<text>Robust flood response seen with advanced early warning systems
By Ime Sornito -Monday, July 22, 2024

ILOILO – The Provincial Disaster Risk Reduction and Management Office (PDRRMO) has confirmed that all 43 local government units (LGUs) in this province are equipped with advanced flood early warning systems, enhancing their capability to take appropriate measures, including preemptive and forced evacuations, during emergencies.

According to PDRRMO head Cornelio Salinas, these early warning systems, primarily installed at dikes and bridges, are managed by Municipal Disaster Risk Reduction Management Office (MDRRMO) personnel.

These systems utilize a color coding scheme or physical measurements in meters and centimeters marked on dikes and bridge pillars to monitor water levels during heavy rainfall.

Once the MDRRMO personnel detect critical water levels at any dike or bridge pillar, Salinas said decisions are made regarding the necessity to conduct preemptive evacuations for households in flood-prone areas.

“The bridges and dikes have corresponding color codings or measurements. If water reaches these predefined markers, it triggers the LGUs to initiate preemptive evacuation,” Salinas explained to Panay News.

In addition to the color-coded early warning systems, the municipality of Pavia, which is being straddled by two major rivers – Aganan and Tigum – has also installed a system to monitor water levels. This system is designed to alert downstream municipalities about rising water levels in these two river systems.

The provincial government under Gov. Arthur Defensor Jr. has distributed more than 50 rain gauges across the 43 LGUs to measure actual rainfall, reducing reliance on the general forecasts from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). These rain gauges were produced by the Iloilo Science and Technology University (ISAT-U), with the provincial government allocating P800,000 for this initiative.

Training sessions have also been conducted by the PPDRMO, in collaboration with PAGASA, for focal persons of the Civic Welfare Training Service (CWTS) of the National Service Training Program (NSTP) from various schools within the province, aiming to enhance their skills in reading rainfall volumes through these gauges.

Salinas cited the crucial role of these rain gauges in providing immediate and accurate rainfall measurements for specific areas.

He also mentioned that the provincial government is exploring a proposal from the Department of Science and Technology (DOST) to invest P8 million to P10 million in a comprehensive early warning system to further improve flood monitoring in the province.

Moreover, Salinas highlighted that the 43 LGUs, including the provincial government, are well-prepared to respond to flooding, having learned from previous super typhoons. Some LGUs have even acquired water assets for search and rescue operations, such as Pavia and Lambunao.

The provincial government has also purchased 10 rubber boats and 10 flood boats for use during floods.

Salinas advises all residents in landslide and flood-prone areas to remain vigilant, especially during heavy rains, and to comply with preemptive evacuation orders to avoid any unfortunate incidents or injuries, aiming for a zero casualty rate during extreme weather conditions.

Data from the PDRRMO showed municipalities very high susceptible to flooding, landslides, and storm surges.

* flood – Oton in the 1st District; Leganes, Pavia, and Zarraga in the 2nd District; Calinog and Pototan in 3rd District; Barotac Nuevo, Dueñas, and Passi City in 4th District; and Balasan, Carles, Concepcion and Estancia in the 5th District

* landslide – Igbaras, Miag-ao, San Joaquin, and Tubungan in the 1st District; Alimodian and Leon in the 2nd District; Calinog, Janiuay, Lambunao, and Maasin in the 3rd District; San Enrique in the 4th District; and Ajuy, Barotac Viejo, and Sara in 5th District.

* storm surge – Guimbal, Miag-ao, San Joaquin, Tigbauan, and Oton in the 1st District; Leganes and Zarraga in the 2nd District; Anilao, Banate, Barotac Nuevo, and Dumangas in the 4th District; and Ajuy, Batad, Carles, Estancia, and San Dionisio in the 5th District./PN

By Mariela Angella Oladive

Ilonggo entrepreneurs who demonstrated remarkable achievements and made significant contributions to the local business landscape were recognized during the Philippine Chamber of Commerce and Industry (PCCI) Iloilo Chapter’s second annual Ilonggo Entrepreneur Awards on December 27, 2023, at the UPV Performing Arts Hall.

The awards featured the following categories: Aspiring Ilonggo Entrepreneur, Young Ilonggo Entrepreneur, and the coveted Ilonggo Entrepreneur of the Year.

The nominees included Ediscape, Flour, Healthy Kitchen, Huzons, Max Pillows, Prometheus, and Rezbin.

Ilonggo Entrepreneur of the Year

In recognition of his exceptional leadership and impact on the community, Gerardo “Gerry” Guadarrama, the driving force behind Biscocho Haus, was named Ilonggo Entrepreneur of the Year.

In his acceptance speech, Guadarrama attributed the success to his parents, who started Biscocho Haus 48 years ago.

“It’s a great honor to be bestowed with this award tonight, but the real honor belongs to my parents,” Guadarrama stated and further added how his education in the US, made possible by the family business, had been integral for turning the company around.

Reflecting on the long history of Biscocho Haus, Guadarrama highlighted the company’s growth after overcoming setbacks, emphasizing its role in preserving Ilonggo’s culinary heritage.

Aspiring Ilonggo Entrepreneur

The Aspiring Ilonggo Entrepreneur of the Year 2023, an award given to entrepreneurs who have the entrepreneurial acumen and are committed to addressing society’s issues and problems, was clinched by Matthew Cristi Martirez of Rezbin, who also secured the Merit Awards for the same category under the tech subcategory.

Reflecting on the challenging journey of founding Rezbin, Martirez shared, “When we started Rezbin, it wasn’t an easy decision to make, especially after two failed startups in Manila prior… If you really want to be an entrepreneur, you will find a way to do it.” His determination led him back to Iloilo, driven by a belief in the city’s potential.

Homer Deloso of Ediscape received the Aspiring Ilonggo Entrepreneur Merit Award for the non-tech category.

Young Ilonggo Entrepreneur

Myka Ella Perlas of Healthy Kitchen received both the Young Entrepreneur of the Year and Sustainable Entrepreneur Award for her positive impact on the community.

In her message, Perlas shared her aspirations behind her decade-old venture, which aimed to challenge perceptions about healthy food, proving that it is not boring or bland but can be delicious and nutritious.

Under the same category, Daily Guardian VP External and Prometheus CEO Lcid Crescent Fernandez received the Innovative Entrepreneur of the Year award for developing a new and innovative business model.

Other notable awards included the Social Entrepreneur Award for Tracy Fontanillas of Flour, and the Creative Entrepreneur Award given to Levy Anne Samson Amosin of Huzons.

The judging panel, composed of distinguished individuals from various sectors, meticulously evaluated the nominees based on innovative business practices and community impact.

The criteria focused on excellence, resilience, and transformative contributions to the Ilonggo business landscape.

The recipients of major awards were given a unique trophy designed by Marzz Capanang. The trophy was inspired by the Tariktik, also known as the Visayan Hornbill, symbolizing the exceptional qualities possessed by an inspiring entrepreneur from Iloilo, such as resilience, demonstrated by the bird’s ability to soar through difficult challenges.

In an interview, PCCI President Fulbert Woo highlighted the chamber’s commitment to recognizing and celebrating the entrepreneurial spirit that drives economic growth and community development in the region.

He also cited the significance of instilling a sense of purpose among the youth engaged in business.

“We want to recognize and celebrate young entrepreneurs because we would like to encourage that while you are young and doing business, you have to think beyond personal gain. It’s not just about filling our pockets; we need to achieve goals with a purpose — goals that involve social awareness, innovation, and continuity,” Woo said.

The Ilonggo Entrepreneur Awards 2023 served not only as a recognition of outstanding achievements but also as a call to action for entrepreneurs to contribute positively to the community. The event highlighted the dynamic and innovative spirit of Ilonggo entrepreneurs, setting the stage for continued growth and success in the region.

<text>Urban Rendezvous: The city through the art of Java and Setubal
January 17, 2024

By John Anthony S. Estolloso

TO SAY that the city is a mere composite of entities would be an understatement of what were projected within the frames of Mark Vincent Java’s panoramas and the assemblages of Cristhom ‘Dodoy’ Setubal. Last January 10, the lobby of Days Hotel at the Atrium played host to the opening of a collaborative exhibit of the works of these two artists, bringing to the consciousness of the viewers a fresh look at the city as a shared space.

Mark Vincent Java’s style of panoramic depictions of local mise-en-scènes of Iloilo City is readily recognizable by most art connoisseurs of the region. While its intention is to capture the scenarios and the denizens that congregate through its hubs, his canvases likewise ‘freeze the present’, thus fulfilling an essential function of art: to hold up a mirror, reflect, and preserve for posterity, the zeitgeist of the artist and his contemporaneity.

Peer closely at his panoramas and you start to identify the routinary details that give life to the city: the street vendors hawking their afternoon supply of fishballs and tempura, the frozen figures that would have gyrated in Zumba exercises at the plazas, the early morning joggers oblivious to sun or smoke, the tricycles idly parked and waiting for passengers, and the ever-ubiquitous pedestrians strolling through the busy sidewalks and crisscrossing thoroughfares.

While patrons of Java’s work are acquainted with his usual panoramic projections – a Larry Alcala vibe sans the comic – the exhibit likewise introduced viewers to a shift in style: new to the audience and transcending the two-dimensional panoramas are impressionist renditions of similar urbanscapes. Through the hazy daubs of colors and the barely discernible figures of buildings and people, one senses the frenetic hustle and bustle of city life, the homely urbanity that the city-bred Ilonggo is most familiar with.

As Java’s art attempt to capture the current Ilonggo spirit of our time, Dodoy Setubal’s assemblages on the other hand attempt to recreate the iconic images that, perhaps for some of us, have been around long before even we were born: it is indeed an urban rendezvous of the historical and the contemporary.

Even as Setubal’s exhibit of Panayanon churches sits stolidly at the National Museum just some few hundred meters away from his current collection, his display of the landmarks of Iloilo City retains the same authenticity of upcycling from odd bits and ends of castoff material.

Set on veneered planks of wood are the icons encountered in the public spaces of the city: the regal tower of Arevalo’s plaza with its ostentatious crown, the silent caryatids of Arroyo fountain standing upon their base of crustaceans, the sprawling Aduana with its simple yet well-defined lines, and the several heritage houses that dot certain sections of the city are reimagined through pieces of plastic and metal, cardboard and wire.

One senses some irony in the hodgepodge and the bricolage: the elevation of discarded and ordinary materials into representations of the monuments that have become the city’s metaphors. In a sense, the simplest and humblest of things ‘make sense’ of the grandest of our public structures, a subtle suggestion perhaps that what truly defines Iloilo City lies not so much on the grand and great but on the constant and low-key conventionalities of the Ilonggo lifestyle.

Though we can readily say, at first glance, that the artists’ works escape the scrutiny of weighty interpretation, they nonetheless invite the viewer to look closely at the elements and details that build up the whole and immerse in the kaleidoscopic structuring of colors, lines, and materiel. To critique art after all does not lend itself only to interpretation: it likewise necessitates description and evaluation, and if these suffice, then the value – or our understanding – of the artworks would not have been diminished at all.

In both collections, the mundane becomes extraordinary: whether projected as panorama or assemblage, the images identified with Iloilo City are reiterated as narratological artifacts, talking about the present and retelling what was past. After all, where else can the past truly meet the present than in the many iterations of art?

CEBU City – Barotac Nuevo Central Elementary School, representing Western Visayas, salvaged a bronze medal finish in the 2024 Palarong Pambansa elementary boys football event here.

The Ilonggo squad made sure to land a podium finish, scoring a dominant 4-0 victory over the Bicol Region in the battle-for-bronze medal game held at the Don Bosco Technical College.

Among the players of the Western Visayas squad were Bryan Ejar, Fritz Azhryl Chavez, Ezekiel Joan Surmieda, Khyhlle Anthore Yu, Devon Cris Torres, Luke Gabriel Derotas, Geric Matthew Jimena, and Carl John Betco.

Also in the squad were Andrex Quinn Martinez, Nijel James Cagampang, Jashan Myar Unipa, Jhan Ryan Matillano, Lemuel Hervas Jr., Nhelro Valderama, Nyel Zano Eribal, Edrian Manos, and Marvin John Lestingio.

The Western Visayas elementary boys booters were handled by coaches Samson Flores Jr., Ariel Bedic, and Nigel Montaño.

Meanwhile, Tañon Maroons-San Carlos City, which represents Western Visayas secondary boys football squad, failed to sustain their strong start to suffer a 3-2 loss to National Capital Region in the finals at the Dynamic Herb Sports Complex in Cebu City.

The Francis Roy Bacuna-mentored Negrense booters had a strong start as they quickly nailed two goals in the opening half, but NCR responded with two goals of their own for a 2-2 score.

The Far Eastern University Baby Tamaraws-represented NCR then completed their victory in the extra time as they knocked down the go-ahead goal past the Western Visayas’ defense.

Despite the defeat, Bacuna remained optimistic with his squad as they managed to reach all the way to the championship round despite facing tough opponents along the way.

“This is a huge achievement for us because we did not expect to reach this far,” Bacuna said. “But this gives us the confidence to try and win the gold medal in the next Palarong Pambansa.”/PN

ILOILO City – Western Visayas narrowly missed tying for second place with Region IV-A or Calabarzon in the just-concluded 63rd edition of the Palarong Pambansa, held in Cebu City.

The region garnered 56 gold medals, 41 silver, and 41 bronze, positioning them third in the national games.

Region IV-A managed to secure the second spot with a slightly higher tally of 57 golds, 51 silvers, and 53 bronzes.

Dominating the competition, the National Capital Region (NCR) claimed the top position with an impressive haul of 98 golds, 66 silvers, and 74 bronzes.

Western Visayas showed a strong performance across various sports, with gold medals mainly coming from athletics, swimming, taekwondo, softball, table tennis, tennis, chess, basketball, arnis, sepak takraw, wushu, baseball, badminton, volleyball, gymnastics, and boxing.

Reflecting on last year’s games held in Marikina City, Western Visayas had finished in second place, securing 60 golds, 45 silvers, and 44 bronzes, just behind NCR, which has been the overall champion for 17 consecutive years.

Hernani Escullar Jr., the Department of Education (DepEd) Region 6 information officer, remarked that there was no significant factor that impeded the athletes’ performance at this year’s games.

“No major factor affected the performance of our athletes. They gave their best, but we were short by one gold medal,” Escullar told Panay News.

A post-assessment is planned by the committee to evaluate the feedback and performance during the 2024 Palarong Pambansa.

Palaro 2024 saw participation from 933 delegates from Western Visayas, including 601 athletes, 136 coaches, assistant coaches, and chaperones, and 196 management and working committee members.

Among the athletes, 214 were elementary level participants, 346 were secondary level, and 41 competed in Paragames.

Escullar previously noted that the region aimed to clinch the first rank this year, resulting in intensified training across all sporting events, including arnis, athletics, badminton, gymnastics, and others./PN

<text>‘Jalaur dam to boost W. Visayas rice output’

ILOILO—President Marcos led the ceremonial opening of the floodgates for the Jalaur River Multi-purpose Project Stage II (JRMP II) in Calinog, Iloilo, marking a significant milestone for the region’s agriculture and infrastructure.

The P20 billion project is expected to increase Western Visayas’ rice production by 160,000 metric tons, or 20 percent of the region’s annual rice requirement.

The JRMP II includes three main components: irrigation development, environmental and watershed management, and institutional development.

“This dam is just the beginning of our efforts to develop the country’s water resources,” said President Marcos during the unveiling of the project marker.

The project will benefit 7,000 farmers across 17 municipalities in Iloilo’s first to fifth districts. It will also provide 86 million liters of water daily for commercial and industrial needs in Iloilo province and Iloilo City.

“On top of its use for irrigation, a portion of the water from the High Dam’s reservoir, or around 86 million liters per day, will be utilized to supply the commercial and industrial bulk water requirements of Iloilo City and its neighboring municipalities,” added Mr. Marcos.

The JRMP II is also set to generate 6.6 megawatts of hydroelectric power, contributing to Panay Island’s electricity supply. Future plans for the project include the development of inland fisheries, floating solar energy systems, and eco-cultural tourism.

Mr. Marcos named the project “Katuwang sa Kauswagan” or “Partner in Progress,” expressing hope that it will serve as a benchmark for similar large-scale projects.

“Let this project serve as a benchmark and an inspiration for all endeavors of this scale and of this magnitude,” he said.

The President expressed gratitude to Korean Ambassador Lee Sang-hwa for South Korea’s partnership in this and other significant projects in the Philippines.

The President committed to accelerating the completion of JRMP II.

“I think it is entirely too long that Phase I, completed in my father’s time, should now see Phase II completed in my time. We should not have waited that long. We need to accelerate the process a little bit,” he said.

The JRMP II is set to become the largest water reservoir project built by the National Irrigation Administration outside Luzon.

The project is targeted to be completed and operational by the end of 2025.</text>

CEBU City – Anilao Central Elementary School, representing Western Visayas, emerged as gold medal winners in the elementary boys baseball event of the 2024 Palarong Pambansa here.

The Region 6 squad claimed Anilao’s first-ever Palaro baseball gold following a tight 5-4 victory over CALABARZON in the championship game held on Tuesday at the Filinvest City di Mare.

Jonas Dionela stepped up for Western Visayas to be awarded Most Valuable Player, Homerun King, Runs Batted In (RBI Kings) and Most Stolen Base, while Kim Cupan was named Best Pitcher.

Also part of the squad were Mark Leanns Rapista, AJ Aragona, Christian Dale Silva, Rieven Dalida, JM Dumadiego, Isaiah Joshua Galarpe, Brent Andrei Belgira, Gab Judah Marl Loste, Mike Navigar, and Ryn Michael Delmo.

Anilao had a perfect elimination round campaign as they scored a 12-0 victory over CARAGA squad before pulling of lopsided victories over CARAA (7-2) and EVRAA (13-2).

The Western Visayas representatives got challenge in the quarterfinals round against Region 1, which they defeated with a score of 12-8, before repeating over EVRAA in the semifinals.

Nathalie Ann Debuque, the mayor of Anilao town in Iloilo province, said the gold medal feat was a special moment for her town as they fell short of winning the Palaro baseball gold before.

“In a remarkable and unprecedented accomplishment, Anilao has won its first-ever gold medal in the 2024 Palarong Pambansa Baseball Elementary (Little League) marking a momentous occasion in our town’s history,” Debuque said in a Facebook Post.

“This historic victory was achieved because of the outstanding skills, determination, and sportsmanship of our team to bring home the gold to our beloved town,” added the mayor.

“This first-ever gold medal of Anilao in the Palarong Pambansa and first in Western Visayas in the field of Baseball is not only a testament to the talent and determination of our players but also serves as an inspiration to all aspiring athletes in our town. It is a reminder that with hard work, dedication, and community support, anything is possible,” she further said./PN

<text>President Ferdinand Marcos Jr. on Tuesday stressed that water development projects enhance irrigation, provide potable water, bolster food production, support energy initiatives and promote tourism.

He made the statement at the inauguration of the Jalaur River Multipurpose Project (JRMP) Stage II Dams in Iloilo City. The P20-billion project of the National Irrigation Administration (NIA) is the government’s flagship project in Western Visayas.

“In the past, we only built irrigation dams for the single purpose of watering our agricultural production areas. Then we made flood control projects to stop flooding and invested billions more for bulk water,” Marcos said.

“Our water development projects would not just bring irrigation or potable water to our people, but will help address flooding, produce food, generate electricity, and develop tourism,” the President added.

He said the project would further boost development of the agriculture sector and the local economy of Western Visayas.

Marcos noted that Iloilo City and the neighboring areas would need 86-million liters per day of high dam reservoir water for commercial and industrial bulk water needs.

He said the project would provide uninterrupted irrigation water to over 30,000 hectares of service area and 25,000 farmers.

“In fact, it is estimated to help increase annual rice production in Region 6 by 160,000 metric tons, which is almost 20 percent of the region’s annual rice requirement,’’ he added.

Additionally, Marcos said the project’s 6.6-megawatts of hydroelectric power will improve Panay Island’s electricity supply.

He noted that the government was strategically harnessing the country’s water resources while wisely investing limited funds in projects that would bring optimal development to the country.

The Chief Executive expressed his gratitude to the South Korean government for partnering with the Philippine government to make the project possible while commending both the NIA and the workforce behind the project.

Marcos recalled that former Senate President Franklin Drilon, who was at the inauguration, had pointed out to him that he had been involved in the project for 13 years, beginning in the administration of the late President Benigno Aquino III.

“I think it is entirely too long that Phase I that was completed in my father’s time, that Phase II should be completed in my time. We should not have waited that long. I think we need to accelerate the process a little bit,” Marcos said.

“While the work to build this project is almost done, our service to the people never ends,” he added.

<text>In celebration of its 87th Charter Day, the Iloilo City Government, in partnership with the Iloilo Festivals Foundation Inc. (IFFI), officially launched the Saot Ilonggo: Iloilo Traditional Folkdance Festival on July 12.

The festival aligns with this year’s theme, “Rise, Iloilo City: Remarkable Ilonggos Sustaining Excellence at 87,” and seeks to encourage educators to research and preserve authentic Ilonggo dances. It also aims to innovate and create new dances that reflect the city’s heritage and engage the youth in promoting cultural festivals.

“Our purpose is to create our own research folk dance. There are many subjects for research. Every district of our city has a story worthy of research,” said Festival Director Ramil Huyatid.

Huyatid highlighted potential topics for research, including the Feast of Candelaria, the all-male saints in Jaro district, the Sta. Ana Church with its all-female saints in Molo, the Chinese invasion in Molo, and the historical Calle Real.

The festival will feature dances identified by national artist for dance Francisca Reyes Aquino and other authorities, such as Paseo de Iloilo, La Jota San Joaquiña, Bucasoy, and Kuratza, which originated from Iloilo municipalities.

Mayor Jerry Treñas expressed his excitement for the festival, noting Iloilo’s unique character.

“Iloilo is known as the city where the past is always present. This is evident in our rich culture and heritage, architectural marvels, culinary delights, and way of life, reflecting a deep-rooted sense of pride and identity. However, there are aspects of Ilonggo culture and heritage that remain undiscovered, waiting to be unearthed and cherished by our younger generation,” he said.

Citing Newton’s first law of motion, Treñas emphasized the importance of proactive engagement with cultural heritage.

“We must tap into our curiosity and explore the depths of our heritage to truly appreciate its significance. The Saot Ilonggo Traditional Folk Dance Festival was conceived as a collaborative endeavor to safeguard our cultural legacy. This festival serves as a platform for us to rediscover our roots and craft our narrative,” he added.

IFFI President Allan Tan extended his gratitude to everyone involved in the initiative, acknowledging their efforts in bringing the Saot Ilonggo festival to fruition.

The festival, which will become a regular part of the Charter Day celebration every August, will feature a small competition during its initial presentation next month to introduce the event.</text>
