<text>Veggie gardens seen to boost brgy food security

By Ime Sornito -Wednesday, July 31, 2024

ILOILO City – The Department of Interior and Local Government (DILG) has called on all 4,051 barangays in Western Visayas to establish vegetable gardens as part of the “Halina’t Magtanim ng Prutas At Gulay” (HAPAG) program, aiming to bolster food security and address hunger-related issues in the region.

Data from DILG-6, as of July 2024 showed 3,045 barangays have already set up their HAPAG gardens.

The initiative targets the integration of food security measures to alleviate hunger in communities.

DILG-6 director Juan Jovian Ingeniero issued a memorandum urging all barangays to adopt this program by setting up vegetable gardens to meet the residents’ food security needs.

Ingeniero emphasized the importance of urban barangays, which have denser populations and a higher demand for food, to establish even small-scale gardens.

“One of the mandates of each barangay is to assist our less fortunate citizens to at least alleviate hunger and ensure they have food daily. The HAPAG aims to support our fellow citizens in this aspect,” he pointed out.

He further explained that once a barangay establishes a vegetable garden, there would be less need for the barangay officials to request assistance from the local government unit (LGU) level to purchase food for their impoverished residents. If aid is requested, it would be a considerably smaller amount.

Ingeniero said installing a vegetable garden at the barangay level is mandatory under the Local Government Code, as part of the barangay officials’ obligation to implement programs, projects, and initiatives that improve the livelihood of their residents.

He added, “We will continue to urge them, documenting the progress, and I’m directing all provincial directors to monitor and ensure that all barangays have established their gardens.”

The establishment of the HAPAG program is also a crucial factor for barangays aiming to pass the Seal of Good Local Governance (SGLG) – Barangay Level.

Known as the “mother of all awards,” the SGLG is the highest distinction given to local government units that demonstrate transparency and accountability. This institutionalized award, incentive, honor, and recognition-based program remains committed to promoting inclusive and people-oriented reforms that foster a culture of good governance amid challenges in the local government landscape.</text>

<text>Don’t compromise public health, city gov’t told

By Panay News -Wednesday, July 31, 2024

BY GEROME DALIPE IV

ILOILO City – The proposed P2.3-billion waste-to-energy (WtE) facility in Barangay Ingore, La Paz district could exacerbate air pollution in the metropolis once it emits pollutants such as dioxins, furans, heavy metals, and particulate matter into the air, an environmental advocacy group warned.

Refuting Mayor Jerry Treñas’ claim about the facility, EcoWaste Coalition noted that the WtE facility has potential environmental and health impacts such as upper respiratory infections caused by exposure to dioxins from WTE incinerators.

“These risks are heightened by the fact the WTE incinerator is planned to be constructed within 50 meters of residential areas. There is no safe site for constructing the plant anywhere, nor a buffer zone that can keep people away from pollutants,” the group said in a statement.

Treñas entered into a joint venture agreement with Metropacific Water Investment Corp. to construct a P2.3-billion cutting-edge Integrated Solid Waste Management Facility (ISWMF) in Barangay Ingore in La Paz district last March 1.

The WtE facility is projected to process up to 470 tons of non-recyclable waste as potential fuel daily and produce around 2.4 megawatts of energy.

Under the agreement, the ISWMF would treat, recover, and convert the city’s waste into refuse-derived fuel (RDF) and biogas, which are considered renewable energy sources by the Department of Energy.

The facility will be installed with appropriate technology and equipment for operation and maintenance.

“It will significantly reduce the waste that ends up in Iloilo landfills, conserving natural resources, and minimizing environmental impact. The project is also estimated to result in a reduction of 129,000 metric tons per year of CO2 (carbon dioxide) equivalent,” Metropacific Water said in a statement.

The mayor had defended the WtE proposal, emphasizing the facility is expected to address the city’s growing waste disposal challenges while generating renewable energy thus contributing to environmental sustainability.

“I am very positive it will benefit the Ilonggos once it goes through all the strictest tests of the DENR (Department of Environment and Natural Resources (DENR) and other government agencies. I will not allow any facility to produce toxic and hazardous pollutants in the city,” Treñas had said.

In a statement, EcoWaste said that WTE incinerators have been recognized in science and international environmental agreements as being major emitters of toxic and hazardous pollutants.

“Perhaps the most well-known among these is its contribution to dioxin emissions, which accumulate in the environment, are passed on through the food chain, and are identified as the most toxic chemical pollutant known to science,” the group said.

Dioxins cause several illnesses and health problems such as cancer, leukemia, miscarriages, birth defects, respiratory diseases, and many others.

It also noted the experiences of other countries proved that WTE incinerators do not address landfill concerns, nor reduce environmental impacts related to waste.

“While it is true that the overall volume of waste is typically reduced by 70-80 percent, the resulting ash is of particular concern due to its highly toxic nature. Incinerated ash must be disposed of in specialized hazardous landfills because of the threats it poses to human life and the environment,” the group said.

Citing the 2021 Waste Analysis and Characterization Study, the group said that 50 percent of Iloilo City’s waste is biodegradable, while 25 percent is recyclable, and the remaining 25 is residual.

“WTE incinerators strongly prefer dry waste feedstock to operate. The city’s waste profile alone shows that it is not suitable for running the facility. There are numerous cases of WTE incinerators having to shut down because they could not operate effectively with the given feedstock, resulting in government debts and waste of public money,” the group noted.

Likewise, the group said the generation of renewable energy from the WTE incinerator is highly questionable given the mixed nature of municipal solid waste which makes the burning of fossil fuel-derived plastics highly likely.

“WTE incinerators also worsen climate change as they are known to emit more greenhouse gasses than any other energy source per unit of energy produced,” it added.

The group also likened the proposal to construct the WTE incinerator at Barangay Ingore to the existing coal plant and its expansion.

It noted that independent research conducted in 2015 showed that Barangay Ingore residents enjoyed higher quality of life, cleaner air, and healthier lives before its construction.

These findings are in line with a 2020 analysis suggesting that Iloilo coal plant operators could owe over Php 450,000,000 in taxes per year due to externalities and damages from their operations.

“There is great concern that impacts on communities will continue and worsen with the introduction of the WTE incinerator, as well as affect the whole of Iloilo city for generations to come,” the group said.

Ecowaste urged the city officials to conduct “meaningful public consultations” on the WTE incinerator proposal.

“We view this as an opportunity for the Iloilo city government to be fully transparent and to demonstrate its genuine willingness to listen to Iloilo citizens. We are also seeing this as a chance for the city government to consider safer and more cost-effective alternatives to pollution and energy,” the group said.</text>

<text>“We need a thousand more recruits to reach the ideal staff-to-inmate ratio for managing all our jails,” says Jail Chief Superintendent Simeon Dalojo, director of the Bureau of Jail Management and Penology in Western Visayas.

ILOILO City – Jails in Western Visayas are bursting at the seams, with the Bureau of Jail Management and Penology (BJMP) placing the congestion rate this year at 280%.

Last year, the congestion rate was pegged at 340%.

BJMP Region 6 currently maintains 40 jail facilities and supervises 9,969 persons deprived of liberty (PDLs). Approximately 70% to 80% of these PDLs are facing drug-related charges.

With only 1,769 personnel managing 41 facilities, the staffing levels are critically low, said Jail Chief Superintendent Simeon Dalojo, regional director of BJMP-6.

There is a significant need for more jail facilities and personnel, he stressed.

“”We need a thousand more recruits to reach the ideal staff-to-inmate ratio for managing all our facilities,” said Dalojo.

In terms of infrastructure, ongoing repair and rehabilitation efforts are in place to accommodate the PDLs. Notably, a new BJMP facility is under construction in Leganes, Iloilo, which will soon replace the current Iloilo City District Jail located in Barangay Ungka, Jaro, Iloilo City.

Furthermore, a new jail facility is slated for construction next year in San Carlos City, Negros Occidental.

“We have an approved budget for next year that will enable us to construct more jail facilities in the region,” said Dalojo.

To ensure proper treatment of PDLs despite the congestion and alleviate concerns from their family members, BJMP is focused on humane safekeeping and the development of PDLs within the facilities, he stressed.

Dalojo said the management approach has shifted from punishment to rehabilitation, with emphasis on providing good treatment to PDLs and offering programs and trainings for their reintegration into the community.

BJMP-6 has also introduced livelihood skills training programs such as “Ink, Stitch and Thrive: Transforming Lives with T-shirt Printing and Apparel Crafting; Paper Charcoal Making; and Livelihood Products for Sale”.

Additionally, the “Education Behind Bars” program has enabled 3,192 PDLs to pursue education from elementary to senior school levels, with 58 PDLs attending college from January to June 2024.

Dalojo also mentioned an “after care program” in collaboration with partnered government agencies to ensure continuous reform of PDLs even after their reintegration into the community.</text>

<text>‘WHAT ARE YOU WAITING FOR?’ Treñas dares NBI to arrest Chinese nationals engaging in illegal acts

By Panay News -Tuesday, July 30, 2024

BY GEROME DALIPE IV

ILOILO City – Mayor Jerry Treñas challenged agents of the National Bureau of Investigation (NBI) in Western Visayas to arrest Chinese nationals engaged in illegal activities in the city.

“If something illegal is being done, it is incumbent upon the NBI to arrest them. Ano pa ang ginahulat?” said Treñas during his press briefing yesterday.

The mayor issued the challenge when sought for his comment on the confirmation of the NBI Region 6 that several Chinese nationals were involved in various illegal activities in Iloilo City, as disclosed by Cong. Julienne Baronda.

“As a city (mayor), (if) may mabal-an ko ilegal, padakop ko. It is the responsibility of the NBI to arrest them. If you do not arrest them, that means you condone them. We do not condone anything illegal here,” stressed Treñas.

Baronda disclosed that officials of NBI-6 went to her office and confirmed the illegal activities of Chinese nationals, including online gambling, among others.

Treñas said the Iloilo City Police Office is in talks with the NBI-6 regarding their next move.

“We are preparing something, but we don’t want to telegraph our actions,” the mayor said.

The mayor also suggested that the Department of Justice and the Bureau of Immigration should coordinate to unmask illegal aliens in the city.

“We do not condone illegal activities, whether you are a businessman or what,” said Treñas.

Just last week, July 24, the 4th Special Operations Unit (SOU) of the Philippine National Police’s Maritime Group seized over P5 million worth of smuggled cigarettes in two related raids in Barangay Obrero, Lapuz and Barangay Lopez Jaena Sur, La Paz district.

The operation in Obrero, which yielded several boxes of fake cigarettes, led to the subsequent raid of a house in Lopez Jaena Sur owned by a Chinese national. This second raid recovered approximately P4.8 million worth of smuggled cigarettes.

The Department of Justice (DOJ) has also been asked to investigate the reported proliferation of Chinese nationals lurking in posh subdivisions in Iloilo City.

In her letter to DOJ Secretary Jesus Crispin Remulla dated July 2, Baronda voiced concerns about the influx of Chinese nationals in some parts of Iloilo City, including Puerto Real de Iloilo in La Paz, Monterosa Subdivision in Mandurriao, and Ledesco Subdivision also in La Paz.

November last year, the Iloilo City Police Office arrested 17 male Chinese nationals suspected of operating a cybersex den in Lawaan Village, a residential subdivision in Barangay Balantang, Jaro district.

The suspects, all of legal age, reportedly facilitated illicit activities for Filipino and foreign cybersex clients.

For his part, Treñas recently issued an executive order that provides guidelines on enhanced and stricter monitoring and collaboration with the City Hall departments and the police to address issues related to POGOs or Philippine offshore gaming operations.

Executive Order No. 094 declares the city’s policy on illegal POGOs and urges the police, the City Treasurer’s Office, the Local Economic Development and Investment Promotion Office, and the City Local Economic Enterprise Office (LEEO) to “utilize their powers under the law to investigate any suspected POGO establishments within the city.”

“This investigation shall include establishment illegally of POGOs without the required regulatory requirements, and establishments operating illegally as POGOs but registered as operating under a different line of business,” read Treñas’ executive order.

He issued the executive order following the ongoing investigation by the Iloilo City Council into the proliferation of undocumented immigrants, particularly the reported unregulated activities of Chinese-led POGOs in the city.

The council, convening as a Committee of the Whole, is investigating “in aid of legislation” on the reported illegal activities of foreign nationals in the city.

These supposed illicit activities include unregulated gambling, human trafficking, and other similar illegal activities linked to Chinese-operated POGOs.

The probe was an offshoot of the reports received by local legislators that these undocumented aliens are even involved in various illegal activities in the metropolis.

The city councilors said they received reports that in some posh subdivisions, most of the occupants are Chinese or foreigners.

Congresswoman Baronda claimed the Chinese nationals reportedly purchased houses worth between P30 million and P50 million and owned luxury vehicles.

The lawmaker appealed to Remulla to instruct his men at the NBI and the Bureau of Immigration (BI) to determine whether or not these individuals are engaged in illegal activities.</text>

<text>The Iloilo Provincial Government, through the Provincial Veterinarian’s Office (PVO), has released P3.98 million in financial assistance to the first batch of local government units (LGUs) under its African Swine Fever (ASF) Recovery Program on Monday, July 29.

The initial beneficiaries include the towns of Barotac Viejo, New Lucena, Sta. Barbara, Dingle, and Banate, which have been upgraded from Red to Pink Zone by the Bureau of Animal Industry.

The Pink Zone designation refers to buffer areas where ASF has not been detected but are adjacent to confirmed infected areas (Red Zone).

The program’s initial phase provided each qualified farmer with two piglets, purchased by their respective LGUs using the allocated provincial funds.

Dr. Darel Tabuada, Provincial Veterinarian, stated that the program prioritizes purchasing from local sources, leveraging their immunity from previous ASF exposure.

“We have criteria, and the identified farmers underwent validation conducted by the PVO staff. Qualified farms should comply with Biosecurity Level 1 requirements,” Tabuada added.

Biosecurity Level 1 refers to the minimum farm biosecurity standards set by the Philippine College of Swine Practitioners (PCSP).

Provincial Administrator Dr. Raul Banias emphasized the program’s importance in aiding the province’s recovery from ASF.

“We hope that we can recover from this since we were net exporters of swine before, but now we have become importers,” said Banias.

Earlier reports indicated that both commercial and backyard farms in Iloilo have resumed swine-raising activities, with the province’s sufficiency level rising to 71.6 percent from a low of 36.37 percent during the peak of the ASF outbreak.

As of July 10, Iloilo’s swine inventory stood at 106,420 heads.

Tabuada mentioned that 15 municipalities have been upgraded from Red to Pink Zones, with only 13 still in the Red Zone. He also discussed ongoing documentation processes for a sentinelling initiative covering 14 municipalities and benefiting 836 farmer-beneficiaries. This initiative is expected to further bolster the province’s swine inventory.

The provincial government has earmarked over P10 million for the ASF recovery initiative.

Dr. Tabuada reiterated the critical importance of biosecurity measures to protect against ASF, highlighting the virus’s ability to survive up to 1,000 days in frozen meat. He stressed the need to strengthen farm biosecurity at the backyard level, emphasizing the importance of adjusting to and accepting the presence of ASF to effectively protect farms.

<text>Cracks on parapet walls superficial, Ungka flyover remains safe – DPWH

By Ime Sornito -Monday, July 29, 2024

ILOILO City – The Department of Public Works and Highways (DPWH) Region 6 assured the public that the Ungka Flyover, located in Barangay Ungka II, Pavia, Iloilo, remains safe for light vehicles and commuters despite the detection of superficial cracks in the structure’s parapet walls.

Engr. Sonny Boy Oropel, the regional director, said the cracks were superficial.

Still, he said ongoing remedial measures are being implemented to maintain safety.

Oropel said Monolithic Construction & Concrete Products, Inc., the contractor currently performing jet grouting repair works on the flyover, has been instructed to remove any parts of the parapet wall where cracks appear to prevent debris from falling.

Additionally, DPWH-6 plans to install safety nets around piers 9, 10, 4, 5, and 6 to catch any potential debris and protect the traffic and pedestrians below.

An inspection last week revealed the extent of the cracks. Jet grouting and vibrations from traffic have led to their development.

The Ungka flyover is undergoing jet grouting repair due to vertical displacement at its piers 4, 5, and 6.

“We have made necessary adjustments to correct these issues, and we are closely monitoring the situation with our contractor to ensure safety. I assure all commuters and the public that the flyover is still safe for light vehicles, and we will promptly restore any affected parts of the parapet wall following the jet grouting process,” said Oropel.

DPWH-6 is currently 72 percent through with Phase 1 of the jet grouting, aiming to complete it by the end of August 2024. Plans for a bidding process for the next phase are set for the same month, focusing on the affected piers.

Engr. Adam Abinales of Abinales Associates Engineers + Consultants recommended installing additional bored piles at piers 4, 5, and 6 to further stabilize the structure. This process may require the removal and replacement of existing pre-stressed concrete girders to accommodate the large equipment needed for drilling.

Abinales advised that the additional piles should extend up to a depth of at least 40 meters, compared to the current depth of 26 to 28 meters at the affected piers.</text>

<text>3 DEATHS IN 68 CASES; Iloilo residents warned against leptospirosis amidst rising floods

By Panay News -Monday, July 29, 2024

The Iloilo Provincial Health Office advised the public anew to avoid wading in floodwaters. It added that for those whose occupations make this unavoidable, like farmers and laborers, wearing protective gear and ensuring no open wounds are present on the feet is crucial.

ILOILO – Following torrential rains that caused flooding, especially in low-lying areas, the Iloilo Provincial Health Office (IPHO) is urging residents, particularly farmers and laborers, to be vigilant against leptospirosis.

As of July 20, 2024, the province has recorded 68 cases of the bacterial disease, including three fatalities.

This marks a 52 percent decrease from the 143 cases reported in the same period in 2023.

Leptospirosis transmits through contact with urine from infected animals or environments contaminated by such urine. The bacteria can enter the body through skin cuts or the mucous membranes of the eyes, nose, and mouth.

Early symptoms include high fever, severe headaches, muscle pains, eye redness, jaundice, and even skin and mucous membrane hemorrhages.

Dr. Maria Socorro Colmenares-Quiñón, head of the IPHO, advises avoiding wading in floodwaters.

For those whose occupations make this unavoidable, like farmers and laborers, wearing protective gear and ensuring no open wounds are present on the feet is crucial.

Post-exposure, it is recommended to thoroughly rinse with clean water and soap and seek prophylaxis treatment at local Rural Health Units (RHUs).

First District’s Cong. Janette Garin also stresses the importance of timely medical intervention.

“Those exposed to floodwaters should take doxycycline within 48 hours, and if wounded, within three days,” explained Garin, a physician.

She added that anyone experiencing symptoms such as fever or changes in urine color after exposure should seek immediate care at RHUs for early management.

The municipalities with the highest incidence of leptospirosis are Calinog, Leon (four cases, including one death), Oton, and Santa Barbara, each reporting four cases.

Alimodian, Barotac Nuevo (three cases, one death), Barotac Viejo, Cabatuan (three cases, one death), Igbaras, and Lambunao followed with three cases each.

An additional 23 municipalities reported cases, totaling 33 affected areas out of 43 municipalities in the province, including Passi City.

These are Miag-ao (three), Pavia (three), Tigbauan (three), Janiuay (two) Lemery (two), San Enrique (two), Massin (two), San Miguel (two), Ajuy (one), Balasan (one), Banate (one), Concepcion (one), Dingle (one), Dueñas (one), Dumangas (one), Guimbal (one), Mina (one), New Lucena (one), Passi City (one), San Dionisio (one), Sara (one), Tubungan (one), and Zarraga (one).
Notably, Anilao, Badiangan, Batad, Bingawan, Carles, Estancia, Leganes, Pototan, San Joaquin, and San Rafael have reported no cases thus far.</text>

<text>Over 4K WV public schools kick off new academic year today

By Ime Sornito -Monday, July 29, 2024

ILOILO City – The Department of Education (DepEd) Region 6 has confirmed that all systems are operational for the start of classes in 4,057 public schools across Western Visayas today, marking the beginning of the 2024-2025 school year.

According to Regional Director Ramir Uytico, despite recent weather disturbances from Typhoon Carina and the southwest monsoon which increased water levels in several areas, no schools were adversely affected.

Hernani Escullar Jr., the information officer of DepEd Region 6, said, “We are ready, 100 percent ready. Our schools are all set for the opening of the school year despite the challenges posed by last week’s storm and localized flooding due to intense rainfall.”

As of July 24, DepEd Region 6 has registered 1,284,918 learners, distributed among public schools, private institutions, and state and local universities and colleges.

The enrollment figures for this academic year show 633,890 learners in elementary, 435,474 in junior high school, and 215,554 in senior high school.

The total includes students enrolled in 4,057 public schools, 969 private schools, and 12 local and state universities and colleges in the region.

Despite the official end of the enrollment period on July 26, Escullar noted an anticipated increase in the number of students, as enrollments typically surge in the last two days.

He emphasized that schools would continue to accept late enrollees and support parents in registering their children even after classes have begun, stating, “We assist parents in enrolling their children despite the start of classes, as we understand there may be circumstances preventing timely enrollment.”

Concerning infrastructure and resources, Escullar addressed the regional shortages, citing ongoing coordination with the DepEd Central Office.

He reported a reduction in the needed 14,206 classrooms from the last quarter of 2023, thanks to the involvement of local government units and private partners in constructing educational facilities.

Escullar also highlighted the adjustments schools are making to accommodate over-enrolled classes, such as the situation at Fort San Pedro National High School where a Grade 11 class has 81 learners.

He explained that strategies like splitting classes into batches are being implemented to ensure that all students receive the required educational standards.

The ideal learner – classroom ration are the following:

* Kindergarten – 30 learners
* Grades 1 to 3 – 35 learners
* Grades 4 to 10 – 45 learners
* Grades 11 to 13 – 40 learners
* Multigrade – 25 learners
* SPED (Special Education – 10 learners
* ALS (Alternative Learning System) – 75 learners
Last school year 2023-2024, the region recorded 2,012,930 enrollees, wherein 1,809,425 were in public schools.

The introduction of the “Matatag Curriculum”, initiated by former Education Secretary Sara Duterte-Carpio, marks a significant shift this year. Starting in July, this curriculum, emphasizing reduced learning areas to enhance focus on core subjects like Language and Mathematics, will be implemented in phases beginning with Kindergarten, and Grades 1, 4, and 7.

Under the Matatag Curriculum, there are five learning areas (from the previous seven) – Language, Reading and Literacy, Mathematics, Makabansa, and the Good Manners and Right Conduct.

For school year 2025-2026, coverage will include Grades 2, 5 and 8; for school year 2026-2027 – Grades 3, 6 and 9; and for school year 2027-2028 are Grade 10.</text>

Around 15,000 Ilonggos belonging to various sectors benefitted and have availed themselves of the financial assistance under the Assistance to Individuals in Crisis Situations (AICS) Program of the Department of Social Welfare and Development this July.

ILOILO City – The Iloilo City Government has facilitated over P50-million cash aid under the Assistance to Individuals in Crisis Situations (AICS) Program of the Department of Social Welfare and Development (DSWD) as of July this year.

AICS is one of the social welfare services of DSWD that provides medical assistance, burial, transportation, education, food, or financial assistance for other support services or needs of a person or family.

Data from the Office of the Executive Assistant for Social Services of Mayor Jerry P. Treñas showed that close to 15, 000 Ilonggos belonging to various sectors benefitted and have availed themselves of the financial assistance.

“The welfare of our beloved residents is one of our top priorities in our inclusive development agenda. Ensuring that every sector gets the support and assistance they need is our commitment,” Treñas underscored.

“The Iloilo City Government extends deepest appreciation to the programs of President Ferdinand ‘Bongbong’ Marcos Jr. which are really a big help to our city and our beloved Ilonggos to recover from the effects of COVID-19, El Niño and other economic challenges,” the city mayor added.

Under DSWD’s Ayuda sa Kapos ang Kita Program (AKAP) that aims to protect minimum wage earners from the effects of high inflation, some 6, 600 Ilonggos including sari-sari store owners, market and ambulant vendors, pedicab drivers, riders and transport groups, and among others got cash aid amounting to a total of P14.5 million.

Iloilo City residents receive financial aid through the Ayuda sa Kapos ang Kita Program in partnership with the Department of Social Welfare and Development Region 6.

Iloilo City residents receive financial aid through the Ayuda sa Kapos ang Kita Program in partnership with the Department of Social Welfare and Development Region 6.
These initiatives, which the city government is also very thankful for, were made possible through the dedicated efforts of House Speaker Martin Romualdez; Cong. James “Jojo” Ang of Uswag Ilonggo party-list; senators Jinggoy Estrada, Loren Legarda, Lito Lapid, Bong Revilla Jr., Joel Villanueva, Francis Escudero, Mark Villar, Aquilino Pimentel, Francis Tolentino, and Risa Hontiveros; former senator Sonny Angara; and Cong. Yedda Marie Romualdez of Tingog party-list.

Mayor Jerry P. Treñas’ Executive Assistant Raisa Treñas and Uswag Ilonggo party-list’s Rep. James “Jojo” Ang lead the distribution of financial assistance under the Assistance to Individuals in Crisis Situations Program.
The city mayor also acknowledged the valuable efforts of concerned City Hall Offices including the City Social Welfare and Development Office (CSWDO) and Office of the Executive Assistant for Social Services under Rose San Agustin, as well the continuous support of his daughter and Executive Assistant Raisa Treñas, reflecting the city’s commitments to ensuring the welfare and prosperity of every sector in Iloilo City.

“These financial assistance programs are a huge help to our beloved residents. The city government assures to continue to implement various programs and services beneficial to our residents especially those from grassroots. We are committed to ensuring that the lives of our residents are also improving alongside with the city’s continued growth, “ said Treñas.

Moreover, 394 college student scholars were beneficiaries of AICS educational assistance totaling to P3.470 million while 7, 000 more beneficiaries from different sectoral groups also availed themselves of financial assistance from the AICS program amounting to a total of P14 million.

The Iloilo City Government was also able to facilitate more than P17.8 million worth of financial assistance specifically hospital bills to close to 1,000 beneficiaries since January this year.

Executive Assistant Raisa Treñas leads the distribution of Assistance to Individuals in Crisis Situations Program aid in Barangay Punong, Lapuz, Iloilo City.

On the other hand, the city government also partnered with other government agencies like the Department of Labor and Employment (DOLE) in bringing more beneficial programs for the city residents.

For one, a livelihood assistance to 233 beneficiaries here has been formally secured recently after the signing of a Memorandum of Agreement (MOA and the turnover of a P5.49 million check between the DOLE and the city government for the Negosyo sa Kariton and Sari-sari Store Project.

The livelihood project seeks the inclusive maximization of micro-businesses in the metro through the distribution of 133 uniform food carts and the improvement of 100 sari-sari stores, made possible through the initiative of EA Treñas.

“Indi pwede nga dole-out lang kita pirme. For sustainability, we need to empower them with the right technology and equipment to ensure that we make it better for everybody,” emphasized City Public Employment Service Office (PESO) head Gabriel Felix Umadhay.

Also earlier, through the efforts of senators Alan Peter Cayetano and Pia Cayetano, beneficiaries from different barangays in Iloilo City underwent an orientation and contract signing under the DOLE -Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (DOLE-TUPAD) Program.
