<text>The Iloilo Provincial Health Office (IPHO) has reported a significant surge in dengue cases, with 3,608 cases, including six deaths, recorded from January 1 to August 3, 2024.

The sharp increase, which includes 661 new cases reported during the week of July 28 to August 3, has alarmed provincial health authorities.

“On August 8, during a meeting with the Civil Defense Cluster convened by Governor Arthur Defensor Jr., data from the Provincial Epidemiology and Surveillance Unit (PESU) revealed that 36 municipalities out of 43 in the province have breached both the alert and epidemic thresholds. Consequently, we are planning to declare an outbreak and have already submitted the necessary report to the Department of Health (DOH) to facilitate the declaration of a province-wide outbreak,” Iloilo Provincial Health Office (IPHO) Head Dr. Maria Socorro Quiñon said in a statement on August 9.

She reported that Passi City is currently the most affected area, followed closely by the municipalities of Dingle, Lambunao, Oton, Dumangas, Calinog, Badiangan, Janiuay, Barotac Nuevo, and Miagao.

Dr. Quiñon further highlighted that, as of Morbidity Week 31, 190 barangays across the province have reported clusters of dengue cases, compared to only 142 barangays in the previous week.

Passi City remains the hardest hit, with 16 barangays experiencing clusters of cases, followed by Dumangas with 11 barangays and Dingle with 9.

“Breaching the alert threshold indicates a level of disease occurrence that serves as an early warning for a potential epidemic, while the epidemic threshold signifies a level of occurrence that necessitates an urgent response,” Dr. Quiñon explained.

In light of these developments, provincial officials are working closely with local government units (LGUs), health offices, and disaster risk reduction and management (DRRM) teams to implement a comprehensive, society-wide approach to combat the spread of dengue.

“Given that we have exceeded these thresholds, we conducted the meeting with respective agencies. A whole-of-society approach is now required as the situation necessitates an urgent response,” she remarked.

The IPHO has already submitted an IMRAD (Introduction, Methods, Results, and Discussion) report to the Department of Health (DOH), detailing the current dengue situation in the province. They are now awaiting further instructions from the DOH.

Dr. Quiñon clarified that the decision to declare a state of calamity is not within their authority.

<text>Iloilo City, the first in the Philippines to be designated a UNESCO Creative City of Gastronomy, continues to bolster its reputation as a culinary destination with the launch of Coca-Cola Foodmarks.

The event, held at Festive Walk Iloilo on August 9, marked the second Coca-Cola Foodmarks location in the country, following its debut in Binondo, Manila.

Running from August 9-10 and August 16-17, the Coca-Cola Foodmarks campaign features food festivals highlighting the best of Ilonggo cuisine, perfectly paired with the refreshing taste of Coca-Cola.

Pablo Medina, Senior Director for Franchise Operations at Coca-Cola Philippines, emphasized the campaign’s focus on celebrating Iloilo’s rich gastronomic heritage.

“This is not just a food festival,” Medina said. “It’s a celebration of Iloilo’s culinary heritage, where families bond over La Paz batchoy, friends toast over sizzling platters of kansi [Ilonggo sour soup made with beef shanks and green jackfruit, flavored with batwan or bilimbi], and communities come together to celebrate the harvest with hearty feasts. And an ice-cold Coca-Cola drink? It’s the perfect note to complete an unforgettable gastronomic adventure.”

The launch event included a ceremonial ribbon-cutting, attended by Coca-Cola executives and local officials, including Executive Assistant to the Mayor Jay Treñas, representing Mayor Jerry P. Treñas.

Treñas expressed the city’s full support for the partnership, highlighting its role in promoting Iloilo as a hub of culinary innovation.

“This gastronomic collaboration with Coca-Cola Philippines is not only a celebration of Iloilo’s culinary diversity but also a promotion of our local food industry. We are proud to further Iloilo City’s status as a hub of culinary innovation, complemented by the perfect partner: ice-cold Coke,” he said.

The Coca-Cola Foodmarks experience in Iloilo invites food enthusiasts to explore a culinary treasure map of the city, featuring recognized establishments such as Balay Bisaya Batchoy, Jeara’s Tinu-Om, Kap Ising Pancit Molo, and Mat-Mat Talabahan.

The campaign aims to create special moments for families and the community while showcasing Iloilo’s gastronomic treasures.

Coca-Cola Philippines plans to expand the Foodmarks campaign to more cities across the country, continuing its mission to celebrate and promote the diverse culinary landscapes of the Philippines.</text>

<text>The Iloilo Provincial Health Office (IPHO) is set to launch a month-long school-based immunization program starting October 7, aiming to vaccinate more than 83,000 children across the province.

According to IPHO head Dr. Maria Socorro Quiñon, the program will offer vaccines for measles-rubella (MR), tetanus-diphtheria, and the human papillomavirus (HPV).

Quiñon reported that the initiative aims to administer booster doses of MR and tetanus-diphtheria to 28,317 Grade 1 students and 37,928 Grade 7 learners.

Additionally, 17,328 Grade 4 girls will receive the HPV vaccine to prevent cervical cancer.

“These MR and tetanus-diphtheria vaccines are given as booster doses because the children already received them at one year old. The HPV vaccines are for girls aged nine to 11, as this is the age group before they are likely to be exposed to the human papillomavirus, before engaging in sexual activity,” Quiñon said in an October 3 interview.

She reassured parents about the safety protocols in place.

“We ask parents to allow and consent to their children receiving the vaccines. Our trained health workers will be there to ensure the children’s safety and well-being during the process,” she stated.

In preparation for the campaign, the IPHO, in partnership with Relief International and UNICEF, met with health officers from 43 local government units and DepEd nurses on October 2 in Iloilo City.</text>

<text>The Iloilo provincial government, led by Governor Arthur Defensor Jr., officially announced its goal to achieve “Forest Province” status by 2044 during the 3rd Provincial Environmental Awareness Month celebration on Nov. 4 at the Iloilo Provincial Capitol.

The event marked the launch of three key initiatives—Tanum Iloilo for MoRProGRes, Balik Alat 2.0, and Project Liso—designed to bolster Iloilo’s environmental programs. These initiatives, grounded in community involvement and a multisectoral approach, aim to expand forest cover, reduce single-use plastics, and promote sustainable food production across the province.

“We want Iloilo to be a forest province, not only by declaration but through concrete results and measurable progress with the help of our partners and stakeholders,” Defensor said.

With Iloilo’s current forest cover at 12 percent, according to the Provincial Government Environment and Natural Resources Office (PGENRO), Defensor emphasized forest restoration as vital to enhancing land, air, and water quality, supporting biodiversity, and fostering sustainable agriculture and tourism.

Tanum Iloilo for MoRProGRes is a comprehensive tree-growing and forest development strategy focused on reforesting lands and watersheds, establishing social forest projects for food security and eco-tourism, and engaging public and private stakeholders to plant trees at schools, offices, and public spaces.

Since its inception in 2020, the province has planted over 8.3 million seedlings as of October 2024, with a 44.42 percent survival rate. The province has also consistently met its annual target of 1.5 million planted seedlings, laying a strong foundation for Iloilo’s path to becoming a resilient “Forest Province.”

A new MoRProGRes Forest Map will track reforestation progress and monitor the recovery of primary and secondary forest areas.

The Balik Alat 2.0 program aims to eliminate single-use plastic bags by encouraging the use of traditional, eco-friendly handwoven baskets. Project Liso (Locally Intensified Seeds/Seedlings Collection One4TanumIloilo) focuses on promoting behavioral change by encouraging the collection and planting of native and endemic tree species to restore Iloilo’s natural flora.

Representatives from the Department of Education (DepEd), Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), municipal governments, and various environmental groups attended the kickoff ceremony.</text>

<text>The Provincial Health Office (PHO) of Iloilo reported 21 cases of Hand, Foot, and Mouth Disease (HFMD) during the second morbidity week of 2025, covering January 1 to 11. This marks a significant 64% decrease from the 59 cases recorded during the same period in 2024.

Thirteen municipalities across Iloilo confirmed cases of the viral infection.

Alimodian, Cabatuan, and San Joaquin recorded the highest number of cases, with three each.

Tigbauan and Passi City reported two cases each, while one case was recorded in Barotac Viejo, Calinog, Leon, Santa Barbara, Banate, Barotac Nuevo, San Enrique, and Tubungan.

HFMD is a highly contagious viral illness that primarily affects young children. Symptoms include low-grade fever, mouth sores, and rashes on the hands, feet, and buttocks.

Dr. Rodney Labis, head of the PHO Health Service Delivery Division, stated in a local radio interview that most of those affected are children aged five years and younger.

The disease spreads through coughing, sneezing, and contact with contaminated surfaces, such as doorknobs, chairs, tables, cellphones, and pens.

Residents are urged to practice regular handwashing, disinfect frequently touched surfaces, and seek care at the nearest rural health unit (RHU) or health center if symptoms develop</text>

By Ruby P. Silubrico -Thursday, June 27, 2024

ILOILO – Authorities captured the most wanted fugitive in Iloilo province on Tuesday, ending a year-long manhunt.

The 28-year-old, known by the alias “Boy-Boy”, was arrested at 11:19 a.m. in Barangay San Julian, Janiuay, where he had been hiding.

Police identified the suspect as a resident of Barangay Yabon, Janiuay, and conducted the operation with a team comprising members from the Janiuay Police Station, the 603rd Company Regional Mobile Force Battalion 6, and the Iloilo Police Provincial Office (IPPO), under an arrest warrant for murder.

Police Colonel Bayani Razalan, officer-in-charge director of the IPPO, said the suspect was wanted for the murder of Loreto Ardiente, who was fatally stabbed on May 24, 2023, in Barangay Golgota, Janiuay. Following the incident, the suspect fled the area but recently returned, leading to his capture.

Razalan praised the collaborative effort that led to the arrest, emphasizing the persistent efforts of the Iloilo police in tracking down fugitives.

“This arrest marks a significant achievement in our commitment to justice and community safety. We will continue our relentless pursuit of fugitives to maintain peace and order,” said Razalan./PN</text>

<text>Rep. Raul “Boboy” C. Tupas (Iloilo, 5th district) pushed for the establishment of more marine hatcheries in State Universities and Colleges (SUCs) across the country.

Tupas said his proposal push aims to secure the livelihood of fisherfolks in regions including Western Visayas, Mimaropa, the western seaboard of Luzon, and the country’s Pacific seaboard.

“To assure fisherfolks in the Western Visayas, Mimaropa, the western seaboard of Luzon, and the country’s Pacific seaboard of continuing livelihood, I urge the Bureau of Fisheries and Aquatic Resources (BFAR) to strongly support the establishment and operation of more marine hatcheries using the Northern Iloilo State University model and other successful models,” Rep. Tupas said in a press statement.

Western Visayas region, while economically vibrant, has faced perennial contraction in its agriculture and fisheries sectors.

According to the latest data from the National Economic and Development Authority (NEDA) Region VI, the agriculture, forestry, and fishing sectors showed varied performance across the region, with some areas experiencing a decline.

Rep. Tupas highlights that the inflation problem can also be addressed with an increase in supply through these hatcheries.

“Here in Iloilo, we have a few marine hatcheries, and we need more so Iloilo can supply the needs, not just of Panay Island but also the rest of the country so that with the increase in supply, the inflation problem is also addressed,” he emphasized.

Sustainable Fisheries Management

The marine hatcheries management model in Northern Iloilo is institutionally based at the Northern Iloilo State University (NISU). This model ensures sustainability and serves as a repository of institutional memory essential for the hatcheries’ long-term operation.

Rep. Tupas pointed out the benefits of situating hatcheries on SUC campuses.

“Having marine hatcheries on campuses of state universities ensure the continuing operation of the hatcheries with the institutional support and technical support systems already present in the SUCs. The hatcheries are located on public property owned by the SUCs—protected from private interests,” he explained.</text>

<text>‘PORT MAKES A CITY’: Ilonggo senator hails ICTSI investment in Iloilo port
February 1, 2024

By Francis Allan L. Angelo

The significant investment that the International Container Terminal Services Inc. (ICTSI) is poised to inject to develop and manage the Iloilo Commercial Port Complex (ICPC) will reinvigorate the economy and establish Iloilo as an international gateway.

Former Senate President Franklin M. Drilon, a strong advocate for the privatization of the Iloilo port, said the project will see around P1.1 billion in investments within the first two years and more is expected as cargo volume increases.

“With the substantial investment that ICTSI is poised to inject, we are now on the path to realizing our shared aspiration of restoring Iloilo to its former stature as an international gateway, as it was at the turn of the 20th Century when Iloilo was dubbed as the ‘Queen City of the South,’” Drilon said.

“I am glad that ICTSI has finally been awarded the 25-year concession as the port operator. Ricky Razon and ICTSI deserve special recognition for their significant investment and unwavering confidence in Iloilo. ICTSI is a true partner in moving Iloilo forward.”

Drilon said the condition of the port had been a significant impediment to progress, and this partnership with ICTSI could be a game-changer.

“The condition of our ports has been a stumbling block for our development. Iloilo had endured neglect during the past administration, resulting in a lack of capacity and inefficient operations that deterred shipping companies from using Iloilo as a port of call,” Drilon said.

“ICTSI has the experience and financial capability and resources to operate the port efficiently, which will result in job creation and better investment environment. An efficient port operation is the critical missing piece to spur Iloilo’s growth,” he added.

The former senator said ICTSI’s track record bodes well for the development of ICPC.

“With its impressive track record, ICTSI is well-positioned to efficiently manage the ports and address the longstanding congestion issues plaguing our ports, which have deterred potential investors,” Drilon said.

The Ilonggo leader and changemaker said the rehabilitation and modernization of the Visayas Container Terminal (VCT), the future name of the facility after handover to ICTSI – will boost the local economy and position Iloilo as a key player in domestic and international trade.

“After all, as they say, ‘Port Makes a City,’” he added.

Drilon’s advocacy for private sector involvement in the Iloilo port’s management goes back to the late President Noynoy Aquino’s administration.

During the Cory Aquino administration, he played a crucial role in transferring the management of the Iloilo port back to the Philippine Ports Authority, following a period of neglect and mismanagement.

ICTSI will begin its operations of the facility upon contract signing and PPA’s issuance of the Notice to Proceed.

ICTSI’s offer for the 25-year contract involves a concession fee of P750 million for the sixth to 10th year. It is larger than the minimum fixed concession fee of P500 million stated in the contract.

ICTSI executive vice president Christian Gonzalez emphasized that ICTSI’s proposal outlines significant investments in infrastructure upgrades, cargo-handling equipment, and operational efficiency measures to transform the Iloilo Port into a premier gateway.

ICTSI currently features a 627-meter operational quay length and 20 hectares of land for container and general cargo storage, warehousing, and other cargo-handling activities.

“I am confident that this strategic move by the PPA, in collaboration with ICTSI, will lead to a revitalized and efficient port complex in Iloilo,” he added.

As the new port handler, the ICTSI will rename the Iloilo Port the Visayas Container Terminal (VCT).

The enhancements to the infrastructure of the soon-to-be VCT are expected to facilitate an increase in international container ship arrivals and streamline the flow of goods in and out of the port.

PPA data showed that cargo throughput in the Visayas reached 38.1 million metric tons from January to September last year, representing approximately 19 percent of the total cargo volume across the country during that period.

With its redevelopment and expansion, the PPA aims to convert ICPC into an exclusive port for international vessels and cargoes to decongest the main gateway in Manila.

Domestic vessels and cargoes will only be allowed in the initial five years of the contract or until completion of the port development project at Fort San Pedro port in Iloilo City proper.

The ICTSI is the sole bidder for the 25-year contract to manage and operate the cargo-handling and related services of the Iloilo Port, according to the PPA.

The Razon-owned company won the contract after it was rebidded on January 11 this year.

In the first bidding on December 18, 2023, the ICTSI’s sole bid was declared failed due to the absence of a notarized Secretary’s Certificate or any legal document confirming ICTSI’s authorization in its Omnibus Sworn Statement. (With a report from Rjay Zuriaga Castor)</text>

<text>loilo City is not just a “city of love” but also a city that boasts the mouthwatering flavors of its ingenious food creations, such as Lapaz Batchoy, Pancit Molo, kansi, and many more.

This is all more true after being designated a “Creative City of Gastronomy” by the United Nations Educational, Scientific and Cultural Organization (UNESCO) Creative Cities Network.

“I am very happy for the recent wins of the city […] These awards are results of teamwork of our hardworking city officials and employees and consultants,” Iloilo City Mayor Jerry Treñas said in a statement.

He added that the recognition is seen to boost the tourism sector and bring about the discovery of other food dishes in the city.

The recognition makes it the first City of Gastronomy in the country and its third UNESCO Creative City. It follows Baguio City for Crafts and Folk Arts in 2017 and Cebu City for Design in 2019.

Iloilo City is one of the 55 cities around the world that recently joined the UNESCO Creative Cities Network, following their designation announced by UNESCO Director-General Audrey Azoulay during the World Cities Day on October 31.

There are currently 350 cities in more than one hundred countries, representing seven creative fields: Crafts and Folk Art, Design, Film, Gastronomy, Literature, Media Arts and Music.

Having sought this title for the past two years, Treñas previously emphasized the city had been a food hub for tourists all around the world.

“It is now time to showcase Ilonggo cuisine, and be recognized in the prestigious UNESCO Creative City of Gastronomy,” he said.

UNESCO noted that the designation of the creative cities shows “their strong commitment to harnessing culture and creativity as part of their development strategies, and displaying innovative practices in human-centered urban planning.”

“The cities in our Creative Cities Network are leading the way when it comes to enhancing access to culture and galvanizing the power of creativity for urban resilience and development,” UNESCO Director-General Azoulay added.

Aside from Iloilo, UNESCO also named Chaozhou in China, Fribourg in Switzerland, Gangneung in South Korea, Heraklion in Greece, and Nkongsamba in Cameroon in the Creative Cities of Gastronomy list.

Iloilo now joined the ranks of 350 cities in more than 100 countries listed on the UCCN in the creative fields of crafts and folk arts, design, film, gastronomy, literature, media arts and music.

Iloilo City began its bid to be designated UCCN’s Creative City of Gastronomy in 2021.

In May 2023, Iloilo City announced that it is the country’s official candidate for UCCN in the field of gastronomy.

Iloilo City’s bid has also strong backing from the Department of Tourism.

The distinction is seen to form part of the campaign to boost the city’s tourism industry.

Iloilo City, a significant trading center in Panay, is known for its mouthwatering cuisines and delicacies influenced by diverse cultures. There’s the ever-famous La Paz Batchoy, Pancit Molo and biscocho.

Aside from being known as a gastronomic hotspot, Iloilo City is also famous for its world-class Dinagyang Festival and Paraw Regatta.

By Panay News -Wednesday, July 24, 2024

BY JB CERBAS

ILOILO City – The Police Regional Office 6 (PRO-6) seized approximately P235 million worth of illegal drugs from 1,208 operations across Western Visayas in the first half of this year.

From January to June, different police units confiscated 34,297 grams of shabu with an estimated street value of P233 million and 20,200 grams of marijuana valued at P2.4 million.

PRO-6 data also showed that 1,600 drug suspects were arrested.

Here is the breakdown of the number of arrests per police unit:

* Negros Occidental Police Provincial Office (PPO) – 593

* Iloilo City Police Office (CPO) – 300

* Iloilo PPO – 270

* Bacolod CPO – 205

* Regional Police Drug Enforcement Unit 6 – 72

* Capiz PPO – 67

* Aklan PPO – 39

* Antique PPO and Guimaras PPO – 27 each

Brigadier General Jack Wanky, PRO-6 director, commended the police units and likewise emphasized the crucial role played by local government units, communities, and other stakeholders in providing vital information for the success of the campaign against illegal drugs.

“May the number of arrests serve as a stern warning to those who still engage in the illegal drugs trade to stop and surrender to authorities. If you opt to continue in your illegal activity, surely you will end up in jail,” Wanky added.</text>
