<text>FAMILY PLANNING MONTH: Iloilo Provincial Health Office offers free ‘no scalpel vasectomy’ for men
By Ime Sornito -Thursday, August 8, 2024

ILOILO – To engage more men in modern family planning methods, the Iloilo Provincial Health Office (IPHO) and the Iloilo Provincial Hospital (IPH) in Pototan town are offering free “no scalpel vasectomy” services this August, declared as Family Planning Month.

Dr. Rodney Labis, chief of the IPHO’s Health Service Delivery Division, acknowledged that the uptake for vasectomy remains low, possibly due to misinformation and misconceptions prevalent in the community.

“The no scalpel vasectomy is a safe and effective procedure that greatly benefits couples who do not wish to have more children,” he explained.

The procedure is performed in the outpatient department, involves minimal pain, and allows for quick recovery.

Highlighting the importance of involving men in family planning, Dr. Labis emphasized that the campaign this month focuses on promoting the no scalpel vasectomy.

The procedure is offered for free at IPH throughout August, and interested clients are encouraged to reach out through the IPHO Facebook Page or contact via email at ipgfptc@gmail.com or mobile at 0969-499-5423.

This year’s Family Planning Month theme, “Panalo ang Pamilyang Planado: Tara Usap Tayo sa Family Planning”, aims to raise awareness and underscore the significance of family planning for the overall health and well-being of the Ilonggos.

Dr. Labis said most Rural Health Units (RHUs) provide family planning counselling, allowing clients to understand and voluntarily choose the most suitable method.

RHUs introduce various effective family planning methods, including pills, condoms, injectables, implants, and IUDs.

Additionally, some district hospitals like IPH offer permanent family planning options such as tubal ligation for women and no scalpel vasectomy for men.

Dr. Labis also pointed out the benefits of family planning, which helps couples focus on household priorities such as family health, purchasing basic needs, promoting gender equality, supporting sustainable population growth, reducing poverty, and fostering economic development.

Moreover, proper timing and spacing of births through family planning can significantly reduce the risk of mortality and illness in mothers and infants.

The IPHO, along with the Provincial Population Office, Hospital Management Office, Department of Health, Commission on Population and Development, RHUs, district hospitals, and partner agencies, are intensifying their family planning campaign not only for this month but throughout the year, aiming to reach women of reproductive age across the region./PN

              <text>CYBERCRIMES DROP: Public awareness is key – PRO-6
By Ime Sornito -Thursday, August 8, 2024
WANKY
WANKY

ILOILO City – There has been a significant decrease in cybercrime incidents across Western Visayas in the first six months of 2024, according to the Police Regional Office 6 (PRO-6).

Police Brigadier General Jack Wanky, regional police director, Cited the extensive information drives conducted by the PRO-6’s Regional Anti-Cybercrime Unit, which often involve sharing scam incidents on social media to raise public awareness about perpetrators’ modus operandi.

“When victims report scams, we immediately inform the public about the tactics used so that our citizens become aware and cautious,” Wanky told Panay News.

There were 218 incidents recorded in the first half of this year, marking an 80 incident or 26.8 percent drop compared to the 298 incidents reported in the same period last year, data from the Regional Anti-Cybercrime Unit showed.

The top 10 cybercrimes in the region include:

* swindling/estafa (online scams)

* illegal access of computer systems

* online libel

* ATM/credit card fraud

* grave threats

* computer related identity theft

* unjust vexation

* grave coercion

* photo and video voyeurism

* fraudulent access devices

Wanky said these were mainly carried out through mobile phones or social media.

To further reduce cybercrime incidents, Wanky said the PRO-6 will be seeking a larger budget for the Regional Anti-Cybercrime Unit to enhance their operations, as the perpetrators often employ more advanced technologies than those available to law enforcers.

“Our cybercrime unit continuously seeks enhancements, recognizing occasional resource shortfalls. Thus, we are requesting additional funding to improve our capabilities,” Wanky added.

Overall, Wanky assured that the Regional Anti-Cybercrime Unit possesses adequate resources and capabilities to trace and apprehend scammers effectively. He also urged the public to report any cybercrime incidents to the Regional Anti-Cybercrime Unit for timely action./PN

ILOILO – Gov. Arthur Defensor Jr. received a mobile primary care facility (PCF) for the province, a donation from First Lady Marie Louise “Liza” Marcos, during a handover ceremony in Cebu City.

This mobile clinic, equipped with an X-ray machine, ultrasound, and various laboratory equipment, is intended to enhance access to essential health services for residents, especially those in underserved areas.

Accompanying Defensor to the handover were Dr. Maria Socorro Quiñon, head of the Iloilo Provincial Health Office (IPHO), and key representatives from the Department of Health (DOH), including Secretary Teodoro Herbosa and DOH Region 6 director Dr. Adriano Suba-an.

The initiative follows President Ferdinand “Bongbong” Marcos Jr.’s commitment during his third State of the Nation Address (SONA) to provide mobile clinics across all provinces to bring medical services closer to the people.

Dr. Quiñon expressed optimism about the project in an interview last month, highlighting the potential to reach remote and underserved communities. She compared the new mobile PCF’s anticipated impact to that of the IPHO’s existing mobile dental van, which has already aided many.

Dr. Quiñon emphasized the importance of the mobile clinic in supplementing the district hospitals by providing basic health services directly to the residents.

To ensure the efficient management of the mobile clinic, the DOH recently conducted orientation and training for doctors, nurses, and medical technologists of the IPHO in Clark, Pampanga./PN

<p>The association first benefited from the SSF project in 2018, receiving six handlooms and accessories.</p>
<p>In 2020, they received seven steel handlooms, a wrapping frame, a spooling wheel, and a manual sewing machine.</p>

<div>The SSF project is a flagship initiative by the DTI aimed at enhancing the productivity and efficiency of micro, small, and medium enterprises (MSMEs) through access to advanced technology.</div>

<p>According to the DTI, the SSF project seeks to improve MSME competitiveness by providing essential machinery, equipment, tools, systems, and other auxiliary items, along with the necessary skills and knowledge, under a shared system between private and public partnerships.</p>
<p>Currently, the BWA comprises 32 weavers who produce a diverse range of products, including hablon cloth made from cotton, polycotton, polyabaca, and polypiña, as well as table linens and tote bags.</p>

              <text>In celebration of Family Planning Month, the Iloilo Provincial Health Office (IPHO) and the Iloilo Provincial Government Family Planning Training Center (iFPTC) have launched a campaign offering free no-scalpel vasectomies.

The initiative leverages the recent achievements of two-time Olympic gold medalist Carlos “Caloy” Yulo to promote reproductive health services and modern family planning methods in the province.

Announced via Facebook on Tuesday, August 6, the campaign quickly gained traction, amassing over 600 shares.

The IPHO’s announcement, which initially targeted male Ilonggos named Carlos in honor of Yulo’s victories, read: “Congratulations Carlos Yulo! Iloilo Provincial Health Office and its iFPTC celebrate with you! To celebrate your Paris 2024 Olympics victory, Iloilo PHO and its partners will offer FREE No-Scalpel Vasectomy to all Ilonggos!…Panalo si Carlos Yulo, Panalo ang Pamilyang Planado! Tara, Usap Tayo sa Family Planning!”

Positive Response and Challenges

The unique approach sparked significant interest, with 15 men expressing willingness to undergo the procedure.

“We have 15 interested clients who are willing to undergo vasectomy now compared to previous years because it has actually caught attention,” said IPHO head Dr. Maria Socorro Colmenares-Quiñon.

“However, there are a few negative interpretations which we can’t control, but the intention [of the campaign] is good. We are happy with his [Carlos Yulo] achievement and that’s why we congratulate him.”

Despite some initial backlash, the IPHO adjusted its messaging to ensure a broader and more inclusive appeal.

The campaign continues to emphasize the importance of planned parenthood and access to safe contraceptive options.

Comprehensive Family Planning Services

Alongside the no-scalpel vasectomy services, the IPHO is also providing free Implanon and intrauterine devices (IUD) at various health centers across Iloilo.

These services are part of a broader initiative to enhance reproductive health services in the province, ensuring that families have access to effective contraceptive options.

Yulo’s Historic Achievements

Carlos Yulo, who made history at the Paris 2024 Olympics by becoming the first Filipino to win two gold medals at a single Olympics, has become a source of inspiration.

Yulo secured victories in the men’s artistic gymnastics individual floor and vault finals, following in the footsteps of weightlifter Hidilyn Diaz, who won the first Olympic gold for the Philippines in 2020.

How to Avail Services

Those interested in availing of the free no-scalpel vasectomy or other modern family planning methods can contact the IPHO through email at ipgfptc@gmail.com, mobile at 0969-499-5423, or coordinate with the nearest health center for assistance.

The IPHO’s innovative campaign underscores the intersection of sports achievements and public health advocacy, demonstrating how high-profile successes can be harnessed to promote essential health services.

The Iloilo provincial government has announced an increase in the annual cash allowance for Barangay Nutrition Scholars from P4,000 to P4,500.

ILOILO – To bolster local nutrition efforts, the provincial government has announced an increase in the annual cash allowance for Barangay Nutrition Scholars (BNS) from P4,000 to P4,500.

Provincial Administrator Raul Banias made the announcement at the BNS Convention being attended by over 1,000 scholars in Iloilo City on August 1 and 2.

According to Banias, the P500 increase has been included in Supplemental Budget Number 1 and is slated to take effect in December 2024.

“The additional P500 has been signed off by Gov. Arthur Defensor Jr. yesterday, and by the end of the year, it will be integrated with your current allowance,” Banias told the gathering, which was met with enthusiasm from the BNS attendees.

Further efforts are underway, as Defensor aims to incorporate another P500 increase in the Annual Investment Plan (AIP), requiring collaboration between the executive and legislative offices to pass a supplemental AIP.

“If the AIP passes along with Supplemental Budget Number 2, there could be an increase of P1,000 in total,” Banias added.

This increase is part of the provincial government’s strategy to appreciate and recognize the efforts of the BNS in implementing various projects, programs, and initiatives under the Defensor administration. Banias emphasized the critical role of BNS in reducing malnutrition rates in the province, including conditions like stunting, wasting, and overweight.

“The problems of poverty, malnutrition, and learning poverty are interconnected, and we are actively seeking solutions to prevent these issues,” Banias explained, asserting that addressing these challenges can significantly improve the province.

He also acknowledged the vital contributions of volunteers, particularly the BNS, in the fight against malnutrition.

“I’ve been a mayor for 12 years and I know the work of volunteers, especially the BNS. Our fight to reduce the prevalence of malnutrition would be ineffective without your support,” Banias remarked.

The province has shown progress in its nutritional stats from 2019 to 2023 among children aged zero to 59 months, with a gradual decrease in underweight, wasting, and stunting rates, alongside a slight reduction in overweight percentages.

* For underweight: 2019 – 3 percent; 2020 – 3.47 percent; 2021 – 2.98 percent; 2022 – 2.53 percent; and 2023 – 2.44 percent or 3,627 children

* For wasting: 2019 – 1.90 percent; 2020 – 2.12 percent; 2021 – 1.58 percent; 2022 – 1.31 percent; and 2023 – 1.11 percent or 1,727 children.

* For stunting: 2019 – 7.39 percent; 2020 – 8.73 percent; 2021 – 7.46 percent; 2022 – 5.33 percent; and 2023 – 4.84 percent or 7,204 children.

* For overweight: 2019 – 2.38 percent; 2020 – 3.30 percent; 2021 – 3.15 percent; 2022 – 2.65 percent; and 2023 – 2.26 percent or 3,359 children/PN

              <text>JORDAN, GUIMARAS, Philippines — In the coastal village of Hoskyn in the heart of this town in Guimaras, a family has been trying to keep a century-old practice of producing artisanal salt alive.

Shirley “Nenen” Padojenog, 65, is one of the few people who have mastered the art of making “tultul,” a block of artisanal salt, also locally known as “dukduk,” made from the ashes of driftwood that have been soaked and boiled in seawater and coconut milk.
The legacy of tultul-making dates back to the late 1890s when Padojenog’s grandfather, Semion Ganila, concocted it to provide for his poor family.

In those days, Guimaras only had a handful of houses, thus opportunities for livelihood were scarce.

Padojenog could not recall how her grandfather came up with the recipe except that he used what was abundant in the area—coconut and seawater.
She said the final recipe for tultul was a product of trial and error before her grandfather was satisfied with its taste, especially when paired with rice.
Tultul was used to exchange for essentials like bananas, fruits and other crops. This age-old trade, rooted in the quest for survival, laid down the foundation for a tradition that would span generations.
Padojenog was only 10 when she learned how to make tultul through her father after Ganila passed it down to his children. When her father died at the age of 55, Padojenog carried on the tradition along with her uncle, Sarafin Ganila, and cousin, Jomar Ganila.

Jomar, however, had stopped making tultul a few years back due to his asthma. His children did not take the craft as they were busy with other jobs.
Lull
Padojenog’s family, however, was forced to stop making tultul in 2014 when her eldest son, Cherald, decided to focus on their travel and tour business following the influx of tourists to Guimaras.

But tourism took a nose-dive in 2020 when travel restrictions were imposed to stop the spread of COVID-19. Guimaras also suffered from an oil spill in 2020 from a damaged power barge that was anchored off Iloilo.

It was a harsh time for Padojenog who had to resort to scavenging to support her 10 children.

Padojenog, who is separated from her husband, decided to revive their tultul business, hoping that it would help her family as it had done so with her grandfather in the past. She also needed additional income especially that her youngest child would be entering college at Guimaras State University.

The year 2021 marked a return of the Padojenog family to tultul production.

But it was not easy.

Some neighbors, unfamiliar with the family’s link with the artisanal salt, raised concerns about the constant smoke generated during the almost 16-hour salt-making process.

READY FOR MARKET Shirley Padojenog says ash from burnt driftwood is soaked and filtered to create a concentrated brine, which is later boiled to produce the artisanal salt called “tultul” or “dukduk.”

From nature to table
Because of the complaints, the Padojenogs made the tough decision to relocate, ensuring they could pursue the backyard business without interruptions.

The Padojenogs have become used to an early morning routine, where family members are already up by 2 a.m.

The process begins with a selective gathering of “dagsa” or driftwood that has been soaked in saltwater.

While driftwood is abundant in Jordan, the Padojenogs get only what they need to ensure that this important raw material will not be depleted.

Driftwood and cooking pans are replaced frequently to ensure the salt maintains its distinct grayish-white color, a hallmark of their traditional method.

Collected driftwood pieces are burned and its ashes gathered and placed inside bamboo baskets known as “kaing.” Seawater is poured over the ash before the mixture is strained.

The strained water is then collected in containers beneath the baskets. The process is repeated multiple times to create a hyperconcentrated solution.

Some of the strained water are mixed with coconut milk (“gata”) to add flavor. The mixture is then poured into a cooking pan where it is slowly cooked for several hours.

As the mixture evaporates due to intense heat, a small amount of the remaining strained water from the kaing is added. The process, although slow, gradually forms salt lumps, or tultul.

The family shells out P15,000 in capital for a batch of Tultul but gets P30,000 in net profit.

A tray of tultul is cut into 16 pieces—about the size of a bar of soap—which the family sells for P150 each. The family usually makes tultul once or twice a week, depending on the demand.

Word-of-mouth
The Padojenog family doesn’t want to limit their product to the local market.

Cherald’s travel and tours business has paved the way for international interest in their products.

His foreign customers began purchasing his products in large quantities after initially buying a handful of tultul.

Impressed by the quality and taste of tultul, they later asked for more.

The Padojenogs rely on the positive word-of-mouth generated by their satisfied customers, allowing their business to reach new markets and audiences around the globe.

Cherald is already seeking advice from the Department of Trade and Industry for a standard packaging, aiming to bring the family product to a wider client base.

There is uncertainty as Padojenog still does not know if any of her 18 grandchildren is willing to continue the family legacy.

But Padojenog and her children are hopeful that younger family members will develop a deep and unwavering passion for salt-making.

“My grandchildren love making tultul with me; they can’t wait to start [helping around] after school. We have to be careful, though, because it gets really hot [in the production area], and we don’t want them to get scalded,” Padojenog said.

              <text>Cinemalaya 2024 entry ‘Tumandok’ aims to help Ati community reclaim ancestral lands

MANILA, Philippines — Through the Cinemalaya Philippine Independent Film Festival 2024 entry “Tumandok,” directors Richard Jeroui Salvadico and Arlie Sweet Sumagaysay are hoping to help the Ati community in Iloilo province in securing their Certificate of Ancestral Domain Title (CADT).

The 88-minute documentary-fiction reveals the struggles of Ati people in Sitio Karabangkalan in Barotac Viejo, Iloilo in reclaiming their ancestral lands.

Featuring an all-Ati non-professional acting ensemble, speaking in their own language Inati, “Tumandok” seeks to support the community in securing their ancestral domain through screening proceeds.

“Aside from starting to believe that not every lowlander has ill intentions for them, I think through ‘Tumandok,’ the community, and their concerns are now starting to get noticed. When we went to NCIP (National Commission for Indigenous Peoples), they were told that in 2025 they might be one of the few communities that will be considered for funding,” Sumagaysay shared to The STAR in an e-mail interview.

Apart from telling the story of the Ati community in Sitio Karabangkalan in Barotac Viejo, Iloilo, the Cinemalaya 2024 entry ‘Tumandok’ also aims to help them secure their ancestral lands titles through screening proceeds.
But it will still take time, she acknowledged. “Along with the pre-production, we have also successfully aided the community in processing their papers as an association, processing the official chieftainship of their chieftain, and aiding their application for their community-based forest management under DENR (Department of Environment and Natural Resources).

“We hope that through the donations and the percentage that they will get from the profit of the film, they will be able to process their CADT and make a road for the community so they won’t have to pass by private lands just to reach the town.”

“Tumandok” was inspired by the life story of En-en, the daughter of the chieftain who does the task of processing their Certificate of Ancestral Domain Claim (CADC). While writing the script and doing the field work, the filmmakers encountered other stories of struggles from different Ati communities in the region. So with the guidance of filmmaker Arden Rod Condez (one of the executive producers), they decided to incorporate the accounts of other Ati communities in the film.

They have been working with and immersing in different Ati communities since 2017 and the story of En-en stood out while they were doing cultural mapping in 2019.

“We also went to NCIP to straighten our facts and there, we discovered that the tribe needed P500, 000 to P1 million to fast-track the processing of their CADT. We aren’t millionaires nor do we have the right connections to make such an amount. So, we decided to use our privilege to be able to make films for a higher purpose and use the power of cinema and Cinemalaya to reach out to potential sponsors and to shed light on the stories of the community.”

Sumagaysay reiterated that apart from telling the battles of the indigenous people, they likewise aim to help them secure their CADT. “We hope viewers see that the story of the community is not just a narrative of the past but a living, breathing testament to the ongoing battle for justice and recognition,” she asserted.

“Showcasing the real stories and struggles of the Ati community can make people see the reality of the Ati community and their strength and perseverance despite the challenges that they are facing. We hope people will appreciate them more as individuals and as a people. But more than their resilience, we need to SEE the NEED for us to help them.”

Salvadico and Sumagaysay felt honored to be debuting their full-length film at the 20th edition of Cinemalaya.

The Iloilo-based directors previously helmed the short films “Dribol,” “Chok,” “Gulut-anon nga Dulut,” and “Utwas,” which gained recognition in various local film festivals.

In 2022, their short film “Mga Handum nga Nasulat sa Baras” earned the Audience Choice Award at Cinemalaya 18, bagged the Best Film at Sine Halaga 2, and was recognized by the Society of Filipino Film Critics. They were also finalists for Netflix’s Indiegenius Program in 2023.

The Cinemalaya 20 will run until Aug. 11 at the Ayala Malls Manila Bay, Greenbelt, Trinoma, U.P. Town Center, and Market! Market! cinemas.

Dr. Azucena Dayanghirang, the assistant secretary and executive director of NNC, said BNS are key in the local implementation of nutrition programs.

She spoke at the 2nd BNS Convention held on Thursday morning, August 1, in Iloilo City.

“The implementation of the PPAN from the national down to the barangay level is crucial for our province’s progress. Each BNS plays a critical role in ensuring the success of these nutrition initiatives,” said Dayanghirang.

PPAN 2023-2028 is a strategic, multi-sectoral, multi-level and directional plan to address all forms of malnutrition and also a framework for action and guide for government’s commitment in addressing food and nutrition security challenges.

The convention, themed “BNS: Bayani ng Nutrisyon at Serbisyo, Bida sa Pagsulong ng PPAN tungo sa MoRProGRes ILOILO,” saw the participation of around 1,300 nutrition scholars from various barangays.

The BNS are tasked with a range of responsibilities, from conducting regular monitoring and evaluation activities like Operation Timbang Plus, to nutrition advocacy and awareness campaigns. These activities are fundamental in ensuring effective community response to malnutrition.

Dr. Maria Socorro Colmenares-Quiñon, under whose leadership the convention was organized by the Iloilo Provincial Health Office (IPHO), reiterated the commitment of local government units to support the BNS.

“Our nutrition scholars are instrumental in our fight against malnutrition. They are the frontlines, bringing essential nutrition services directly to the people who need them the most,” she said.

The convention also addressed the multi-sectoral approach required to tackle malnutrition, calling for enhanced collaboration among local government units, healthcare providers, and community leaders to prioritize nutrition and health.

Highlighting the broader impact of the BNS’s work, Dayanghirang outlined various PPAN interventions planned for the next five years, including the establishment of community food gardens, improvement of maternal health services, and social behavior change programs for nutritional education across all age groups.

This initiative is in line with the provincial government’s “MoRProGRes Iloilo” development mantra, which aims to uplift the overall health and wellbeing of the Iloilo community through strategic, integrated, and community-focused nutrition actions.

PPAN Interventions to Combat Malnutrition

Dayanghirang outlined a comprehensive suite of interventions under the PPAN aimed at addressing malnutrition across various provinces including Negros Occidental, Iloilo, and Antique.

The PPAN framework focuses on four key areas: healthier diets, better practices, improved access to quality services, and an enabling environment. These interventions are designed to promote healthier diets through increased availability, accessibility, and affordability of nutritious foods.

Key strategies include the establishment and maintenance of food gardens in schools, communities, and workplaces; completion of farm-to-market roads; enhancement of market infrastructures; and the implementation of the KADIWA program, which ensures food availability at affordable prices especially in low-income communities.

Additional measures involve dietary supplementation, food stamps or cash transfers, food fortification, and strict monitoring of the Philippine Milk Code (EO 51).

In terms of adopting better nutritional practices, the NNC encourages the adoption of behaviors that contribute to optimal health and well-being. This includes comprehensive maternal health packages, promotion and counseling for infant and young child feeding, community support for breastfeeding, and integrated social behavior change programs targeting various demographic groups from infants to older adults.

To improve access to quality services, the plan integrates maternal and child health services with nutrition services in schools and community settings. Initiatives also cover growth monitoring, adolescent health programs, family development sessions, and the management of acute malnutrition among older adults.

Creating an enabling environment is another critical aspect of the PPAN. This involves establishing and utilizing an integrated data management system for health, food security, nutrition, and social protection to inform decision-making.

Regular monitoring and impact assessment of food and nutrition security policies are also emphasized to ensure their effectiveness.

Furthermore, the NNC aims to increase the capacity and incentives for personnel delivering multi-sectoral nutrition interventions and secure adequate financing for these programs./PN
