<text>ILOILO TO DECLARE STATE OF CALAMITY; Prov’l Health Office records 4,595 dengue cases, 10 deaths
By Ime Sornito -Friday, August 16, 2024

ILOILO – The Provincial Disaster Risk Reduction and Management Council (PDRRMC) has passed a resolution recommending that Iloilo be declared under a state of calamity due to a significant rise in dengue cases.

The latest data from the Provincial Health Office reveal an escalation in cases, with 4,595 reported as of August 10, 2024, including 10 deaths.

This marks a 320 percent increase from last year during the same period, which recorded 1,095 cases and a single fatality.

The decision to recommend declaring a state of calamity was made during a special meeting at the Casa Real de Iloilo yesterday afternoon, as confirmed by Cornelio Salinas, the head of the Provincial Disaster Risk Reduction and Management Office.

According to Salinas, Iloilo has met the criteria set by the National Disaster Risk Reduction and Management Council (NDRRMC) for such a declaration.

The criteria include an extremely high incidence of a communicable disease affecting multiple areas and the presence of health events beyond normal expectancy.

Currently, three areas — Passi City and the municipalities of Miag-ao, and Tigbauan — have already declared local states of calamity, while Badiangan has reported a dengue outbreak.

Dengue fever, transmitted by the bite of an Aedes mosquito infected with a dengue virus, causes flu-like symptoms including severe headache, pain behind the eyes, muscle and joint pains, and rash.

More severe forms can develop into dengue hemorrhagic fever, which can be fatal.

The spread of dengue has prompted 41 of the 43 local government units in Iloilo, with the exception of Banate and Tubungan, to exceed the epidemic threshold necessitating urgent responses.

Additionally, 36 municipalities have observed clusters of cases across various barangays.

The PDRRMC’s resolution will now proceed to the Sangguniang Panlalawigan for official approval and declaration.

Gov. Arthur Defensor Jr. confirmed on Wednesday that the province has surpassed both alert and epidemic thresholds, indicating an ongoing outbreak and necessitating elevated alertness and coordinated response efforts.

In response to the crisis, the Provincial Disaster Risk Reduction and Management Operations Center (PDRRMOC) has been placed on blue alert status 24/7, tasked with intensifying monitoring, consolidating data, and ensuring timely communication with relevant agencies.

Data from the Provincial Health Office showed Passi City with the most cases of dengue at 344 with one death.

Next to Passi with the most cases are Oton (233 cases), Dingle (210 cases with one death), Lambunao (201 cases with one death), Dumangas (187), Calinog (183), Barotac Nuevo (172 cases with one death), Janiuay (164), Badiangan (161 cases with two deaths), and San Dionisio (144).

The rest of cases are as follows: Cabatuan (132), Lemery (131), Miag-ao (128 cases with two deaths), Sara (128), Pototan (120), Pavia (117), Tigbauan (117), Barotac Viejo (115), Santa Barbara (103), Alimodian (103), Leon (100), Ajuy (87), Batad (85), Banate (80 cases with one death), San Enrique (78), San Miguel (77), Dueñas (75), Mina (73), Estancia (70), Igbaras (65), San Joaquin (65), Bingawan (62), Concepcion (61), Zarraga (59), Anilao (58), Balasan (57), Leganes (57), Maasin (57), Guimbal (47), Carles (39), Tubungan (31), San Rafael (19), and New Lucena (13).

The 10 dengue fatalities so far reported this year are the following:

* six years old, male from Miag-ao

* 16 years old, female from Miag-ao

By Panay News -Thursday, August 15, 2024

Dr. Darel Tabuada, head of the Provincial Veterinary Office, urges hog raisers in Iloilo to fortify their implemented farm biosecurity measures that include establishing perimeter fencing and maintaining footbaths and washing areas, among others.

ILOILO – In response to the reemergence of African Swine Fever (ASF) in Negros Oriental and parts of Batangas, the Provincial Veterinary Office (PVO) here is ramping up efforts to prevent a similar outbreak in Iloilo.

Dr. Darel Tabuada, head of the PVO, is meeting with technicians from 43 municipalities, including Passi City, today to discuss the current situation and gather updates, especially concerning backyard hog raisers.

He emphasized the ongoing surveillance efforts by the PVO and technicians from local government units (LGUs) to determine any resurgence of ASF, and urged hog raisers to fortify their implemented farm biosecurity measures.

Biosecurity protocols include the following:

* establishing perimeter fencing

* maintaining footbaths and washing areas

* enforcing clothing and footwear changes before farm entry

* prohibiting swill feeding

* disallowing feed bags inside the farm

* conducting regular cleaning and disinfection, and

* ensuring proper waste disposal

“Strengthening farm biosecurity measures is essential, though many of our hog raisers have already been practicing them,” Tabuada told Panay News.

He also highlighted the critical need for maintaining high biosecurity levels if hog raisers resume operations, as the ASF virus can survive up to 1,000 days in frozen products.

“Once they decide to resume, they must implement biosecurity level 1 on their farms, as the threat of ASF is persistent with the virus’s ability to live long in frozen conditions,” Tabuada said.

Gov. Arthur Defensor Jr. reassured that the province’s protocols against ASF remain stringent, including a continued ban on frozen and pork products from ASF-affected areas.

“Our stance remains unchanged; the ban is still in effect,” said Defensor.

The governor noted a gradual recovery in the province’s swine inventory as backyard hog raisers begin to reinvest in swine production.

Additionally, the provincial government has allocated funds totalling P4,284,000 for a sentineling program in six municipalities designated as “pink zones”, aimed at restarting pig farming activities.

These municipalities include Barotac Viejo (P324,000), New Lucena (P528,000), Dingle (P432,000), Banate (P2,268,000), Santa Barbara (P432,000), and San Miguel (P300,000), benefiting a total of 357 farmers.

According to PVO data, 28 municipalities in the province have been affected by ASF, with 17 now classified in the pink zone and 11 remaining in the red zone./PN

ILOILO – Pressing for enhanced electricity services, the Sangguniang Bayan (SB) of Pavia town unanimously approved a resolution on Monday, August 12, calling for the hastening of MORE Electric and Power Corporation’s (MORE Power) expansion into 15 municipalities, and Passi City, in Iloilo Province.

Introduced by SB members Daniel Fajardo II and Jose Maria Trimañez, the resolution further urged MORE Power – the sole power distributor in Iloilo City – to not only broaden its operations in Pavia but also to consider a joint venture agreement with Iloilo Electric Cooperative 1 (ILECO 1).

The Resolution cited MORE Power’s recent successful collaboration with the Central Negros Electric Cooperative in Bacolod City and Negros Occidental under the Negros Electric and Power Corporation franchise.

The Pavia SB’s call comes three years after the municipality’s consumers and local government unit initially campaigned for MORE Power’s service expansion. This was further facilitated through legislation on this introduced by 2nd District’s Cong. Michael Gorriceta.

MORE Power’s expansion beyond Iloilo City is legally backed by Republic Act 11918, enacted in August 2022, which permits its establishment, operation, and maintenance of electricity distribution across Pavia, Alimodian, Anilao, Banate, Barotac Nuevo, Dingle, Dueñas, Dumangas, Leganes, Leon, New Lucena, San Enrique, San Miguel, Santa Barbara, Zarraga, and the component city of Passi.
These areas are currently being served by ILECO 1, 2 and 3.

The Act faced challenges from ILECOs 1, 2, and 3. They contested the constitutionality of MORE Power’s expansion franchise citing overlaps with their own exclusive franchise areas.

However, a recent Supreme Court ruling affirmed the legality of MORE Power’s expansion franchise, stating that ILECOs’ franchises are not exclusive.

The Pavia SB resolution emphasized that MORE Power has consistently offered lower rates for the residential class compared to ILECO 1 over the past year.

Additionally, MORE Power’s generation rate has remained below that of ILECO’s during the same period, it stressed.

MORE Power president and chief executive officer Roel Castro said they already extended their primary lines to the boundary of Iloilo City and Pavia town, the target jump-off point for the expansion.

The Megaworld substation in Mandurriao district will serve as the main supply point for Pavia due to its proximity to the town.

Castro projected the expansion would take four to five years before they could complete the expansion. He noted their initial investments in the expansion between P2 billion and P2.5 billion.

The call for MORE Power’s expansion was first made in August 2021. In a privilege speech, Pavia SB member Daniel Fajardo II pointed out that a decrease in the cost of electricity would have a direct impact on the lives of Pavia’s residents and stakeholders such as the various businesses that have made the municipality their base of operation. He cited as example neighboring Iloilo City which enjoyed a dramatic drop in electricity rate by MORE Power.

Fajardo’s privilege speech prompted the SB to unanimously pass a resolution seeking the possibility of Pavia being covered by MORE Power’s service.

“We are adjacent to Iloilo City. It is our duty to provide our stakeholders with cheaper power to help them grow their businesses that will hopefully translate to more investments, jobs and tax revenues for the municipality of Pavia,” Fajardo said.

Castro acknowledged the clamor by those outside of Iloilo City for better service and lower rates.

“As a public utility, we cannot turn our back on this. May obligation tayo and if people are wanting to receive our service then we cannot deny that,” said Castro.

What the SC Says

Upholding the validity of MORE Power’s expansion franchise, the Supreme Court ruled that electric cooperatives do not have a constitutional right to an exclusive franchise within their coverage areas.

In an en banc decision dated July 30, the high tribunal stressed: “A franchise, as a privilege granted by the state, is not the exclusive private property of the franchisee. Thus, it must yield to serve the common good, as determined by Congress.”

The SC decision was penned by Associate Justice Rodil V. Zalameda.

This high court ruling means that MORE Power can now expand its service areas to 15 towns and the component city of Passi.

The Supreme Court pointed out that Congress enacted RA 11918 to make electricity more affordable for the people of Iloilo province.
Congress determined that expanding MORE’s franchise would promote healthy competition since MORE was capable of offering lower energy rates, the tribunal said.

“Without competition, ILECOs can easily dictate the price of electricity. Allowing the entry of another player thus benefits consumers, who no longer have to wait until ILECOs’ franchises expire in 2029, 2039, and 2053. This is under the Electric Power Industry Reform Act (EPIRA), which encourages competition in the electricity industry,” the SC said./PN

<text>Iloilo could soon play a central role in international football as the Philippine Football Federation (PFF) considers the province to host group stage matches for the inaugural FIFA Futsal Women’s World Cup in November 2025.

The possibility was discussed during a courtesy call to Iloilo Governor Arthur Defensor, Jr., led by PFF President John Gutierrez.

Gutierrez emphasized Iloilo’s significance as the cradle of football in the Philippines, making it a fitting venue for the prestigious event. He expressed confidence that the province has what it takes to meet the stringent requirements set by FIFA for hosting the competition.

The tournament will feature 16 teams, including four from Europe (UEFA), three from Asia (AFC), two from Africa (CAF), three from South America (CONMEBOL), two from North/Central America and the Caribbean (CONCACAF), and one from Oceania (OCF). The Philippines will complete the roster as the host nation.

Governor Defensor assured full support from the provincial government, offering assistance to ensure Iloilo meets all necessary requirements. “This is a great opportunity to showcase Iloilo’s love for football and our capability to host world-class events,” Defensor said.

A FIFA technical team is expected to visit Iloilo next week to inspect the proposed venues and assess their readiness. Their recommendations will be crucial in determining if the province can secure its spot as a host.

Iloilo Provincial Administrator Dr. Raul Banias, who facilitated the courtesy call, also voiced his support, emphasizing the province’s commitment to the event. Gutierrez was joined by key football figures, including FIFA Council Member Mariano Araneta, Jr., former PFF General Secretary Pablito Araneta, former PFF Treasurer and Grassroots Development Head Bonnie Ladrido, and PFF Futsal Head Kevin Goco, all of whom are optimistic about Iloilo’s potential to host the event.

The decision on whether Iloilo will be a host city is eagerly awaited, as it would mark a significant milestone for the province in the realm of international sports.</text>

<text>The Iloilo provincial government, under the leadership of Governor Arthur R. Defensor Jr., officially launched the “Turista sa Barangay” program on August 13 through Executive Order No. 168, Series of 2024.

This initiative, part of the broader MoRProGRes (Movement for a Robust, Progressive, Globally Competitive, and Resilient Province of Iloilo), aims to transform local barangays into vibrant community venues for tourism events and activities, aligned with the Provincial Tourism Development Plan.

“The barangay is recognized as the frontline LGU in developing the tourism industry, serving as the community venue for tourism events and activities, as well as the established point of care for tourists of the Province,” the executive order states.

The program’s objectives include boosting investments, employment, and food security while enhancing health, social services, and public safety.

It adopts a barangay-focused approach, highlighting agriculture and food tourism, the enhancement of natural sites, and the preservation of cultural heritage.

Key strategies under the program involve upgrading agricultural facilities in Barangay Nanga, Pototan, and enhancing gardening programs in tourism-rich areas such as Bucari Pine Forest in Leon, Maasin Watershed in Daja, and the Jalaur Multipurpose Project Watershed Area.

The EO also proposes reforestation efforts across the province, the promotion of flower-bearing trees, and the development of social forestry projects.

Additionally, the program will develop “Kasadyahan sa Kabanwahanan,” a globally recognized festival highlighting the province’s tangible and intangible heritage, focusing on fun, food, and culture.

By targeting barangays with established tourism potential, the “Turista sa Barangay” program aims to increase tourist arrivals and enhance the overall tourism experience in Iloilo.

It will be a convergence initiative involving National Government Agencies (NGAs), Local Government Units (LGUs), Sangguniang Kabataan (SK), non-government organizations (NGOs), people’s organizations (POs), schools, academic institutions, and religious organizations. These groups will collaborate to implement national laws, local ordinances, and resolutions that support the development of the tourism industry.

The program will also align with the National Tourism Development Plan (NTDP), which aims to establish the Philippines as a sustainable, resilient, and competitive tourism powerhouse in Asia.

<text>Dengue cases in Iloilo City yet to reach epidemic threshold
By Panay News -Thursday, August 15, 2024

BY GEROME DALIPE IV

ILOILO City – The City Health Office (CHO) has raised an alarm over the increasing number of dengue cases in various districts in the metropolis. The CHO reported 649 confirmed cases with two deaths and 42 active cases as of Aug. 13.

But Dr. Roland Jay Fortuna, CHO medical officer, said they could not yet declare an outbreak due to dengue in Iloilo City since the number of dengue cases has not reached the epidemic threshold.

Such a threshold is determined based on historical data and statistical analysis, typically reflecting a significant increase in cases over what is expected for that time of year.

When the number of dengue cases in an area surpasses this threshold, it indicates that the situation has moved beyond normal seasonal fluctuations and requires intensified public health interventions to control the outbreak.

Dr. Fortuna urged residents to take preventive measures, such as eliminating mosquito breeding sites, using insect repellent, and seeking early medical attention if symptoms appear. City health officials have also been conducting awareness campaigns to educate residents on dengue prevention.

These campaigns emphasize the importance of the 4S strategy: search and destroy breeding sites, self-protection measures, seek early consultation, and support fogging/spraying only in hotspot areas.

The city government has asked residents to ramp up their efforts to eliminate mosquito breeding sites, which are crucial in controlling the spread of dengue.

In Region 6, the Department of Health (DOH) recorded 10,188 cases, with 20 deaths from Jan. 1 until Aug. 3 this year.

Hence, it has activated its Regional Dengue Task Force and Inter-Agency in preparation for the outbreak and response strategies.

Dr. Bea Natalaray, Medical Officer IV of the Infectious Disease Cluster, announced the task force is composed of several DOH WV CHD units involved in the surveillance, supply distribution and monitoring of hospitals.

The DOH has already provided mosquito control commodities, including mosquito nets and machines for indoor residual spraying; diagnostic commodities, such as dengue NS1 kits and rapid antibody test kits; and treatment commodities to local government units.

Data from the DOH-6 showed that dengue cases in the region were higher by 114 percent when compared with the same period last year, with 4,760 cases, including 23 deaths.

Iloilo province has 3,914; Negros Occidental has 1,584; Aklan has 1,319; Capiz, 1,083; Guimaras, 809; Antique, 637; Iloilo City, 482; and Bacolod City, 360.

Iloilo and Negros Occidental have six deaths each, Capiz has three, and the rest of the fatalities came from the remaining provinces and highly urbanized cities.

The Iloilo Provincial Health Office also reported that Passi City declared a state of calamity on Aug. 9.

after recording the highest cases in the province./PN

<text>ILOILO – The province of Iloilo has officially declared a dengue outbreak following a significant 320 percent increase in dengue cases compared to the same period last year.

There have been 4,595 cases recorded from January 1 to August 10, 2024, with 10 associated fatalities, data from the Iloilo Provincial Health Office (IPHO) showed.

This marks a sharp rise from the 1,095 cases and one death reported during the same period in 2023.

Gov. Arthur Defensor Jr. confirmed the outbreak during a press conference on Wednesday morning, stating that the province had surpassed both the epidemic and alert thresholds.

“We are in the midst of an outbreak,” he declared.

The most recent data showed a sharp surge – 994 new cases recorded in just one week, from August 4 to August 10.

Dengue fever is a mosquito-borne viral disease that can vary in severity. Mild cases may cause high fever, rash, and muscle and joint pain, while severe forms, known as dengue hemorrhagic fever, can lead to severe bleeding, a sudden drop in blood pressure (shock), and death.

Defensor announced that the provincial government, along with the 43 municipalities including Passi City, would escalate dengue response measures. This includes intensified case surveillance and management efforts to swiftly address the growing number of cases.

On August 9, the provincial government issued Memorandum No. 10, which raised the Provincial Disaster Risk Reduction and Management Operations Center (PDRRMOC) to blue alert status effective immediately.

The memo directs all member agencies and local disaster risk management councils to enhance monitoring, data consolidation, and timely reporting to coordinate more effectively with relevant agencies and offices.

Governor Defensor also highlighted the ongoing health campaigns that have been in place since January, in anticipation of an increase in dengue cases due to the El Niño phenomenon.

“We continue our surveillance and vigilance, execute fogging in hotspot areas, among other protocols that we already know due to the outbreak, and have placed the province under blue alert status,” Defensor elaborated.

Furthermore, the governor discussed preparations made since late 2023, including the procurement of numerous dengue test kits, IV fluids, and preparation of additional bed space in district hospitals to accommodate a potential surge in dengue patients.

He also mentioned that the province is considering financial assistance to municipalities, especially those with a high number of cases, to enhance their response capacities similar to measures taken during the COVID-19 pandemic.

Currently, only Passi City has declared a state of calamity due to the dengue outbreak.

Passi City leads with the highest number of cases at 344 and one death.

Other municipalities with significant case counts include Oton (233 cases), Dingle (210 cases with one death), Lambunao (201 cases with one death), Dumangas (187), Calinog (183), Barotac Nuevo (172 cases with one death), Janiuay (164), Badiangan (161 cases with two deaths), and San Dionisio (144).

Defensor said the provincial government would reassess its resources and capacities to decide on potentially declaring a state of calamity for the entire province.

Other areas with dengue cases are: Cabatuan (132), Lemery (131), Miag-ao (128 cases with two deaths), Sara (128), Pototan (120), Pavia (117), Tigbauan (117), Barotac Viejo (115), Santa Barbara (103), Alimodian (103), Leon (100), Ajuy (87), Batad (85), Banate (80 cases with one death), San Enrique (78), San Miguel (77), Dueñas (75), Mina (73), Estancia (70), Igbaras (65), San Joaquin (65), Bingawan (62), Concepcion (61), Zarraga (59), Anilao (58), Balasan (57), Leganes (57), Maasin (57), Guimbal (47), Carles (39), Tubungan (31), San Rafael (19), and New Lucena (13).

The 10 dengue fatalities so far reported this year are the following:

ILOILO City – The Western Visayas Alliance of Transport Cooperatives and Corporations, Inc. (WVATCCI) has warned that the continued operation of unconsolidated jeepneys operating as “colorum” is jeopardizing its member-cooperatives and corporations.

This situation is potentially resulting in losses and the cooperatives’ inability to repay loans taken to purchase minibuses, said Halley Alcarde, general manager of the Western Visayas Transport Cooperative (WVTC) which is a member of WVATCCI.

Furthermore, he said, the competition from unconsolidated and unregistered traditional jeepneys jeopardizes the jobs of approximately 2,600 transport cooperative employees, potentially affecting around 15,600 individuals considering each employee supports an average of six family members.

Rizalito Alido, president of WVATCCI, noted that the income per minibus has dropped from an average of P7,000 per day to P3,000 to P4,000, largely due to the ongoing operations of unconsolidated and unregistered traditional jeepneys, especially during evenings.

Data from the Land Transportation Franchising and Regulatory Board (LTFRB) Region 6 showed about 4,000 jeepneys in the region that are unconsolidated, lacking Certificates of Public Convenience (CPC) or Provisional Authorities (PA), and are not permitted to operate on the roads as they are considered “colorum”.

Following President Ferdinand “Bongbong” Marcos Jr.’s affirmation of the continuation of the Public Transport Modernization Program (PTMP), originally known as the Public Utility Vehicle Modernization Program (PUVMP), LTFRB-6 is awaiting a directive from the Department of Transportation (DOTr) regarding the strict enforcement against unconsolidated jeepneys operating as “colorum”.

According to Regional Director Richard Osmeña, DOTr under Secretary Jaime Bautista is expected to issue a new directive this week on monitoring operations.

“When it comes to enforcement, it will have to be the LTO (Land Transportation Office), but we are still awaiting DOTr’s pronouncement,” Osmeña told Panay News.

Alcarde confirmed during a meeting with Secretary Bautista in Metro Manila on August 7, that the official assured the implementation of stringent measures against colorum vehicles.

“We are waiting for the order from the DOTr to be cascaded down to LTFRB and LTO regional offices,” said Alcarde.

On June 14, 2024, WVATCCI) organized a caravan in Iloilo City to urge the LTO and LTFRB to apprehend unconsolidated and unregistered traditional jeepneys with expired CPCs or Pas but still operating.

Currently, out of 1,782 units awarded to WVATCCI in Iloilo City, 520 minibuses are in operation./PN
