<text>Iloilo festivals dominated this year’s Aliwan Fiesta Streetdance Competition, held on June 29 in Pasay City. The Dinagyang Festival of Iloilo City, represented by Tribu Pan-ay, secured a back-to-back victory as the grand champion, marking its 8th championship win. In addition to the main award, the Dinagyang Festival clinched the Best Costume award and emerged as the champion for the Tugtog ng Aliwan, held on June 27. They also received the Bingo Plus Award. Meanwhile, the Tultugan Festival of Maasin, Iloilo, secured second place in both the street dance competition and Tugtog ng Aliwan. The festival also won the Best Musical Accompaniment award. The Tultugan Festival celebrates the municipality’s abundant bamboo supply, particularly the “kawayan tinik” variety. Performers creatively incorporate bamboo into their props, costumes, and instruments. The Dinagyang Festival took home a P1.5 million cash prize, while the Tultugan Festival earned P750,000 in prize money. Iloilo Festivals Foundation Inc. (IFFI) Artistic Director Eric Divinagracia shared the concept behind Dinagyang’s winning performance, explaining it revolved around the Ilonggos’ strong devotion to Sto. Niño. “Our performance features many elements, impressive props, and elaborate sets, but these do not overwhelm the dagyang, our dance; the essence of the festival remains. [This is] all for Sto. Niño. The story develops from the discovery of Panay to Dinagyang, showcasing our strong devotion,” Divinagracia said. IFFI President Allan Ryan Tan lauded the performers. “Since day one, I have attended their practice, and I have seen how much they have progressed each day. Today’s performance was full of surprises and energy. I am proud of our tribe’s performance,” he said. Governor Arthur Defensor Jr. extended his congratulations to Mayor Jerry Treñas of Iloilo City and Mayor Francis Amboy of Maasin, Iloilo, praising their leadership in promoting cultural heritage through these renowned festivals. “I am immensely proud of Mayor Treñas and Mayor Amboy for their exceptional stewardship. These festivals not only highlight Iloilo’s vibrant culture but also strengthen our community bonds,” Defensor remarked. Mayor Treñas celebrated Iloilo’s achievements, expressing pride in the community’s dedication and the festivals’ national recognition. “Iloilo has reigned supreme at the Aliwan Fiesta. We are incredibly proud of Dinagyang and Tultugan. This achievement showcases our culture and heritage on the national stage with unparalleled passion and grace,” he said. He further emphasized Dinagyang’s potential for international recognition, noting its eight championships as the country’s best festival. He expressed gratitude to everyone involved, especially the Iloilo Festivals Foundation, Inc., and Fort San Pedro National High School. “Let us continue to celebrate our cultural heritage and strive for excellence in all our endeavors.” Tribu Pan-ay of Fort San Pedro National High School won the championship crown in the Tribes Competition, while the Tultugan Festival claimed victory in the “Kasadyahan sa Kabanwahanan” during the Iloilo Dinagyang Festival last January 28. The Aliwan Fiesta brings together the best festivals from across the country, celebrating the Philippines’ rich cultural heritage. This year’s competition featured 15 festivals, each showcasing unique traditions and stories.</text>

<text>ILOILO City – This city’s much celebrated Dinagyang Festival, represented by Tribu Pan-ay from Fort San Pedro National High School, clinched its eighth championship title at the Aliwan Fiesta 2024, held at the Cultural Center of the Philippines Complex in Pasay City on June 29. Maasin, Iloilo’s Tultugan Festival took second place.

The world-renowned Dinagyang triumphed over 15 other competitors from across the nation, bringing home a grand prize of P1.5 million.

Tultugan, on the other hand earning P750,000 and also claimed the Best Musical Accompaniment award.

Aliwan Fiesta, organized annually by the MBC Media Group in collaboration with the Cultural Center of the Philippines and the cities of Manila and Pasay, showcases the cultural diversity of the Philippines through dance parades and float competitions of various festivals, earning its title as “the Philippines’ Grandest Fiesta.”

“Iloilo has reigned supreme at the Aliwan Fiesta. We are incredibly proud of our city’s Dinagyang Festival and the province of Iloilo’s Tultugan Festival. Through their outstanding performances, they have not only brought honor to our city and province, but have also strengthened the bonds that unite us as Ilonggos,” said Mayor Jerry Treñas.

Dinagyang, an annual cultural and religious festival, showcases every January the historical and cultural heritage of Iloilo through elaborate dance routines, choreography, vibrant costumes, and powerful drumbeats.

On the other hand, Tultugan, held every December, is dedicated to promoting and preserving the local bamboo industry, which has deep cultural and economic significance to Maasin and Iloilo Province.

“This remarkable achievement is a testament to the commitment and hard work of our community, performers, artisans, and organizers,” said Treñas.

Allan Tan, president of the Iloilo Festivals Foundation, Inc. (IFFI), said Tribu Pan-ay’s “extraordinary effort and perseverance have rightfully earned you this championship. Well done to everyone involved.”

Tan and IFFI chairperson Judgee Lopez Peña both accompanied the Iloilo contingents to the Aliwan.

Tribu Pan-ay is this year’s Dinagyang Festival 2024 champion, earning it the right to represent Iloilo City in the Aliwan.

The Dinagyang contingent also garnered the Best in Costume award and triumphed in the Tugtog ng Aliwan musical competition, adding an extra P100,000 to their winnings.

Eric Divinagracia, the IFFI artistic director, said the key to the awarding-winning performance was delving “deep into the narratives and concepts of devotion and how we express it through our cultural practices and aesthetics.”

“It’s about enhancing and deepening our understanding and presentation at each performance,” he added.

Dinagyang also won the Aliwan Fiesta in 2023 (represented by Tribu Parianon), 2017 (Tribu Salognon), 2013 (Tribu Panaynon), 2012 (Tribu Pan-ay), 2011 (Tribu Pan-ay), 2010 (Tribu Paghidaet), and 2004 (Tribu Atub-Atub).

THE WINNING PERFORMANCE. Tribu Pan-ay delivered a stunning street dance that won the top prize at the Aliwan Fiesta 2024. Their presentation depicted the historic moment of Christianity’s introduction to Panay Island, highlighting the rich cultural heritage and spiritual transformation of Iloilo.
“Dinagyang has transcended itself. Time and again, it has proven that it can evolve into a much better festival, and present a more spectacular and creative showcase of what Ilonggo heritage and culture is all about,” said Treñas.

Tultugan Festival earned the right to represent Iloilo Province to the 2024 Aliwan after winning as champion in the Kasadyahan contest of the 2024 Dinagyang Festival held in January.

One of the standout features of the Tultugan Festival is the focus on music made from bamboo instruments. Participants craft and perform on instruments such as the bamboo organ, flutes, and other traditional percussion and wind instruments, creating a distinct and melodious sound that embodies the spirit of the community.

According Gov. Arthur Defensor Jr., Dinagyang and Tultugan “not only highlight Iloilo’s vibrant culture but also strengthen our community bonds.

ILOILO City – Uswag Ilonggo party-list’s Cong. Jojo Ang welcomed approximately 6,800 beneficiaries during an orientation for the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantaged / Displaced Workers (TUPAD) program.

Held at the covered gym of the University of San Agustin on September 13, the event saw thousands of determined participants defying heavy monsoon rains enhanced by Severe Tropical Storm Bebinca to attend the final briefing before their deployment.

The DOLE TUPAD program, which provides short-term employment to displaced and disadvantaged workers, was praised by Congressman Ang for its significant impact on the community.

“Nanamian gid kita sang ini nga programa,” said Ang, expressing his admiration for the initiative. “TUPAD gives our beneficiaries not just assistance but a sense of pride because they earn their wages through hard work.”

Ang reaffirmed his commitment to the Ilonggo community, saying, “We’ve been doing this continuously since 2022. This is just the beginning — there’s more to come. We hope to reach more people, though our current venues can’t accommodate everyone.”

He further emphasized that the TUPAD program is not limited to Iloilo City but also benefits other provinces and districts.

“This program is part of President (Ferdinand) Bongbong Marcos Jr. administration, funded by people’s money and returned to them through initiatives like this,” he added.

The congressman stressed the importance of the TUPAD program in addressing immediate needs while also helping stimulate the local economy, benefiting both the beneficiaries and the wider community.

The program is also in partnership with DOLE-6 director Sixto Rodriguez.

Also present at the event were Executive Assistant Raisa Treñas of Iloilo City’s Mayor Jerry Treñas, city councilors, and officials from DOLE Region 6 and Public Employment Service Office (PESO) Iloilo City, showing unified support for the program’s beneficiaries.

DOLE TUPAD, a 10-day work commitment, continues to be a critical program in providing emergency employment for disadvantaged workers, particularly in challenging times, making a lasting impact on the livelihood of thousands of Ilonggos./PN

ILOILO City – Iloilo’s most iconic comfort foods — from steaming bowls of pancit molo to the city’s famed batchoy — are enduring testaments to centuries-old Chinese influence that helped shape Ilonggo identity, a Chinese-Filipino leader said as the city prepares for its Chinese New Year celebration.

Engr. Fulbert Woo, president of the Sun Yat Sen High School Alumni Association, said the deep imprint of Chinese culinary traditions on Ilonggo cuisine reflects a shared history that continues to define everyday life in the city.

“The traditions and culture of the Chinese remain deeply felt in the lives of Ilonggos even today,” Woo said.

He pointed out that beloved Ilonggo dishes such as pancit molo and batchoy trace their origins to Chinese-style soup and noodle preparations introduced by early Chinese settlers who later integrated into the local community.

“We can see that the soup-based and noodle dishes that inspired these foods came from Chinese cuisine, which Ilonggos embraced and eventually made part of their own identity,” he added.

Woo also noted that many long-standing bakeries and restaurants owned by Chinese-Ilonggo families continue to operate across Iloilo, with businesses passed down through generations — helping preserve both culinary heritage and cultural traditions.

Beyond everyday meals, symbolic food also plays a central role in cultural observances. Woo highlighted tikoy, a staple during Chinese New Year festivities, as a symbol of unity and prosperity.

“Tikoy symbolizes togetherness among family members and the welcoming of luck and prosperity in life,” he said.

The remarks come as organizers of the Iloilo Chinese New Year Festival roll out a lineup of activities, including a grand parade and cultural show this February 20, celebrating the shared heritage between the Chinese and Ilonggo communities./PN

<text>The art group Baysulangpu is set to unveil its latest exhibit, “Dagta-an: Forming New Perspectives,” on August 10, 2024, 6pm, at the Thrive Art Gallery in The Shops at Atria, Donato Pison Ave, Mandurriao, Iloilo City.

The exhibit traces the group’s history and showcases works from both long-standing and new members, reflecting the evolving artistic landscape of the Ilonggo community.

Baysulangpu, an anagram of the Hiligaynon phrase “Pulang Subay,” meaning hard work, was formed in 2001.

The group has been an active participant in the local art scene, consistently contributing through exhibitions and community activities.

“Dagta-an,” derived from the Hiligaynon word for staining or coloring, symbolizes the group’s infusion of fresh perspectives and skills from new members.

The ethos of hard work has always been central to the group. This exhibit is a symbolic passing of the torch, showcasing the evolution of our group and preparing for the future in a rapidly changing art world.

The exhibit will feature works from artists such as Arnold Almacen, Dea Mikaela Bañas, Edmar Colmo, Edwin De los Reyes, Johanz Mercurio, June Moreno, Kimpoy Dela Cruz, Onofre Ballescas, Vivien Gardose, and Yanni Ysabel.

These artists represent a mix of the original members from 2001 and newer generations, including millennials and Gen Z, who bring diverse skills and perspectives.

Baysulangpu has navigated various challenges over the years, including the socioeconomic shifts in Iloilo City and the turnover of members.

“Dagta-an” not only highlights these changes but also emphasizes the group’s commitment to adapting and thriving in a constantly evolving art landscape.

Each piece in “Dagta-an” tells a story of transition and growth. Baysulangpu is excited to present works that not only honor their history but also push the boundaries of contemporary art.

The exhibit aims to engage the community by showcasing the dynamic interplay between tradition and innovation. It reflects Baysulangpu’s dedication to maintaining relevance and fostering creativity in Iloilo’s art scene.</text>

<text>ILOILO – A “David versus Goliath” battle for congressman of the 4th District looms in the upcoming May 2025 midterm elections

Retired Police Major Charlie Sustento Jr. of Passi City has formally declared his candidacy. He is challenging reelectionist Cong. Ferjenel Biron of Barotac Nuevo town.

Sustento is in ongoing negotiations with an undisclosed political party for his candidacy. Biron, on the other hand, belongs to the Nacionalista Party.

Drawing parallels to the biblical story of David and Goliath, Sustento expressed his confidence in overcoming the odds.

“I believe that with God, nothing is impossible,” he told Panay News.

Biron, a physician and wealthy businessman, served as 4th District congressman twice previously – from 2004 to 2013 and from 2016 to 2019 before securing his third and current term that started in 2022.

The district was represented in Congress by Biron’s brother Hernan from 2013 to 2016, and by his son Braeden John from 2019 to 2022.

Sustento, who comes from humble beginnings, attributes his decision to run to “widespread disenchantment” among the residents of the district over what he termed as “cheap politics”.

The people of the district, he added, desire for fresh leadership and visible pre-election engagement from their elected officials.

The 4th District is lagging behind in terms of health services, infrastructure, and eco-tourism development compared to other districts, according to Sustento.

He highlighted the public’s yearning for a leader who remains active throughout their tenure, not just around election times, and who can initiate more development projects.

Despite being a first-time contender against Biron, Sustento is confident about his candidacy, positioning himself as a genuine public servant with over 20 years of experience as a police officer.

He has also endorsed candidates for mayor in several 4th District towns, including former mayor Mamerto Pelopero for Dueñas and Sangguniang Bayan member Atty. Precious Grace Panizales for San Enrique.

Incumbent mayors Stephen Palmares of Passi City and Peter Paul Gonzales of Banate are also supported by Sustento.

The list of Sustento’s candidates in other towns is still being finalized, but he assured that there would be contenders against Biron’s mayoralty candidates./PN</text>

The Iloilo Festivals Foundation Inc. (IFFI), in collaboration with various private and public stakeholders, yesterday launched yet another unique tourism campaign dubbed “Visit Iloilo.”

This newest campaign invites both local and foreign tourists to embark on an unforgettable journey to Iloilo today and explore, discover and embrace its rich heritage, vibrant adventures, and welcoming spirit and create memories that will last a lifetime.

Allan Tan, IFFI president, noted the “Visit Iloilo” tourism campaign aims at further promoting Iloilo into becoming one of the premier tourist destinations in the country.

“It is an invitation for everyone to immerse themselves in our Ilonggo history, heritage and hospitality,” said Tan.

Various stakeholders, including the city and provincial governments, Department of Tourism, Tourism Promotions Board, Philippine Chamber of Commerce and Industry of Iloilo, Iloilo M.I.C.E Alliance, Iloilo Business Park, and different travel agencies from around the country attended the launching at the Iloilo Convention Center.

The foundation stressed that ‘Visit Iloilo” gestures are the ultimate response for would-be guests to act.

“This unified effort serves as the industry’s local arm that will elevate all that is good about the city as it cascades it across channels, platforms, and discussions where buyers are also present,” the IFFI said.

The campaign also aims to facilitate multi-sectoral synergy and collaboration in the intentional scene by providing materials that will be published locally and globally.

Such will create new tour packages all in the hopes of improving Iloilo’s tourist receipts increasing economic gains and opportunity for all.

“Let us elevate ‘Visit Iloilo’ into more than just a campaign, but a legacy that enriches our lives and leaves an indelible mark for generations to come. Together, let us invite everyone to Visit Iloilo, Experience Iloilo, and of course Love Iloilo,” said Tan.

For his part, Mayor Jerry Treñas said the city government aims to continue leveling up.

“The recent investments in public spaces, alongside private sector initiatives expanding our tourism activities and grander festivals, demonstrate our collective commitment to solidifying Iloilo City as a premier destination,” said Treñas.

The city mayor cited the city’s UNESCO Creative City of Gastronomy Award, which amplifies the current momentum.

He also threw his support to the campaign which he said will further elevate Iloilo’s image as a top destination.

“This campaign aims to call us here to work collectively in attracting more visitors to experience Iloilo City’s beauty,” the mayor said.

He added: “My commitment goes beyond words. I pledge to actively champion the campaign’s success and encourage local businesses and stakeholders to participate.”/PN

The book is available for sale on a softbound or hardbound copy through the Iloilo Festivals Foundation Inc. (IFFI) office at the Iloilo Freedom Grandstand Lounge, Muelle Loney St., Iloilo City.

ILOILO City – This southern city, now in its second year as a UNESCO Creative City of Gastronomy, continues to shine in the headlines of the country’s top dailies and online media.

This spotlight follows the launch of its 244-page gastronomy book titled “Gastronomic Expressions of Our City, Iloilo: Nature, Culture, and Geography” — a project passionately championed by Iloilo City’s first lady, Rosalie Treñas, along with key stakeholders, at the Iloilo Museum of Contemporary Art.

Right photo shows Iloilo City’s First Lady Rosalie Treñas (second from right) and Ms. Raisa Treñas (third from left) with renowned book designer and food writer Ige Ramos (third from right) and esteemed Ilonggo chefs Cidj Jalandoni (rightmost) and Ariel Castañeda (leftmost).
For Mayor Jerry P. Treñas, this achievement not only ignites city pride but also strengthens the commitment to promoting sustainable, world-class gastronomy while sharing Iloilo’s essence with the global community. He emphasized that this initiative is a tribute to every Ilonggo who carries an unwavering sense of pride in their heritage.

“This book instills a profound sense of pride in Ilonggos. It’s more than just a compilation of recipes and culinary stories; it’s a heartfelt endeavor created for every Ilonggo. We aim to celebrate and preserve our rich gastronomic heritage, ensuring that each dish, each story, and each memory is shared with the world,” the city mayor said.

Aside from its aim to intensify awareness of local cuisine through active promotion and patronage, the book is another initiative towards achieving RISE, Iloilo City’s strategic roadmap for balanced development, focusing on economic growth, environmental sustainability, cultural heritage, and the wellbeing of its people.

“Ginadayaw kag ginapalab-ot ko gid ang akon pagpasalamat sa tanan who have contributed to putting Iloilo on the map through our cuisine. Let’s continue to celebrate and share the best of our city globally,” said Mayor Treñas.

Just recently, Iloilo City was featured in The Philippine Star’s Lifestyle section in an article titled “Iloilo and the Art of Hi-Lo Eating” written by Lisa Guerrero Nakpil. The piece underscores the city’s unique ability to blend high-end and heritage-inspired dining experiences seamlessly.

“There has been, however, a long-standing culinary tradition of juxtaposing the upmarket with street food, and Iloilo City has mastered that very particular art of Hi-Lo Eating. To be sure, there are exemplars of the high life and the low tech all over Iloilo, as there are in any Philippine city; it’s just that Iloilo seems to do it with a bit more panache,” Nakpil wrote.

Nakpil narrates the city’s food scene, from a comforting bowl of KBL (Kadios-Baboy-Langka) stew at Balay Remedios to the indulgent decadence of tablea chocolate mousse.

Her and her group’s exploration of Iloilo’s food scene reflects the city’s remarkable diversity of flavors and narratives. They savored iconic dishes, including the renowned Pancit Molo dumpling soup at Panaderia de Molo, the flavorful batchoys at Alicia’s and The Granary of Richmonde Hotel, as well as the delectable seafood offerings at Breakthrough Restaurant. They also got the chance to visit heritage millionaire’s mansions and the Iloilo River esplanade.

The feature likewise highlights iconic landmarks like Plaza de Molo, lively midnight bibingka stalls, and culinary pioneers such as Mama’s Kitchen and Camiña Balay nga Bato, reflecting the depth and ingenuity of Iloilo’s culinary tradition.

Iloilo City’s gastronomy book also headlined Inquirer.net through an article titled “Iloilo’s Culinary Pride Now in a Book” and online website CoverStory through an article “Gastronomy book brings Ilonggo cuisine to the world.”

“I take immense pride and joy in seeing our local flavors receive this recognition. This milestone reminds us of the importance of preserving our traditions while embracing the future of Iloilo City as a hub of culture and creativity,” Treñas said.

A brainchild of the city’s first lady, Rosalie, who also serves as the project executive director, the book is a joint project of the Iloilo city government and the Iloilo Festivals Foundation Inc. (IFFI), marking the fourth book published by the local government.

It is implemented by the Iloilo City MICE (Meetings Incentives Conferences and Exhibit) Center through Treñas’ Executive Assistant on Special Projects, Leny Ledesma, assisted by Special Assistant to the City Mayor, Maria Mathilde Treñas.

Renowned cultural advocate, PJ Arañador, served as the cultural consultant; while Guillermo “Ige” Ramos of the Ugnayan Center for Filipino Gastronomy was the conceptual framework and creative director; and Michaela Fenix as the editor.

Comprised of six major chapters, each section was written by Ilonggo professionals and writers such as Geography by Vicente Segovia Salas; Ethnicity by Hazel Palmares Villa; Ingredients by Glenda S. Tayona and Pearl Rylene Mae S. Socias, with watercolor illustrations by Ilonggo artists Vic Nabor and Kevin Fernandez; Technology by Ted Aldwin Ong; and Recipes by Rosalie S. Treñas.

Mayor Treñas himself wrote the book’s Introduction by sharing his childhood food memories; National Commission for Culture and the Arts Executive Director, Dr. Eric Babar Zerrudo, wrote the Preface with a title “Comfort and Meaning in a Bowl of Batchoy; the Afterword by Dr. Laya Boquerin Gonzales, an assistant professor and chair of the Department of Arts, University of Asia and the Pacific, and a member of the International Council on Monuments and Sites Philippines and of the International Council of Museums; and the back cover blurb by Dr. Clement C. Camposano, chancellor of the University of the Philippines Visayas.

In the Recipes chapter, the extensive collection of Ilonggo dishes was detailed with vivid photographs. It gave a spotlight on local ingredients, traditional cooking methods, and culinary processes.

Esteemed Ilonggo chefs and restaurateurs, including Cidj Jalandoni, Miguel Cordova, Miner del Mundo, Raymundo Robles, Maridel P. Uygongco, and Rosalie S. Treñas, among others, have contributed their expertise and signature dishes to this chapter.

The book has also the participation of the Technical Institute of Iloilo City (TIIC).

Tourism Secretary Christina Garcia, who wrote a foreword for the book, extended her heartfelt congratulations to the Iloilo City Government, led by Treñas, and the IFFI, for their visionary leadership and dedication to the publication of the remarkable book.

“Your efforts have placed Iloilo on the global map, with the city’s recent inclusion in UNESCO’s Creative Cities Network as a Creative City of Gastronomy, highlighting Iloilo’s position as a beacon of cultural pride and culinary excellence, inspiring us all to cherish and celebrate our unique gastronomic heritage,” she remarked./PN

<text>GIRD FOR LA NIÑA’; OCD: When El Niño is strong, La Niña can be equally forceful

By Ime Sornito -Friday, April 26, 2024

ILOILO City – The Office of Civil Defense (OCD) has urged local government units (LGUs) across Western Visayas to start preparing for the anticipated effects of La Niña.

The phenomenon, known for cooler-than-average ocean temperatures, is expected to bring increased rainfall and potentially severe weather patterns to the region.

OCD-6 Regional Director Dr. Raul Fernandez highlighted the importance of early preparations due to the strong El Niño conditions experienced earlier this year, which often precede significant La Niña effects.

“I am currently visiting LGUs and their local disaster risk reduction and management offices (LDRRMOs) to check on their preparedness. Given the trend, when El Niño is strong, La Niña can be equally forceful, bringing storms and increased rainfall,” said Fernandez.

He specifically pointed out the need for LGUs to ready themselves for possible floods and landslides in vulnerable areas.

The dried-out soil from the El Niño may become unstable once heavy rains start around June or July, raising the likelihood of landslides, he explained.

Fernandez is also pushing for a thorough review of contingency plans, particularly for residents in high-risk zones.

“It is crucial that LGUs identify landslide- and flood-prone areas now, determine the population at risk, and plan evacuation sites in case of a disaster. We ensure that they have contingency plans and have pre-positioned relief goods,” he said.

In terms of disaster response capabilities, Fernandez noted that while personnel and equipment are generally prepared, there is a need for LGUs to recruit volunteers to bolster their response teams.

He suggested tapping into schools, especially through the Commission on Higher Education (CHED), to explore utilizing college students in disaster response efforts.

Meanwhile, Gov. Arthur Defensor Jr. of Iloilo announced that preparations for La Niña have already begun.

“We are preparing for the rainy season; we want to ensure readiness for La Niña,” Defensor said.

He emphasized the importance of proactive measures, including revisiting alert systems, readiness plans, and disaster maps to manage flood-prone areas effectively.

Defensor also announced a province-wide clean-up drive and road clearing to be held in mid-May.

This initiative, aimed at preventing dengue and other mosquito-borne diseases, also seeks to ensure that water flows are not obstructed by waste, which could worsen flooding situations.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has indicated that the current hot weather may persist until May, with a gradual transition to neutral conditions expected from May to June.

Currently, four out of six provinces in Region 6 – Iloilo, Guimaras, Antique, and Negros Occidental – are experiencing drought, defined as three consecutive months of significantly below-normal rainfall.
Capiz province is under a dry spell, while Aklan faces dry conditions.

A dry spell is defined as three consecutive months of below-normal rainfall conditions (21 to 60 percent reduction from average rainfall.</text>

ILOILO City – This southern metropolis will turn into a sea of light and movement tonight as Dinagyang Festival’s ILOmination competition takes over the city. Spectators for this annual celebration’s biggest nighttime spectacle will be seeing the parade route transformed into a moving canvas of lights, music, and choreography.

Set to start at 5 p.m. this Friday, January 23, the illuminated parade will roll out from the Atria on the long stretch of the bustling Sen. Benigno Aquino Jr. Avenue, pass through SM City Iloilo, and culminate at the Iloilo Business Park.

Five competing light festival groups from across the country will take part in this year’s ILOmination. These are the following:

* Pandangg Gitab Festival of Oriental Mindoro

* Banaag Festival of Anilao, Iloilo

* Dinagyang ILOmination contingent of Iloilo City

* Pavvurulun Afi Festival of Tuguegarao City; and

* Zamboanga Hermosa Festival of Zamboanga City

According to Dinagyang organizer Iloilo Festivals Foundation, Inc. (IFFI), ILOmination continues to evolve as a platform for creative expression, blending modern lighting technology with deeply rooted cultural narratives.

The nighttime showcase highlights regional diversity while reinforcing Iloilo City’s reputation as an innovative festival host that balances tradition with contemporary spectacle.

Adding a distinct cultural dimension to the evening is a special Lion and Dragon Dance performance by the Iloilo Cultural Federation, Inc., symbolizing prosperity, good fortune, and harmony as the city also ushers in the Chinese New Year.

With glowing colors, pulsating rhythms, and intricate designs, Dinagyang 2026’s ILOmination is expected to draw large crowds, once again underscoring why Dinagyang remains among the country’s most dynamic and anticipated cultural celebrations.

The following Saturday night, foodies at the Iloilo Food Festival downtown will get an added treat as participating tribes of the ILOmination contest stage a special performance.

“We want everyone enjoying our local cuisine to also experience the color, movement, and excitement of ILOmination,” Treñas said, adding that the activity highlights how Dinagyang continues to innovate while remaining inclusive and accessible to the public.

The special performance will be staged on a 360-degree setup on Valeria-Delgado Streets, City Proper, with the platform positioned at the center and surrounded by food kiosks and activity areas, allowing spectators to view the show from all angles.

Treñas said the interactive layout is meant to enhance the overall festival experience, blending food, culture, and performance into one immersive event.

“We want people to feel the festival, to be part of it — whether they come for the food, the lights, or the performances,” she said./PN
