<text>ILOILO City – The province of Iloilo’s inflation rate increased by 5.6 percent from July to August 2024, data released by the Philippine Statistics Authority (PSA) in Western Visayas showed.

Among the six provinces, only Iloilo recorded an increase in inflation, the PSA’s summary inflation report on the Consumer Price Index in Western Visayas for August 2024 stated. In contrast, Capiz registered the lowest at 4.3 percent.

For the highly urbanized cities in the region, Iloilo City’s inflation rate increased to 3.7 percent in August 2024 from 1.8 percent in the previous month. On the other hand, Bacolod City’s inflation rate dropped to 5.6 percent in August 2024 from 6.2 percent in July 2024.

Western Visayas’ headline inflation was 4.8 percent in August 2024, similar to the rate recorded in July 2024. The regional average inflation rate from January to August 2024 is 3.8 percent. In August 2023, the inflation rate was higher at 6.1 percent.

The top three commodity groups contributing to the Western Visayas’ inflation rate of 4.8 percent in August 2024 include food and non-alcoholic beverages with 53.9 percent share or 2.58 percentage points; housing, water, electricity, gas, and other fuels with 21.4 percent share or 1.03 percentage points, and restaurants and accommodation services with 7.8 percent share or 0.38 percentage point.

On the other hand, food inflation in Western Visayas decreased to 6.5 percent in August 2024, from 7.4 percent in July 2024.

The main drivers to the overall regional inflation rate include alcoholic beverages and tobacco, which rose to 3.7 percent from 3.1 percent; clothing and footwear, which hiked 3.6 percent from 3.5 percent; Housing, water, electricity, gas, and other fuels, which increased to 5.6 percent from 1.1 percent;

In contrast, lower inflation rates were noted in the commodity groups this month, including food and non-alcoholic beverages, at 6.2 percent from 7.0 percent; Furnishings, household equipment, and routine household maintenance, 2.4 percent from 2.5 percent; Transport, which rose by 0.7 percent from 4.1 percent; and education services, which increased to 7.3 percent from 11.5 percent.

The monthly inflation rate in the index of financial services was recorded at a constant rate of 1.0 percent from January to August 2024.

The deceleration of food inflation in August 2024 was due to slower annual growth in the index of cereals and cereal products with a 12.1 percent inflation rate in August 2024 from 14.6 percent in July 2024.

It was followed by meat and other parts of slaughtered land animals’ food group with a 13.1 percent inflation rate from 15.3 percent in July.

Fish and other seafood groups also contributed to the downtrend with -2.7 percent inflation rate in August from -2.0 percent in July.

Lower inflation rates were also noted in sugar, confectionery, and desserts at -4.0 percent from -3.7 percent.

Meanwhile, the top three food groups with the highest contribution to food inflation of 6.5 percent during the month include cereals and cereal products with 65.1 percent share or 4.23 percentage points; meat and other parts of slaughtered land animals with 26.3 percent share or 1.71 percentage points, and fruits and nuts with 6.9 percent share or 0.45 percentage point.

The income of households in Western Visayas accelerated to 5.9 percent in August 2024 from 5.5 percent in July 2024.

Likewise, the inflation rate for the Bottom 30% income households was higher in August 2023, at 7.1 percent.

The increase in the inflation rate for the bottom 30 percent of income households was primarily brought about by the higher annual growth in the index of housing, water, electricity, gas, and other fuels at 7.6 percent in August 2024 from -0.1 percent in July 2024.

This was followed by restaurants and accommodation services with a faster annual growth of 6.0 percent inflation rate from 5.5 percent in the previous month.

The alcoholic beverages and tobacco commodity group with a higher inflation rate of 4.2 percent during the month from 3.6 percent in July also contributed to the inflation rate hike./PN

<text>The Iloilo Provincial Government turned over the second phase of its solar photovoltaic (PV) installation at Aleosan District Hospital in Alimodian, which aims to boost energy efficiency and enhance safety.

The project, which includes solar-powered streetlights, cost ₱2.67 million and was funded through the Energy Regulations (ER) 1-94 fund shares from Panay Energy Development Corp. (PEDC).

The ER 1-94 fund grants host communities of power plants access to resources for development and environmental projects. PEDC, a subsidiary of Meralco PowerGen Corp. and Global Business Power Corp., facilitated the funding under this provision.

Phase 2 of the project installed a 30-kilowatt rooftop solar PV system and streetlights at the hospital. This installation is expected to significantly reduce the hospital’s energy consumption while ensuring better lighting for the safety and security of the hospital’s premises.

Phase 1 of the solar project, inaugurated in March 2024, focused on the hospital’s COVID-19 ward and cut monthly electricity expenses by roughly ₱80,000. The initial phase cost ₱2.6 million.

The combined cost of both phases reached ₱5.27 million.

Provincial Administrator Raul Banias, representing Governor Arthur Defensor, praised the project’s impact on the hospital’s operational expenses.

Panay Energy Development Corp. First Vice President Antonio Cabalhug, Jr. expressed his company’s support for renewable energy efforts.

“We are proud to be part of a project that delivers tangible benefits to the community while supporting clean energy initiatives,” Cabalhug said.

Local officials, including Alimodian Mayor Ian Kenneth Alfeche Jr. and 4th District Board Member Rolando Distura, also attended the ceremony, highlighting the importance of sustainable energy solutions for public infrastructure.

Department of Energy Visayas Field Office representative Lourdes Arciaga acknowledged the positive impact of the project. (With a report and photos from Capitol PIO)</text>

<text>Three publications by authors and an editor from the University of the Philippines Visayas (UPV) have been named finalists in the 42nd National Book Awards, according to the list released on Sept. 10, 2024.

The finalists include Benjamin, translated into Filipino by Dr. John Barrios and Fennie Mae Tanangonan; Plural Entanglements: Philippine Studies by Dr. Clement Camposano, Dr. Dada Docot, and Dr. Stephen B. Acabado; and Piña Features by Dr. Randy Madrid. The National Book Development Board and the Manila Critics Circle selected these works for this year’s awards.

Benjamin, originally written in Hiligaynon by Angel Magahum—considered the “Father of Ilonggo Novels”—is a finalist for “Best Translated Book in Filipino.” First published in 1907 by La Panayana in Molo, Iloilo City, the novel includes didactic narratives and is seen as a book on proper manners.

Dr. Barrios, a faculty member of the Division of Professional Education (ProfEd) at UPV, translated the novel along with Tanangonan, a UP High School in Iloilo alumna and current UP Diliman student. Benjamin was republished by the University of the Philippines Press in 2023.

Plural Entanglements: Philippine Studies, published by Ateneo de Manila University Press in 2023, is a finalist for “Best Book in Social Sciences.” The book, co-authored by Dr. Camposano, UP Visayas Chancellor, emphasizes the need to extend scholarship beyond Manila and includes contributions that explore themes such as the Philippines’ global participation, social justice, and disaster response.

Dr. Madrid’s Piña Features, published by Far Eastern University and Habi: The Philippine Textile Company, is a finalist in the “Best Book Design” category.

The book offers fresh perspectives on piña fabric as an artisanal textile, a trade commodity, and a symbol of identity and honor. Dr. Madrid is a faculty member of UPV’s Division of Professional Education, College of Arts and Sciences.

<text>Around 12,000 barangay officials from various towns and cities across Iloilo province are set to gather at the Iloilo Sports Complex on Sept. 15 for the culminating event of this year’s Liga Month celebration, which began on Aug. 6.

In preparation for the event, Liga ng mga Barangay President Amalia Victoria Debuque asked for public understanding regarding potential traffic congestion.

“Since we are expecting 12,000 delegates, I ask for the public’s patience. There will be a heavy inflow of cars, and traffic is inevitable, but we’ve coordinated with Iloilo City officials to manage the situation,” Debuque said during a press conference on Sept. 11.

Debuque noted that while Liga Day has traditionally been a one-day event, this year’s celebration has been extended to a full month.

The culmination will feature various activities, including the main sports event, a special performance by the band Aegis, raffle draws, and the “Bida sa Liga” competition, among others.

“This year’s theme is ‘Connecting Barangays in Shaping Tomorrow.’ As you can see in our activities, we are connecting barangays with one another. Once we are connected, it will be easier to achieve progress in our province,” Debuque emphasized.

Notable attendees expected to join the event include Governor Arthur Defensor Jr., Iloilo 1st District Rep. Janette Garin, 2nd District Rep. Michael Gorriceta, 3rd District Rep. Lorenz Defensor, 4th District Rep. Ferjenel Biron, and 5th District Rep. Raul Tupas. National Liga President Jessica Dy, Las Piñas Congresswoman Camille Villar, Senator Francis Tolentino, Senator Imee Marcos, and DILG Secretary Benjamin Abalos Jr. are also expected to attend.

House Speaker Martin Romualdez has yet to confirm his participation.</text>

By Ime Sornito -Wednesday, September 4, 2024

ILOILO City – Nearly two years after its closure due to structural issues, the P680-million defective flyover in Barangay Ungka II, Pavia, Iloilo will remain partially operational until the end of 2024.

The Department of Public Works and Highways (DPWH) – Region 6 has confirmed it will fail to meet its second self-imposed deadline of November 2024 for a complete flyover rectification work and full reopening.

The original deadline it set for itself was last month, August.

This latest setback means motorists and residents should brace for continued traffic congestion during the upcoming December holiday season.

Currently, only the two inner lanes of the flyover are open to traffic from 6 a.m. to 10 a.m. and from 2 p.m. to 9 p.m. daily.

“We are now in the final stages of Phase 1 of rectification work, and hope to complete it by the end of September despite some challenges,” said DPWH-6 officer-in-charge Engineer Sanny Boy Oropel.

The four-lane, 453.7 lineal meters long Ungka flyover was constructed beginning January 2020 and opened to traffic on the first week of September 2022. But this was closed two weeks after due to vertical displacement (piers 4, 5, and 6 were “sinking”).

The Ungka flyover stretches from Barangay Ungka, Jaro, Iloilo City to Barangay Ungka II, Pavia. Straddling the major intersection of the Sen. Benigno Aquino Jr. Avenue and President Corazon Aquino Avenue in Barangay Ungka II, it is meant to ease traffic congestion in this crucial point that leads in and out of Iloilo City.

With Phase 2 of the rectification work yet to start, DPWH-6 is currently inviting bids, aiming to begin work in October and complete the rectification by December 2024.

The department has set a new target to fully open the Ungka flyover before the Dinagyang Festival in January 2025.

Due to the vertical displacement, a third-party consultant, Abinales Associates Engineers + Consultants, was hired by DPWH-6 to conduct a geotechnical study.

Study results showed that the flyover design contractor, United Technology Consolidated Partnership (UTCP), had failed to determine the depth of the hard strata of soil for the flyover’s foundation, causing instability.

The recommended solution involves jet grouting for all 13 piers under the first phase of the flyover’s rectification, with an estimated budget of P95 million.

An additional P200 million is proposed for installing extra bored piles at the problematic piers.

Monolithic Construction & Concrete Products, Inc., based in Davao City, has completed approximately 85 percent of Phase 1 of the rectification work, focusing on borehole activities and jet grouting.

Oropel emphasized that while Phase 2 is underway, the flyover will remain open to traffic using the inner lanes, as has been the case during the ongoing rectification efforts.

By the time DPWH-6 fully reopens the Ungka flyover to traffic, the cost of this infrastructure will have ballooned to P975 million — P295 million higher than its original cost.

It was originally projected that Phase 1 of the rectification work would be concluded by July 30, which would have also ushered the start of Phase 2.

Aside from jet grouting, the rectification would also involve adding additional bored piles.

Oropel had previously appealed for public understanding for the delay.

“The rectification techniques we are applying are not simple,” he explained.

Complications have arisen due to underground utilities, such as water and telephone lines, which have slowed the grouting process./PN

ILOILO – The Iloilo Provincial Health Office (IPHO) has confirmed leptospirosis cases in 39 of the 42 towns in the province, and the component city of Passi.

From January 1 to August 24, the province recorded a total of 93 cases and three fatalities, marking a significant decline of 47 percent compared to the 176 cases reported during the same period in 2023.

Leptospirosis is a bacterial disease that spreads through direct contact with urine from infected animals or environments contaminated with urine. It can enter the body via cuts on the skin or the mucous membranes of the eyes, nose, or mouth.

Early symptoms include high fever, severe headache, muscle pains, chills, eye redness, abdominal pain, jaundice, skin rashes, and gastrointestinal symptoms.

Leon and Oton lead the list of affected areas with seven cases each, one resulting in death in Leon. Tigbauan follows with five cases.

Four towns — Barotac Nuevo, Calinog, Igbaras, and Lambunao — have reported four cases each, with one death occurring in Barotac Nuevo.

Pavia, Santa Barbara, and Alimodian have each documented four and three cases, respectively.

The remaining 29 towns have reported fewer cases: Barotac Viejo, Cabatuan, Miag-ao, and Pototan with three cases each, the latter including one death.

Towns like Ajuy, Dingle, Dumangas, Estancia, Janiuay, Lemery, Maasin, New Lucena, San Enrique, San Miguel, and Anilao have each reported two cases.

Meanwhile, Badiangan, Balasan, Banate, Concepcion, Dueñas, Guimbal, Leganes, Mina, Passi City, San Dionisio, San Joaquin, Sara, Tubungan, and Zarraga have reported one case each.

Notably, Batad, Bingawan, Carles, and San Rafael have not recorded any cases of leptospirosis this year.

In response to the ongoing threat and recent heavy rains brought by Typhoon Enteng, the Department of Health (DOH) issued a public health advisory this Monday, urging the public to exercise caution against leptospirosis, particularly during flooding.

The DOH recommends washing thoroughly with soap and water after exposure to floodwaters and offers antibiotic prophylaxis at Rural Health Units (RHUs), which also provide free consultations.

The rise in leptospirosis cases in Metro Manila due to flooding caused by the southwest monsoon and Typhoon Carina has prompted the DOH to place all its units nationwide on a “Code White Alert.” This alert ensures that medical personnel in hospitals and health offices are ready to respond to health emergencies.

Gov. Arthur Defensor Jr. also issued a reminder to the residents of Iloilo province, advising against wading in floodwaters whenever possible and seeking immediate medical attention at RHUs if symptoms of leptospirosis appear, especially for those with open wounds./PN

<text>Farmers urged to guard against leptospirosis
By Ime Sornito -Tuesday, August 20, 2024

ILOILO – Gov. Arthur Defensor Jr. has issued a warning to residents, particularly farmers, to be vigilant against leptospirosis following a surge in cases in Metro Manila caused by flooding from Typhoon Carina and the enhanced southwest monsoon.

Defensor acknowledged the inherent risks associated with farming but advised against wading in floodwaters, especially with open wounds.

“It is best to avoid wading in water whenever possible, but we know that if you’re farming, it might be unavoidable. That i why it is crucial not to ignore symptoms related to leptospirosis,” he said.

Leptospirosis is transmitted through contact with urine from infected animals or contaminated environments, entering the body via skin abrasions or the mucous membranes.

Early symptoms include high fever, severe headache, muscle pains, and more severe complications like jaundice and hemorrhages.

Defensor said leptospirosis cases in the province have actually decreased this year, with 86 cases and three deaths from January 1 to August 10, 2024 — a 49 percent drop from the same period in 2023, which saw 168 cases.

The governor attributed this decline to the absence of significant flooding, which typically increases exposure risks.

Out of 43 municipalities, including Passi City, 37 have reported leptospirosis cases. The municipalities of Batad, Bingawan, Carles, Leganes, and San Rafael have not reported any cases.

The Iloilo Provincial Health Office’s data show that Oton leads with seven cases, followed by Leon with five cases (including one death), and Tigbauan also reporting five cases.

Other municipalities with notable cases include Calinog, Igbaras, Lambunao, and Santa Barbara, each reporting four cases. Alimodian, Barotac Nuevo (three cases, one death), and Barotac Viejo each reported three cases.

An additional breakdown provided includes three cases each in Cabatuan (with one death), Miag-ao, Pavia, and Pototan.

Two cases each were recorded in Ajuy, Dingle, Dumangas, Janiuay, Lemery, Maasin, San Enrique, and San Miguel.

The rest of the municipalities reported one case each.

The Department of Health (DOH) also noted a 17 percent increase in leptospirosis cases nationwide over the past two weeks, with 255 new cases registered from July 21 to August 3 following Typhoon Carina. This increase contrasts with the 217 cases from the prior two weeks. Despite a 23 percent decrease in cases year-on-year, the DOH remains cautious, citing possible delays in case reporting and the disease’s incubation period ranging from two to 30 days.

The DOH reiterated the availability of the antibiotic doxycycline, used as prophylaxis against leptospirosis, which requires a prescription and remains under a price freeze until September 23. This medication is available for free at government health centers and hospitals nationwide./PN

<text>Iloilo capitol needs P56M for retroactive salary hike
By Ime Sornito -Tuesday, August 20, 2024

ILOILO – The provincial government is in need of P56 million to provide retroactive salary increases for over 2,000 regular employees from January 2024.

This challenge arises from Department of Budget and Management (DBM) regulations that limit retroactive increases to national government employees, requiring local government units (LGUs) like Iloilo to wait until their budgets are approved.

Gov. Arthur Defensor Jr. explained that although the capitol has potential budget sources for these increases, he must first lobby the DBM to allow retroactivity for LGU employees.

“According to the DBM circular, retroactive increases apply only to the national government. For LGUs, increases take effect upon budget approval,” Defensor said.

He plans to advocate through the League of Provinces of the Philippines for permission to grant retroactive increases to LGU employees, especially if the LGU, such as the Iloilo province, has sufficient funds.

The proposal for the salary increase has been submitted through Supplemental Budget Number 2 to the Sangguniang Panlalawigan (SP) for approval.

Upon endorsement, the Salary Standardization Law (SSL) VI will be implemented for the employees.

DBM Secretary Amenah Pangandaman recently emphasized the importance of these increases. “The initial tranche is retroactive to January 1, 2024, which means there will be a salary differential or back pay,” she said.

The salary hike is scheduled across four tranches, with the first occurring this year and the second planned for 2025.

Pangandaman further assured, “We have secured funding not only for 2024 but also for 2025. The increase this year is guaranteed, and there will be an additional increase next year.”

She said P70 billion has been earmarked in the FY 2025 Miscellaneous Personnel Benefits Fund (MPBF) to cover these increments under SSL VI, with the second tranche effective from January 1, 2025.

The national government has allocated approximately P36 billion from the FY 2024 General Appropriations Act (GAA) for the first tranche of SSL VI, covering various branches and offices across the government spectrum, including LGUs.

This salary adjustment aligns with the Philippine Development Plan and the “Bagong Pilipinas” initiative, aiming to revitalize the country through extensive societal and governmental reforms./PN

<text>Breeding sites of dengue mosquitoes overlooked in clean-up – IPHO

ILOILO – Despite regular cleaning claims by residents, the true breeding sites of dengue mosquitoes often lie in overlooked household and outdoor areas like drums and discarded tires on roofs, according to the Iloilo Provincial Health Office (IPHO).

The IPHO made this discovery during recent inspections of 43 municipalities, including Passi City.

Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO, said the most common mosquito breeding sites include trash, blocked drainage, and containers such as water storage drums and discarded vehicle tires.

Even the most innocuous items like bottles can serve as breeding grounds for the Aedes aegypti mosquito, the primary vector of the dengue virus, said Quiñon.

She emphasized the need for a comprehensive approach beyond simple sweeping, urging the community to adopt a proactive “search and destroy” strategy against these breeding places.

Dengue fever continues to ravage Iloilo, with a 320% increase in cases compared to last year, according to the IPHO.

From January 1 to August 10, 2024, the province recorded 4,595 cases and 10 deaths, a significant rise from the 1,095 cases and single fatality during the same period in 2023.

The rise in dengue cases has been particularly severe in areas like Barotac Viejo, Banate, Passi City, Concepcion, and Batad, often linked to inadequate water storage practices in communities where residents do not sleep at home due to work commitments.

The recent data includes a new fatality from Barotac Nuevo, bringing the total deaths this year to 11. The victims range in age and include:

* a six-year-old boy and a 16-year-old girl from Miag-ao

* a four-year-old boy from Lambunao

* two 20-year-old men and a 15-year-old boy from Badiangan

* an eight-year-old girl from Igbaras

* a 41-year-old woman from Barotac Nuevo

* a three-year-old girl from Banate

* a 10-year-old boy from Passi City

Dengue fever is a viral infection transmitted through the bites of infected Aedes mosquitoes. It presents flu-like symptoms including high fever, headache, vomiting, muscle, and joint pains, and a characteristic skin rash.

In severe cases, it can develop into dengue hemorrhagic fever, which can be fatal if not treated appropriately.

Quiñon called for a unified community effort to combat the spread of dengue, stressing that it is not just a battle for health authorities but for every resident of the province.

“The danger is real and growing, and it requires the concerted effort of the entire community to halt the spread of this life-threatening disease,” she said./PN
