<text>The Baysulangpu Artists Society opened its latest exhibit, “Dagta-an: Forming New Perspectives,” on August 10 at Thrive Art Gallery.

Running until September 10, the exhibit marks a milestone for the art group, showcasing their evolution as they embrace a new generation of artists with fresh perspectives and skills.

The exhibit’s title, derived from the Hiligaynon term meaning “to stain, to blot, to color,” surprisingly offers a cohesive exploration of the human form, despite each artist’s independent approach to the theme.

Through diverse styles and interpretations, the artworks converge around human forms, particularly the depiction of male and female figures, alongside some abstract works. The emphasis on feminine forms suggests a possible feminist theme, challenging traditional representations and exploring identity, vulnerability, and strength—central elements of feminist discourse.

Artist Yanni Ysabel Panaguiton noted that the thematic alignment was coincidental. She explained that the artists were given the title “Dagta-an” and encouraged to interpret it freely, resulting in the diverse yet unexpectedly interconnected pieces that comprise the exhibit.

The arrangement of the artworks adds an intriguing layer to the exhibit. The deliberate placement of pieces like Arnold Almacen’s “Once in a Blue Moon” and “Eclipse,” alongside Panaguiton’s “Cross (on) My Heart and Hope to Die,” depicting nude female bodies next to Johanz Mercurio’s “Fiat” and “Summum Bonum,” opens a compelling exploration of the irony surrounding the female form—its duality as both sacred and taboo.

Traditionally, the female body symbolizes fertility, life, and beauty, revered in various cultural and religious contexts. This reverence is reflected in the idealization and celebration of the female form. Yet, paradoxically, it is also subject to societal restrictions and moral judgments, often leading to objectification or censorship.

Mercurio’s pieces, influenced by his seminary days, introduce a spiritual dimension that contrasts sharply with the earthly, sensual representations of the female body.

This juxtaposition invites viewers to reflect on how institutions like the church, often seen as Ideological State Apparatuses (ISAs), shape societal views on morality, sexuality, and the human body. Philosopher Louis Althusser conceptualized ISAs as institutions such as the church, education, and media that disseminate ideology and reinforce a society’s dominant values and norms. The church, in particular, plays a significant role in shaping perceptions of sin, virtue, and the human body, often casting the nude female form as a symbol of temptation or sin.

In the exhibit, the nude female body is recontextualized as a site of both vulnerability and strength. By placing the sensual depictions of the female body alongside Mercurio’s spiritually themed works, the exhibit creates a dialogue between two contrasting perspectives: the religious view that often imposes moral constraints on the body and the artistic exploration that celebrates its natural form.

“Dagta-an” prompts viewers to consider how the concept of staining or marking can be metaphorically linked to the depiction of the human form and spiritual experience.

Since its inception in 2001, Baysulangpu has made substantial contributions to the local art landscape. The group is renowned for transforming blank walls into vibrant canvases, including notable murals of local landmarks such as cyclists, Dinagyang, Paraw Regatta, and various bridges.

Their commitment to public art was particularly evident during the pandemic in 2020, when they created the longest mural in Iloilo City, symbolizing unity during a challenging time.

Almacen explained that the name “Baysulangpu” derives from “pulang subay,” which translates to “red ant.” The phrase “Kon makasulapo ka sang subay nga pula” refers to the painful experience of being bitten by a red ant and reflects the group’s commitment to breaking free from the constraints of traditional gallery politics and favoritism. Almacen noted that the red ant’s defensive behavior—its aggressive response when threatened—symbolizes the group’s resistance against the challenges they faced.

Baysulangpu was established as a protest against the entrenched politics of galleries where they had previously been members. To address these challenges, the group took their exhibits to unconventional venues like restaurants, often using their art to critique social issues and express dissent.

Previous exhibitions, such as “Paradigm” (2021), “Turn Over” (2022), and “Bak-it” (2023), paved the way for the group’s latest display.

Other participating artists include Dea Mikaela Bañas, Edmar Colmo, Edwin De los Reyes, June Moreno, Kim Dela Cruz, Onofre Ballescas, and Vivien Gardose.

              <text>The Iloilo Provincial Disaster Risk Reduction and Management Council (PDRRMC) has placed the province under “Blue Alert” status in response to the increasing number of dengue cases.

The heightened alert is a proactive measure to ensure that all relevant agencies and sectors are on standby to monitor and address the situation effectively.

According to the latest data from the Department of Health (DOH) Western Visayas, Iloilo has recorded 3,914 dengue cases. The province is preparing to declare a dengue outbreak, as 36 of its 43 towns have surpassed alert and epidemic thresholds.

Dr. Rodney Labis, head of the Health Services Division of the Iloilo Provincial Health Office (IPHO), explained that dengue cases tend to rise every three to five years based on epidemiological patterns.

“Every three to five years, dengue cases tend to increase,” Labis noted, highlighting that the current surge is consistent with historical trends.

From January to August 3, the IPHO recorded 3,608 dengue cases and six deaths. This represents a 242% increase compared to the 1,056 cases reported during the same period last year.

Historical data shows peaks in dengue cases approximately every few years, with 22,000 cases recorded in 2019 and lower counts in subsequent years.

Labis explained the four serotypes of dengue. He mentioned that if a person is infected with one serotype, they gain lifetime immunity to that serotype but are not immune to other serotypes. If a town is infected with one serotype, it may develop immunity and not trigger an outbreak. However, if a new strain of dengue enters the area, it could cause an outbreak because the residents lack protection against it.

Addressing the variation in dengue cases across different areas, Labis noted that local factors, such as solid waste management and community practices, play a role.

He highlighted that Passi City and Lambunao have seen significant increases in cases this year, while New Lucena has reported fewer cases. Labis suggested this could be due to effective solid waste management and community practices or that residents might have immunity to one strain of the dengue virus, which is protecting them.

Cornelio Salinas, head of the Iloilo Provincial Disaster Risk Reduction and Management Office (PDRRMO), explained in a local radio interview that the Blue Alert status will mobilize member councils to closely monitor dengue incidence rates across their respective areas.

Salinas mentioned that response clusters, health sectors, and hospitals are key players in monitoring the situation to determine whether medical facilities can handle the influx of dengue patients.

The PDRRMO is tasked with gathering all records from Local Disaster Risk Reduction and Management Councils throughout the province. These records will provide vital information on the on-ground situation, enabling the council to assess whether dengue cases are increasing or decreasing.

In line with the alert level, the PDRRMO will implement stringent interventions to help curb the spread of dengue. These interventions include the 4S strategy: Search and destroy mosquito breeding places; Secure self-protection; Seek early consultation; and Support fogging or spraying in hotspot areas.</text>

              <text>The Iloilo Provincial Government, through its Provincial Population Office, has allocated P25 million to five local government units (LGUs) for establishing Family and Youth Development Centers (FYDCs). The allocation was officially handed over during a ceremony on August 12.

The initial beneficiaries—Igbaras, Sta. Barbara, Calinog, Sara, and Passi City—each received P5 million as part of the pilot phase of this initiative. This project aims to enhance family and youth programs across the province.

Governor Arthur R. Defensor, Jr. led the ceremonial check turnover, with Igbaras Mayor Vicente E. Escorpion, Jr., Sara Mayor Jon N. Aying, Calinog Mayor Francisco L. Calvo, Sta. Barbara Sangguniang Bayan Member Niel Superficial, and Passi City Population Program Officer IV Ma. Teresa Buena receiving the funds on behalf of their respective localities.

In his speech, Mayor Escorpion expressed gratitude for the project, highlighting its significance. “It is a novel project and innovation particularly with regard to family and youth development. We are very happy and privileged to be given this opportunity to work initially in collaboration with the provincial government. It is very welcome for us in Igbaras; we need this project very much,” he stated.

Defensor reiterated the provincial government’s dedication to expanding the FYDC project across the province, ensuring that each LGU will eventually have its own center.

The initiative aligns with the Iloilo Provincial Government’s Movement for a Robust, Progressive, Globally Competitive, and Resilient (MoRProGRes) development mantra, which focuses on fostering sustainable growth and development through strategic infrastructure investments.

The FYDCs are envisioned as two-story facilities designed to accommodate various functions, including Pre-Marriage Orientation and Counseling (PMOC) sessions, youth program training, and office space for Population Program Officers and Barangay Service Point Officers.

Additionally, these centers will house the Local Youth Development Office, the Sangguniang Kabataan session hall, and the Local Youth Development Council Office, making them central hubs for family and youth activities within each LGU.

In a related development, the Iloilo Provincial Government also secured P14.5 million in funding from the Department of Labor and Employment Region 6 (DOLE 6).

DOLE 6 Regional Director Atty. Sixto Rodriguez, along with Provincial Director Amy Judicpa, handed over the funds to Governor Defensor during the same event.

Of the total amount, P9.5 million is allocated for the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program, which provides short-term employment to marginalized workers.

The remaining P5 million is designated for the Government Internship Program (GIP), offering internship opportunities to students and out-of-school youth to help them gain valuable work experience in government offices.

These programs, aimed at alleviating poverty and creating employment opportunities for Ilonggos, will be implemented by the Public Employment Service Office (PESO) – Province of Iloilo.</text>

              <text>DOH-6 activates regional dengue taskforce as infections spread
By Ime Sornito -Tuesday, August 13, 2024

ILOILO City – The Department of Health (DOH) in Western Visayas has activated the Regional Dengue Task Force and bolstered inter-agency collaboration to strengthen outbreak preparedness and response strategies as dengue cases continue to surge.

During a virtual press conference on Monday morning, August 12, led by Dr. Bea Camille Natalaray, Medical Officer IV and head of the Emerging and Re-Emerging Infectious Disease (EREID) unit of DOH Region 6, it was announced that multiple agencies have been mobilized to address the escalating situation.

The task force includes several units of DOH-6 such as the Surveillance, Supply, Communications Management, and Health Facility Development units, all playing integral roles in dengue response.

Additionally, the inter-agency collaboration involves at least 12 government bodies including the Department of Interior and Local Government, Department of Education, Department of Social Welfare and Development, Philippine Information Agency, and others, conducting meetings to enhance dengue prevention efforts.

As of August 3, 2024, the Regional Epidemiologic Surveillance Unit (RESU) reported a total of 10,188 dengue cases with 1,743 new cases for morbidity week 31, marking a 114 percent increase compared to the same period in 2023.

There have been 20 reported deaths, representing a 0.2 percent case fatality rate.

The most affected age group is 1 to 10 years old, making up 36 percent of the total cases.

Natalaray emphasized the need to focus prevention activities on school-aged children, particularly by extending the 4S strategy in schools.

The 4S strategy includes searching and destroying mosquito breeding sites, self-protection measures, seeking early consultation for symptoms, and supporting fogging and spraying efforts.

Here is a breakdown of the dengue cases per province and highly-urbanized city as of the latest data:

* Aklan – 1,319 cases, one death

* Antique – 637 cases, one death

* Capiz – 1,083 cases, three deaths

* Guimaras – 809 cases, one death

* Iloilo – 3,914 cases, six deaths

* Negros Occidental – 1,584 cases, six deaths

* Bacolod City – 360 cases, one death

* Iloilo City – 482 cases, one death

In response, DOH-6 has implemented several measures including training for health workers in dengue case management and vector surveillance, deploying monitoring teams to hotspot areas, and distributing mosquito control and diagnostic commodities to Local Government Units.

Dr. Ma. Sophia S. Pulmones, officer-in-charge director IV of DOH-6, endorsed the renewed emphasis on the 4S Strategy, particularly as the new school year begins, to bolster the community’s defenses against the dengue virus.

Region-wide 523 barangays reported clustering of dengue cases in the following provinces and cities: Aklan (64), Antique (16), Capiz (51), Guimaras (46), Iloilo Province (234), Iloilo City (23), Negros Occidental (76), and Bacolod City (14).

“Ma-consider naton ang barangays nga may clustering of cases kon there are more than two ang kaso sa isa ka bulan sa sina nga barangay,” said Natalaray./PN

              <text>Passi declares state of calamity amid dengue outbreak
By Ime Sornito -Tuesday, August 13, 2024

ILOILO – Due to a severe dengue outbreak, the City Council of Passi has declared a state of calamity.

In a special session led by Vice Mayor Elyzer Chavez on August 9, the council approved Resolution No. 2024 -129, citing the rising dengue cases as a significant health threat.

On August 8, Passi City recorded 327 confirmed cases of dengue, including one fatality — a 10-year-old boy from Dorillos Street, who passed away last week while receiving treatment at the Iloilo Mission Hospital in Iloilo City.

The most affected areas include the barangays of Agdahon, Gines Viejo, Poblacion Ilawod, Man-it, Arac, Imbang Grande, Talongonan, Sablogon, Poblacion Ilaya, and Quinagaringan Pequeño.

The resolution is grounded in Memorandum Order Number 60, Series of 2019, from the National Disaster Risk Reduction and Management Council (NDRRMC), which outlines the conditions under which a state of calamity can be declared due to public health emergencies.

In response to the crisis, Mayor Stephen Palmares announced that the calamity fund would be utilized to purchase dengue kits, IV fluids, and other necessary supplies for the affected barangays.

He also emphasized the importance of the community adhering to the 4S strategy against dengue, which includes searching and destroying breeding places, securing self-protection, seeking early consultation, and supporting fogging or spraying in hotspot areas.

Recent data from the Iloilo Provincial Health Office indicates that Passi City has the highest number of dengue cases in Iloilo Province for this year, with 256 cases recorded as of August 3 — a 631 percent increase compared to the same period in 2023, which saw only 35 cases.

Other towns reporting high dengue incidences include Dingle (189 cases with one death), Lambunao (167 cases with one death), Oton (165), Dumangas (163), Calinog (157), Badiangan (146 cases with two deaths), Janiuay (139), Barotac Nuevo (122), and Miag-ao (109 cases with two deaths).

Overall, the province has registered 3,608 dengue cases with six deaths as of August 3, marking a 242 percent increase from the previous year, which had 1,056 cases./PN

              <text>Full modernization of Iloilo City’s public transport seen in 2 years
By Ime Sornito -Tuesday, August 13, 2024

ILOILO City – The full modernization of public transport here may be achieved in a little over two years.

“We’re counting 27 months for complete modernization. Let’s cross our fingers that there will be no more disruptions or suspension, but only support,” said Perfecto Yap, advisor and consultant for Joroshely Transport Services and the Western Visayas Alliance of Transport Cooperatives and Corporations, Inc. (WVATCCI), a broad alliance of various transport cooperatives and corporations in Iloilo City.

Under its approved Local Public Transport Route Plan (LPTRP), Iloilo City will have 1,782 transportation units serving various routes. At present, only 520 minibuses are operating, but an additional 161 units are expected to be delivered this this year.

According to Land Transportation Franchising and Regulatory Board (LTFRB) Region 6 legal counsel Atty. Salvador Altura Jr., the main challenge of the modernization program is the purchase of minibuses by transport cooperatives and corporations.

He cited the “delayed release of funds by lending companies.”

LTFRB-6 and WVATCCI expressed their gratitude to President Ferdinand “Bongbong” Marcos Jr., Department of Transportation (DOTr) secretary Jaime Bautista, and LTFRB Chairman Teofilo Guadiz III for affirming the implementation of the Public Transport Modernization Program (PTMP).

“We are not only improving the lives of our citizens but also creating a sustainable and efficient urban environment for generations to come,” said LTFRB-6 director Richard Osmeña.

WVATCCI president Rizalito Alido expressed optimism that Land Bank of the Philippines and the Development Bank of the Philippines would resume processing and approving the loan applications of transport cooperatives and corporations.

Loan processes were temporarily halted due to rumors of the suspension of the modernization program, he said.

Following a recent meeting with Secretary Bautista in Metro Manila, Alido shared that the DOTr Secretary committed to sending official communication to lending institutions to ensure the approval of loans./PN

              <text>Hospital overcrowding feared as dengue cases rise; DOH updates dengue mgt protocols
By Ime Sornito -Tuesday, August 13, 2024
NATALARAY
NATALARAY

ILOILO City – The Department of Health (DOH) in Western Visayas has issued new guidelines on hospital admissions for dengue patients following a significant rise in cases across the region.

The aim is to prevent overcrowding at tertiary and district hospitals, explained Dr. Bea Camille Natalaray, medical officer IV and head of the Emerging and Re-Emerging Infectious Disease (EREID) unit of DOH Region 6.

Dengue is a mosquito-borne viral infection causing a severe flu-like illness, sometimes leading to potentially lethal complications, commonly referred to as severe dengue.

Not all dengue patients require hospitalization, Natalaray clarified, adding that patients are classified as either without warning signs or with warning signs.

“It is important that parents and healthcare workers know how to recognize the warning signs of dengue,” said Natalaray.

According to the new protocol, patients showing warning signs as assessed by a doctor should be admitted to the hospital for case management.

Warning signs include severe abdominal pain, persistent vomiting, rapid breathing, bleeding gums and nose, vomiting blood, and fatigue.

Conversely, patients without these signs can be managed as outpatients or remain at home, provided they have regular follow-ups at their local Rural Health Unit (RHU).

For those not exhibiting severe symptoms, Natalaray advised ensuring adequate fluid intake as prescribed by doctors and monitoring for any changes, such as the need to urinate every six hours.

She warned parents against feeding children with dengue dark-colored food, as it complicates the diagnosis of potential internal bleeding.

With no specific treatment for dengue at the moment, healthcare providers focus on supportive management, primarily fluid management, to prevent dehydration.

Natalaray also confirmed the establishment of “dengue fast lanes” in hospitals to expedite the treatment of patients and reduce waiting times.

Recent data from the DOH-6’s Regional Epidemiologic Surveillance Unit (RESU) reveals a consistent surge in dengue cases.

As of August 3, 2024, there were 10,188 reported cases, a 114 percent increase compared to the same period last year, with 1,743 new cases.

The current cases have resulted in 20 deaths, marking a 0.2 percent case fatality rate.

Here’s a breakdown of the dengue cases and fatalities across the region:

* Aklan – 1,319 cases, 1 death

* Antique – 637 cases, 1 death

* Capiz – 1,083 cases, 3 deaths

* Guimaras – 809 cases, 1 death

* Iloilo – 3,914 cases, 6 deaths

* Negros Occidental – 1,584 cases, 6 deaths

* Bacolod City – 360 cases, 1 death

* Iloilo City – 482 cases, 1 death/PN

              <text>5 rebels killed in Calinog clashes identified
By Panay News -Monday, August 12, 2024

BY MA. THERESA LADIAO

ILOILO – The Philippine Army has identified the five New People’s Army (NPA) rebels killed in clashes on August 7 and 8 in Barangay Aglonok, Calinog and Barangay Cabatangan, Lambunao.

The 3rd Infantry (Spearhead) Division said the five were high-ranking and operated throughout Panay Island.

Aurelio Berjes Bosque, 57, was a resident of Barangay Carvasana, Calinog. Known by aliases including Burnok and Boy, he was a member of the Regional Headquarters Executive Command of the Communist Party of the Philippines (CPP-NPA) in Panay Island and had formerly served as a spokesperson for Bayan Muna-Panay.

His death is regarded as a major setback for the insurgent group in the region.

Jovelyn Silverio, also known as Darlyn, was a resident of Barangay Patria, Pandan, Antique. She had served as Platoon Supply Officer for the Regional Headquarters Force, KR-Panay, and had previously held the position of Political Officer for the now-dismantled Southern Panay Front.

Armando Rogelio Sabares, alias Kamlon, from Barangay Igcaratong, San Joaquin, Iloilo, was noted for his expertise in improvised explosive devices. As the NPA-Panay’s ordnance officer, he faced criminal charges for multiple murders in Antique.

Rumulo Ituriaga Gangoso, known as Reagan, a resident of Sitio Tuwang-tuwangan, Barangay Bungsuan, Dumarao, Capiz, was also among those killed. Formerly commanding the dismantled Eastern Front, KR-Panay, Gangoso had been reassigned due to illness and old age.

The identities of the three out of five casualties were confirmed by three ex-rebels who had previously operated alongside them.

The Philippine Army has described these incidents as crucial victories in their ongoing effort to suppress the insurgency in Panay Island, significantly hobbling the leadership and operational capabilities of the CPP-NPA./PN

              <text>ILOILO – West Visayas State University (WVSU) – Calinog campus has vehemently denied allegations of recruitment activities by the New People’s Army (NPA) on its premises.

The denial came through an official statement released by Dr. Rosario Clarabel Contreras, the Campus Administrator, in response to a report from the Philippine National Police (PNP) included in a Senate Inquiry on August 6.

Sen. Ronaldo “Bato” Dela Rosa disclosed the PNP report during the Senate Inquiry conducted by the Committee on Public Order and Dangerous Drugs, focusing on the radicalization and recruitment of students in educational institutions by local communist terrorist groups.

Dr. Contreras emphasized, “As the Campus Administrator, I categorically deny the PNP report concerning NPA recruitment and insurgency on our campus. These claims do not reflect our institution’s reality.”

She assured that the WVSU-Calinog campus is committed to providing a high-quality education and maintaining a safe environment for intellectual development.

The Campus Administrator detailed the proactive measures taken by the campus, including vigilant security teams and annual security awareness programs conducted by their Air Force ROTC (Reserve Officers Training Corps) in coordination with authorized government agencies. An internal investigation found no evidence supporting the claims of recruitment activities or insurgency.

Dr. Contreras also highlighted the campus’ commitment to transparency, integrity, and the rule of law, which she stressed has garnered overwhelming community support.

Furthermore, the campus offers programs that foster critical thinking, civic engagement, and social responsibility, she added.

During the Senate inquiry, Senator Dela Rosa mentioned that according to PNP reports, there have been 168 students from various high schools and universities recruited by the NPA from 2014 to 2024. Police Colonel Randy Arceo, Directorate for Operations of the PNP, noted that among 102 schools identified with NPA recruitment activities, three are in Western Visayas, including two in Capiz and one in Iloilo.

Dr. Contreras urged the public to seek verified information from reliable sources and cautioned against the damage unverified claims could cause to educational institutions and the future of their students./PN

              <text>FBI, Dubai police asked to investigate Ilongga vlogger over ‘investment scam’

BY GEROME DALIPE IV

ILOILO City – The Federal Bureau of Investigation (FBI) and the Dubai Police General Headquarters have been asked to investigate an Ilongga vlogger based in the United Arab Emirates.

A complainant claimed she was duped into investing in the vlogger’s supposed jewelry venture.

Mary Joy Derla-Ward, an Ilongga nurse based in Los Osos, California, USA, requested the FBI and the Dubai police to investigate Jinky Miraflores Carpio, also known as QueenKix Bugris on Facebook.

“I am exposing her and stopping her from scamming more people. She is a big-time scammer,” Ward told Panay News.

Ward said she had coordinated with other complainants who also reportedly gave money to Carpio as investment.

Carpio, who also uses other social media pages such as POGI TeeVee and Iloyski Jugriz, is reportedly living in Jumeirah, Dubai.

In her complaint to the FBI, Ward said she began following Carpio on social media sometime in January 2023. At first, she said she was enticed by Carpio’s live videos since they were filled with humor and sometimes vulgar criticism of the Philippine government.

But Ward said Carpio later started sending her messages on social media and requested donations to help the supposed less fortunate individuals in the Philippines, or to feed stray dogs in Iloilo City.

This prompted Ward to make regular donations every two weeks, although Ward admitted she was uncertain if the money was truly used for these charitable purposes.

Last July 3, 2024, Ward said Carpio offered her to become one of her business partners in the selling of gold jewelry from Dubai to the United States.

“Believing it to be a lucrative opportunity, I agreed and wired $5,000 to her son’s girlfriend, as instructed,” said Ward.

The next day, Ward said Carpio again persuaded her to send an additional $2,500, claiming that the jeweler would add more grams of gold with a larger purchase.

Carpio, added Ward, further asked her to transfer another $1900, which was supposedly needed for tax and shipping insurance of the jewelry from Dubai last July 12, 2024.

Despite Carpio’s constant reassurances, Ward said the jewelry never arrived. Realizing she had been scammed, Ward said she researched her online and discovered numerous complaints from other victims on her social media page.

She learned that Carpio had multiple warrants for her arrest in the Philippines, prompting her to hide in Dubai.

Ward said she alerted the Dubai police on the issue.

“Carpio poses a serious threat to the Filipino community as she continues to scam people through her social media pages. While I may not recover my lost funds, I seek justice to prevent her from victimizing others,” said Ward.

She also urged other victims to come forward and file a complaint against Carpio before Dubai to be held accountable for her actions.

“As a law-abiding citizen, I have lived a quiet life in the US, working as a nurse alongside my firefighter husband. I trusted Ms. Carpio in hopes of earning extra income for my family. I have never been involved in illegal activities or committed any crimes,” said Ward./PN
