who may not know these stories.”&#13;
&#13;
Attendees can expect to see a range of storytelling styles and themes that reflect the region’s diverse culture and mystical heritage.&#13;

Proceeds from the screenings will help support the Certificate of Ancestral Domain Title (CADT) application for Sitio Kabarangkalan.&#13;

The film will also be shown at Cinematheque Center Iloilo on September 21 and in several universities across the city.&#13;

MANILA, Philippines — Through the Cinemalaya Philippine Independent Film Festival 2024 entry “Tumandok,” directors Richard Jeroui Salvadico and Arlie Sweet Sumagaysay are hoping to help the Ati community in Iloilo province in securing their Certificate of Ancestral Domain Title (CADT).&#13;
&#13;
The 88-minute documentary-fiction reveals the struggles of Ati people in Sitio Karabangkalan in Barotac Viejo, Iloilo in reclaiming their ancestral lands.&#13;
&#13;
Featuring an all-Ati non-professional acting ensemble, speaking in their own language Inati, “Tumandok” seeks to support the community in securing their ancestral domain through screening proceeds.&#13;
&#13;
“Aside from starting to believe that not every lowlander has ill intentions for them, I think through ‘Tumandok,’ the community, and their concerns are now starting to get noticed. When we went to NCIP (National Commission for Indigenous Peoples), they were told that in 2025 they might be one of the few communities that will be considered for funding,” Sumagaysay shared to The STAR in an e-mail interview.&#13;
&#13;
Apart from telling the story of the Ati community in Sitio Karabangkalan in Barotac Viejo, Iloilo, the Cinemalaya 2024 entry ‘Tumandok’ also aims to help them secure their ancestral lands titles through screening proceeds.&#13;
But it will still take time, she acknowledged. “Along with the pre-production, we have also successfully aided the community in processing their papers as an association, processing the official chieftainship of their chieftain, and aiding their application for their community-based forest management under DENR (Department of Environment and Natural Resources).&#13;
&#13;
“We hope that through the donations and the percentage that they will get from the profit of the film, they will be able to process their CADT and make a road for the community so they won’t have to pass by private lands just to reach the town.”&#13;
&#13;
“Tumandok” was inspired by the life story of En-en, the daughter of the chieftain who does the task of processing their Certificate of Ancestral Domain Claim (CADC). While writing the script and doing the field work, the filmmakers encountered other stories of struggles from different Ati communities in the region. So with the guidance of filmmaker Arden Rod Condez (one of the executive producers), they decided to incorporate the accounts of other Ati communities in the film.&#13;
&#13;
They have been working with and immersing in different Ati communities since 2017 and the story of En-en stood out while they were doing cultural mapping in 2019.&#13;
&#13;
“We also went to NCIP to straighten our facts and there, we discovered that the tribe needed P500, 000 to P1 million to fast-track the processing of their CADT. We aren’t millionaires nor do we have the right connections to make such an amount. So, we decided to use our privilege to be able to make films for a higher purpose and use the power of cinema and Cinemalaya to reach out to potential sponsors and to shed light on the stories of the community.”&#13;
&#13;
Sumagaysay reiterated that apart from telling the battles of the indigenous people, they likewise aim to help them secure their CADT. “We hope viewers see that the story of the community is not just a narrative of the past but a living, breathing testament to the ongoing battle for justice and recognition,” she asserted.&#13;
&#13;
“Showcasing the real stories and struggles of the Ati community can make people see the reality of the Ati community and their strength and perseverance despite the challenges that they are facing. We hope people will appreciate them more as individuals and as a people. But more than their resilience, we need to SEE the NEED for us to help them.”&#13;
&#13;
Salvadico and Sumagaysay felt honored to be debuting their full-length film at the 20th edition of Cinemalaya.&#13;
&#13;
The Iloilo-based directors previously helmed the short films “Dribol,” “Chok,” “Gulut-anon nga Dulut,” and “Utwas,” which gained recognition in various local film festivals.&#13;
&#13;
In 2022, their short film “Mga Handum nga Nasulat sa Baras” earned the Audience Choice Award at Cinemalaya 18, bagged the Best Film at Sine Halaga 2, and was recognized by the Society of Filipino Film Critics. They were also finalists for Netflix’s Indiegenius Program in 2023.&#13;
&#13;
The Cinemalaya 20 will run until Aug. 11 at the Ayala Malls Manila Bay, Greenbelt, Trinoma, U.P. Town Center, and Market! Market! cinemas.&#13;

Around 15,000 Ilonggos belonging to various sectors benefitted and have availed themselves of the financial assistance under the Assistance to Individuals in Crisis Situations (AICS) Program of the Department of Social Welfare and Development this July.&#13;

ILOILO City – The Iloilo City Government has facilitated over P50-million cash aid under the Assistance to Individuals in Crisis Situations (AICS) Program of the Department of Social Welfare and Development (DSWD) as of July this year.&#13;
&#13;
&#13;
AICS is one of the social welfare services of DSWD that provides medical assistance, burial, transportation, education, food, or financial assistance for other support services or needs of a person or family.&#13;
&#13;
Data from the Office of the Executive Assistant for Social Services of Mayor Jerry P. Treñas showed that close to 15, 000 Ilonggos belonging to various sectors benefitted and have availed themselves of the financial assistance.&#13;
&#13;
“The welfare of our beloved residents is one of our top priorities in our inclusive development agenda. Ensuring that every sector gets the support and assistance they need is our commitment,” Treñas underscored. &#13;
&#13;
“The Iloilo City Government extends deepest appreciation to the programs of President Ferdinand ‘Bongbong’ Marcos Jr. which are really a big help to our city and our beloved Ilonggos to recover from the effects of COVID-19, El Niño and other economic challenges,” the city mayor added.&#13;
&#13;
Under DSWD’s Ayuda sa Kapos ang Kita Program (AKAP) that aims to protect minimum wage earners from the effects of high inflation, some 6, 600 Ilonggos including sari-sari store owners, market and ambulant vendors, pedicab drivers, riders and transport groups, and among others got cash aid amounting to a total of P14.5 million.&#13;
&#13;
Iloilo City residents receive financial aid through the Ayuda sa Kapos ang Kita Program in partnership with the Department of Social Welfare and Development Region 6.&#13;

These initiatives, which the city government is also very thankful for, were made possible through the dedicated efforts of House Speaker Martin Romualdez; Cong. James “Jojo” Ang of Uswag Ilonggo party-list; senators Jinggoy Estrada, Loren Legarda, Lito Lapid, Bong Revilla Jr., Joel Villanueva, Francis Escudero, Mark Villar, Aquilino Pimentel, Francis Tolentino, and Risa Hontiveros; former senator Sonny Angara; and Cong. Yedda Marie Romualdez of Tingog party-list.&#13;

Mayor Jerry P. Treñas’ Executive Assistant Raisa Treñas and Uswag Ilonggo party-list’s Rep. James “Jojo” Ang lead the distribution of financial assistance under the Assistance to Individuals in Crisis Situations Program.&#13;
The city mayor also acknowledged the valuable efforts of concerned City Hall Offices including the City Social Welfare and Development Office (CSWDO) and Office of the Executive Assistant for Social Services under Rose San Agustin, as well the continuous support of his daughter and Executive Assistant Raisa Treñas, reflecting the city’s commitments to ensuring the welfare and prosperity of every sector in Iloilo City. &#13;
&#13;
“These financial assistance programs are a huge help to our beloved residents. The city government assures to continue to implement various programs and services beneficial to our residents especially those from grassroots. We are committed to ensuring that the lives of our residents are also improving alongside with the city’s continued growth, “ said Treñas. &#13;
&#13;
Moreover, 394 college student scholars were beneficiaries of AICS educational assistance totaling to P3.470 million while 7, 000 more beneficiaries from different sectoral groups also availed themselves of financial assistance from the AICS program amounting to a total of P14 million.&#13;
&#13;
The Iloilo City Government was also able to facilitate more than P17.8 million worth of financial assistance specifically hospital bills to close to 1,000 beneficiaries since January this year.&#13;

&#13;

On the other hand, the city government also partnered with other government agencies like the Department of Labor and Employment (DOLE) in bringing more beneficial programs for the city residents.&#13;

For one, a livelihood assistance to 233 beneficiaries here has been formally secured recently after the signing of a Memorandum of Agreement (MOA and the turnover of a P5.49 million check between the DOLE  and the city government for the Negosyo sa Kariton and Sari-sari Store Project.&#13;
&#13;
The livelihood project seeks the inclusive maximization of micro-businesses in the metro through the distribution of 133 uniform food carts and the improvement of 100 sari-sari stores, made possible through the initiative of EA Treñas.&#13;
&#13;
“Indi pwede nga dole-out lang kita pirme. For sustainability, we need to empower them with the right technology and equipment to ensure that we make it better for everybody,” emphasized City Public Employment Service Office (PESO) head Gabriel Felix Umadhay. &#13;
&#13;
Also earlier, through the efforts of senators Alan Peter Cayetano and Pia Cayetano, beneficiaries from different barangays in Iloilo City underwent an orientation and contract signing under the DOLE -Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (DOLE-TUPAD) Program.&#13;
&#13;
DOLE-TUPAD is also implemented through the City PESO. &#13;
&#13;
“We will continue to support the thrust on improving the sustainability of the projects of the city by providing work opportunities to achieve poverty reduction and economic growth,” Treñas said.</text>

ILOILO City – Unlike previous elections when the filing of certificates of candidacy (COC) for both Iloilo city and provincial government aspiring candidates was held at their respective election offices, the Commission on Elections (Comelec) has decided to move the filing venue for the upcoming May 9, 2025 national and local elections to a more spacious and comfortable location.&#13;
&#13;
Jonathan Sayno, Election Assistant II of Comelec in Iloilo City, confirmed that the COC filing will be conducted at Festive Walk in Mandurriao district. However, the specific area within the complex has yet to be finalized as discussions are still ongoing.&#13;
&#13;
Sayno clarified that there will be separate venues within Festive Walk for the filing of COCs — one for provincial government candidates and another for city government candidates — though all activities will take place in the same general area.&#13;
&#13;
In previous elections, COC filing for city candidates was held on the second floor of the Iloilo Terminal Market, while provincial candidates submitted their forms at the Provincial Election Office in La Paz district.&#13;
&#13;
The filing period for COCs will be from October 1 to October 8, including weekends, with submission hours running from 8 a.m. to 5 p.m.&#13;
&#13;
Sayno issued several reminders to candidates to ensure a smooth filing process.&#13;
&#13;
Candidates must secure eight copies of the COC form, either by downloading it from the official Comelec website (https://comelec.gov.ph) or by visiting the nearest Comelec office.&#13;
&#13;
Candidates are required to fill in all necessary information on the form, marking “N/A” (Not Applicable) where applicable.&#13;
&#13;
Each form must be signed, affixed with a recent passport-sized photo (taken within the last six months), notarized, and stamped with a documentary stamp.&#13;
&#13;
The first copy must bear the actual documentary stamp, while subsequent copies only need to list the stamp number.&#13;
&#13;
“Candidates should submit a recent photo, not one from years ago, to reflect their current appearance,” Sayno emphasized.&#13;
&#13;
For candidates affiliated with a political party, a notarized Certificate of Nomination and Acceptance (CONA) must also be submitted along with the COC.&#13;
&#13;
Independent candidates, however, are not required to submit a CONA.&#13;
&#13;
Both securing and submitting the COC form are free of charge.&#13;
&#13;
Candidates may designate an authorized representative to submit their COC, but Sayno warned that this comes with a risk.&#13;
&#13;
Sayno explained, “A representative can file the COC as long as they are authorized, but they cannot correct any errors. This could be problematic if the candidate is abroad and unable to make the necessary changes.”&#13;
&#13;
When selecting the name to appear on the official ballot, Sayno said candidates must adhere to the 30-character limit. They can choose to display either their first name or nickname, but the total character count must not exceed 30.&#13;
&#13;
If the candidate’s chosen name exceeds 30 characters, Comelec will decide which name will appear on the ballot, typically the one the candidate is most recognized by.&#13;
&#13;
Double names or nicknames are not allowed.&#13;
&#13;
Additionally, to ensure an orderly filing process, only a maximum of three supporters will be allowed to accompany each candidate. Any additional supporters must remain outside the designated area to avoid crowding and disruptions.&#13;

Sayno stressed that the Comelec will strictly enforce this rule to maintain smooth operations during the filing period./PN &#13;
