Stephanie Gulmatico, owner of Doc’s Haven Food Products in Iloilo, showcased her unique tablea creation at the 1st Philippine Flavored Tablea Competition on July 29, 2024, held at the Waterfront Hotel in Lahug, Cebu City.

Gulmatico’s entry, “Inspired by the Dinagyang Festival,” featured a distinctive twist with lemon as a main ingredient, served in a bamboo cup.

The competition, which highlighted various types and flavored local tablea, saw 25 entries from across the nation. Gulmatico credits her success to the support and training provided by the Department of Trade and Industry (DTI) Iloilo.

As an alumna of the Kapatid Mentor Me Program, she benefited from coaching and mentoring on different aspects of business operations.

Additionally, she completed modules on Product Development for Cacao-based products and Training on Cacao Production Technology through DTI.

“DTI Iloilo has been instrumental in my journey. The training and support have empowered me to refine my products and expand my network through the Iloilo Provincial Cacao Council. This competition is just the beginning for me,” said Gulmatico.

The Flavored Tablea Competition was presented by the Philippine Cacao Industry Association (PCIA), the Philippine Cacao Industry Council (PCIC), the Department of Tourism, and the Pastry Alliance of the Philippines.

Gulmatico is also the proud owner of SOGNAREPH, an artisanal chocolate brand offering a variety of fine chocolates, including Rocher Con Barquillo, Gianduiotti, Coffee Trifecta, and various percentages of Dark Chocolate, as well as Milk Chocolate, Vegan Milk Chocolate, Salty Pistachio with Tultul Salt, and chocolate salami.

              <text>Razalan now full-fledged Iloilo prov’l police director
By Panay News -Friday, August 2, 2024
RAZALAN
RAZALAN

BY NYARIKA DOMANAIS

ILOILO – Police Colonel Bayani Razalan is now a full-fledged director of the Iloilo Police Provinciallice Office (IPPO).

He had been serving as IPPO head in an acting capacity since April 19, 2024 following the exit of Police Colonel Ronaldo Palomo who served for over a year.

The decision of Gov. Arthur Defensor Jr. to make Razalan a full-fledged director was announced early evening on July 31.

There were two other nominees – Colonel Giovanni Musico of the Police Regional Office 6’s (PRO-6) Regional Intelligence Division and Colonel Ferdinand Navales of the Regional Headquarters Support Group.

As acting IPPO director for some 100 days, Razalan spearheaded numerous anticrime operations which led to, among others, the confiscation of 3,937 grams of shabu valued at over P26.7 million, and arrest of 147 drug traffickers, including 28 high-value targets.

The IPPO also successfully executed 343 manhunt operations under Razalan’s command, which resulted in the capture of 345 fugitives, including 67 of the province’s most wanted.

In addition to antidrug efforts, Razalan’s leadership saw effective enforcement against illegal fishing activities, with 261 illegal fishers apprehended and 132 fishing boats impounded across 102 operations.

The operations also led to the seizure of P418,338 worth of illegally caught fish.

The IPPO’s crackdown on illegal quarrying saw 116 violators apprehended and several delivery trucks impounded from 108 enforcement operations.

Moreover, the campaign against illegal gambling resulted in 70 arrests and the confiscation of P41,014 in bet money.

Furthermore, the drive to confiscate loose firearms yielded 201 firearms, with 150 voluntarily surrendered by owners, 17 with expired documents deposited at police stations, and 34 confiscated during operations that also saw 35 individuals arrested.

Governor Defensor expressed confidence in Razalan’s capabilities and anticipates further successes in maintaining law and order in the region under his leadership./PN

ILOILO City – The Supreme Court has upheld the validity of the franchise expansion of MORE Electric and Power Corporation (MORE Power) in Iloilo, saying that electric cooperatives do not have a constitutional right to an exclusive franchise within their coverage areas.

In an en banc decision dated July 30, the tribunal dismissed the petition of Iloilo Electric Cooperative, Inc. I, II, and III, which questioned the validity of Republic Act No. (RA) 11918, the law that allows MORE Power franchise into several towns in Iloilo province.

“A franchise, as a privilege granted by the state, is not the exclusive private property of the franchisee. Thus, it must yield to serve the common good, as determined by Congress,” read the SC decision penned by Associate Justice Rodil V. Zalameda.

The recent high court ruling means that MORE Power can now expand its service areas to the towns of Alimodian, Anilao, Banate, Barotac Nuevo, Dingle, Dueñas, Dumangas, Leganes, Leon, New Lucena, Pavia, San Enrique, San Miguel, Santa Barbara, Zarraga, and the component city of Passi.

These areas are currently being served by the Iloilo Electric Cooperative (ILECO) I, II, and III. ILECOs hold franchise certificates to operate electric light and power services in the above municipalities in the province of Iloilo and Passi City.

MORE Power initially held a franchise to operate in Iloilo City until the passage of RA 11918, which in effect, expanded its franchise to include 15 municipalities and one component city previously within ILECO’s exclusive franchise area.

ILECOs earlier filed a petition for certiorari and prohibition with prayer for the issuance of a temporary restraining order and writ of preliminary injunction before the Supreme Court.

They questioned the validity of Section 1 of RA 11918 for alleged violation of their rights to exclusive franchises, due process, non-impairment of contracts, and equal protection.

In dismissing the petition, the high court ruled that Section 11, Article XII of the Constitution prohibits exclusive franchises.

The tribunal stressed that a franchise, as a privilege granted by the state, is not the exclusive private property of the franchisee.

In the case of MORE Power, the high court pointed out that Congress enacted RA 11918 to make electricity more affordable for the people of Iloilo province.

Congress determined that expanding MORE’s franchise would promote healthy competition since MORE was capable of offering lower energy rates, the tribunal said.

“Without competition, ILECOs can easily dictate the price of electricity. Allowing the entry of another player thus benefits consumers, who no longer have to wait until ILECOs’ franchises expire in 2029, 2039, and 2053. This is under the Electric Power Industry Reform Act (EPIRA), which encourages competition in the electricity industry,” the SC said.

It added that contract rights must give way to the broader authority of the state’s police power when exercised for the general welfare, as in this case. In this case, the tribunal ruled that ILECOs failed to show how RA 11918 affected their contracts with their suppliers.

“Neither does RA 11918 give preferential treatment in favor of MORE. As a new franchise holder, MORE is not similarly situated with other utilities that already have existing and functioning distribution systems,” the SC held.

Hence, the high court added the powers granted to MORE Power are needed to ensure it can provide an uninterrupted supply of electricity to its covered areas.

During the passage of RA 11918, MORE Power President Roel Castro was quoted as saying that their expansion plans were already in place even before RA 11918 became law.

Castro said that MORE Power already extended their primary lines to the boundary of Iloilo City and Pavia town, the target jump-off point for the expansion.

The Megaworld substation in Mandurriao district will serve as the main supply point for Pavia due to its proximity to the town.

Castro projected the expansion would take four to five years before they could complete the expansion to all 15 towns. He noted their initial investments in the expansion between P2 billion and P2.5 billion.

He said they are willing to work with ILECO I, II, and III during the expansion “for the welfare of consumers” and would leave it to consumers to choose their preferred power distribution utility./PN

<text>The province of Iloilo hosted its inaugural Provincial Disaster Risk Reduction and Management (DRRM) Summit on July 31 at the Pototan Astrodome, highlighting advanced disaster management technologies and showcasing Iloilo’s commitment to enhancing disaster preparedness and response capabilities.

Themed “Together Towards Resilience: Empowering Iloilo for a Robust and Progressive Tomorrow,” the summit gathered DRRM officers from 42 municipalities and the city of Passi, alongside emergency responders and volunteer groups.

Organized by the Iloilo Provincial Disaster Risk Reduction and Management Office (PDRRMO), the event aimed to enhance disaster preparedness and response capabilities.

The summit featured an exhibit where each municipality displayed its disaster response equipment and innovations.

Various DRRM assets, resources, and technological advancements were showcased, while communication networks among local government units (LGUs) were strengthened.

“This is the first Provincial DRRM Summit we’ve conducted, and we are overwhelmed by the support of our MDRRMOs and other respective agencies. This is a singular act of unity and a higher level of collaboration. We want to create awareness among the people that DRRM offices are here to provide necessary assistance during disasters,” said PDRRMO chief Cornelio Salinas.

In attendance were Governor Arthur Defensor Jr., Department of the Interior and Local Government (DILG) Undersecretary Serafin P. Barreto Jr., DILG-6 Director Juan Jovian Ingeniero, Office of Civil Defense (OCD)-6 Director Raul Fernandez, Pototan Mayor Rafael Enrique Lazaro, Department of Information and Communications Technology (DICT)-6 Director Ralph Joseph Moncatar, and other key stakeholders.

Usec Barreto, who served as the keynote speaker, praised the Iloilo provincial government, under the governor’s leadership, for its innovations and best practices in disaster response and management.

“Through this gathering, we can share insights, strategies, and best practices, reinforcing our collective commitment to safeguarding our communities. Iloilo has demonstrated exceptional foresight in dealing with disasters,” Barreto said.

He emphasized that the DILG stands firmly behind Iloilo’s initiatives and efforts in building a more resilient, well-prepared, and sustainable community.

Meanwhile, Gov. Defensor underscored the urgency of a development approach to address disasters and other emergencies.

He cited the institutionalization of the Provincial Civil Defense Service of Iloilo (ProCiD Serv Iloilo) as a comprehensive system to handle various emergencies, including climate change, insurgency, and public safety.

“We use our approach in DRRM in working for other concerns and threats that we are facing here in the province of Iloilo and the rest of the country. Moving forward, that is the direction that DRRM is giving us. Urgent development – we develop these areas and we address those problems that usually pertain to the fundamentals,” he said.

In line with disaster preparedness, the provincial government distributed P1 million in financial aid to all 43 LGUs to mitigate the effects of the El Niño phenomenon and support the “Tanum Iloilo” tree-planting project.

Additionally, communication devices and portable generating systems were provided to promote renewable energy use.

The municipality of San Enrique received P1.5 million for disaster tools, while Tigbauan received P5 million for constructing a Civil Defense Operations Hub.

“This summit is a gathering of force and an opportunity to strengthen collaboration with stakeholders,” the governor added.

DICT-6 Director Moncatar emphasized the importance of innovation and proactive planning.

“Let us embrace innovation, collaboration, and proactive planning to mitigate risks and strengthen our collective defenses against natural disasters and unforeseen calamities,” he said.

OCD-6 Director Fernandez highlighted the summit’s role in building a resilient future, emphasizing that “by coming together to showcase our assets, share our knowledge, and strengthen our community networks, we are building a strong foundation for a more resilient future.”

The event also included a caravan and the unveiling of IEC materials.</text>

<text>Sabores de Visayas serves up its 10th edition showcasing the culinary
heritage of Western Visayas
Everything is happening in Iloilo City and it’s not only because it has been declared the Philippines’ first UNESCO Creative City of Gastronomy.

Over the weekend, on July 27, the 10th edition of Sabores de Visayas was held with the usual mix of nationally or internationally renowned Filipino chefs and local chefs, some of them just emerging, in the Western Visayas region. This year’s lineup of guest chefs was stellar—Kalel Chan of the Raintree Restaurant Group, Mikel Zaguirre of Locavore (and many other F&B establishments, including the Bizarre Bar), the very first Filipino Asia’s Best Female Chef (2016) Margarita Forés, Macroasia executive chef at Asian Development Bank Panky Lopez, Patrick Go of Your Local, restaurateur, TV chef, and Manila Bulletin Lifestyle columnist Sandy Daza, and Myke “Tatung” Sarthou of Lore. They worked closely with Iloilo’s chefs, established and emerging, led by Jose Wilson Esperancilla and Maridel Uygongco of Maridel’s, a goto pastry shop in Iloilo City known to have pioneered the guava cake.

Sabores de Visayas is a passion project of Rafael Jardeleza Jr., otherwise known as Chef Tibong, who has been pushing Iloilo’s culture and cuisine for decades. His longtime advocacy in behalf of the culinary wonders of Iloilo was recognized alongside a Nov. 9, 2021 resolution officially declaring the city and the province as “Food Haven of the Philippines.” I’ve written before that if every province or city in the country had somebody like Tibong, we would love the Philippines more because to him doing what he does for Ilonggo food and cooking isn’t a job or a career, isn’t a business or an enterprise, it’s a life. Over the past 15 years, he has brought me only twice to his own restaurant because he would rather take me to discover what the rest of Iloilo had to offer, whether the adobo nga takway or pata ng baka in a soup at St. Martha, my favorite turo turo in the world, or the incredible pancit molo at the private dining establishment Balai Vittorio or salamukan, a flavorful soup of carabao head and innards with secret spices that will make you go oooh.

On World Cities Day, Oct. 31, 2023, Iloilo City was named UNESCO Creative City of Gastronomy, the first in the Philippines to join the UNESCO Creative Cities Network composed then of 350 cities in over 100 countries, each shining in a certain creative field, from crafts and design to film, music, literature, and, in this case, gastronomy, a reward that Tibong, along with all the cooks and chefs and gourmands of Iloilo, plus the LGU, the farmers, fishermen, food producers and entrepreneurs, and the public markets in all the seven districts of the city, is now reaping from what they have consistently, untiringly planted.

Sabores de Visayas, which started way back at Casa Real with only Tibong and two special guests, restaurateur and food writer Angelo Comsti and Margarita Fores, collaborating with a group Tibong calls “kusineros Ilonggo,” has gone a long way and no less than the country’s foremost chefs have participated, including Chele Gonzalez, Francis Lim, Kevin Navoa, Jorge Mendez, Josh Boutwood, and Thirdy Dolatre.

Most of the editions were held in such a majestic location, the Lopez Heritage House, a Beaux-Arts style mansion built in 1938, more popularly referred to as Nelly Garden. This year, however, due to inclement weather, it was held at the ballroom of a hotel unfamiliar to me, not majestic at all, but well it’s the food that counts.

And the food did count, a 50-hands dinner buffet, in fact a degustacion in steroids, highlighting Iloilo’s culinary heritage. Here are some of the highlights.
Kalel Chan and Chef Kieth Bianson, sous chef at Hotel del Rio, collaborated on the callos, lengua con setas with vino tinto, and paella Negra with chipirones.

Working with Mai Mai Lechon, Margarita Forés came up with Lechon de Cerveza Negra served with Capiz puśo sa buri or rice prepared with tuba, then wrapped in woven buri leaves in which it was steamed.

Mikel Zaguirre and Aimee TiuVillanueva presented a selection of starters and salads, featuring langka, ampalaya with green mango, puso ng saging, salted egg with eggplant, salted egg with shrimp kinilaw, pulpo with dragon fruit and kamote kinilaw, and kinilaw na tanigue with pomelo.

Myke Tatung and Chef Jeff Ticao manned the grill and offered an assortment of what they called “tusoktusok,” featuring barbeques of chicken inasal, kuwaho or beef rectum, atay kag batikulon sang manok or chicken liver and gizzard, shrimp and squid in sinamak sa tuba, buri, and nipa.

Panky Lopez partnered with Breakthrough, the go-to restaurant in Villa Arevalo, to do this year’s roasted karnero or lamb flavored with tanglad, batwan, and libas au jus.

Sandy Daza worked closely with Paul Aligaen of Belmont Hotel Boracay on the ribeye steak and beef tenderloin gravy infused with tabagak or salted fish, tablea tsokolate, and Emperador brandy.

The Richmonde Hotel culinary team, led by executive chef Ariel Castañeda, served up a delectable yet healthy surprise—the vegan isaw, made of inadobo na takway, adobo Ilonggo au jus, dehydrated mushroom chicharon, and dehydrated onion and garlic peels. At this station, there was kalokalo stuffed chicken inasal wings with native sauce, as well as a Sampaguita pizza bar with toppings like sampaguita smoked salmon, sampaguita chorizo Ilonggo, sampaguita carabao’s cheese, roasted sampaguita salt, and sampaguita honey.

Also among the highlights were OJ Salazar’s jamon with smoked pineapple glaze and the three comfort soups—pancit Molo, lina-ga nga kasudlan sang baka, and linatik with shrimp and water chestnuts— by Karl Hibionada, Raffy Hibionada, and Paul Frias.

As for breads, the basket of baguettes and croissants, kouign amann, focaccia, cinnamon cronut, and many others was a hit, courtesy of Theo’s led by pastry chef Herman Wuthrich Buboy.

And no Iloilo meal is complete, especially if it’s Sabores, without the concoctions of Maridel Uygongco, whose offerings this year included pineapple maja, gulaman kape in Kahlua sauce, pandan fruit salad, and guinataan halo halo, along with her premium desserts of ube trois, mango buttercream, potato praline cake, and iba and walnut meringue. Too bad, the weather has not been kind to the guava trees, which did not bear enough fruits this season. I always look forward to Maridel’s famous guava cake!

The 10th edition of Sabores de Visayas was a gem of a milestone in the still unraveling trove of gustatory and culinary treasures in Iloilo. Too bad, my constant Sabores buddies like Linamnam chef Don Baldosano were not with me, but I am particularly happy to have dragged my friends, Philippine Airlines president Stanley Ng and ultimate foodie and food expert Pepper Teehankee with me this time, who both survived, like I did, the ordeal of eating every 15 minutes across Iloilo City and emerged from the ordeal a lover of Iloilo like me. It was also a great pleasure to reunite with Richmonde Hotel Iloilo GM and Iloilo MICE Alliance head Nat Lim and Iloilo Festivals Foundation Inc. president and Iloilo Convention Center COO Allan Tan, who were instrumental in making this and some of the previous editions of Sabores de Visayas a huge success, along with the Department of Tourism—Region 6, Philippine Airlines, Richmonde Hotel Iloilo, MORE Power, Iloilo Business Park of Megaworld, La Filipina Uy Gongko Group, The Manila Bulletin, and Manila Bulletin Lifestyle.

ILOILO – Five towns in this province have received financial aid from the provincial government to recover from the African Swine Fever (ASF).

The financial assistance, amounting to P3.98 million, was handed over at the provincial capitol on Monday by Provincial Administrator Raul Banias and Dr. Darel Tabuada, head of the Provincial Veterinarian’s Office (PVO).

The recipients were the towns of Barotac Viejo, New Lucena, Santa Barbara, Dingle, and Banate, which have been reclassified from red to pink zones by the Bureau of Animal Industry (BAI).

Pink zones are areas adjacent to confirmed ASF-infected locales but have not detected the disease themselves.

As part of the recovery efforts, each qualifying farmer will receive two piglets, which are to be purchased by their respective local government units (LGUs) using the allocated funds.

Tabuada emphasized the importance of sourcing these piglets locally to leverage their acquired immunity against ASF.

“We have strict criteria for this program, and our staff at the PVO have conducted thorough validation,” Tabuada said. “Eligible farms must meet Biosecurity Level 1 requirements to ensure we mitigate any further spread of the ASF.”

The aid is part of a broader strategy to help the province rebound from the severe impacts of ASF, which shifted Iloilo from a net exporter to an importer of swine.

“Our goal is to regain our footing in the swine industry, which has been heavily hit since the ASF outbreak in October 2022,” Banias said.

In addition to the immediate aid, the PVO has plans to expedite the release of funds for other municipalities that are eligible to participate in the sentinel program, contingent on the submission of necessary documentary requirements to the provincial government.

Gov. Arthur Defensor Jr. has allocated a total of P10 million for the sentinel program across 14 municipalities. Each farmer beneficiary in these areas is set to receive two piglets at a cost of P6,000 each.

The 14 municipalities have a combined total of 835 farmer beneficiaries under the program.

As of July 9, 2024, the provincial swine inventory stood at 106,420 heads, a significant decrease from the 277,421 heads recorded before the ASF outbreak in September 2022.

Authorities remain hopeful that through the sentinel program, the swine population in the province will gradually recover./PN

ILOILO — Gov. Arthur Defensor Jr. emphasized the importance of collaboration and vigilance among the 43 local government units (LGUs) in this province during the first Provincial Disaster Risk Reduction and Management (DRRM) Summit held in Pototan on Wednesday, July 31.

The primary goal is to minimize casualties and significant damage during disasters or emergencies in the province, he stressed.

“Disaster response is akin to a ball game, like basketball or tennis; you never take your eyes off the ball. Constant vigilance is the number one rule in DRRM,” Defensor said during his address at the summit.

The event, organized by the Provincial Disaster Risk Reduction and Management Office (PDRRMO) led by Cornelio Salinas, saw participation from hundreds of responders and rescuers, local chief executives, and notable figures such as Department of the Interior and Local Government (DILG) undersecretary for Public Safety Serafin Barretto, Jr., and DILG-6 director Juan Jovian Ingeniero.

Defensor highlighted ongoing provincial government initiatives aligned with disaster response, supporting President Ferdinand “Bongbong” Marcos Jr.’s whole-of-nation approach to progress and development.

He recalled initiatives from his administration, like the creation of the Provincial Civil Defense Cluster, which provides coordinated and comprehensive services to DRRM, public safety, and other emergency situations.

“We are in a hurry for urgent development because if we don’t act quickly, we will be left behind,” Defensor added, stressing the importance of addressing fundamental issues in disaster response, such as enhancing human resources and improving asset capabilities.

For his part, Salinas expressed satisfaction with the summit’s outcomes, indicating strong collaboration among all participants to effectively manage and face upcoming disasters or calamities.

The summit also aimed to raise public awareness and preparedness, showcasing the latest assets and resources used by various LGUs, like the town of Pavia, which presented its search and rescue equipment.

The Department of Information and Communications Technology (DICT) demonstrated an emergency communications mobile system capable of sending messages even in areas without signal coverage.

“Seeing the variation of resources and assets among the towns helps us identify areas needing support, which can be provided by the Iloilo provincial government or national agencies,” Salinas said.

The summit also addressed the needs of smaller, fifth to sixth class municipalities, with the PDRRMO distributing handheld radios and solar power generator sets.

Additionally, the PDRRMO released P1 million to each of the 43 LGUs for cash-for-work assistance to residents affected by the El Niño phenomenon./PN

ILOILO – The House of Representatives passed the medical marijuana bill, officially known as House Bill No. 10439 or the proposed Access to Medical Cannabis Act, on its third and final reading. The bill garnered support, with 177 lawmakers voting in favor including those from Iloilo, against nine opposing votes and nine abstentions.

The bill, which aims to legalize the use of cannabis for treating various medical conditions, has stirred discussions among Iloilo’s representatives.

Second District’s Cong. Michael Gorriceta supported the bill, emphasizing the potential benefits of medical cannabis for patients needing alternative treatment options.

“I am confident that the use of medical marijuana will not be abused, given the stringent regulations outlined in House Bill 10439,” Gorriceta told Panay News.

Under the bill, only qualified patients diagnosed by accredited physicians are eligible to receive medical cannabis as treatment.

Furthermore, the bill stipulates that violations of its provisions could result in fines ranging from P500,000 to P1 million and imprisonment from six months to six years.

“This drug is strictly regulated and can only be used by persons who badly need it,” added Gorriceta, asserting that the government will enforce strict compliance once the bill is approved by the Senate and signed into law by President Ferdinand “Bongbong” Marcos Jr.

Third District’s Cong. Lorenz Defensor also voted in favor, citing the opportunity for patients to benefit from legitimate medical use of marijuana.

He also stressed that the use would be “under supervision”, as mandated by the bill.

Fourth District’s Cong. Ferjenel Biron, a medical doctor, supported the bill for its potential to aid patients requiring pain management.

He, however specified that his vote was solely for medical use involving imported formulations, not local cultivation.

Attempts by Panay News to interview 1t District’s Cong. Janette Garin, 5th District’s Cong. Raul Tupas, and Kabataan party-list’s Cong. Raoul Manuel were unsuccessful at the time of reporting. However, Garin, also a physician, previously acknowledged the medical benefits of marijuana, particularly for conditions like seizure disorders.

“There certainly are medical benefits, especially for those with seizure disorders who face high costs for treatment,” Garin stated in an earlier interview.

Moreover, Garin expressed concerns about regulating marijuana cultivation, preferring it to be confined to government-controlled areas to prevent misuse, instead of private cultivation.

For his part, Manuel previously told Panay News, “There are studies saying that medical marijuana can help patients in need so as a legislator, I believe that we should listen to those studies.

He also stressed the importance of differentiating medical marijuana from recreational marijuana so as to allay the fears of those warning that there could be potential abuse.

The bill also establishes a Medical Cannabis Office, responsible for issuing prescriptions for medical cannabis after verifying that the physician is not on the Dangerous Drugs Board’s watch list.

House Committee on Dangerous Drugs chairperson, Rep. Robert Ace Barbers, emphasized that the law would strictly regulate medical cannabis use and maintain prohibitions on recreational marijuana.

This legislation lists qualifying medical conditions for cannabis use, including:

* cancer

* glaucoma

* multiple sclerosis

* damage to the nervous system or the spinal cord, with objective neurological indication of intractable spasticity

* epilepsy

* positive status for human immunodeficiency virus or acquired immune deficiency syndrome

* post-traumatic stress disorder

* rheumatoid arthritis or similar chronic autoimmune inflammatory disorders

* diseases that require hospice care admission

* other conditions that may be identified by the Department of Health through the Medical Cannabis Office/PN
