Kinaadman: Best practices in local governance Province of Iloilo
The search for effective local governance models in the province of Iloilo resulted in the increase of people participation and enhanced the government’s responsiveness in transforming its local government unit as active partners in achieving its development goals through a more responsive and resourceful local government structure.
The Provincial Planning and Development Office (PPDO) were therefore honored when it was tasked by the Governor of the Province of Iloilo to spearhead in the preparation of a compilation on Best Practices in Local Governance. It was agreed that the focus, as patterned to the Kaban Galing 2001 edition, would be on innovation and exemplary local government practices in Iloilo Province.
A participatory approach involving consultations at the provincial level was put in place. This became the foundation for the selection of reform oriented programs and projects that showcased exemplary practices in local governance.
A team of experts assisted in the design and validation of the projects where in a standardized format was agreed upon for compiling the necessary information. The result is this manual: a compilation of programs managed by new breed of reform-minded leaders that shares the vision of excellence in local governance. The programs and projects have been tested and adopted by the provincial government of Iloilo.
Nine programs and projects are included in the manual.
Some elements of the presented programs and projects in this manual are in fact customary practices that highlighted the value of a resource to people’s livelihoods or local communities. Many of the innovations added significance to the programs and projects where in the readers can adapt, share and promote these exemplary practices in local governance.
