ILOILO – Alarmed by the potential ripple effects of the escalating conflict in the Middle East on global energy supplies and electricity costs, Gov. Arthur Defensor Jr. is convening the province’s Community Defense Cluster this Friday, March 6, to prepare contingency measures that include possible energy-saving policies and adjustments in government work arrangements.&#13;
&#13;
The meeting will tackle the province’s readiness for possible fuel price surges, electricity demand during the hot dry season, and measures to cushion the impact on government operations and households.&#13;
&#13;
“Our Community Defense Cluster will convene tomorrow for Middle East Crisis, Summer Preparation, and Rice Program… including energy,” Defensor said when asked by Panay News if the provincial government plans to implement energy conservation measures at the Iloilo Provincial Capitol amid concerns over possible fuel shortages and rising prices if the conflict continues.&#13;
&#13;
Among the options being considered by the provincial government is the implementation of a proposed four-day workweek at the Capitol to reduce electricity consumption and government resource use.&#13;
&#13;
The governor’s initiative comes as national authorities also call on government agencies to tighten energy conservation efforts amid global uncertainties.&#13;
&#13;
On Wednesday, March 4, the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) issued a letter urging government offices to strictly implement the Government Energy Management Program (GEMP).&#13;
&#13;
“To mitigate the impacts of ongoing international developments, and to ensure ample electricity during the hot dry season, the mandatory implementation of energy efficiency and conservation measures to realize at least 10 percent savings, and the strict implementation of the GEMP Guidelines and relevant IAEECC resolutions are enjoined,” the letter stated.&#13;
&#13;
Under the program, government agencies are directed to adopt measures such as activating sleep settings on office equipment, setting air-conditioning units to no lower than 24°C, switching to LED lighting and inverter air-conditioning units, and using on-site renewable energy sources when available.&#13;
&#13;
Other recommendations include turning off lights and computers during lunch breaks in offices without a no-noon-break policy and adopting flexible work arrangements or straight eight-hour office operations when feasible.&#13;
&#13;
Local governments in Iloilo have also begun considering similar initiatives.&#13;
&#13;
Badiangan Mayor Suzette Mamon said she is preparing to issue a memorandum ordering energy conservation at the municipal hall and rationalizing fuel consumption for government vehicles while encouraging residents to do the same.&#13;
&#13;
“I am about to issue memorandum on the rationalized use of vehicles and electric power conservation and other related modalities,” Mamon told Panay News when asked if the municipality would adopt energy-saving measures.&#13;
&#13;
President Ferdinand R. Marcos Jr., for his part, has urged the public to practice energy conservation, including carpooling and using public transportation, even as he assured that the country’s domestic fuel supply remains adequate.&#13;
&#13;
The President stressed that conservation measures are necessary to cushion the possible impact of rising global oil prices driven by geopolitical tensions.&#13;

ILOILO City – A pre-World War 2 Hiligaynon publication that once stirred Ilonggo patriotism and civic consciousness secured a place in the country’s documentary hall of fame.&#13;

Founded in 1913, the now defunct Makinaugalingon was officially inscribed in the National Register of the UNESCO Philippines Memory of the World.&#13;
&#13;
The recognition, formally announced on February 23, 2026 by the UNESCO National Commission of the Philippines, affirms the newspaper’s national historical significance and elevates it as part of the Philippines’ protected documentary heritage.&#13;
&#13;
Founded by Ilonggo journalist-educator Rosendo Mejica, Makinaugalingon became a vital platform for patriotism, civic awareness, and social commentary in Western Visayas during a critical period in Philippine history. Its inclusion in the register ensures that its pages — once read by Ilonggo intellectuals and reformists — will be preserved and safeguarded for future generations.&#13;
&#13;
Mayor Raisa Treñas said the move strengthens efforts to protect historical records that define the Ilonggo narrative.&#13;
&#13;
“Our story gives meaning to our identity as Ilonggos, which is why we celebrate the official inclusion of Makinaugalingon in the National Register of the Memory of the World of the UNESCO National Commission of the Philippines,” Treñas said.&#13;
&#13;
She stressed that the recognition goes beyond symbolism and secures long-term preservation of historical materials.&#13;
&#13;
“Through the Memory of the World Committee, our documentary heritage is preserved and protected. In every page of Makinaugalingon is the story of our culture, our origins, and our aspirations as Ilonggos,” she said.&#13;
&#13;
Treñas added that the milestone serves as a call for Ilonggos to value their heritage and support initiatives aimed at preserving cultural and historical records.&#13;
&#13;
Nick Deocampo, chairman of the Memory of the World Committee of the UNESCO National Commission of the Philippines, underscored the importance of making documentary heritage accessible to the public rather than merely archiving it.&#13;
&#13;
“If we stick only to original records, that is what we call archival. In other words, when something is archival, it is simply kept in libraries, deteriorating over time and no longer being used,” Deocampo said.&#13;
&#13;
He emphasized that historical records must remain relevant and accessible to foster deeper understanding.&#13;
&#13;
“We belong to a new generation with a new enlightened consciousness. That is why I took the opportunity to present these materials publicly, to show what we can do with our history. I belong to a generation that believes we should not just keep records, but actively use them to educate and inspire,” he said.&#13;
&#13;
Deocampo added that preservation should not remain confined within academic institutions but must benefit ordinary citizens.&#13;
&#13;
“Knowledge is important because it shapes identity. Those of us in the knowledge sector have a responsibility to ensure that people understand their heritage,” he said.&#13;
&#13;
He also highlighted the role of policymakers in supporting heritage conservation efforts.&#13;
&#13;
“They may hold political positions, but they are also citizens. They can legislate and help ensure that our historical heritage is preserved and recognized,” Deocampo said.&#13;

ILOILO City – An international aquaculture research center based in Tigbauan, Iloilo is moving to overhaul traditional spiny lobster farming in the Philippines, aiming to replace unregulated wild seed collection practices with science-driven production models that promise higher incomes for fishers while safeguarding marine ecosystems.&#13;
&#13;
A market-sized spiny lobster (Panulirus ornatus), locally known as “banagan” or tiger lobster, is weighed during growth monitoring tests, a key step in establishing production benchmarks for sustainable aquaculture. SEAFDEC/AQD&#13;
&#13;
The Southeast Asian Fisheries Development Center Aquaculture Department (SEAFDEC/AQD) is leading the initiative to develop sustainable farming techniques for spiny lobster (Panulirus ornatus), locally known as “tiger lobster” or “banagan,” amid growing global demand and the availability of wild seed resources across the country.&#13;
&#13;
SEAFDEC/AQD chief Dan Baliao acknowledged that the industry currently depends on collecting pueruli and juvenile lobsters from the wild, which are then transferred to small-scale nurseries and grow-out cages — a practice that poses long-term sustainability concerns.&#13;
&#13;
“To leverage the potential of this high-value species, it is essential that we transform these informal practices into scientifically backed production models,” Baliao stated in a news release.&#13;
&#13;
Baliao stressed the importance of establishing optimal stocking density, feeding schemes, and environmental management systems to ensure the sector’s long-term viability.&#13;
&#13;
As part of the project, SEAFDEC/AQD identified Guimaras as a key research site due to its natural abundance of wild spiny lobster seeds. Researchers, led by Roselyn Baylon, are conducting environmental monitoring and verifying catch data through interviews with local fishers to better understand ecological conditions and promote community participation.&#13;
&#13;
At the Igang Marine Station in Guimaras, experiments are underway to determine ideal stocking densities and feeding strategies for both nursery and grow-out stages using sea-based cage systems. The trials are evaluating growth performance, survival rates, and socioeconomic impacts on participating coastal communities.&#13;
&#13;
“Through our rigorous research and experimentation, we are on the verge of establishing key growth benchmarks for the spiny lobster, which are vital for optimizing production cycles,” Baylon noted.&#13;
&#13;
These benchmarks are expected to guide fishers in adopting best practices that enhance productivity without compromising marine health.&#13;
&#13;
Dr. Leobert de la Peña, head of the SEAFDEC/AQD Research Division, said large-scale verification trials will follow once refined protocols are finalized, marking a significant step in integrating scientific approaches into traditional coastal aquaculture.&#13;

ILOILO – Municipal mayors have welcomed what they described as a “historic boost” to local government funding after President Ferdinand “Bongbong” Marcos Jr. announced the expansion of the Local Government Support Fund (LGSF) to nearly P58 billion — the largest allocation in the program’s history.&#13;

The additional funding, which raises this year’s LGSF allocation to over P34 billion and brings the total fund to almost P58 billion, was unveiled during the launch of “Sa Bagong Pilipinas, Bawat Bayan Makikinabang” at Malacañang Palace on Monday, Feb. 23.&#13;

The initiative aims to strengthen local government units (LGUs) by increasing financial support to enable faster and more responsive delivery of services at the community level.&#13;

“Today, this Administration launches ‘Sa Bagong Pilipinas, Bawat Bayan Makikinabang,’ an initiative anchored on the principle that our local government must be empowered to respond to the needs of the people. For more than three decades, the LGSF — on top of the National Tax Allocation (NTA) — has served as a bridge between the national government and local communities, financing projects that improve local infrastructure and public services. However, Marcos acknowledged that the fund’s demand-driven system often delayed implementation because LGUs were required to complete extensive documentation before accessing funds, a challenge particularly felt by smaller and geographically isolated municipalities.&#13;

To address these bottlenecks, the President said consultations were held with key local government organizations, including the Union of Local Authorities of the Philippines, the League of Municipalities of the Philippines, and the League of Cities of the Philippines.&#13;

Under the expanded LGSF, priority programs include the distribution of 60 kilos of rice each to more than five million families, construction of hospitals and health stations, procurement of medical equipment, development of evacuation facilities, farm-to-market roads, water supply systems, and rural electrification projects.&#13;
&#13;
“Upang matiyak na ang bawat sentimo ng pondo ay malinaw ang direksyon, nagtakda tayo ng mga prayoridad na programa na magpapalakas ng ating mga sektor,” the President said.&#13;
&#13;
“Bahagi ang LGSF ng mas malawak nating layunin na isulong ang Bagong Pilipinas kung saan ang pag-unlad ay nararamdaman sa bawat rehiyon at bawat komunidad,” he added.&#13;

&#13;
Marcos also ordered the direct release of LGSF funds to LGUs to prevent delays.&#13;
&#13;
“Bukod pa riyan, pinabilis at pinadiretso na natin ang pagdating ng LGSF sa bawat lokal na pamahalaan. Ginawa namin ito dahil sa pagkilala na ang pangangailangan ng tao, gaano man kaliit o gaano kalaki ay hindi pa naghihintay pa,” he said.&#13;
&#13;
The President further disclosed that around P1.19 trillion in National Tax Allotment has already been released to LGUs this year — more than 15 percent higher than in 2025.&#13;
&#13;
“Mas mataas ito ng higit 15 porsyento kumpara ng 2025. Ibig sabihin, mas kaya na ngayon ng ating mga LGUs na pondohan ang mga programang kailangan ng kanilang nasasakupan,” he added.&#13;
&#13;
Among those present at the Malacañang launch was Suzette Mamon, president of the Iloilo chapter of the League of Municipalities and mayor of Badiangan, a fourth-class municipality.&#13;

In an interview after the ceremony, Mamon said the LGSF expansion would significantly benefit smaller towns like hers that rely heavily on national support for infrastructure and basic facilities.&#13;

“Masydong malaking tulong ang ibinibigay ng LGSF because we are fourth class municipality, my town is fourth class, maliit lang kami and we really need infrastructures and facilities para ma-improve naman naming local community doon,” Mamon said.&#13;
&#13;
She noted that farm-to-market roads are especially critical in Badiangan, an agricultural town where farmers struggle with transport linkages to markets.&#13;
&#13;
“The farm-to-market road, we need this to link our farmers to the market, malaking tulong para sa aming farmers na yong products nila maidala nila sa market so that they can earned and improve their economic life,” she added.&#13;
&#13;
Mamon also welcomed the rice distribution program, saying it would benefit families in the province, particularly in municipalities where malnutrition remains a concern.&#13;

“The traditions and culture of the Chinese remain deeply felt in the lives of Ilonggos even today,” Woo said.&#13;

He pointed out that beloved Ilonggo dishes such as pancit molo and batchoy trace their origins to Chinese-style soup and noodle preparations introduced by early Chinese settlers who later integrated into the local community.&#13;

“We can see that the soup-based and noodle dishes that inspired these foods came from Chinese cuisine, which Ilonggos embraced and eventually made part of their own identity,” he added.&#13;
&#13;
Woo also noted that many long-standing bakeries and restaurants owned by Chinese-Ilonggo families continue to operate across Iloilo, with businesses passed down through generations — helping preserve both culinary heritage and cultural traditions.&#13;
&#13;
Beyond everyday meals, symbolic food also plays a central role in cultural observances. Woo highlighted tikoy, a staple during Chinese New Year festivities, as a symbol of unity and prosperity.&#13;
&#13;
“Tikoy symbolizes togetherness among family members and the welcoming of luck and prosperity in life,” he said.&#13;

ILOILO — Former governor and three-term 3rd District congressman Licurgo “Curging” Tirador has passed away at the age of 94, marking the end of a public service career that spanned decades and pivotal moments in Philippine history.&#13;
&#13;
Tirador died peacefully on February 18, 2026, surrounded by family, according to an official statement confirmed by his nephew, Pototan’s Sangguniang Bayan member Paolo Tirador.&#13;
&#13;
“It is with sorrow that we announce the passing of our beloved Hon. Licurgo P. Tirador — lawyer, public servant, and former appointed Governor of Iloilo, three-term Congressional Representative of Iloilo’s 3rd District, three-term Board Member, Municipal Mayor, and Sangguniang Bayan Member of Pototan, Iloilo,” part of the family’s official announcement stated.&#13;
&#13;
The Tirador family described “Manong” Licurgo as a leader who devoted decades of his life to public service, recalling his long record in both local and national governance.&#13;
&#13;
During the critical post-martial law transition period, Tirador was appointed governor of Iloilo from 1986 to 1987, helping ensure stability and continuity in provincial governance amid sweeping political changes nationwide.&#13;
&#13;
He later represented Iloilo’s 3rd District in the 8th, 9th, and 10th Congresses from 1987 to 1998, where he championed legislation aimed at strengthening public education, improving local infrastructure, and advancing the welfare of his constituents.&#13;
&#13;
Earlier in his political career, Tirador was also a delegate to the 1971 Constitutional Convention, contributing to national deliberations that helped shape the country’s constitutional framework.&#13;
&#13;
“Throughout his years in public office — whether at the provincial, national, or local level — he carried himself with discipline, integrity, and steady commitment. More than his public achievements, we remember him as a man of principle, faith, and good humor. To his family, he was our patriarch whose presence lent us strength and pride. To his colleagues and constituents, he was a public servant who listened and worked diligently to translate their concerns into action. He leaves behind a legacy that will last beyond his lifetime in the numerous scholars, beneficiaries, and friends whose lives he has generously touched,” the family added.&#13;
&#13;
The Iloilo provincial government also mourned his passing.&#13;
&#13;
Born on May 30, 1931, in Pototan, Iloilo, Tirador held various significant positions in public and financial institutions before and during his political career.&#13;
&#13;
He served as board director of the Rural Bankers Association of the Philippines from 1957 to 1959 and later as consultant to Monetary Board Member Mariano Peñaflorida at the Central Bank of the Philippines from 1960 to 1962.&#13;
&#13;
“Tirador left a lasting legacy in Philippine politics and public service, marked by dedication, integrity, and steadfast leadership in serving his community and the nation. ILOILO – To close the gap between education and employment, the Iloilo Provincial Government has rolled out what it described as the first provincial-wide Career Guidance Instructional Module (CGIM) in the country, distributing the materials to 80 public secondary schools across the province.&#13;
&#13;
Gov. Arthur Defensor Jr. led the formal turnover ceremony on February 13 at the Pavia National High School Twin Covered Gym, coinciding with the culmination of the school’s Career Guidance Advocacy activity titled “Pagbinag-binag: Thinking Through Career Options.”&#13;
&#13;
&#13;
The initiative aims to ensure that senior high school students choose courses aligned not only with their talents and abilities but also with the province’s labor demands and the country’s economic direction.&#13;
&#13;
Defensor stressed the urgency of bridging the disconnect between graduates and available jobs.&#13;
&#13;
“Kun wala nagasanto ang produkto sang eskwelahan sa kinahanglan sang ekonomiya kag gobyerno, wala ubra ang aton mga graduates,” said Defensor.&#13;
&#13;
He emphasized that the program goes beyond routine counselling and seeks to strategically shape the province’s future workforce.&#13;
&#13;
“We want a career guidance and counselling program that will bridge the gap and produce the human resource, and give intelligent and effective intervention as you decide what to do with your lives and what career to seek,” Defensor added.&#13;
&#13;
Each CGIM set contains structured lesson guides, learner activities, assessment tools, and facilitation notes designed for systematic and sustained career guidance delivery from Grades 7 to 12. The modules cover career self-assessment, labor market information, education pathways, and decision-making skills.&#13;
&#13;
Developed in partnership with guidance counselors and education specialists from the Department of Education (DepEd) Iloilo and the University of the Philippines, the CGIM localizes Republic Act No. 11206, or the Career Guidance and Counseling Act, authored by Defensor when he was then a congressman representing Iloilo’s 3rd District.&#13;

Provincial officials said implementation of the modules will begin in the next school year, making Iloilo the first province in the Philippines to institutionalize a localized, structured career guidance program across its public secondary schools./PN</text>
