This manual was published for the 100th year anniversary of Philippine Independence for June 12, 1998.
The Philippines is observing this year the 100th year of the proclamation of Philippine Independence which led to the establishment of Asia’s first republic. The importance of the occasion led to the creation - through President Fidel V. Ramos’ Executive Order No. 128 - of the Philippine Centennial Commission. Its task is to plan, coordinate and execute the centennial celebration programs together with all government agencies and sectors of society.
The National Centennial Commission, in coordination with all government agencies and the private sector, has lined up various programs and activities to make this once-in-a- lifetime event truly meaningful and memorable for all our people. To achieve this and to drum up greater public participation, the 100 Days Countdown Committee was formed with the Department of the Interior and Local Government as the lead agency. Representatives from other government agencies and the private sector compose the committee.
(Local Chief Executives and officials shall coordinate with their respective Philippine Centennial Movement chapters, the Department of Education Culture and Sports, Department of Tourism, Department of Public Works and Highways, Philippine Information Agency, among others, and the Private Sector in undertaking activities related to the Centennial celebration.)
To ensure the successful implementation of these activities, the committee has prepared a manual to serve as reference and guide for local government units in the operationalization of activities during the 100 -day countdown period as well as for the celebration of the centennial on June 12.
The manual presents the objectives of the countdown, an indicative calendar of activities for the LGUs and sectoral groups, a calendar of events for the Centennial celebration, suggested activities that LGUs shall or may undertake for the celebration, and other relevant information about the Centennial, including a program on value reformation based on the “Kartilya ng Katipunan.”
The single intent and purpose of this book is to point out and emphasize that the organizations and their activities as described herein, beginning with the Filipino Student Movement, have the sole object of making this a livable, peaceful world, free from wars and abhorrent of war as a method of settling internal or external differences among peoples.

The Philippines has become one of the fastest-growing digital economies in Southeast Asia due to the emergence of information and communications technologies (ICTs) that have facilitated digital transformation, especially during the COVID-19 pandemic. This transformation has led to the development of new business models, innovative products and services, and new ways to conduct business. Utilizing digital technologies effectively can help the country improve its economic performance and promote inclusive and sustainable development. However, the ability of the Philippines to take full advantage of the vast opportunities provided by these technologies is contingent on reducing the digital divide and addressing policy issues.
To obtain a better understanding of the digital economy, the Philippine Institute for Development Studies has compiled research on the current ICT environment, including issues related to e-commerce, financial technology, online and platform work, smart cities, digital connectivity, and gender. In this volume, PIDS researchers explore strategies for leveraging digital technologies to achieve inclusive socioeconomic development.
The Institute aspires that the analyses in this book will inform discussions and the national strategic direction on seizing opportunities and addressing challenges in the digital sector to enable the Philippines reach its full potential as a frontrunner in the digital economy.
