<text>Iloilo pushes for animal evacuation shelters
By Ime Sornito -Friday, July 12, 2024
“Zero casualty during disasters refers not only to people but also to animals,” says Cornelio Salinas, chief of Iloilo’s Provincial Disaster Risk Reduction and Management Office. IME SORNITO/PN
“Zero casualty during disasters refers not only to people but also to animals,” says Cornelio Salinas, chief of Iloilo’s Provincial Disaster Risk Reduction and Management Office. IME SORNITO/PN

ILOILO – To ensure zero casualties not only among humans but also animals during disasters, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) is advocating for animal evacuation shelters.

These shelters symbolize collective care for animals, said PDRRMO head Cornelio Salinas.

“What would be the primary entities to be evacuated, of course, are people. But zero casualty during disasters refers not only to people but also to animals,” stressed Salinas.

He expressed hope that, during preemptive evacuations for calamities such as flash floods and landslides, residents will not only secure their household belongings but also ensure the safety of their livestock and pets.

But this can only be realized with designated animal evacuation shelters in each municipality, said Salinas.

His call coincided with the launch of the Animal Evacuation Shelter Design Contest during the National Disaster Resilience Month. Through the contest, the PDRRMO aims to spark awareness and interest among local government units (LGUs) to establish evacuation shelters for animals, especially as the region approaches the typhoon and flash flood season.

Currently, Mina is the only town in the province with an animal evacuation center, funded by the Iloilo provincial government.

Guidelines for Animal Evacuation Shelter Design Contest

* The contest is open to Commission on Higher Education-recognize higher institutions offering Civil Engineering, Architecture and Agricultural Courses starting July 1, 2024, and to individual participants.

* Winners will be determined by a pool of judges from different industries who are stakeholders in resilience and disaster management affecting animal welfare.

* Category of winners: Champion, 2nd Place, 3rd Place for higher institutions, and individual entries.

<text>Dengue cases surge to 1,294 in Iloilo with 5 fatalities
By Panay News -Thursday, June 27, 2024

ILOILO – The province has reported a sharp increase in dengue cases, with 1,294 infections and five deaths recorded from January 1 to June 22 this year.

The latest data showed a 79 percent rise compared to the same period last year, which saw 723 cases.

In just the week from June 15 to 22, the province registered 115 new cases spread across several towns. The breakdown of these new cases includes Lambunao (10), Oton (six), and Badiangan (six), among others, contributing significantly to the surge.

Dengue is a viral infection spread by mosquitoes, causing severe flu-like symptoms and, in extreme cases, death.
Symptoms include a sudden high fever of 104 Fahrenheit degrees, severe headache, nausea or persistent vomiting, swollen glands, muscle and joint pain, pain behind the eyes, and red spots or patches on the skin.

The municipalities with the highest incidence of dengue this year are Lambunao, reporting 88 cases with one fatality, followed by Passi City with 69 cases, and Oton with 67 cases.

Particularly concerning are Badiangan and Miag-ao, which have recorded multiple deaths.

A cluster of cases has been identified in 14 barangays, including San Antonio in Ajuy and Poblacion in Badiangan, indicating localized outbreaks.

The most affected age groups are children one to 10 years old, with 535 cases, and adolescents 11 to 20 years old, with 371 cases.

Dr. Maria Socorro Colmenares-Quiñon, head of the Iloilo Provincial Health Office (IPHO), emphasized the importance of the 4S strategy against dengue, which includes searching and destroying mosquito-breeding sites, wearing protective clothing, seeking early treatment, and supporting strategic fogging in hotspot areas.

Quiñon specifically urged the public to eliminate breeding grounds, especially during the rainy season when stagnant water can become a common breeding site for mosquitoes.

She also called for active community participation in cleanliness drives under the Aksyon Barangay Kontra Dengue (ABKD) initiative.

Furthermore, Quiñon reiterated the need for parents to seek immediate medical attention if their children exhibit fever for more than two days, to promptly determine if it is dengue.

Here’s the complete breakdown of the 115 new dengue cases: Lambunao (10), Oton (six), Passi City (two), Miag-ao (two), Badiangan (six), Calinog (five), Lemery (five), Estancia (three), Dumangas (four), Ajuy (nine), Dingle (eight), Sara (three), Janiuay (five), Banate (three), Pavia (one), Leon (one), Carles (one), San Dionisio (two), San Joaquin (four), Balasan (one), Santa Barbara (four), Cabatuan (six), Barotac Viejo (two), Tigbauan (one), Barotac Nuevo (two), Maasin (five), Igbaras (one), Alimodian (three), Batad (one), Leganes (one), Mina (two), Anilao (two), Dueñas (one), Guimbal (one), Pototan (two), San Miguel (one), and San Rafael (two).

Meanwhile, here are the 10 towns that recorded the most dengue cases since January: Lambunao with 88 cases with one death, Passi City (69), Oton (67), Badiangan (62 cases with two deaths), Calinog (61), Miag-ao (55 cases with two deaths), Lemery (51), Estancia (43), Dumangad (41), and Ajuy (40).
On the other hand, the 14 barangays with clustering of cases are:

* San Antonio, Ajuy – three
* Poblacion, Badiangan – three
* Odiongan, Badiagan – nine
* Astorga, Badiangan – six

<text>‘PORT MAKES A CITY’: Ilonggo senator hails ICTSI investment in Iloilo port
February 1, 2024

By Francis Allan L. Angelo

The significant investment that the International Container Terminal Services Inc. (ICTSI) is poised to inject to develop and manage the Iloilo Commercial Port Complex (ICPC) will reinvigorate the economy and establish Iloilo as an international gateway.

Former Senate President Franklin M. Drilon, a strong advocate for the privatization of the Iloilo port, said the project will see around P1.1 billion in investments within the first two years and more is expected as cargo volume increases.

“With the substantial investment that ICTSI is poised to inject, we are now on the path to realizing our shared aspiration of restoring Iloilo to its former stature as an international gateway, as it was at the turn of the 20th Century when Iloilo was dubbed as the ‘Queen City of the South,’” Drilon said.

“I am glad that ICTSI has finally been awarded the 25-year concession as the port operator. Ricky Razon and ICTSI deserve special recognition for their significant investment and unwavering confidence in Iloilo. ICTSI is a true partner in moving Iloilo forward.”

Drilon said the condition of the port had been a significant impediment to progress, and this partnership with ICTSI could be a game-changer.

“The condition of our ports has been a stumbling block for our development. Iloilo had endured neglect during the past administration, resulting in a lack of capacity and inefficient operations that deterred shipping companies from using Iloilo as a port of call,” Drilon said.

“ICTSI has the experience and financial capability and resources to operate the port efficiently, which will result in job creation and better investment environment. An efficient port operation is the critical missing piece to spur Iloilo’s growth,” he added.

The former senator said ICTSI’s track record bodes well for the development of ICPC.

“With its impressive track record, ICTSI is well-positioned to efficiently manage the ports and address the longstanding congestion issues plaguing our ports, which have deterred potential investors,” Drilon said.

The Ilonggo leader and changemaker said the rehabilitation and modernization of the Visayas Container Terminal (VCT), the future name of the facility after handover to ICTSI – will boost the local economy and position Iloilo as a key player in domestic and international trade.

“After all, as they say, ‘Port Makes a City,’” he added.

Drilon’s advocacy for private sector involvement in the Iloilo port’s management goes back to the late President Noynoy Aquino’s administration.

During the Cory Aquino administration, he played a crucial role in transferring the management of the Iloilo port back to the Philippine Ports Authority, following a period of neglect and mismanagement.

ICTSI will begin its operations of the facility upon contract signing and PPA’s issuance of the Notice to Proceed.

ICTSI’s offer for the 25-year contract involves a concession fee of P750 million for the sixth to 10th year. It is larger than the minimum fixed concession fee of P500 million stated in the contract.

ICTSI executive vice president Christian Gonzalez emphasized that ICTSI’s proposal outlines significant investments in infrastructure upgrades, cargo-handling equipment, and operational efficiency measures to transform the Iloilo Port into a premier gateway.

ICTSI currently features a 627-meter operational quay length and 20 hectares of land for container and general cargo storage, warehousing, and other cargo-handling activities.

“I am confident that this strategic move by the PPA, in collaboration with ICTSI, will lead to a revitalized and efficient port complex in Iloilo,” he added.

As the new port handler, the ICTSI will rename the Iloilo Port the Visayas Container Terminal (VCT).

The enhancements to the infrastructure of the soon-to-be VCT are expected to facilitate an increase in international container ship arrivals and streamline the flow of goods in and out of the port.

PPA data showed that cargo throughput in the Visayas reached 38.1 million metric tons from January to September last year, representing approximately 19 percent of the total cargo volume across the country during that period.

With its redevelopment and expansion, the PPA aims to convert ICPC into an exclusive port for international vessels and cargoes to decongest the main gateway in Manila.

Domestic vessels and cargoes will only be allowed in the initial five years of the contract or until completion of the port development project at Fort San Pedro port in Iloilo City proper.

The ICTSI is the sole bidder for the 25-year contract to manage and operate the cargo-handling and related services of the Iloilo Port, according to the PPA.

The Razon-owned company won the contract after it was rebidded on January 11 this year.

In the first bidding on December 18, 2023, the ICTSI’s sole bid was declared failed due to the absence of a notarized Secretary’s Certificate or any legal document confirming ICTSI’s authorization in its Omnibus Sworn Statement. (With a report from Rjay Zuriaga Castor)</text>

<text>Reading, Math proficiency of Iloilo learners improves

By Ime Sornito -Monday, March 11, 2024

ILOILO – The Iloilo Schools Division reported a notable decline in the number of students unable to read or perform basic mathematical calculations, thanks to the implementation of the “Tib-ong Bumulutho” program.

Dr. Ernesto Servillon Jr., superintendent of Iloilo Schools Division, highlighted the success in addressing the educational challenges exacerbated by the COVID-19 pandemic, which saw a drop in reading and numeracy skills due to the suspension of in-person classes.

With the resumption of face-to-face learning, the Schools Division Office (SDO) conducted thorough pre- and post-assessments for the 2022-2023 School Year, utilizing the Philippine Informal Reading Inventory (Phil IRI) and the Enhanced Regional Unified Numeracy Test (ERUNT) to evaluate student progress.

These assessments covered Grade 3 to Grade 11 students for reading and Grade 1 to Grade 11 for numeracy.

The pre-assessments were carried out at the start of the 2022-2023 school year, while the post-assessments took place in December 2023.

The results were promising: of the 225,766 learners tested (out of 245,645 enrollees) from Grade 3 to Grade 11 in reading, 168,083 (74.45 percent) were below the standard reading level during the pre-assessment. This number dropped to 105,320 learners (46.65 percent) in the post-assessment, marking a 27.80 percent improvement.

Similarly, numeracy skills have seen notable enhancements.

The “Tib-ong Bumulutho” program, a comprehensive initiative focused on remediation in reading and numeracy, is credited for this improvement. It included capacity building for teachers, the hiring of remedial instructors, and targeted district/municipal efforts.

Following the success of the December 2023 assessments, the program reported that 52 schools now have no non-readers, and 59 schools have eradicated numeracy issues among students.

Dr. Servillon remains optimistic about further progress by the end of the current school year, attributing the positive outcomes to the collaborative efforts between the Department of Education, local government units, the Synergia Foundation, private organizations, and the commitment of the provincial government under Gov. Arthur Defensor Jr. to support the initiative.</text>

              <text>HFMD cases in Iloilo down

By Ime Sornito -Monday, March 11, 2024

ILOILO – Cases of hand-foot-and-mouth disease (HFMD) in this province decreased.

From January 1 to February 24, the Iloilo Provincial Health Office (IPHO) recorded 112 cases – a 96 percent dropped from the 2,782 cases recorded during the same period in 2023.

HFMD is a contagious viral infection most commonly found in young children. It is characterized by mouth sores and rashes on the hands and feet.

The municipalities reporting the highest number of cases so far this year were Lambunao with 24 cases, followed by Banate and Barotac Viejo with 11 cases each, Igbaras with 10 cases, Oton with eight, San Dionisio with seven, Lemery with six, Badiangan with five, Zarraga with four, and Leon with three.

Other towns reporting cases were San Joaquin, Mina, Passi City, and Calinog, each with two cases; Bingawan, Sara, Tubungan, Leganes, Santa Barbara, and Cabatuan, also with two cases each; and Ajuy, Janiuay, Miag-ao, Tigbauan, Guimbal, San Rafael, and Maasin, each with one case.

Fifteen towns have reported no cases: Alimodian, Anilao, Barotac Nuevo, Batad, Carles, Concepcion, Dingle, Dueñas, Dumangas, Estancia, New Lucena, Pavia, Pototan, San Enrique, and San Miguel.

The province of Iloilo is comprised of 42 towns and one component city, Passi.

The IPHO attributed the decrease in cases to heightened public awareness about HFMD, particularly regarding preventive measures such as maintaining cleanliness and hygiene, especially among children, and isolating children or keeping them home from school if they exhibit signs and symptoms of HFMD.

Other signs and symptoms of HFMD include fever, sore throat, feeling unwell; painful, red, blister-like lesions on the tongue, gums, and inside of the cheeks; a red rash without itching but sometimes with blistering on the palms, soles, and sometimes the buttocks; irritability in infants and toddlers; and loss of appetite.

Dr. Maria Socorro Colmenares-Quiñon, the IPHO chief, noted that most HFMD cases occur in children, especially those at the Day Care and Grade School level. She explained that the virus spreads when children touch surfaces that have also been touched by an infected child.

Quiñon advised parents to seek permission from teachers to excuse their child from classes for seven to 10 days upon noticing early symptoms of HFMD to prevent spreading the infection.

Teachers in daycare centers are reminded to practice frequent sanitation and disinfect commonly touched surfaces, such as doorknobs, tables, and chairs, to help prevent the spread of the disease.</text>

<text>P30-M abattoir to rise in Concepcion

By Ime Sornito -Tuesday, March 12, 2024

Gov. Arthur Defensor Jr. leads the groundbreaking and time capsule laying for the Double A abattoir in Concepcion, Iloilo on March 8.

ILOILO – To provide consumers with premium meat products, the Iloilo provincial government, through the assistance of World Bank, is establishing a Double A abattoir in Sitio Anak Bukid, Barangay Lo-ong, Concepcion town.

The abattoir, situated on a 4,407-square meter lot, has the capacity to cater to 50 heads per day for swine and eight heads per day for cattle, and adheres to the standards of the National Meat Inspection Service.

It features a slaughterhouse, holding pen, boiler and generator set room, water treatment facilities, and decomposting chambers which ensure compliance to animal welfare, food safety, and environmental standards.

Gov. Arthur Defensor Jr. spearheaded the groundbreaking ceremony together with Provincial Administrator Raul Banias, Philippine Rural Development Project (PRDP) deputy project director Engr. Jose Albert Barrogo, Mayor Milliard Villanueva, municipal officials, and Punong Barangay Rizalino Panes Jr. on March 8.

They were also joined by Provincial Engineer Romeo Andig, Provincial Veterinarian Dr. Darel Tabuada, Provincial Planning and Development Officer Mario Nillos, and Executive Assistant to the Gov. Niel Tupas III.

Engr. Andig said that upon its completion in November this year, cheaper butcher fee for cattle is expected from P2,000 to P800 and from P600 to P405 for swine.

Defensor, for his part, said the facility could also contribute to local economy by providing additional source of revenue through job opportunities and marketable high quality meat.

The governor added that the abattoir could also aid the province in recovering from African swine fever (ASF) by venturing into the pork processing industry.

“We export 8,000 swine heads to Luzon every month but we don’t process pork products. With a high standard slaughterhouse, we can have a processsed pork industry. Instead of exporting heads, we should export processed meat. It will give us additional source of revenue,” Defensor said.

The P29.950-million facility is funded through the Department of Agriculture’s (DA) PRDP.

The World Bank is shouldering 80 percent of the project cost with a counterpart of 10 percent each from the DA and the provincial government.</text>

<text>Prov’l gov’t seeks health hazard mitigation strategies for Pan De Azucar mining

By Ime Sornito -Tuesday, March 12, 2024

Atty. Cesar Emmanuelle Buyco Jr. (inset, Photo courtesy AJ PALCULLO/PN), head of the Iloilo Provincial Environment and Natural Resources Office, says mineral exploration activities on Pan De Azucar Island in Concepcion town could resume only after the two mining companies’ mitigating measures are approved by the Mines and Geosciences Bureau and the Environmental Management Bureau.

ILOILO – Following the issuance of cease and desist orders (CDOs) for mineral exploration activities on Pan De Azucar Island in Concepcion town, two mining companies have been directed to submit comprehensive mitigation measures.

These measures aim to protect the island’s marine life and prevent the potential contamination of groundwater with arsenic.

Atty. Cesar Emmanuelle Buyco Jr., head of the Provincial Environment and Natural Resources Office (PGENRO), said mineral exploration activities could resume only after the presentation and approval of mitigating measures by the Mines and Geosciences Bureau (MGB) and the Environmental Management Bureau (EMB).

The companies served with CDOs last week, TVI Resource Development (PHILS) Inc. from Makati City, and Mindoro Resources Ltd. from Canada, have not been given a specific timeline to submit the required plans.

They will be barred from resuming exploration activities until they can present a detailed strategy addressing potential environmental impacts.

According to Buyco, although the companies have environmental plans, these were found to be too general and lacked specific actions for scenarios such as water contamination or measures to control drilling operations to avoid affecting groundwater and other environmental components.

He further noted that not specifying the exact exploration area raises concerns about the companies’ environmental commitment and planning.

“Pag-review namon sang ila plan, daw ka general sang ila mitigating measures. Waay gani naistoryahan kon paano nila control-on ang tubig nga nagasulod halin sa bay area pakadto sa ila to kay nakaabot gali to ang tubig dagat. Kon naga-drill sila to may matandog sila sudlan sila sang tubig dagat, ano na lang. So, kami sa PGENRO daw indi kami satisfied sa na-lay down nila nga mitigating measures,” Buyco told Panay News yesterday morning.

He added: “Ang mitigation (measure) siguro is to conduct sang ila nga drilling without risking exposure sa groundwaters that are being used sang residents didto.”

The serving of CDOs came after the detection of arsenic compounds in the groundwater of Barangay Taloto-an, one of the three barangays in Pan de Azucar.

The other two barangays are Macatunao and Tambaliza.

“Ang akon concern sini is may presence sang arsenic. Ang arsenic nga daan is ginatawag the perfect poison, kay indi ka kabalo kon ginalason ka, indi mo mabal-an nga ginalason ka na gali,” Buyco explained.

He also said that, upon study, the inhalation or consumption of anything contaminated by the arsenic compounds poses health hazards, especially to the residents.

Apart from this, Buyco also worries about the domino effect, which will lead to the destruction of the island’s ecosystem once the groundwater is contaminated.

Pan De Azucar Island has been recognized for its ecological significance, being declared an eco-tourism site and a crucial island ecosystem.

To recall, a field investigation conducted by PGENRO on January 10, 2024, confirmed the presence of arsenic in the groundwater, highlighting the risk to the residents, particularly of Barangay Taloto-an from arsenic exposure.

Arsenic contamination of groundwater is a significant problem in many parts of the world, leading to poisoning when people consume water with high levels of arsenic over long periods.

Chronic exposure to arsenic can cause serious health issues, including skin lesions, cancer, cardiovascular diseases, and diabetes.

Gov. Arthur Defensor Jr. also emphasized the potential widespread ecological impact on the island’s closed ecosystem from such mineral exploration activities.

The report from the PGENRO investigation has been forwarded to the Environment Management Bureau’s Pollution Adjudication Board for a comprehensive evaluation and necessary action.

Defensor underscored the responsibility of the provincial government to steward the environment and natural resources, aiming to ensure public health and safety, maintain a balanced ecology, and protect the well-being of its citizens.

The cessation of exploration activities will continue until protective measures for marine life and mitigation strategies for arsenic contamination are established, and the conditions from the investigation are met.

Defensor highlighted the role of the national government, through the Mines and Geosciences Bureau of the Department of Environment and Natural Resources (DENR), in issuing mining permits. However, he argued for the necessity of involving and informing the local government units (LGUs) concerned, underscoring the LGUs’ role in environmental management.

The controversy surrounding mining exploration on Pan De Azucar Island emerged following opposition from residents and officials of the three barangays, signaling a broader dialogue on the management and oversight of natural resources within the region.</text>

<text>RIGHTS AND RISKS: City mayor backs civilian ownership of semi-automatic rifles amid safety concerns

By Panay News -Tuesday, March 12, 2024

BY GEROME DALIPE IV

ILOILO City – In the wake of concerns that allowing civilians to own semi-automatic rifles could pose potential risks, Mayor Jerry Treñas sees no issue with the move of the Philippine National Police (PNP).

“As long as you are a responsible gun owner, I don’t see anything wrong,” Treñas said in a press conference yesterday.

Treñas also minimized concerns among some gun enthusiasts that permitting civilians to have semi-automatic rifles might encourage a gun culture within society.

However, the mayor emphasized the importance of enforcing strict regulations on firearm ownership, given the potential harm such firearms could cause if they ended up in the wrong hands.

Under Republic Act (RA) No. 10591, known as the Comprehensive Firearms and Ammunition Regulation Act, the general prohibition is against civilians owning automatic rifles.

The law permits civilians to own certain types of firearms but imposes strict regulations on their possession, use, and carrying to safeguard public safety.

Automatic rifles, categorized as “prohibited firearms” for civilian ownership, are typically restricted to specific government entities and law enforcement agencies.

Automatic rifles are classified as Class-A firearms, usually reserved for military and law enforcement purposes. However, the PNP has recently announced a forthcoming policy allowing civilians to legally own semi-automatic rifles.

A technical working group has proposed a minor amendment to the implementing rules and regulations (IRR) of RA 10591, which has been forwarded to the University of the Philippines Law Center for publication, fulfilling the law’s publication requirement.

Earlier, the Civil Security Unit Region 6 pointed out potential advantages, such as a decrease in unregistered firearms due to stricter regulations and an increase in government revenue through licensing fees.

Police Lieutenant Richard E. Lumbres, chief of the Firearms and Explosives Section of the Civil Security Unit 6 at the Police Regional Office 6, also assured the public that safety protocols, including neurological examinations and other assessments to determine an individual’s eligibility for gun ownership, would remain intact.

According to the implementing rules and regulations of RA No. 10591, an ordinary citizen may own and possess firearms if they meet certain criteria, including being a Filipino citizen, at least 21 years old at the time of application, having an occupation, business, or having filed a tax return as proof of income.

Additionally, applicants must provide court clearance demonstrating that they have not been convicted by final judgment of a crime involving moral turpitude or are not currently accused in any pending criminal case before any court of law for a crime punishable by more than two years.

Applicants are also required to obtain neuropsychiatric clearance from the PNP Health Service or its accredited psychiatrist or psychologist and drug test clearance.

They must also acquire a certificate proving they passed the required gun safety and responsible gun ownership seminar.

Required documents include police clearance, birth certificate, proof of latest billing, two valid identification cards, income tax return, certificate of employment, or business permit.</text>
