<text>Breeding sites of dengue mosquitoes overlooked in clean-up – IPHO

ILOILO – Despite regular cleaning claims by residents, the true breeding sites of dengue mosquitoes often lie in overlooked household and outdoor areas like drums and discarded tires on roofs, according to the Iloilo Provincial Health Office (IPHO).

The IPHO made this discovery during recent inspections of 43 municipalities, including Passi City.

Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO, said the most common mosquito breeding sites include trash, blocked drainage, and containers such as water storage drums and discarded vehicle tires.

Even the most innocuous items like bottles can serve as breeding grounds for the Aedes aegypti mosquito, the primary vector of the dengue virus, said Quiñon.

She emphasized the need for a comprehensive approach beyond simple sweeping, urging the community to adopt a proactive “search and destroy” strategy against these breeding places.

Dengue fever continues to ravage Iloilo, with a 320% increase in cases compared to last year, according to the IPHO.

From January 1 to August 10, 2024, the province recorded 4,595 cases and 10 deaths, a significant rise from the 1,095 cases and single fatality during the same period in 2023.

The rise in dengue cases has been particularly severe in areas like Barotac Viejo, Banate, Passi City, Concepcion, and Batad, often linked to inadequate water storage practices in communities where residents do not sleep at home due to work commitments.

The recent data includes a new fatality from Barotac Nuevo, bringing the total deaths this year to 11. The victims range in age and include:

* a six-year-old boy and a 16-year-old girl from Miag-ao

* a four-year-old boy from Lambunao

* two 20-year-old men and a 15-year-old boy from Badiangan

* an eight-year-old girl from Igbaras

* a 41-year-old woman from Barotac Nuevo

* a three-year-old girl from Banate

* a 10-year-old boy from Passi City

Dengue fever is a viral infection transmitted through the bites of infected Aedes mosquitoes. It presents flu-like symptoms including high fever, headache, vomiting, muscle, and joint pains, and a characteristic skin rash.

In severe cases, it can develop into dengue hemorrhagic fever, which can be fatal if not treated appropriately.

Quiñon called for a unified community effort to combat the spread of dengue, stressing that it is not just a battle for health authorities but for every resident of the province.

“The danger is real and growing, and it requires the concerted effort of the entire community to halt the spread of this life-threatening disease,” she said./PN

<text>BUSINESSES BOOMING: Iloilo City finalist for PH Most Business-Friendly LGU
By Panay News -Monday, September 23, 2024
Iloilo City was named the Most Business-Friendly City in 2023. It is again vying for the said recognition this year. Business and investment activities continue to thrive in the city as evident by the increase in new business registrations and renewals, indicating a robust economic recovery especially post-pandemic. The city government's initiatives under Mayor Jerry P. Treñas, such as the establishment of off-site payment centers and the hosting of investment forums, have contributed to a more conducive business environment.

ILOILO City has secured a spot as finalist to the 2024 Most Business-Friendly Local Government Unit (LGU) Award by the Philippine Chamber of Commerce and Industry (PCCI).

Mayor Jerry P. Treñas attributes this honor to the city’s dynamic approach to fostering a business-friendly climate that bolsters the local economy and improves the lives of citizens.

“We believe that by nurturing a welcoming environment and supporting businesses of all sizes, we create a vibrant economy that enhances the quality of life of all our residents. This recognition reflects our commitment to maintaining and even improving what Iloilo is today — a city where innovation and entrepreneurship thrive,” Treñas said.

He stressed that this affirms investors’ confidence and manifests the much-improved governance and strong public-private partnerships.

Treñas also thanked everyone who contributed to this effort and expressed excitement to continue working together to build a prosperous future for Iloilo City.

City government officials are scheduled to present before a panel of judges today, September 23 in McKinley Town Center, Fort Bonifacio, Taguig City.

Significant initiatives on fast-tracking sustainable local economic development will be highlighted, including ease of doing business, investment promotion, and enhancing sectoral competitiveness.

PCCI annually recognizes LGUs that have demonstrated outstanding efforts in instituting good governance reforms to promote trade and investments, transparency, accountability, and efficiency in delivering business services to generate inclusive and sustainable growth and fast-track local economic development in their localities.
Iloilo City was cited as Most Business-Friendly LGU in 2023 and 2019, recipient of the Special Citation Award in 2022 and 2020, and a national finalist in 2021.

Some recent innovations in the metropolis include the establishment of off-site payment/business centers in four malls for easy, fast, and convenient application, renewal and payment of business permits, and other payment-related transactions.

Through the Local Economic Development and Investment Promotion Office, the city has also introduced the Uswag Negosyo Academy for the development of micro and small enterprises; pushed for incentives for investments; conducted business-friendly consultations; implemented the Innovate Iloilo Project; and established the Iloilo City Business Coordination Council.

On the other hand, representatives from the World Bank and the International Monetary Fund (IMF) are scheduled to visit Iloilo City to evaluate its development potential and resilience, and to explore opportunities for collaboration.

A team from the IMF requested to meet with the mayor and other city government officials on September 23 as part of the annual IMF Article IV Consultation Mission to the Philippines.

Led by Ms. Elif Arbatli Saxegaard, the IMF aims to assess the potential impact of external developments on the business prospects of regional growth centers.

For this, they will particularly meet with the local banking sector, business communities, Business Process Outsourcing (BPO) industry, and relevant organizations from the renewable energy sector.

The IMF is an international financial institution that conducts surveillance of member economies, provides lending to member countries in case of balance of payments difficulties, and provides capacity development in economics and finance.

Treñas expressed enthusiasm about the upcoming meetings, noting the significance of the World Bank’s initiatives for local development.

“Ang World Bank, usually nagakadto ina kay may mga initiatives sila nga i-develop sa aton. I am looking forward to the meeting… You don’t get the World Bank to come here and just listen to us,” Treñas shared.

World Bank representatives will be in Iloilo City on October 2 to better understand the city’s practices on planning, finance, and investment in smart and resilient infrastructure and service delivery.

Senior Urban Development Specialist Narae Choi, Task Team Leader, particularly requested through a letter if she could meet with Treñas and those involved in urban planning, budgeting, and implementation, with a particular focus on local fiscal management and taxation and smart city investment planning.

The World Bank’s technical assistance program, Strengthening Local Government Finance and Development to Build Urban Resilience, aims to support delivering climate-resilient urban infrastructure and services.

The institution does this by enhancing local financing and investment planning, improving creditworthiness and access to climate financing, advancing property tax reforms and local revenue generation, and developing smart city programs./PN

<text>Business entities laud Iloilo for ‘most competitive city’ award
By Panay News -Friday, November 8, 2024

BY GEROME DALIPE IV

ILOILO City – Several business entities here have congratulated the city government following its recognition as the Overall Most Competitive Highly Urbanized City (HUC) by the Department of Trade and Industry (DTI) Region-6.

Among those offering their congratulations were MORE Electric and Power Corporation (MORE Power), the Filipino-Chinese Chamber of Commerce of Iloilo, Inc., and Metro Pacific Iloilo Water (MPIW).

These organizations praised the city for this prestigious achievement, highlighting Iloilo City’s continued growth, competitiveness, and resilience.

They also acknowledged the collective efforts of the local government, the private sector, and the people of Iloilo, which have contributed to the city’s success in earning this recognition as one of the most competitive cities in the region.

MORE Power president and chief executive officer Roel Castro praised the recognition of Iloilo City as the Overall Most Competitive Highly Urbanized City (HUC) by DTI Region VI, emphasizing that the distinction reflects the city’s commitment to effective governance, sustained economic growth, and the power of public-private partnerships.

Castro lauded the collaborative approach that has driven the city’s success, stating, “This success highlights the impact of a shared vision, strong leadership in the local government, and cooperation from the private sector.”

He emphasized that it is through the collective efforts of the city government and its partners that Iloilo City has been able to excel.

MORE Power, he said, is proud to be part of this journey and remains committed to ensuring a competitive power supply with reasonable rates for Ilonggos and businesses, which in turn helps attract more investors to the city.

MORE Power remains committed to supporting the city’s development by guaranteeing reliable energy services, contributing to the city’s overall infrastructure improvement, and encouraging sustainable development.

The Filipino-Chinese Chamber of Commerce of Iloilo, Inc. (FCCI) also extended their congratulations to Iloilo City for being recognized as the Overall Most Competitive Highly Urbanized City (HUC) by DTI Region VI.

FCCCI described the recognition as a proud achievement that reflects the city’s ongoing commitment to good governance, sustainable development, and collaborative growth.

FCCI President Engr. Terrence Uygongco expressed particular pride in Iloilo City’s top ranking across all five competitiveness pillars: Economic Dynamism, Government Efficiency, Resiliency, Infrastructure, and Innovation.

He commended the leadership of Mayor Jerry Treñas, Vice Mayor Jeffrey Ganzon, the City Council, and the entire city government team for their dedication and hard work.

Uygongco also highlighted the crucial role of public-private partnerships (PPP) in advancing the city’s progress, noting that these efforts continue to guide Iloilo toward a bright and inclusive future.

“As a steadfast partner in lloilo City’s progress, the Filipino-Chinese Chamber of Commerce of loilo, Inc. is honored to contribute to the city’s growth and development through ongoing partnerships. This recognition reinforces our shared commitment to creating a business-friendly, resilient, and vibrant environment that benefits not only the city but also the entire region,” said Uygongco.

For its part, MPIW expressed heartfelt congratulations to the Iloilo City Government. The company underscored that this prestigious award is a testament to the city’s steadfast commitment to growth, resilience, and vibrancy.

MPIW Chief Operating Officer Angelo David Berba noted that this accomplishment was made possible through the strong collaboration between the local government, the private sector, and the people of Iloilo, which has driven the city’s progress and competitiveness.

“This milestone is a testament to years of exemplary governance that have created a positive impact for all stakeholders, propelling Iloilo City to greater heights,” said Berba.

In addition to this top honor, the city also achieved first-place rankings across five critical pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation.

Economic Dynamism indicates a robust business environment and economic activity of a government unit, while Government Efficiency reflects streamlined public services and governance; and Infrastructure underscores the city’s well-developed facilities and services.

It also ranked first in the Resiliency category, which showcases its ability to withstand and recover from challenges, and Innovation, emphasizing the city’s commitment to forward-thinking approaches.

<text>CAAP BOOSTS ILOILO AIRPORT SECURITY: Another knife incident must not happen again – exec
By Ime Sornito -Wednesday, February 4, 2026
Additional security personnel are now deployed at the Iloilo International Airport. “So that at any given time there would be quick reaction in case a passenger or whoever becomes unruly,” says Civil Aviation Authority of the Philippines - Iloilo terminal supervisor Arthur Parreño.
Additional security personnel are now deployed at the Iloilo International Airport. “So that at any given time there would be quick reaction in case a passenger or whoever becomes unruly,” says Civil Aviation Authority of the Philippines - Iloilo terminal supervisor Arthur Parreño.

ILOILO — Security at the Iloilo International Airport has been tightened following a knife and shooting incident on January 28, with the Civil Aviation Authority of the Philippines (CAAP) assuring the public that a repeat of the incident will not be allowed to happen.

CAAP–Iloilo terminal supervisor Arthur Parreño said security reinforcements were ordered immediately after an emergency meeting among airport security stakeholders to plug vulnerabilities and strengthen response protocols.

Among the key measures was the deployment of additional personnel from the Aviation Security Group (AVSEGROUP), including an active-duty police officer now stationed beside the X-ray machine on the airport’s third floor for quick response to unruly passengers or threats.

“So that at any given time there would be quick reaction in case a passenger or whoever becomes unruly,” Parreño told Panay News.

Security was also reinforced on the ground floor, with the CAAP Security and Intelligence Service (SIS) assigning additional personnel to conduct initial checks, including identity and ticket verification and passenger profiling.

The airport’s third-party security provider added more guards, particularly on the third floor, while the Iloilo Police Provincial Office (IPPO) and the Cabatuan Municipal Police Station deployed teams to conduct regular patrols within the airport compound.

Despite the January 28 incident where an unruly man with a knife was shot and arrested by responding policemen, Parreño said airport operations remain normal.

“Undeniably, the passengers were the most vulnerable. There was a little trauma. Kita n’yo naman sa video. But again that’s normal kay siempre there was a knife, may lagsanay, and there was gunfire,” he said.

“With additional security personnel, we would like to assure the public that similar incidents or scenarios won’t happen again,” Parreño added.

Ground-floor screening under review

Calls to restore initial security screening at the airport’s ground-floor entrance cannot be acted on immediately, Parreño said, noting that the issue requires consultation among security stakeholders after the investigation is completed.

He stressed that the transfer of the X-ray screening area to the third floor last year was ordered by the Department of Transportation (DOTr) and cannot be overridden by CAAP.

The operation and maintenance of X-ray machines, he added, fall under the Office of Transportation Security (OTS), a separate government agency.

“So we really have to sit down, talk to them, consider the result of the investigation. That’s the time we can come up with a good suggestion, recommendation, after a risk assessment,” Parreño said.

As of press time, no official investigation results have been released by the IPPO, Police Regional Office 6 (PRO-6), CAAP, OTS, and AVSEGROUP, delaying any policy changes on airport security screening.

Parreño said no timeline has been set for the release of the findings.

“It’s a very delicate matter kay at stake ang the safety and security,” he said./PN

March 15, 2024.

Calle Real or JM Basa Street inches closer to the UNESCO World Heritage Listing. (Google Street View grab)
By Mariela Angella Oladive

Iloilo City’s historic district, Calle Real, is on the cusp of becoming the ‘first of its kind’ to enter the UNESCO World Heritage List, as announced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) Philippines.

“I am very happy. We might be the first city with a Calle Real identified in the UNESCO World Heritage List,” Mayor Jerry P. Treñas said upon the announcement.

Calle Real, Spanish for “royal street,” showcases the city’s erstwhile prosperity through its array of historic and opulent structures.

The street was renamed “J.M. Basa” in tribute to the distinguished Jose Maria Basa, an entrepreneur and compatriot of the Philippine national hero Jose Rizal.

Declared a district and heritage zone by the National Historical Commission in 2014, Calle Real is part of a larger cultural tapestry titled “The Sugar Cultural Landscape of Negros and Panay Islands.”

The proposal, encompassing seven key locations, captures the historical essence of the sugar industry, dating back to the 18th century.

This legacy is evidenced by mills, factories, plantations, and mansions, narrating the socio-economic evolution during the Spanish-colonial and American-colonial periods, as detailed on the UNESCO World Heritage Convention website.

This significant step toward global recognition was initiated by the Department of Tourism’s proposal for the Western Visayas Sugar Heritage Trail, aiming to acknowledge the region’s pivotal influence in the sugar trade, preserve its industrial legacy, and promote heritage tourism.

The trail comprises 127 identified sites, spanning across Negros Occidental, Iloilo, Guimaras, Capiz, and Antique.

Mayor Treñas underscored the profound history of the sugar industry, first flourishing in Iloilo and then migrating to Negros, due to the availability of extensive agricultural land.

Treñas emphasized the importance of acknowledging the city’s storied past.</text>

<text>A year ago, I made a decision that had been on my mind for some time—I came back home to Iloilo. After years of working with multinational and national organizations, I had grown used to the fast pace of life in bigger cities, the wealth of opportunities, and the exposure to world-class innovation. But something kept pulling me back. Iloilo was changing, and I could feel it.

Coming home wasn’t just about nostalgia. It was about recognizing the incredible potential of our city and province and wanting to be part of its transformation. I didn’t return to slow down; I came back to build something meaningful. What I’ve found in the past year is that Iloilo is no longer the city we once knew—it’s on the rise, and it’s calling its people back to help shape its future.

Iloilo’s Time Has Come

Iloilo is now one of the fastest-growing economies in the country. No longer just a quiet cultural hub, it is becoming a major center for trade, agriculture, education, lifestyle, and innovation in the Visayas. International flights are opening Iloilo to global markets, making it easier for businesses to connect beyond our borders. The Visayas Container Terminal is strengthening our position as a logistics hub, and with the construction of the Panay-Guimaras-Negros Bridge finally underway, Iloilo is becoming a vital link between key economic regions.

Government leaders are also making bold moves to position Iloilo as a viable alternative for business process outsourcing (BPO) companies looking for locations outside Metro Manila and Cebu. Infrastructure projects continue to modernize the city and province, yet Iloilo has managed to retain its charm, its livability, and its deep sense of community. Even beyond the city, developments are now spreading across the province, creating new centers of opportunity in towns that were once left behind.

Why It’s Time to Come Back

With all these changes, Iloilo is not just a place to visit—it’s a place to build. And as the city grows, it needs Ilonggos with global experience to help shape its future.

Our local economy is expanding, but real, sustainable progress will require professionals who understand international standards and best practices. We need experts who can bridge the gap between local industries and global trends—leaders in trade, agriculture, tourism, hospitality, retail, digital transformation, healthcare, fintech, learning and development, research, and academia. These fields are growing fast, but to truly thrive, they need professionals who can introduce fresh ideas and modern strategies while keeping our community’s values intact.

Singapore offers a valuable case study. When the city-state faced a talent drain, its government launched programs to bring back its best and brightest. It didn’t just appeal to sentiment—it presented a vision. Singaporeans who returned were given opportunities that matched, if not exceeded, what they had abroad. Their expertise became the fuel for national progress. Today, Singapore stands as a global powerhouse, thanks in large part to those who chose to return and contribute.

Iloilo is now at a similar turning point. If we want to continue this upward trajectory, we need Ilonggos who are willing to take the leap—those who can bring their global insights home and turn them into tangible progress.

More Than Just Jobs—It’s About Building Something Meaningful

Coming home isn’t just about finding a job. Iloilo is fast becoming a place where entrepreneurship can flourish. If you’ve ever dreamed of starting your own business, now is the time. The local market is ready for innovation, and there is plenty of room for new ideas to thrive.

When I came back a year ago, I wasn’t looking to simply continue what I had been doing elsewhere. I wanted to create something here—to use my experience to help local businesses grow, to mentor, to collaborate, and to contribute to an Iloilo that is rapidly evolving. And I’ve found that there is an incredible energy in the city, a hunger for fresh perspectives, and a growing openness to change.

To the Government: Support Returning Ilonggo Talents

For this movement to gain momentum, the government must play an active role. While the city and province are already making strides in attracting investors and businesses, there is a clear need for programs that specifically target the return of Ilonggo global talents.

Incentives such as tax breaks for returning entrepreneurs, startup grants, professional reintegration programs, and access to industry networks can make the decision to come home even more compelling. Creating dedicated initiatives for returning Ilonggo professionals—similar to what Singapore implemented—would not only enrich our local workforce but also accelerate Iloilo’s growth as a regional hub for innovation and excellence.

The public and private sectors must work together to create an ecosystem where global talents can thrive, knowing that their return home is not just welcomed but supported with concrete opportunities to contribute meaningfully.

The Future Is Being Written—Be Part of It

Iloilo is not the same city it was a decade ago, and in another ten years, it will look even more different. The question is, will we let others define that change for us, or will we take part in shaping it ourselves?

This is not just an invitation to come back home—it’s a call to build. To lead. To create an Iloilo that doesn’t just compete with other cities in the Philippines but earns its place on the global stage.

Imagine building a career where you don’t have to choose between success and quality of life. Imagine being surrounded by fellow Ilonggos who, like you, have seen the world and are ready to bring the best of it home. Imagine raising your family in a city that offers modern amenities while staying true to the values that make Iloilo special.

Come back home. Bring your expertise, your experiences, and your vision. Let’s build a stronger, more innovative, and world-class Iloilo—together.

<text>Calls to suspend PUV modernization snowball

By Panay News -Friday, July 26, 2024

BY GEROME DALIPE IV

ILOILO City – Expensive modern units. Stringent requirements and high interest loan rates. Unclear and inconsistent policies by the government. Unfit and corrupt officials running the transport cooperatives.

These are among the reasons the local transport operators support the senators to suspend the ongoing implementation of the unpopular public transport modernization program (PTMP), formerly called the Public Utility Vehicle Modernization Program (PUVMP).

Several transport operators, drivers, and local legislators in Iloilo City have also thrown their weight behind the suspension of the modernization program for the Department of Transportation and its attached agencies – the Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB) – to formulate more feasible solutions and ensure that support mechanisms are in place.

Councilor Sedfrey Cabaluna, the Iloilo City Council’s transportation committee chairperson, welcomed the senators’ proposal to suspend the program.

“The problem with this program is the dilly-dallying policies of our national government about public transport. We want the government to come up with final and definite policies on this program,” said Cabaluna.

The councilor expects the DOTr, LTFRB, and LTO to provide the stakeholders with “clear and definite” guidelines should the suspension be pushed through.

Senate President Francis Escudero said Tuesday he would seek the suspension of the PUV modernization program so the concerned agencies could provide solutions to the problems, including the high cost of modern units.

During the Senate Committee on Public Services hearing, Escudero said that Senate Majority Leader Francis Tolentino, Sen. JV Ejercito, and committee chair Sen. Raffy Tulfo supported his proposal.

“Majority of the Senate supports the suspension of this modernization program,” he said.

Escudero had been opposing the PUVMP, citing the need to review the program to prevent the loss of the livelihood of jeepney drivers and operators.

For his part, Tulfo said he would file a resolution seeking to suspend the PUV modernization program, which aims to replace old jeepneys and other public utility vehicles with safer, more efficient, and environmentally friendly models.

For their part, several local transport operators also said told legislators of the harassment and abuses they endured by their transport officers in managing their cooperatives.

“There are numerous and rising significant reports and complaints on cooperatives happening in Iloilo City transport cooperatives, by the implementation, we will be at a disadvantageous situation,” the transport operators said.

They also lamented the corrupt practices and irregularities committed by several LTFRB-6 personnel, particularly in the conduct of route consolidation processes.

In particular, the transport operators called for a gradual rollout in the implementation of the modernization program to allow operators more time to comply and spread out the financial impact.

They also suggested implementing the program in selected areas to test and refine the process before full-scale implementation.

The transport operators and drivers also called for an “inclusive stakeholder consultation” such as conducting regular consultations with all stakeholders, including drivers, operators, commuters, and transport groups, to gather feedback and address concerns.

They said regular consultation is essential to ensure transparent communication about the program’s objectives, benefits, and requirements.

Given these concerns, various transport groups and stakeholders, the Iloilo City Council earlier passed a resolution urging the DOTr to suspend the PUV modernization program until more feasible and acceptable measures to all stakeholders are in place.

The measure, authored by Councilor Romel Duron, noted that five of 10 components of the programs were not seriously considered by the Land Transportation Franchising and Regulatory Board (LTFRB) during the planning stage.

These components include route rationalization, financing, support mechanism, consolidation, and the vehicle useful program.

The LTFRB in Western Visayas reported a 72.2 percent franchise consolidation rate.

In Iloilo City, the Department of Transportation (DOTr) approved 25 rationalized routes out of the original 35 routes before the approval of the LPTRP.

Out of 2,535 traditional jeepneys in the city, the DOTr authorized 1,782 modern jeepneys to ply these 25 approved rationalized routes comprising old and new routes.

The 1,782 approved units have been allocated to 14 transport cooperatives and two corporations.

The resolution noted that PUV modernization and route rationalization are “novel concepts.” However, the execution and implementation fell short of what the public expected.

“There is a need to study the route rationalization that would be responsible for the demands of the passengers and locations of the major movement and future demand, especially PUV units entering the City of Iloilo,” the resolution read.

The resolution also mentioned the costly procurement of modern units, high operational costs, and the high tariffs imposed on imported utility vehicles.

Several transport cooperatives are also mismanaged due to a lack of training on how to effectively manage a fleet system; hence the possibility of bankruptcy will likely happen.

“The government cannot implement the jeepney modernization program as a “one size fits all” solution across the country, given the different population number, income capacities, and failure to caution its abject miseries of displaced unconsolidated PUJs and provision of amelioration program to their dependents,” the resolution added.

Apart from the DOTr, the council also asked other agencies including the Office of the Transport Cooperative (OTC), the Technical Education and Skills Development Authority (TESDA), other local government units, Congress, and Speaker Ferdinand Martin G. Romualdez.</text>

ILOILO – The provincial government has placed the award-winning “Cry of Santa Barbara” float on display at the provincial capitol lobby starting yesterday, June 24, allowing residents to appreciate the float which triumphed at the recent 126th Independence Day celebration in Manila.

The display was inaugurated following the morning’s flag-raising ceremony, with the float being illuminated to enhance viewing pleasure for capitol employees and visitors.

Gov. Arthur Defensor Jr. and Mayor Dennis Superficial of Santa Barbara led the illumination event.

Accompanying the unveiling, the Kahilwayan Dance Troupe from Santa Barbara performed outside the capitol lobby, adding cultural flair to the occasion.

The “Cry of Santa Barbara” refers to a significant event in Philippine history that took place in Santa Barbara town. On November 17, 1898, revolutionaries in Iloilo led by General Martin Delgado raised the Philippine flag for the first time outside of Luzon, a momentous act of defiance against Spanish colonial rule.

The float display is part of the celebrations marking Iloilo Province’s victory at the June 12 “Parada ng Kalayaan”, where it was declared the grand champion.

After a two-week display at the capitol, the float will be moved to Santa Barbara for local residents to enjoy.

The construction of the “Cry of Santa Barbara” float was a significant investment, costing the provincial government P2 million.

Governor Defensor, sharing details with the media, broke down the expenses: P867,755 for material delivery; P800,922 for float fabrication and installation including materials, carpentry, logos, signage, artworks, and electrical works; P143,463.92 for equipment rental for transporting the float; and P270,000 for dismantling.

Defensor expressed satisfaction with the investment, noting that the float’s display of Iloilo’s rich cultural heritage has garnered further recognition in Metro Manila.

The National Historical Commission of the Philippines (NHCP) awarded the float grand champion status, and Department of Interior and Local Government secretary Benhur Abalos, Jr. personally handed over the trophy and a P1 million cash prize to the governor.

On the same day, Governor Defensor formally transferred the P1 million prize to the local government of Santa Barbara. Mayor Superficial stated that the funds would be used to enhance the town’s heritage site, particularly around the church area./PN

<text>Capitol looks to CSC on exec’s FB posts on Treñas
By Ime Sornito -Tuesday, July 23, 2024
Lujan, Treñas
Lujan, Treñas

ILOILO – Gov. Arthur Defensor Jr. formed a fact-finding committee to investigate Facebook posts by Provincial Public Information and Community Affairs Office (PICAO) head Jose Nereo Lujan.

The posts in question pertained to Iloilo City’s Mayor Jerry Treñas.

However, the fact-finding committee is temporarily on hold as they await recommendations from the Civil Service Commission (CSC) Region 6.

Atty. Dennis Ventilacion, head of the Provincial Legal Office, said the CSC might either take over the investigation or allow the provincial government to proceed, depending on its assessment of the situation.

As the governor ordered, the committee’s probe would determine if the Facebook posts constituted misconduct or conduct prejudicial to the best interest of service, or may have violated the Civil Service Commission’s 2017 Rules on Administrative Cases.

On May 21, Treñas filed a complaint for cyber libel against Lujan before the Iloilo City Prosecutor’s Office.

In Executive Order No. 151 establishing the committee, Defensor designated Atty. Mae Therese Albacete of the Provincial Legal Office as chair.

The committee also includes Maribel Fabales from the Human Resource Management and Development Office and Atty. Lingelu Pedregosa from the General Services Office.

According to Ventilacion, this action followed a show cause order issued by Defensor on May 23, 2024, which required Lujan to respond to the allegations within three days.

Lujan submitted a written response on May 28, 2024. Following this, on May 29, the Provincial Legal Office recommended the formation of the investigative committee.

The controversy between Treñas and Lujan escalated following the Iloilo City Government’s decision to demolish the old façade of Iloilo City’s historic Central Public Market for redevelopment, which Lujan contested.

Lujan subsequently filed administrative charges against Treñas at the Office of the Ombudsman-Visayas. The charges included grave misconduct, abuse of authority, and conduct unbecoming.

According to Lujan, the demolition was without clearance from the National Historical Commission of the Philippines.

He asked the Ombudsman to place Treñas under preventive suspension while the investigation is ongoing./PN
